The Chief Executive Welcome to the March edition of the Monthly News. I am delighted to announce that the EIC’s Northern Region office has relocated to Wynyard Park, Teesside. This modern, thriving business park provides the ideal setting for the office with numerous key players within the energy industry already having a presence there. Previously located in Belasis Hall Technology Park, we hope the move will encourage even more EIC members to visit the office and take advantage of the modern facilities. The new office boasts a large meeting room, hot desks and benefits from direct access from main road routes into Teesside and is set to enhance the EIC’s presence and service offering. The office will officially open during our first ‘North East Energy Showcase’ event on 3 April. In collaboration with speakers from ABLE UK, AMEC, PX Group and DeepOcean, this full day event promises to highlight the major project opportunities and the longer term prospects in the region for EIC members and I hope to see you there. Many of our 700+ member companies currently operate in the oil and gas industry where numerous existing technologies could be applied to CCS development. The Department for Energy and Climate Change (DECC) has recently agreed funding for the FEED study for the Peterhead carbon capture and storage (CCS) demonstration project in Aberdeenshire, where Shell plans to install post-combustion carbon capture technology onto SSE’s existing Peterhead gas-fired power plant and transport the CO 2 102km offshore for permanent storage in the old Goldeneye gas field in the North Sea. The project also offers the possibility of using CO 2 for enhanced oil recovery to boost production from declining fields. Funding has also been agreed for the White Rose carbon capture and storage project in the UK and the EIC will host the first CCS Showcase event in London on 12 May.

There are currently five offshore wind projects in the planning system awaiting consent. The most advanced project is the Round 3 Moray Firth zone which is being developed by Moray Offshore Renewables Ltd, a joint venture of Repsol and EDP. The zone has been split into three projects of up to 500MW each and planning applications for all three projects were submitted in August 2012. The applications are expected to be determined in the next few weeks. The second Round 3 project in planning is SeaGreen Wind Energy Ltd’s, a joint venture of SSE and Fluor, 3.5GW Firth of Forth zone. Planning applications were submitted to build the first phase in October 2012 which has been split into two 525MW projects called Alpha and Bravo. The other three projects in planning are: Inch Cape Offshore Wind Farm Ltd’s (joint venture of EDP and Repsol) 1.050MW project; Mainstream Renewable Power’s 450MW Neart na Gaoithe; and Beatrice Offshore Wind Ltd’s (joint venture of SSE and SeaEnergy Renewables Ltd) 920MW project. In December 2013, ScottishPower cancelled plans to develop the Argyll Array project following detailed feasibility studies, stating that in the short term the project would not be economical to develop, but there may be potential for development in the long term. Despite uncertainty and the reduction in investment in the industry, it isn’t all doom and gloom and there have been more positive developments, particularly in innovation and supply chain development. In May 2013, the Scottish Innovative Foundation Technologies Fund was launched which is a £15 million fund to help develop deep-water wind turbine foundations in Scotland. Another major development in 2013 was the announcement that The Crown Estate has granted an agreement for lease to Statoil for the UK’s first floating wind farm. The project, known as Buchan Deep, will comprise of five 6MW floating turbines which will operate in waters exceeding 100m in depth, approximately 20-30km off the coast of Peterhead, Aberdeenshire. The Aberdeen Offshore Wind Deployment Centre (AOWDC) has been consented, despite a number of challenges and Samsung Heavy Industry’s 7MW offshore turbine prototype is up and running at Energy Park Fife. The Scottish government is committed to renewables and has ambitions targets. Scotland has a chance to be the world leader at all stages of marine energy but a number of issues need to be resolved. The Scottish government is publishing draft guidance for consents and scenario mapping for Scotland in March 2014 in order to combat the lengthy planning process. Scotland is investing in port infrastructure and the development of skills. The Scottish government, despite previous disputes with the UK government over the EMR, does feel it could be made to work if implemented well. However, despite all this, the big question facing developers’ remains: what will happen to the support mechanism for Scottish offshore wind farms in the event of Scottish Independence? Stalemate for Scottish Offshore Wind? Scotland has a challenging target of meeting 100% of its electricity demand from renewable sources by 2020. Offshore wind is expected to play a major role in achieving this target with Scotland having an excellent offshore wind resource, with estimates of around 25% of the European offshore wind resource potential. Along with the potential to generate up to 5GW by 2020, offshore wind could create a much needed boost to the UK and Scottish economy, with forecasts that the industry could contribute £7 billion in 2020. The offshore wind sector is not just an opportunity in Scotland, but also has the potential to create international opportunities, where UK companies can take their skills and expertise in the sector abroad. However, despite this potential, there is still much uncertainty with major projects still awaiting consent, issues surrounding the implementation of the electricity market reform (EMR) and the impact of possible Scottish Independence with the referendum taking place in September. This uncertainty has led to an investment hiatus, leaving major offshore wind developers in limbo. Scottish Renewables has published figures from offshore wind developers with projects in Scottish waters about their investments in Scotland during 2013. The figures show that major developers had more than halved their spending in Scotland, with £28.9 million spent in 2013, compared to £63.6 million in 2012. Total investment to date now stands at £193.4 million. The breaks appear to be on in the industry as they wait for projects to receive consent and construction activities to begin. The EMR is a direct consequence of the success of renewables. The UK government recently announced the strike prices for renewables along with the projects through to the final stage of the Final Investment Decision Enabling programme (FIDE). Despite seven offshore wind projects reaching Phase 2, none of the Scottish projects qualified to this round. This has been a massive blow to Scottish offshore wind and resulted in big player SSE reviewing its offshore wind programme. Despite the strike price announcements uncertainty around the implementation of the EMR still looms. Concerns have been voiced about whether the strike prices are enough to enable investment in projects and there is unease about the risk that offshore wind will enter competitive bidding for Contracts for Difference (CfDs) too early. The slow consenting process is another thorn in the side of developers. In order to speed up the process it is essential that the system becomes more efficient, has more effective project management, clearer timelines and better staffing of the consents department. www.the-eic.com

AGR is expanding its current Reservoir Management offering with the launch of a petroleum geomechanics service. This involves the integration of AGR’s industry recognised geoscience and petroleum engineering expertise. In collaboration with the client, AGR helps to ensure the most technically robust and cost-effective enhancements to hydrocarbon production are applied to a specific formation or field. Providing this geomechanical service is AGR’s reputable reservoir team. Many of the UK group moved from TRACS International Consultancy after AGR and TRACS joined forces. The team has been delivering acknowledged evaluation reports for over 20 years. For a current client in the UK, AGR has provided key experience and advice on data acquisition for a Southern North Sea field injection operation. All data will be integrated into a full field coupled geomechanical model to support near well bore limits and the safe operating limit for the total reservoir pressure. Another opportunity AGR is currently pursuing is the quantification of micro-seismic effects to address the wider concerns highlighted by shale gas in the UK. EA Technology has launched its partial discharge locator for high-voltage open terminal switchyard equipment. The rugged, handheld, battery-powered PD HawkTM is straightforward to operate and fast and accurate. Allowing electrical engineers to scan entire switchyards in minutes and locate partial discharge emissions from a distance, the PD HawkTM offers valuable time and cost savings and needs no specialist training to operate. The PD HawkTM can be tuned to measure emissions in the 47-1000MHz frequency range – its factory default of around 800MHz is designed to tune out non-PD emissions including non-destructive corona activity and eliminate false readings from wireless sources such as TV masts and mobile phones. The operator can safely listen to emissions on the PD HawkTM’s built-in speaker and/ or over headphones; signals can also be viewed on the instrument’s menu-driven colour display as magnitude, frequency and pulse timing. Supplied as a complete kit, including charger and carry case, the easy-to-use PD HawkTM is completely portable and can detect PD in all open terminal assets including circuit breakers, isolators, disconnectors, surge arrestors, cable terminations, current transformers and voltage transformers. Anne McIntosh, Asset Management Director, EA Technology, said: “The first sign of problems network operators get is usually when an asset fails suddenly, causing costly damage and outage. The unique design of the HawkTM enables operators to detect and locate internal partial discharge activity in live assets before they fail. “Partial discharge is caused by insulation defects, including deterioration, faulty joints, poor terminations and mechanical damage and is a major factor in substation failures. Using the PD HawkTM to detect partial discharge early can help achieve major savings for network operators by preventing these costly failures.
Damper Technology Ltd (DTL) has unveiled a range of specially engineered dampers for applications involving process gases containing SO2/ SO3. This range of dampers is designed to suit any duct size (typically Ø300mm-Ø3,000mm). With SS304H construction they are resistant to corrosion, high temperature (up to 800 Deg C), and creep. The acid plant dampers have as standard a rigid ledge seal for 99% shutoff and are PED Compliant (as appropriate) for high pressure applications. They have various automation options to suit any process application. The design and development of the dampers has been carried out by engineers at DTL’s head office in Nottingham, UK and centres around special shaft seals with purged lantern ring and labyrinth arrangement for zero leakage of process gas to the atmosphere. This technology helps to protect the environment and the safety of plant personnel.

To optimise customer support on the Arabian Peninsula, the measurement engineering specialist now integrates Descon’s Endress+Hauser business into its own sales organisation. Endress+Hauser will now operate in the market with two offices at locations in Abu Dhabi (around 20 employees) and in Dubai (around 30 employees). Heavy investments in oil and gas, and in developing the public infrastructure (saltwater desalination plants, water storage, power stations), have opened up a strong market for high-grade measurement engineering and automation solutions. The new sales centre is also equipped with resources for services, engineering and project management. The Managing Director of Endress+Hauser’s sales centre in the UAE will be Jens Winkelmann. The graduate engineer in measurement and control engineering has over 16 years’ experience with Endress+Hauser, for the past five years working in Dubai. Eaton has launched an integrated safe key cylinder lock for its NZM circuit breaker, which records and communicates comprehensive diagnostic and energy consumption data as an integrated function for all stages of energy distribution. The safety lock is integrated directly into the attached rotary drive mechanism, enabling the mechanical interlocking of two NZM breakers. With the addition of the safe key, users can lock NZM circuit breakers and switch disconnectors in the ‘OFF’ position.

Hima-Sella has been awarded a contract from international oilfield services provider Petrofac for the provision of an upgraded fire and gas detection system for the Kittiwake oil and gas platform in the North Sea, which it operates as Duty Holder on behalf of Centrica Energy. The system will feature a HIMA HIMax and incorporate an addressable controller (rated to SIL 2), and the overall project will also include the supply of new flame, smoke and gas detectors. In addition, HIMax’s ‘NON STOP’ feature will allow changes to be made while the system is online and without interrupting processes on the platform. For the majority of the fire and gas detection’s system, signal conditioning will be performed directly on HIMax’s I/O modules. Also, existing platform wiring will be used in combination with HIMA Field Terminal Assembly units (to be located in the platform’s equipment room). Hima-Sella’s engineers have already commenced developing the fire and gas detection system’s functionality using SILworX – HIMA’s integrated configuration, programming and diagnostic environment. OGS has supplied a fuel gas conditioning package comprising of skid mounted duty/standby heaters and filters complete with interconnecting pipework, valves and instrumentation to BP’s Azerbaijan assets. OGS received a further order from Atlas Copco Mafi-Trench (ACMT) for the design, manufacture and assembly of the lube oil and seal gas systems for two turbo expander units for the same BP project. Due to the long lead time of the turbo expander machines, delivery of this package is due in March 2015. Event Report Overseas Delegation to Algeria Algiers and Hassi Messaoud 2-7 February 2014 The EIC delegation began the visit in Algiers, the country’s capital. The first day covered the complex tax and import regulations with visits to HSBC, KPMG and local lawyers specialising in energy, Thomson & Knight. A networking reception hosted by HMA Martyn Roper at his residence proved to be a busy and fruitful evening, with more meetings confirmed for later in the week. The following two days in Algiers were spent meeting Sonatrach, who are involved in both upstream and downstream. Through its subsidiaries, the company has domestic control of oil production, refining, and transportation. Sonatrach aims to invest US$70 billion over the next five years, with 80% in upstream.

Following Sonatrach we visited a few of their larger partners in the market; BP, Shell, Petroceltic, Petrofac, Nabors and Baker Hughes. Each company offered an overview of their activities in Algeria, procurement procedures locally and which office to go through if procurement isn’t done outside Algeria. They also hinted at possible activities in relation to the recently announced bid round. Moving to Hassi Messaoud, the delegation stayed at the Red Med Group base camp. Meetings with the Sonatrach operations team, E.ON, Halliburton and KCA Deutag offered a different insight from those employees based out in the desert and closer to the plants. A reception hosted by the Algeria British Business Council, led by Lady Olga Maitland, allowed delegates to chat informally to those we had met at meetings during our visit and gave a true overview of operating in-country. Offshore Korea 12-14 November 2014 Busan Over the past few decades, South Korea has achieved a remarkably high level of economic growth and global integration to become a high-tech industrialised economy. Today, South Korea is the 13th largest economy in the world and is heavily dependent on international trade. It has a gross domestic product of over US$1 trillion and per capita purchasing power is some US$32,000. For the first time, the EIC is organising a UK Pavilion at Offshore Korea 2014. The 2nd Offshore Korea will be held in the offshore and shipbuilding city in Korea, Busan. The agenda is beginning to take shape for EIC Connect Oil & Gas with the theme of the opening plenary session likely to focus on ‘The Next 10 Years’ to mark EIC Connect Oil & Gas 2014 as the 10th in the series.

The project has been designed to transport the supply of gas across Europe from Azerbaijan’s Shah Deniz fields. A MoU was signed between the governments of Turkey and Azerbaijan in 2011 after which a consortium dedicated to the project was established between the State Oil Company of Azerbaijan (SOCAR), Petroleum Pipeline Corporation of Turkey (BOTAS) and/or Turkish Petroleum Corporation (TPAO). The TANAP project is planned to begin on the Georgia-Turkey border and run across several of Turkey’s provinces. Shell exits Wheatstone LNG Royal Dutch Shell will exit the Wheatstone LNG project in Australia after selling its interests for US$1.14 billion to Kuwait Foreign Exploration Petroleum Co (KUFPEC). It will sell its 8% stake in the Wheatstone-Iago fields and 6.4% in the LNG plant to KUFPEC. Wheatstone LNG, which will ship 8.9 million tonnes per year of LNG, is due to start production in 2016. The partners, which include Apache and Kyushu Electric Power Co, started construction of the plant in 2012. The project will supply the fuel to customers in Asia, such as Japan’s Tokyo Electric Power Co, Chubu Electric Power Co and Tohoku Electric Power Co.

KNOC-Vopak-S-Oil in JV to build oil storage terminal Korean National Oil Corp, independent tank storage provider Vopak and refiner S-Oil have signed a joint venture agreement to build a US$584 million oil storage terminal with a capacity of 9.9 million barrels of refined products in South Korea’s south-eastern port of Ulsan. KNOC has a 51% stake in the JV, with Vopak holding 38% and S-Oil 11%. Two or three other companies are expected to join the joint venture by purchasing some stakes from KNOC and Vopak. When completed in 2017, it would be South Korea’s second commercial oil storage terminal. Its first commercial terminal in Yeosu, west of Ulsan, was put online in April 2013 with a capacity of 8.2 million barrels.

Vietnam postpones first nuclear power plant Vietnam will look to gas-fired power to temporarily make up the shortfall after deciding not to go ahead with a planned nuclear power plant until 2020. The construction was supposed to be the first of seven nuclear power plants scheduled to be in place by 2030 but the government has decided against as a result of fears about safety and efficiency post-Fukushima. Faced with increased demand for power, Vietnam needs to develop new energy sources as its domestic coal and hydropower production is levelling off. The country had awarded the construction contract for its first nuclear power plant to Russian companies. The second was given to companies from Japan. Construction of the first plant in Ninh Thuan province on Vietnam’s central coast was originally slated to start this year but will now be postponed until 2020 to ensure the highest safety and efficiency standards.

Malolos-1 progresses The Philippine’s Department of Energy (DoE) has formally recognised Malolos-1 in Service Contract 44 (SC 44) onshore Cebu, Philippines, as an oil discovery and approved an extension of SC 44 for a period of 12 months in order to allow the operator Gas2Grid to firm up commerciality. In order to complete longer term testing, a beam pump and oil storage will be required onsite. The company successfully perforated and flow tested two oil-bearing sandstones in Malolos-1 at depths of 2,227 metres and 2,195 metres.

Norshore to build drillship at CIMC Raffles Bergen-based contractor Norshore Holdings has finalised a deal with Chinese yard CIMC Raffles to build a multipurpose drillship that is expected to come in at about 50% of the normal drillship price of around US$600 million. The deal has options for three more similar units, with the first scheduled for delivery in 2016. The contracted unit is a small and simplified multi-purpose drillship, designed for riserless top-hole drilling, light well intervention and well completion operations, as well as wireline and coiled tubing operations and subsea construction work in shallow and deep water in the North Sea. Meanwhile, Norshore has secured the drilling equipment package from National Oilwell Varco (NOV). To be named Beacon Atlantic and scheduled for delivery in the fourth quarter of 2016, the unit will be built to the GM4-D design by CIMC Raffles and designer Global Maritime. With a drilling package provided by NOV, DP3 dynamic positioning and an eight-point mooring system, Beacon Atlantic will be able to operate in water depths up to 500 metres and drill to 8,000 metres. The rig is designed to operate in the harsh North Sea environment and also other challenging regions such as the Arctic and Barents Sea and will be built to meet Norway’s stringent NMD, Norsok and NPD standards. The rigs will be equipped with BLM jacking systems and Aker drilling packages.

Petrofac orders pipelayer from Chinese yard ZPMC Petrofac has formally awarded a contract to Chinese yard Shanghai Zhenhua Heavy Industries (ZPMC) to build a deep-water pipelay vessel. The contractor has also decided to incorporate a DP3 system provided by Norway’s Kongsberg Maritime for the unit although a final commercial contract for that package is yet to be signed. ZPMC won the deal with a price estimate of between US$200 million and US$250 million that competing yards – China’s Cosco, South Korea’s Daewoo Shipbuilding & Marine Engineering and Singapore’s Keppel Singmarine – could not match. The price does not include ownersponsored equipment such as a 5,000 tonne crane, which Petrofac has already ordered from National Oilwell Varco of the US. The unit is designed to perform S-lay and J-Lay operations in water depths of up to 3,000 metres. Petrolor eyes rigs business Hong Kong-incorporated onshore drilling service provider Petrolor has decided to venture into the offshore rig businesses and is planning to tender for construction of a JU2000E jack-up rig with an option for a second unit of the same design. The tender has already drawn interest from three Chinese yards – Dalian Shipbuilding Industry Offshore (DSIC Offshore), CIMC Raffles and Shanghai Waigaoqiao Shipyard all participated in a pre-bid meeting in early January in Beijing. Petrolor is scheduled to announce the winner of the bid this month. Petrolor, which owns and operates 24 land rigs and is one of the drilling service providers to PetroChina and Sinopec, has a significant presence in the drilling market in the Xinjiang region of north-west China.
Turkmenistan and China sign gas pipeline agreement Almazbek Atambayev, the president of Kyrgyzstan, has signed an agreement with China on the construction and operation of the Kyrgyz section of a planned natural gas pipeline from Turkmenistan to China. The new pipe will serve as Line D of the Trans-Asia Gas Pipeline (TAGP) network, which is already pumping gas from Turkmenistan and Uzbekistan to the Chinese market. The agreement was signed on 31 December 2013 in Beijing. The capacity of Line D, which will pass through Uzbekistan, Tajikistan and Kyrgyzstan on its way to China, is planed to be built by 2016 and initially the pipeline will carry some 5 billion cubic metres per year. Capacity is slated to rise by an additional 5 bcm each year until it reaches 25 bcm per year by 2020.
Shell withdraws from ENN import terminal plan Shell has pulled out of an agreement with Chinese gas distributor ENN Energy Holdings to jointly pursue the construction of a liquefied natural gas import terminal in China’s Zhejiang province. ENN now wants to single-handedly build the project, which has already been approved by China’s National Development & Reform Commission. A Shell China spokesperson said the company is interested in exploring new LNG opportunities in China, but declined to comment further. Shell and ENN signed a memorandum of understanding in 2012 to jointly pursue the terminal project in Zhoushan in Zhejiang province, which involves building a 3 milliontonnes-per-annum receiving terminal and two storage tanks, each with capacity of 80,000 cubic metres. Shell’s plan to participate in an LNG terminal project in Zhejiang was initially pursued by its then China Chairman Lim Haw Kuang. However, Lim retired from Shell in early 2013 and has been one of ENN’s independent non-executive directors since 26 March 2013. The approval of ENN’s terminal in Zhoushan will pave the way for the company to complete the project in 2017.
WorleyParsons on the hunt for new pickings in China WorleyParsons is targeting new business from China’s growing private sector, a move that will see it expand its activities in new areas such as shale gas and liquefied natural gas plants. The company is looking to co-operate with privately-owned energy entities in the country in the wake of broader reform plans. These changes will allow the private sector wider access to the upstream oil and gas sector. According to the company’s China President Qiu, WorleyParsons will soon sign engineering and project management deals with private companies for LNG module fabrication. Business booming for Pemex Pemex has been extremely busy recently. Now that reform changes are coming, interest in Mexico is increasing, as is activity. In January, Russian oil company Lukoil signed an exploration and production co-operation agreement with Pemex. This will allow the two companies to share information on best practices to help Mexico develop its deepwater and shale deposits. They will consider joint projects later on in the year. China Oilfield Services and Pemex entered into a long-term co-operation contract for a module rig, COSL’s sixth in the region. COSL is also looking at expanding further in the Gulf of Mexico. FMC Technologies has signed a three-year contract with Pemex E&P for the manufacture and supply of surface wellheads and production trees to support PEP’s drilling and well maintenance programmes in the Southwest Marine Region of the Gulf of Mexico. Looking south, Pemex and Guatemala are in negotiations to build a US$1.2bn, 600km gas pipeline between the two countries to provide Mexican gas to Guatemala, giving it access to cheaper energy. Bidding on the pipeline will take place later in the year, and the project is expected to be in operation by 2016. Another big development is Pemex PMI’s recent purchase of a defunct fertiliser plant in Veracruz, with the intention of restarting production. The company will spend up to US$475 million on the plant, its property, and the cost of restarting operations. The plant will be able to produce nearly 1 mtpa of urea and other fertilisers, starting in 2015. Pemex also plans to restart some closed petrochemical plants once natural gas supplies are more abundant.
We recently attended an OTC Roundtable for exhibitors hosted by the OTC staff. We were given an overview of show details and minor changes that have taken place while being given the opportunity to provide feedback to the show on our experiences. It was a worthwhile day of information sharing, which made us realise the exhibition will be here before we know it. BG to explore offshore Honduras BG has announced plans to explore offshore Honduras for oil and gas. The company will initially invest US$20 million. BG has been awarded a four year environmental license to explore an offshore block of 35,000 km sq off the coast of La Mosquita. The contract includes drilling rights for 20 years. There are no estimates for reserves in the block and BG is the first foreign company to explore in the country. According to local press, Chevron has also expressed interest in the area.

CB&I and Chiyoda sign LNG co-operation agreement CB&I and Chiyoda have signed a co-operation agreement to design and build LNG export facilities in North America. KBR has secured a five year extension to provide contracted construction and maintenance services to DuPont on 26 sites across the northeast US and gulf coast regions. KBR has also recently entered into an enterprise framework agreement with Shell. KBR will provide pipe fabrication and module assembly to support Shell’s North American projects for a primary period of seven years, with the ability to extend up to an additional three years.

Petrobras to boost pre-salt production by 2017 The company is expected to more than double its oil output from pre-salt fields by 2017, as new production units are deployed in the Santos and Campos Basins. According to a recent statement by the state-owned operator, the share of oil production from pre-salt fields in Brazil is expected to grow to 42% from the current 17%. Petrobras says that increased production coincides with more efficient drilling techniques, which have reduced by 45% pre-salt development costs over the past five years. Among several other projects, the company is tasked with developing the massive Libra pre-salt field, whose recoverable reserves could reach up to 16 billion barrels.

ANP to organise bidding round this year Contrary to market expectations, the Brazilian National Petroleum Agency (ANP) has announced plans to organise a bidding round for exploration blocks in mature areas this year. It is understood that inactive areas with marginal accumulations will also be offered. The initiative is aimed at small and medium sized operators, according to the agency. It is unclear whether the auction will be held before or after the October general elections. ANEEL to organise seven power auctions by year-end The Brazilian Electricity Regulatory Agency (ANEEL) is expected to organise a further seven auctions for power generation and transmission projects in the country by the end of the year. Among the auctions there will be two transmission auctions, two auctions for projects with startup in five years and another two auctions for projects slated for completion in three years (known as the A-5 and A-3 auctions, respectively). An auction dedicated to the future 807.5MW Três Irmãos hydro power plant has also been confirmed.

Bolivia ordered to pay compensation to Rurelec The Permanent Court of Arbitration in The Hague has determined that Bolivia has to pay US$35.5 million to the UK power company Rurelec over the nationalization of the company’s 50% stake in the local power company Guaracachi in 2010. The country was found to be in violation of the legal framework established in the United Nations Committee on International Trade Law (UNCITRAL), according to Rurelec. It is understood that Bolivian authorities have set up a legal committee to discuss the ruling and local reports suggest that the Morales administration may try to annul the decision.

Colombia releases 2013-27 electricity plan The Colombian government has released its 2013-27 plan for the power sector, which includes the addition of approximately 3.1GWe in installed capacity and the investment of more than US$2 billion in the transmission segment. The plan includes the construction of two hydro power plants, two combined cycle power plants and one coal-fired plant, among other projects.

Kuwait approves US$12bn bids for clean fuels project Kuwait has approved bids worth a total of US$12 billion for major upgrades at two oil refineries. A consortium led by Japan’s JGC Corp won a tender for work worth 1.361 billion dinars (US$4.82 billion) at the 460,000 bbl/d Mina Ahmadi refinery, a Kuwait National Petroleum Company spokesman said, citing a decision from the country’s central tenders committee. Petrofac, in a bid worth 1.07 billion dinars, is expected to carry out work at the 270,000 bbl/d Mina Abdullah refinery, and US based Fluor will also work on Mina Abdullah after a bid of 962 million dinars, he said. Contracts for the work are expected to be signed with the companies in April and construction work should begin shortly afterwards. Kuwait awarded Foster Wheeler with the management and service contract for the clean fuels project in December 2012 in a deal worth around US$500 million. Foster Wheeler said at the time that the project would increase the amount that the refineries can process per day by 264,000 barrels to 800,000 and be ready in 2018.

It’s exactly 10 years since the office was established and we have come a long way since then. When we opened, the membership totalled 346 companies of which we could identify only 46 having operating offices in the region. Today the membership totals almost 720 and we know of over 380 who have established entities here. If we look ahead at the current and future prospects across the region, there can be no doubt that this growth will no doubt continue its current path for quite some time to come. There have been a number of enquiries concerning the state of play relative to UK companies returning to business with Iran so we thought that after the excellent article in last month’s News, we should add some further comment below to spell out exactly where we are and what is happening. We are aware that the French and Italians are particularly excited but given the official position, we believe that a tone of cautious optimism should be adopted. Finally, as always, we are pleased to acknowledge members who have taken the time to meet up with us during the last month. Algeria invites oil, gas exploration bids Algeria has invited companies to bid for oil and natural gas exploration rights in 31 plots making up an area the size of Germany, as the North African nation seeks to check a decline in fuel output. Africa’s largest gas producer set 6 August as the deadline for companies to submit bids in its fourth competitive petroleum exploration tender. Bids will be opened that day in a public ceremony to choose the winners and contracts will be signed on 5 September.
Iran: a case of cautious optimism
covering financial transactions emanating from Iran will be relaxed. The crucial aspect being parties like SWIFT, who are one of the leading providers for handling international fund transfers, once again being permitted to engage with the Iranian banking community. This particular aspect is considered to be the equivalent to the ‘golden egg’ being held by the P5+1 and will be the very last hurdle to be relaxed and removed when any final agreement is ratified. The first step is encouraging but needs to be tempered against the historical expansion of Iran’s enrichment programme linked with its reluctance to allow independent inspectors to verify that its programme is indeed for peaceful purposes only. Taking the above into consideration, we are urging the EIC membership to be cognisant that this is only a very small step towards normality and the procedures that are currently in place with regard to exporting products to Iran still remain in place with no prospect in the immediate future, of them being removed any time soon. The EIC is in constant touch with the concerned UK Government agencies and you can be assured that once anything changes that will allow UK companies to re-enter the Iranian business arena, the EIC membership will be the first to know.
Following the ratification and implementation of a recent agreement between the Iranian Government and the so called P5+1 (UAE, Russia, China, UK and France plus Germany) there has been an increasing swell of opinion that some restrictions may be lifted and Iran will once again be open for business with the international community. Iran’s nuclear enrichment programme has always been a concern for the international community. Negotiations have led to Iran committing to slow down their progress in nuclear. Further negotiations to reach a more permanent comprehensive agreement were due to take place week commencing 16 February. With many companies in the oil and gas sector seeing more opportunities on the horizon, one must try to temper these expectations and appreciate the limited scope of what has actually been agreed and what is currently in place. The latest easing has seen some limited sanctions, mostly covering insurance of oil cargoes and some limited sale of petrochemical products being relaxed but this nevertheless carries a strict time limit of 6 months. Agreement is still a long way off before the crucial and most stringent sanctions
