The EIC Chief Executive

The Chief Executive I am delighted to have this opportunity to reflect on what I have learned about the EIC from my experiences during my first six months as CEO. Offering such a broad range of services across a global footprint, it has become apparent to me that the EIC means many different things to many different people throughout the world. Given that our membership ranges from multi-national major contractors through to smaller and medium sized organisations, the focus of each member will clearly vary according to their own specific needs and each member will draw upon the resources of the EIC in a variety of different ways. For example, certain members have shared with me how they value the way that the EIC, through targeted networking events, provides the opportunity to meet potential clients and key individuals, with whom they would normally find it difficult, if not impossible, to meet in their normal course of business. Yet more members have explained how, no matter where they fit into the supply chain, the use of the EICDataStream database provides invaluable business information about where to focus their business resources in tracking over 9000 energy projects worldwide. It is also the case that whilst many of our members are active in global energy markets and work closely with our offices in Dubai, Singapore, Beijing, Houston and Rio, there are also many of our members whose main focus is on projects in the UK energy sector and who greatly value the local services provided by our UK regional offices in London, Billingham and Aberdeen. Whichever country I have been lucky enough to visit in these first few months, it is clear that the energy sector is making huge levels of investment to satisfy global energy demand, as investors look to exploit the full range of energy resources available, wherever they are to be found throughout the world. Such investment is creating for our members a huge diversity of market opportunity; both geographically across the globe, and technologically across the whole spectrum of the energy sector. It seems to me that the EIC plays its part by helping to illuminate where the energy markets exist for our members (both geographically and by sector) and also by helping to build bridges between our members and those markets. For example, it is clear that interest in the renewables sector is growing. At the recent All-Energy event in Aberdeen, there were some 580 exhibitors, 8,325 attendees (up 8% on 2011 figures) from more than 50 countries clearly demonstrating the importance of renewables to the energy mix going forward. This year’s All-Energy saw the EIC’s Elizabeth Lunn deliver an excellent presentation to an appreciative conference audience, generating substantial interest in her report on ‘Challenges in the Offshore Wind Supply Chain’. The All-Energy exhibition also saw us host our first ever EIC pavilion for our members and from the positive feedback it is something we shall be looking to repeat next year. Another event which illustrates how the EIC identifies market opportunities and builds bridges into those markets for our members is the EIC-UKTI Business Summit: Opportunities in Iraq and Oman with Shell, which took place in Manchester recently with 221 delegates in attendance. An excellent key-note presentation from Mark Carne, Executive Vice President of Shell, Middle East and North Africa, set the scene on the wealth of opportunities available in both Iraq and Oman. Amongst a distinguished panel of speakers, the EIC’s Dr Phil Goddard also delivered an extremely well received presentation on Iraq, generating major interest in the newly published EIC Consult report on the Iraqi energy sector, highlighting the potential opportunities for members arising out of a projected investment of $50 billion. The response was extremely positive and we are now considering reciprocal follow-up events to be held in Muscat and Basrah. And so as we enter the second half of 2012, we continue to identify market opportunities and help our members connect with those markets. With this in mind, key dates for your diary are 27 and 28 November when EIC Connect Oil & Gas 2012 takes place in Manchester. With all available exhibition space already sold out and with such a distinguished list of international speakers from around the world already engaged, we look forward to welcoming more delegates than ever before to our best EIC Connect event yet. Business Information CNG: the next step in natural gas transportation? The past decade has seen natural gas become one of the most important energy resources, with demand growing by 7.4% in 2011 alone. Yet despite this huge demand many smaller nations are struggling to secure sufficient natural gas, being unable to compete with the higher prices paid in Asia or lack the infrastructure required to accept significant deliveries of LNG to their shores. However, new transport and storage technologies in the world of compressed natural gas (CNG) may just offer new answers to this growing problem. The concept of CNG is far from new, but technological advances, high gas prices, geopolitical developments and the need for more flexible supply contracts, have brought it back into the spotlight, most notably with its application to capture stranded gas reserves. This issue has in part been solved by the introduction of floating LNG liquefaction, the first of which being Shell’s Prelude facility off the coast of Australia, but smaller gas fields are clearly not the target here, nor are they suitable to be tapped by subsea pipelines. Enter CNG. Calgary-based SeaNG, the inventor of a revolutionary type of CNG transportation system is predicting substantial investment over the next decade as David Stenning, the inventor of the revolutionary Coselle system, explained: “The CNG market has seen a substantial pick-up over the past 12 months in the push to secure a supply of natural gas, particularly now that such large investment is continuing to be made within the LNG sector. Smaller nations, most notably in the Caribbean, Mediterranean and Far East, are finding it increasingly difficult to secure natural gas to support their growing energy requirements and are looking to CNG as a viable alternative to link up within regional markets”. The Coselle deviates away from the conventional bottle design, instead employing coiled pipe in a carousel, which when packed into a specially designed vessel is capable of carrying up to 500MMcf of CNG. “The design is the only CNG technology to receive approval from the American Bureau of Shipping and contains fewer valves and fittings, resulting in higher safety and reliability,” said Stenning. Although this is short of what its LNG counterpart can carry, “the tradeoff lies within the technical infrastructure required within offshore/onshore technology, no cryogenic liquefaction results in a much more economic method of transportation, up to 2500 kilometres. “We have also had huge interest in CNG’s application in the harvesting and commercialisation of associated gas,” he said. According to a report conducted by GE last year, around 150 billion cubic metres of gas is flared each year, the equivalent of roughly 30% of annual EU consumption. CNG is positioned perfectly to monetise a portion of this waste by-product within regional markets, whilst also reducing carbon emissions. www.the-eic.com

So are Coselle-equipped ships the ‘missing link’ to the problem of supplying the gap in the natural gas market? Perhaps. There is growing interest, particularly now that some energy heavyweights in the form of Enbridge, Teekay Corp and Marubeni have already invested. Of course SeaNG isn’t the only one pushing a CNG solution to the problems posed here. Houston-based EnerSea Transport also has a patented system known as VOTRANS, which claims to transport larger volumes and lower operating pressures by optimising the temperature conditions of the stored gas. EnerSea also has big backers in the form of Mitsui & Co, K Line Shipping, Citigroup and Tanker Pacific. Nevertheless Stenning remains confident in the Coselle system and insists that 2012 is the time to invest in CNG. “There is a long line of potential customers who are just waiting to see if it works, once the first project is up and running, we know our order books will be full. It just needs one country to take the plunge”. SeaNG themselves are busy working on several projects and expect to able to announce a major project development in Q3 this year. Meanwhile PLN of Indonesia is also progressing quickly with their own pilot project. In January 2012 they signed a deal to transport natural gas, via CNG ships, to a powerplant on the island of Lombok. RINA has already delivered the feasibility study, and is now developing the Front End Engineering Design (FEED). Tendering for the EPC opened in May this year. Centrica is also looking at the use of CNG ships for transport from its gas fields offshore Tobago. Although Trinidad has an LNG facility, concerns regarding its capacity and the shipping distance for processing, has Centrica looking at CNG instead. So the future is looking bright for CNG, as it is transformed into an economic, safe and reliable technology with truly global applications. It seems like now is the time to jump on board. Project Data Extracts, an update In May we released a new facility enabling EICDataStream users to download and analyse enhanced project information. The ‘Download Project Data Extracts’ feature comes as a downloadable spread sheet (in Excel format) containing detailed project data specific to each industry sector. Downloads also provide pre-designed pivot tables to aid you with the analysis of the data.

How to get the best out of the Project Data Extracts The Excel file is potentially a useful tool for undertaking analysis of Countries, Operators, Capital Expenditure, etc, with pivot charts already pre-defined. It is simple to change and manipulate the details shown on the charts below. An example of how this can be done is shown.

We initially released information for the Upstream sector in the UK and we have now added detailed project information for a further 3 regions; North West Europe (which includes Norway), Russia and the Caspian, and the rest of Europe.

As the government focus on expanding apprenticeships to encourage economic growth, damper solution specialist, Damper Technology Ltd (DTL), has announced that they are on the lookout for two apprentices. They will get the opportunity to learn how to design machinery that will operate at temperatures of up to 1000C for mechanical equipment that regulates the flow of air or gas for heavy industry worldwide. Currently, DTL turns over about £5 million in the UK and has just opened an office in the Indian city of Coimbatore and it is hoped that this operation will contribute about £1 million of revenues in the coming 12 months by winning a number of new contracts. In anticipation of increasing workload from the Indian market, DTL is investing in the future by employing an apprentice design engineer and an apprentice project engineer. Both three-year technical apprenticeships require the applicants to be working towards an engineering qualification such as a BTEC National or Higher National Certificate. Managing Director Mark Hancock said: “We are looking for two highly motivated individuals who has been doing an engineering course for a year or two and who want to get into employment. I know there are engineering companies around that have had to let apprentices go recently and we want to employ people for the long term that will stay with us and develop great careers in engineering”. For the design engineering apprenticeship, some experience of technical drawing would be an advantage. The apprentice project engineer will learn all about mechanical design and manufacturing, including planning, procurement, cost control and contract management. A £35 million investment by Craig Group in four new vessels has already secured major contracts for the Aberdeen global shipping and energy services company. The new-build D-Class Emergency Response and Rescue Vessels (ERRVs) will take to the waves throughout the year on charter to major oil and gas operators.

The ERRVs – named the Grampian Don, the Grampian Dee (above), the Grampian Discovery and the Grampian Defiance – represent a continued drive by the group to operate the largest British wholly owned fleet engaged in the UK offshore industry, supporting 50 installations in the North West European Area (NWEA). The Grampian Dee has been awarded a contract by Valiant Petroleum for exploration drilling support in the Central North Sea. The Grampian Discovery has secured a contract with Shell to support various North Sea drilling operations and the Grampian Don will go on a five year charter to another major operator in the North Sea. The last vessel in the series, the Grampian Defiance, will commence a contract with DONG E&P UK, from September 2012 through to the end of the year. The four new vessels will lead to an additional 120 jobs in the North Sea marine sector. Douglas Craig, Chairman and Managing Director of Craig Group said: “Securing these major contracts for our vessels which were built speculatively is an endorsement of the confidence in the market and of our continued investment in a safe, modern and efficient fleet”. The ERRVs are being built at the Balenciaga Shipyard, Northern Spain which has now delivered 20 vessels to Craig Group in the last nine years. This investment in D Class vessels is part of the £215 million new-build programme by the Craig Group, which began in 2003. At present the fleet stands at 35 vessels and includes a mix of Platform Supply, Tanker Assist, ROV Survey, as well as Emergency Response and Rescue Vessels (ERRVs). InertSyst – or inert gas purged system – works by maintaining a small overpressure inside the enclosure, in the order of 0.8mbar, of an inert gas such as nitrogen or carbon dioxide. Many refineries and chemical facilities incorporate air separation plants to produce a source of nitrogen which is piped around the facility. Midland-ACS

Enclosure manufacturer Intertec is making it easy to deploy advanced laboratory-grade instrumentation in the field with the launch of an explosion proof protection option. A new inert gas pressurisation system allows its protective cabinets or enclosures to house laboratorystyle equipment that is non explosion protected – such as analysers and sensors – in IEC-Ex and ATEX Zone 1, 21, 2 or 22 hazardous areas. Intertec is known for offering an exceptionally broad range of field protection enclosures, which are constructed from high performance grades of GRP (glass reinforced polyester). The new inert gas pressurisation option, InertSyst, extends the types of equipment that plant instrumentation engineers can install in these protective enclosures – providing an unmatched choice of enclosure styles and opening formats, as well as climate protection accessories. A unique aspect of the new Ex p system is that it is certified for use where a hazardous atmosphere might be created inside the enclosure – due perhaps to a hydrocarbon leak from the analyser equipment – as well as more conventional situations where a potential hazard is caused by the atmosphere outside the enclosure. The certification also applies to the system as a whole. This means that Intertec can use the principle for virtually any application, without having to seek re-certification from approvals agencies. According to Martin Hess, CEO of Intertec: “The ability to deploy non Ex approved laboratory equipment in hazardous environments provides considerable flexibility for system installers. They are now able to place the equipment precisely where it is needed. And because Intertec issues the CE certificate of compliance, there is no risk of installation schedules being compromised by lengthy certification procedures”.

Midland-ACS has announced that a wide range of its actuator control valve products have undergone thirdparty assessment to the IEC 61508 functional safety standard, and are now certified to support SIL (safety integrity level) 3 capability. 9

Nautronix

Control valves with this high level of safety integrity are increasingly being specified by process industries to protect personnel and plant, by ensuring fail-safe operation of critical functions such as emergency shutdown. By using SIL3 capable stainless steel valves and actuation controls, designers of safety instrumented systems are able to more easily comply with the risk reduction requirements of the IEC 61508 and 61511 technical safety standards. As part of the process of attaining IEC 61508 certification, Midland-ACS worked closely with the conformity assessment solutions specialist SIRA. “The certification process is allembracing,” said James Kingham of Midland-ACS. “The first part involved analysing each valve to component level, evaluating the risk, mode and consequences of failure. The second part comprised a comprehensive audit of company processes, including our engineering, production, quality assurance and sales operations. Obtaining SIL3 capability certification for such a broad range of products is a considerable accolade for Midland-ACS, and we are already submitting low service temperature poppet and spool valves, along with further hydraulic products, for assessment”. Many Midland-ACS hydraulic valve products for ballast control systems are also now certified for SIL3 capability. These include the DN5, DN10 and DN15 Series pilotoperated valves, as well as the DN3 Series direct-acting solenoid valves. All these designs feature an integral balanced piloting system that enables the low-powered solenoid to switch the valve at high pressures. The DN5, 10 and 15 Series products have metal-to-metal seats, while the DN3 Series employs a ceramic ball and a stainless steel seat. The SIL3 capable version of the DN3 offers a stay-put manual override facility, and is available certified for protection classes ExD IIC T6 and T5. All Midland-ACS products certified to SIL3 capability are supplied complete with copies of the Sira certification, which contains all the information that engineers and designers need to calculate the safety integrity level of the complete system, based on its component parts. Oil and gas telecommunications specialist Nessco Group has reported that turnover has almost doubled in the last year to over £33 million following a drive to grow international business. The Aberdeenshire headquartered company which employs 140 people has reported the increase from £16.8 million to £33.1 million in its year end accounts for the period up to April 2012. Growth has been achieved in the UK Continental Shelf and much of the increase is down to a strong focus on developing business overseas. Ian McPherson, Managing Director of Nessco Group said: “We have experienced tremendous growth this year and our strategy for developing the business in target international regions has paid off with a significant rise in export contracts. We have invested in business development resources and increased staff numbers and expect to take on a further 20 people this year including engineers and technicians. The latest project wins in Iraq confirm our capability for delivering integrated telecoms solutions anywhere in the world”. The first project in Iraq will support a new offshore manifold and metering platform in Al-Basrah. Nessco is providing a full range of telecoms systems to keep the platform fully connected from satellite and meterological systems to CCTV, telephone and radio technology. The second project is for a large development in the Majnoon field in southern Iraq with the first stage including voice and data systems, internet, security and meterological technology.

Nautronix have been awarded a three year contract by the Norwegian SURF contractor, Ocean Installer AS, for the supply of survey services to support their offshore construction activities. The contract includes the provision of onshore and offshore survey services in support of tendering and project activities. Nautronix will initially mobilise survey personnel and equipment onto the Normand Clipper, Ocean Installer’s long term chartered construction vessel. Singapore • Its first LNG terminal expects to have a throughput capacity of 3.5 million tonnes per annum (Mtpa) by second quarter of 2013 and 6 Mtpa by the end of 2013. Malaysia • Shell has committed US$12 billion to develop 9 oilfields in the Baram Delta off Sarawak and 4 fields in the North Sabah development area. • Petronas has initiated a US$20 billion refinery and petrochemicals integrated development (RAPID) project to be built in southern Johor. Thailand • To boost output from the Bongkot and Arthit fields, PTTEP is expected to issue tender for a second multiplatform contract for up to 22 wellhead platforms to be deployed in the Gulf of Thailand. Vietnam • Chevron will be investing US$4.3 billion in the Vietnam Block B gas project which will add daily production of 490 million cubic feet of natural gas and 4000 barrels of condensate to its portfolio by 2014. Indonesia • Chevron’s US$7 billion project covers five gas fields, namely Bangka, Gehem, Gendalo, Maha and Gandang. Twenty-eight wells will be drilled. The production of the fields will be integrated into two floating production units and a subsea tie-back. Australia • Woodside’s US$4 billion project includes developing the Torosa, Brecknock and Calliance fields with FLNG or onshore LNG plant. Expect startup in 2017. www.the-eic.com

Industry Outlook: The UK Bribery Act 2010 One Year On 18 July 2012 Speechly Bircham LLP, London “The accomplice to the crime of corruption is frequently our own indifference”. Bess Myerson The UK Bribery Act 2010 (the Act) contains four offences. For one of these offences complete ignorance is no defence, and the Act provides for penalties of a maximum prison sentence of 10 years, or an unlimited fine. One year on from the Act coming into force, it is therefore alarming that a recent survey of 1000 middle managers found that 72% of them had never heard of the Act. Corporate Entertainment: Northern Region Golf Day 30 May 2012 Rockliffe Hall, Hurworth The Northern Region Golf Day was hugely popular again this year. Sixty four players across sixteen teams set out to play the 4-Ball Stableford competition, with the aim of winning the team prize of the Flexitallic Challenge Bowl Trophy. We were blessed with fine weather as players made their way around the testing course, before returning to the club house for the prize giving which was followed by a well-deserved two-course dinner in the Grassholme Suite. Prizes were awarded as follows: Winning Team (with a score of 89) – the Hubbell team were victorious on the day and were awarded the Flexitallic Challenge Bowl Trophy 2012, champagne and vouchers to spend at Rockliffe Hall, kindly donated by Principal Sponsor NG Bailey. Office News In last month’s news we made a brief reference to a two day event we delivered in Manchester at the end of May on behalf of Shell who were keen to engage closely with the UK supply chain for their projects in both Oman and Iraq. With the final delegate numbers exceeding 200 people it promised to be an excellent forum for representatives from UK, Iraqi and Omani companies to network and build some solid working relationships. Following a key note speech by Mark Carne, Executive Vice President Middle East & North Africa for Shell, there followed a series of presentations from UKTI Muscat, Petroleum Development Oman (PDO) and the Oman Society for Petroleum Services (OPAL) who incidentally provided a guest article in May’s Monthly News. Following on from two presentations delivered by the EIC, a presentation on security strategy from Shell’s Security Manager in Iraq plus a case study on operating in Iraq from Mott MacDonald, the first day was excellently concluded by Shell’s Contracts & Procurement Global Local Content Manager, Simbi Wabote. The following morning Simbi set the scene for a panel discussion that covered all aspects of the supply chain challenges that are faced in both countries, then after Q&A’s the main focus moved to dedicated 1-2-1 meetings between the various delegates. Overall, the feedback has been extremely positive and it is now left for us to digest all the various aspects of the event with a view to considering a repeat performance in either Oman, Iraq or both, so please watch this space! Following on from the above mentioned Shell event, it was a pleasure to meet representatives from up to ten member companies at the London office who took the opportunity to discuss their Middle East business expansion plans and take an overview of the latest available project developments across the region. June’s event in the UAE will feature Fluor providing a presentation to a large gathering of members and their guests. We have also had the opportunity to address the Abu Dhabi chapter of the British Business Group who were keen to hear more about what we do on behalf of UK companies. For this evening we were ably supported by Ashley Watkins of Rotork Controls who explained a number of the benefits to their business they enjoy as a result of their EIC membership. Another market that is rising to prominence is Libya. Following an attendance at a conference which focussed on post conflict construction, it is clear that meaningful opportunities will happen, especially after the planned elections. We therefore believe that our Overseas Delegation planned for January 2013 is extremely timely. Later in July we will see Ramadan commencing and we should advise that preparations are in hand to deliver a couple of networking evenings for those of us who will be staying to brave the hot summer months. Iraq plans new energy auction after lacklustre sale Iraq recently announced that it will hold a fifth energy auction after a landmark sale of energy exploration blocks closed with just three out of a potential 12 awarded. The two day sale, the first to invite international oil companies to explore Iraqi territory for energy deposits since the 2003 US-led invasion, concluded with eight blocks receiving no bids whatsoever, including two that were offered to foreign firms twice. After the conclusion of the fourth round, Iraq’s oil minister said that a fifth energy auction is now planned. Abu Dhabi may inject CO2 into offshore fields Abu Dhabi National Oil Co may start injecting carbon dioxide instead of natural gas into its offshore fields to enhance oil recovery, according to an official from the company’s Abu Dhabi Marine Operating Co unit. ADNOC is looking at ways to reduce the oil industry’s use of the 5 billion cubic feet of gas produced daily in the UAE so that the fuel can be used to meet soaring power and industrial demand. Gas is used to increase pressure inside reservoirs to push more crude out. ADNOC’s onshore unit, Abu Dhabi Co for Onshore Oil Operations, has completed a pilot project to inject 1.2 million cubic feet of CO2 a day into the Rumaitha field and is now planning a further four to five pilot projects for 2013 and 2014, according to an expert from the company. BP to resume operations in Libya BP is to resume exploration activities in Libya that it suspended because of last year’s uprising, re-starting a relationship which under ousted Libyan leader Muammar Gaddafi landed the firm at the centre of a political storm. BP’s return is a milestone in the recovery of Libya’s energy sector, though this was tempered by an announcement from Royal Dutch Shell that it would pull out of fields in Libya on the grounds that they were not worth developing. BP closed down operations in Libya and withdrew its expatriate workers in February last year. The oil firm follows other majors, including Eni and Total in restarting Libya operations, despite lingering worries about security and the possibility the new authorities will try to re-negotiate contracts signed under Gaddafi.

Indonesia Production starts in Terang gas field Kangean Energy Indonesia Ltd (Operator), a whollyowned subsidiary of Energi Mega Pratama Inc (JAPEX and MC each has a 25% investment in Energi Mega Pratama Inc) has started commercial production in the Terang gas field. Located in offshore East Java, the Terang gas field is the core project in the Kangean PSC area. The development includes a FPU (Floating Production Unit) as well as drilling of five production wells and installation of the subsea production system. From this field, gas volume of 300 million standard cubic feet per day at peak period is planned to be produced and distributed across East Java province.

The national energy blueprint 2006 – 2025 targets geothermal energy to reach 5% (9500MW) of the total energy mix by 2025. Mr Ng Beng Hong will present a paper on geothermal resources and developments in Indonesia.

Malaysia Government is urged to speed up B5 The Government must speed up the nationwide coverage of the B5 programme, as the current annual take-up rate of about 100,000 tonnes of biodiesel is still insufficient to support the ailing local biodiesel sector, according to the Malaysian Biodiesel Association. The B5 programme is a blend of 5% biodiesel and 95% fossil fuel. Currently, only five or six biodiesel players are supplying about 100,000 tonnes for the B5 programme covering the central region, namely, Putrajaya, Malacca, Negri Sembilan, Kuala Lumpur and Selangor. The Government’s target for the biodiesel consumption to go nationwide will only be hit at the earliest by late 2013 or early 2014.

Singapore World’s first genetically modified Jatropha plants Temasek Life Sciences Laboratory and JOil (S) Pte Ltd have successfully developed genetically modified Jatropha plants with high oleic acid content in seeds. Oleic acid is the most desirable oil component for the purpose of biofuel. The parties managed to achieve greater than 75% seed oleic acid content, much higher than the 45% in regular seeds, through specifically down-regulating a Jatropha gene in a seed specific manner. They are now focusing on traditional breeding to bring up Jatropha seed productivity to enable commercial plantation.

Australia Australia Pacific LNG secures US$8.5bn finance Australia Pacific LNG Pty Ltd has signed agreements with a syndicate of domestic and international commercial banks and export credit agencies for an US$8.5 billion project finance facility. The project finance facility provides funding for the downstream parts of the project, including the liquefaction facilities on Curtis Island near Gladstone in Queensland, and will underpin the development of Australia Pacific LNG’s CSG to LNG project. The facility is subject to a final investment decision (FID) being taken on the second phase of the Australia Pacific LNG project.

Thailand IRPC proposes green industrial estate IRPC Plc is planning to develop an ecological industrial estate project on its existing industrial estate. With a total area of 8,000 rai on two plots of land in Muang and Ban Khai districts in Rayong province, the new ecofriendly industrial estate will produce less waste and emissions, and increase safety and energy savings. IRPC has signed a Memorandum of Understanding with the Industrial Works Department for joint development of the projects. Industrial estates are one of IRPC’s core businesses including deep-sea ports, utilities and speciality polymers.

Indonesia 21 oil and gas MoUs signed The government has signed 21 Memorandum of Understanding for oil and gas production sharing contracts and one Head of Agreement (HoA) for power supply to Nunukan Regency, East Kalimantan. The contracts were offered through direct appointment and regular tendering processes. Most of the blocks offered through regular tenders were located in the eastern part of the country, while for direct offers, the locations were scattered nationwide.

Alstom to supply four high-efficiency boilers Wuhan Boiler Company (WBC), Alstom’s largest utility boiler manufacturing site in the world, has signed a contract with Shandong Weiqiao Pioneering Group Co Ltd to supply four 350MW sub-critical pulverised coalfired boilers, for a cogeneration power plant located in Shandong Province. Under the terms of the contract, Alstom WBC will design, manufacture and supply the units. The site’s state-of-the-art equipment will raise the efficiency of conventional coal fired power plants, leading to a considerable reduction in CO2 emissions. The delivery of the boilers will be completed by 2013. Alstom inaugurated their new factory in November 2009, with a total investment of RMB900 million (€90 million). This is one of the most important boiler business sites of Alstom worldwide, with design, engineering and R&D capacities. The site produces industrial leading equipment including large circulating fluidised bed boilers, high-efficiency 600MW supercritical boilers and 1000MW ultrasupercritical boilers, which reduce emissions of CO2.

PetroChina expects to build Yunnan refinery in 2012 According to a local government official, PetroChina is expected to start the construction of its 10 million ton per year refinery project at Anning in south west China’s Yunnan Province in the second half of this year. Though the project environmental assessment has been passed, it is still waiting for NDRC’s final approval. The project will include a 10m tonne/year crude distillation unit, a 3.6m tonne/year residue hydrogenation unit, a 3m tonne/year fluid catalytic cracker, a 2m tonne/year reformer, a 1.8m tonne/year hydrocracker and a 1m tonne/year naphtha cracker. It is designed to process sour crude from the Middle East. The oil giant has started the construction of the Sino-Myanmar crude pipeline, which is an accessory facility to the Yunnan refining project. The pipeline will be able to transport 22m tonnes/year of crude, and is expected to become operational in 2013.

Siemens wins orders for power supply packages The shipyards Yantai CIMC Raffles Offshore Ltd, CMHI/ Shenzhen as well as Shanghai Waigaoqiao Shipyard in China have awarded Siemens Energy a total of three orders for electrical power supply packages for offshore drilling rigs. These packages, which include BlueDrive Drilling, are destined for semi-submersible and jack-up rigs for international players such as COSL Drilling Europe, Prospector Offshore Drilling and Falcon Energy. The power supply packages Siemens is to deliver for installation at a total of 5 drilling rigs comprise medium and low-voltage switchgear, transformers, medium voltage thruster drives, motors and BlueDrive drilling drives as well as commissioning and project management. For the first time, Siemens is delivering electrical solutions for drilling rigs to the Chinese shipyards CMHI/Shenzhen and Shanghai Waigaoqiao Shipyard. The company has already delivered similar solutions for twelve jack-up and ten semi-submersible drilling rigs to China so far.

CNOOC using first domestically built deepwater rig According to the China Daily newspaper, the Ocean Oil 981 semi-submersible drilling platform began work in waters up to 1500 metres deep in the South China Sea on 9 May. It officially marks the first time that Chinese developers have been capable of venturing in domestic waters beyond the shallow continental shelf without foreign assistance. CNOOC Ltd, the listed arm of state-owned China National Offshore Oil Corp (CNOOC), is commercially using a domestically developed semi-submersible platform for the first time. It will spend 56 days drilling the Liwan 6-1-1 well, which is expected to descend to a depth of around 2,370 metres. The Ocean Oil 981 took years to develop and more such rigs are being built as the domestic industry considers the possibility of major discoveries in the South China Sea stemming a national decline in onshore fields. Noted by the company’s Chairman, one third of China’s estimated oil and gas reserves are under the South China Sea, and 70% of those are believed to be in a deepwater region spanning 1.5 million square km.

AMEC awarded Mad Dog development AMEC has been awarded a contract from BP Exploration & Production Inc to provide Front End Engineering Design services for the topsides facilities for the second phase of the Mad Dog field development. The new facility will be of one of the largest floating production systems to be installed in the Gulf of Mexico. The new facility will produce oil and gas from the Phase 2 development area within the existing Mad Dog field in the Green Canyon region of the Gulf of Mexico, about 200 miles (320 kilometres) south of New Orleans, Louisiana.

Jacobs receives five year contract from Shell Canada Jacobs Engineering has received a five year contract from Shell Canada Energy to provide main mechanical maintenance services to its Canadian operations, including the Scotford Upgrader and manufacturing facilities near Fort Saskatchewan, Alberta; Corunna refinery near Sarnia, Ontario; and Albian Jackpine and Muskeg River mines near Fort McMurray, Alberta. Under the terms of the contract Jacobs is performing mechanical maintenance, including small capital project construction and turnaround activities. MHI to perform FEED for HECA project Mitsubishi Heavy Industries Ltd will perform FEED services for the gasification and power island of the Hydrogen Energy California (HECA) project. Funded in part by the DOE, the HECA project is an IGCC power generation plant with a fertiliser production plant utilising syngas as feedstock. After all permits are received and all funding is in place, the project could be one of the world’s first commercial-scale IGCC power plants with 90% or greater carbon capture and storage capability. The recovered CO2 will be used in fertiliser production and for EOR. SCS Energy LLC is developing the HECA plant, which will be built near Bakersfield and will perform three complementary functions. The IGCC power plant will utilise America’s plentiful coal supply and petroleum coke, to produce hydrogen from gasified syngas to generate electricity cleanly and efficiently.

ExxonMobil’s Hebron application approved The Canada-Newfoundland and Labrador Offshore Petroleum Board has approved ExxonMobil’s Hebron development application, allowing them to proceed with the development of the Hebron field, which is estimated to contain 707 million barrels of oil. The company must also provide detailed information on the project requirements for the fabrication of: • The utilities and process module. • Topsides hook-up, integration and commissioning activities. • OLS construction, fabrication, installation and commissioning activities. • Platform tow-out, installation and offshore hook-up and commissioning activities. • Platform drilling and completion operations as well as platform production operations. • Any requirements for the supply of additional tankers associated with the export system. • Any proposed subsea production system. • Any other contracting, supply or service opportunities associated with the project. Hebron is located 217 miles offshore eastern Canada in the Jeanne d-Arc Basin in 302 feet of water. The project consists of three fields: Hebron, West Ben Nevis and Ben Nevis. First oil is expected by the end of 2017. ExxonMobil authorised Kiewit-Kvaerner Contractors to proceed with the project following substantial completion of FEED, and also awarded the next phase of the project.

Shell to develop LNG facility in Western Canada Shell and its partners are developing a proposed LNG export facility in Western Canada, near Kitimat, British Columbia. This project will help make Canada’s abundant supplies of cleaner-burning natural gas available to global markets including Asia’s dynamic and fast-growing economies. Shell holds a 40% interest in the LNG Canada project, with KOGAS, Mitsubishi and PetroChina each holding a 20% interest. The proposed project includes the design, construction and operation of a gas liquefaction plant and facilities for the storage and export of LNG, including marine off-loading facilities and shipping.

Brazilian nuclear power programme postponed

In May the EIC held the Business Presentation: Opportunities with OSX and Technip, which was very successful with 47 members attending. OSX, an EBX Group company, made a presentation encompassing its largest projects, including the construction of a massive $1.7 billion shipyard in Rio de Janeiro and 11 large vessels to be constructed in Brazil and Singapore. Technip’s presentation comprised of many ongoing projects, such as the FAFEN FEED and P-62 FPSOs, as well as guidance for suppliers to the company. The last week of June will bring an Overseas Delegation to Rio de Janeiro with 11 delegates confirmed. The programme includes visits to major operators and EPC contractors, a reception introducing missioners to high profile contacts in the industry, and a business round with one-to-one meetings, matching missioners to procurement professionals from large local players. The country’s mines and energy ministry (MME) has announced that no nuclear power plants will enter operation in the country until 2021, with the exception of the 1350MW Angra III NPP currently under construction and due to come online in 2015. The decision is reflected in the latest 10 year Energy Plan for Brazil, which sets out strategies and priorities related to the country’s power generation sector. A senior MME official has commented that the government is studying the construction of 4 to 8 rectors by 2030, and that discussions over the technology to be employed in future plants would be necessary before a decision is made.

Business Presentation: Doing Business with GE Energy 26 July 2012 APIMEC, Rio de Janeiro We have just confirmed this Business Presentation with GE Energy, the supplier of technologies to the energy sector in areas such as natural gas, oil, coal and nuclear energy; wind, solar, biogas and water processing; energy management; and grid modernisation. GE owns a turbine plant in Brazil and had revenues of $44 billion in 2011. The company has been awarded a $1.2 billion contract to supply 19 gas turbines to the MPX Complex in Northern Brazil. In addition, its oil and gas division has been awarded a contract of $230 million to supply wellheads to OGX, the largest Brazilian private operator.

Big challenges ahead for Chilean power projects Two of Chile’s most important power generation projects have faced major drawbacks recently following lack of government support and pressure from environmental groups. The HidroAysen joint venture behind the $10 billion Aysen hydro power plant in southern Chile saw the departure of its 49% shareholder Colbún, which alleged that the Chilean government failed to support plans for a 2000km transmission line linking the project to the national grid. Energía Austral, a JV between Origin Energy and Xstrata, had to suspend its $750 million Cuervo HPP following a local court ruling motivated by protests from ecological groups. Environmental activism has played a crucial role in Chile and has influenced the development of major projects in the mining and power sectors.

Bolivia launches E&P bidding round The state-owned oil company YPFB is offering 15 blocks in the country’s latest E&P bidding round. The assets are being offered via research agreements (10 blocks) and service contracts (5 blocks) and winning bidders will be required to form a 51:49 joint-venture with YPFB. Contracts are expected to be awarded between August and November. Interested companies are said to include Petrobras and Repsol. Bolivia is estimated to hold more than 60 trillion cubic feet in gas resources and 2.5 billion barrels of oil. Most of the country’s 45Mcm/d gas production (2011) is exported to its neighbours Argentina and Brazil.
