Malaysia’s energy market on the rise Ranked second in South East Asia in terms of oil and gas production and oil reserves, Malaysia has proven reserves of 3.6bn barrels of oil as of 2017. According to the Energy Commission of Malaysia, oil and gas are the primary energy sources consumed in the country, with estimated shares of 30% and 41% respectively. About 20% of the country’s energy consumption is met by coal. Hydropower contributes 5% and other renewable energy sources 2%.
Malaysia’s gas fields are concentrated offshore at Sabah and Sarawak. The main gas projects in the pipeline include: the K5 gas field phase 1 project which will bring 250Mmcf/ of gas online. The 700MMcf/d Kasawari gas field will feature a central processing platform and a nine-slot wellhead platform, while the West Sepat gas field has two development options: a central processing platform linked to a wellhead platform or a FPSO vessel. PETRONAS’ abandonment outlook from 2018 to 2023 foresees a total of 38 platforms, 50 pipelines and 291 wells to be plugged and abandoned. Power and renewables Power plants under development include Tenaga Nasional Berhad’s (TNB’s) 2,242MW Alor Gajah combined cycle gas turbine plant set to commence operations in 2021 and Sarawak Energy Berhad’s (SEB’s) 1,200MW Samalaju combined cycle gas turbine plant, also scheduled to start-up in 2021.

In the renewables sector Tawau Green Energy is working on the country’s first geothermal plant at Apas Kiri which will have a generating capacity of 30MW and is expected to startup in 2019. Meanwhile, SEB is developing the 5,000MW Baleh hydropower plant to be commissioned in 2025. Each of Malaysia’s three states has a utility that holds a monopoly in the transmission and distribution sector: TNB in Peninsular Malaysia, Syarikat SESCO, a unit of SEB, in Sarawak and Sabah’s state-owned Sabah Electricity Sdn Bhd. Efforts have been put into place by the government to ensure the long-term sustainability of the energy sector through resource diversification, continuous investment in new infrastructure and state-of-theart technology deployment. EICDataStream is tracking over US$90bn of energy projects underway or planned in Malaysia with oil and gas developments being the top contributor at US$74bn followed by power at US$14bn and renewables at US$2bn. PETRONAS steps up activity Malaysia’s national oil company PETRONAS has projected that over the next five years the average daily hydrocarbon output will be 1.7m barrels of oil equivalent. The potential projects to be developed will concentrate on new growth areas and maximising exploration from existing projects. The expected development portfolio between 2018-20 includes 20 greenfield and 30 brownfield projects.

One-to-one with Bill Scott CEO, Wilton Engineering Services
Wilton specialises in designing, manufacturing, coating and loading out large complicated structures for the offshore oil and gas, subsea, marine, decommissioning and offshore wind industries. Based adjacent to the River Tees, its 54-acre offshore construction facility holds some of the UK’s largest construction halls, supported by equally impressive blasting, coating and loadout capabilities.

Can you tell our readers how Wilton started out?
Wilton started out back in 1994, initially to provide fabrication and site services for the petrochemical and oil and gas industries. The company initially started with the two founder directors who put both their houses up as collateral to create the working capital needed for start-up, work in progress funds and equipment purchases. The company grew exponentially and were building large structures for the subsea industry and we were struggling to find a coatings company large enough to assist, therefore in 1999 we started Universal Coatings and the following year Wilton Marine was founded.

What’s been the biggest highlight to date?
There have been so many highlights in the past 24 years that a book could be written and it would be a best seller! Buying PD&MS and seeing it grow from circa 50 engineers to over 200, purchasing a 54-acre site with huge manufacturing capability along with direct loadout onto the River Tees in a one hour negotiation with Swan Hunter owner and legend Jaap Kroese, negotiating part

share sale for £16m to Private Equity, exiting PE, being the fastest growing company in north-east England in both 2011 and 2012 and employing over 700 people at peak to mention just a few! Q
And, what about the tough times? How has Wilton dealt with those?
Following the drop in the oil price, the crash hit the business very hard and difficult decisions had to be made to secure the long-term future of the business. A strategy to reduce overheads and diversify into other markets needed to be carried out while keeping all the stakeholders informed and engaged. On a personal note this was the most difficult period.

The company diversified into a market that needed large complicated structures which utilised the same skillsets which were inherent within the business and offshore wind offered this possibility. However, new mind sets were needed as serial production manufacturing needed to be deployed to ensure success could be achieved.

of apprentices that have gone through the system. The very first apprentice, Graham Bryn was 16 when he started and is now the Site Superintendent and was in charge of 500 men who were building three large offshore projects. Some of the apprentices moved on to become senior people working around the globe looking after high-profile projects. Q
What don’t most people know about Wilton Engineering Services?
A

Europe ethane cracker and propane dehydrogenation plants Operator: INEOS Value: US$3.2bn INEOS has committed to building a world-scale ethane cracker and a propane dehydrogenation unit in Northern Europe, capitalising on the ability to import cheap shale gas from the US.

Biomass Plant Turkey Operator: Government of Turkey Value: US$85m Outotec Oyj has won an EPC contract worth US$64.7m. The contract will include Outotec’s proprietary fluidised bed technology, the biomass storage system, fluidised bed boiler, turbine and the flue gas treatment system. The project is expected to be fully operational by 2020.

Tonstad onshore wind farm Operator: ENGIE and SUSI Partners Value: US$210m ENGIE will manage construction and hold a 20% share while SUSI Partners provides financial structuring support. The SUSI Renewable Energy Fund 2 will be the majority investor in the wind park with an 80% interest. Siemens Gamesa will supply the turbines.

Hornsea Project Four Operator: Ørsted Value: US$12bn Ørsted is revisiting plans for the construction of the Hornsea Project Four offshore wind farm, with the proposed capacity increased from 1.2GW to 3.2GW. A screening assessment of the site area is currently underway and geophysical studies will be launched in August 2018.

Member news Bifold EHPC210 Diagnostic Controller SIL3 certified
Oldham-based Bifold has announced that the partial stroke function of its EHPC210 Diagnostic Controller is now SIL3 certified. In obtaining the SIL3 certification, Bifold Orange partnered with Exida, a global supplier of functional safety products, services and certifications, which has performed more process control safety certifications than any other company worldwide. Exida certified the product reliability, design and engineering processes for the Bifold Orange EHPC210 Universal Controller as SIL3 capable per International Electrotechnical Commission (IEC) 61508. The EHPC210 is a smart controller solution operating a single solenoid for partial stroke testing in pneumatic and hydraulic valve actuation. It is designed to meet the basic legislation requirements to perform a partial stroke test and to record the results. It can interface with a valve switch box or has the added benefit of integral position feedback. The EHPC210 can be retrofitted onto existing systems to allow partial stroke testing to be performed.

ENGIE Fabricom expands in north east
ENGIE Fabricom’s engineering and project office at Stokesley, North Yorkshire has seen significant growth following recent project wins, with new recruits bolstering the engineering and design team to office capacity.
Andrew Harris, Engineering Manager at Stokesley, said, ‘With significant client interest in a local comprehensive engineering service and many recent project successes, this has given us the ability to grow the team at Stokesley, allowing us to offer a complete multidiscipline engineering service locally.’ Since re-locating to new offices in 2016, ENGIE Fabricom has invested significantly in the north-east region and has seen continued development of the office, allowing it to expand to support the needs of its local, UK and international clients. Glenrothes based FTV Proclad International has celebrated an excellent start to 2018 by securing several new contracts totalling over £5m, all to be delivered in the next 12 months. KCA Deutag awarded Total platform contract
Global drilling and engineering contractor KCA Deutag’s offshore business unit has been re-awarded a new drilling contract on the North Alwyn and Dunbar platforms by Total.
Major flow control contracts for Rotork at giant Chinese refinery
Rotork has received major contracts to supply electric and pneumatic valve actuators and valve gearboxes to Hengli Petrochemical Refinery Co Ltd for flow control in its new refinery and petrochemicals complex, one of the largest in China, at Changxing Island in Dalian City. The contracts involve approximately 2,000 explosion proof electric actuators to operate gate valves and ball valves in tank farms. All these units are Rotork IQ non-intrusive intelligent multi-turn actuators with double-sealed IP68 watertight protection for enhanced reliability. In addition to providing optimum reliability, the IQ actuator is also designed for advanced functionality in areas associated with predictive maintenance and asset management. The ability to deliver complete electric and fluid power solutions, with local manufacturing and service support in China, enables Rotork to provide a single source for flow control on the project.

Servelec to ensure smooth transition of National Grid upgrades
Servelec Controls has announced the award of several major contracts in support of two new National Grid compressor station construction projects, upgrading the existing Huntingdon and Peterborough compressor stations. Awarded the projects via Costain and following completion of a successful front end engineering design period, Servelec Controls will be responsible for the development of new integrated control and safety systems for the two new sites. Servelec’s scope of supply will include new state of the art supervisory control and data acquisition system, compressor controls and safety, site fire and gas detection and control systems and a remote telemetry solution to provide real time data back to a centralised, national control centre. The work will ensure both compressor stations reduce emissions, keeping National Grid ahead of the Industrial Emissions Directive. wi

The contract is for the provision of platform drilling services and has an initial term of three years with an option to extend by a further two years. Oceanscan invests in Sonardyne acoustics
Oceanscan has added underwater acoustic positioning technology from Sonardyne to its rental fleet. Mini-Ranger 2 ultra-short baseline vessel-based systems and Wideband Sub-Mini 6 transponders have been acquired by Oceanscan following client demand for accurate and reliable underwater tracking technology to support their projects. Mini-Ranger 2 offers a standard operating range of 995 metres, extendable up to 4,000 metres, and the ability to simultaneously track up to 10 subsea targets (eg divers, ROVs and structures) at very fast update rates. It is considered ideal for nearshore operations being run from vessels of opportunity and for construction barges that need survey grade positioning performance, without the cost and complexity of a deep water ultrashort baseline system.

Trelleborg receives RoSPA Gold Award for health and safety Trelleborg’s offshore operation, based in Skelmersdale, West Lancashire, received a Gold in the internationally-renowned Royal Society for the Prevention of Accidents (RoSPA) Health and Safety Awards, the longestrunning industry awards scheme in the UK, in recognition of its practices and achievements in safe working practices.

Fouling removal specialist, Tube Tech International, has received Horizon 2020 SME Instruments funding to develop the next generation of its patented Shell Side Jet™ solution, which will deliver the first ever technology guaranteed to remove fouling from the outside heat transfer surface of shell and tube exchangers. Heat exchanger fouling is one of the biggest challenges in refinery operations around the world, resulting in billions of dollars in lost revenue every year and a negative, long-term impact on CO2 emissions.

In July we ran a Norwegian Export Showcase which was held at the fabulous Aker Solutions facilities in Aberdeen. The event was very well received with Terri S ylveste r over 80 delegates wanting to find out more about opportunities on the Norwegian Continental Shelf. There was a noticeably different vibe at this event compared to last year, with much positivity seen in the stories and opportunities shared by the speakers who went on to enjoy meeting new suppliers at their one-to-one meetings in the afternoon.

UK government rejects Swansea Bay tidal lagoon project, Wylfa Newydd negotiations ongoing
The planned £1.3bn tidal lagoon project at Swansea Bay has been rejected by UK ministers. The UK government cited high costs as the main reason for its rejection, stating that the project would prove more expensive than other low-carbon alternatives such as offshore wind and nuclear power. A government analysis reportedly concluded that there were little opportunities for further cost reductions. In early June, Secretary of State for Business, Energy and Industrial Strategy Greg Clark confirmed that direct negotiations with Horizon Nuclear Power over the construction of the 2.7GW Wylfa Newydd nuclear power plant were ongoing, with the government considering a direct investment in the project. The European Commission has granted environmental approval for the project, which is to be based in Anglesey, North Wales. Developer Horizon Nuclear Power will now move forward with environmental clearance procedures in Wales, with construction of the plant scheduled to begin in 2020.
August will be a quieter month, during which selection of our annual award finalists will be made and invitations sent for final judging in advance of the EIC National Awards Dinner on 11 October. Dounreay
Norway’s Ministry of Petroleum and Energy has announced that 12 new licences will be awarded across the Norwegian Continental Shelf, nine of which are located in the Barents Sea and three in the Norwegian Sea. Equinor has gained five new licences as an operator. Successful companies include A/S Norske Shell, AkerBP, Lundin Norway, OMV and Spirit Energy Norge. Equinor’s licence award includes a commitment well in the southwestern part of the Barents Sea. A further licence will see exploration and drilling in the deepwaters of the Vøring Basin in the Norwegian Sea.

Middle East news Regional update
In preparation for postBrexit, the UK government, through the Department for International Trade, has set about appointing a total of nine trade commissioners Terry W illis for selected regions across the globe. For the areas covered by the EIC’s Dubai office, we have three commissioners with whom we very much look forward to working with. Firstly, there was Judith Slater who took on responsibility for Eastern Europe and Central Asia. This was later followed by the announcement of Simon Penney who will be responsible for the Middle East. Simon will establish his office at the British Embassy in Dubai and we are really excited about working with him. Finally, we were pleased to see Emma Wade-Smith take up the post for Africa. We’ve already worked with Emma on delegations to Mozambique and South Africa. We are delighted to announce that the planned delegation to Mozambique and Cape Town has been confirmed for September. This is a clear example of members taking the opportunity to learn, first hand, details of major projects that are moving towards fruition. Other delegations in the planning stage are Azerbaijan/Kazakhstan, Kenya/Uganda, Kuwait and Nigeria. Full details are on the website. August is the month when a lot of families return from their summer breaks to prepare for the forthcoming school year and as a result, we always like to arrange an informal networking event which this year sees us returning to the Mint Leaf restaurant for a Curry Night. Scheduled for 14 August, we look forward to welcoming everybody on the night. A recent development that deserves a mention is that of membership options. Besides the standard UK membership packages that have traditionally been available, we are now able to offer similar categories to our overseas membership. Finally, we have had the pleasure to meet and welcome the newly appointed HM Ambassador to the UAE, HE Patrick Moody. Duqm issues notice to proceed to EPC contractors
Following a ground-breaking ceremony at the Duqm refinery in Muscat, Oman, formal notices to proceed have been issued to the contractors for the three EPC packages worth a collective US$5.75bn. The Duqm refinery’s EPC scope of work is divided into three separate packages. Package one, to be undertaken by a joint venture (JV) of Técnicas Reunidas and Daewoo Engineering & Construction includes the refinery’s process units. The second EPC package consists of the utilities and offsite facilities, to be carried out by a JV of Petrofac and Samsung Engineering. A JV of Saipem and CB&I is responsible for the third package which comprises the product export terminal at Duqm Port, the Duqm refinery crude storage tanks in Ras Markaz and the 80km interconnecting pipeline from these crude tanks to the Duqm refinery.
Siemens wins multicontracts with DEWA
Siemens has won an order for three SGT5-4000F gas turbines from Dubai Electricity & Water Authority (DEWA) for the Al Aweer (H Station) expansion – phase IV. The Al Aweer power plant complex in Dubai has a current power output of 1,974MW, and the 4th phase of the expansion aims to add 700MW of power capacity. The full scope of Siemens’ contract includes the three turbines, three SGen5-1200A generators and the control system SPPA-T3000 as well as assembly and commissioning on site. Once installed, the turbines will increase the total capacity of the complex to more than 2.8GW. Commercial commissioning of the three gas turbine trains is scheduled for spring 2020.

Asia Pacific news Regional update
It is encouraging to note that approval of new oil and gas projects has accelerated rapidly over the last 18 months. New facilities worth Azman more than US$110bn Nasir have been approved for development since the beginning of 2017, versus only US$50bn in 2016. In the Asia Pacific region one of the most notable projects to have recently received the go-ahead is the Santosled Arcadia coalbed methane project in Queensland, Australia, feeding the Gladstone LNG export facilities, which was approved in May 2018. Santos and its joint venture partners in the Gladstone LNG project are set to invest US$400m in this project in addition to the US$900m already committed to other projects in Queensland. The EIC Kuala Lumpur office is focused on our next EIC Connect event which will be held in Kuala Lumpur on 31 October 2018. We are organising this event in partnership with the national oil company PETRONAS, the British-Malaysia Chambers of Commerce and the Malaysian Oil & Gas Services Council. A preliminary programme has been drawn up and we are looking at a total of 25 speakers scheduled. These will be divided into five panel sessions and we are in the midst of finalising the topics ranging from the outlook of projects in Malaysia to the latest technology being employed and the issues facing the country’s clean energy programme. We are confident of securing speakers from local companies such as PETRONAS, Malaysia International Shipping Company, Sapura Energy, Serba Dinamik and TNB, as well as international companies including Aker Solutions, McDermott, Petrofac, Shell, Subsea 7, TechnipFMC and Wood Group. EIC member companies have already expressed interest in attending this event and as usual sponsorship opportunities are generating a lot of interest from both members and non-members. We continue to conduct monthly EICDataStream training in our office for members. On average we train between 20 to 30 members every month which shows that our local membership recognises just what an excellent business development tool it is. Doosan to develop Korea’s largest offshore wind turbine Doosan Heavy Industries & Construction has been selected as the main contractor to develop an 8MW offshore wind turbine, worth around US$50m. The project will be developed as part of the 48-month long Large-Capacity Offshore Wind Power System Development project in South Korea. The contractor will lead on the design, manufacturing and demonstration of the 8MW turbine. Human Composites Co will manufacture and supply blades and Seil Engineering Co will design and manufacture the tower. The turbine will be able to generate up to 8MW at an average wind speed of 10m/s and will have a utilisation rate of 30% or higher when the average wind speed is 6.5m/s.
China plans US$2.2bn LNG terminal
China National Offshore Oil Company plans to build a receiving terminal of liquefied natural gas (LNG) in the eastern province of Jiangsu that is expected to cost US$2.17bn. The project, located in the city of Yancheng, will include berth to anchor 100,000 tonne vessels, land-based storage and a pipeline grid. The storage tanks will each have a storage capacity of 220,000 cubic metres, or roughly 90,000 tonnes, and is scheduled for completion in December 2020.

Pre-salt blocks awarded in latest bidding round
Brazil’s National Petroleum Agency (ANP) awarded three out of four pre-salt blocks on offer at the 4th bidding round for production-sharing contracts held on 7 June, raising approximately US$817m in signature bonuses. The Dois Irmãos, Três Marias and Uirapuru blocks will be operated by Petrobras, in partnership with IOCs such as BP, Chevron, ExxonMobil and Shell. A fifth bidding round for pre-salt blocks is scheduled for 28 September, offering four areas in the Campos and Santos basins. The Brazilian government is keen to organise frequent auctions for E&P contracts not only in the coveted pre-salt province but also in other offshore and onshore areas across the country.

A-6 power auction on 31 August
Brazil’s latest A-6 auction for new power generation capacity is scheduled to take place on 31 August. Designed for projects with a construction schedule of up to six years, the A-6 auction is an opportunity for developers to sign long-term power purchase agreements with distribution companies active across the country. A total of 1,090 projects have been registered for the auction, with a combined installed capacity of 59.1GW. Wind farms and gas-fired thermal power projects will offer the largest capacity, with 27.1GW and 28.6GW, respectively. Hydropower plants, biomass and coal-fired projects have also been registered.

hon The Mexican energy industry has been growing into a prime area for international investment. The revitalisation of the oil and gas industry is underway with numerous global players taking significant stakes in offshore exploration areas. Petróleos Mexicanos (Pemex) remains the primary exploration and production company in the region, but numerous discoveries are in the process of being farmedout to interested third parties to capitalise on the significant hydrocarbon opportunities – both offshore in the Gulf of Mexico and onshore in the northern regions of the country.
Mexico’s natural gas and crude oil pipeline network continues to expand, much of which directly links Mexico with the United States. Continued investment is planned to ensure that economical crude oil and natural gas from the Permian Basin and Eagle Ford shale play reach the more remote regions of Mexico. Moreover, Mexico is on the verge of launching the nation’s first natural gas storage tender. As the country aims to create a minimum five-day supply (45Bcf) of natural gas storage and boost energy security, Cenegas – Mexico’s natural gas pipeline administrator – plans to auction 10Bcf of natural gas storage space in late 2018 or early 2019. Similarly, Mexico’s electric power sector launched its first auction in March 2016. The projects from the initial request for proposals are now reaching fruition. Numerous wind and solar facilities have been inaugurated in 2018 and many more are planned to keep up with the energy demands created by a rapidly expanding middle class. To drive the sector forward, commercial banks in Mexico are now permitted to actively participate in project development. As Comisión Federal de Electricidad (CFE) – the country’s state-owned electric power utility – has retained electric transmission and distribution responsibilities, the regulation creates new challenges for CFE to harness and distribute new power generation effectively. BHP receives bids up to US$9bn for US shale portfolio
BHP Billiton Ltd has received bids between US$7bn and US$9bn for its entire asset portfolio of US shale. BHP expects bids to reach about US$10bn as bidding progresses.
GE plans full separation from Baker Hughes
Just one year after completing the US$7.4bn merger of its oil and gas business with Baker Hughes, General Electric (GE) has announced plans to divest its 62.5% stake in the oilfield services contractor within two to three years. During a three-year period from July 2019 to July 2022, however, approval from a conflicts committee must be obtained before more than 15% of the company is sold to a single entity. The divestment is part of GE’s strategic review to focus on its power and renewable energy business, aviation, and splitting its healthcare unit into a separate entity.
