CHAIRMAN

It is a particular honour for me to be the Chair of a social housing organisation which continues to put its customers central to all its thinking and continuously updates and introduces policies for the benefit of those it serves. The Accord Group is of course first and foremost a business and like all corporate companies must have the appropriate policies, procedures and financial controls which allows us to grow accordingly year on year. It is very rewarding to have over the years watched the Accord Group grow into a high performing organisation, whilst never losing sight of its social purpose. Although primarily a housing provider, we recognise that as a social enterprise we have a much wider role to play, particularly in the areas of community, sustainability and neighbourhood regeneration. This gives us the opportunity to get even closer to our customers so as to get a better understanding of their needs individually and collectively, which will help us to prioritise our resources.

The Accord Group Board are aware of the more immediate challenges many of our customers will have to meet in the coming years following the Government’s welfare reform changes and will be using their expert knowledge, skills and experience to find ways of overseeing some of the obstacles customers face. All successful businesses however, have at their heart an inspirational, progressive and dedicated Chief Executive and on behalf of the Board I would like to give a grateful thanks to Chris Handy. A resourceful, experienced and passionate Executive Team supported by a hard-working knowledgeable, understanding and committed workforce without whom we would never move forward. As Chairman I have been lucky to inherit all of these and now look forward to working with and alongside the Board and colleagues in the future. It has been a very good year for Accord, but I am sure we can make next year even better and thank you to all.

CHIEF EXECUTIVE

The Accord Group has a great future and we remain passionately committed to meeting the needs of our customers. Looking ahead, we expect the next five years to be a period of great change. The greatest test that we face is around the reform of the welfare benefits system. The Government have made it clear that they want to make significant and long-term cost-savings in the future; this will lead to many families receiving less money to live with. People’s incomes are going to be significantly reduced and we must help them manage the change in the welfare system so that they survive. This is our number one priority and a great deal of work has already been completed to support keeping customers in their homes. This is why during the year, the Accord Group has strengthened partnerships around employment and training and we are channelling resources into support for jobs, volunteering, apprenticeships, training and enterprise creation to help people get off welfare and into work. This is a huge future focus for our work and one we take very seriously on behalf of the people we support.

I am, as always, committed to making sure that the Accord Group remains a first class landlord and provider of quality homes. Despite the increasing demands and pressures put on us, we want to play an even greater role in supporting community regeneration and neighbourhood management. Over the last year we have continued to grow, expand and develop our activities and services. We have grown in strength financially. Adding Direct Health, our private sector domiciliary care provider to our Group, has not only extended essential care services to our existing range but provides us with a profitable income stream we can reinvest into our core work to meet need, what I call “profit for purpose”. We are also expanding our care services significantly, continuing to build new homes with our partners, Trident, Trent and Dove, WATMOS and Rooftop. Our sector-leading initiative, LoCaL Homes, the factory which produces timber homes, is cutting edge and rapidly increasing in scale. We now produce one new complete home per day and have our own construction team. So the Accord Group has a great future ahead in challenging times and we are constantly focused on the needs of the people we serve.

THE LAST YEAR we have During 14

Carried out our “Getting to Know You� survey, which has helped identify which customers are at greater risk from the benefit changes. In turn, this has allowed us to provide greater support to customers such as setting up a bank account, accessing the internet and moving house.

Launched a series of roadshows held at venues across the West Midlands for customers to find out more about the changes to benefits, health and well-being, jobs, skills and training.

Reviewed our Care and Support Strategy to develop more personalised services for our customers independent to where they live.

Set up a dedicated digital inclusion group to address how we can give our customers access to the internet.

Set up a welfare reform action group which is actively working with customers to ensure they understand the impact on them.

Launched a support group for residents to raise their concerns about anti-social behaviour in partnership with the police and other organisations.

Been recognised for the services we provide to housing co-operatives, by becoming accredited by the Confederation of Co-operative Housing.

We are one of the leading providers of

HOMES providing accommodation that is regularly maintained as well as efficient to run in

COMMUNITIES where people want to live. Currently we are delivering

672 HOMES for rent and shared ownership, as well as a number of homes for sale. Plus, as part of a wider

ÂŁ30 MILLION grant allocation awarded in 2011 to the Matrix Housing Partnership, which we lead, an additional

1,500 HOMES are also being built across the West Midlands.

Built 218 new homes, almost all for affordable rent, with an additional 920 under construction.

Celebrated the first anniversary of our factory LoCaL Homes, which produces low carbon timber framed homes – a UK housing association first.

Invested more than ÂŁ3 million in making our homes more modern, including fitting new kitchens, windows, bathrooms and repainting properties.

Signed up to Birmingham Energy Savers to deliver 40 go early ECOfunded retrofits and a further 40 with Climate Consulting.


Delivered through the Community Energy Savings Programme, a £1.5 million programme providing 635 energy improvement measures.

Carried out 12,334 repairs.

Launched our own in-house construction arm.

Secured £1.5 million of European funding to undertake the retrofit of 250 homes with diverse technologies and gained £1.5 million CESP funding to fit more than 1,000 energy efficiency measures to our homes.

Set up our 16th co-operative where resident leadership sees people run their own neighbourhood.

Signed up 28 customers to our Recruitment, Opportunities, Learning and Employment (ROLE) programme, which gives people the skills they need to obtain work in the future. Plus, for those working within the health and social care arena a guaranteed job will be offered.

Carried out a DIY workshop designed to give 35 residents the opportunity to gain or build on skills from carpentry, painting and decorating to basic plumbing and electrical skills.

Recruited 18 apprentices as part of our on-going commitment to creating jobs. This means that over 60 apprentices have been recruited over the last three years, with 52 of these moving into permanent employment within the Group.

Run a scrutiny workshop which saw 22 residents from across the Group shape our Scrutiny Panel and a five additional new members sign up.


Held our second Great Resident Awards which showcases the excellent work our residents have undertaken.

Held a resident engagement conference for 75 residents which was organised by the Groupwide Resident Engagement Panel.

Recruited six resident inspectors to the resident-led inspection training, which covered various aspects of an inspection.

Supported 23 residents via our Residents in Social Enterprise (RiSE) programme, which has seen 11 of them move on into self-employment (gardening, catering, construction skills, domestic services).

Staged a Get In:Volved exhibition which gave 50 residents the opportunity to network with colleagues to find out ways to get involved with the Group.

Engaged 35 young people from across Birmingham in our youth enterprise programme (The A Fund). Eleven of them have gone on to set up small businesses in a diverse range of sectors, including Indian sweets, clothing labels, graphic design studios, filmography/ cinematography, magazines and jewellery.

Launched an E-learning induction for all new colleagues who join the business.


Celebrated and rewarded colleagues who were nominated by their peers for outstanding work at the annual Great People Awards.

Held our annual colleague roadshow.

Invested in our people, who attended 430 training days last year.

Been reaccredited with Investor in Excellence and Investor in People status.

Implemented a new and fairer pay structure.

CASE STUDY: Committed to Communities 52

We expanded our dementia cafés across the Midlands and beyond, with 12 dedicated cafés offering support to people with the illness and their families.

A new advice hub called the Learning LAB was launched to help struggling job hunters and single parents to search and apply for jobs.

We have hosted free internet training sessions across the West Midlands to help customers prepare for the changes to benefits.

We won four care awards at the National Care Awards – Care Newcomer, Home Care Co-ordinator, Home Care Registered Manager and Care Innovator.

Greenscape, our gardening and maintenance division, was awarded a £180,000 cleaning contract and received accreditation from SAFE contractor, a programme which recognises very high standards of health and safety practice.

CASE STUDY: Putting People First

We welcomed new customers who moved into their new homes at Pattern Gardens in Walsall – the first homes manufactured from the LoCaL Homes factory.

Social Breakfast was awarded £28,000 from the Nominet Trust to work with 16-25 year-olds to create a snapshot of what it’s like to live in Birmingham in 2013.

We launched a year-long campaign to alleviate child poverty in Birmingham.

A brand new £25,000 initiative targeted specifically at cutting the number of crimes committed by women offenders in Coventry was launched.

CASE STUDY: Making a Difference 54

Colleagues Pam Rollings and Michelle Pidgeon both received Shropshire Care Awards for their innovative approaches to caring for older people.

More than 30 jobs were created at a new extra care complex in Solihull where we provide care services.

The Accord Group were highly commended at the National Association national Accountancy Awards 2013 for team of the year and measurement of social return on investment.

Work has started to transform a former Black Country lock factory in Willenhall into a new ÂŁ5.2 million housing scheme in partnership with Westbury Partnerships and Walsall Council.

Shadow Housing Minister Jack Dromey MP and MP for Walsall South Valerie Vaz visited Pattern Gardens in Walsall.

CASE STUDY: Excellence through Innovation

Award winning young entrepreneur Ravinder Deol enjoyed the sweet taste of success by expanding his Indian snack box venture with help from the Accord Group’s A-Fund initiative which cultivates and supports youth entrepreneurship and gives financial support.

We created short and informative animated videos about the benefit changes for our customers which we posted on our website. We have also held dedicated welfare reform surgeries.

We were listed as a finalist for “Green Social Housing Champion” at the Sustainable Housing Awards 2013.

We celebrated winning the prestigious national Green Apple awards two years in a row for our work in manufacturing and building low carbon timber framed homes and for our scheme Walsall Waterfront.

Work started on the Urban 180 housing development in West Bromwich with prospective purchasers able to benefit from a mortgage from Sandwell Council which has set aside a £2 million fund to help first time buyers.

Our Walsall Waterfront scheme was named as one of the ‘Top 50 UK Affordable Housing Developments 2013’.
