Sector Analysis LNG outlook

Despite low oil prices and a weak medium-term outlook, the LNG market has a bright future. Over the next two decades gas will be the fastest growing fossil fuel supported by strong supply growth and by environmental policies. Within the gas share, LNG shows the strongest growth and by 2035 LNG will surpass pipeline imports as the dominant form of traded gas. Shell’s merger with BG Group places the company as the largest producer of LNG globally and is an indication of Shell’s intention to take full advantage of this long term outlook. Both the International Energy Agency (IEA) and BP expect rapid growth of LNG supply capacity in the near future. Of the LNG supply due to come online by 2035, 40% will be within the next five years. Projects within Australia and the US, such as Gorgon (15.6 mtpa) and Sabine Pass (18-27 mtpa), are a large component of this new supply. Asia represents more than 70% of global demand for LNG. However, with demand from the region dropping in 2015, it seems unlikely that exporters can look to Asia to absorb any new capacity. Slowing economic growth has led to a 1% decline in Chinese LNG imports, following years of double digit growth. After Japan’s Fukushima disaster and South Korea’s nuclear scandal, the two countries experienced an energy deficit which resulted in a significant increase in LNG imports. However, decreases in LNG demand from the two countries for 2015 indicates that there has been a rebalancing in the energy portfolios.

Longer-term, however, LNG markets have a much more positive outlook. Demand is expected to grow on average between 4-6% per annum until 2030. The judgement that the recent weakness in consumption will not persist is based on the view that strong supply growth, particularly of US shale gas and LNG, combined with stronger environmental policies, will allow gas to compete against coal in Europe and Asia, as well as in North America. This increasing demand will lead to competition between global projects trying to secure any uncontracted supply deals. The lowest-cost providers will have the best starting position in the race to capture future demand. The US brownfield facilities currently under construction have some distinct advantages in securing uncontracted demand if they are to expand their capacity. Firstly, unlike most facilities around the world, they can avoid the additional upstream costs needed for expansion by sourcing incremental gas from the mature liquid gas market in North America. Secondly, their costs would be relatively low due to their ability to leverage existing infrastructure such as pipelines and storage tanks. Lastly, US brownfield projects can exploit their recent experience in navigating the regulatory and financing processes.

For these reasons, expansion of this first wave of US brownfield facilities looks likely. Sabine Pass has already applied for an expansion and been approved by the Federal Energy Regulatory Commission (FERC), while the Cameron project is still awaiting approval. Although the US brownfield sites are cost competitive, there are portfolio diversification, security of supply and political considerations that might help keep global projects viable in Australia, East Africa and elsewhere. Some consumers will want to diversify both their pricing exposure (Henry Hub vs oil indexed) and their dependence on any single country for a high proportion of their energy needs. It is evident that slowing demand means that the LNG market has a tough period ahead. However, the long-term forecasts are all positive and those projects that can push through the Final Investment Decision (FID) now will reap the rewards in the long term. During tight times the markets will favour cost effective projects more so than ever. For this reason it is likely that LNG projects which proceed will be concentrated in countries like Qatar and the US, where low production costs and developed infrastructure make the project’s cost efficient. A word from the CEO UK Trade and Investment (UKTI) has been going through some changes recently. The government department, which helps British businesses increase exports to international markets and works closely with the EIC, recently announced the departure of its Minister for Trade and Investment after just nine months in post.

A top story in the news last month was the integration of BG Group into Shell. The takeover will give Shell’s portfolio a boost through BG’s LNG projects in the Americas, North Africa and Australia, exploration projects in offshore Brazil, and gas projects in Kazakhstan. Shell also now ranks second after ExxonMobil as the most valuable publicly-traded oil company in the world.

The previous incumbent, Francis Maude, will be succeeded by Mark Price, outgoing Waitrose boss and deputy chairman of the John Lewis Partnership, so we look forward to welcoming him in April 2016.

Meanwhile the world’s top energy companies and traders remain bearish on the future oil price. Despite this, there is a real global hunger for gas, and Iran, with the second-largest proven reserves of gas in the world, is keen to supply it, both domestically and internationally. As billions of dollars in Iranian funds were unfrozen at the start of February, the long-term potential for Iranian gas projects, around the South Pars field for example, could be immense.

While these changes take place, our programme continues with the next UK pavilion at World Nuclear Exhibition (WNE) in Paris from 28-30 June. The EIC is working in partnership with the NIA, and also UKTI who will be offering TAP support grants to eligible UK companies of £1,500. EDF, the French state-owned energy company heading up the project, has confirmed that 60% of the construction value will be going into the UK supply chain. In spite of the low oil price, the UAE’s production costs are still among the lowest in the world and oil companies have to maintain production of 3 million boepd. This is driving billions of dollars to be spent on simple maintenance work to ensure the rate of production continues. While many larger projects are cancelling elsewhere, demand in the UAE is expected to rise by approximately 6% this year to meet the demands of the growing population. Vincent coil looper

Improvements in HV coil manufacture leads to higher quality induction motors Since the earliest times of high voltage induction motor manufacturing, the most troublesome item to manufacture to the best quality and repetition has always been the stator coils.

In 2015 ATB Laurence Scott invested in a French manufactured Vincent coil looper and puller combination machine. This machine can be programmed to produce higher quality coils with better defined and finished overhang profile that are visually more consistent and consequently easier to wind into stators. The programming of the machine has been successfully mastered by one of our electrical design engineers, who converts coil drawings into suitable code to be uploaded directly into the operator console.

With the general acceptance by the motor industry that the diamond coil was the way forward, adjustable wooden formers were produced, after the initial coil looping process had been performed the coil winders would use leather mallets to encourage the loop to adopt the shape of the wooden former. This was laborious and despite best efforts open to inconsistency and induced coil issues caused by well-meaning but over enthusiastic adjustments.

The quality of the coils is clear to see, the improved regularity of spacing of the coils in the finished stators is immediately appreciable. The production process is generally less onerous, reducing even the remote possibility of manufacturing process damage. The accurate repetitiveness of overhang profile means the cooling air gaps between the coils are more consistent leading to higher quality of finished stators and potentially longer operational life.

The next generation of coil puller was a pneumatically operated machine that converted the loop to an almost diamond shape which still required some manual refinement using solid wooden formers and mallets. Then during the 1970s ATB Laurence Scott introduced two hydraulically operated coil pulling machines to practically replace the former and mallet method. It wasn’t an easy or straightforward process to master as the final shape was dependent on selection of the correct radius blocks but over time the experienced operators were able to produce the desired results and a level of repetition that had previously been very difficult to achieve, although it is fair to say that some profiles still required some manual adjustment.

Added to this manufacturing upgrade, ATB Laurence Scott has made some subtle positive changes to a selection of the coil insulation processes that will complement the overall quality improvement of the individual coils as well as the completely wound stators providing even higher levels of excellence for demanding market sectors such as oil and gas and nuclear new build applications.

As a feature of its soon to be completed state of the art training facility, Reading based ABLE Instruments & Controls Ltd will be unveiling a verification loop for flare gas meters using an internationally traceable transfer standard. Aggreko

VSL is internationally renowned and has established a first rate reputation as an independent testing and certification institute for the oil and gas and utilities industries.

Aggreko is working with renewable energy project developers and turbine manufacturers to accelerate testing and commissioning by using generators and loadbanks to simulate grid connection. Aggreko enables project teams to fast track the commissioning phase and test the G59 settings through replicating connection to the grid and demonstrating an ability to successfully produce power under load conditions. This accelerates G59 sign-off by the District Network Operator (DNO), which is required to complete the accreditation process. Grid simulation can also be used to support Feed-in Tariff (FIT) claims. By fast tracking the testing and commissioning process, Aggreko enables developers to export power and earn ROCs as soon as the grid connection goes live. The ROC scheme closes to new onshore wind projects a year earlier than previously planned on 31 March 2016, but those projects that have qualified for the early closure grace period will be able to accredit up to 31 March 2017.

In some cases the grace period may be extended to 31 March 2018, where projects have been affected by grid or aviation delays. For new solar PV plants of <5MW, the Renewables Obligation closes on 31 March 2016, but there is a grace period of 31 March 2017 for certain preliminary accredited projects. From 1 June 2016, those projects with an accreditation date after 22 July 2015 will receive a much reduced level of 0.8 ROC/ MWh, while those projects that hadn’t achieved the ‘significant financial commitment’ criteria by 22 July 2015 will lose their right to ‘grandfathering’ and could, therefore, be subject to further reductions in tariff over the 20 year lifetime. Balltec has successfully completed work using its subsea smart plug launcher. The flangeless subsea plug launcher technology played a critical role in Statoil’s infrastructure upgrade methodology for the Åsgard Millom pipeline.

This is a unique piece of subsea equipment. The plug can be launched via a simple hydraulic system and operated with minimum ROV intervention. This allowed our client to have no production loss during tie-in. Jon Jackson, Engineering Manager, Balltec Balltec established a close working relationship with Statoil while working on a new lifting system for the Åsgard subsea gas compression project. It was during this time that Statoil asked Balltec to investigate the possibility of designing and manufacturing a subsea plug launcher to the unique specifications. The plug launcher was built on technology used in Balltec’s recently developed flangeless subsea PIG launcher, a subsea tool used to deploy a PIG into a pipeline without the need for a bolted flange connection or diver intervention. The existing technology was significantly re-designed to accommodate a larger smart plug of 4.5 metres in length with a mass of 1,500kg. The plug launcher gripping mechanism was built to withstand pressure of up to 120 bar from within the pipeline. @TheEICEnergy

Cable gland and cleat manufacturer CMP Products has accelerated its 2016 drive on quality with the launch of an intensive ‘Lean Six Sigma’ campaign, as it builds on a long-established reputation for quality and reliability.

The whole project was delivered to Technip, the installation contractor, within a time frame which included all FAT procedures and Statoil technical approval. The plug launcher was successfully deployed and used in the Åsgard field in August 2015. Gunnar Paulson, Senior Technical Advisor, Statoil, said: “The Balltec plug launcher was used for launching a smart plug into a producing 20” pipeline at the Åsgard field in Norway. The objective was to isolate the gas producing part of the pipeline from the water filled section at the end, facilitating installation of a pipeline end module while the main part of the pipeline was in normal production. Statoil would like to thank Balltec for its efficient design, fabrication and testing of the plug launcher.” The subsea plug and PIG launcher are part of the pipeline engineering solutions offered by Balltec, which includes the original PipeLOK™ pipeline deployment and recovery tools. CMP Products is aiming to have 60% of its employees trained in the Lean Six Sigma programme, with over 300 projects to be completed within the next 5 years in a drive to stay ahead of the market. Sky-Futures, provider of drone inspection services for the global oil and gas industry, has completed the first ever oil and gas inspection by drone in the Gulf of Mexico for a leading global oil and gas service and drilling company. It comes just over 10 months after Sky-Futures received the 46th Section 333 Federal Aviation Authority (FAA) Exemption Certificate to operate drones in the USA, and opened its first North America office in Houston, Texas. The inspection scope requested by the client included the derrick, a heli-deck and four cranes on a drill ship and was completed in two days. Current inspection methods would have taken 17 days to inspect the same scope of work. Offshore, Sky-Futures provided a highly experienced crew consisting of an inspection engineer and remote pilot, who had both completed oil and gas drone inspection training at Sky-Futures specialist training centre in the UK. The planning, execution and work flow was supported by Sky-Futures five years of oil and gas expertise delivering work offshore globally in the North Sea, Offshore Malaysia and in the Baltic Sea.

This experience, including 1,760 hours of drone inspections delivered offshore in 2014, has seen Sky-Futures deliver work globally for leading companies such as Apache, ConocoPhillips, Shell, Statoil and Petronas. This inspection marks Sky-Futures first inspection offshore in the GoM, following on from highly successful onshore work completed in the USA for a leading American oil and gas company in September 2015. Jay Forte, Vice President Operations, said: “Since receiving our FAA Exemption 10 months ago we have made considerable progress; opening our office in Houston, growing our team by hiring and training remote pilots and engineers, and completing our first onshore contract in September 2015. We have now established ourselves as the leading drone inspection service provider in the Gulf of Mexico. Saudi Aramco awards US$1bn pipeline contracts Saudi Aramco has awarded three EPC packages for the second phase of the Master Gas System Expansion (MGSE) project worth a total of US$1 billion. Several groups including international contractors were bidding for the project, however, all packages have been awarded to the local KAD Construction. Work scope covers construction of the 422 kilometres Western Province Pipeline, the 226 kilometres Central Region Pipeline and the Eastern Province Pipeline comprising of a 150 kilometres and a 40 kilometres section. The project is scheduled for completion by the end of 2018.

On the geopolitical front, we have seen an added complication to the current conflicts taking place across the region. Saudi Arabia severed its diplomatic ties with Iran following social unrest. The significance of this should not be understated. Both parties find themselves on opposing sides when it comes to the on-going conflicts in Syria and Yemen, while their respective positions in the current oil price depression is also quite apparent. For Saudi Arabia, any peaceful resolution will only materialise once all parties meet together in an open quorum, while Iran will signal a game of cat and mouse in order to maintain their respective positions within the world’s energy markets. The basic economic principals of supply versus demand suggest that the current depressed state of the oil price still has a long way to go before the corner is turned.

Saipem signs MoU for Iran pipeline projects During President Hassan Rouhani’s visit to Italy, a memorandum of understanding was signed between Saipem and the National Iranian Gas Company (NIGC) on potential co-operation on Iranian pipeline projects. The preliminary deal aims for co-operation on projects to build a total of 2,000 kilometres of pipeline estimated to be worth between US$4 billion and US$5 billion. Earlier, another MoU was signed between Saipem and the Parsian Oil & Gas Development Co (POGDC) aiming for co-operation on upgrading works at two refineries. Oman signs E&P sharing agreement Oman has signed an exploration and production sharing agreement with Hydrocarbon Finder to take over the existing Block 7 from Petrogas. Under the 15-year agreement, Hydrocarbon Finder will undertake further exploration activities as well as development works to ramp up production to 5,000 barrels per day. Block 7 spans an area of 2,331 square kilometres and is located in the Al Wusta region, Oman.

Finally, we have seen an increase in activity from members exploring options within the local business community. This is partially driven by the acknowledged new opportunities in Iran, and Middle East countries continuing to invest in their infrastructure despite their diminishing revenues. This has been borne out by our recent delegations to Egypt and Algeria as well as major contract awards in the UAE, Saudi Arabia and Kuwait. At least three international analysts, namely Morgan Stanley, Standard Chartered and Royal Bank of Scotland, have predicted that the oil price will fall below US$20 per barrel in 2016. However most analysts agree with the prevailing consensus of the oil price hovering in the region of US$30 to US$40 for most of 2016.

Indonesia to auction 21 blocks in 2016 The government is to auction 21 oil and gas working areas (WKs) in 2016, comprising of 13 conventional oil and gas WKs and 8 non-conventional WKs. It is understood that the 8 conventional blocks, that will be offered through regular tenders are SE Mandar, Tomini Bay I, Tomini Bay II, Tomini Bay III, Tomini Bay IV, Gorontalo Tomini I, West Misool and Merauke. The 5 conventional blocks through direct offer or joint-study are Batu Gajah Dua, Bukit Barat, West Bengara, East Kendito and Ebuny. The nonconventional WKs are 3 shale gas WKs namely Jambi, Sumteng Timur and Sumteng Tenggara. While the 5 coal bed methane (CMB) WKs are Raja, Sumbagsel, Bunga Mas, West Air Komering and South Bengara.

With the adverse market conditions we are mindful of the increasing significance of the need to identify relevant opportunities through networking and market intelligence. A recent theme across all players, whether they are operators, contractors or suppliers, is the need to be more efficient and effective in their core business operations. EIC members with innovative products that contribute towards efficiency and effectiveness stand a higher chance of securing business opportunities. We started 2016 with a gathering of our members in the region at our offices to enjoy breakfast and networking, and also to exchange notes and industry updates. Specially invited guests from the industry were also present and included senior representatives from Petronas, Murphy Oil, Fluor International, Halliburton, Muhibbah Engineering and others. I presented a short talk on market opportunities in the region for the benefit of the members and guests.

Malaysia offers nine new blocks in licensing round Petronas has started a 2016 bid round that includes nine focus blocks with potentially fast-track development. Petronas’ Malaysia Petroleum Management (MPM) will act as the resource owner and manager of the nation’s oil and gas assets. The blocks available are WM1-00, WM2-00, SM2-00 and SM3-00 in the Malay Basin off Peninsular Malaysia; SK2-00, SK3-00 and SK5-00 in Sarawak; and blocks IB10-00 and ES2-00, which are respectively located in north-west and north-east Sabah.

Our other event in January 2016 was a business presentation with Muhibbah Engineering which saw our conference room almost fully occupied. Muhibbah gave their full support to EIC members by giving information on their vendor registration processes and having six of their managers attending. Muhibbah is currently one of the few major oil and gas contractors in Malaysia busy with existing projects and has a healthy amount of orders. During the event Muhibbah made the announcement that they are looking for more suppliers and vendors to cater for the influx of engineering and construction projects in their yard.

Progress on Vietnam’s shallow-water gas discoveries According to operator Mitra Energy, the Vietnam government has approved a reserves assessment report for the shallow-water gas discoveries Nam Du in Block 46/07 and U Minh in Block 51. Development of the two fields will commence concurrently with three discoveries owned by PetroVietnam Exploration & Production (PVEP). Meanwhile, the development of the Dam Doi-Khanh MyPhu Tan discoveries in Block 46/13 is understood to have completed its conceptual engineering work by PVEP.

In March we will be holding business presentations outlining opportunities from regional oil and gas players Malaysian Marine Heavy Engineering (MMHE) and Fluor International. Also in March we are holding our first Export Showcase in Singapore with invited speakers from various Asian operators and international analysts. The theme of the showcase is ‘The Outlook for Oil and Gas in the Asia Pacific Region’.

India’s state refiners agree to new world-scale refinery Indian Oil Corp plans joint-collaboration with Bharat Petroleum Corp, Hindustan Petroleum Corp and Engineers India, to build a 1.2 MMbpd oil refinery in Maharashtra. The refinery project will be developed in two phases, with the first 800,000 bpd facility costing more than US$14.7 billion. The refinery will produce gasoline, diesel liquefied petroleum gas (LPG), jet fuel and supply feed stock for petrochemical plants in Maharashtra.

With over 40 delegates and speakers in attendance, this full-day event highlighted the Canadian market, the sixth largest oil producer, to EIC members by key market stakeholders. Delegates heard from Lisa Defalco who provided an overview of the Canadian market and UK Trade & Investment (UKTI) and Scottish Development International (SDI) who further highlighted market opportunity and market entry. Foster LLP discussed issues around labour mobility and EIC members NES Global Talent and Atlas Copco shared their experiences around market entry and expansion.

US seeks to limit methane emissions The Bureau of Land Management has proposed new regulations on venting, flaring and leaking on oil and natural gas production operations on public and tribal lands, in order to reduce methane emissions and curb the waste of natural gas supplies. The proposed rule would require operators to periodically inspect their operations and to replace outdated equipment. Operators would also be required to limit venting from storage tanks and use best practices to limit gas losses when removing liquids from wells.

UKTI sponsored a high-level lunch for members and speakers, and we were delighted to receive the Consul and Senior Trade Commissioner from the Consulate of Canada in Dallas, who provided a market outlook. Attendees also heard from Advisian – WorleyParsons Group and Kiewit Energy Canada about project updates, market conditions, procurement practices and opportunities.

Suncor to acquire Canadian Oil Sands Ltd Canada’s largest petroleum producer will acquire rival COS Ltd in a deal valued at C$6.6 billion. With the takeover, Suncor’s 12% interest in Syncrude, the oil sands mining project in which both companies participate, will increase to 48.7%. Syncrude is one of the largest oil sands facilities in Canada, producing crude from the Athabasca oil sands formation in Alberta.

Key messages from the event are that not all in the Canadian oil and gas market is doom and gloom; 2016 will be rough but the forward look is quite positive; EIC members need to place themselves in-market now for future opportunities.

Companies such as Wärtsilä, Technip, NOV, Intermoor, and Edison Chouest will be using a 17km quay with 24m depth, to work on assembling motors, constructing flexible lines and mooring services. BG will be using T-oil for oil transhipment and BP is setting up a marine fuel facility. Future projects are under discussion such as the development of a 3.3GW gas fired thermo power plant.

Siemens’ share in Brazilian market to increase Should Siemens conclude the acquisition of Gamesa, the German conglomerate could become the second largest manufacturer of wind turbines in Brazil after GE, which concluded its purchase of Alstom in November 2015. Siemens’ share in the Brazilian market today stands at 2.5%, as the company supplied 476MW of the 18,860MW under contract in the country. With the acquisition of Gamesa, this would jump to 20.2%, or 3,826MW. GE, in comparison, controls 31.7% of the market, with 5,987MW in confirmed orders. Bolivia and Brazil agree on energy agenda The two energy ministries have set up an agenda aimed at identifying opportunities for energy integration between Brazil and Bolivia. One of the first actions of this initiative is the preparation of pre-feasibility and feasibility studies of hydro power projects planned for areas bordering the two countries, such as Cachuela Esperanza and Rio Madera. The Bolivian government has also pledged to progress the implementation of the Bala and Rositas HPPs, which could sell their output to the Brazilian market and feature the participation of Brazilian companies in their development. The agreement also calls for closer co-operation between Eletrobras and ENDE, the state-owned power companies of Brazil and Bolivia, respectively.

Mr Pedro Olveira, Business Development Manager, Prumo Logistics, gave an overview of the many developments ranging from an iron ore terminal to a multicargo terminal after an investment of R$11 billion. Mr João Kapiska, Procurement Manager, pointed out that in 2016 they expect to invest US$250 million on more than 70 types of services and supplies.

Chile to export gas to Argentina Chile’s ENAP will ship gas regasified at the Mejillones LNG import terminal to Argentina’s Enarsa under an agreement concluded last year. The deal will ensure that Argentina will have sufficient gas during times of peak demand in the southern hemisphere winter. Chile will export 5 million cubic metres per day through the Norandino gas pipeline.
