Kuala Lumpur is fast becoming a global hotbed for the oil and gas industry, home to many major global and national operators and contractors, and at the heart of the Malaysian Government’s Economic Transformation Programme. Malaysia aims to be the number one oil and gas hub in Asia Pacific by 2017, taking advantage of its strategic location at the centre of a major energy supply region, close to key shipping routes and the major fabrication yards of southeast Asia. The EIC hub in Kuala Lumpur will provide members with the opportunity to be at the centre of the country’s plans to progress development in the oil and gas industry and will offer a more cost-effective base from which to target the many lucrative opportunities that Malaysia, and the broader Asia Pacific region, provides. One of these areas is Australia, where a boom in LNG developments has proffered an abundance of supply chain opportunities over the last decade. The EIC will once again host the UK National Pavilion (Stand 030) at the Australasian Oil & Gas Exhibition from 19-21 February, taking 22 companies to showcase their goods and services. The EIC will also be taking an Overseas Delegation to Malaysia in March which will take place the week before the new OTC Asia which is being held in Kuala Lumpur from 25-28 March. Spring 2014 will be a busy time for EIC Overseas Delegations, as we not only have the Kuala Lumpur delegation in March but also planned visits to Azerbaijan and Brazil; Libya and Angola in May; and Peru, Kurdistan, Canada and Vietnam in June.

2006 the UN Security Council started to impose sanctions because of Iran’s uranium enrichment programme. These sanctions put Iran’s oil and gas dominated economy under increasing pressure. The western oil majors which continued to operate in Iran despite the US sanctions gradually left the country as the sanctions became stricter and more comprehensive and also because of the unattractive terms of the oil and gas contracts. Due to the recent US financial sanctions and an oil export ban to the EU, Iran’s oil exports dropped from 2.5 million bbl/d in 2011 to 1.1 million bbl/d in 2012. Several oil and gas projects cannot move forward due to lack of funds, critical equipment, technology and expertise. The National Iranian Oil Company (NIOC) has mentioned several times that the company’s priority is completing existing projects rather than starting new ones. It is estimated that Iran needs somewhere between US$50 to US$100 billion of outside investment for the oil and gas sector. Currently there are some Asian companies, mainly Chinese, active in the sector. Apart from this Asian presence, it is local companies that dominate the sector because of the sanctions. Iran’s Revolutionary Guard, also known as Iranian Revolutionary Guard Corps (IRGC), was established in the late seventies as an army responsible for protecting the Islamic system. Over time it also became involved in the energy industry, infrastructure and trade, and has developed into a large conglomerate. One of its affiliate companies, Khatam Al-Anbia has been awarded many lucrative contracts related to projects in oil and gas and infrastructure. In 2006 Khatam Al-Anbia was awarded a US$2.3 billion contract to develop South Pars Phases 15/16, and the company is also involved in the development of phases 22-24. In 2010 the same company was awarded a US$200 million pipeline contract. However, the company’s ability to execute the complex level of work and deliver these facilities is questioned not only in the international community but within Iran itself. Since the latest agreement has been announced several oil majors have said they would be happy to go back to Iran should the sanctions be lifted. It has been reported in the press that executives from OMV, Shell and ENI have met with Iranian officials on different occasions. Oil majors and Iran are well aware that things won’t move forward at this stage and Iran’s opening to the international oil and gas markets may take a while as the talks on lifting sanctions have only just begun. However it should be noted that the time between the Geneva agreement being signed and the writing of this article, the Iranian party has already left the follow-up talks once because the US announced that it has added more names and companies to the US sanction blacklist. Everyone who has an interest in working in Iran needs to realise that this deal is a positive step forward; however there is still a long way to go. In the meantime the industry players have plenty on the go with pursuing global opportunities in the shale gas revolution, enhanced oil recovery for many fields, and exploring new frontiers. Iran’s nuclear deal: A step in the right direction It has been widely reported that an interim agreement was signed in Geneva in late November 2013 between Iran and the so called P5+1 countries, which includes the five permanent members of the UN Security Council; USA, Russia, China, UK, France and Germany. The ground-breaking deal in a nutshell is that Iran will agree to curb its nuclear activities and in return will receive around US$4 billion of oil revenue funds released from frozen accounts as well as having certain restrictions on trade in petrochemicals exports, gold, precious metals and the automotive sector suspended. Even though this temporary deal is only providing partial relief from sanctions, it generated a huge wave of optimism within the international business community. After the announcement, the benchmark Brent crude oil price dropped by US$2.29 to US$108.76. One can argue that this optimism is more about this agreement being seen as the beginning of a more long-term collaboration between two parties. Considering some time ago discussions between them would have been considered almost impossible, the fact that they have agreed that they will now work towards a permanent and more comprehensive agreement in 2014, can perhaps be interpreted as another reason behind this positivity. According to a statement from the White House, the total relief package is worth around US$7 billion. The statement also declares that Iran has nearly US$100 billion in foreign exchange holdings that are currently suspended in overseas banks. This is due to the fact that repatriation of oil earnings to Iran is banned and payments can only be made to a bank in a customer’s country. Apart from the nuclear deal, there have been some other positive developments in Iran. The newly elected president, Hassan Rouhani, is deemed as a moderate politician who is open to dialogue with the West. Likewise the new oil minister, Bijan Namdar Zangeh, who was the oil minister for eight years with the reformist government prior to Ahmedinejad’s presidency, is keen to open up Iran’s oil and gas markets to foreign companies. Mr Zangeh is well aware that the country needs the knowhow and technology of international companies to develop the projects which will enable Iran to raise production and exports. In an effort to attract foreign companies, the oil ministry is working on changing the terms for the oil contracts by replacing the unpopular buy-back system with new service contracts. It is not clear what these contracts will offer, but some reports suggested that product sharing agreements are categorically rejected by the minister. According to the BP Statistical Review 2013, Iran has the world’s largest proven gas reserves and fourth largest proven oil reserves. Claire Miller, EIC Chief Executive, commented: “Overall, figures this quarter indicate that project activity in the energy industry has contracted with a 21% decrease in the number of new projects compared to the third quarter of 2013, along with a significant reduction in investment. Despite lower investment, taken in the broader context of the last six months, project numbers have returned to similar levels found in Q2 2013 following a sharp rise in activity in Q3 2013.”

The latest EIC Monitor report shows a slowdown in both the volume of projects and investment across the global energy project landscape in Q4 2013, with overall figures showing a contraction in potential investment since the last quarter. Global energy project activity has slowed during the last quarter (Q4: October-December 2013), dropping to 412 projects, a significant 21% decrease compared to Q3 2013, but a small 2% increase on Q4 2012, while the total potential investment value of US$222.3 billion has almost halved on the last quarter, decreasing by 48%.

Data is analysed by the number and value of new (both active and proposed) projects recorded by the EIC each quarter. Key highlights of Q4 2013 report 1 October-31 December • Overall this quarter, there were 412 new projects announced across the global energy supply chain with an estimated total value of US$222.3 billion, compared to 524 in Q3 2013 totalling US$424.5 billion and 405 new projects in Q4 2012 worth US$292.8 billion. • The upstream sector has seen a decrease of 25% in the total number of new projects proposed this quarter, falling to 50 projects from 67 projects last quarter, with a 36% decrease in the total potential investment value of new project announcements since Q3 2013. • In the midstream sector there has been a 31% decrease in the total potential investment value of new projects in Q4 2013, dropping to US$42 billion from US$60 billion in Q3 2013 with a small 2% decrease in the number of new projects announced. • In the downstream sector, the number of new projects has decreased by 30% since Q3 2013, and the total potential investment value has decreased 34% from US$132.7 billion in Q3 2013 to US$87 billion in Q4 2013. • The renewables sector has seen a 20% decrease in the total number of new projects this quarter, falling to 122 projects from 153 projects last quarter, with a 55% decrease in the total potential investment value of new project announcements since Q3 2013.

In nearly all cases newly proposed projects must first undergo various planning and consent approvals which may take several years. Also, early stage proposals do not necessarily have financing agreed and in place. Thus there will always be a proportion of projects that do not gain consent and/or finance.

• In the power sector, the number of new projects has decreased by 23% in the last quarter, and there has been a decrease of 67% in the total potential investment value of new projects in Q4 2013, dropping to US$44 billion from US$134 billion in Q4 2013.

Analysis by Sector Upstream • There have been 50 new projects in the upstream sector totalling US$17.3 billion in Q4 2013. In comparison there were: • 67 new projects totalling US$26.9 billion in Q3 2013. • 71 new projects totalling US$45.7 billion in Q4 2012. • The hotspots of activity this quarter were Canada, China and Argentina, together accounting for almost half of the total potential investment value in this sector. In Canada, there were five oil sands related projects worth a total potential investment of US$5.8 billion, while activity in Argentina and China was dominated by onshore unconventional oil and gas projects. Midstream • There have been 64 new projects in the midstream sector totalling US$41.6 billion in Q4 2013. In comparison there were: • 65 new projects totalling US$60 billion in Q3 2013. • 69 new projects totalling US$56.6 billion in Q4 2012. • The USA, Canada and Mexico are hotspots of activity in the midstream sector, with a combined total of 34 projects worth a potential investment value of US$17 billion. The largest project this quarter is the planned US$10 billion 15 mtpa Vassilikos LNG export plant in Cyprus, proposed by Noble Energy for completion in 2020. Downstream • There have been 91 new projects in the downstream sector totalling US$87.2 billion in Q4 2013. In comparison there were: • 129 new projects totalling US$132.7 billion in Q3 2013. • 36 new projects totalling US$44.6 billion in Q4 2012. • The hotspots of activity this quarter were the USA, China and Iraq, together accounting for more than a third of the total potential investment value in this sector. The highest value project this quarter is the proposed US$17 billion Baku refinery and petrochemical project in Baku, Azerbaijan, where SOCAR plans to build a 10 mtpa refinery and a 1.7 mtpa petrochemical complex, along with other smaller plant. Renewables • There have been 122 new projects in the renewables sector totalling US$32 billion in Q4 2013. In comparison there were: • 153 new projects totalling US$70.8 billion in Q3 2013. • 135 new projects totalling US$87.4 billion in Q4 2012. • The USA, UK and Ethiopia were hotspots of activity this quarter, with a combined total of 52 projects worth a potential investment value of US$12.2 billion. The largest project this quarter is the proposed US$4 billion Corbetti geothermal power plant, with a capacity of 1GW, planned for the Corbetti Caldera in the Rift Valley, Ethiopia. Power • There have been 85 new projects in the power sector totalling US$44 billion in Q4 2013. In comparison there were: • 110 new projects totalling US$134 billion in Q3 2013. • 93 new projects totalling US$58.4 billion in Q4 2012. • The hotspots of activity this quarter were the UK, Brazil and the USA, where a total of 23 projects were announced with a combined total potential investment value of US$16 billion. There was however a broad geographical spread of activity in this quarter and high capital projects were announced in Qatar, Kenya, Iran, Germany and Chile. www.the-eic.com

Alstom has signed a contract to supply additional equipment to the Santo Antonio hydro plant, in Brazil, complementing the current project. Alstom will supply two more Bulb turbines, four generators, two speed governors, two excitation systems and six bus bars. IMMA, a joint venture between Alstom and Bardella, will also be responsible for 100% of the hydromechanical and lifting equipment. Alstom’s scope in the project is worth US$109 million. Located in Madeira River, in the north of Brazil, Santo Antonio is one of the largest hydro plants in the country and will generate enough energy for 44 million people. The equipment will improve the power production of the plant by 417MW, achieving 3.6MW for the entire project. The new equipment will be produced at the Taubaté unit which is one of the biggest Alstom hydro factories. This new part of the project will be concluded in December 2016. Alstom signed its first contract for the Santo Antonio hydro plant in 2008 with a scope of 19 turbines and 22 generators as well as the IMMA scope of 100% of the hydromechanical and lifting equipment. 40% of this first scope is already concluded and successfully operating. Alstom Bulb units provide an efficient solution when faced with heads of up to 30 metres. With more than 300 Bulbs installed worldwide, Alstom has outstanding knowledge and experience in design, manufacturing, installation, commissioning and management of complex Bulb projects, whatever the environmental conditions. Capula has won an award from global technology company Siemens for its work on power generation projects. Siemens has named Capula its ‘Best Process Partner 2013’ for consistently demonstrating high quality work, installing the Siemens PCS7 control system at a wide variety of power plants, including a biomass plant in Bagnolo, Italy. The award highlights the work undertaken by solution partners for Siemens and is judged by a series of criteria, including project complexity, customer interaction, working partnership with Siemens, quality of project delivery, project commercial factors and technical competence of staff. EIC Member News This new office will conduct sales support, project management, design and engineering. The company has a range of products in its manufacturing portfolio and this office will deploy those products through systems engineered and project managed solutions. Specific areas of expertise are in transmission and distribution power products, automation, oil and gas, and industry motors and drives solutions. CG also has a strong industrial portfolio which could benefit UK companies. Stafford is home to the computer science and IT campus of Staffordshire University. CG will tap both the young and the skilled and experienced workforce in this area. The new office will lead to the creation of jobs and in the longer term will provide training and development possibilities, as well as apprenticeship opportunities for young engineers. New equipment to detect Partial Discharge (PD) in live electrical cables before they fail has been unveiled by EA Technology. Developed by the UK based firm, the CableData Collector™ will enable electrical engineers to identify PD in cables that are online, avoiding potential disruption. The new equipment can identify potential issues in most types of insulated cables up to several miles by detecting high frequency pulses generated by PD events within the cable. Portable, robust and lightweight, the CableData Collector™ detects and records PD activity. Through CableData Analysis Studio™ software, a report can be produced to assess the condition of cables and the likelihood of failure and outages in power lines. Phoenix Contact has introduced PLUGTRAB PT-IQ – a new, forward-looking surge protection system with a variety of new features. Each voltage-limiting component of the protective circuit is intelligently monitored. This enables previous damage as a result of powerful surge voltages to be detected immediately. The function status is indicated and signalled remotely in multiple stages. A controller manages up to 28 installed protective devices. It also functions as the power supply unit and the central evaluation unit for all status signals. As soon as each module is snapped on, the power supply and the status signal are connected. This minimises the amount of cabling required. PLUGTRAB PT-IQ provides three levels of status indication for each SPD: surge arrestor is good (green); surge arrestor close to the performance limit (yellow); and surge arrestor has been overloaded (red). To further safeguard continuous and proper operation, the new locking feature ensures that the SPDs will remain securely installed and not be susceptible to high shock and/or vibration environments. The compact design of SPDs, with a pitch of only 17.5mm, can protect up to five separate signal wires, delivering maximum protection with minimal space requirements. Overseas Delegations

Delegates enjoyed successful one-2-ones with EPC contractors such as JGC, Inelectra, Vepica, Vhicoa, Y&V, Consorcio Lamar, Pentech, Petroserv, Videvallca and CNP Venezuela (Russian Oil Consortium). The group met with several divisions of PDVSA such as Petropiar, CVP, Bariven (Procurement Area), Intevep, Petroindependencia and Offshore. Potential agents, partners and representatives were also among the group as well as representatives from Halliburton, Schlumberger and many more. The group also heard presentations from the Cámara Petrolera de Venezuela (Venezuala Oil Chamber), UKTI and PDVSA. The visit to Puerto la Cruz allowed a closer contact with companies working on the massive heavy oil reserves present in the Orinoco Belt. It became clear during the course of the week that Venezuela is a key player in the global energy industry and its heavy and extra heavy oil present real challenges, which hold opportunities for UK technology, operators and service providers.

Forthcoming Delegations Overseas Delegation to Peru 2-6 June 2014 MAP Funding TBC Peru has 12.7 tcf of proven natural gas reserves, making it an important gas province in the region. The majority of gas production comes from the Camisea gas fields, which are responsible for supplying the Peru LNG terminal, South America’s first LNG liquefaction plant. Major capitalintensive projects include the construction of a US$5 billion gas pipeline from Camisea to the coast and the US$3.5 upgrade of the Talara refinery, among other projects.

Overseas Delegation to Australia 18-22 November 2013 The EIC supported by the Northern Territory Government of Australia and the City of Perth council recently organised and managed an overseas delegation to Perth and Darwin focused on the opportunities available for UK companies in the Australian oil and gas market. In Perth, the delegation began the programme with a market overview, with Department of State Development, Department of Mines and Petroleum and UK Trade & Investment along with Project Connect and Industry Capability Network, which both list Australian projects and their tender opportunities on behalf of many of the operators with business in the country. The delegation also had meetings with Santos (Australia’s largest domestic gas producer), McDermott Australia, Fluor, FMC Technologies and Technip over the two days, and gained a realistic overview of the market, and the varied projects and their current state. In Darwin, along with a briefing of the Northern Territory projects, the group also met with Shell, Inpex, ConocoPhillips, PTTEP and ENI, who are all at different stages in their entry to the Australia market. Darwin is set to become an oil and gas hub, with speakers from Land Development Corporation and Asco presenting to the group on the growth of the marine supply base, which will serve the Prelude Project Darwin LNG and the US$20 billion Ichthys LNG project amongst others. The itinerary also included two networking receptions in Darwin and at the Bell Tower in Perth. Overall, the visit provided delegates with excellent exposure to existing and new customers, and hopefully will assist UK companies in their target to win a larger percentage of the LNG and support services contracts in Australia. Overseas Delegation to Vietnam 23-27 June 2014 MAP Funding TBC The oil and gas industry is a top priority sector for development by the Vietnamese government which considers it vital to the nation’s economic growth and energy security. It is one of the country’s biggest foreign currency earners and a major procurer of imported technology, services and equipment. Potential buyers include PetroVietnam – the national oil and gas group and essentially both the operator and regulator in the industry, its subsidiaries, joint ventures and affiliates, as well as foreign oil and gas companies operating in Vietnam, which normally prefer sourcing from Europe, Japan and the US. In order to gain a better understanding of the Venezuelan market, 11 delegates from 10 companies had meetings with over 80 people from almost 60 companies ranging from operators and contractors both national and international to potential agents and distributors. We are also hoping to be able to deliver our first training event of the year which will be the Fundamentals of LNG and then finally before we embark on the Algerian delegation, we intend to visit a UKTI initiative that will be focussing on North Africa. Looking towards the social side of things, we have two excellent networking opportunities taking place this month. Our Golf Tournament was fully booked last October and the prizes we have been able to secure for the raffle in the evening exceeded all of our expectations with up to 30 different packages available and up for grabs. The following week after the golf came the 11th edition of the Oil Barons Ball, a glittering affair with over 2,000 attendees enjoying a James Bond themed evening. We were delighted to have been asked to join the judging panel for the Middle East Electricity Awards and our congratulations go out to all the winners. March will see us travelling with another delegation, this time to Azerbaijan and again, this is an event that has proved extremely popular with the membership having sold out in record time. It was also a pleasure to be involved in the opening ceremony of a brand new purpose built facility established by EIC member Endress+Hauser. Looking at the visiting programme since the last edition of the monthly news, we were pleased to be able to welcome Chris McLaren and his team from Dialight who took advantage of our facilities for a team meeting. We also welcomed Peter Convery, Regional CEO of J Murphy & Sons who recently acquired EIC members Land & Marine. Finally, I need to make an apology. From the last edition, the visit to the office by Tony Conroy from Ellis Patents was overlooked which is unforgivable but we’ve promised him double chocolate biscuits next time. It was a pleasure and a privilege to have been invited to attend what has become a very prestigious annual event. The 5th Gulf Intelligence UAE Energy Forum takes place in Abu Dhabi and is an excellent forum for local VIPs to meet and discuss areas of concern, common interest and speculation on the ups and downs of not only the UAE’s energy sector, which continues to be extremely buoyant but also the many identifiable challenges that are expected to be faced between now and 2020. The year 2020 is in itself significant given that the UAE is honoured to have been chosen as the host country for that year’s World Trade Exposition. Naturally, the event was also an excellent opportunity to network and broadcast the EIC across a wide spectrum of influential individuals. Another annual event that takes place at this time of year is the World Future Energy Forum, which can be classed as the ADIPEC of the clean fuel and renewables space. This event receives substantial UK government support with the Secretary of State for Trade, Vince Cable delivering a keynote speech.

ADCO concession: IOCs agree to co-operate The Abu Dhabi National Oil Company (ADNOC) has signed a close-out agreement with the existing partners on its onshore oil fields, ending the 75 year partnership of the five international oil companies (IOCs). Abu Dhabi will take full control of the fields after the existing Abu Dhabi Company for Onshore Oil Operations (ADCO) joint venture officially expired on 11 January. The current onshore concession, signed back in the 1970s, is held by a joint venture between ADNOC and five IOCs: the UK’s BP; US-based ExxonMobil; UK/ Dutch Shell Group; France’s Total and Portugal’s Partex. ADNOC management stated that these IOCs would assist it in operating the fields on a risk-free basis until a new partnership is formed. With the exception of Partex, all the existing partners have lodged bids for a place in the new concession. Later that same week after the Energy Forum, we were hosting SNC-Lavalin who provided an update on a significant pipeline project that they have been working on for the Iraqi Ministry of Oil who, over the seasonal period, awarded them with a very sizeable contract to undertake the FEED as well as project management work that included overseeing the purchase of long lead items as well as making all the preparations for a full round of EPC bidding which is expected to be started towards the end of 2014. With this most recent development, the audience was treated to an overview of what was involved and what actions they needed to take in order to participate in the project. Looking ahead to our programme of business presentations, we have been able to secure the services of Bechtel for this month, Dubai’s own Drydocks World for next month and the plans for the following two months are very advanced but not yet confirmed.

An MoU was signed between the governments of Turkey and Azerbaijan in 2011 after which a consortium dedicated to the project was established between the State Oil Company of Azerbaijan (SOCAR), Petroleum Pipeline Corporation of Turkey (BOTAS) and/or Turkish Petroleum Corporation (TPAO). The TANAP project is planned to begin on the Georgia-Turkey border and run across several of Turkey’s provinces. NZ awards 10 oil and gas permits The New Zealand government has awarded 10 petroleum exploration permits for Block Offer 2013. The permits include five onshore permits, in Taranaki and the East Coast, and five offshore permits in the Reinga-Northland Basin, Offshore Taranaki, and Great South Basin (SouthCanterbury). Three of the winners are new to the NZ oil and gas industry. They include Statoil, which received a permit to explore the frontier Reinga-Northland Basin; Woodside Petroleum which is partnering New Zealand Oil and Gas (NZOG) for two permits, one in offshore Taranaki and another in the Great South Basin; and Mont D’Or, a Singapore-based company, which was awarded a permit to explore in the East Coast.

Double discoveries for Petronas Petronas has announced new discoveries in Malaysia and Indonesia. In Malaysia, gas has been discovered via the Sintok-1 well in offshore Block SK320, 240km north west of Bintulu, Sarawak. The well was drilled to a total depth of 2,775 metres with gas discovered in the main target reservoir. The Sintok-1 well is the third gas discovery in Block SK320. In Indonesia, Petronas, the operator for the Ketapang PSC offshore East Java, was drilling the Bukit Tua South-2 appraisal well to assess the Bukit Tua South-1 oil discovery made in 2012. The well reached its total depth of 2,176 metres. A drill-stem test (DST) carried out recorded a flow rate of 1,656 bbl/d of oil.

Management Course

PNG Elk-Antelope deal US-based InterOil has sealed a deal to farm-out equity in its Elk-Antelope fields in Papua New Guinea (PNG) to France’s Total. Under the deal, Total will acquire a 61.3% stake in Petroleum Retention Licence 15 (PRL 15), which holds the Elk-Antelope gas fields in the Gulf province of PNG. Total has also been granted an exclusive right to negotiate a farm-in to all of InterOil’s other exploration licences in PNG.

Newfield back on Lufeng float-over trail off China US independent Newfield has issued a fresh tender for basic design of topsides modifications and floatover installation for its Lufeng 7-2 oilfield project in the South China Sea, three months after its first attempt at a float-over installation failed. The company’s Chinese division Newfield China has sent tender invitations to five offshore contractors – French giant Technip, Singapore’s Swiber, Dutch outfit Dockwise, McDermott of the US and China’s Offshore Oil Engineering Company (COOEC). Newfield has its eyes on a slot to redo the float-over in April, which means first oil from the field will be one year behind schedule.

CNOOC to build FPSO for Liuhua 16-2 CNOOC has decided to build a floating production, storage and offloading (FPSO) vessel for the development of the Liuhua 16-2 oilfield in the Pearl River Mouth Basin in the South China Sea. This will be the second FPSO in as many years that CNOOC has chosen to build. The 100,000 deadweight tonne (DWT) newbuild will be connected to a subsea production system in water depths of 400 metres. Liuhua 16-2 is expected to produce 7 million barrels per year of light oil. The floater will include a power plant, oil and liquid treatment facilities and utility systems, as well as living quarters. Those that have so far expressed interest in the build include China Offshore Oil Engineering Corp (COOEC) for the topsides and Shanghai Waigaoqiao Shipbuilding, and Dalian Shipbuilding Industry Corp (DSIC) for the hull. The contract for the mooring system is set to be offered to international companies via a tender. SBM, APL, SOFEC and Bluewater are thought to be on the vendor list. The Liuhua FPSO is likely to be managed and operated by CNOOC affiliate CNOOC Energy Technology and Services (CETS).

Chevron halts work on Chuandongbei phase 2 US super major Chevron is understood to have suspended work on the second phase of China’s Chuandongbei sour gas field development in south western China’s Sichuan Province after being urged by production-sharing partner PetroChina to focus all efforts on completing the project’s first phase. Sources said that Chevron has decided not to submit the overall development plan for the second phase to the Chinese government for approval. PetroChina’s intervention came after Chevron repeatedly missed targets to produce first gas from the field, which has a high sulphur content. The latest deadline is currently being pushed back to the end of 2014.

CIMC Raffles snaps up 90% stake in Basstech Chinese yard CIMC Raffles has concluded a deal to acquire Swedish rig design house Bassoe Technology (Basstech) from Norwegian rig player Bassoe Group. The yard, in Yantai City in eastern China’s Shandong Province, bought a 90% stake in Basstech through its parent company China International Marine Container for US$24.8 million. The remaining stake will be kept by Bassoe Group, which will also retain a seat on the Basstech board. The takeover could help consolidate CIMC Raffles’ engineering expertise, especially its abilities in basic design of deep-water semi-submersible drilling rigs. CIMC Raffles, having delivered three deepwater semisubs, is strong in detailed design of offshore units but is said to have less expertise in conceptual and basic design. Basstech has developed a basic tender rig design for its sister company, Houston-based drilling contractor BassDrill – now called Atlantica Tender Drilling – which has awarded deals to Chinese yard Dalian Shipbuilding Industry Offshore Company to build two BT-3500 TSV semi-submersible tender drilling rigs. The first unit, BassDrill Beta, was delivered in October and the second is due at the end of 2015.

Topsøe investment to build catalyst plant in China Haldor Topsøe A/S’ board of directors recently approved the capital investment needed to carry out the construction that in two primary phases will establish a new automotive catalyst plant in Tianjin Economic Technological Development Area (TEDA) located 100km east of Beijing. The construction of the plant has already begun and will run over the next two years consisting of two primary phases. The initial phase will be ready for production by April 2015 while the second will be ready by early 2016. The total capital investment needed to complete the entire production plant is 900 million DKK. Rolls-Royce wins further China pipeline contract Rolls-Royce has announced a US$28 million contract to supply PetroChina with equipment and services to expand the flow of natural gas through the LunnanTulufan branch of the second West to East Pipeline Project (WEPP II). The Lunnan-Tulufan pipeline branch transports 17 billion m3/yr of gas and connects Lines I and II of the WEPP, which links China’s western Xinjiang region to Fujian province in the south east. In total, WEPP transports up to 47 billion m3/yr of gas. Rolls-Royce will supply PetroChina with an additional two RB211 gas turbine driven pipeline compressor units, bringing the total number of RB211 units sold for installation on China and Central Asia’s vast natural gas pipeline network to 70.

China rig deal for NOV US drilling equipment supplier National Oilwell Varco has recently signed contracts with China Oilfield Service to provide drilling equipment packages for three new rigs currently under fabrication at Chinese yards. One of the drilling systems is for the deep-water semi-submersible Hai Yang Shi You 982, while the others are for a JU2000E design jack-up and a CJ46 jack-up.

We’ve had a great start to the new year here in Houston. We’ve been busy hosting member company visitors while planning for future training and business presentations. Most recently we hosted Maurice Wilkins, Tom Fiske, Marcus Tennant and Satoshi Mukade from Yokogawa; Phil Walsh, Magma Global Ltd; Landon Fabela, Special Piping Materials; and Rick Whinery, Dresser Rand. We’d also like to congratulate Lee Curcio, Bullen Pump, on winning the two complimentary passes to our upcoming Top Golf event. He was the successful raffle winner at one of our recent events. We always enjoy seeing our members, so if you are in our region please stop by. Within the last month we have had several success stories from member companies expanding their businesses within the region. Oil Consultants upgraded from a virtual tenant with one person to office tenants and have increased their team from one to five. STATS Group, who took an office with us several months ago after upgrading from a virtual tenant, have increased their team by three and have moved into their own facility with the intention of adding personnel in the near future. We are thrilled for all three companies and look forward to continuing to watch them grow and be successful. Mexico to attract private and foreign investment The Mexican constitution is due to be amended to modernise national oil company Pemex by allowing it to work with private firms in the exploration and drilling of new fields. The highly-anticipated reform will end the monopolies of Pemex and CFE (the Federal Electric Commission) in order to allow Mexico to attract private and foreign investment in its oil and gas processing and petrochemical sectors, as well as its electric energy sector.

ConocoPhillips announces 2014 budget ConocoPhillips has announced its 2014 capital budget of US$16.7bn, with the majority going towards its North American portfolio. They will increase investment in exploring and appraising the Eagle Ford, Bakken and Permian as well as ramp up drilling programmes in the Gulf of Mexico. The company will also focus on Alaska and the Canadian oil sands.

Next Brazilian pre-salt bidding round in 2016 Local reports indicate that the National Petroleum Agency (ANP) will only organise another bidding round for pre-salt areas in 2016, three years after the first round organised in October 2013. The last round, which awarded the Libra field to a consortium between Petrobras, Shell, Total, CNPC and CNOOC, was the first to introduce the new production-sharing scheme for pre-salt blocks, approved in 2009. According to an unnamed government source, ANP could organise a conventional bidding round (areas outside the pre-salt province) in 2015.

The EIC has offices available in Rio de Janeiro which are offered furnished on a flexible lease basis, enabling a member company to establish a presence in Brazil while exploring business opportunities in the country. There are three offices available, fitting two to five people with different room sizes from nine to 19 sq m.

Neuquén province to receive up to US$6bn this year E&P companies are expected to invest between US$56bn in the Neuquén province in Argentina in 2014. Unconventional resources will receive most of this investment, with approximately 60% being invested in the Vaca Muerta shale formation. YPF and its partners Chevron, Dow and Pampa Energia will be the main investors, followed by Total, ExxonMobil, Pan American Energy (PAE) and Petrobras. Bolivia has nuclear ambitions President Evo Morales is keen on introducing nuclear power to Bolivia, according to an announcement made in early January. Bolivia is one of South America’s poorest nations and its power generation matrix relies heavily on gas-fired plants and hydro power. According to Morales, the country’s uranium deposits would allow the development of a nuclear programme for energy and medicine uses. Argentina, Brazil and Mexico are currently the only countries in South America with nuclear power plants.

The 55 attendees watched presentations from Mr Eduardo Chamusca, Business Development Director and Rafael Thome, Supply Chain Manager from SBM Brazil, followed by Mr Mauro de Andrade, VP Public Affairs and CSR, Statoil.

Peruvian energy sector to receive US$8.1bn in 2014 According to estimates by the mines and energy ministry, the country’s energy sector will receive US$8.1bn this year. Private investment alone is estimated at US$7.3bn, according to the investment promotion agency ProInversión. Capital-intensive projects include the construction of the Sur Peruano gas pipeline, 1.1GW of hydro power plants and new transmission lines.
