Fire shuts down Ross Street Gurudwara Sikhs in South Vancouver are waiting to learn the fate of their temple after a threealarm fire broke out early this morning. At around 2:30 a.m. on Friday morning, Vancouver fire crews responded to reports of flames inside the Ross Street temple. After arriving on scene, firefighters were able to locate the flames inside the ceiling on the second floor. Battalion chief Les Achtymichuk said poor ventilation in the building made it difficult for firefighters to get to the fire. “We moved fire crews in for the initial fire attack and we had to pull them out because of extreme heat.” “Fire crews [were] beaten up on this one pretty bad,” he said. Eventually firefighters were able to gain better access to the blaze by

Vancouver home sales drop 85% BC’s Liberal government will likely take a political hit for their decision to impose a foreign buyer tax on the Greater Vancouver housing market, even though the city’s housing correction began before the tax took effect, a report from Capital Economics says. “We would be amazed if B.C.’s Finance Minister, Mike de Jong, doesn’t get the blame when Vancouver house prices are falling next year,” the report said. “By the time the B.C. provincial election rolls around next May [house price growth] will be close to, or even below, zero,” economist Paul Ashworth wrote in the report. The prediction of flat or falling prices comes as preliminary data for August shows signs of a steep decline in Vancouver’s housing activity. According to Multiple Listings Service data obtained by Global News, homes sales in Greater Vancouver collapsed by 85 per cent in the first two weeks of August, compared to the same period a year ago. According to reports, a wedding was scheduled to take place at the temple this weekend, and it will have to be moved.

Cooling red hot Vancouver real estate market healthier, says economist A new forecast by Central 1 Credit Union predicts B.C.'s hot real estate market will remain robust for the next two years, despite fears a tax on foreign buyers is chilling Metro Vancouver sales. But market overseers say the trend will even out and benefit other parts of B.C.'s housing market in the short term, with B.C. sellers remaining in a strong position. Senior economist Bryan Yu said the new foreign buyers tax announced by the provincial government in July and rolled out on Aug.2 will temporarily slow sales in Metro Vancouver by about 10 per cent. He says the 15 per cent levy on homes purchased by non-residents puts downward pressure on a market that was already beginning to slow after a blistering start to the year. "The foreign buyer tax will result in a temporary but substantial short-term cut in Metro Vancouver sales trend ... the tax puts further downward sales pressure on a market already slowing from spring fever," said Yu Outcry is growing from Greater Vancouver realtors who blame the new provincial tax for halting new sales and killing deals caught up in the unexpected levy, but Yu said losses will be offset by sales gains in other B.C. locations — such as Vancouver Island and the Okanagan. The annual median price in Metro Vancouver jumped by
nearly 20 per cent in 2016 to $705,000 dollars. Yu said slower growth is healthier for the market because sky-rocketing Greater Vancouver prices seen during what he described as "spring fever" were unsustainable. He predicts prices in the region will rise by about four per cent in both 2017 and 2018. That is slightly lower than the B.C. Real Estate Association forecasts of 5.8 per cent average growth in Greater Vancouver home prices for 2017. Nearly a year after his federal election defeat, former prime minister Stephen Harper finally resigned his House of Commons seat Friday, ending a career in politics that spanned more than two decades. The former Conservative leader announced he was stepping down as MP for the riding of Calgary Heritage in a statement and video that was posted to his social media channels. “On seven occasions, I have been deeply humbled by your trust and support, time and again. And I leave elected office proud of what our team accomplished together,” Harper says in the video. Interim Conservative leader Rona Ambrose offered her thanks and best wishes, saying he has a proud record in office. She cited his foreign policy, including support for Israel and opposition to Russia’s Vladimir Putin. On the domestic front, Ambrose said, he steered the country through the 2008 great recession.

British Columbia’s failed primary care experiment
Paying doctors more did not improve primary care - and cost the province hundreds of millions of dollars By Ruth Lavergne/ and Kimberlyn McGrail Troy Media If things are working properly, our first point of contact with the health system - often referred to as ‘primary care’ - should result in prompt and efficient care for our general health concerns, and coordinate our journey through the system when we need more specialized care. Unfortunately, this isn’t always the case. In the early 2000s, there was widespread concern across Canada that primary care was in decline. Walk-in clinics and emergency departments became the de facto point of care for patients who lacked timely access to a family doctor. Patients struggled to find doctors to take them on as regular patients. Though British Columbia was not alone among Canadian provinces in recognizing the need for primary care reform, it was unique in its approach to solving the problem. B.C.’s chosen fix for primary care was based on the simple and appealing idea that we have to pay for what we want. B.C. attempted to coax individual doctors to provide important primary care services (chronic disease management, mental health care and preventative care, for example) and discourage walk-in style practices by providing additional incentive
payments within the public fee-for-service system. In contrast, other provinces changed the structure and organization of primary care, moving toward team-based models of care and away from fee-for-service compensation for doctors. Other countries also implemented incentive payments for doctors but, unlike B.C., these models were tied to reporting on performance. The costliest incentive implemented under the B.C. program was a $315 annual payment made to doctors - on top of regular patient visit fees - for providing ongoing care for complex patients (someone with two or more qualifying chronic diseases). B.C. now spends more than $50 million each year on this single incentive and another $100 million on similar ‘extra’ payments for obstetrics, mental health care, preventive risk assessment and management of individual chronic diseases. In a recently-published study in the Canadian Medical Association Journal, we investigated the effects of these complex care payments. We observed that two out of three eligible patients have these incentives billed for their care. However, we saw no change in the number of primary care visits patients received or in the continuity of their relationships with a regular doctor. Hospitalization
rates did not go down. From what we can see looking back, care remained the same, while costs went up. More broadly, B.C. patients today still struggle to access quality primary care where and when they need it. Even patients with a doctor often resort to emergency departments and walk-in clinics because less than a third of B.C. doctors report having any other arrangements for after-hours care. The incentive payments for doctors failed to achieve the stated goal of improving primary care for patients. While the program was no doubt implemented with the best intentions, it reduced physician motivation to dollars billed, while doing nothing to address other practical and structural barriers to doctors providing quality, accessible primary care. There is a new push for primary care reform in B.C., this time embracing team-based models, which include nurses, pharmacists and other service providers to help improve accessibility, quality and efficiency of care. This is exciting, but there are lessons to be learned from the failed experiment with incentive payments. The incentive-based programs were planned by the Ministry of Health and representatives from Doctors of BC (then the BC Medical Association), which helps explain their focus on the activities of individual physicians. This time around, before spending billions, we need to agree on what success looks like, and monitor progress from the start. Some approaches may not work, and that’s okay - even expected - as long as a lack of effect is recognized and acted on quickly. We need to measure performance in real-time against clear goals and accept ongoing change as a necessary part of doing better, rather than thinking a one-time course correction is enough. Most importantly, we need to broaden the team that is involved in choosing reforms to include Health Authorities, nurses and other service providers - and patients. All are necessary to delivering primary care and so all should have a hand in shaping it.

Vancouver home sales drop 85%

In ritzy West Vancouver — where the benchmark price of a home was nearly $2.8 million in July, up 40 per cent from a year ago — home sales collapsed by 94 per cent, realtor Brent Eilers told Global. There were three sales in the first half of August this year, compared to 52 sales in the same period last year. It’s impossible to tell from such a small data set whether this is a short-lived correction or the start of a longer, broader decline. Much of the weakness appears to be concentrated at the upper end of the market. According to inventory data from real estate website Zolo, the number of days Vancouver homes spend on the market has fallen for every housing category — except the top of the market, where houses are taking much longer to sell. Zolo data also shows

that the average selling price in Vancouver dropped by 21.3 per cent in the past month. However, that doesn’t necessarily indicate falling prices, only a change in the mix of houses sold, reflecting the decline in upper-end home sales. But despite the fact the slowdown seems concentrated where the foreign buyers are, it appears that the foreign buyer tax had little to do with it, at least at first. Home sales on Vancouver’s affluent west side fell by more than 38 per cent in June, year on year — well before the provincial government announced a 15-per-cent foreign buyer tax in late July. Some market observers say a crackdown by the Chinese government on illicit cash flowing out of the country dampened the flow of cash into Vancouver’s housing market well before the new tax was introduced.

Ottawa brothers jailed for terrorism conspiracy after pleading guilty
Three Ottawa men who conspired to commit terrorism have pleaded guilty and have been sentenced in Ontario Superior Court, with the alleged ringleader, Ashton Larmond, facing the stiffest penalty. Twins Ashton and Carlos Larmond conspired over a five-month period from Aug. 1, 2014 to Jan. 9, 2015, in both Ottawa and Gatineau, Que. Suliman Mohamed was arrested just days after the twins, and conspired to participate in terrorist activity with them. Ashton Larmond initially faced three charges, including facilitating terrorist activity, participating in the activity of a terrorist group, and instructing to carry out activity for a terrorist group. He pleaded guilty Friday to the latter charge and was sentenced to 17 years in prison, minus 894 days for time already served. He also pleaded guilty to making death threats in jail and received 12-month sentences for each offence, to be served concurrently. In court, Crown prosecutor Douglas Curliss said it was Ashton Larmond who directed plans to join the Islamic State of Iraq and Syria in Syria or kill people in Canada. Curliss called Ashton “more of an organizer and director” in the planning of terrorist activities. His brother, Carlos Larmond, was initially charged with participating in the activity of a terrorist group and attempting to leave Canada to participate in terrorist activity abroad. He pleaded guilty to the latter charge and was sentenced to seven years in prison minus 894 days for time already served. He was also sentenced to another six months for making death threats in jail, to be served consecutively.
South Asian bank robber arrested Continued from Page 1... Officers received information from the public allowing them to quickly locate the alleged suspect in the Abbotsford area. On August 18th, officers from the Surrey RCMP Robbery Unit arrested the suspect without incident. Kumar, from Surrey, has now been charged with three counts of Robbery and one count of Use of an imitation firearm while committing an indicatable offence. He is currently in custody pending his next court appearance. “Thanks to some observant members of the public and our media partners, our officers were able to quickly apprehend the suspect,” says Surrey RCMP Cpl. Scotty Schumann. “Our Robbery Unit has a very high clearance rate for solving financial institution robberies and bringing those responsible to justice.”

All lanes of Pattullo Bridge open on Monday as work finishes a month early The Pattullo Bridge will be reopened to all four lanes of traffic one month ahead of schedule, easing commutes in September when traffic volumes normally rise. Rehabilitation work on the bridge deck has been underway since April 29 and TransLink had warned drivers to expect five months of delays until early October, with traffic reduced to one lane each way weekdays and complete bridge closures about two nights a week and one weekend a month. “Despite wet weather in June, crews were able to get more done in a shorter period of time by scheduling additional weekend and overnight closures and reducing the number of concrete pours,” TransLink officials said in a release. The return to four-lane traffic during the day happens Monday, Aug. 29. Regular
overnight lane closures that reduce the Pattullo to one lane each way at night for safety reasons will resume. The final complete bridge closures were to be tonight, Thursday night and from 8 p.m. Friday Aug. 26 until 5 a.m. Monday Aug. 29. Crews repaired 1,180 square metres of bridge deck. The work included milling off the asphalt surface, removing all deck concrete down to the top layer of rebar. repairing delaminated concrete and cleaning or replacing rebar, and repaving the deck area with a concrete overlay. The aim was to extned the life of the bridge deck with minimal maintenance to keep the bridge open while a replacement is desinged and built, a project expected to take up to seven years.
The $10-million project was dramatically scaled down from what was originally intended to be a $100-million rehabilitation lasting 18 months.
TransLink officials last fall ruled out seismic rehab work – they decided it was too expensive if it was even possible – and opted to minimize spending since it intends to replace the Pattullo with a new bridge as quickly as possible.

Smoking on balcony suspected cause of Surrey fire Balcony smoking is the suspected cause of a four-alarm fire that gutted a Surrey, B.C., apartment forcing 100 people to evacuate their homes on Saturday night. Surrey’s Assistant Fire Chief Steve Robinson said the fire is the latest in a series in the city over the past few years that caused major damage because flames went undetected. “Somebody has to smell it, see it, hear it. Canada’s cellphone rates rank among highest Canadians continue to pay some of the highest rates for wireless service in the G7 and Australia, according to a study commissioned by the CRTC and released Thursday. The study, which was carried out by Nordicity Group for the telecom regulator, found that Canadians looking for 150 minutes of monthly mobile service paid more than consumers in every other G7 country and Australia. That entry-level wireless package costs an average of $41.08 a month in Canada. By way of comparison, the cheapest price for that level of service cost just $17.15 in Germany.
When Canadians needed more service — 450 minutes of wireless service and 300 text messages — they fared a bit better in the international comparison. Canadians paid an average of $48.77 a month for that level of service, while Americans paid an average of $51.64 and Japanese consumers paid one cent more than Canadians. French wireless customers paid the least — $24.17. At each of four other levels of higher-service options, topping out at unlimited talk and text and 10 GB of data, Canadians were paying the second-highest price among the eight countries the study looked at.

Liberals commit $450M, up to 600 troops to UN peacekeeping missions

Scott Bardsley, spokesman for Public Safety Minister Ralph Goodale, confirmed that RCMP Commissioner Bob Paulson recently approved an addition to the uniform policy to allow women officers to wear the head scarf “if they so choose.” “The Royal Canadian Mounted Police is a progressive and inclusive police service that values and respects persons of all cultural and religious backgrounds,” Bardsley said in an email. Male members of the Sikh faith have been able to wear the turban as part of the RCMP uniform since the early 1990s, he noted. That right was won by Baltej Singh Dhillon, a young practising Sikh who wanted to become a Mountie but also wanted to wear a turban on
the job. The federal government’s decision in 1990 to end the ban and allow him provoked emotional debate and widespread protests across Canada. Bardsley said the new policy is intended to better reflect diversity in Canadian communities and to encourage more Muslim women to consider the RCMP as a career option. RCMP Staff Sgt. Julie Gagnon said current policy, which came into effect in January 2016, requires an “exemption” to wear the hijab from the commissioner, the only senior officer permitted to approve faith-based accommodations. Gagnon said the RCMP developed a hijab for applicants or serving female members of the Islamic faith, reflecting “the diversity of the RCMP’s workforce.” It underwent rigorous testing to ensure the design meets “the highest standards of officer safety.”
Man sought in alleged racist confrontation, assault on SkyTrain Transit Police are seeking a man for allegedly attacking a male passenger and hurling racial insults and threats at a woman and her adult son. On the afternoon of Aug. 22, a witness — who is being kept anonymous to protect his safety — transferred from the 99 B-Line bus to the SkyTrain at Broadway-City Hall Station in the course of his Saturday errands. When he got into the station, the witness says he observed a white man unleashing a racist tirade against an Asian woman and her son. “Go back to the country you came from,”
the witness alleges the white man said before hurling a number of racial epithets at them. The witness says when he stepped in and told the man to stop, he says the man said there was a “war going on” and he was going to “take us out.” The situation escalated from there, the witness said. “He turned on me and repeatedly tried to goad me into a fight,” he said. “He kept pacing back and forth. His words were basically, ‘get out of the f--king camera, ... so I can beat the s--t out of you.’” The witness then began video recording the

situation with his cell phone: in the video, the white man appears to spit on him and then threatens him further. Then, the witness says, the man attacked him, violently and repeatedly slamming him against a wall. Overdoses continues as 24-hour supervised site opens Drug overdosescontinue in Vancouver even after the supervised injection site opened for 24 hours a day. Burnaby shooting suspect sought by police Police in Burnaby are asking for the public’s help after a non-fatal shooting in south Burnaby, Monday evening. It happened in the 7700 block of 12th Avenue around 8:30 p.m., according to Burnaby RCMP. When they arrived on scene, they found one man with gunshot injuries. Witnesses told police the suspect, a Caucasian male dressed all in black, ran from the scene to a waiting dark vehicle with a roof rack, where a driver was waiting to take him from the scene. It’s believed to be a targeted shooting, but police say they don’t have a motive at this time. The victim is in hospital with critical but non-fatal injuries. Anyone who witnessed the shooting is asked to phone Burnaby RCMP at 604-2947922, or Crime Stoppers at 1-800-222-TIPS.
Man found dead in Surrey clothing donation bin
Surrey RCMP are investigating after a man was found dead in a clothing donation bin Tuesday morning. A passerby called 911 at about 6:45 a.m. PT after seeing the victim caught in the bin in Surrey’s Guildford neighbourhood, said police. The BC Coroners Service said a man was pulled from the bin and was pronounced dead at the scene. Police have not confirmed the man’s identity, and the cause of his death remains under investigation. Cpl. Scotty Schumann of the Surrey RCMP said the man appears to gotten stuck attempting to get inside the bin. He said rescue workers had to cut the bin open to free the man’s body. “Most of these bins are designed in such a way to make it very difficult for people to remove donations that have been dropped off,” Schumann said. “This wouldn’t be the first person who would have gotten trapped attempting to do that.” On August 4, Surrey firefighters rescued a woman stuck in a similar donation bin overnight. Last September, a 45-year-old woman died after getting stuck in a donation bin in Pitt Meadows.
Deaths are known to spike — up to 40 per cent more than usual — when social assistance cheques are delivered, according to a study done at the B.C. Centre for Disease Control of “the cheque effect” which looked of coroner’s data between the period of 2009 to 2013. Vancouver is applying for five more supervised sites to help keep people safe and give them a place to find help and escape the stigma of addiction, a medical condition often seen as needing punishment. “That’s great news — excellent,” said Michael Yam, a drug user who frequents the supervised injection site and often gets help from the nurse with the needle, plus first aid treatment for cuts and bruises.

ICBC wants a 5% rate hike — again In spite of a looming spring election, the B.C. Liberal administration is backing ICBC’s proposed 4.9 per cent hike in basic insurance rates. The Insurance Corp. of B.C. on Thursday painted a dismal financial picture in its rate application to the B.C. Utilities Commission — “a perfect storm” of more claims, more accidents, more injuries and higher costs. Transportation Minister Todd Stone bleakly agreed and said the government will forgo some $160 million in dividends from the Crown corporation to try to hold the increase to a minimum. “Government will not be provided a dividend for this current year, to do everything we can to apply as much downward pressure on rates as possible,” he said The average increase will be about the price of an extra hipster coffee a month — $3.50 for basic insurance coverage, about $5 with extended third-party liability coverage, plus collision and/ or comprehensive insurance.
“There is absolutely nothing we like about having to ask our customers to pay more but these external pressures are very real and they have created a perfect storm which we are struggling to hold off,” said Mark Blucher, ICBC’s CEO. “We’ve worked hard to get this rate increase lower than last year’s but the amount of basic premiums we collect will still not cover the increasing amount we’re paying out in basic claims costs.” Last year, the company increased rates 5.5 per cent. In support of this year’s application, the insurance giant pointed to increases in nearly all of its claims costs and precipitous declines in its earnings. Blucher said the increase would have been much higher if not for ICBC’s trimming of operating expenses and the government giving up the dividend. Stone said the government was also directing ICBC to use $472 million generated by its optional insurance business to reduce the cost of the basic service.

North Shore woman recovers some money after online dating scam By quickly reporting an Internet dating scam that cost her $27,000, a North Shore woman was able to recover about 40 per cent of that money, North Vancouver RCMP said. The police handed the woman back $11,000 because it had not yet left the country. “Because the incident was immediately reported to police and the money was not transferred outside of Canada, some of the money transactions we’re reversed,” Const. Brett Cunningham said. “Had there been a delay in reporting the incident, the outcome would have been less favourable. “Unfortunately, recovering money from Internet scams doesn’t happen often.” After months of messaging with a man she met on Match.com, the woman agreed to send $27,000 to the man, who said he was a
contractor working in Saudi Arabia and would repay her upon returning to Canada. As soon as she deposited the money, his profile disappeared from the dating site. Police say alarm bells should go off for many reasons, including: The person does not want to meet in person, won’t talk over Skype or other web-camera formats, and the relationship seems too good to be true. RCMP direct people to their website and warn to never give out credit card or bank account numbers or your home address (even if you’re promised gifts), and that when you first meet make sure it’s in a public place and let someone know who, when and where you are meeting. The Canadian Anti-Fraud Centre also has information on how to avoid being scammed.
Delta pot shop slapped with judicial order to close for violating local bylaws The B.C. Supreme Court says that a marijuana shop in Delta is in violation of local bylaws and has ordered it shut down. In her ruling granting the Corporation of Delta a permanent injunction against the WeeMedical Dispensary Society, Justice Shelley Fitzpatrick found that the store lacked a business licence and contravened zoning bylaws. The judge noted that although the federal government has indicated that it intends to bring in new marijuana laws, the operation of a medical marijuana retail dispensary as run by WeeMedical is currently not allowed under the criminal law. “I have no idea where the federal government is in that process,” said the judge. “It appears to be moving in that direction, but when it might get to that point is anyone’s guess.
Further, it is as yet unknown what any new legal regime will look like.” Court heard that WeeMedical, which has 23 marijuana dispensaries across Canada including 13 in B.C., opened for business in Delta in April and applied for a business licence in May but was refused. It applied for a reconsideration of the decision by Delta council but was again refused. Delta, which also argued that the shop was in contravention of a zoning bylaw requiring that medical marijuana production be limited to premises on the Agricultural Land Reserve, issued various offence notices and tickets to WeeMedical. As of June 1, fines amounting to $11,900 had been issued. The fines are being appealed, according to the ruling.

Anger management ordered for Iranianborn man who attacked wife’s boss
An Iran-born Edmonton man has been ordered to take anger management courses following a “nasty” attack on his wife’s boss stemming from a male co-worker saying hello to her in a mall. Aadel Moradi, 39, was given a suspended sentence and placed on probation for 18 months on Tuesday in provincial court after pleading guilty to assault charges over what was an apparent clash of cultures. “This was very nasty,” said Judge Kirk MacDonald, who described the Nov. 6, 2015, incident as a minor assault with “disturbing” undertones. “You are now in Canada. We do not place restrictions on the way that women live here, unlike in some other countries,” said MacDonald, adding it is “very sad” that Moradi doesn’t see it. The judge told Moradi — a Kurd who emigrated here from a city near Tehran about
15 years ago — that he had considered sending him to jail, but accepted the joint submission by Crown and defence. “Just because you think someone has displayed bad manners, getting into a fight is no remedy for that,” said MacDonald. Crown prosecutor Bethan Franklyn told court that Moradi and his wife had been at a city mall in late October 2015 when one of her co-workers came up to say hello. Moradi asked the man how he knew his wife, then told him not to talk to her, said Franklyn. On Nov. 6, Moradi went with his wife to the downtown office where she worked and asked to speak to human resources about the mall incident, said Franklyn. Court heard he eventually spoke to Ross Undershute, the CEO of the health consulting organization, and stated “No men are allowed to speak to his wife and she can’t speak to any men.”

Convicted killer arrested while on parole in Abbotsford, could face new charges
When Anita Johnstone-LeFranc heard that the man who killed her sister 18 years ago — and was released on day parole last year — had been arrested, she was devastated, but not surprised. “It always was just a matter of time,” Johnstone-LeFranc said. “I hate to say that I am surprised that it took this long.” Christopher Maurice Alexander is serving a life sentence for the 1998 murder of Linda LeFranc in Terrace. He was granted day parole in April 2015. In December 1998, Alexander decided to rob LeFranc, who was his neighbour. Armed with a knife and wearing a disguise, he went into LeFranc’s townhouse using a key hidden outside the door. When LeFranc saw him and tried to run away, Alexander yelled at her, chased her and then stabbed her 83 times. LeFranc’s sevenyear-old daughter found her body a few hours later. Alexander was 17 years old at the time of the killing. He became eligible for parole in 2006, and was subsequently denied parole four times.
Last year was the first time he was granted parole, in spite of a campaign by JohnstoneLeFranc to keep him behind bars. Johnstone-LeFranc has long said that Alexander has not been rehabilitated and is a danger to the public — women in particular. She relies on information gleaned from the parole hearings she has attended over the years. “It’s not that I don’t believe there are those who can be rehabilitated, but it depends on the circumstances,” said Johnstone-LeFranc. “He’s never taken really responsibility for what he has done.” She lobbied to keep in him prison because she didn’t want to see anyone else victimized, but she received a call from the Correctional Service of Canada in June informing her that Alexander had been arrested “for the protection of society.” She said she was told that Alexander had allegedly reoffended violently. “I was devastated. It was just so stressful in that this is what we were trying to avoid,” she said. “We fought so hard to keep someone else from being hurt at his hands.”
Langley has highest percentage of people on welfare in BC Despite being one of the smaller municipalities in the region, the City of Langley has the Lower Mainland’s highest rate of people receiving income assistance — with seven out of 100 people receiving government help each month. The information was published in monthly reports from B.C. government’s online data, which reported there were 1,775 welfare recipients in Langley City in May 2016, under the government’s Employment and Assistance Program. The provincial government has, over the past three years, budgeted $77 million for income assistance in 2016/17. Those eligible can receive up to $610 for singles, $877 for couples and $1,101 for couples with two kids, per month. In raw numbers, Vancouver had the highest numbers of recipients, at 26,514 people, with Surrey coming in second at 21,412, and Burnaby third at 6,992 recipients. By rate per population, however, Surrey had the next highest rate after Langley City, with over four people in 100 in that city receiving
welfare each month. New Westminster, Vancouver and Maple Ridge were not far behind, and also had about 4% of their population on subsidies. Richmond, Port Moody, North Vancouver District and West Vancouver, meanwhile, had the lowest rates of income assistance recipients — with fewer than twoin-100 receiving help — among 17 Lower Mainland municipalities examined. The government data also breaks down the number of dependent children in each city with parents or guardians receiving income assistance. Surrey had the highest rate of children living in an income-assistance household, with about one-in-three welfare-recipient families supporting a dependent child. Coquitlam and Pitt Meadows had about the same rates of children supported by income-assistance recipients. Population counts were taken from the 2011 census, as that was the latest consistent population data available.

TD, CIBC results beat expectations with higher profits The parade of Canadian banks reporting solid earnings continued Thursday as TD Bank and CIBC both posted third-quarter earnings that topped the average expectations of analysts. TD said its overall profit for the quarter hit $2.36 billion, a rise of four per cent year over year, thanks to good results from its U.S retail banking division. In the same quarter of last year, TD made $2.27 billion. After adjustments, TD said it made $2.42 billion, or $1.27 a share, up from $2.29 billion, or $1.20 a share, a year earlier. According to Thomson Reuters I/B/E/S, analysts on average had expected earnings of $1.21 per share for TD in the most recent quarter. Meanwhile, CIBC said the sale of its minority stake in American Century

SIKH SANGAT SEVA SOCIETY OF BC PRESS RELEASE Public meeting held Sunday, Aug. 21 to a standing-only crowd at South Hall in Vancouver. Supporters were standing in the lobby and outside. The rally was started by former moderate multi-term Ross president Gurdev Singh Johal. After the passing of Amar Singh Sandhu who led the opposition for many years, Gurdev Singh Johal has come to the forefront to lead the troops. He was part of the moderate leadership for many years. Johal, explained why he came forward and why it was necessary to make a change with the administration. He said this change is crucial and badly needed now. Many issues were highlighted. He highlighted numerous examples of current mismanagement and explained the attendees that he hand-picked the Sikh Sangat slate and its President, Mr. Joga Singh Sangha. Sangha and his entire 15-member slate has vowed to keep tables and chairs at Ross Street langar hall intact. The only issue that current group was hoping to fight with was the tables and chairs issue which is now a non-issue with moderate leaders leading the way in opposition. Johal also promised and guaranteed that he gives his personal guarantee that the tables and chairs will remain as they are. He explained further that when in 1997 the tables and chairs edict was issued he went to India along with other leaders and met with the head of the Akal Takht, Jathedar Bhai Ranjit Singh. He explained the situation to him in detail and the politics involved and asked the Jathedar to visit Vancouver or at least send a delegation that could investigate the problem and address the wishes of the local BC Sangat. They had a three hour meeting but no solution was agreed to. Our community has since suffered with divisions. Johal said “I fought for this issue of tables and chairs and went to India and I personally guarantee to each and every one of you that it will not change. The tables and chairs will remain as they are. We need to elect Joga Singh and his slate because they will work hard and have financial transparency while delivering great programs. Sadly, right now the same few people are in charge for the past 18 years. They change a few faces from time to time, but always retain control.” Johal asked why sports and education programs for the youth have suffered in the past 18 years, despite our community have greater numbers and more resources to work with. He asked how the Gurdwara was able to purchase properties and prosper 20 years ago yet today, this has all suffered under mounting financial debt. We did more in the 16 years prior to the past 18 years. Ask them what they have done? We purchased land and invested in sports program besides running great programs from the Gurdwara. youth, to mentor them and provide counseling as well as provide counseling for families and especially women. This service they want to have offered at the Gurdwara free of charge, confidentially and available to everyone. Sikh Sangat focus:

Singh Cheema, and bankermanager-Candidate Joga Singh Sangha, questioned how the Gurdwara is in debt after nearly twenty years and why this debt has grown to over $4,000,000. Cheema (served with the current executive at Ross for 3 years but resigned because he was not being provided answers and he was not allowed to access all the financials even though he was a part of the executive, frustrated, he resigned) pointed out repeated financial irregularities under the current committee’s reign at Ross Street, including the mysterious transfer of $200,000 to the State Bank of India. Allegedly, the same account was later closed. Supposedly the transfer was made in order to increase the interest earned, however, the Gurdwara did not receive the monies the committee claims it was promised. Neither State Bank of India (SBI) nor the current Ross Street committee have explained this financial discrepancy, among questions about who exactly at SBI, made promises of higher interest
rates. The committee has also not been able to explain which other banks were interviewed about interest rates before transferring money to SBI. Nor has the committee explained why it refused to serve official Notice of Breach of Contract to State Bank of India. Cheema also said that the current committee is denying access to full financial documents and reports that the courts have said they must give us. After many months we are still waiting for all the paperwork and they refuse to give them. Cheema is very educated and respected finance expert. He stated that “if I as an executive member could not access the financial details how will anyone from the public be allowed. Why is there a secret? Why is the golak being counted in the back room instead of in the public as was the case many years ago. Cheema promises, as the Treasurer that all the monthly golak donations will be posted at the gurdwara and online and everyone can have access and ask questions. It is your right to access this information and no one should have to go to court for it. This is your money and you have every right to know what is happening with it. He insisted that the Sangat will be consulted on all building contracts and tenders prior to pursuing them. “Nothing will be done in secrecy.” This gathering was support to express the need for change. The attendees want change. The fresh and new faces on the executive will bring new ideas and bring a new beginning. Other points to note that the public is concerned with: - the current committee’s closing down of the Gurdwara for a “VIP” visit. - the same committee accepted a token $600,000 Komagata Maru payment without a Parliamentary apology, after earlier rejecting a $5,000,0000 offer by the Liberal government. - Collabrating with the Conservative government and “creating a museum” at the Gurdwara which no one will see or visit. Instead this memorial for the Komagata Maru should have been at the BC Museum in Victoria or at a busy downtown Vancouver location where the general public could see and visit. Instead they took the money and hung up a few photos. - For parents and kids, the current committee’s decision to close the elementary school while wasting hundreds of thousands of dollars in wasteful court costs over election procedures has been particularly disheartening. Estimated Milllions have been wasted in court costs for the past 18 years. - Using the gurdwara for politics and campaigning against a candidate from the stage by calling him a terrorist and publically telling the media and making allegations of WSO links. Surrey man rammed by impaired driver awarded $290,000 in damages A Surrey man who was attempting to remove his granddaughter from a parked vehicle when it was rammed by an impaired driver has been awarded $290,000 in damages for injuries he suffered during the incident. Court heard that Jose Granja was trying to get the little girl out of her car seat when Csaba Jozsef deliberately rammed his car into the passenger side door of the parked vehicle and twice rammed the rear bumper. Jozsef, who has pleaded guilty to several criminal charges in connection with the June 2010 incident, got out of his vehicle and approached Patrycia Arana, the driver of the parked vehicle and the mother of the girl, while screaming obscenities and punched her in the face. He tried to punch Granja but due to his highly intoxicated state could only hit Granja’s open hands and kick him in the legs. The incident happened in the parking lot of Granja’s Surrey condo. At trial, Jozsef and ICBC, a third party to the lawsuit, admitted the collision was caused by his negligence but Jozsef insisted that because of his intoxication he wasn’t capable of injuring Granja, a refugee from Colombia.
Real Estate Council suspends realtor
The Real Estate Council of British Columbia has suspended the real estate licence of Jacob (Jack) Stephanian, formerly licensed with Coldwell Banker Prestige Realty of Vancouver, pending completion of its investigation into Mr. Stephanian’s conduct. Effective immediately, Mr. Stephanian is prohibited from providing real estate services to or on behalf of any member of the public. The Council has suspended the licence in the public interest after uncovering evidence that Mr. Stephanian deliberately omitted relevant information and provided false or misleading information on his initial licence application and on subsequent licence renewal applications. Concerned clients of Mr. Stephanian should contact his brokerage, Coldwell Banker Prestige Realty (Vancouver branch office) at 604-879-8989.
The defendant, who testified that due to his intoxication he had no recollection of the events and could not explain his actions, argued that the cause of Granja’s physical and psychological injuries were as a result of preexisting factors and not related to the accident. ICBC argued that any injuries suffered by Granja were because of the assault and not as a result of the collision. Granja, a government employee who witnessed the assassinations of two colleagues before he came to Canada in 2003 as a refugee with his family, filed suit over the injuries from the collision but did not seek damages for the “slight injury” he suffered when Jozsef assaulted him. After the collision, Granja experienced some slight pain in his hands and right knee, the pain in his right hand more pronounced because he had a pre-existing workplace injury. “Emotionally, he was very distraught and confused as he could not comprehend why someone would act in such a way towards him in Canada,” B.C. Supreme Court Justice Martha Devlin said in a ruling released Monday.
Noise complaints as trains whistle warns homeless near Newton tracks Some Newton residents have been sleeping a little less soundly due to an increase in the frequency and length of train whistles in their neighbourhood. “We’ve had a significant increase in complaints from that area in the past two weeks,” said J. Singh Biln, director of community relations and chief mechanical officer for the Southern Railway of B.C., which has tracks running through New Westminster, Surrey, Langley, Abbotsford and Chilliwack. The complaints — at least 20 — have come from mostly people who live adjacent to the tracks between 64th and 72nd avenues. Biln said that train operators are required to blow their whistle at every crossing, whether or not it’s controlled. Generally, it’s a series of long and short blasts that last about 20 seconds, but Biln said the engineer has the discretion to blow the whistle longer if there
are people or vehicles near the track. He said the more frequent whistles in Newton can be mostly attributed to train operators alerting homeless people living near the tracks that a train is approaching. Biln said that during the past month, the number of people camping next to the tracks has increased. Southern Railway has spent about $25,000 during that period to have a contractor, RECYCLE-IT Earth Friendly Services, move the campers along and clean up their mess. According to Transportation Safety Board data for all railways, there have been 26 trespasser fatalities in Canada this year. “When they’re that close to the tracks, it’s very, very dangerous,” said Biln, adding that he’s also seen large items left on the tracks that have the potential to derail trains.

BC Liberals launch election ads 9 months before May vote
A little less than 9 months before the next B.C. provincial election, the B.C. Liberals have released their first campaign ad, featuring leader Christy Clark sitting around a kitchen table drinking coffee with a group of British Columbians. What’s remarkable to political communication experts is not the party’s messaging on the economy, but that voters are seeing ads so far out from the May 9, 2017 voting day. It shows that more aspects of the constant campaign cycle often attributed to U.S. politics have crept north of the border, said Royal Road University associate professor David Black. “As
a first sign of the B.C. Liberal communication strategy ... it is an unsurprising and likely very effective start,” said Black. Black added that the B.C. Liberals are trying to own the economy and job creation as their success stories. In the ad, Premier Christy Clark said “if you look around the rest of the country, around the United States, a lot of places are struggling ... with unemployment, with joblessness.” “We have to redouble our efforts, keep the eye on the ball and focus on controlling government spending,” she told a pair of nodding women at the table.
About 180 ‘individuals with a nexus to Canada’ suspected of participating in terrorist activities overseas Canada’s “principal terrorist threat” comes from those inspired by extremist ideologies to conduct attacks, the government said Thursday in its latest update on the security challenges facing the country. Released by Pubic Safety Minister Ralph Goodale just over two weeks after a failed ISIL-inspired suicide bombing in Ontario, the report said ISIL and its sibling al-Qaida “continue to appeal to certain individuals in Canada.” Some promote violence online, radicalize their peers, recruit and fundraise, it said. “Others may consider travelling abroad to join a terrorist group or conducting terrorist
attacks themselves,” said the 2016 Public Report on the Terrorist Threat to Canada. As of the end of 2015, about 180 “individuals with a nexus to Canada” were suspected of participating in terrorist activities overseas, up from 130 the previous year, it said. More than half were thought to be in Turkey, Iraq or Syria. About 20 per cent of Canada’s extremist travellers were women, the report said, adding that in Syria the women were not only serving as brides but were also training and fighting in some cases. Some have brought their children with them.

Catherine McKenna calls for review of government photo spending Federal Environment Minister Catherine McKenna says she has asked her department to review the practice of hiring photographers for events, while defending the importance of pictures to chronicle her work. According to a Canadian Press report based on documents obtained by the news agency, McKenna’s department paid nearly $11,000 to hire a French photographer during the climate change conference in Paris last year. During a news conference Tuesday in Ottawa, McKenna said the cost was lower than the figure initially reported. She said the cost was $6,600.
“But as someone who uses social media actively, personally, I think there are ways
to reduce costs,” McKenna said. “We need to be mindful of the costs to taxpayers.
That’s something we’re committed to as a government, so I have instructed the department of Environment and Climate Change Canada to review the practices so we can reduce the costs to Canadians.” McKenna said it’s not unique for departments to hire official photographers. “This is a long-standing practice under previous governments including the Conservative government because clearly pictures are an important way we communicate the government business to Canadians,” McKenna said. The government uses the material on
“official channels” like Twitter feeds, McKenna said. She vowed that the department will have a “serious look at this.” Spending by federal Liberal cabinet ministers has been under increased scrutiny since the public learned of Health Minister Jane Philpott’s expenses for limousine services and special access to airline lounges. Prime Minister Justin Trudeau acknowledged Tuesday that his government must do better to control such expenses and left open the possibility of greater transparency in divulging ministerial spending.

Health minister billed taxpayers $520 for access to Air Canada’s executive lounges The federal Conservatives are raising new questions about Health Minister Jane Philpott’s travel expenses. A receipt obtained by the official Opposition shows she billed taxpayers $520
for a year’s membership to Air Canada’s executive airport lounges in North America and Europe. Conservative health critic Colin Carrie wants Philpott to pay back the money, calling it another example of the minister’s lack of judgment.
Philpott’s office did not immediately respond to a request for comment. Last week, Philpott said she would pay back $3,700 in high-end car service costs after it was revealed she billed for $1,700 on one day and more than $1,900 on another day. The minister’s department is also reviewing 20 trips to Toronto Pearson International Airport that cost $3,815 to see if taxpayers were charged fairmarket value. The car service — used to take the minister between work events — was provided by a limo company owned by a volunteer who canvassed for Philpott in the last election. Prime Minister Justin Trudeau says the minister’s situation is a reminder his government must be “extremely careful” about its expenses and the public trust it holds.
Canadians now spend more on taxes than on food, clothing and shelter combined The Fraser Institute calculates that the average Canadian family paid $34,154 in taxes of all sort last year, including “hidden” business taxes that are passed along in the price of goods and services purchased. The study’s authors conclude that visible and hidden taxes would have been equal to 42.4 per cent of the cash income for an average Canadian family in 2015, estimated at $80,593. By comparison, the study estimates the average Canadian family spent $30,293 on housing, food and clothing last year — about 37.6 per cent of the family’s total cash income. The Vancouver-based thinktank estimates that the average bill for income taxes collected by governments was $10,616 in 2015. The second-biggest category was payroll and health taxes, at $7,160, followed by sales taxes at $4,973 and property taxes at $3,832. The other categories include taxes on profits, liquor or tobacco, fuel, natural resources and import duties — totalling
$7,573. The Fraser Institute uses its own “Canadian consumer tax index” to track the tax bill paid by a family with “average income.” “The objective is not to trace the tax experience of a particular family, but rather
to plot the experience of a family that was average in each year,” the 11-page report says. “The ‘consumer’ in question is the taxpaying family, which can be thought of as consuming government services.”
Canada Post, CUPW agree to mediation after union files strike notice
Labour Minister MaryAnn Mihychuk said a special mediator will begin working with Canada Post and the union representing the majority of its employees Friday morning in
hopes of avoiding a strike. “Sometimes when negotiations have been going for a long time, like now, they fall into a rut, and sometimes you need to shake things up,” Mihychuk said Thursday evening in Saguenay, Que., the site of the Liberal
caucus retreat. While Mihychuk said it was a positive step that both Canada Post and the Canadian Union of Postal Workers were co-operating with the mediation process and that the hope was for a resolution by Sunday, she added, “Canadians need to get prepared for a potential work stoppage. I think that’s the reality.” Mihychuk said the name of the mediator would be released as soon as possible. Earlier, the union in a statement accused Canada Post CEO Deepak Chopra of going “rogue” after refusing a request for a 24-hour extension of negotiations, forcing the union into a labour dispute. The union filed a 72-hour notice of job action that will put it in a legal strike position as of 11:59 p.m. ET on Sunday.

A day after the Punjab Government decided to hand over investigation into the attack on RSS leader Brig Jagdish Gagneja (red) to the CBI, the Jalandhar Commissionerate today brought four Ludhiana jail inmates on production warrant on a suspicion of their involvement in the attack. The inmates were Shiv Sena leader Amit Arora, his domestic help Mani, Samar D’Souza and Bharti Sandhu. They were remanded in seven days’ police custody. The Ludhiana police had on June 23 arrested Arora, along with Mani, on the charge of concocting a story of attack on him. Arora had claimed he was attacked on February 3. D’Souza had surrendered in a Ludhiana court on August 12. He is an accused in a stage-managed attack on Shiv Sena leaders RD Puri and Arora in 2013.
Sukhbir should quit, says Channi Congress Legislature Party chief Charanjit Singh Channi today welcomed the handing over of the investigation in the case of assault on RSS leader Brigadier Jagdish Gagneja to the CBI. He said, however, the decision had portrayed the failure of the state investigative agencies under the command of Deputy Chief Minister Sukhbir Singh Badal. Sukhbir should own up his miserable failure as the home minister and quit, he said. “This is the third major case in Punjab in which the state investigative agencies have failed to nab the culprits. The first one was the desecration of Guru Granth Sahib that triggered a series of such actions. The second case was the assassination of Mata Chand Kaur, 80, at Bhaini Sahib. GM mustard gets technical clearance from govt panel A government panel has cleared commercial use of what would be India’s first genetically modified (GM) food crop, but politicians still have to give final approvals amid widespread public opposition. Technical clearance for indigenously developed GM mustard seeds was given on August 11 by the panel of government and independent experts, following multiple reviews of crop trial data generated over almost a decade, said two sources with direct knowledge of the matter. The decision to go ahead is likely to be
made public soon by the environment ministry’s Genetic Engineering Approval Committee, and is expected eventually to move to Prime Minister Narendra Modi’s desk via Environment Minister Anil Madhav Dave. Dave could not immediately be contacted for comment. The environment ministry said in a statement late on Thursday that no final decision has been taken yet and that its Genetic Engineering Approval Committee will put up a “safety document” on the issue
on its website seeking comments from the public. The news of the technical approval comes when US seed maker Monsanto — which dominates the GM cotton market in India — faces heightened government regulation that has forced it to consider quitting a country it has operated in for decades. Reuters reported on Wednesday that Monsanto had withdrawn an application seeking approval for its next generation GM cotton seeds in India, escalating a longrunning dispute between New Delhi and
the world’s biggest seed maker. Top India executives of multinationals like Monsanto, Bayer Biosciences, Dow AgroSciences, DuPont Pioneer and Syngenta have called a joint news conference on Friday to make an “important announcement”, following what they called difficult times that have impacted operations of seed companies. Political and public opposition to labaltered food remains strong amid fears that GM crops could compromise food safety and biodiversity.
Three diplomats in race for India’s next envoy to US The race for the next Indian ambassador to the US has started in earnest. Arun Singh, the current Indian envoy to the US, is set to retire by August-end and the government is mulling its options on the next person to head its mission in Washington DC. Sources informed The Tribune that there were three people in contention. Navtej Sarna, currently India’s High Commissioner to the UK, Pankaj Saran, India’s Ambassador to Russia, and Navdeep Suri, Indian High Commissioner to Australia. The government is looking at the merits of all three candidates with sources pointing out that the final call will be taken by the Prime Minister. That also sets in motion some major reshuffles within the Ministry of External Affairs. Santosh Jha, Joint Secretary (policy
planning) in the Ministry, is all set to move to Washington DC as Deputy Ambassador. Dinesh Patnaik is set to move to London
as the Deputy High Commissioner as his stint as India’s Ambassador to Morocco ends. Yash Sinha, who is currently serving as the High Commissioner to Sri Lanka, also lobbied hard for the Washington posting but sources point out that he might get to go to London as High Commissioner if Sarna moves to Washington DC. Taranjit Sandhu, who is India’s deputy chief of mission in Washington, is headed to Sri Lanka as the new High Commissioner.

Rs 10 lakh insurance for train travellers The Indian Railways has decided to offer a travel insurance cover of upto Rs 10 lakh to its passengers from August 31, a step coming in line with a similar facility available to air travelers. A premium of 92 paise per ticket would be charged for the service. Indian Railway Catering and Tourism Corporation (IRCTC), a railway subsidiary, has assigned the task to three private firms: Shriram General Insurance, ICICI Lombard General Insurance and Royal Sundaram General Insurance. The insurers, said sources, were selected through an open bidding from among 17 companies, which participated in the process. The cover, however, would not be applicable for children up to 5 years of age and foreign citizens, he said. “It would only be meant for passengers holding tickets

China’s defence ministry said on Thursday that it hoped India could put more efforts into regional peace and stability rather than the opposite, in response to Indian plans to put advanced cruise missiles+ along the China border. Indian military officials say the plan is to equip regiments deployed at the China border+ with the BrahMos missile+ , made under an India-Russian joint venture, as part of ongoing efforts to build up military and civilian infrastructure capabilities there. The two nuclear-armed neighbours have been moving to gradually ease long-existing tensions between them. Leaders of Asia’s two giants pledged last year to cool a festering border dispute, which dates back to a brief border war in 1962, though the disagreement remains unresolved. Asked about the missile plans at a monthly news briefing, Chinese defence ministry spokesman Wu Qian said maintaining peace and stability in the border region was an “important consensus” reached by both countries. “We hope that the Indian side can do more to benefit peace and stability along the border and in the region, rather than the opposite,” Wu said.

2 victims get compensation 3 decades after anti-Sikh riots The Indore bench of Madhya Pradesh High Court has directed the district administration to pay compensation with interest to two victims of the 1984 anti-Sikh riots. Justice S C Sharma passed the order on August 17 while hearing the petitions filed by Surjeet Singh (67) and Sharan Singh (68). Advocate Himanshu Joshi, the petitioners’ lawyer, told reporters today that Surjeet Singh’s timber shop was burnt down and Sharan Singh’s liquor shop was looted during the anti-Sikh riots in the city in 1984 following the killing of the then Prime Minister Indira Gandhi by her Sikh bodyguards. The
district administration had denied them compensation because their names were not on the official list of victims. On the basis of records submitted by the petitioners, the high court declared both as riot-affected persons and directed the district Collector to give them compensation for the loss of property with 8.5 per cent annual interest from 1984. The HC also imposed a total cost of Rs 50,000 on the state government, to be paid to the petitioners, and asked the Collector to file a compliance report within 90 days. If the order was not complied with, the court will initiate contempt proceedings, the judge said.
Kerry to visit India next week US Secretary of State John Kerry will travel to New Delhi to attend the second IndiaUS Strategic and Commercial Dialogue, according to the State Department. “On August 29-31, Secretary Kerry will travel to New Delhi, India, for meetings with senior Indian officials,” the State Department spokesperson Elizabeth Trudeau said yesterday. On August 30, Kerry and US Secretary of Commerce Penny Pritzker will cochair the second US-India Strategic and Commercial Dialogue (S&CD), she said. Kerry and Pritzker will be joined by their respective Indian co-chairs, Minister of External Affairs Sushma Swaraj and Minister of State for Commerce and Industry Nirmala Sitharaman, along with members of the US delegation and their Indian counterparts.
“The S&CD is the signature mechanism for advancing the United States’ and India’s shared priorities of generating sustainable economic growth, creating jobs, improving the business and investment climate, enhancing livelihoods, and sustaining the rulesbased global order,” Trudeau said. Kerry, however, would begin his visit to South Asia by travelling to Bangladesh. This will highlight the longstanding and broad US-Bangladesh relationship, she said. “Secretary Kerry will meet with government officials to discuss our growing cooperation on global issues. He will also focus on strengthening our long-standing bilateral partnership on democracy, development, security and human rights,” Trudeau said.
Chilli-based ‘PAVA shells’ in place of pellet guns The Centre’s expert committee, tasked with finding a replacement to the pellet gun, is learnt to have agreed on newly developed “PAVA shells”, a chilli-based less-lethal munition that temporarily incapacitates the target and renders it immobile. Union Home Minister Rajnath Singh today indicated in Srinagar that security agencies will get an “alternative” to the pellet gun “within a few days”. The pellet gun, used extensively in quelling the “stone throwing” violent protests at several places in the Valley, had come in for severe criticism as they caused extensive injuries among protesters. The Ministry of Home Affairs (MHA) had constituted the committee to find an alternative. The Home Minister, while addressing a joint press conference with J&K Chief Minister Mehbooba Mufti in Srinagar today, said the seven-member panel, comprising officials from various security forces and munitions experts, will submit its report soon and “within few days, we will give an alternative to pellet guns”. Sources said the committee held a demonstration of the maiden shells at a test
field in the national capital early this week and gave its thumbs up for use by security forces in crowd control and during protests like those witnessed in the Valley. An official privy to a draft prepared for the purpose said: “The PAVA shells were under testing for over a year at the Indian Institute of Toxicology Research, a Council of Scientific and Industrial Research (CSIR) laboratory, in Lucknow and its full development has come right on time when it was most needed.” Sources said the panel favoured “PAVA shells” as an alternative to pellet guns and had recommended that the Tear Smoke Unit (TSU) of the BSF in Gwalior should be tasked with the bulk production of the shells “immediately”, with the first lot of 50,000 rounds. “PAVA” or Pelargonic Acid Vanillylamide, also called Nonivamide, is an organic compound found in natural chilli pepper. “PAVA” can be put in the less-lethal munitions category and once fired, the shells burst out to temporarily stun, immobilise and paralyse the target (protesters) in a more effective way than a teargas shell or pepper spray.

Fiji Times charged with inciting communal antagonism The Director of Public Prosecutions, Mr Christopher Pryde, has sanctioned charges of inciting communal antagonism against the Fiji Times. The charges have been laid
against Josaia Waqabaca, Anare Ravula, Fred Wesley, Hank Arts, and the Fiji Times Ltd under section 65 (2) (a) (i) and section 53 (1) of the Crimes Decree in relation to an article published by the Fiji Times in its supplemental iTaukei language newspaper Nai Lalakai on 27 April 2016.
It is alleged that Josaia Waqabaca, Anare Ravula, Fred Wesley, Hank Arts, and the Fiji Times Ltd made, or caused to be published, a statement in the iTaukei language Nai Lalakai newspaper that is likely to incite dislike, hatred, or antagonism of the Muslim community. The statement reads: “Ko ira na Musulomani era sega ni taukei kei Viti, sai ira nai lawalawa oqo era a curu botea na vanua eso ka dua vei ira ko Bangladesh mai Idia, kara vei vakamatei kina, kucuvi na nodra yalewa, ra vakararawataki na gone me yacova sara nira sa lewa ka sa nodra tu edaidai” (Translated as “Muslims are not the indigenous of this country. These are people that have invaded other nations,for example, Bangladesh in India, where they killed, raped and abused their women and children. Today they have gone to the extent of having a part in the running of the country”). The matter will be called for first mention tomorrow.

Woman murdered, husband found dead Police are investigating the alleged murder of a 39-year-old in Tauvegavega, Ba early today. Police Spokesperson, Ana Naisoro has confirmed the deceased was allegedly murdered by her 49-year-old husband. She said that they received an anonymous call at
around 5am and were told about the incident. It is alleged that the victim was attacked by a cane knife resulting in her death. Police then went looking for the suspect and found him dead. Ms Naisoro said Police are still getting more information on the matter.

Wiping out militancy imperative for Pak’s existence
Prime Minister Nawaz Sharif on Wednesday said that wiping out the threat of militancy is “imperative” for Pakistan’s existence and survival. The Prime Minister chaired a meeting at the Prime Minister House here to review the progress on the implementation of National Action Plan (NAP), adopted after Peshawar school attack to deal with terrorism. According to an official statement, Lt General (retd) Nasser Khan Janjua, National Security Advisor and the Convener of Implementation and Review Committee of National Action Plan, made a presentation detailing implementation status as to various components of the NAP. Sharif expressed his satisfaction on the progress made by various provincial and federal agencies so far and directed that the pace of implementation should be further expedited. Sharif said that, “eradication of the menace of terrorism was neither a choice nor an option, but an imperative for our existence and survival.” Various laws governing the anti-terrorism efforts were also reviewed and ways and means to make these laws more effective were discussed. The report presented to the Prime Minister by the Federally Administered Tribal Areas Reforms Committee was also discussed and it was decided that the report shall be made public to elicit further debate and discussion towards developing a national consensus on the committee’s recommendations.
Attack on university in Kabul orchestrated from Pakistan, says Afghanistan government Cooling ties between Afghanistan and Pakistan took a further hit on Thursday evening, with the Afghan government saying the attack on Kabul’s American University was orchestrated from Pakistan. US concerned about human rights situation in Pakistan-held Kashmir The US is concerned about human rights situation in the Pakistan-occupied Kashmir+ and the country’s Balochistan province, the State Department has said. US State Department spokesperson Mark C Toner on Tuesday said the US was concerned about the “ human rights situation+ “ there and had “reported it for several years in our Human Rights Report”. He made the remarks while responding to a question about Pakistan Army’s oppression in Pakistan-held Kashmir and Balochistan+ , during a press briefing here. Toner also said the US had always urged Pakistan to work out differences in its region peacefully and through a political process. “We’ve obviously -- are always urging all parties in Pakistan to work out their differences peaceably and through a valid political process,” Toner said. He also said that Pakistan was well aware of the US policy on the Kashmir issue.

How hundreds of students survived deadly attack on university in Kabul Thirteen people, including students and a professor, were killed in an attack on the American University+ in Kabul that had students leaping from the windows in panic, the Afghan government said on Thursday. The attack began on Wednesday evening with a large explosion from what officials said was a car bomb followed by gunfire, as suspected militants stormed into the complex where foreign staff and pupils were working. It ended early on Thursday when two gunmen were shot dead by Afghan special forces who surrounded the walled compound and worked their way inside, interior ministry officials said.
The Afghan presidential palace said in a statement that seven students, three security force personnel, two security guards and one professor were killed in the attack, the second incident involving the university this month. The gunmen got into the building despite armed guards and watchtowers. Students recounted barricading themselves in classrooms or jumping from windows to escape when the attack started. “Many students jumped from the second floor, some broke their legs and some hurt their head trying to escape,” Abdullah Fahimi, said a student who escaped. He injured his ankle making the leap.
Modi invites Nepal PM Prachanda to visit India
Prime Minister Narendra Modi on Saturday extended an invitation to new Prime Minister of Nepal Pushpa Kamal Dahal ‘Prachanda’ to visit India at the earliest while expressing commitment to strengthening traditional bonds of friendship and kinship. Modi conveyed this to Bimalendra Nidhi, Deputy Prime Minister and Minister of Home Affairs of Nepal, when he called on him here. During the meeting, Modi conveyed his greetings and best wishes to the new government of Nepal led by Prachanda and extended an invitation to him to visit India at his earliest convenience, a PMO statement said. Nidhi briefed the Prime Minister about developments in Nepal where the new government took over recently. Modi said the relations between India and Nepal were not merely between the two governments but between the people of the two countries and that India is committed to strengthening these traditional bonds of friendship and kinship with the people of Nepal. The Prime Minister also said that India is fully committed to support the government and the people of Nepal in the postearthquake reconstruction efforts. Relations between India and Nepal went through a bad phase last year and the two countries are hoping to make a new beginning after the new government took over in Kathmandu.

Seven years ago, Mountain Echoes, a gritty little literary festival put down roots in Thimphu, hoping to grow a forest of ideas. Over the years, writers, academics, diplomats, environmentalists, culinary and cultural artists attended the event from the subcontinent and farther, contributing to its creative canopy and setting off writing collaborations and literary enterprises that went beyond the stage. In this, its seventh year, Mountain Echoes returns on August 26, with the fruits of its labour, its attempts to reach deep and pull out new stories from the mountain kingdom. Year One started tentatively with a lineup that featured more speakers from outside Bhutan than within; this year however, people from both sides of the Bhutanese border figure equally on the bill. They bring to the schedule a range as broad as the mountains itself - climate change, oral histories, detective fiction, noir, brandbuilding, mountaineering, identity, travel and stillness, digital libraries, and Buddhism, with a roll-call that includes Her Majesty the Queen Mother, Ashi Dori Wangmo Wangchuck, Pico Iyer, Amitav Ghosh, Tabu, Piyush Pandey, Graeme Simsion, Zac O’Yeah, and others. Bundle of joy arrives! It’s a girl for Shahid Kapoor-Mira Rajput Bollywood star Shahid Kapoor and his wife Mira Rajput were blessed with a baby girl at around 8.15pm on Friday night. Sources at the Hinduja Healthcare Surgical Hospital, Khar, where Mira had been admitted on Thursday night, said it was a normal delivery and that both mother and child were doing well. “She was taken to the labour room at 7pm and delivered a healthy baby girl about an hour later,” added a source. A few days back, Katrina Kaif, Alia Bhatt, Varun Dhawan, Aditya Roy Kapur, Sidharth Malhotra, Parineeti Chopra, Badshah and Karan Johar brought an end to one of the most successful international tours of all time – The Dream Team Tour 2016. While we told you that Priyanka Chopra, Nargis Fakhri and Abhishek Bachchan had visited the team during their shows, there was one more visitor that they had. Who? Sushant Singh Rajput injures himself on the sets of Raabta Sushant Singh Rajput who is known for preparing for his roles rigorously went a bit ahead this time. The Shuddh Desi Romance star has injured himself while shooting one of the action sequences of his upcoming movie Raabta and as a result, a ligament of his right knee suffered a tear. The actor now has been advised a month’s rest from his strenuous workout regime and has been even asked to avoid running. However, there was no delay in the shoot as the actor made sure he gave his perfect shot in spite of his injury. About his injury, Sushant said in a statement that, “We practiced a lot and I could do the stunt properly
every time, but unfortunately on the day of the shoot it was pouring and the ground was slippery. That caused the injury. I am glad that we could still finish the scene as planned.” Raabta will mark the directorial debut of Dinesh Vijan who has produced movies like Cocktail and Love Aaj Kal with Saif Ali Khan and Badlapur was his first project which he produced solo after parting ways with Saif. Raabta has been shot exclusively in locations like Budapest, Mauritius and others. As for Sushant, he will be next seen in M.S. Dhoni – The Untold Story which releases next month. He will be essaying the role of India’s current captain Mahendra Singh Dhoni.

Movie Review
‘A Flying Jatt’
Tiger Shroff is FANTASTIC but a preachy second half stops him from soaring! Tiger Shroff becomes the youngest actor in his generation to play a superhero in his latest release, A Flying Jatt. Jacqueline Fernandez plays the heroine in the film while Mad Max: Fury Road actor Nathan Jones is the main villain. The film is directed by the ABCD fame Remo D’Souza. What’s it about Superhero films as a genre have been a perennial favourite in cinema across the world. Watching an undergo or a regular Joe suddenly posses super powers and beat the baddies makes for a good movie plot. Bollywood has had its share of superhero films with Krrish and Ra.One. A Flying Jatt which is being typecast in the same genre is a mashup of everything that has gone wrong with the superhero franchise. Tiger plays Aman a Sardar, has an alcoholic mother played by the versatile Amrita Singh. Kay Kay Menon is an industrialist whose factories pollute the city with its dump. But wait before you say pollution, let me tell you that this track goes on to play a major role in the climax. Tiger gets his super power when he has a face off with the baddie Raka- a monster whose strength increases by inhaling the toxic gases of the city. Once Tiger becomes A Flying Jatt, things start picking up. The story is
predictable and you know good will trump evil. What’s hot Tiger’s likeability and easy charm play a very big role in making this Jatt somewhat entertaining. He’s already proved his
mettle at dance and action in his first two films, Heropanti and Baaghi. Stepping out of his comfort zone, he tackles comedy and tries something new with Jatt. As the blue masked super hero, Tiger is spot on. The first half is light and the portions where Tiger struggles to adapt to his new life are hilarious. Amrita Singh who plays the alcohol loving mother and constantly nags Tiger to go save the world is outstanding. Her scenes with Tiger are the highlights of the film. Remo puts together some slick action scenes, the best ones are the hand combat scenes which don’t have an overdose of VFX. Nathan Jones who
plays Raka looks menacing and means business. What’s not The film goes downhill from its second half taking a mighty tumble. There is a sudden change in Tiger’s demeanour and once Jatt starts taking himself too seriously, there is very little fun left in the film. Also the climax is a royal mess. Remo sort of loses his grip on the plot and makes it into a public service announcement to curb pollution. You really smack your forehead in dismay and go ‘no way!’ when that happens. The fun flying Jatt becomes a sullen flying Jatt who now has the job of promoting environmental welfare. The climax fight between Jatt and Raka takes place in space and on moon and even on an orbiting satellite. Of course there is ample scope for cinematic liberty in this genre but this was stretching it way too much. There are too many brand placements that pop up till the very end and several scenes straight lifted out of Hollywood superhero flicks. What starts off as a fun, light and breezy entertainer suddenly looks burdened by the weight of its bad plot. Jacqueline doesn’t have much to do but look glam in the Beat Pe Booty song and her chemistry with Tiger just didn’t work for me.
Captain Nawab first look
Not many know this but Emraan Hashmi is all set to become a producer soon, joining the likes of his Bollywood peers like Shah Rukh Khan, Akshay Kumar, Salman Khan, Aamir Khan and others. Mahesh Bhatt sir, beware… your nephew is ready to give you some tough competition. His first production will be called Captain Nawab and it will have him play a soldier. This will be for the first time he will be playing a army man in a movie, even though he has played a cop in a few movies like Ungli and Zeher. He also revealed the first look of the film to popular daily Mirror, which is actually the first look of the character. Interestingly, his uniform is a mix of both Indian and Pakistani uniforms. So does that mean he will be seen traipsing across the border a la Bajrangi Bhaijaan, but in a more action packed way. Speaking to Mirror, the actor says, “That’s the DNA of the film. I know it’ll spark off assumptions but I’ll hold the suspense for now” The film will be directed by Tony D’Souza, who earlier made Azhar with Emraan Hashmi. The scripting is still underway, though Emraan hints that the film is inspired by true events.

Kadhai (Kadai) Paneer Kadhi Paneer is a great main dish for any special occasion. Paneer and colorful bell peppers are sauteed in spicy tomato gravy. Ingredients: 1/2 pound paneer 1 medium red bell pepper (shimla mirch, capsicum) 1 medium green bell pepper (shimla mirch, capsicum) 3 tablespoons oil 3 medium tomatoes About 1/4 inch piece of ginger 1 green chili Pinch of asafetida (hing) 1 teaspoon cumin seed (jeera)
1 and 1/2 tablespoons coriander powder (dhania) 1/2 teaspoon turmeric (haldi) 1/2 teaspoon cayenne pepper 2 tablespoons chopped fenugreek leaves (methi) or dry fenugreek leaves (kastoori methi) 3/4 teaspoon salt, adjust to taste Method: Cut paneer and bell peppers into ½ inch cubes. Blend the tomatoes, ginger, and green chili to make a puree. Heat the oil in frying pan on medium heat and stir fry paneer for about 2 minutes – take
them out before paneer starts changing color. Next stir-fry bell pepper until they are tender. Do not over cook the bell pepper. Take them out and drain on a paper towel. Using the same frying pan, Test the oil by adding one cumin seed to the oil; if seed cracks right away oil is ready. Add the asafetida and cumin seeds. After the cumin seeds crack, add the tomato puree, coriander powder, turmeric, fenugreek

Ingredients Milk - 1 1/2 cups Sugar - 5 tbsps Falooda seeds - 1 tbsp (sabja/basil seeds) soak in 1/2 cup water for 20 mins Falooda sev - 1 cup Mango puree - 1 1/2 cups Mango ice cream - 4 scoops Chopped mango cubes - 1 cup Pistachios - 8, sliced Almonds - 6, sliced Cherries - 4, for garnish Method Bring the milk to a boil and simmer till it reduces to 1 cup. Turn off heat, add 2 tbsps sugar and mix well. Bring to room temperature and chill until use. Soak falooda seeds in water for 15 to 20 mins and allow to bloom. Set aside. Blend mango puree with 3 tbsps of sugar and refrigerate until use. Make falooda sev by following the link provided above. Place the prepared sev in cold water and refrigerate until use. Chill the serving falooda glasses in the fridge for at least half an hour. To assemble falooda: Take the chilled serving glass and add few mango cubes in the bottom of the glass followed by 2 tbsps of bloomed falooda seeds. Next layer with 2 heaped tbsps of falooda sev/noodles followed by 3 tbsps of mango puree. Slowly pour few tbsps of chilled milk. Next layer with few more mango cubes, followed by a generous tbsp of bloomed falooda seeds. Next layer with 2 tbsps of falooda noodles followed by 3 tbsps of mango puree and chilled milk. Finally, place a scoop of mango ice cream on top. Garnish with sliced nuts and a cherry. Serve immediately to avoid the ice cream from melting and over flowing.

Fitch said the trend “suggests that the city’s market may already have begun to cool and is increasingly vulnerable to price declines if there is a rise in the unemployment rate.”

With a new tax on foreign homebuyers in Vancouver expected to slow purchase activity, there is a greater risk the city’s lofty real estate prices would be vulnerable to a potential jump in local unemployment, Fitch Ratings said on Monday. The new tax will likely be effective in tamping down buyer activity, Fitch analysts wrote, but with signs that the market may have begun to cool even before the tax, that leaves Vancouver home prices more exposed to potential changes in Canada’s economy. “We feel that foreign investors have been propping up real estate in Vancouver, creating more demand, which is raising prices,” said Susan Hosterman, director of U.S. structured finance at Fitch Ratings. “With them potentially out of the picture, Vancouver is more susceptible to Canadian supply and demand behavior, which is mainly driven by employment.” While Vancouver’s job growth has been strong, Hosterman said it was a question of how long it will last given lackluster job creation in other parts of the country. Simon Fraser University professor Andrey Pavlov says the real issue isn’t that higher local unemployment might make the local market unsustainable absent foreign buyers — it’s that without foreign buyers, the region’s already low unemployment rate won’t be enough to support the market. “We’re hooped even if there’s no change in employment,” he said. “Clearly our prices have nothing to do with local

The provincial government introduced the tax — which requires foreign nationals buying real estate within the Metro Vancouver area to add a 15 per cent property transfer tax — as a measure to address high real estate prices in the Lower Mainland. But ever since the tax came in to effect on August 2, the market has been in a tizzy. Some foreign buyers were forced to consider abandoning their bids and face legal action; some lost thousands; others
scrambled to find enough money to cover the shortfall. On the other side, Canadian citizens who had sold their houses to foreign buyers were faced with lost deals from buyers who could not or would not pay the 15 per cent surplus. Lawyers declared that thousands of locals could end up in litigation over reneged contracts. As for the real estate market, Vancouver realtor Steve Saretsky says that sales have taken a nosedive. “The market has been slowing down since
