What is architecture? The most challenging thing when trying to deďŹ ne architecture, is being eloquent with a subject so vast covering almost every ďŹ eld of human thought. Here is my opinion using 1000 signs I feel that proper investment in education is not returning from the wealth generated by the growth of economy after the second world war. This is the main cause of many of today’s local and global crisis. Architecture is part of a group of disciplines in transition. It continues to be a service provided by a specialist to a client but in the same time, it becomes a tool of education, social interaction and space issues management. Architecture projects are commonly stared by volunteers, funded by alternative sources of income while people rely less and less on the municipalities to transform their surroundings. This new trajectory has similar effects like teaching kids to code or investing in youth owned business. It is education using the language of architecture. The effect is creating a generation more aware of their context and the issues of the built environment. Architecture for me is both a service of space design as it is voluntary contribution to education of my fellow citizens.

Turkey is a country with a very different and rich culture and I feel very grateful to have the opportunity to research and design in that context. In the office I was part of a team of exceptional people and I managed to keep up with the work of more experienced architects. A part of the feedback I received from the office manager at the end of my internship: “Professionally, he had taken responsibility of any duty given, from basic works to very complicated ones. So he showed his interest and enthusiasm to learn. The outcome of his work is beyond expected. Socially, he had adapted very easily to the new country. He was in good communication with every employee in the office not only in working hours, but also after work.” 4

2013 - present Freelancing activity Working on-line on presentation projects (scale modeling and digital rendering) has thought me plenty about communicating efficiently, responsibility and time management. Samples of my work can be found in the portfolio. Feedback I got for the people I worked with was also very positive: “Dragos is professional in every sense of the word his work was just excellent. The office is thrilled” - Bernie O’Hagan, RMdesign, New Zealand “You will not find a better person to work with. Public speaking, argumentation, critical thinking, research and logical structure are only a few of the cognitive skills I’ve been teaching to the teenagers over time.

Personal interests A diverse range of activities and hobbies take up much of what’s left of my time after subtracting architecture. I am a proud novice at playng bass guitar, a passion sprung by my love for music, jazz and art in general. My bycicle is my weapon against daily busy city traffic and riding through nature is a perfect escape from stress. I like to be very “hands on” what I do, so I find bulding models, woodworking and prototyping very intresting and relaxing.

City of Os, Norway - the competition was focused on central part of the city, which despite its accessibility and recreational potential was dedicated for cars. Our proposal was appreciated for the capacity to recognize the place’s importance for the entire community and a design which kept the space open and available to all, opposed to more typical proposals aimed at densifying and overbuilding the space.

ËÈÅÆ·Ä ʸʺƓ ȻƷȿĽ º»ÄÉ¿ÊÏ preserve community character reconsider density activate spatial limits redesign the center of the town

In order to create a complete living experience for the inhabitants, OS doesn’t need more built structures, but an increase in the number and diversity of functions and social interactions, making it a vibrant and active space of the community. Our proposal uses different mechanisms to soften the strong limits which bound the site. We aim to create events on their paths, so they are not perceived as obstacles but as opportunities for connecting with natural elements or people. In architectural terms, the site is a straight, man made platform. We devised a process to regenerate the space for public use which starts by introducing the people to the site and asking them to participate to the process. Most of the existing buildings are to be relocated. A complete overhaul of the square and it’s infrastructure will set the premises for further development, covering the area with a texture of pavement, green patches and wooden deck surface. To activate the stage, prefabricated wood pavilions are proposed in strategic positions, configurations and densities. The modules can be rented for small businesses or left open and transparent in order to house temporary functions. The development plan includes specific rules over how people choose to extend the constructions on the site in order to follow a desire character. The final layout and aspect of the square remains for the people to decide.

Faced with the difficult task of choosing which area of the park to compromise for the new construction, we decided it must have a minimal impact on the perception of the site. A camouflage of mirrors is a tool often used to enlarge the boundaries of a space, but for this building it also has the role of making it disappear. The high tech shell is our response to the dilemma of housing a necessary function in a place where an object is not desired. The volume supports the need of privacy by candour. Lack of details allows for a perfect cover with the reflective surface. The decision to link the building to the free wall of the memorial house was made against the rules, in order to enclose a private space in the form of a courtyard. The old tree contained by the yard marks the entrance and acts as a link between the house and it’s exterior. The court yard is also the main source of light and a place for sport activities, lounging or relaxation. We chose a composite wood frame structure combined with masonry sheer walls. This structure supports the layer of insulation and mirror of the exterior and glass surfaces towards the courtyard. Cancer will be treatable someday and we hope our building will remain without a purpose. In this respect it must be easy to break down and disassemble or convert to another function. Wood was chosen for the warm and comfortable character.

The main circulation path through the park is the alley parallel to Garnkarska street. It is important to keep the people moving as far away from the building as possible so as to diminish the perceived height of the side wall of the Marie Curie memorial house, which is too big for the scale of the park. The proposed volume also acts to break the size of this wall and bring it to a more human scale. We chose to make a loop leading to the facade of the building so people can experience the mirrors in a playful manner if they wish. In the center of this loop, the main area of use keeps its rectangular shape though is no longer mineral, but green. This will focus the usual pedestrian activity around it and provide room for sitting on the grass, picnic, sport or group activities.

The new MNIR 120 year old building Museum of National History of Romania a critical updated way of showcasing the country’s history 96mil euro budget Main design directions for the MNIR Project 1. Introduction (Functional & Spatial Criterion) Our proposal for the new MNIR is born from two relations. On the one hand there is a need to preserve and display the valuable fabric of the old Palace of the Post, and, at the same time to refurbish the building into a modern institution setting, a platform capable to bring together different entities in order to research, expose and debate upon Romanian History. The core of the project lies in the interior covered courtyard, acting both as a public space and as a horizontal and vertical distribution space. The courtyard together with the foyer will be a free space, encouraging new connections through the building. 2. Museographic Proposal (Museographic Criterion) The museographic display will try to concentrate on rather histories than on History with capital ‘H’, on a continuously changing domain compatible to micronaratives. The visiting path starts with the Treasure collection. The exhibitions develop in a chronological sequence on the two upper floors. Along this path there will be three key spatial attractions, containing important exhibitions. As an iconic figure for the collection, the Thinker of Hamagia and his Wife, will take the main role of this layout, being placed in an elaborated scenographic setting of the restored double hight aula. A street level display window will be an interaction point for both visitors and passer-bies.

16

3. Restorative Proposal (Heritage Criterion) During its history, by several transformations and successive partitions, the old Post started to lose its initial clarity. Our approach begins with a process of selection of valuable and non-valuable building elements, trying to regain atmospheric qualities by revealing the main spaces and volumes, displaying at the same time elements from the main construction periods. A special care we kept to restore and reveal the historic skylights in order to enrich and embellish the exhibitions. 4. Urban Design Proposal (Urban Design Criterion) Because of the individual additive development of the city in it’s early times, the typical urban plaza is hard to ďŹ nd in Bucharest As the rejuvenated Old City Center shows, there is a need for new urban spaces to have a dialogue and manifest as a community. We cleared the courtyard, covered it, opened the two portals and put several independent functions (cafeteria, restaurant, auditorium, cafe) in order to invite people to use the museum as a meeting point, letting free big open spaces to call for future events to take place.

5. Structure Proposal (Structural Criterion) The new structure is detached by the old one, being a 3 story high underground pit composed by 2 rigid concrete boxes and a rectangular 7.5m grid of square columns, concrete made in the basement and steel made until the top of the roof. The shape tries to unify the very heterogeneous silhouette of the courtyard both in plan and section, covering the courtyard with a network of beams a with a lowered canopy like roof. The structure simulates a hipostyle hall, downscaling the space, and favoring frames over general perspectives. We also have chosen a grid due to lower costs, ease to build locally and functional practicality (for the basement storages levels) reasons. 6. Management Plan (Economic Criterion) Until completion of the building we imagine a 10 step plan in order to have a fully functional museum during the construction period. Building both the museum institution and the building, while receiving revenues would be ideal for our scenario.

17

The project contains over 300 rooms of many programs besides the permanent and temporary exhibitions: caffees, restaurants, multimedia hall, treasury, storage, research facilities and many others.

There is an antithetic discourse of a Beaux Artes building housing a national history museum. Our intervention was based on contradicting nationalist ideals but strengthening traditional values and identity.

Interventions in the historical fabric of Oravita one of the richest towns from the Habsburgic period first train station and railway in Romania, operational to this day shrinking city with 30% of the population gone Context I chose Oravita for my diploma project because of the challenging conditions it faces. Abandoned by state investments during the communist era, the city remained untouched since the pre world war period, housing 4 first class monuments and 46 second class monuments in a gorgeous mountain scenery. Shrinkage Population in Oravita went down from 15000 to 10000 inhabitants in a few years after 1989 Urban planing There is no strategy to manage any of the monuments, may of which remained in the propriety of the municipality after the fall of communism. New development is drawn towards the suburbs, leaving the valuable city center empty. ÈÅÀ»¹Ê ƾ·É» ʸƓ ÉÊÈ·Ê»½Ï In collaboration with the mayor and chief city architect we have developed a management plan to guide local decision makers towards a list of actions we decided that are necessary to be taken in order to limit the destruction of the monuments and establish the basis of a tourism strategy. Urban landscape conservation Oravita has many great individual monuments but what makes the city unique is the quality of the entire built layout and natural landscape. The conservation of this asset as understood in the charter of Viena, is of great importance. Management plan - document link We have developed a document containing more than 20 projects and 5 legislative measures to help the local decision makers with ideas about what to do in order to fight the effects of shrinkage and neglect of the urban space. Our approach was based on consulting references from cities like Regensburg or Sighisoara which are UNESCO WH and UNESCO guidelines to follow the best practice.

20

Project Phase 2: set an example Offering viable solutions for using the old buildings for new functions is a key aspect to changing people’s minds towards the town. In this respect, all the members working on the ďŹ rst phase will choose a different building for a project of adaptive reuse. The Polyclinic My building was built in 1729 and used to be the house of stonemasons brought by the Empire. The communist regime converted it into a polyclinic and it remained with no refurbishment for many years since. My task is to redesign the old building into a new medical institution passing modern day healthcare standards.

21

Architectural concept and milestones - redesign the interior layout in coherence with the program of a contemporary medical facility - clear up the clattered area of the plot and propose a landscaping design for the courtyard - redesign the extension which will house the radiology investigation sections - create an opportunity to show and explore certain areas of the house aimed for restoration - restoration, rehabilitation and adaptive reuse techniques were used in different areas of the project, making it a comprehensive learning experience and ensuring control over the composition Proposed design key features The layout of the house was changed from an apartment based oor plan to a centralized organization scheme, in which shared facilities like bathrooms, lockers, cleaning, storage, etc serve many individual ofďŹ ces. This meant upgrading from 5 existing medical specialties to 11, a pharmacy, educational and management space using approximatively the same usable area. To make the building comply with heath and ďŹ re regulations, adding another staircase and elevator shaft was necessary and the choice of materials appropriate for medical spaces was carefully selected. For certain areas glass elements were used to enclose the original structure of the house and proposed installations so that references to the old construction remain visible. A chromatic proposal for the facade restoration was made by analyzing layers of pain visible due in areas of high degradation.

Timisoara Architecture Biennial BETA Euro-Regional communication platform Design, Education, Culture shared exhibitions with Serbian and Hungarian partners

The Timisoara architecture biennial (BETA) is an euro regional platform for dialogue and collaboration, whose main purpose is to improve the processes through which we build our cities.

My responsibilities were to coordinate and install traveling exhibitions from Hungary and Serbia: Yes, But there is a problem, by KEK Budapest and Energy Spots Belgrade, by BINA. These events happened in Timisoara and Brasov.

BETA 2016 aims to generate a responsible dialogue regarding architectural education, continuing education and the architectural practice, as well as to stimulate the engagement of and the professional use of dialogue and collaboration methods by the representatives of the administration, the professional body and the civic society.

Being part of the management team meant I was responsible for communicating with the curators and architects that designed the exhibitions, different material providers and leading a team of volunteers (students and young architects) The events attracted many people and for me it was a chance to learn about initiatives from countries very much like ours that solved similar problems.
