7 new opioid addiction treatment centres to open throughout Fraser Valley The Fraser Health Authority (FHA) will rapidly expand access to opioid addictions treatment — including prescription methadone and Suboxone — by opening seven new clinics across the Lower Mainland. Clinics will open in Burnaby, Langley, Maple Ridge, Mission, Abbotsford and Chilliwack through September and October to offer the first treatment for opioid addiction, following the success of two treatment centres in Surrey. “Seven of the 14 communities that have the [greatest number of overdose deaths [in B.C.] are actually in our region,” said Dr. Victoria Lee, the chief medical health officer at Fraser Health. “We’re expanding services purposefully in those communities
to ensure that we have greater access to treatment services.” So far In 2017, 258 people have died of illicit drug overdoses in the FHA region — more than any other health authority in the province. Cabbies want support from BC NDP as Uber debate looms With the Green Party set to introduce ridehailing legislation this fall that would pave the way for companies like Uber to come to B.C., the NDP could be in an uncomfortable situation. The taxi industry, which fears ride-hailing will threaten jobs and drive down the cost of taxi licences, helped the New Democrats win six of nine seats in Surrey in the last election. Taxes are the average Canadian family’s largest expense By: Charles Lammam and Milagros Palacios The Fraser Institute
With home prices rising across the country, many may assume that housing costs (including rent and mortgage payments) are the most expensive budget item for the average Canadian family. In reality, the average Canadian household spends more on taxes than any other expense - including housing. In 2016, the average Canadian family (including single Canadians) earned $83,105 in income and paid $35,283 in total taxes. That’s 42.5 per cent of income going to taxes. For most of us, the income and payroll tax deductions on our paycheques don’t total anything close to this percentage. But to understand the full cost of taxation, you must consider all the taxes - visible and hidden - that we pay to federal, provincial and municipal governments. Those include sales taxes, property taxes, fuel taxes, carbon taxes, import taxes, alcohol taxes and much more. These add up to make our overall tax bill expensive. So how does the overall tax bill compare to housing costs? The average Canadian family spends 22.1 per cent of its income on housing - only about half as much as it spends on taxes. In fact, taxes consume more of the average family’s income than all the basic necessities of life combined. The average family’s spending on housing, food and clothing in a year averages 37.4 per cent of its income. Canadian families may rightfully wonder whether they get good value for their tax dollars. Of course, taxes fund important government services. But we shouldn’t simply assume that higher taxes always provide better government services.

SASKATOON — PM Justin Trudeau says now, more than ever, Canadians must stand together against racism and Islamophobia. Trudeau made the comments in Saskatoon while delivering remarks recognizing the beginning of Eid al-Adha, a Muslim holiday. “Whether we are in a big city or a small town, we must continue to stand together, united against racism, hatred and Islamophobia,” Trudeau told the crowd. “This is just who we are as Canadians. Taxes are the average Canadian familyâ&#x20AC;&#x2122;s largest expense From page 4 While itâ&#x20AC;&#x2122;s up to Canadians to decide if they get the best bang for their money, you need to know how much you pay in total taxes to make an informed assessment. In most provinces, more than 50 per cent of your tax dollars finance generous pay for government employees. Government employees, on average, receive 10.6 per cent higher wages than private-sector workers doing similar work. And thatâ&#x20AC;&#x2122;s on top of the much more generous non-wage benefits (pension coverage, job security, early retirement) the government sector enjoys. Of course, we need qualified and well-paid government workers, but is this pay and benefit premium the best use of our tax dollars? Health care consumes around 40 per cent of most provincial budgets and is a fast-growing expense. International comparisons show that, despite high levels of spending, Canadians have comparatively poor access to technology and doctors, and endure longer wait times for surgery. Itâ&#x20AC;&#x2122;s hard to see how we get good value for our money in public health care when measured against other countries that also offer universal access. Most troubling is when our tax dollars are outright wasted on boondoggles and failed government programs. A recent study documented more than 600 cases where the federal government failed to meet its own objectives over a 25-year period, resulting in up to $197 billion of wasted tax money. If Canadians are more informed about the true cost of government, theyâ&#x20AC;&#x2122;ll be better equipped to hold government accountable for how it spends our tax dollars. And that leads to a more robust public debate about the overall tax burden and whether we get our moneyâ&#x20AC;&#x2122;s worth. Is Vancouver becoming ‘syringe city’?
ean Paddison injects a syringe full of heroin and cocaine into his vein at the Overdose Prevention Society’s clinic in Vancouver’s Downtown Eastside. When he’s done, Paddison drops the used needle into a big yellow box next to his injecting station. “If I’m using away from my house, I come to a safe injection site, where they’ve got the place to get rid of them. If I’m using somewhere like an alley, I’ll always use a rig box,” he said. Paddison has been using injection drugs for seven years, and he’s no stranger to needles, but with more and more of them littering Vancouver’s streets, Paddison has a harsh message for other users carelessly discarding their dirty syringes. “Clean up after yourselves, you assholes, because other people don’t want to get your diseases.” The number of needles showing up in parks, on sidewalks and elsewhere is on the rise. It’s prompted complaints and concerns in neighbourhoods near the Downtown Eastside. But according
to Vancouver city councillor Kerry Jang, the problem isn’t limited to the area around the Downtown Eastside. Jang says the issue of potentially hazardous needles on the street is just a symptom of a much larger problem with Vancouver’s struggle with drugs. “It’s not just the Downtown Eastside, it’s throughout the city now,” said Jang. “The number of addicts are going up. In the City of Vancouver, you know, the number of overdose deaths — we’ve surpassed last year. It really is a symptom of the overdose crisis that we’re having right now,” he said. “There are more needles being distributed to make sure that [drug users are] using clean needles and not reusing dirty needles, which leads to infectious diseases and other problems,” said Jang. “Unfortunately a lot of [the needles] are showing up in our parks and waterways, for example,” he said. Vancouver Coastal Health manages the distribution and collection of syringes through several service providers. While their numbers for collected syringes

aren’t exact, they sketch a picture of an issue that keeps getting worse. A man prepares to inject at a supervised injection site. A large yellow needle container sits next to each table for careful disposal of sharps and other hazardous waste. According to George McPhee, who supervises the OPS site, more than 1,000 needles will be used at the clinic each day, but many users also take a handful of syringes home with them to use later. “A lot of people, they’ll use, they’ll sit for a bit and then once they’re ready to go, they’ll take some to go,” said McPhee. OPS is far from the only group distributing free, clean needles to the drug user community. Many local organizations have syringes available for drug users. McPhee says the staff at OPS will give users sharps containers to take home, and they do regular needle sweeps

in the alley and on the sidewalk in front of the site. Jang credits supervised injection sites like OPS and Insite with keeping lots of needles off the street, and giving users a safe place to inject. But he stresses that the broader challenge with drug addiction and overdose deaths extends beyond the boundaries of Vancouver or even British Columbia. And he says it will take major action to improve the situation. “This is why we need and we’ve been pushing our health authorities, the new [B.C.] minister of mental health and addictions, for example, to take some really bold action,” said Jang. “Start cleaning up the drug supply, you know, start doing more prescription opioids. Things like that will reduce the need for users to get needles, shoot up on their own and discard them on the street.”

Lawyers protest for changes to BCâ&#x20AC;&#x2122;s â&#x20AC;&#x2DC;badly brokenâ&#x20AC;&#x2122; justice system Nine days before the B.C. Legislature reconvenes under a new NDP government, a group of Vancouver-based lawyers has compiled a list of recommendations to fix what it calls problems within BCâ&#x20AC;&#x2122;s judicial system. The group is made up of lawyers from the B.C. Civil Liberties Association, the West Coast Womenâ&#x20AC;&#x2122;s Legal Education and Action Fund (Leaf), the Pivot Legal Society and the Community Legal Assistance Society. â&#x20AC;&#x153;British Columbiaâ&#x20AC;&#x2122;s civil and criminal justice systems are badly broken and need a lot of work after years of inattention,â&#x20AC;? said Josh Paterson, executive director of the B.C. Civil Liberties Association (BCCLA). The list of 10 recommendations range from reforming policing practices to deprioritizing the enforcement of Canadaâ&#x20AC;&#x2122;s drug possession laws to closing loopholes in the Residential Tenancy Act. â&#x20AC;&#x153;A lot of issues we address in our report require substantial work over time to fix. But there are changes that the government can make right now that would result in a dramatic improvementâ&#x20AC;? Legal Aid funding a key priority One of the main priorities, according to the group, is to restore funding to legal aid. â&#x20AC;&#x153;In 2002, legal aid was gutted. It was cut 40 per cent across the board. Family law was cut by 60 per cent, poverty law services were eliminated. Those who were most directly impacted were women, people with illnesses or low income people,â&#x20AC;? said
Kasari Govender, executive director of West Coast Leaf. In addition to funding for legal aid, the group is calling on the re-establishment of publicly-funded legal clinics. The group said Friday it welcomed the governmentâ&#x20AC;&#x2122;s move to re-establish the B.C. Human Rights Commission but said more needs to be done. The recommendations come less than 10 days before provincial politicians return to Victoria for the fall sitting of the legislature. The new NDP government will lay out its priorities for the session in its throne speech on Sept. 8. â&#x20AC;&#x153;As the legislature begins its new session, we will be looking for real commitments to justice reform in the throne speech and in the weeks to follow,â&#x20AC;? said Paterson. Paterson said the group of lawyers met with newly-minted Attorney General David Eby on Monday and that the recommendations were received â&#x20AC;&#x153;thoughtfullyâ&#x20AC;? and â&#x20AC;&#x153;posivitely.â&#x20AC;? Eby â&#x20AC;&#x201D; a lawyer by profession â&#x20AC;&#x201D; was once the executive director of the BCCLA and also worked with the Pivot Legal Society. â&#x20AC;&#x153;I think thatâ&#x20AC;&#x2122;s a really helpful background,â&#x20AC;? said Paterson. â&#x20AC;&#x153;We fully expect that heâ&#x20AC;&#x2122;s going to do his job in the interests of British Columbians and that his experience will obviously play into how he carries out those responsibilities.â&#x20AC;? Surrey RCMP â&#x20AC;&#x2DC;surprised and disappointedâ&#x20AC;&#x2122; at lack of tips on recent shootings Surrey RCMP investigators are frustrated a news conference that was held a month ago has failed to generate a single tip from the public. RCMP say violent crime and shootings are down in Surrey compared to last year, but gun violence has flared up again over the last couple of months. Schumann says he understands that sharing

Legislature reconvenes under a new NDP government, a group of Vancouver-based lawyers has compiled a list of recommendations to fix what it calls problems within BC’s judicial system. The group is made up of lawyers from the B.C. Civil Liberties Association, the West Coast Women’s Legal Education and Action Fund (Leaf), the Pivot Legal Society and the Community Legal Assistance Society. “British Columbia’s civil and criminal justice systems are badly broken and need a lot of work after years of inattention,” said Josh Paterson, executive director of the B.C. Deadly drug overdose epidemic attracting men between 19 to 59: report VANCOUVER â&#x20AC;&#x201D; Too many men working in trades are overdosing on opioids, says a chief medical health officer in British Columbia who wants the industry to be involved in identifying interventions that could save lives. Dr. Victoria Lee of Fraser Health said men between the ages of 19 and 59 are disproportionately affected by a hidden epidemic thatâ&#x20AC;&#x2122;s shrouded in secrecy among those too ashamed to get help. She said men who are injured on the job may be ensnared into dependence on illicit substances after being prescribed pain medication. â&#x20AC;&#x153;Some people start to self-medicate. It can be for
physical and emotional reasons as well,â&#x20AC;? Lee said in an interview. â&#x20AC;&#x153;Thereâ&#x20AC;&#x2122;s a huge amount of stigma around using (illicit) substances so when you combine that with the fact that itâ&#x20AC;&#x2122;s not socially acceptable for men to be vulnerable it makes it very difficult for men in those situations to ask for help.â&#x20AC;? Men are also unlikely to use health services unless absolutely necessary so canâ&#x20AC;&#x2122;t access resources and often end up dying alone, said Lee, who works for a health authority that provides services to more than 1.8 million people in communities across a large area stretching from Burnaby to White Rock to Hope.
Man charged with murder after dead body found in Vancouver apartment A man has been arrested and charged after another man was found dead inside a Downtown Eastside apartment on Monday. Vancouver police announced Wednesday that Randall Whitworth Hill, 34, had been charged with one count of second degree murder. On Monday, police were called to a home on Princess Avenue near Alexander Street after a manâ&#x20AC;&#x2122;s body was found inside an apartment. The manâ&#x20AC;&#x2122;s death was found to be suspicious and VPDâ&#x20AC;&#x2122;s major crime
investigators took over the case. Hill was quickly identified and arrested in relation to the death. He has since been charged with one count of second-degree murder and remains in custody. Police have also identified the victim as Roscoe Henry Carmack, a 53-year-old Vancouver resident. It is the cityâ&#x20AC;&#x2122;s 13th homicide of the year. Record breaking heat waves leads to record-breaking power consumption It was a record-breaking week for summer temperatures across the province â&#x20AC;&#x201D; which led to record-breaking power consumption, according to BC Hydro. Environment Canada issued a statement that a strong ridge of high pressure over southern B.C. caused temperatures to soar, hitting 38.5 C in Kamloops, breaking a record set in 1915. Princeton saw a record set in 1897 broken as temperatures hit 36 C. Records were also broken at the Vancouver Airport, Vancouver Harbour, Sparwood and Williams Lake, while Pemberton tied its 1974 record of 34.4 C. BC Hydro said the temperatures this week also set a new record for summer
power consumption when peak hourly demand hit a new high on Monday evening. At its peak, BC Hydro customers consumed 7,851 megawatts â&#x20AC;&#x201D; 12 per cent higher than last Monday, and higher than the previous summer record of 7,468 megawatts set on Aug.11, 2014. The milestone is actually the second broken record this year. On Jan. 3, BC Hydro recorded the highest ever peak hourly demand at 10,126 megawatts during a cold weather snap. According to climate scientists, extreme swings in temperature like heat waves and cold snaps will become increasingly common in future due to climate change linked to greenhouse gas emissions.

Housing minister eyes possible cut to annual rent increases B.C.â&#x20AC;&#x2122;s housing minister is exploring lessening the annual rent hikes landlords are allowed to apply to tenants in the province. Selina Robinson said the current formula, which caps annual allowable rent increases to two per cent plus the rate of inflation, will be under review within her ministry as she tries to find ways to make life more affordable for renters. â&#x20AC;&#x153;Iâ&#x20AC;&#x2122;m very curious about those numbers and how they were achieved,â&#x20AC;? she said in an interview. Due to inflation, the current maximum rent increase is four per cent in 2018. â&#x20AC;&#x153;I also feel as a new minister I need to understand what all the pieces are, and Iâ&#x20AC;&#x2122;m very curious where this formula came from and what is the rationale,â&#x20AC;? said Robinson. Under the law, landlords may only increase rent once every 12 months, up to the maximum allowable rate, and provide three months notice to tenants. The average rent for a one-bedroom apartment in Vancouver is $1,950 a month,
which means the maximum rental increase is $78 this year. According to the Canadian Rental Housing Index there are 517,430 renter households in B.C. â&#x20AC;&#x201C; thatâ&#x20AC;&#x2122;s 29 per cent of all households. In Greater Vancouver 34 per cent of all households are renting. B.C.â&#x20AC;&#x2122;s Tenant Resource and Advisory Centre wants the province to lower the increase to just the rate of inflation, said Andrew Sakamoto, executive director. That would mean the maximum rental increase would be two per cent this year, or $39 on a $1,950 monthly apartment in Vancouver. â&#x20AC;&#x153;Given our current rental crisis tenants are facing, I think it would be more realistic to be simply inflation,â&#x20AC;? said Sakamoto. Robinson said sheâ&#x20AC;&#x2122;s worried about rental affordability, something her party campaigned upon in the May provincial election. Sanghera family loses latest round in civil-forfeiture battle A south Vancouver family that police have linked to organized crime has lost the latest round in a court battle with the director of civil forfeiture over his attempt to seize their properties. Charges were later stayed against the patriarch, but the others were convicted on a series of firearms charges. Earlier this year, Udhamâ&#x20AC;&#x2122;s nephew Navdip was one of two men gunned down near East 31st Avenue and Inverness Street. During searches of the properties over the years police have seized numerous boxes of pistol-calibre ammunition, two sawed-off rifle butt stocks, a loaded pistol magazine, an AK47, ammunition and cocaine. In her response to the suit, Jaspal says she is the only owner of the houses and that the money used to buy them was earned legally.

NDP abandons 2021 deadline to reach $15 minimum wage The B.C. NDP government has altered an election promise to implement a $15 minimum wage by 2021, and will instead give an independent review panel free rein to suggest a new, possibly longer, timeline. Labour Minister Harry Bains said he agrees with criticism from Green party Leader Andrew Weaver that mandating the review panel to a 2021 timeline is too restrictive and locks in the outcome. So Bains said heâ&#x20AC;&#x2122;ll remove the deadline when he announces
details of his Fair Wages Commission in the next few weeks. â&#x20AC;&#x153;I think Mr. Weaver made a pretty good point,â&#x20AC;? Bains said in an interview. â&#x20AC;&#x153;Weâ&#x20AC;&#x2122;re going to work with him. Heâ&#x20AC;&#x2122;s saying that we should not be prescriptive of the fair wages commission and I agree with him. I think we should give them the

New B.C. RCMP group to investigate kidnapping scam targeting Chinese nationals The B.C. RCMP has created a group to investigate a series of false kidnapping threats targeting Chinese nationals living in Metro Vancouver. In July, Mounties issued a public warning after at least six people reported receiving messages that said their personal information had been compromised and that they had been implicated in a crime back in China. They were then instructed to contact Chinese officials and that if they didn’t cooperate, their family back in China
would be harmed. The suspects, who falsely claimed to be government officials, appeared to be targeting female Chinese nationals attending school in B.C. Meanwhile, the students’ families back home were told their relative was being held against their will and that a ransom would need to be paid. “While the methods used to target the victims may change over time, the way to protect yourself remains the same,” said Staff Sgt. Annie Linteau.

British Columbia’s new NDP government will scrap tolls on the Port Mann and Golden Ears bridges from September 1, but motorists should enjoy the free ride while it lasts. That’s because a commission is investigating mobility pricing options for transportation, which could include bridge tolls and other road usage fees. The NDP government is now championing the phrase “Toll Free B.C.” — and Transportation Minister Claire Trevena denied in an interview Friday that this slogan would be temporary given the work of the mobility commission. “What the mayors are looking at is mobility pricing, which is not tolling. It is looking at how people move,”
she told Postmedia News. But Gordon Price, an expert on all things urban, said the reality is that motorists will, of course, be paying for road infrastructure again under any mobility pricing system. A new system
would likely look very different, though, and could be more equitable than merely taxing bridge users south of the Fraser Valley. There are also other inequities in the local transportation system, Price noted, such as paying for ferries and transit. “Is a Compass Card really different from a TReO card?” asked Price, a former Vancouver city councillor and former director of the Simon Fraser University City Program. The key will be to find a solution that doesn’t politically alienate drivers (a.k.a. voters), who have come to expect that roads are an essential service funded by governments. “We have been raised on the free road. It is called a ‘freeway’ for a reason,” Price quipped. Five things to know about mobility pricing. 1 -TransLink’s Mobility Pricing Independent Commission will examine how to more fairly price roads and bridges in Metro Vancouver, and better coordinate the pricing of all transportation services, including transit fares, bridge tolls, and road usage charges. By spring 2018, TransLink and the region’s mayors are to receive the commission’s recommendations. 2 — A program at the SFU Centre for Dialogue analyzed a user fee called ‘road pricing,’ which can reduce congestion and raise revenue by charging motorists based on where and when they drive.

Police reveal details about ‘largest ever’ drug seizure in OPP history Ontario Provincial Police have seized more than 1,000 kilograms of pure cocaine in what the force is describing as the “largest single drug seizure in OPP history.” The seizure took place in the course of a multi-jurisdictional investigation that followed the cocaine from Argentina to the Port of Montreal, where it was sent to Ontario to be distributed. “We’ve never seen anything like this in a single seizure,” said OPP deputy commissioner Rick Barnum at a Monday morning press conference in Orillia, Ont., at which he sat in front of a wall made of the seized bricks of the drug. The OPP estimates the 1,062 kilograms of cocaine seized would have had a
$250-million street value once cut. Cocaine arrived in shipping containers In addition to the OPP, the Canada Border Services Agency, Peel Regional Police, and Financial Transactions and Reports Analysis Centre of Canada (FINTRAC) all collaborated in the investigation, which was called Project Hope. Barnum said the drug came from Argentina in shipping containers, was sealed into concrete blocks, and packed onto pallets in a way that made the contents extremely difficult to detect. The OPP released this image of concrete that encased a brick of cocaine during transportation from Argentina. He said that it’s unlikely the cocaine was produced in Argentina, which he described as a “transportation

America’s most wanted nabbed by Montreal police After eluding top U.S. law enforcement for more than a decade, one of America’s most wanted criminals and the suspected ringleader of a powerful drug-smuggling organization was caught by two bicyclemounted police officers in Montreal. Katay-Khaophone Sychanta, a 35-yearold dual citizen of Laos and Canada, was arrested Aug. 23 by officers on bike path patrol in the city’s Saint-Laurent borough. He was nabbed at the Bois-Franc train station after attempting to flee from the officers, one of whom got off his bike and chased the suspect down on foot. The officers had suspected Sychanta and a second man of possessing drugs. Police say Sychanta gave the officers fake U.S. identification, but fingerprinting later revealed a different identity.
Jaz Bains ready to make leap from college to university basketball The Queen’s Gaels basketball team is getting ready for its new season this fall as one of the team’s newest recruits is making the jump from college to university basketball. Jaz Bains is no stranger to the Kingston basketball scene. Bains had a sensational career with the St. Lawrence Vikings. In 2015, he was named the Ontario College Player of the year, but Bains admits suiting up for the Gaels and playing university ball will be a challenge. “The speed changes, the ball moves more, the bigs are bigger, everything is just at a higher skill,” said Bains. Bains not only had to step it up on the hard court but also in the classroom. The basketball player had to get his grades up to get into Queen’s. “I had to work really hard just to get my grades up and get into the school and I’m proud of myself obviously but I’m also proud that the school wanted me,” said Bains. The Gaels regular season tips off at the end of September. Now that Bains is on the team, he says one of his goals is to build chemistry with the team so they can be in sync on the court.

Alberta taxpayers on hook for new office of former UCP-turned-independent MLA Alberta taxpayers will likely have to pay as much as $50,000 in office renovations so former United Conservative Party MLA Derek Fildebrandt, plagued by recent expense scandals, can sit as an independent MLA. Fildebrandt’s decision last week to leave the UCP caucus means a new office may have to be retrofitted in the provincially owned Edmonton Federal Building. Independent MLAs can’t share an “openconcept” space with other party members, said Alex McCuaig, Legislative Assembly Office chief of staff. “They discuss caucus matters, and they require space to have those conversations without other caucus

Cost of debt on Metro Vancouver bridges to be shared by all BC taxpayers All B.C. taxpayers will share the burden of paying off billions in debt for the Port Mann Bridge and subsidizing the Golden Ears Bridge once tolls are removed from the two structures on Sept. 1. The elimination of tolls, a move that was quickly criticized by Green party Leader Andrew Weaver and the Liberal opposition, was a high-profile campaign promise of Premier John Horgan’s and will see daily bridge commuters save hundreds of dollars per year. Canada’s GDP grew at 4.5% annual pace in 2nd quarter, fastest since 2011 Canada’s economy is expanding at its fastest annualized rate in six years, Statistics Canada reported Thursday. Canada’s gross domestic product grew by 1.1 per cent between March and June, an improvement from the 0.9 per cent growth seen in the previous three-month period. That’s an annualized rate of expansion of 4.5 per cent, the highest the figure has been since the third quarter of 2011. Economists were expecting the annual pace to be lower, at 3.7
per cent. The Canadian dollar rose on the news, gaining more than a quarter of a cent to 79.60 cents US. “Wow,” economist Brian DePratto at TD Bank said after the numbers came out. “There seems to be no stopping Canada of late.” DePratto said the strong quarterly showing likely means another Bank of Canada rate hike is now a “done deal” some time between now and the end of the year.

TD caps big bank earnings with 17% rise in profits to almost $2.8B Toronto-Dominion Bank is reporting a $2.77-billion profit for its third-quarter, up 17 per cent from the same period last year. The profit amounted to $1.46 per share in net income and $1.51 per share of adjusted earnings. The Toronto-based bank’s Canadian retail banking sector accounted for $1.73 billion of net income, up 14 per cent from last year. The U.S. retail banking arm also saw a
14 per cent increase, to $901 million, while TD’s wholesale banking operation saw its net income fall by three per cent to $293 million. Toronto-Dominion is the last of Canada’s big banks to report its third-quarter earnings for 2017. All of the Big Six banks have outperformed analyst expectations.

Debt-ridden farmer jumps into canal A debt-ridden farmer’s body was found from the Gang Canal near Hindumalkot here today. Jaitley said a committee headed by Lt Gen DB Shekatkar (retd) had suggested 99 points for structural changes in the Army--cutting down flab and reducing revenue (maintenance) expenditure. Of these, the Ministry of Defence (MoD) on Tuesday accepted 65 suggestions, Jaitley said. The restructuring will be done in phases till 2019. The major changes will be in reorganisation of signals, engineering corps and ordnance. This will include monitoring companies, including merger of engineering units and signals units. Fuel service stations in Fiji record up to 75% decrease in plastic bag use Fuel service stations in Fiji are recording up to 75% decrease in plastic bag use in the first fifteen days since the introduction of the ten cents plastic bag levy. Fiji Fuel Retailers Association Secretary Pavan Haer says that since the introduction of the ten cents plastic bag levy, fuel service stations have trained convenience store employees to inspire over one hundred and seventy thousand vehicle drivers to hand carry purchases or bring a reusable bag. The training is supported with in-store posters, counter signage and ten thousand free vehicle stickers to support the behavior change with vehicle drivers. Supporting the announcement of the ten cents plastic bag levy in the 2017 – 2018 National Budget, the Fiji Fuel Retailers Association pledged to inspire drivers and walk-in customers to reduce one million plastic bags through its fuel service station convenience stores. Among its member service stations, a total of 44,196 plastic bags were levied for the first fifteen days. Based on the performance of the ten cents plastic
bag levy so far, the association is expected to surpass its challenge to reduce one million plastic bags in the first six months.
The levy is payable by a customer when provided a plastic bag from retailers that use a Point of Sale system and will be reflected on invoices and receipts. Retailers are required by law to transmit the levy each month to the Fiji Revenue and Customs Service that are responsible for transferring this sum to the newly established Fijian Government Environment and Climate Adaptation Fund. According to legislation, the fund will be utilized for financing environmental projects and activities in Fiji.
Police hunt for three men Police are searching for the three men alleged to be involved in the theft of a taxi and robbery. A 20-year-old alleged to have been part of a group who stole a taxi in Nadawa has been arrested. It is alleged the four also used the vehicle in a robbery at a shop in

Burst main causes water disruptions across parts of Lautoka It has now been confirmed by the Water Authority of Fiji that a burst main which was caused by old water pipes resulted in water disruptions across parts of Lautoka yesterday. Areas that were affected include Thomson Cresent, Natokowaqa, Sugar
Avenue, Drasa Avenue, Simla and parts of the Lautoka City area. The Water Authority of Fiji had said that it is fully aware that the old water pipes which have been in Fiji for a very long time are not able to cater for high water pressure. irector Aarambh Singh may have hit the jackpot with the casting of his film Malang, which may pair Sanjay Dutt and Rani Mukerji for the first time on the big screen. While the search for the female lead in the Bhushan Kumar, Sandeep Singh and Omung Kumar production is currently underway, a source suggests that Mukerji is a strong contender for the romanticthriller. Sanjay, Aarambh and the producers of Malang are keen to work with Rani since they’ve never been paired on the big screen. Dutt plays an investigating officer who falls in love with a lady cop. Rani will need to look extremely fit for the part. Sanju has a lot of respect for her and has been wanting to work with her for long. We have been impressed with the teaser of Kaalakaandi, which looks like a promising black comedy. And now it’s time to find out how Chef will look like, with the trailer coming out in some time. However, before that we have got the first look for the movie, that has Saif Ali Khan and Svar Kamble, who plays his son in their mobile catering van. Seeing Saif Ali Khan in his Chef avatar reminds me of his role in Salaam Namaste where also he played a chef. nterestingly the poster also confirmed that this official remake of the Hollywood movie also retains the same name. The original movie, which was released in 2014, was directed by Jon Favreau (who also directed Iron Man) while also taking on the main role.

Since the movie is being made by Airlift director Raja Krishna Menon, we do wonder if Akshay Kumar, the leading man of Airlift, would take on the role of Robert Downey Jr’s from the original.

New mortgage rules could depress housing demand by another 10%: TD Three veteran Calgary police officers have been charged with kidnapping and assault after an investigation into a 2010 incident involving at-risk youth. Det. Reagan Hossack, who has been on the force for 18 years, has been charged with kidnapping. Sgt. Mark Schwartz, who has 16 years on the force, and 25-year-member Det. Paul Rubner have both been charged with kidnapping and assault. Police say the three members were part of the vice unit at the time. They picked up a man on Jan. 20, 2010, who they believed had information related to an investigation into at-risk youth. Police believed that man might have information on a young woman being sexually exploited. The officers are alleged to have driven the man around for about 20 minutes while assaulting him. That man died several months later in circumstances not related to the alleged assault. He did not make a report to police on the incident. Acting Supt. Don Coleman says he fully stands behind the officers involved and the process. “It’s not convictions, it’s charges, so these are allegations, and then we will support the process once the matter goes before the courts,” Coleman told reporters at a news conference Wednesday. “I know these officers personally. I have worked around them. They are excellent officers and incredible people and they really have served the public well. They are some of the most dedicated and committed people you will ever want to meet.” The professional standards section of the Calgary Police Service received a complaint in June of 2015 from a former officer who was present at the time of the alleged incident but has since retired. The three officers are now on administrative leave for seven days. Court dates have not yet been set. Coleman said he was not aware of any other case of a kidnapping charge against a Calgary police officer.
