The Chief Executive 2 Welcome to the September edition of the Monthly News and welcome to attendees at the Offshore Europe event, where once again the EIC is the Sector Analysis 3 largest single exhibitor. Offshore Europe – at the beating heart of the offshore oil and gas industry – is Training Services 4 a fitting backdrop for the EIC’s 70th Anniversary celebrations. Moving Forward: CCS in China to co-ordinate activities in relation to CCUS. Regional development and reform commissions, research institutes, and enterprises in key industrial sectors are also encouraged to recognise the importance of CCUS and work towards its development. The plan expands on previous official statements by the Chinese government recognising the importance of CCS, and signals a continued determination to progress the technology in China in order to assist with reducing emissions. China and the USA, which together account for more than 40% of global coal consumption, drafted a fivepart plan in July to cut their carbon emissions. Set to be implemented from October, they agreed to establish large-scale, integrated projects to capture the carbon emissions from coal combustion and other steps to tackle climate change. Although the plan is not binding, it could boost broader co-ordinated international action and reinforces points made by President Barack Obama during a speech in June including calling for new rules curbing greenhouse gas emissions from power plants. China has several reasons to embrace clean energy and is taking important steps to address climate change. Beyond its economic goals China is motivated by its concerns over energy security, a desire to improve local environmental conditions, the impacts of climate change, and the opportunity to display greater leadership on the global stage. According to the Global CCS Institute, China already has 11 large scale integrated CCS projects in the planning stages and successful pilots, like Huaneng Power Group’s Shidongkou CO2 capture plant, are being scaled up. China is also working to improve environmental protection around CCS by developing ISO standards. Scaling up CCS in China requires climate policy to be viewed as at least of equal importance to the energy security supply goal on the Chinese political agenda. Although there is not yet a large-scale integrated CCS project in operation, the country has significantly lower labour costs, availability of skilled engineers and a relatively fast timeline in developing infrastructure projects, all of which have potential to accelerate the technology to reduce CO2 emissions on a global scale.
As the world’s most populous country with high and rising energy demand, China has surpassed the US to become the largest contributor to CO2 emissions. The country’s target to reduce its greenhouse gas emissions under the 12th Five Year Work Plan includes reducing carbon intensity by 17%, energy intensity by 16% and increasing the share of non-fossil energy to 11.4%. With dependence on coal set to continue into the foreseeable future, investment in carbon capture and storage (CCS) technology is necessary, even crucial, to reducing carbon dioxide emissions. China is taking a systematic approach to deploy CCS based on the establishment of a strong R&D base, followed by the roll-out of large-scale demonstration projects. It has one of the largest numbers of CCS pilot projects in the world and some of these projects are currently in operation. The country is rapidly emerging as one of the most important for the development of carbon capture, utilisation and storage (CCUS) technology, which has the potential to achieve significant reductions in greenhouse gas emissions. CCUS is an effective approach to addressing emissions as the Chinese energy system is dominated by coal, and will contribute to decarbonising coal, oil and other energy intensive sectors. It will promote the transition and upgrade of high emission industries such as electricity and coal-to-chemicals while, at the same time, encouraging the development of other associated industries. The importance of CCS in China was confirmed by the release of an official Chinese government document in April 2013, detailing how China would promote CCUS pilot and demonstration programmes. Released by the National Development and Reform Commission (NDRC), it notes that promoting CCUS is an important task in the 12th Five Year greenhouse gas control plan approved by the State Council and affirms that there is a requirement to develop CCS pilot and demonstration plants in a range of industries. The NDRC recognises that there are challenges to overcome, and urges all regions and departments in China to strengthen their support and guidance for CCUS to pave the way for eventual large-scale application and commercialisation of CCUS technologies. The document outlines six ‘primary working tasks’ which should be undertaken in the short term. These tasks include developing pilot and demonstration projects, establishing financial incentive mechanisms, strengthening planning processes, promoting CCUS standards and regulations, and strengthening capacity building and international collaboration. The second contract will involve Capula also providing a Schneider-based control solution for the boiler distribution system, which consists of two sections – the Common Systems and Unitised Systems. The Common Systems will deal with the reception of fuel from storage, while the Unitised Systems will control the eventual transport of the fuel to the boilers of the three converted generating units. New receipt, storage and distribution systems are being constructed at Drax Power Station. This development is part of its transformation into a predominantly biomassfuelled generator through the burning of sustainable biomass in place of coal. 3M has introduced a range of bonded abrasive grinding wheels into the European market which are set to offer an innovative new approach to the grinding process. Shepherd Engineering Services (SES) has awarded Capula two contracts for work at the Drax Power Station in North Yorkshire. As part of the first contract, Capula will design, manufacture, configure, supply and commission the Schneider-based control system for the new biomass storage facility.

EIC Member News Recent orders for DTL India have included various butterfly, guillotine and multilouvre dampers which they will be supplying for large projects in steel plants, cement works and power stations over the coming months. The complex design work for these projects has been carried out by the experienced drawing office at DTL’s head office in Eastwood, Nottingham. DTL was established in 2001 and has a background in the damper industry dating back to 1965. Cullum Detuners has been awarded a contract by RollsRoyce Naval to design and build a new marine gas turbine test facility. The 700 sq m facility will consist of an engine assembly and preparation area located adjacent to the new state of the art test cell. The project was launched with a ground breaking ceremony held at the Rolls-Royce Naval site located in Bristol. The ceremony was attended by representatives of both Rolls-Royce and Cullum Detuners, the first shovel of soil being cut by Don Roussinos, President, Rolls-Royce Naval. Construction of the new facility has begun following completion of the engineering and design phase which was performed by Cullum at its Heanor based headquarters. The facility is scheduled for completion in mid-2014 and will be used to assemble both new and overhauled marine gas turbines. Bill Rigg, Director, Cullum, said: “We are delighted to have been awarded this prestigious contract which aligns perfectly with our strategic goal of becoming a world leader in the support of naval marine gas turbines.” Don Roussinos, President, Rolls-Royce Naval, said: “This marks an exciting milestone for us as work commences on this new state of the art test facility to support our innovative marine gas turbines, powering the world’s latest naval platforms. Eaton has announced that the Medium Voltage (MV) switchgear in its Power Xpert UX range has successfully completed General Design Appraisal (GDA), following rigorous third-party testing by Lloyd’s Register. The appraisal means that the versatility, reliability and safety standards offered by this range of switchgear are now verified to reliably meet the needs of marine and offshore applications.
Damper Technology Ltd (DTL) has announced plans to build a manufacturing plant on land where the offices of their subsidiary company DTL India are located in Coimbatore, Southern India. DTL India was incorporated in 2011 and it was always the intention, as work from the Indian operation grew, that they would invest in their own manufacturing facility in the coming years. Plans are now in progress for the build of a 28,500 sq ft fabrication and assembly plant which will be furnished with gantry cranes and all relevant machinery required to produce high quality damper products in-house. Mark Hancock, Managing Director, DTL, made a recent visit to India to officially unveil the plaque at DTL India’s offices with Suresh Menon, Managing Director of the India operation, at the same time as appraising possible sites for the location of the new factory. The team in India consists of a management structure, design engineers, project managers and sales staff. More staff will be recruited from the local area once the factory is complete. FoundOcean continues to grow its market share in the offshore renewables industry with a contract award from Alstom to grout the foundations for the first offshore trial of its 6MW Haliade 150 turbine. The turbine will be located near Ostend, 45km off the Belgian coast. The offshore tests will target specific marine operations and procedures. Onshore tests at full 6MW output were recently completed in France. Alstom plans to produce pre series units in 2014. John Paul O’Sullivan, Engineering Manager, FoundOcean, is responsible for overseeing all offshore projects. He explained that the Haliade turbine will use a tried-and-tested foundation method: “The turbine will be housed on a four-legged jacket with pins inserted into pre-driven piles. FoundOcean has completed many pre-driven pile grouting projects for offshore wind farms, including the award winning Ormonde offshore wind farm in 2010 and Thornton Bank Phases 2 and 3 in 2011.” The project, with a client specification to use Masterflow® 9500 ultra high strength grout, mobilised in July 2013. EIC Member News The Locker Mini ES Shield has been specifically developed to minimise the weight load imposed on existing offshore installations while maintaining the very high performance of existing Locker products. The Locker Mini ES Shield fulfils the criteria by enhancing the performance of the Locker Mini Shield although with an increased span of up to 4.5 metres, therefore greatly reducing the amount of supporting steelwork required. Locker has recently conducted successful dynamic wind load testing of the Locker Mini ES Shield which was exposed to wind speeds in excess of 100mph over an unsupported span of 4 metres with a resulting reduction in wind speed of over 65%. Nautronix celebrated 30 successful years in the oil and gas industry this year. They reported growth in 2012/2013 of more than 41% on the previous year, with revenue increasing to £16.1 million. The success of the company comes from the introduction of the Survey Services division and recently awarded contracts with an approximate value of £2.8 million. As a result of the growth and success in the past year, they have employed an additional 42 people and have budgeted to increase their work force to 120 people in 2013/2014. As a technology company, Nautronix has invested £1.5 million in the research and development of their products and has recently completed a major NASeBOP project for acoustic switches for BOPs, which has now been supplied and is currently on back order. They have invested £20 million on this product alone over the past couple of years and the system has been developed and manufactured in their production base in Aberdeen. As Nautronix continues to develop their product range and service offering, they have invested a further £1.2 million developing the latest state of the art Digital Diver Communications System, NASDive which will be launched soon. They will also be releasing a new range of beacons from the Dolphin range and there are a number of research and development projects that are planned over the new financial year.

Venezuela (Caracas and Puerto La Cruz) 24-29 November 2013 Venezuela is a key player in the global energy industry, with some of the world’s largest oil and gas reserves. An OPEC member, the country is the region’s second largest oil producer, with an output of 2.5 million barrels per day. PDVSA, Venezuela’s main player in the oil and gas industry, plans to invest US$25 billion in 2013 in various projects as part of its ambitious 35 year ‘Oil Sowing Plan’, which includes projects in the upstream, midstream and downstream segments. Highlights include the development of massive heavy oil reserves present in the Orinoco Belt (which is estimated to contain 316 billion barrels), the construction or upgrade of a number of refineries as well as the development of an LNG capacity with the Plataforma Deltana offshore project. Iraq announces future energy strategy After 18 months of work, Baghdad has finally completed its long awaited Integrated National Energy Strategy (INES), setting out the priorities and objectives for the oil and gas sector, covering the period from 2012 until 2030. The strategy calls for the investment of US$620bn in the sector over the next two decades, with the expectation that this could bring in as much as US$6 trillion in revenues, according to a summary of the report. Although the study was expected to be published in April, it has yet to be seen in its entirety or presented to the Iraqi parliament. It was developed by the World Bank and US consultants Booz & Company, under the guidance of a government steering committee with representatives from the oil, electricity, planning and finance ministries among others. The study warns that the next three years will be critical for infrastructure development across upstream and downstream sectors. The priority for now is upstream development with a production target of a minimum of 4.5m bbl/d by the end of 2014. A secondary objective over the next three years will be a decision on setting Iraq’s long-term oil production targets. Iraq currently produces around 3.4 million bbl/d, and the INES sets out three scenarios for future crude oil production; a high case of 13m bbl/d by 2017, a medium case of 9m bbl/d by 2020 and a low case of 6m bbl/d by 2025. A decision on production levels is not expected until 2015, but the Oil Ministry has already begun the process of scaling back the country’s inflated target plateau production rate of over 12m bbl/d. It has so far agreed new terms with Russia’s Lukoil for the West Qurna-2 field and Italy’s Eni for the Zubair field that will reduce output by 875,000 bbl/d, and eventually lead to a lower overall target of around 9m bbl/d.
It is naturally disappointing to see that Egypt is yet again going through turbulent times. Given that the oil and gas sector continues to produce such positive news with new discoveries being found almost on a monthly basis, one hopes that this unrest settles down soon in order to allow the EIC membership to take full advantage of these new opportunities. Our Overseas Delegation last year supported the fact that these opportunities exist and we certainly would wish to revisit the market as soon as conditions become more favourable. One great piece of positive news is our new relationship with British Airways. Following on from the signing of an MoU with BA in London earlier this year, we are delighted to advise that we have been able to discuss locally the opportunities where we can work together. These discussions resulted in BA deciding to sponsor our very popular Fish & Chip Supper Night where they offered two World Traveller Plus return tickets to London. Occidental pre-qualifies contractors for Qatar expansion The Occidental Petroleum Corporation (Oxy) is prequalifying contractors for its phase 5 expansion at the Idd El Shargi North Dome field in Qatar. Oxy has been operating the offshore oil field since it signed a production sharing agreement with Qatar Petroleum in 1994. The new expansion is expected to sustain the current production of 100,000 bbl/d for the next six years. The expansion is expected to cost around US$3bn which will be spent in upgrading the facilities at the field. The scope of works will include drilling 200 wells for production, water injection and water source wells, the construction of new platforms and jackets and the installation of fluid processing equipment. Pipeline debottlenecking and water source projects will be executed and several enhanced oil recovery programmes will be initiated. The Idd El Shargi North Dome field has been in production since 1963 and production had depleted to 20,000 bbl/d by 1994. Oxy raised production to 140,000 bbl/d, but this has now levelled off at 100,000 bbl/d.

EIC UK News EIC Shale Conference and AGM What is the UK Shale Potential? 10 October 2013 ReedSmith, London Recent months have seen a number of significant and positive activities in the shale gas industry, including increased support from the UK Government with the announcement of a new licensing round in 2014 and the unveiling of a package of reforms designed to assist exploration. The government has also pledged to issue new guidelines to streamline the planning and permitting regime for shale gas developments and is undertaking a consultation on tax incentives to encourage exploration of shale gas areas. Centrica’s US$40 million, 25% acquisition of the Bowland exploration licence in Lancashire from Cuadrilla and AJ Lucas has also bolstered confidence in the UK shale industry. To date, Caudrilla has drilled three exploration wells at its facility in Westby, confirming the shale formation thickness and a potential 200Tcf of gas. Although the UK’s shale industry is still relatively immature, it has the potential to contribute to the UK’s energy security and increase domestic investment and growth. The EIC Shale Conference will focus on the lessons the UK can learn from US developments and where the opportunities will lie for the UK supply chain. Myanmar is the tenth largest producer of natural gas in the world and the largest in Asia. More than 30 attended the Industry Outlook: Political and Economic Update and Doing Business in Myanmar and networking lunch held in conjunction with UK Trade & Investment on 2 August. Ms Lisa Weedon, Director, UKTI, Rangoon, spoke about the political and economic climate and her business experiences. We conducted another successful re-run of The Fundamentals of Oil & Gas on 15 August. The course concentrated on the upstream oil and gas sector and processes of exploration and production, and was well attended and received, pictured below.

Gas discovery at Winchester Santos has made a gas discovery with the Winchester-1 well on the WA-323-P permit in the Carnarvon Basin offshore Western Australia. Wireline logging and pressure testing of the well showed up 40 metres of net gas pay in the Jurassic Angel and Triassic Mungaroo formations between 3,614-3,721 metres. Winchester-1 will now be deepened to evaluate the gas-bearing potential of further objectives within the Mungaroo section. Possible development for the Winchester discovery includes the expansion of Santos’ existing production through jointly owned infrastructure or via nearby existing third party LNG facilities. Wood Group gets EPCM contract for PNG Wood Group PSN has been awarded a contract by ExxonMobil subsidiary Esso Highlands to support its liquefied natural gas operations in Papua New Guinea. Wood Group will provide brownfield engineering and procurement support to ExxonMobil’s operations in the country, including construction and maintenance services on both the Hides gas conditioning plant in the highlands and the PNG LNG plant north west of Port Morseby. The five-year contract is estimated to be in the range of between US$463.2 million and US$694.17 million.

Finally, a presentation on Worley Parsons’ oil and gas opportunities by Mr Matthew Spalding, General Manager, Hydrocarbons, Worley Parsons and a networking reception wrapped up the eventful evening.
Hyundai and Lotte to build mixed xylene plant Hyundai Oilbank has signed a memorandum of understanding with Lotte Chemical to build a plant to produce mixed xylene, which is used in making plastics and synthetic fibres, as well as light straight-run naphtha, which is used to make petrochemical products. To be located in Seosan, south west of Seoul, the plant, estimated to cost US$892 million, is scheduled to be fully functional by the second half of 2016. Thailand raises RE target to 13.9GW Thailand has sharply raised its target for clean power generation under new plans outlined by the government. Thailand now aims to have 13.9GW of renewable and other clean-energy sources in place by 2021, up from the previous goal of 9.2GW. The country’s Energy Ministry also introduced a feed-in tariff for rooftop solar deployments. The plan sees a bigger contribution from solar and bioenergy sources than previously expected, but a reduced role for hydropower.

CNOOC’s Wenchang 8-3E oilfield put into production CNOOC has announced that its Wenchang 8-3E oilfield had started production. The field is located in the Western Pearl River Mouth Basin with an average water depth of 120 metres. The project has four producing wells at the moment and is expected to reach peak production within 12 months. Wenchang 8-3E is an independent oilfield in which CNOOC holds 100% interest and acts as operator.

CNOOC signs gas sales agreements The gas sales agreements for Liwan 3-1 and Liuhua 34-2 have been signed in Beijing between CNOOC, Huskey, CNOOC Power & Gas and CNOOC Deepwater Development Ltd. Both gas fields have been jointly developed by CNOOC and Huskey. Huizhou refinery expansion plan The National Development and Reform Commission (NDRC) has approved a proposal by CNOOC to expand its refining facilities in Huizhou City, Guangdong Province. The expansion project covers an area of 4.4 km sq and includes the construction of a 10 million ton per year (200,000 barrel per day) crude distillation unit (CDU) and a 1 million ton per year ethylene complex and will cost US$8.3 billion. This second phase of the Huizhou facility is expected to be completed in 2015 and will not involve foreign investment. CNOOC also has a joint venture petrochemical complex in Huizhou with a 1 million ton per year ethylene plant which started commercial production in May 2009. Shell holds a 50% stake in the plant while CNOOC owns 45% and the local government has the remaining 5% interest.

Sinopec to buy Marathon’s Angolan asset Sinopec’s fully owned subsidiary Sinopec International Petroleum Exploration (SIPE) and its local JV in Angola have signed an agreement to buy Marathon Oil Corp’s Angolan offshore oil and gas field for US$1.52 billion, marking its second major acquisition in Africa. Sinopec will acquire Houston-based Marathon’s 10% stake on the Angolan field, Block 31. The deal is subject to approval by the Chinese and Angolan governments. The acquisition will take Sinopec’s stake in Block 31 to 15%.
Shell expands presence in China’s shale gas Shell has expanded its involvement in China’s hunt for shale gas by teaming up with two local firms in Hunan Province that have an exploration license for a block there. The Longshan Block licence was awarded in 2012 by the Chinese Ministry of Land and Resources (MLR) to state owned Hunan Huasheng Energy Resource Investment Development. Shell China said it will team up with Huasheng and its partner Hunan Valin Iron & Steel. ROC completes Beibu drilling programme Roc Oil (China) has completed its 10-well development drilling programme on the WZ 6-12 field in China’s Beibu Gulf. The wholly owned subsidiary of Roc Oil Co finished the drilling which was designed to accelerate production from the company’s successful 2012 exploration campaign, ahead of schedule and within budget. Production from the developed fields is currently around 10,000 barrels per day. ROC expects to achieve plateau production from the overall project in the second half of 2014, with gross average rates of around 15,000 bbl/d of oil. The company’s operations also include the Zhao Dong offshore oilfields in Bohai Bay and the Cliff Head oilfield offshore Western Ausralia.
Schlumberger opens reservoir laboratory in Chengdu Schlumberger has announced the official opening of the Schlumberger Reservoir Laboratory in Chengdu, China. The state-of-the-art, 32,000 sq ft facility is the newest addition to the Schlumberger global network of reservoir laboratories. The laboratory offers an integrated suite of petrophysical and geomechanical services to help customers improve hydrocarbon recovery and maximise production throughout the life of their reservoirs. The laboratory in Chengdu is designed to provide a complete suite of services from field core acquisition to laboratory measurements.

Apache sells in Gulf of Mexico Apache is selling its shallow water operations in the Gulf of Mexico to Fieldwood Energy, a Riverstone Holdingsbacked firm. The oil and natural gas wells are on nearly two million acres. Apache is re-balancing its portfolio by selling assets in order to pay down debt. The company is redirecting its focus towards its growth prospects in Texas and Oklahoma. In addition to the cash purchase, Fieldwood is also assuming obligations to plug wells and remove non-producing platforms that Apache estimated at US$1.5 billion. Apache is keeping a 50% interest in ‘deep rights’ – potential oil fields beneath salt domes far below the ocean floor – in certain areas that it will jointly explore with Fieldwood.
Geological carbon storage largest in Gulf Coast The US Interior Department has released a six-year study stating that the Gulf Coast has the best potential for storing carbon dioxide, compared to all the other regions in the country. Geologic carbon storage usually involves pressurising CO2 gas into a liquid and injecting it into subsurface rock layers for long-term storage. The entire United States has the potential to store 3,000 billion metric tons of carbon dioxide in geologic basins, and two-thirds of that storage capacity would be mainly along the Gulf Coast. The study looked at 36 basins across the country, considering the currently available technology, pressurisation and injection techniques. Other large capacity regions include Alaska, the Rocky Mountains and the Northern Great Plains. The Gulf was most attractive because of its lack of fresh water. The viability of carbon sequestration is still being researched. The Energy Department has contributed funds to several projects demonstrating carbon capture and sequestration (CCS) around the country.

Schlumberger and Cameron agree JV Schlumberger and Cameron have received regulatory approval to form a joint venture, OneSubsea, which will manufacture and develop products, systems and services for the subsea oil and gas market. Petrobras obtains Japanese financing The Brazilian oil company and the Japan Bank for International Cooperation (JBIC) signed in July two financing agreements with a combined value of US$1.5bn. Approximately 60% of this amount will be financed by JBIC itself while 40% will be provided by private Japanese financial institutions. The lines of credit will allow Petrobras to acquire equipment and services from Japanese companies in Brazil and abroad.
The first FPSO workshop in this region in July was such a success that attendees registering at the last minute had to go onto a waiting list. The speaker was Fabricio Soares, who has been working for over 10 years on FPSOs and involved especially on P-58 and P-62. Feedback from the 45 delegates was extremely positive. The Overseas Delegation to Colombia has been confirmed for 15-20 September. We have also launched the Introduction to Downstream industry overview in September and Control and Subsea Valve workshops in November. UTC quits QUIP consortium The Brazilian EPC contractor UTC Engenharia has left QUIP, a consortium of Brazilian engineering firms focused on the construction of offshore platforms. QUIP’s remaining members are Camargo Correa, Queiroz Galvao, Camargo Correa and PJMR. The company will no longer be a shareholder after the completion of the P-55 semi-sub that will be deployed at the Roncador field in the Campos Basin.

YPF signs shale deal with Chevron Following an earlier agreement signed this year, Chevron has agreed to invest US$1.24bn in the development of two areas in the Vaca Muerta shale play. A joint venture formed by the two oil companies will initially begin a pilot hydraulic fracturing project involving 100 wells and then drill 1,500 wells by 2017 under a second development phase. Both companies expect a production of 50,000bbl/d and 3 billion cubic metres per day of gas. The area currently produces approximately 10,000bbl/d.

October will be a busy period for the Brazilian oil and gas industry with the first production sharing bidding round expected and OTC Brasil taking place in Rio. To gather members and guests from local industry the Rio office is organising a Business Presentation with Statoil followed by a cocktail taking place on Monday, 28 October. Amaila hydro project challenged by opposition Opposition lawmakers in Guyana have rejected a government proposal that would raise the loan guarantee limit for the development of the 165MW hydro power plant to 150 billion Guyanese dollars (US$739 million). The new limit is a condition for financing from the InterAmerican Development Bank, according to a statement issued by the Finance Ministry.

Paraguay denied information on nuclear project The Argentine government has refused to provide information to Paraguayan authorities on its CAREM nuclear power project that would see the construction of low power reactors in the province of Formosa, close to the Paraguayan capital Asuncion. A formal request for information, motivated by concerns over the project’s proximity to the capital, was submitted to Argentina in early July but the Kirchner administration reportedly rejected the request on the grounds that it does not recognise the administration of Federico Franco, the Paraguayan president installed after the impeachment of Fernando Lugo.
