remier Christy Clark has thrown cold water on Vancouver Mayor Gregor Robertson’s call for extraordinary tax measures to cool speculation in the housing market, saying they could wipe out billions of dollars in peoples’ home equity. With Finance Ministry data suggesting there is little evidence wealthy or foreign investors are driving housing unaffordability, there is little reason to institute a tax on luxury housing, she said in a letter to the mayor. Instead, the premier turned the tables on the mayor, noting Vancouver’s civic fees and levies add more than $76,000 to the cost of a new condo worth $450,000. The city has the ability to increase housing supply through better land-use planning, she added. The

heat wave is hitting the Lower Mainland started Friday and running through the weekend.

Environment Canada issued a special weather statement for the expected hot weather for Whistler, Metro Vancouver, the Fraser Valley, Howe Sound, and the Sunshine Coast. It says the “prolonged period of hot weather” would start today (Friday) and continue through early next week – with Saturday and Sunday being the hottest.

On-shore breezes are expected to cap temperatures in the mid-20s, but temperatures are expected to hover around 30 slightly inland. Area health authorities cautioned the hot temperatures can be dangerous.

“Everyone is at risk of heat related illness, but in particular, children, seniors and people with chronic health conditions are more vulnerable,” according to a news release from medical health officers with Vancouver Coastal and Fraser health authorities.

“There are a variety of mild to severe symptoms linked with heat-related illness, including thirst, dizziness, confusion, weak-

ness/fainting/collapsing and even death.”

They offer the following suggested precautions to protect yourself from the heat: 1. Stay hydrated • Drink cool beverages (preferably water) irrespective of your activity intake.

Don’t wait until you are thirsty. • If your doctor generally limits the amount of fluid you drink or has you on water pills, ask about increasing the amount of water you can drink while the weather is hot.

2. Keep cool • Spend the hottest hours of the day (between 11am and 2pm) out of the sun and heat in a cool location like an air-conditioned facility (such as a shopping centre, library, community centre or restaurant) or in a basement.

•Use public splash pools, water parks or pools or take a cool bath or shower.

•At high temperatures, fans alone are not effective. Applying cool water mist or wet towels to your body prior to sitting in front of a fan is a quick way to cool off.

•Dress for the weather by wearing loose, lightweight clothing.

Protect yourself from the sun by wearing a wide-brimmed hat and sunglasses.

•Keep your home cool. Open windows, close shades, use an air conditioner and prepare meals that do not require an oven.

• Avoid sunburn, stay in the shade or use sunscreen with SPF 30 or more.

•Avoid tiring work or exercise in the heat.

If you must exercise, drink two to four glasses of non-alcoholic fluids each hour. Limit outdoor activity during the day to early morning and evening.

• NEVER leave children or pets alone in a parked car. During warm weather, temperatures can rise very quickly to dangerous levels within an enclosed vehicle. Leaving the car windows slightly open or “cracked” will not keep the inside of the vehicle at a safe temperature. 3. Check in on others •People living alone are at high risk of severe heat related illness. Check regularly on older people, those who are unable to leave their homes and anyone who may not be spending at least several hours every day in air conditioned places for signs of heat-related illness. •Ask whether people know how to prevent heat-related illness and are doing the same. •If they are unwell, move them to a cool shady spot, help them get hydrated and call for medical assistance if required.

4. Get informed. •Monitor local news and weather channels.

they work for. Over the past months, New Democrats have exposed the widespread practice of destroying public records in the government of Premier Christy Clark. Last month, whistleblower Tim Duncan wrote to the independent privacy commissioner.

Duncan says while he was the executive assistant to the minister of transportation, he was ordered to destroy any emails he had received regarding missing and murdered women along the Highway of Tears in northern British Columbia . According to his written complaint, when he refused to destroy them a political staffer physically seized his keyboard and deleted the emails in front of him. In 2015, this is the same thing as keeping the paper shredder running all night in the backroom. It’s a clear sign that something is very wrong. Duncan says when he expressed his discomfort with this practice, another Liberal staffer told him he was expected to do “whatever it takes to win.”

What counts as a “win” for Christy Clark?

At least 18 women have gone missing along the Highway of Tears. People in the communities along the highway believe the real total of missing and murdered women is closer to 30. But if you want to see what, if anything, your government is doing to prevent another woman from vanishing, no records exist.

And for the government of Christy Clark, that’s a win. Duncan was demoted and ultimately left his job in disgust. He describes the Clark government as a “cesspool.” In 2012, seven researchers in the Ministry of Health were fired, and the government put out a media release falsely suggesting they were the subject of an RCMP investigation. The allegations against them were never substantiated, and each person was either rehired or compensated. The government later described the affair as “a regrettable mistake.”

Tragically, one of these people, Roderick MacIsaac, took his own life before he and his colleagues were exonerated. The premier apologized, and promised a full investigation.

China on verge of signing deal to share ‘corruption’ assets

anada and China are on the verge of signing a groundbreaking deal to share the money-laundered homes, cars and funds of Chinese corruption suspects, while China also seeks to race ahead with alternative asset-seizure plans.

In a recent interview with Chinese media, Canadian ambassador Guy Saint-Jacques confirmed the two governments are finalizing plans to share the money and property of Chinese fugitives who have fled to Canada. Chinese reports have suggested 80 per cent of any fugitive’s identified assets would be shared, without detailing how shares would be divided. The long-anticipated deal — which sources say will be finalized within months when Canadian agencies are staffed and trained to enforce the plan — will be China’s first such agreement and a model for other countries, according to Saint-Jacques and Chinese officials.

“It will provide a legal basis for Canada to share the proceeds of forfeited assets with China,” Saint-Jacques told the China Daily.

Bank fee outcry unites consumers and politicians Like the cable and phone companies, Canadian banks are often accused of trying to gouge customers with service fees.

The justification from Canada’s Big Five financial institutions is that they face increasing revenue pressures as a result of low interest rates and the sagging price of oil.

But the government’s decision this week to back an opposition motion to rein in banking fees suggests anti-bank sentiment is so strong right now that it even crosses party lines. “There’s anxiety out there among consumers about banking fees,� says Ken Whitehurst, executive director of the Consumers Council of Canada. “The political parties are trying, in

their own way, to tell consumers that they’re listening.� On Monday, the NDP introduced a motion to ban a number of bank fees, including charges for paper bills, and enact a mandatory code of conduct that would protect consumers. One of the concerns is “payto-pay� fees, such as charging customers a fee for credit-card payments and scheduled mortgage payments. All of the so-called Big Five banks — Scotiabank, CIBC, TD Bank, BMO and RBC — have recently raised fees. “It’s gone beyond reasonable and most Canadians agree with that,� says Andrew Cash, the NDP MP who introduced the motion.

Cops hunting three suspects after five cabbies robbed in Surrey

ive Surrey cab drivers have been robbed over the past months and Surrey Mounties are asking for the public’s help to identify three suspects.

The robberies were in Guildford and the first happened on April 3rd. In each case, the driver was lured to a bogus address and robbed at knifepoint. “Thankfully, only two minor injuries have been reported,� said Cpl. Scotty Schumann. “Police are concerned that the perpetrators’ behavior will escalate. Not only is the threat of violence worrisome, but these hard-working drivers can lose a substantial amount of wages due to a robbery. The Surrey RCMP has warned local taxi cab operators to be more diligent regarding personal safety and is now reaching out for public assistance in capturing the suspects.�

Police have provided the description of three robbery suspects, as follows. The first is a black man, five feet nine inches to six feet tall, and muscular. The second is a white man, five feet 10 inches to six feet two inches tall, in his late 20s, slim, with short brown hair, a short brown beard, and he wore a black sweatshirt with brown elbow patches, and red pajama pants.

The third robber is a white woman, about five feet six inches tall, 30 years old, medium built with long brown hair, and wore black clothing. “Investigators continue to follow up with potential witnesses and review video surveillance footage along with crime analyst reports to identify possible persons of interest,� Schumann said.

NDP leader John Horgan told media on Thursday that 90 per cent of beer listings have increased in price since the government introduced a new wholesale pricing model for public and private liquor stores on March 31.

Some beer, such as a bottle of Penticton’s Cannery Blackberry Porter, is now 20 per cent more expensive than it was before.

ucha Singh Gill, an economist working with a developmental organization associated with the Indian Ministry of External, says that although the economic outlook for India as a whole seems extremely bright, it’s unfortunate that the same cant be said for the state of Punjab. In fact, because of uncongenial business environment in Punjab, industries are moving away. Gill is the former Director General of Centre for Research for Rural and Industrial Development in Chandigarh and is now heading a government unit which researches the role of India vis a vis SAARC countries.

“I am heading the unit which deals with research on South Asian countries and lately we have done some key work in regards to non tariff barriers between India and Pakistan and we have also worked extensively on homeland, ancestral and religious tourism between SAARC countries. Currently we are also working on water resources, agriculture

the research and development that is currently happening in the country. As an economist Gill taught at Punjabi University, Patiala for many years. In his previous assignment since Gill was in charge of rural and industrial development mainly in the Punjab region, he has in depth knowledge of land reforms and agricultural reforms which is currently a controversial topic in India. “This region (Punjab) was centre of green revolution and saved the region from food deficit for a long time, but unfortunately in this process, the region lost a lot. The water table has come gone down to dangerous levels, cropping patterns have shifted to mono cropping – wheat and paddy rotation and because of excessive use of land and fertilizer, land depletion has taken place. As a result soil and water today is greatly polluted,” said Gill. He further said that agriculture has now become non-profitable.

Gill blames this partly on government policies and partly on the lack of integration between agriculture and industry. “If agriculture develops a lot, the natural progression is development of industry so that a sizeable amount of work force moves to industrial sector but this didn’t happen. As a result land got divided, agriculture became unviable and a large number of people started leaving the area.

Commenting on industrialization in Punjab, Gill said that although industry has progressed a lot in Punjab, the business environment in the state is not congenial and people are investing outside the state,” said Gill.

“It is a well known fact that the current rulers of the state demand a share in every business.

Richmond council wants to license marijuana dispensaries

R

ichmond’s planning committee has asked city staff to investigate the merits of licensing medical marijuana dispensaries in the same fashion as the City of Vancouver. City spokesperson Ted Townsend said because such dispensaries are illegal under federal law, the city has no regulatory bylaw concerning marijuana, making its sale effectively illegal in the city.

“If (someone) operates without a business licence they would be contravening our bylaws and subject to enforcement. There’s no specific prohibition of medical marijuana dispensaries, but the absence of any regulatory mechanism under which they could operate effectively does the same thing,” said Townsend via email.

However, medical marijuana Coun. Bill McNulty said he does not want dispensaries in Richmond. “We have (a research facility) already. I don’t believe council is prepared to move on changing that,” said McNulty. In Vancouver, there are reported to be close to 80 dispensaries operating without a licence. That city has not enforced such operations and has, instead, chosen to create a new licence for the product, much to the chagrin of the federal government. Richmond could follow suit should council decide to create its own bylaw. Townsend said staff will lay out the pros and cons of licensing and make a recommendation to council.

Appeal Court acquits second Mountie of perjury in Dziekanski Taser death

T

he Crown has lost its bid to overturn the acquittal of an RCMP officer who was charged with lying at an inquiry into Robert Dziekanski’s death.

Const. Bill Bentley was among four officers who confronted Dziekanski at Vancouver airport in October 2007, when he was stunned by a Taser and died.

In a unanimous ruling, the B.C. Appeal Court upheld the notguilty verdict for Bentley, saying there was no error in a judge’s decision of reasonable doubt.

Justice Anne Mackenzie says in

the written decision that the original judge’s conclusions weren’t tainted by legal mistakes.

Bentley was among four officers who were charged with perjury after the public inquiry when the Crown claimed they all colluded on a story to tell investigators and later the inquiry.

Bentley and Const. Gerry Rundel were acquitted of perjury, while Const. Kwesi Millington and former officer Benjamin “Monty” Robinson were both convicted for their testimony.

Extra operating room to open permanently at Burnaby Hospital

ocal surgeons who have long called for Fraser Health to open another operating room at Burnaby Hospital to cut down long surgical wait lists will get their way by September.

Fraser Health announced last week it would spend $1.68 million to open one of the hospital’s dormant ORs. “Our aim is to open a seventh OR permanently in September 2015,” spokesperson Nafisa Abdulla told the NOW in an email.

“We are looking at opportunities to open earlier depending on human resources, such as staff and anaesthesiologist recruitment, etc. A Burnaby Hospital multidisciplinary group has been created specifically to oversee the needs, requirements and risk assessments for the seventh OR room to be operationalized and fully functional.”

Fraser Health had opened an extra operating room at the hospital temporarily on and off this spring to deal specifically with long wait lists for ophthalmology, plastics and orthopedics, but, come September, the room should be up and run-

ning permanently, according to Abdulla.

The extra surgery time came after controversy last fall when Fraser Health sent Burnaby surgeons a notice showing the local hospital was poised to cost the health authority $620,000 in lost provincial funding for making people wait more than a year for surgery.

Under the province’s pay-for-performance system, every patient who waits more than a year costs the health authority $1,400.

The doctors responded with a letter, signed by 18 Burnaby Hospital surgeons who said they had lost faith in the management of Fraser Health surgical services.

“We, the surgeons of BH, have repetitively documented the lack of resources that FHA provides to BH as compared to its other acute care sites,” stated the letter.

“It is obvious that the only way that the surgeons of BH can reduce their waiting lists is by having access to more operating room time to do the surgery.”

Mysterious head injury leads to man’s death after sunset stroll on Kitsilano Beach The 58-year-old man, who has not been named, was watching a hockey game at home around 8:30 p.m. PT on May 30, when he decided to go for a walk to watch the sunset at Kitsilano Beach.

The man returned, dazed and confused, at 10:30 p.m. with a small head wound. When asked about it, he could not provide any details of what had happened.

Police said Thursday it is unclear if he was involved in an altercation or an accident, but they are following up

on several tips received after they alerted media to the situation Wednesday.

The man wore a New York Yankees baseball cap, an orange shirt, cargo shorts and flip flops on his walk, and carried a black backpack.

He is described as five feet 10 inches tall, with a heavy build, short salt-and-pepper hair, and a dark complexion. He was known to walk to the beach to enjoy the sunset and had no criminal record, said police.

he B.C. government stonewalled an RCMP investigation into the firing of health researchers three years ago, according to documents released Thursday. Seven employees were fired in 2012, in what the government has since admitted was a “regrettable mistake.” It has already settled out of court with most of them. One of the researchers, UVic coop student Harold Roderick MacIsaac, was found to have committed suicide.

The RCMP documents, obtained by the Vancouver Sun through a Freedom of Information request, show Mounties were never given evidence by the government to investigate the wrongdoing which was used to justify the firings, despite the government telling the public an inves-

tigation was ongoing. “They claimed an RCMP investigation that simply didn’t exist,” the NDP’s Adrian Dix said Thursday.

“They failed to provide any information, even though they led their press conference announcing the dismissal of these workers saying there was an ongoing RCMP investigation.

“Those words came from a cabinet minister, they were written by one of the Premier’s closest aides, and it shows a government that frankly, intentionally — from the beginning — misled the public about this issue and continued to do so for years.” The RCMP say they tried repeatedly to get information from the province, but it never came, officially closing their file on the case in July 2014.

Vancouver mayor passes the buck to Premier Clark in his flimsy efforts to curb housing speculation

ancouver’s mayor has come out firing in the debate over housing affordability, calling for a provincial “luxury housing” tax, a levy on property flippers, and the power to reduce the number of unoccupied homes.

Mayor Gregor Robertson made the requests to Premier Christy Clark in a letter released Wednesday, saying it is the province’s responsibility to curb “unwarranted speculation” by “the world’s wealthiest citizens” who are behind Vancouver’s worst-ever housing affordability crisis.

The mayor’s letter, dated May 22, suggests the province legislate a property transfer tax for the city’s most expensive properties, with proceeds going to a housing affordability fund. He also wants the province to amend local government legislation to allow municipalities to track property ownership and take steps to limit what he called “excessive vacancies.” He did not suggest a dollar threshold, how much the city thinks would be generated for the fund, or what kind of penalties should be assessed against empty units. Instead, he said the measures “would help moderate the excesses of the Vancouver housing market and ... slow the surging prices that are forcing renters and prospective buyers to leave the city.” However, acting mayor Raymond Louie said it is too early to suggest how the city and province should define luxury houses or when property flipping should be taxed.

He said the city has to counteract the effect of wealthy investors who are driving housing prices out of range most people.

“What we are talking about is a very limited set of individuals of extreme wealth who have the opportunity to invest in multiple properties and, as a result, they are pushing up housing prices in our city,” he said.

“What we are trying to do is say to these people if you are going to use our housing

Louie said the city hasn’t defined what constitutes a “luxury” home. “This is the early stages of asking for the authority and we will work out the details if the province entertains the idea,” Louie said. “It is premature to set the dollar amount at this time, given that we need to undertake a conversation with the provincial government.” Louie, who on Sunday will be inducted as the next president of the Federation of Canadian Municipalities, said many cities in Canada are experiencing similar housing problems. But he said the problem is most acute in Vancouver, which also has a rental vacancy rate of just 0.5 per cent.

The premier’s office said she has not yet responded to the mayor’s letter, but in a legislative committee meeting had said she is worried about any solution that might hurt homeowners’ investments. “We want to make sure that whatever measure we’re able to take is one that’s fair and is one that respects the fact that people who have invested in their homes — many of whom will already have large mortgages — don’t see the government, without meaning to, take away some of their equity. They’ve worked for that equity. They’ve paid for that equity, in many cases. They’ve mortgaged against that equity,” Clark told the committee. In his letter, the mayor suggested the city and the province should collaborate on using the looming federal election to persuade Ottawa to invest in public housing.

He used careful and collaborative language in his letter, calling for “an increased property transfer tax on the most expensive properties.”

He also asked for taxation measures to “discourage the quick resale or flipping of new housing” and for changes to the Vancouver Charter to “ensure timely occupancy of vacant units.”

Second-degree murder charge in Langley stabbing

21-year-old man is facing a single count of second-degree murder in connection with a fatal stabbing Monday evening outside a neighbourhood pub in Langley.

David Christopher Van Den Brink is alleged to have stabbed a 37-year-old homeless man, identified by police as Wells Tony Gallagher, during a fight outside the Fraser Highway pub at around 7 p.m. Gallagher was lying on the sidewalk in a pool of blood when police arrived. He later died of his injuries.

Van Den Brink, who is well known to

police, was arrested nearby following a brief foot chase by police. He remains in custody pending a court appearance.

Court records show that a David Christopher Van Den Brink is scheduled to stand trial this September on several counts, including assault, theft and uttering threats related to incidents from April and May of this year in Langley.

And earlier this year, a David Christopher Van Den Brink was sentenced to 44 days in prison and a year of probation for assaulting someone with a weapon last November, according to court records.

RCMP seek peace bond against ISIS supporter in Winnipeg

CMP have applied for a peace bond against Aaron Driver, a Winnipeg-based ISIS supporter known by the alias Harun Abdurahman.

The peace bond would enable police to keep a close eye on Driver, 23, and put a restriction on his activities.

The application states the RCMP have “reasonable grounds to fear” Driver will “participate in or contribute to, directly or indirectly, the activity of a terrorist group to facilitate or carry out a terrorist activity.”

The Mounties raided Driver’s rental home in the city’s Charleswood neighbourhood on Thursday and took out garbage bags containing what appeared to be computer towers.

The RCMP said there is an “on-

criminal

investigation.”

“Police may pursue the order (a recognizance) with conditions such as to keep the peace and be of good behaviour if they have reasonable grounds to believe that a person may commit a terrorism offence,” the RCMP said in a statement.

Driver is still in custody and his next court appearance is on June 9.

RCMP added: “We encourage the public to remain vigilant and to report any information on terrorism or related suspicious activities to the National Security Information Network at 1-800-420-5805 or by contacting the police in their community.”

Seniors’ home care support in B.C. at breaking point says new report

new report from the BC Health Coalition says home care services for seniors have reached a breaking point in British Columbia.

The study found that the number of people receiving home support in B.C. in 2013-14 was almost exactly the same as those who were receiving it 12 years earlier. This, despite the fact that, over the course of those 12 years, there has been a 40 per cent increase in the number of seniors over the age of 65 and a 49 per cent increase in those older than 80.

Marcy Cohen, co-author of the report for the BC Health Coalition and the Integrated Care Advocacy Group, says it’s up to the provincial government to pick up the slack.

‘There’s more leadership, absolutely, needed from the provincial government in saying how those resources are best allocated,” she said. “(Home care

support) helps keep people out of hospitals, helps keep people healthy. Everybody knows that seniors are ending up in emergency when they shouldn’t.”

Cohen added that, because the current system is underfunded and stretched to capacity, case managers are overworked and it has become difficult for them to know each client intimately.

Also, she said, the lack of access means only higher-need patients are receiving home care and that has left seniors with moderate needs out in the cold.

Cohen argues that is all due to a lack of proactive planning at the provincial level.

The report recommends the provincial government increases funding for home support to allow for an increase in staffing levels, and aligns the home support system with with the latest health care research.

Grad gives away car she won on dry grad night

She wears leggings and a big, soft T-shirt, the kind of clothing that’s comfy for exam writing, which is what she’s been doing mostly these last few days — calculus just this morning. Her perfectly polished, shell-pink fingernails are the only signs that remain from grad night, just days ago.

It was a night to celebrate, share some teary farewells and not think about what lies ahead, the unknowable journey into adulthood and responsibility, whether life will hand them gifts or disappointments, dreams fulfilled or unexpected twists of fate.

For Chohan, who hopes to get into medical school one day, grad season has already been “bittersweet,” filled with final exams and final thoughts: She will miss her friends when she goes to Kwantlen next year.

The boat cruise was an opportunity to forget such concerns. The DJ was hitting it, and the night was punctuated with raffle draws for prizes the kids had worked all year to collect. The prizes, donated by local businesses, included gift cards, and movie passes. Every win would get the crowd wildly cheering until the music started again.

Chohan, who describes herself as “quiet” and “not one of the popular crowd,” said she was surprised when right at prime time on the dance floor, the DJ stopped playing and called her up to the stage. Also called up were two kids she didn’t really know, Ryan Bullen and Channelle Collins. Their names had been drawn for the evening’s top prize, the chance to win a car.

The car draw is something of a legend in Cloverdale and Surrey. Every year, Jonker Auto Group donates two cars, one to Clayton Heights secondary, and one to Chohan’s school, Lord Tweedsmuir. The prize is an incentive to encourage kids to choose dry celebrations during grad season, something Karen and Karel Jonker dreamed up after an alcohol-fuelled accident took the life of a young teen at nearby Stokes Pitt in 1997.

Over the years, said Lord Tweedsmuir principal Sukh Rai, the popularity of the dry grad celebration has increased, in large part due to the donated prizes, and of course, the car raffle. Since 1998, Jonker Auto Group has given away 48 cars.

A few days after the boat cruise, the car, a spit-polished 2001 Nissan Sentra, was rolled up to Lord Tweedsmuir school.

Chohan, Bullen and Collins were escorted out. A large crowd of Grade 12s and dozens of staff came to watch the ritual.

“We each got to pick an envelope with a key,” said Chohan. Collins picked first, she picked second. Bullen was last.

Collins climbed in, turned the ignition but the car didn’t start. When Chohan tried, it started.

She sat in the car, stunned. She had won.

Bullen didn’t even have a chance to try.

He and Collins would each take a $400 consolation prize, also from Jonkers.

For many in attendance, the ceremony inside Rideau Hall brought the commission full circle. Six years ago, thenGov. Gen. Michaëlle Jean relaunched the commission in the same room where Wednesday’s ceremony took place.

This time, however, the focus was on survivor recognition and commemoration, rather than unanswered questions.

All three commissioners gave speeches and placed articles of remembrance in a bentwood box — including photographs, ashes from tissues burned after wiping survivor’s tears and a traditional rattle to symbolize the children who died in the schools.

Guests were seated in two large semi-circles, facing each other. Two seats remained empty in the front row, to symbolize the children who had died in residential schools.

While guests were led into the ceremony by residential school survivors, they were led out of Rideau Hall by more than 300 Ottawa-area school children, in a nod to the future.

Together, they planted a sea of brightly-coloured paper hearts to symbolize the start of the reconciliation process. Each heart had its own message of reconciliation, written by thousands of students from across the country.

Wednesday’s event marked the final in the four days centred on the release of Tuesday’s landmark residential schools report — the work of six years and more than 6,000 interviews with witnesses.

The report made 94 recommendations, including drafting new and revised legislation for education, child welfare and aboriginal languages and the implementation of the UN’s Declaration on the Rights of Indigenous Peoples.

Police officer in parking spot for the disabled called out on social media

n Edmonton officer whose vehicle took up two parking stalls, one clearly marked for people with disabilities, has been fined by the police department he works for — for parking illegally to run into a Tim Hortons to grab a coffee. The fine was prompted by some intrepid users of social media.

On Monday, Shaun McLeod posted a picture on Facebook of the police car, which was parked diagonally across the two parking spots. On Tuesday, Leah McRorie saw McLeod’s post and promptly retweeted the picture to the Edmonton Police Service (EPS).

“It’s about the safety of others,” said McRorie, who uses parking stalls for the

disabled when she’s with her daughter, Tasia, 20, who uses a walker and a wheelchair.

McRorie said she often sees cars that shouldn’t be parked in such specially designated spots.

Surrey man with several illegal secondary suites loses appeal

A

Surrey homeowner with multiple secondary suites in his home has lost a court bid to have two convictions and resulting fines quashed. Sudarshan Rana, who owned a home near 134 Street and 80 Avenue, was charged in 2011 with having suites in excess of the number permitted, and with obstructing bylaw officers from inspecting. He was convicted on both counts in 2013, fined a total of $1,300 and ordered to remove any excess secondary suites. (Surrey only allows one suite per home.) Rana subsequently appealed the conviction and sentence. On appeal, he argued enforcement was only justified by the city when there was a public complaint, which he said there was

not. He also contended the city was obliged to work with him to decommission his suites and that resorting to prosecution was “improper.” As for obstructing bylaw officers, Rana said he attempted to have an inspection re-scheduled, to no avail, so when an inspector showed up, entry was refused.

During the trial in 2013, the court heard the city received a complaint in spring 2011 about multiple suites in the Newton-area home. A bylaw officer visited Rana at the home three months later, delivering a letter saying the suites were to be decommissioned and an inspection would be conducted in September 2011. By September, the suites had not been removed and the city proceed-

Child not seriously injured after falling from second-floor balcony in Surrey

four-year-old child who fell from a second-floor balcony of a building in Surrey, B.C. was not seriously harmed.

According to Surrey RCMP, the child climbed onto a chair and on top of the balcony railing on Thursday around 3:30 p.m. A neighbour saw him fall approximately three meters to the soft ground, and took him back inside to his family.

Emergency responders rushed the child from the building in the 14900 block

of 105th Avenue to a hospital as a precaution, even though police say he was was not displaying any signs of injury.

Surrey police are warning families to be cautious about leaving windows and patio doors open, especially during warmer weather. “This offers a very inviting situation to young children,” Surrey police say. “Young children do not understand the consequences of the injuries that could occur with these type of falls.”

he Vancouver Park Board is asking for residents help to ensure the city’s trees stays hydrated through the summer by refilling slow-release water bags the city is placing around 500 newly planted trees.

“They’re really to try and nurture those roots and keep them moist so the tree will actually reach down into the ground as opposed to spreading the roots on the surface,” said Howard Normann, manager of urban forestry and specialty parks for the park board.

The green slow-release bags can hold 15 gallons of water and wrap around the base of the tree. There are two holes on the bottom that drip water and can last anywhere from nine to 18 hours.

The slow-release water bags wrap around the base of the tree and help roots grow into the ground instead of one the surface.

Normann says there are five water trucks that go around the city, five days a week in double shifts and inject water into the roots.

“But we find sometimes in dry years that’s not enough,” said Normann.

Last year the city planted 11,000 new trees and are hoping to plant a similar number this year. Normann is confident the public will get onside with this new initiative as it benefits the city as a whole. “I think people in Vancouver are very passionate about their trees and they look for ways to help us. A majority of people — we are hoping — will buy into it, go out, fill up the bag and hopefully help that tree grow for a long healthy life.”

oneySense Magazine has released its list of best places to live in Canada, and Calgary has dropped dramatically. Alberta's biggest city ranked as the second best place to live in Canada last year but is now number 19. f you’re looking for a luxury home, Calgary is the place to be. In May, there were more than 600 homes for sale in the city listed at more than $1 million.

Only 65 of them sold last month, which suggests there’s nine months of inventory on the market. For every 10 new listings, there were two sales. The rest of the Calgary’s real estate market is holding up through the downturn, but the luxury market is pretty quiet.

Toronto, Vancouver house prices soar amid spring rush

In the Greater Toronto Area, the average selling price for all home types rose by 11 per cent in May, compared with the same month the year before, to $649,599.

In Greater Va n c o u v e r , the composite benchmark price for all residential properties was $684,400, a 9.4 per cent increase. In Toronto, a record 11,706 homes changed hands, a 6.3 per cent increase since last year, while in Vancouver, 4,056 homes were sold, a 23 per cent increase. Both cities saw a five per cent drop in listings. The average or composite price masks the intense competition for detached homes in both

markets. Detached homes over $1M In Vancouver, the average price of a detached home is now $1,104,900, a 14 per cent increase from last year. In Toronto, the average for the same type of home is even more expensive, at $1,115,120, up 18 per cent from last year. The proportion of high-end homes sold in Toronto is greater than in past years, according

to the Toronto Real Estate Board, skewing the average price for homes higher.

In Vancouver, there also has been a boom in apartment sales as people seek more affordable alternatives to detached houses. Apartment sales rose 24 per cent in the year to May and the benchmark price was up 4.6 per cent to $396,900.

This simple and easy recipe uses fry shallow technique to get crispy outer layer that covers soft and spicy inner crust of potatoes, green peas and spices. Make this aloo tiki by following the step by step recipe, you can also prepare aloo tikki veggie burger for kids to serve as snack. Preparation Time: 15 minutes ooking Time: 20 minutes Serves: 12 pcs Ingredients: 4 large size Potatoes, boiled, 1/2 cup fresh or frozen Green Peas, 4 tablespoons + 4 tablespoons Dry Breadcrumbs, 1 tablespoon Corn Flour, 1 teaspoon grated Ginger, 2tablespoons finely chopped Coriander Leaves, 2 Green Chillies, seeded and finely chopped, 1/2 teaspoon Garam Masala Powder, 1/2 teaspoon Red Chilli Powder, 1 teaspoon Lemon Juice or Dry Mango Powder 1/2 teaspoon Sugar, optional, Salt to taste, cooking Oil

Method: 1. Boil potatoes in pressure cooker or in a pan until soft. Peel and mash them. Boil peas in boiling water for 5 minutes.

Drain water and transfer them to a small bowl. 2.

Take mashed potatoes in another bowl. Add boiled peas, 4 tablespoons breadcrumbs, corn flour, grated ginger, coriander leaves, finely chopped green chilli, garam masala powder,

red chilli powder, lemon juice, sugar and salt.

3. Mix them to prepare smooth dough like mixture. Divide mixture into 12 equal portions and roll them into small size balls.

4. Take one ball and gently press it between your palms and make a round shaped 1/2-inch thick pattie. Take 4 tablespoons breadcrumbs in

a plate. Coat prepared pattie with breadcrumbs on all sides by rolling it in breadcrumbs filled plate. 5. Repeat steps 7 and 8 for remaining balls and prepare remaining patties. 6.

Heat non-stick flat pan (tawa) or griddle to shallow fry patties. When pan or griddle is hot enough, drizzle 2-3 teaspoons oil over it. Put 3-4 patties over

oil and cook until bottom surface turn golden brown. 7. Flip each pattie up side down, drizzle some oil around its edge and cook until second side also turns golden brown.

B a s e d on the size o f your pan, you can shallow fry more than 3-4 tikkis at a time. 8. Transfer prepared tikkis to a plate.

Mike Duffy trial: Attending funerals part of senators’ responsibilities, court hears

T

he lawyer for Mike Duffy defended a series of funerals his client attended and expensed for thousands of dollars, suggesting that it was part of his “regional responsibilities” as a senator.

Duffy has pleaded not guilty to 31 charges of fraud, breach of trust and bribery related to expenses he claimed as a senator and later repaid with money from the prime minister’s former chief of staff, Nigel Wright.

According to the RCMP charge sheet, some of the charges Duffy faces include those related to “inappropriate expense claims associated with personal attendance at funerals and related ceremonies.”

Duffy is alleged to have filed at least five travel expense claims between April 2009 and March 2012 for these funerals and ceremonies.

Court heard today about three funerals Duffy attended in P.E.I. — one for Robert LeClair, a former polling captain in P.E.I, one for Cliff Stewart, a Second World War vet and former spy, and one for Isobel DeBlois, a descendent of

George Coles, a Father of Confederation.

Duffy read scripture for the funeral of LeClair and gave a eulogy at the funeral of DeBlois, who was also a friend of Duffy’s mother, court heard.

Thane Arsenault, who was coached by LeClair in high school basketball, was asked by Duffy’s lawyer Donald Bayne if he was “aware that it’s well recognized that senators have regional responsibilities?”

“Yes,” Arsenault said. “And funerals are an important public paying of respect to community members?” Bayne asked. “I would like to think so,” Arsenault replied.

The trial, which began April 7 in the Ontario Court of Justice in Ottawa, is into its 26th day. Court has already heard of previous trips Duffy took that the Crown alleges were for either personal or partisan reasons and should not have been expensed to the Senate.

But Duffy’s lawyer Donald Bayne has countered that these trips were all related to parliamentary work, and that the expenses are justified.

Lunn, member of Parliament for the riding at the time and also minister of sport, was at the fair, and also had the Olympic torch at his booth to promote the upcoming Winter Olympics in the province.

Duffy, court heard, was set to come to the event but his appearance was cancelled.

Lunn is expected to offer details about the cancellation.

Duffy still expensed the trip to B.C, even though he never attended the festival, and instead went to watch his daughter’s theatre production in Vancouver.

However, Bayne said in April that someone other than Duffy cancelled the appearance at the last minute, and it was “perfectly valid” to bill for cancelled events.

Court is also expected to hear from former Senate law clerk Paul Belisle.

Top Liberal and Conservative Senators to face RCMP probe over bogus claims

enator Pierre-Hugues Boisvenu is no longer in the Conservative caucus after learning he was the subject of an RCMP investigation in the wake of the auditor general’s exhaustive two-year spending review. Boisvenu, who was Prime Minister Stephen Harper’s point person on law and order issues in Quebec, is one of nine former or current senators whose cases will be recommended by the auditor general to the RCMP for criminal investigation. Sources say that Liberal-appointed Senator Colin Kenny is also among the nine. The other seven have all left the Senate. They are: Liberal-appointed Sharon Carstairs (Man.), Marie-Paule Charette-Poulin (Ont.), Rose-Marie Losier-Cool (N.B.), William Rompkey (N.L.) and Rod Zimmer (Man.) and Conservatives Donald Oliver (N.S.) and Gerry St. Germain (B.C.).​ Boisvenu announced his “voluntary” removal from the Conservative caucus in a statement late Thursday, adding he will explain his decision in more detail in the coming days. Last year, Boisvenu was cleared of wrongdoing by the Senate ethics officer after attention was drawn to living expense claims filed when he was found to be dating his political assistant. Zimmer made headlines as a sitting senator in 2012 over a disturbance on an airplane with his wife.

Another 21 senators, including the three most powerful figures in the Senate, will be flagged to repay inappropriate expenses.

Those include Senate Speaker Leo Housakos, government leader Claude Carignan and Opposition leader James Cowan.

Housakos and Cowan have vowed to take the auditor general’s conclusions to an arbitrator appointed by Housakos to settle disputes over the auditor general’s findings.

Carignan said one of his staff members has repaid about $3,000 in expenses. Housakos told CBC News he would act on the auditor general’s recommendations. “If there’s recommendations in that report to refer specific cases to the RCMP — I’ve said it before, I’ll say it again, and absolutely, we will do it,” he said. “There is no room in this institution for deliberate impropriety. None. I won’t accept it, my colleagues won’t accept it, the people of Canada won’t accept it.” The auditor general’s report will not be made public until next Tuesday, but copies of the report were handed over to the Senate Thursday. The Prime Minister’s Office says it didn’t receive a copy of the report on Thursday. But numerous sources tell CBC News that the PMO will be involved in drafting the response of Conservative Senators. It’s been nearly two years since the auditor general was called in to review spending by senators, including travel and living expenses. The review included 116 current and former senators over several years. The spending habits of suspended senators Mike Duffy, Patrick Brazeau and Pamela Wallin, as well as retired senator Mac Harb have already been investigated by the RCMP. Duffy has pleaded not guilty to 31 charges of fraud, breach of trust and bribery in a continuing trial in Ottawa. Trials for Brazeau and Harb have not begun, while Wallin has not been charged.

OECD slashes Canadian GDP growth forecast to 1.5% in 2015

day after federal Finance Minister Joe Oliver deflected concerns over Canada’s poor economic showing to start 2015, the Organization for Economic Co-operation and Development has slashed its growth expectations — now expecting the country’s gross domestic product to only expand by 1.5 per cent this year.

The Paris-based organization of wealthy nations on Wednesday cited the ongoing impact of cheap oil in slashing its expectations for Canada’s economy. “The recent fall in oil prices has resulted in declines in related investment and GDP,” the group said. The 1.5 per cent forecast is well below the group’s projection as recently as last November, when it was calling for 2.6 per cent growth. In March, the OECD ratcheted that down to 2.2 per

cent. Two Canadian banks downgraded their outlooks for the Canadian economy in forecasts released Wednesday. RBC is projecting a 1,8 per cent growth rate with a sharp pickup later in the year, but CIBC notes the slower-than-expected U.S. economy and says Canada will achieve only 1.4 per cent growth. At 1.5 per cent this year, the group expects Canada’s economy to expand by an amount that’s less than what economists think is a healthy natural inflation rate, which is two per cent. According to the most upto-date official data, Canada’s inflation rate is currently at around 0.8 per cent. The OECD doesn’t expect that figure to tick up to the desired two per cent level until the middle of next year — and that’s with interest rates at current historical lows.

B.C. launches review of financial services sector legislation

he Province is seeking input from stakeholders in the financial services sector, other interested parties, and members of the public, for consideration as part of a broad review of the Financial Institutions Act and the Credit Union Incorporation Act. The Financial Institutions Act provides the regulatory framework for credit unions, insurance companies and intermediaries, and trust companies, and the related Credit Union Incorporation Act provides the framework for incorporation and corporate governance of credit unions.

The goal of this regulatory framework is to maintain stability and confidence in the financial services sector by reducing the risk of failures and providing consumer protection. The Financial Institutions Act and the Credit Union Incorporation Act contain requirements that a review be initiated every ten years to ensure the regulatory framework for the financial services sector remains effective, efficient and modern. The initial public consultation paper raises a number of

important issues for discussion and provides an opportunity for input. It does not present conclusions or propose specific policy changes. A public report on the input received will be prepared and released after the consultation period has ended, and further public consultation will also be undertaken in a later phase of the review.This review forms part of the Ministry of Finance’s ongoing revision of important framework statutes in the corporate, real estate, pensions and financial services sectors. In recent years this process has resulted in several pieces of new or revised legislation.Submissions will be accepted by email or mail until Sept. 15, 2015. Ministry of Finance staff will be available to discuss the contents of their written submissions with stakeholders, and may follow up with stakeholders for further information.Minister of Finance Michael de Jong has asked Penticton MLA Dan Ashton, the Parliamentary Secretary for Finance, to participate in the public consultation process.

Toronto, Vancouver see rental renaissance

or the past two decades, developers in Canada’s hottest real estate markets have busily erected shiny new condominium towers while construction of rental buildings has stagnated.

But with the appetite for condos beginning to wane and sky-high home prices leaving home ownership out of reach for many, developers and institutional investors in Toronto and Vancouver are increasingly setting their sights on rental units.

“It’s a significant shift,” says Shaun Hildebrand, vice-president of condo research

firm Urbanation. The firm says there are eight rental buildings currently under construction and 37 more proposed in the Toronto area, containing a total of more than 11,000 units. That’s a nearly 75 per cent increase over what has been developed over the past decade, says Hildebrand. Some Toronto projects that were originally planned as condo towers will be built as rental buildings instead, including Urbancorp’s Kingsclub condo complex on King Street West and a proposed 49-storey tower at Bloor and Sherbourne called The Selby.

Household wealth survey shows assets of rich growing fastest: StatsCan

he wealthiest Canadian households saw their wealth increase by 80 per cent between 1999 and 2012, while in the poorest families wealth expanded more slowly, at 38 per cent. That’s the finding of a study of accumulated household wealth among Canadians by Statistics Canada, done using data from its Survey of Financial Security which was conducted in 1999, 2005 and 2012. The top 20 per cent of income earners held about 47 per cent of wealth in 2012, ahead two percentage points from 1999.

Their average net worth, including real estate, grew to $1.3 million.

But those in the bottom 20 per cent had fallen behind, with their share of wealth declining from five per cent in 1999 to four per cent in 2012. Their average net worth was $109,300. About 3.5 per cent of Canadian family units had low income and no wealth, with this group more likely to be single, immigrants or a family headed by a person under age 34. Stuck in the middle While the richest Canadians got richer and the poorest got poorer, those in the middle stayed almost the same in their share of Canadian wealth, with about 16 per cent of the total.

U.S. employers added a robust 280,000 jobs in May, showing that the economy has regained momentum after starting 2015 in a deep slump. The unemployment rate ticked up to 5.5 per cent from 5.4 per cent in April, the government said Friday. But that occurred for a good reason: Hundreds of thousands more people began seeking jobs in May. Not all of them found work and so were counted as unemployed. Last month’s strong job growth reflects a vote of confidence by employers, a sign that they foresee a broader rebound for the U.S. economy after it shrank during the first three months of the year.

Strong demands for vehicles shortens summer plant shutdowns

urging auto sales are prompting some big carmakers to shorten or cancel their traditional summer shutdowns to meet strong consumer demand. Ford announced it will shorten its annual two-week break to one week at all six of its assembly plants in North America, including its Oakville, Ont., facility. This year’s shutdown, which also includes supporting powertrain and stamping plants, will begin June 29.

It will be the third consecutive year that Ford has shortened its summer shutdown.

Ford says the extra production time will allow it to produce an additional 40,000 vehicles this summer. The automaker has

reported strong sales of its revamped Ford Edge midsize SUV, the Escape, the Explorer, and its perennial bestseller, the F-150 pickup.

Chrysler has cancelled its usual summer shutdown at four assembly plants in the U.S. and Mexico. Fiat Chrysler reported Tuesday that sales in May were the best for that month in 10 years. Overall sales in the U.S. were four per cent higher than May last year.

Industry observers say U.S. auto sales were strong over the Memorial Day weekend.

Forecasters say 1.59 million vehicles were sold last month, down one per cent from last year’s exceptionally strong showing.

Serial killer behind 105 murders arrested

t first sight he appears to be a fragile and harmless man. But 40-year-old Baldev Singh, a bicycle mechanic, has turned out to be India’s most wanted criminal, having allegedly murdered over 100 people over 15 years. The fact came to light when the city police caught and questioned him yesterday. Baldev Singh (pictured), who belongs to Ludhiana district, confessed to having committed several murders. During interrogation, the list of murder cases began to swell. The number of murders committed by him along with his accomplice soon reached eight. Police sources said the officials crosschecked Baldev’s picture with the crime record of most wanted criminals in the country and were shocked to learn that he was behind 105 killings. DCP Naveen Singla said Baldev Singh, alias Harbhajan Singh, along with his accomplice Baljinder Singh had committed at least 105 murders. The two killed their victims by strangulation. Both were evading arrest for the past 15 years. “We have sounded an alert in all the states across the country to provide us the list of murder cases,” said the DCP. A hunt was on to nab his accomplice Baljinder Singh, he said. The DCP said the police came to know through national dailies published in 2004 that Baldev and Baljinder were

To hoodwink the police, Baldev Singh changed his name as Inder Singh and started working at the cycle repair shop at Kot Mangal Singh area in Shimlapuri. He used to live in a one-room quarter near the shop.

In 2012 he was nabbed with 1kg opium and spent some time in jail.

The police have prepared a dossier of eight murders committed by Baldev and Baljinder in Agra, Amritsar and Ludhiana from April to July, 2000. The police are collecting details of the rest of the murders.

Baldev was presented before the court today and sent to five-day police remand.

The police have listed the following cases: On April 27, 2000, Baldev Singh along with his accomplices took a room on rent near Guru Ka Taj Gurdwara in Agra. On the same night Baldev and his accomplices killed the house owner and his wife and fled with cash and gold ornaments.

The next day he along with his accomplices hired a taxi from the Mathura bus stand. On the way,

they killed the taxi driver and fled with the vehicle. On the same day (April 28, 2000) they hired another taxi about 30 km from Amria (UP) and killed the driver and fled with the vehicle. On May 26, 2000, Baldev and Baljinder gagged the employee of a paint store in Civil Lines area in Amritsar and fled with his scooter. On June 29, 2000, he killed the elderly woman house owner in Kot Mangal Singh area, where he was living as a tenant and decamped with gold ornaments.

On July 13, 2000 the accused along with Baljinder killed Davinder Kaur and her 17year- old son Perminder Singh, both relatives of Baldev. The two decamped with cash and ornaments. Baldev told the police they then left the city and went to Mumbai and started working at a bangle manufacturing unit in Goregaon where he planned to kill its owner. Baldev said due to some urgent work he had to came to Punjab for a few days. While heading back to Mumbai he, on the way, purchased a newspaper and was shocked to learn that Baljinder and his accomplices had been

arrested for killing the bangle manufacturing unit owner. He immediately returned to Ludhiana and began working at a cycle repair shop by changing his identity.

handigarh: A 23-year-old youth set his own house afire after his father allegedly refused to give him money to buy drugs. The shocking incident occurred in Sector 4 here this afternoon.

Household goods kept in a room were destroyed in the fire. Deputy Commissioner of Police (DCP), Panchkula, Hamid Akhtar said the youth got furious after his father refused to give him money for drugs. The two had a quarrel over the issue. In a fit of anger, the youth set the house on fire, the DCP said.

The police said the youth, Sagar, who couldn’t even clear his middle exams, was unemployed and was dependent on his parents for his daily expenditure. Sagar’s father Charanjit Singh is a daily wage earner while his mother, Sushma, works as a domestic help with an elderly couple in the neighbouring sector. Charanjit, in his statement to the police, said Sagar’s demand for money was turned down by him following which he turned violent and took the step.

Noticing the smoke, the shattered father informed the fire brigade and the police about the incident. A fire tender was rushed to the spot at 12.08 pm that took almost 35 minutes to control the flames, an officer of the fire station said. Noticing smoke billowing out of the house, neighbourers helped the firemen control the fire.

A police party also visited the site and recorded the Charanjit’s statement. However, no case was registered till the filing of this report.

Refused money by father for drugs, youth sets house on fire

Drought fears after lower monsoon forecast

edia and experts are fearing a drought after India’s metrological department lowered its monsoon rains forecast to 88% this year.

Monsoon rains between June to September are crucial for India’s farmers and also for the economy. The forecast in April was about 93% of the long-term average. But the reduced forecast in June has sparked fears of a drought. Millions of farmers across the country depend on monsoon rains for good yields and that eventually helps the economy. But any deficit becomes disastrous for India’s farmers. Usually rains below 90% are believed to bring a drought in several parts

of India. The Zee News says it’s “a bad news for the country in general and the agriculture sector in particular”. The India Today magazine says the “Met department has predicted that the country is staring at the prospects of yet another drought”. Other papers like the Hindustan Times have highlighted the monsoon has already been delayed this year.

“The arrival of the monsoons has already been delayed in the country’s southern tip, Kerala, by about four-five days and large parts of the country experiencing a searing heat wave which has left near 2,000 people dead,” it says.

3,000 evacuated as Indonesia upgrades alert over volcano

early 3,000 people have been evacuated from their homes after Indonesia upgraded the threat posed by a volcano on Sumatra to the highest possible level, an official said Thursday.

Authorities raised the alert status of Mount Sinabung - a highly active volcano on Indonesia’s westernmost island - late Tuesday after a “sharp rise” in activity, said national disaster management agency spokesman Sutopo Purwo Nugroho. The amount of hot ash, smoke and rock spewing from the volcano has ramped up significantly since Sunday, with lava visible at the crater, the Mount Sinabung Observation Station chief Armen Putra said.

Military based in the area told AFP that soldiers and police Wednesday evacuated 2,730 residents from four villages within a danger zone around the south and southeast of the volcano. “Volcanic activity is still high today, triggering tremors,” said

district military commander Lieutenant Colonel Asep Sukarna. “On Wednesday we worried that the volcano would send hot ash clouds down over the villages, so we moved 2,730 people to a safer place.”

People were aware of the danger and left in an orderly fashion, he said, adding that there were no further orders at this stage to evacuate other villages. Those displaced are now in temporary shelter 13 km (8.1 miles) from the volcano. Nearly 10,000 people have now had to evacuate their homes since Sinabung burst back into life in 2013 after a period of inactivity. While some were able to return once volcanic activity died down, others have been forced to remain in shelters. A massive eruption in February 2014 killed at least 16 people and sent thousands more fleeing for safety. Sinabung is one of 129 active volcanoes in Indonesia, which sits on the Pacific Ring of Fire, a belt of seismic activity running around the basin of the Pacific Ocean.

Neeraj Kumar, owner of Meerut-based MVF Products, which manufactured the cones, said cones were named after an uncle who was nicknamed “Hitler” because of his quick temper.

“In our Uttar Pradesh village,” said Kumar, “anyone who has a ‘karak mejaz’ is called Hitler. One of my uncles is a short-tempered and strict man, so we nicknamed him Hitler.

The information was disclosed in the Supreme Court on Wednesday during the hearing of an old case regarding the power of spy agencies to tap telephones. Dawn reported that Deputy Attorney General (DAG) Sajid Ilyas Bhatti submitted a sealed envelope in court. After examining the document, the court stated in its order that the spy agency had tapped 6,523 phone numbers in Feb, 6,819 in March, 6,742 in April and 6,856 in May. It was not revealed that whose numbers have been tapped and what sort of information was revealed. The classified report was furnished on behalf of the ISI by the DAG in compliance with a May 22 direction, when the law officer had presented another report prepared by the Intelligence Bureau (IB) suggesting that it had tapped 5,594 phone numbers across the country. A three-judge Supreme Court bench, headed by Justice Mian Saqib Nisar, heard a 19-year-old suo motu case, initiated by former Chief Justice Sajjad Ali Shah in 1996. Shah had taken notice of a device found attached with his telephone by certain spy agencies. Justice Saqib observed that the matter had been pending since 1996 and that even judges and chief justices’ phones were recorded during that period. The judge also recalled that the court, while taking notice of the matter, had asked to submit data on the total number of phones tapped and to inform it under which law these were being recorded.

Takata will change chemicals in airbag inflators

Kevin Kennedy, executive vice-president of North America for Takata Corp., will also tell Congress the company “deeply” regrets every rupture episode involving its air bags, especially those causing injury or death. Kennedy says in written testimony for a U.S. House hearing Tuesday that the percentage of air bag inflators likely to have a problem is “extremely small” but Takata is replacing all of them.

The company has declared 33.8 million air bags defective in an agreement with U.S. regu- lators. It’s the biggest auto-safety recall in U.S. history.

The Takata air bag problems began surfacing about a decade ago. The ammonium nitrate can explode with too much force, blowing apart a metal inflator and sending shrapnel into the passenger compartment.

Takata’s rivals use different kinds of inflator propellants other than ammonium nitrate.

“We are working with our automaker partners to transition to newer versions of driver inflators in our replacement kits, or inflators made by other suppliers that do not contain ammonium nitrate propellant,” Kennedy said

in testimony prepared for a House Energy and Commerce Committee subcommittee. Although the National Highway Traffic Safety Administration and the auto industry are still trying to determine exactly what is causing Takata’s inflators to explode, the agency said last week it decided the recall action needed to be taken immediately to protect the public.

Kennedy said there have been fewer than nine failures causing air bag ruptures in the U.S. out of every 100,000 air bag deployments.

Most of them occurred in parts of the country with high heat and humidity, he said.

Auto parts suppliers can now tap into federal funding

utomotive parts suppliers now have their own federal fund from which to draw in order to grow their businesses. Effective immediately, the federal government is now accepting applications for access to the funds available through the Automotive Supplier Innovation Program. Minister of State Gary Goodyear was in Windsor on Wednesday to tout the program during the Automotive Parts Manufacturers’ Association 2015 Annual Conference and Exhibition. He was in the city on behalf of Industry Minister James Moore. The new five-year, $100-million supplier program, which is designed to help primarily smalland medium-sized businesses, was previously announced as part of the most recent

federal budget. The money will be used by parts suppliers to support research and development, prototype development, engineering and product testing the auto parts sector.

“The global auto industry is being challenged … like never before,” Goodyear said. “Often our small suppliers just don’t have the resources to meet these needs. Suppliers will have more opportunity to grow and capture new business around the world.”

Goodyear said the federal government “must give manufacturers the tools” to do so.

According to Goodyear, the auto parts sector represents close to $24 billion in annual sales and employs more than 65,000 Canadians.

Car recall powers sought for transport minister in proposed law

T

he federal government will introduce legislation that would give the transport minister new powers to order auto manufacturers to recall vehicles, Lisa Raitt announced Monday.

Unlike U.S. regulators that have the ability to mandate recalls, Transport Canada relies on voluntary actions from automakers. Vehicle manufacturers are responsible for carrying out recall campaigns, not parts suppliers or Transport Canada.

But under the proposed legislation, the transport minister could order manufacturers to fix recalled vehicles and order manufacturers or importers to pay for repairs.

Raitt said the current system “does not serve the best interests of the public” and that the decision to recall “cannot rest exclusively in

industry’s hands.” Instead of prosecution, Raitt said, manufacturers could be subject to “hefty fines” for violations — but didn’t offer any detail as to how much the fines would be or how the process would work.

Raitt said she plans to align Canada’s enforcement system with that of the U.S., where regulators have a “wide range” of measures they can use around safety issues and recalls.

The 2015 federal budget had stated that the government would introduce amendments to the Motor Vehicle Safety Act, giving the minister of transport powers to order a recall.

Raitt said she believed it was possible to get all parties to consent to the bill and have it passed before the House rises for the summer.
