Where have we been and where are we now • Rapid industrial growth in 19th and 20th centuries • Post war physical transformation to reinvigorate the City’s economy in face of industrial decline • Undermined by recession of late 70’s early 80’s – led to loss of manufacturing employment, with office job loss in City Centre – substantial City Centre decline • Shift of activity to suburbs and elsewhere, away from the City Centre • Has led to 30 years of lack of investment in the City Centre

Place Plan Aims To create the spatial planning and Infrastructure framework to guide people place property and prosperity based development Activities within Bradford City Centre. Key features of the Place Plan will be to deliver on the Local Plan – Core Strategy emerging vision for Bradford City Centre 2028:-
“ Bradford City Centre will see the creation of up to 3,500 new homes by 2028. New jobs will be created in the financial, knowledge and creativity sectors. The city Centre will be characterised by an abundance of high quality public realm including the City Park and linear parkways providing a unique setting for shopping , tourism , culture and leisure experiences as well as the new Central Business District supplying Grade A office space. This will be supported by interlinked urban villages characterised by a good range of house types and tenures”

Place Plan Vision • The city centre will become a major destination in the wider city region, offering a different experience to other cities… • Become the place resident and visitors want to live, work and socialise • Renovation and reuse of historic buildings including Little Germany and Goitside for residential and employment • New build development will make use of high quality design… • Safeguard and enhance the city’s important cultural assets of The Alhambra, St Georges Hall, National Media Museum… • Aid in the formation of new public and private open spaces and new public realm improvements to build on the success of City Park, Heritage Streets and Market Place. Objectives 1. A unique, high quality shopping and leisure experience reflecting the city’s cultural mix. 2. An attractive, inclusive and safe environment. 3. Imaginative reuse of the architectural heritage alongside new development of high quality sustainable design. 4. 1. Deliver proposed growth of the city centre as envisaged in the statutory development plan, Local Plan – Core Strategy (including new jobs and 3,500 new homes) through Bradford City Centre Area Action Plan. XL and L 2. Stimulate and facilitate regeneration schemes as identified in the City Plan - People, Property and Prosperity Plans/Programmes through the plan making and planning application system. For example bringing vacant shop units and upper floors back into use. L 3. Assist with land assembly and delivery of key development sites through various mechanisms guided by the Bradford City Centre Area Action Plan, including key ‘packaged sites’ with planning permissions and ‘unpacked’ listed building consents. XL 4. Protect and enhance built heritage whilst accommodating new development and encouraging flexibility of uses. M Project – Historic Environment Feasibility Strategy – detailed work on reviewing existing heritage assets, including potential case for de-listing. Deliver exemplar heritage refurbishment projects (Carter Building and Sunwin House) using innovative delivery models (Little Germany flexible consents regime) in partnership with English Heritage. M 5. Ensure developments are of a scale, mix and quality appropriate to Bradford’s status as a regional city through delivery of projects as part of the Stations Master plan for Forster square and the Interchange and planning guidance established in the City Centre Design Guide SPD. 11. Effective maintenance and management of public and private spaces in partnership with landowners - To establish effective network management systems (cross Directorate), for example, extending the Variable Messaging Sign (VMS) system and management of Broadway Shopping Centre public realm. Other examples include utilising efficient nationally recognised Asset Management techniques to support and sustain the 'steady state' of the infrastructure M Project - Track side Environmental Improvements on railway lines coming into Bradford city centre to enhance biodiversity and create an attractive and well managed gateway corridor. M 12. Efficient and effective development management in the city centre - To meeting planning, building and environmental protection regulations. For example, residential schemes will need to consider planning, building control and environmental protection matters relating to bins, recycling, noise and air quality and adequate water management etc. M/S Project – Housing Design Guide – Supplementary Planning Document - to establish bespoke sustainable design principles in response to the character areas that make up the Bradford District.
