Arjan Bhullar ready to make history today Arjan Bhullar’s first foray into the UFC Octagon is today jand the Richmond native couldn’t be happier, but not entirely for the reasons you might be thinking. “I’m at the point now where I’m getting sick of training and I just want to go out there and do my thing, said Bhullar last week prior to departing for Edmonton, where he takes on fellow heavyweight Luis Henrique on the preliminary card of Saturday’s pay-perview event at Rogers Place. “The fact that I am feeling that means I’m right on track. That’s generally how the process goes for me and that lets me know that I’ve pushed hard enough and long enough and I derive confidence from that. The 31-year-old UFC newcomer has good reason to be confident, as he arrives on the biggest stage in the sport with an unblemished professional record and world-class wrestling credentials in his back pocket. On top of that, Bhullar spent a portion of his training camp in San Jose, California, training with the all-star cast at American Kickboxing Academy (AKA), including former champs Cain Velasquez and Daniel Cormier. “Being down at AKA was great, said Bhullar, who is 6-0 with three stoppage victories. “I started off my camp down there, D.C. was getting ready for the fight of his life with Jon Jones and that type of stuff rubs off on you. “His approach, his professionalism, his preparation was a great addition to the camp and then I finished up here in Continued on page 10

Tax reforms may be a turning point in Liberal political fortunes By: Robert McGarvey Columnist, Troy Media It all seemed perfectly reasonable: tax the low hanging fruit of “fat cat professional corporations to fund programs for the poor. Who could object to that? Turns out plenty of people object. A Hurricane Harvey of resentment has landed in Canada and its torrent of political backlash is growing stronger by the day. The Liberal government will look back upon this day as the moment its political fortunes turned; the date the tide of public sentiment began to run against Justin Trudeau. Finance Minister Bill Morneau looked decidedly uncomfortable at a recent press conference at which he justified the closing of “unfair tax loopholes by “wealthy small business owners, although he admitted (after receiving complaints from Liberal backbenchers) he was open to modifications to avoid any nasty unintended consequences. The prime minister was unapologetic. With mind-numbing unawareness, he reiterated his belief that his government was helping the middle class at the expense of the privileged one percenters. Small business owners across the country are left shaking their heads in disbelief; “fat cats, “one percenters? Who’s he kidding? Small to medium sized business is the heart and soul of the Canadian economy. Not only do small business owners hire the majority of Canadian workers, they take the most personal risk and work the longest hours in Canada. Moreover, they are vulnerable in ways the Prime Minister seems oblivious to. As for professional corporations - those

Currently large those corporate vehicles set up by doctors, corporations are the real “fat cats”. According school board byelection accountants and other professionals to manage to official records, some of Canada’s largest and most prestigious corporations pay virtually no tax. For example, according to a Canadian Business investigation, Canadian Pacific Railway, in the decade between 2004 and 2014, had total (net) income of $7.7 billion but paid $139 million in tax over the period for an effective tax rate of 1.8 per cent. If you’re a smart Canadian company, you’ll control your global operation out of Bermuda, the Cayman Islands or some other tax friendly jurisdiction. Manage your affairs prudently and you’ll pay virtually no tax at all on your domestic operations. There’s two ways to attack the problem of insufficient government revenues. One, grow the economy with as yet unimagined policy changes or attack the tax problem at its source - the growing multi-national tax advantage. The Canadian economy, like other developed economies, has not adapted to the post-industrial economy. Our capital markets regularly misdirect Canadian savings into unproductive property and stock market investment where these vital resources are unavailable to grow the new ‘intangible’ economy and help fill government coffers. While multi-national corporations continuing to ship production, jobs and revenues outside the country and beyond the jurisdiction of the Canadian government, they still do business in Canada and present themselves as Canadian. The Liberals are right in one sense: there is a tax revenue problem in Canada. But they’re targeting the wrong group and the problem is much deeper than they’re willing to admit. The use of the term “unfair” is instructive, because it illuminates the staggering inequity that exists in taxation in our modern economy. In the 1950s and ‘60s, large corporations paid approximately half of all government tax revenues, individual taxpayers made up the rest. Former candidate Peter Julian endorses Jagmeet Singh’s NDP leadership bid BC MP and former leadership candidate Peter Julian has endorsed Ontario MPP Jagmeet Singh in his bid to become the next leader of the federal NDP. “If we’re talking about changing Canada, we need to be competitive right across the country, Julian told the Post ahead of his announcement in Vancouver on Thursday. “The 47,000 new members (that Singh’s campaign claims he signed up) is extraordinarily impressive. It’s not something that’s happened before in the history of the NDP. Last week, Ontario MP Charlie Angus’s co-campaign manager accused Singh’s campaign of inflating his membership numbers, which account for more than a third of the 124,000 members the party says are eligible to vote this fall. But Julian said he believes Singh’s numbers are “very accurate. He pointed to Singh’s success as an MPP in the ethnically diverse suburbs of Toronto, saying Singh is competitive in suburban areas where the NDP needs to gain ground. “What Jagmeet did is he ran in a nohope riding and built it up into a very strong NDP riding, he said.

Price hike by ICBC is terrible Compare to other province, British Columbia has been charging more insurance fees. Under the pretext of losing money ICBC has announced another increase of $ 130.00 Dollars per annual. Gas price sky high. Car insurance also unbearable higher therefore it is find heavy economic burden on drivers and make motorist life expensive to run vehicle. What a great blow on public pocket ! It’s look like totally unfair for those drivers who have no accident claim and having clean driving record but for them discount slab remained fix forty per cent. Why ICBC want to charge extra $ 130 Dollars to those drivers who has been driving more than ten years without making any claim ? It has been long exiting discount policy set for forty per cent by ICBC but it seems whenever price reforms take place no attention has been given towards good drivers. Discount policy need to be changed. Good customer should be eligible to get more than forty per cent discount. We urge ICBC authority that as insurance price revised they must give some more relief to the good drivers. Hanif A. Patel Surrey.

Jassi’s mom & uncle should stand trial in India for her murder - Supreme Court of Canada orders for comment over the next month. Dual agency has been restricted or banned in some U.S. states, and Ontario has also proposed a ban on it. In an interview on Thursday, the B.C. Real Estate Association’s CEO, Robert Laing, said realtors worry that banning dual agency will hurt both consumers and realtors. “Our biggest concern is the consumer’s right to make a choice about who they work with is being taken away from them,” Laing said. “The superintendent is trying to protect the consumers, but we think he is forgetting that in a free-enterprise market the consumer needs choice.” The association, which represents and lobbies for realtors, said in a statement: “The vast majority of B.C.’s more than 22,000 licensees are diligent, ethical and trustworthy, and so BCREA has recommended that limited dual agency should be allowed through the express consent of consumers.” The draft rules were based on recommendations from the report of an independent advisory panel released last year to address problems in B.C.’s real estate industry. Those problems

occurring “when a licensee included a few realtors putting represents both a buyer and their own interests ahead of seller, or two or more competing clients, some not abiding by rules buyers, in a transaction.” Critics around reporting requirements say dual agency opens the door to prevent money laundering, to conflicts of interest and selfand realtors failing to disclose dealing for agents, because it assignment of contracts (known is very difficult to represent as shadow flipping). An both the interests of the buyer exception to the dual agency ban and seller in a competitive would be if the deal occurs in a transaction. He said many people fail to understand the contractual protections

that agents should be offering them, and “just sign wherever they are told to.” “Eliminating dual agency, in my opinion, will put buyers at risk of having no agency,” the realtor said. Another proposed rule change requires disclosure of commission sharing. Currently, a realtor must disclose how much commission they will earn on a sale. But under the new rules, the realtor must also say how, if at all, that commission will be shared with another realtor. That seller could then use that information to renegotiate the contract with their realtor before signing the deal. “The other draft rules deal with full disclosure and as a professional association we fully support that,” Laing said, “because it enhances the feeling of safety the consumer has.” Laing said it is difficult to know whether a ban on dual agency will change the dynamics of B.C.’s real estate market, but he believes government intervention is generally on the rise. “All three levels of government are inserting themselves into the real estate market, and it doesn’t take a lot of tinkering with rules and interest rates to have a dramatic effect,” he said.

NDP likely can’t meet timeline to reduce portables in Surrey

#252 - 8138 128th Street, Surrey

Premier John Horgan says the Supreme Court of Canada’s ruling on class sizes and composition in B.C. is making it difficult for his government to make good on one of its key election promises. Just before the 2016-2017 school year began, Horgan stood in front of Katzie Elementary in Clayton Heights and pledged to eliminate portables in the Surrey School District over four years. He also vowed to cut the number of portables in the district in half over his first two years in office. Horgan now says it’s unlikely he’ll meet those timelines, because the country’s highest court ruled class sizes in B.C. must be restored to 2002 levels. “We had not contemplated when we made the commitment, the Supreme Court ruling throwing out 16 years of B.C. Liberal policy,” Horgan said. “That’s going to take us a bit more time.” He says his government is doing everything in its power to get students out of portables and

into classrooms as quickly as possible. “We’ve struck a committee right here in Surrey with MLAs, government, the city and the school district to make sure we can fast track school construction,” he said. Surrey School District communications manager Doug Strachan says the district started hiring teachers and ordering portables immediately after the court ruling came down in November, 2016. He says the district now has about 325 portables, which is up from about 270 last year. “We had to bring in 50 more portables and we’ve been frantically installing through the summer,” he said. “There’s still I think about 10 portables that we’re still to take delivery of today and into the month but we have contingencies for those specific schools. We expect we’ll be good by the end of the month.” Strachan says they have a teacher for every classroom.

BC’s NDP government to unveil first throne speech BC’s first NDP government in 16 years starts work at the legislature on Friday with high expectations of translating its election promises into law. Campaign finance reform, moving the fixed-election date, reforming lobbying, and laying the groundwork for a referendum on proportional representation are a few of the items Premier John Horgan is expected to outline in his government’s first speech from the throne, to be delivered by Lt.-Gov. Judith Guichon at 2 p.m. “The throne speech will be our vision, said Carole James, the finance minister and deputy premier. “It will be focused on the three key priority areas we’ve promised the public. That includes affordability for people, improving services they count on and good jobs for a sustainable economy. The speech will be followed on Monday by the government’s budget update, where the NDP administration will outline how it plans to spend the growing

provincial surplus inherited from the Liberal government. James said the update will include the NDP’s plans for Medical Services Plan premiums, which the party promised to phase out. But the NDP hasn’t explained how it will cover the almost $2.5 billion in missing revenue that the tax brings in. The budget will contain details of a non-partisan MSP elimination panel, which the NDP promised during the election, to advise government on when and how to eliminate the tax. James said she couldn’t reveal whether the NDP plans to follow through with campaign promises to raise taxes on highincome earners and corporations, because she can’t discuss matters of taxation before they are introduced. The NDP and Greens toppled the Liberals on a confidence vote June 29, after signing a power-sharing deal. The deal obligates the NDP to bring in several items in its first session.

Credit Counselling Society of BC urges homeowners to switch to fixed-mortgages The Bank of Canada raised its interest rate to one per cent on Wednesday, the second time the bank raised rates since July, and comes at a time when many British Columbians are struggling to pay off debt. Scott Hannah, the president and CEO of the Credit Counselling Society of B.C., said the interest rate hike will be a struggle for many people in B.C. As it is, 59 per cent of workers in B.C. already live paycheque to paycheque, more than anywhere else

in the country. Big banks hike prime rates after Bank of Canada tightens monetary policy Almost half of Canadian employees living paycheque to paycheque, survey indicates “I think it’s enough to cause some worry and some concern, particularly for those individuals who may be new homeowners within the last year and have taken a very large mortgage, Hannah told CBC’s host of On The Coast Stephen Quinn.

Arjan Bhullar ready to make history today

in Vancouver — brought in a couple guys to help get me on point and we’re peaking at the right time. Arjan Bhullar of Canada poses with his gold medal after winning the men’s 120kg freestyle gold medal wrestling against Joginder Kumar of India at IG Sports Complex during day seven of the Delhi 2010 Commonwealth Games on October 10, 2010 in Delhi, India. From an athletic standpoint, this weekend’s arrival in the UFC is the next step in the progression for Bhullar, who was raised on the wrestling mats inside the family gym and excelled internationally, winning gold at the 2010 Commonwealth Games before representing Canada in the 2012 Summer Olympics in London. While he contemplated a move to professional wrestling, the gregarious heavyweight opted to step into the

cage instead and has taken to mixed martial arts seamlessly. But his debut in the Octagon also carries historic significance and impact beyond his own career as well, as Bhullar will be the first fighter of South Asian descent to compete in the UFC. It’s an opportunity he relishes and one he will share with another IndoCanadian wrestler on Saturday, as WWE champion Jinder Mahal will accompany him to the cage. While there is always pressure in being “the first and representing an entire community, the affable UFC neophyte — who is all business inside the cage — happily embraces the opportunity in front of him. “I’ve known Jinder since before I crossed over, Bhullar said of the Calgary native who

is in the midst of his first championship reign on the company’s Smackdown brand. “It’s exciting to do the cross-promotion with the WWE and with my friend, so everything is lining up and I’m just really excited to get out there, do my thing under the lights and enjoy the journey over these next few years. “I don’t see it as pressure; this was a conscious decision, he said of being a trailblazer and role model within his community and representing South Asians at the elite level in the MMA. “I knew coming into this sport, making that switch over, that I would be in this position, (so) I don’t take it as pressure at all. I embrace it and I’m happy I’m in this position and I’m right where I want to be to knock this thing out of the park. And even

after competing around the globe, experience the exhilaration of winning gold in 2010 and being showered in the support of his family, friends and the South Asian community as a whole, Bhullar is still making sure to cherish every step on his current journey and soaking in everything that comes with his first UFC Fight Week experience. “Your first time is always a little different from every other time, right? he asked with a laugh. “Maybe your first and your last are the most special, so I’m going to fully enjoy the entire Fight Week. “I’m just going to really make sure I take it in because that’s what life is about — you’re creating special experiences and memories and that’s all you’ve got when it’s all said and done, so I really want to absorb it all and take it in.

NDP gov’t cancels on George Massey bridge project From page 1 aging George Massey tunnel, which experts have said is not safe and could collapse during an earthquake. That work should be complete in the spring, said Trevena, though the review director and terms of reference have yet to be decided. Whatever happens will be “a new process with more consultation and research to get buy-in from the community and Metro mayors, said Trevena. In the meantime, significant traffic gridlock around the tunnel is likely to continue in both directions for years. “We haven’t made any decision on what is the best way forward, we need to be open to any recommendations that are provided to government by the review, she told reporters. The decision effectively ends the previous Liberal government’s

bridge plan just before construction on the bridge itself would have begun. The cancellation brought derision from the Liberals, who say the project has already been studied, debated and analyzed for years. There are more than 150 reports linked to on the project’s website. “I would hope they would speed up the process, said Delta South Liberal MLA Ian Paton. “We were in the bridge replacement office this morning and there has to be a dozen binders five-inches thick of documents and studies and engineering reports on why the bridge is the best answer. BC’s NDP government delivered throne speech on Friday Following an election that didn’t produce a clear winner and months of uncertainty, British Columbia’s New Democrat government — the first in 16 years — tabled a throne speech on Friday (yesterday) outlining its political vision. Deputy Premier and Finance Minister Carole James says the minority NDP will walk into the legislature promising to make life better for B.C. residents after 16 years of Liberal rule. “You’ll see a throne

speech that will reflect our commitment to the people of this province which will put them first,” she said. James says the days since the May election have been a whirlwind but the government intends to make good on its promises, including banning corporate and union donations to political parties and cutting — and eventually eliminating — medical services premiums.

50% of Canadians living paycheque to paycheque More than a third of those feel ‘overwhelmed’ by debt levels, poll Nearly half of workers are living paycheque to paycheque due to soaring spending and debt levels, a new survey by the Canadian Payroll Association suggests. The poll found 47 per cent of respondents said it would be difficult to meet their financial obligations if their paycheque were delayed by even one week. ‘We used to be savers’ — Why Canadians ignore the debt warnings Canadians now owe almost $1.70 for every dollar they earn The survey, which polled 4,766 Canadian employees between June 27 and Aug. 5, also found that 35 per cent said they feel overwhelmed by their level of debt. For the first time in the survey’s nine-year history, more respondents found mortgages on principal residences the most difficult debt to pay down, with 32 per cent of respondents selecting this option compared to 23 per cent who cited credit card debt. Results from the poll indicate the primary

reason for increased debt is higher overall spending. Of the major reasons for increased spending, 32 per cent of respondents pointed to higher living expenses while 25 per cent mentioned unexpected expenses. The polling industry’s professional body, the Marketing Research and Intelligence Association, says online surveys cannot be assigned a margin of error because they do not randomly sample the population.

Bridge traffic shifting after Port Mann and Golden Ears tolls scrapped, Mayors say Local mayors say they have already noticed a shift in traffic since tolls were removed from two Lower Mainland bridges last week. On September 1, the NDP government followed through on its campaign promise to cancel tolls on the Port Mann and Golden Ears bridges, calling them unfair to those living south of the Fraser River. Eliminating tolls is expected to save commuters who cross the bridges twice each weekday about $1,500 a year. Commercial vehicle users could save up to $4,500 a year. New Westminster Mayor Jonathan Coté said his city has observed a shift in traffic away from the Pattullo Bridge, which was not tolled, to the Port Mann. “I think that definitely reinforces what the City of New Westminster has been saying for a long time: that the previous tolling system was kind of done haphazardly and in a way that was redistributing traffic in the region in a way that was not equitable and in a way

that was actually creating congestion points in the region,” he said. The Pattullo has almost 80,000 vehicle crossings a day. Coté said it’s anticipated there will be increased congestion on the Hwy. 1 corridor around the Port Mann. “I think commuters are going to start to notice the impacts that removing the tolls will have,” he said. Before the announcement that tolls would be removed on Sept. 1, Maple Ridge Mayor Nicole Read said she heard many residents say tolls were the reason many of them avoided the Golden Ears Bridge, which is owned by TransLink and connects Maple Ridge to Langley.

Delta casino site gets preliminary approval The B.C. Lottery Corporation has given preliminary approval for a casino to open in Delta. Gateway Casinos & Entertainment Ltd. wants to relocate the Newton Community Gaming Centre in Surrey to the Delta Town and Country Inn. The Newton facility has operated as a bingo hall since 2014, when the BCLC stripped the facility of its 150 slot machines at the request of Surrey city council. The Corporation of Delta recommended the

Delta Town and Country Inn as the only suitable site — due to its distance from residential neighborhoods and access to major transportation corridors — for a gambling and entertainment facility. Gateway Casinos will now develop a casino proposal detailing the size, scope and amenities of the Delta Town and Country Inn facility. If approved by the BCLC, the proposal will then be submitted to the Corporation of Delta for its consideration.

Enrolment drop at high school in Abbotsford due to gang conflict ‘Is my child going to go there and get caught up in the wrong crowd?’ asks one parent A high school in Abbotsford has seen a large drop in enrolment over the last 10 years and parents are blaming the ongoing gang conflict in the area. Some are choosing not to send their children to Rick Hansen Secondary School because they’re afraid their kids could go down the wrong path. In 2007, there were 938 students at the school but enrolment numbers have decreased every year since then. Last year saw the biggest drop, with enrolment down to 591 students. Rob Hallam, a former teacher and coach at Rick Hansen Secondary, said he’s watched many students fall through the cracks in his more than two decades at the school. “The number of shootings and gang violence you have in that neighbourhood is unbelievable, Hallam said. “How would you feel if you were teaching a Grade 9 class and now, let’s say five or six years later, seven or eight of the kids you taught have been murdered in the neighbourhood. How would that go for you? Hallam also lived in the neighbourhood

and he feels the school and the district haven’t taken the problem seriously enough. Abbotsford Police Const. Ian MacDonald doesn’t think the school

itself is the issue, but he noted the part of town where the school is located does see a lot of young people involved in crime. “If we were to track, let’s say over the last three years, a large number of players from the Lower Mainland gang conflict have lived on the west side of Abbotsford, said MacDonald. Brenna Sigouin has two kids in elementary school and they’re in the catchment for Rick Hansen Secondary. Sigouin said she won’t send her kids to the high school. Instead, she plans to sent them to private school, or to a school in nearby Langley School District.

‘Bigoted’ signs in Pitt Meadows park used city’s logo without permission A Muslim advocacy group says unauthorized notices found in a Pitt Meadows off-leash park bearing the city’s logo are part of a bigoted effort to sow discord. The signs, found at Hoffman Park earlier this week, say that dogs are considered “filthy by Muslims and would offend Muslims living in the area. They ask for people to keep their dogs leashed and away from Muslims. The black-andwhite signs, printed on white copy paper and posted on trees and other visible areas, bore the logo of the City of Pitt Meadows and the URL of the Council on American-Islamic Relations’ homepage but both groups say they had nothing to do with them. “We see this on occasion where people try to be kind of an ‘agent provocateur’ and use these kinds of messages to promote hostility towards Muslims and Islam, Council on American-Islamic Relations spokesperson Ibrahim Hooper told Early Edition host Rick Cluff. “Sometimes people use the direct

In a statement, the City of Pitt Meadows says it does not endorse the notices’ message and staff have removed them. Richmond residents alarmed at racist flyers “Whether they were produced by a wellmeaning member of the Muslim community or by someone wanting to cause contention, the fact remains that there are current bylaws in place that enforce areas for dogs to be on leash, except in designated off-leash areas, Mayor John Becker said in the statement.

Supreme Court Justice Arne Silverman on Tuesday, Gino Gavin McCall of Hamilton pleaded guilty to one count of conspiracy to commit the murder of an “unknown person between April 11, 2015 and June 15, 2015. Full details of McCall’s crime are expected to be provided during a sentencing hearing scheduled for Nov. 27. ICBC rate increases will cost average driver $130 more each year, attorney general says The provincial government announced Tuesday insurance costs for the average B.C. driver will go up by eight percent or about $130 annually. B.C. Attorney General David Eby called the auto insurance rate increase “significant but said other coming changes would make the public insurer more sustainable. Eby said ICBC will go before the B.C. Utilities Commission this year to seek a 6.4 percent increase to basic premiums and increase overall optional insurance rates by 9.6 percent, for a blended average rate increase of eight percent.

Surrey schools continue to face growth pressures as students return to school It’s a new school year, but the old story of increased growth continues to be a narrative for the Surrey school district. Spokesperson Doug Strachan said more than 100 new teachers have been hired but said the hiring spree never really ends. “We continue to hire specialty positions which are always difficult to fill, as well as some part-time positions and we also are hiring teachers to our teacher-oncall list,” said Strachan. “It’s nothing new for the Surrey school district, we’ve pretty much had to hire non-stop for the better part of three decades.” Strachan said 168 classrooms also had to be added this year. “We have about 50 more portables this year than last year, so we’ve got about 325 portables. We’ve had that

many in the past going back a few decades now.” Strachan said that increased use of portables will continue until construction is completed on the promise of new schools to fill the void. The district voiced its concern weeks ago that it may not be able to hire enough teachers to fulfill a Supreme Court of Canada ruling to restore class size and composition. The district is expected to teach more than 71,000 students this year alone. Meanwhile, last week the province said it has hired around 3,500 new teachers to kick off the school year. The Education Minister said it is one of the largest hiring sprees by the province in the last decade and racks up a total bill of $376-million.

Fed-up Surrey residents threaten to block road to slow speeders Upset with motorists who treat her residential street “like a freeway,” Christina Eden is threatening to block 71A Avenue in Surrey to slow speeders. “I know it sounds extreme, but I’ve had it,” she said Thursday. “If we have to, we’ll go out on the road and slow them down ourselves.” Every day, in the morning and afternoon, drivers hoping to avoid the traffic on 72nd Avenue and 144 Street blast through Eden’s quiet Newton neighbourhood. Since school began on Tuesday, the problem has become worse, as parents late for school drop-off zip around children walking to Georges Vanier Elementary School and a nearby high school. “Somebody is going to get hurt,” said Eden. On Tuesday, the first day of school, she was backing her car out of her driveway when another vehicle came speeding around a corner and swerved onto a neighbour’s lawn to avoid her. “I was surprised she didn’t take out the tree,” said Eden. “When I asked what she was doing, she said ‘Get out of my way, I’m late for school.’ What a horrible example for her kids.” Speeding has been an issue in the neighbourhood for several years, confirmed resident Lorna Enns. But the construction of several townhouses seems to have made the problem worse. A few days ago, Enns took a petition for traffic-calming measures door-todoor on 71A, collecting about 20 signatures.

No one refused to sign. “The whole neighbourhood is up in arms,” she said. “We’d like speed bumps and a sign advising people of the speed limit.” City of Surrey transportation and planning manager Philip Bellefontaine said the city first learned about residents’ concerns on August 28. The engineering department received Enns’ petition on Wednesday. Receipt of a petition is the first step in the city’s process to consider traffic-calming measures, he explained. Staff will undertake a speed survey next week, and if the majority of people travelling through the neighbourhood are speeding, staff will make a plan to address the issue. “In this particular location, we’ll make sure we survey times when traffic is going to and from the school,” said Bellefontaine. The neighbourhood is not a school zone, but the traffic expert said the city has made school zones a priority, spending more than $16 million on 650 different projects in school zones over the last seven years, including the construction of curbs, crosswalks and special parking zones. “Traffic calming is something we’re quite happy to implement if warranted,” he said. In new communities, developers are required to put speed bumps in laneways in recognition that speeding is often an issue in the lanes behind houses.

Fentanyl detected in 81 per cent of overdose deaths in 2017: B.C. Coroners Service About three people died per day of an overdose in the month of July, according to the latest numbers released by the B.C. Coroners Service. There were 91 suspected drug overdose deaths in July, which is about three per day and which represents a 30 per cent increase over the same month last year. That brings the year’s total of overdose deaths up to 876, an 82 per cent increase over the same period in 2016 when 482 deaths were recorded from January to July. Of those 876 deaths, fentanyl was detected in 706 (81 per cent), a 143 per cent increase compared to the same period in 2016. Most of the cases also found

other illicit drugs, such as cocaine, heroin or methamphetamine.

This chart shows the number of fentanyldetected overdose deaths by month, from 2012 to 2017. “In the majority of the deaths we’re investigating, we’re seeing fentanyl detected with other drugs,” said chief coroner Lisa Lapointe in a statement Thursday. “This presents huge challenges for those using illicit drugs and the risk is high. Although it’s heartening to see a decline in deaths month-to-month since March, we continue to see far too many deaths in our communities.” Lapointe also noted that most overdose deaths occur indoors when users are alone and unable to seek help. She said she hoped the latest numbers would drive home the importance of reducing harm and risk, and that it would continue to foster communication about drug use. This chart shows the number of deaths in 2017 compared to those of 2016. The numbers also noted that three of every four deaths involved a person between the ages of 30 and 59, and that four of every five deaths were men. Nine of every 10 deaths also occurred indoors, with more than half taking place in private homes. No deaths were recorded at a supervised consumption site or at any drug overdose prevention sites.

BC welcomes record number of international students Anyone going through the international arrivals section of the Vancouver airport last weekend would have noticed a peculiar sight: a wall of parents and families holding up name cards. They were waiting for some of the thousands of international students, most of them in high school, from around the world, here to strengthen their English skills and learn about Canadian culture. “It’s enjoyable. It’s like having an extension to our kids,” said Lynn Lenaghan, who was at the airport with her husband, Terry, to pick up a Grade 12 student from Italy who will be living with them for the next six months. This will be the couple’s 15th year hosting high school kids in their home. “We started doing it years ago when

our kids were young, just for the cultural experience,” Lynn said.Terry and Lynn Le naghan wait to pick up an international high school student at Vancouver International Airport. They’ve been taking in foreign students for 15 years. According to the B.C. Ministry of Education, the number of international kindergarten to Grade 12 students coming into the province has grown by 50 per cent in the past five years, with about 20,000 of them pouring into public and private schools last year. BC’s non-resident student program is lucrative, bringing an estimated $387.8 million in economic activity in 2015. Each student pays $14,000 in tuition, and an additional $900 per month to the host families for room and board. Karen Klein,

Michelle Ivanusec and her daughter, Josie, wait at Vancouver International Airport for an international student from Italy.

director of international education with the New Westminster School District, says her district attracts roughly 300 international students per year — about five per cent of the student body. Klein says the extra income the students bring in goes to supporting those students through additional English language help, counselling and special events. But the surplus goes towards enhancing existing programs for domestic students, like hot breakfasts, equipment and supplies. The number of spots that go to international students depends on how many domestic students register first, she said. The foreign students are then integrated into extra space in regular school classes. Klein says the students come to Canada primarily to learn English, but also to learn about North American culture. And, ideally, students in New Westminster then learn about the international students’ culture in return. “One of the things that we’re really focusing on is diversity. We do want to have students from a variety of countries,” she said. Most of the international students in New Westminster come from China, Klein says. But she says this year she’s seen an uptick in students from Europe. Vancouver airport international students The arrivals section of Vancouver International Airport was lined with people waiting to pick up international high school students last weekend.

Foreign students flock to Canada as gov’t struggles to get grads to stay Some of Canada’s biggest universities are beginning the new school year with a record number of international students on campus. The steady upswing in foreign applicants began several years ago, then started to spike after the U.S. presidential election in 2016. The challenge for the Canadian government now is to maintain that trend amid competing countries, and to encourage more from the talented pool to stay on as permanent residents. The University of Toronto, Canada’s top draw for international students, enrolled 17,452 international students in undergraduate and graduate programs last year, making up about 20 per cent of the overall student body. That compares to 7,380 international students comprising about 10 per cent of the total student population a decade ago, in 2007. Will U.S. uncertainty mean more cash for Canada? The university’s steady increase became a spike after U.S. President Donald Trump was elected. “Clearly there are things about the international situation — worries about stability, Brexit and the U.S. political environment — that have changed or increased international students’ interest in looking beyond their own countries and beyond the U.S.,” said Richard Levin, executive director of enrolment services and university registrar. “Now in places like that, students are looking for alternatives and Canada is presenting as a good one in terms of stability, safety and inclusiveness.” According to data provided by Universities Canada there has been a sharp increase in both applications and website traffic from the U.S. and abroad since the 2016 U.S. election, with many seeing a 20 per cent jump or more in applications.

Forest industry faces big setbacks after summer of wildfires in BC 53 million cubic metres of timber has burned Recovering from a historic wildfire season is expected to take British Columbia’s forest industry at least five years, the province’s Forest Ministry said on Wednesday. The ministry said in a statement that although wildfires will likely remain active into the fall, plans to help the industry rebound are already underway. “To better support this process in the light of this year’s unprecedented fire season, a new recovery unit has been established to oversee and co-ordinate government’s cross-ministry response, said the statement sent to media. ‘High need for reforestation’ Forests Minister Doug Donaldson said at a news conference Tuesday that the logging industry alone will experience lingering implications from the fires. Donaldson said an estimated 53 million cubic metres of timber has burned, which calls for support of harvesters already licensed to collect trees within the fire zone. New licences will also need to be issued to salvage usable wood in burned areas that weren’t previously due to be harvested, the minister said. Those efforts are well underway, along with long-term plans focused on the sustainability of the industry, Donaldson said.“We know there is going to be an extremely high need for reforestation and that’s been planned right now through my

ministry in order to ensure that we do have the timber supply in the future, he said. “But there is no question that there’s going to be an impact from that much timber being burned in the province. The B.C. Wildfire Service said on Wednesday that the fires have charred more than 11,500 square kilometres of land this season. The ministry said the full extent of the damage won’t be known until the season is over. But once those areas are thoroughly surveyed, the ministry said it may adjust the annual allowable cuts and determine how much of the scorched timber should be salvaged or left for wildlife habitat. Companies helped with firefighting Susan Yurkovich, president of the B.C. Council of Forest Industries, said although mill infrastructure hasn’t been destroyed by fires, the shortage of timber and wood fibre, especially in the Interior.

average yearly fees are $6,571 for undergraduate programs, agency reports University tuition fees have jumped an average of 3.1 per cent for undergraduate programs for the 2017-2018 academic year, according to Statistics Canada. The average tuition has increased to $6,571, with the cost depending on what program a student is enrolled in, from $6,375 in the 2016-2017 school year. Charlotte Kiddell, deputy chair of the Canadian Federation of Students, said rising tuition costs deny access to many lowerincome Canadians, including those from Indigenous communities, and leave others with “mortgage-sized debt. “When postsecondary education is essential to pursue a decent quality of life, it’s absurd that people should be denied that opportunity based on costs, she told CBC News. “Seventy per

cent of new jobs in Canada require some form of post-secondary education and it is perpetuating a cycle of poverty to prevent the most marginalized in our communities from accessing education that should be a right. Kiddell said Canada should have a federal oversight and regulation system with dedicated federal transfers to the provinces for post-secondary education, similar to the model for health care. She said it has been disappointing that Prime Minister Justin Trudeau, who is also minister for youth, has not backed up his talk with action. “Our prime minister talks a lot about universal accessibility, but the government hasn’t actually taken any steps to make that a reality, she said.

Loonie jumps to highest level in 2 years as Bank of Canada raises benchmark interest rate again

L

oonie gains more than a cent to trade briefly above 82 cents US on the news The Bank of Canada raised its benchmark interest rate by a quarter of a point to one per cent on Wednesday. It’s the second time this year that the central bank has upped the rate, after hiking it for the first time in seven years in July. ANALYSIS: Interest rates are about to go up — no, for real this time 7 ways the bank’s rate hike can affect your various loans The central bank’s rate has an impact on lending rates that consumers and savers get from banks on mortgages, lines of credits, savings accounts and other financial vehicles. The bank’s rate — officially known as the target for

the overnight rate — is now back to where it was at the start of 2015, when the central bank started slashing rates to stimulate a Canadian economy that had been waylaid by the oil price crash. Speaking to reporters in Ottawa, Finance Minister Bill Morneau said the bank is “responding to what is a very positive set of economic indicators.” “We’ve had the fastest growth over the last year that we’ve had in a decade. We’ve had more job growth than was expected. These are all very positive indicators ... and the Bank of Canada’s saying that when that happens, they had the opportunity to slightly raise rates,” Morneau said.Morneau says rate hike due to growing economy Morneau says rate

hike due to growing economy 0:32 “That’s what we should expect when the economy is doing well,” the finance minister added. The Canadian dollar gained more than a penny in reaction to the news on Wednesday, and was briefly changing hands at 82 cents US — the loonie’s highest level since June 2015. The dollar later closed at 81.79 cents US, up .97 of a cent on the day, according to Bloomberg. Economists and currency traders had been expecting the bank to hike its rate at some point this year, but that timeline was moved up in recent weeks after a series of data points showed the Canadian economy was starting to heat up. Last Thursday, Statistics Canada reported the Canadian economy had its strongest first half to the year since 2002,

which the bank alluded to in its statement. “Recent economic data have been stronger than expected, supporting the bank’s view that growth in Canada is becoming more broadly-based and self-sustaining,” the bank said. “The level of GDP is now higher than the bank had expected. How a small interest rate change can cost you big How a small interest rate change can cost you big 1:36 While the bank’s statement was careful to manage expectations of more rate hikes to come, stressing that “monetary policy decisions are not predetermined and will be guided by incoming economic data,” currency traders weren’t taking quite such a cautious tone, and were quickly ramping up their expectations of even more rate hikes to come.

Finance minister not swayed by backlash to Ottawa’s proposed tax changes Finance Minister Bill Morneau is standing firm in the face of loud opposition to proposed tax changes for people with private corporations, which he says will “level the playing field” in the Canadian tax system. The changes have been blasted by the Conservative opposition in Ottawa as a “small-business tax grab,” while a newly formed coalition of more than 40 groups representing lawyers, doctors, businesses, farmers and others has called on Ottawa to drop the proposed reforms. But the government is sticking to its guns, arguing the changes are meant to close tax loopholes available only to people with private corporations.

The Liberals say these allow people with corporations to shift income to family members and shield savings inside a business to avoid taxes. They also contend that it’s unfair that people can use corporations to transform income into capital gains, which are taxed at a lower rate than normal earnings. Speaking to reporters from Vancouver on Tuesday, where he met with business owners as part of a country-wide consultation on the proposed changes, Morneau said he hasn’t heard anything so far that would make the Liberal government change course on the tax changes.

Big banks raise consumer lending rates after Bank of Canada hike Canada’s big banks will raise their prime lending rates to 3.2 per cent, effective Thursday, after the Bank of Canada boosted its trendsetting policy rate. The Bank of Canada on Wednesday raised its target policy rate by 25 basis points to 1.0 per cent from 0.75 per cent. “Recent economic data have been stronger than expected, supporting the bank’s view that growth in Canada is becoming more broadly-based and self-sustaining. Consumer spending remains robust, underpinned by continued solid employment and income growth,” the bank said. After the central bank’s move, Royal Bank said that it will increase its prime lending rate to 3.2 per cent from 2.95 per cent, effective Thursday. Bank of Montreal, TD Canada Trust, Bank of Nova Scotia and Canadian Imperial Bank of Commerce will also raise their prime lending rates to 3.2 per cent. vMore Bank of Canada hikes could be on the way. The bank’s statement accompanying the announcement strikes what several economists described

as a “hawkish” tone, which means the bank is trying to tell the market that if the economy continues to outpace expectations and the data supports a move, it’s possible the bank could bring in another rate hike before the end of the year. “The broad tone of the accompanying statement is generally balanced but it leaves the door wide open to further interest rate hikes,” said Derek Holt, head of capital markets economics at Scotiabank. “One should not rule out another hike over the duration of 2017.” Dave McKay, RBC’s chief executive, told a financial summit in Toronto on Wednesday that increased payments on mortgages and other debts could hit the economy as people have less disposable income to spend elsewhere. “That’s one of the effects that we don’t talk enough about,” McKay said. “As rates rise, as they did this morning, a greater amount of disposable income is coming out of purchasing power, which will slow down economic growth in other sectors.

Bank of Canada raises interest rate to 1 per cent

T

he Bank of Canada has raised its interest rate for the second time in less than two months in an effort to adjust to the unexpected force of the country’s economic momentum. Wednesday’s hike of its overnight lending rate to 1.0 per cent marks its second quarter-point increase since July, and comes less than a week after the latest data for economic growth showed an impressive expansion of 4.5 per cent for Canada in the second quarter. That April-to-June performance followed surprisingly healthy growth in the first three months of 2017 and easily exceeded the Bank of Canada’s projections. “Recent economic data have been stronger than expected, supporting the bank’s view that growth in Canada is becoming more broadly-based and selfsustaining,” the bank said in a statement that accompanied the announcement.

The bank said solid employment and wage growth have led to strong consumer spending, while the key areas of business investment and exports have also showed improvements. The loonie soared on the news, jumping more than a cent to over 82 cents US, up from Tuesday’s average price of 80.83 cents US. The dollar is now up about 3 per cent over the past month and up 14 per cent from its low of roughly 73 cents in April. In making what many described as a “hawkish” move, the bank made a point of also highlighting potential negatives in the brief, 400-word statement. The bank underlined concerns around geopolitical risks and uncertainties related to international trade and fiscal policies. It also predicted the rapid pace of economic growth to moderate in the second half of the year

Bangladesh protests over Myanmar’s suspected landmine use near border Bangladesh lodged a protest after it said Myanmar had laid landmines near the border between the two countries, government officials said on Wednesday, amid growing tensions over the huge influx of Rohingya Muslims fleeing violence in Myanmar. An army crackdown triggered by an attack on Aug. 25 by Rohingya insurgents on Myanmar security forces has led to the killing of at least 400 people and the exodus of nearly 125,000 Rohingya to Bangladesh, leading to a major humanitarian crisis. When asked whether Bangladesh had lodged the complaint, Foreign Secretary Shahidul Haque said “yes”

without elaborating. Three other government sources confirmed that a protest note was faxed to Myanmar in the morning saying the Buddhist-majority country was violating international norms. “Bangladesh has expressed great concern to Myanmar about the explosions very close to the border,” a source with direct knowledge of the matter told Reuters. The source asked not to be named because of the sensitivity of the matter. How Israel is helping Myanmar army against Rohingya minority Israel has refused to stop supplying arms to the Myanmar army, which human rights groups say is involved in the ethnic cleansing of Rohingya Muslims, saying, “the matter is clearly diplomatic”, reported online news media. Not just that, Israeli arms companies like TAR Ideal Concepts have even trained Myanmar’s special forces in Rakhine state where most of the violence against the Rohingya has taken place, added MEE. The weapons Israel has sold Myanmar include more than a 100 tanks, and weapons and boats used to police its border, said human rights groups and Burmese officials. Notably, the US and the European Union (EU) have an arms embargo on Myanmar. The US cites the International Religious Freedom Act and uses the embargo on countries that have “engaged in or tolerated particularly severe violations of religious freedom”. The EU’s embargo on Myanmar refers to the ban on sales of “equipment which might be used for internal repression”. In the latest bout of violence that began August 25, and that was triggered by an attack on Myanmar police posts, at least 400

Rohingya have been killed, and as many as 146,000 have made their way, starving and terrified, to Bangladesh, reported the Associated Press. Satellite images show dozens of Rohingya villages burned to the ground by the Myanmar army, agencies reported. On Tuesday, even the UN Secretary-General, Antonio Guterres, expressed concern the violence could spiral into a “humanitarian catastrophe”. Last December, Israeli lawyers and human rights activists wrote to their country’s defence ministry urging it to suspend a military shipment ordered by the Myanmar Army. They said Myanmar still commits human rights abuses against minority groups, reported The Irrawaddy, a website run by exiles from Myanmar in Thailand. “It is surprising that the State of Israel, while struggling for continued sanctions against Iran, has no qualms about ignoring the US and EU sanctions against Burma for the most severe crimes being committed there,” read the letter. 108 Ambulance of health dept. missing A 108 Ambulance of the Health Department, stationed at Nurpur Bedi, has been missing since August 25. The local Senior Medical Officer (SMO), Dr Shiv Kumar, and Ropar Civil Surgeon Harinder Kaur are not aware of its whereabouts. The ambulance had been catering to the residents of about 130 villages in the area since 2011. Now, patients have to rely on the ambulance service of Anandpur Sahib, located more than 18 km away. Local residents said in the absence of the ambulance, it was difficult for patients to reach hospital in time as there were many villages at a distance of several kilometres from the government hospital in Singhpur village near Nurpur Bedi. On August 30, an SGPC employee died, while three others were seriously injured in a road accident in the area. As there was no ambulance available, they had to be shifted to hospital by SGPC vehicles. The Singhpur hospital SMO, Dr Shiv

Kumar, and Ropar Civil Surgeon Harinder said the vehicle was being operated under the 108 Ambulance service by the Punjab Health Systems Corporation and it used to be parked at the Nurpur Bedi police station. They said the ambulance had been missing from there with the crew since August 25 and they were not informed by the Health Department about any decision in this regard.

Govt orders antiquity audit amid ‘smuggling’ controversy’ Stung by reports of alleged connivance of the then Director, Museums and Archaeology, with an antique smuggler, the state government has decided to hold a third-party audit of antiquities in Punjab’s museums. The audit will be conducted by experts from the National Museum, New Delhi. Former Director Navjot Pal Singh Randhawa had reportedly confessed before the Directorate of Revenue Intelligence recently that he helped antiquity smuggler Vijay Nanda buy furniture made by Le Corbusier and Pierre Jeanerette in Chandigarh. Sources in the department said the Director held the charge of all museums in the state. A team of top officials, including Jaspal Singh, Principal Secretary, Tourism and Cultural Affairs, and department Director Shivdular Singh Dhillon, had a

meeting with antiquity experts in New Delhi last week. Jaspal Singh said they had also the Director General of the National Museum. “We have requested him to send their experts for an independent audit,” he added. The government has also requested the Director General to provide experts for examining every antiquity item and declare it as original or a replica. It has sought a comprehensive report on Punjab’s museums, which house more than 50,000 antiquity items. Tourism and Cultural Affairs Minister Navjot Singh Sidhu said it was a case of theft of heritage items. “All antiquities in the state’s museums will be audited by national-level experts,” he said, adding that it had come to his notice that daggers and miniature paintings were stolen from the state’s museums.

Three trains jumped off the tracks and another derailment was averted in Uttar Pradesh, New Delhi and Maharashtra within a span of nine hours, the latest in a string of such incidents which saw the exit of Suresh Prabhu as Railway Minister in the Cabinet reshuffle last Sunday. Luckily, barring injury to a passenger in the mishap in the national capital, no casualties were reported in other incidents. The first derailment occurred at 6:25 am when seven coaches of the Jabalpur-bound Shaktipunj Express went off the tracks near the Obra Dam station in UP’s Sonbhadra district. Within hours, around 11:45 am, the RanchiDelhi Rajdhani Express derailed near Minto bridge in the national capital, leaving one person injured. These were followed by yet another derailment of a goods train in Maharashtra’s Khandala at 3:55 pm, railway officials said. An accident was averted after locals spotted a fracture in a track between Farrukhabad and Fatehgarh in UP, minutes before the Kalindi

Express was scheduled to pass the place, officials said in Farrukhabad. Ironically, these mishaps occurred on a day Piyush Goyal, the new Railway Minister, chaired a high-level meeting with Railway Board officials to discuss ways for ensuring safe operation of trains. The spate of derailments over the past few weeks has raised concerns over the safety of railway operations despite large-scale overhaul of the infrastructure of the public sector transporter in the last couple of years.

Salem given life term, co-conspirators death Abu Salem (pictured) was sentenced to life imprisonment even as two of his coconspirators, Tahir Merchant and Firoz Abdul Rashid Khan, were awarded the death penalty for their role in carrying out the 1993 Mumbai serial blasts. The fourth convict, Karimullah Khan, was awarded the life sentence and the fifth, Riyaz Siddiqui, sentenced to 10 years’ imprisonment. Mustafa Dossa, who along with Salem was one of the masterminds, died of a heart attack in jail on June 28 shortly after being pronounced guilty. The blasts across Mumbai on March 12, 1993, had left 257 persons dead. Judge GA Sanap of the special Terrorism and Disruptive Activities (Prevention) Act [TADA] court also slapped varying amounts of fine on the convicts after finding them guilty of murder, hatching a criminal conspiracy to carry out the blasts, waging a war against the nation and supplying arms and ammunition, Special Public Prosecutor Deepak Salve told mediapersons. Salem was extradited from Portugal in 2005 after India gave an undertaking that he would not be awarded the death penalty, if found guilty. Gangsters Dawood Ibrahim and Tiger Memon, who were found guilty of masterminding the blasts, are believed to be hiding in Pakistan while Yakub Memon, nabbed in Nepal, was hanged to death in Nagpur Central Jail on July 30, 2015, his 53rd birthday. The much-awaited verdict on the quantum of sentencing came 24 years after the blasts and nearly 80 days after they were found guilty. This was the second leg of trial, the earlier having been completed in 2007 with the conviction of 100 of the 123 accused, including actor Sanjay Dutt and Yakub Memon. Sanjay Dutt completed his sentence in jail and walked out in February 2016. In the first phase, probably the longest terror case trial in India, the then Special TADA Court Judge, PD Kode, sentenced 12 convicts to death and 20 to life term.

NGO seeks deportation of Rohingya refugees Ahead of the September 11 hearing on a petition against deportation of illegal Rohingya Muslims who have fled Myanmar to escape persecution, a Chennai-based NGO today moved the Supreme Court seeking their immediate expulsion in national interest. In its intervention application, ‘Indic Collective Trust’ sought to highlight the dangers of allowing them to stay on, saying “accommodating Rohingya in India is equivalent to inviting wretchedness, turbulence and disturbance on the Indian soil”. “Around 40,000 Rohingya residing in India as illegal immigrants pose a serious threat not only to the national security but also to peacefully living Indian citizens,” read the plea filed by the trust. It said, “There is a clear and present social, economic and security threat. If India does not set down the rules of the game right now, it will be difficult to argue against and stop Rohingya’s influx into India at a later point of time.” The plea — which described Rohingya Muslims as a face of “Islamic terror” — comes barely three

days after the SC took up a PIL filed by Rohingya against the move to expel them. While refusing to issue any interim order to the Centre not to deport them, a Bench headed by Chief Justice of India Dipak Misra had asked Additional Solicitor General Tushar Mehta to clarify the NDA government’s stand on the issue. The SC is to take up the matter on Monday. After being denied citizenship by Myanmar under the 1982 Burmese Act, Rohingya migrated illegally to Bangladesh and India, the NGO submitted. Alleged attacks by the Myanmar army have resulted into exodus of Rohingya to India and Bangladesh. Many of them have settled in Jammu, Hyderabad, Haryana, UP, Delhi-NCR and Rajasthan. However, the NGO said, “Thousands of Rohingya refugees, most of them settled in J&K, where already Islamist separatism is raging, are a people ripe for terror hiring and indoctrination.” They might act as a catalyst to the smouldering separatist fire, it added.

Eat beef in your country and then come to India, says tourism minister Newly sworn-in Union tourism minister K J Alphons (pictured) has an advice for foreigners visiting the country: Eat beef in your own countries and then come to India. Asked whether cow vigilantism and restrictions on beef consumption in several states had affected India’s hospitality sector, the minister said on Thursday: “They [foreigner tourists] can eat beef in their country and come to India.” bHe was speaking on the sidelines of the 33rd annual convention of the Indian Association of Tour Operators in Odisha’s capital city.

Alphons’s comment comes just days after he purportedly said people in Kerala would continue to eat beef. “As Goa chief minister, Manohar Parrikar, has said that beef will be consumed in the state. Similarly, it will be consumed in Kerala,” the former bureaucrat was quoted as saying after taking charge as tourism minister. Absoulutely right ! When we visit certain countries we dont get to eat what we are used to. So why this fuss ? Travel to europe and see veg meals are almost dream. Respect the country of visit & what it offers.Ayan Biswas

SEBI imposes Rs 2,423-cr fine on PACL, 4 directors The Security and Exchange Board of India (SEBI) today imposed Rs 2,423-crore fine on PACL Limited and its four directors for illegal fund mobilisation through various schemes that were used by the group to garner over Rs 49,000 crore from the public. While the group, which collected money in the name of real estate projects among other schemes, was asked by SEBI nearly three years ago to refund Rs 49,100 crore to the investors, the regulator has passed a fresh order to impose a monetary penalty for violation of Prevention of Fraudulent and Unfair

Trade Practices Regulations. The refund process is being overseen by a Supreme Courtappointed committee, which has been able to collect “only a few hundred crores”, SEBI said, while noting that the case requires imposition of a much bigger penalty equivalent to three times of the illicit gains made by them. However, “as the interest of investors is paramount”, SEBI has decided to impose a monetary penalty equivalent to the profits made through the illegal mobilisation, the 47-page order said.

Magistrate to rule on former Minister Reddy’s ‘No Case To Answer Application’ in 2 weeks time Chief Magistrate Usaia Ratuvili will rule on former Education Minister, Doctor Mahendra Reddy’s No Case To Answer Application on the 22nd of this month. Reddy’s lawyer, Davenesh Sharma filed the application after FICAC presented it’s case in the Suva Magistrates Court. While making the oral submission, Sharma said that the Ra High School Manager, Waisea Lebobo was a campaign manager with SODELPA and had a vested interest in discrediting Doctor Reddy who was a FijiFirst minister. Sharma said that this is a witness who may have a motive to bring up a case against Doctor Reddy and he would gain if the minister would be removed. He said that Lebobo was allegedly involved in the misappropriation of funds at Ra High. Sharma also highlighted that Lebobo is highly educated and he had said that he likes SODELPA. He said that Lebobo asked Doctor Reddy on the 8th of May this year for water assistance for Ra High. Sharma said that it was a request made to government and it had nothing to do with the elections or campaigns. He said that Doctor Reddy had said to Lebobo that if they want assistance, they should not go to the media and not criticise the government because they should not go to media if they are helping them. Sharma also said that it is a right for people to get water and in no way getting water will give a personal benefit to

someone. Sharma said that access to water is a constitutional right. He also said that on the 17th of May this year, Lebobo signed a letter which was given to the Water Authority of Fiji about water supply at Ra High School. Davenesh Sharma also said that Lebobo did not wait for assistance from the minister. He also asked why Lebobo would have written to the Water Authority if he was waiting for a bribe. Sharma also said that Lebobo was fully aware of his political rights and no one had interfered in his rights. He also said that Lebobo had no idea about these alleged offences that he was bribed. It was highlighted that a FICAC officer had informed him that two offences were committed which he had no idea of. Sharma then said that this is an offence created somewhere else and not brought on by Lebobo. FICAC lawyer, Rashmi Aslam said that what Lebobo thought about the offer from Doctor Reddy is immaterial but what matters is what was his intention. Aslam said that this was not a public action but an offer from Doctor Reddy. He said that the Writ of Election is not an element in this case and it does not mean that there can’t be a bribery case if a writ is not issued for elections. Aslam said that what the defence is saying is that bribery cases like this can only happen during the 44 days before the election.

Kepa calls on public discussion and the need to review the 2013 Constitution The Leader of Opposition Ro Teimumu Kepa is calling on public discussion and the need to review the 2013 Constitution. Ro Teimumu says a Constitution is an evolving document and not something cast in stone. She says the country has had four constitutions since its independence with an average life of 11 years for each document. Ro Teimumu says the 1970 Constitution was made in London under the guidance of the British government and reflected the desire on the part of Britain and Fiji to reach an amicable solution to the constitutional discussions, transfer power and propel Fiji into nationhood to seek a future for itself. She says after the events of 1987, the 1990 Constitution was seen as a transitional measure to return Fiji to a fully fledged democracy with constitutional status for the Bose Levu Vakaturaga with entrenched group rights for the communities living in Fiji. The Leader of Opposition believes while

the1997 Constitution retained the features of the 1990 Constitution, it paved the way forward for Fiji to become a more democratic and just society by prescribing for a compact to resolve conflicts, power sharing and mechanism for checks and balances in the governmental system. She says the Opposition views the 2013 Constitution as a transitional measure whose review like the 1990 Constitution is inevitable. Government to look into concerns raised by farmers, says minister The new State land lease rates “are still considerably low” so farmers must work hard to ensure they meet land rent payments, says Minister for Industry, Trade, Tourism, Lands and Mineral Resources Faiyaz Koya Speaking to 40 Lautoka farmers whose agricultural leases were renewed for 99 years yesterday, Mr Koya said Government would look into concerns raised by farmers and assess how they could be helped. Some farmers are concerned they would be straddled with debt because the rise in State land rent was too high. Others said they were

already struggling and had not recovered from Severe TC Winston, so the increased rent was a burden. Mr Koya said the issue of land rent arrears was a common one raised by farmers.

Pakistan rejects BRICS declaration naming Pak-based terror outfits Pakistan rejected the BRICS declaration naming several “Pakistan-based terrorist groups” as threat for regional security following Monday’s BRICS declaration that named, for the first time, major terrorist outfits as a security concern in the region, and called for their patrons to be held to account. The BRICS declaration named “Pakistan based” Haqqani Network, Lashkar-e-Taiba, Jaish-e-Mohammad, Tehreek-e-Taliban Pakistan, and Hizb-ul-Tahrir, apart from Taliban, Islamic State, Al Qaeda and its affiliates including Eastern Turkistan Islamic Movement, Islamic Movement of Uzbekistan. The heads of emerging

powers — India, China, Russia, Brazil and South Africa — who met at the Chinese city of Xiamen this week, urged the UN to develop a “genuinely broad international counterterrorism coalition” to combat terrorism. The group also called for immediate end to violence in Afghanistan. Defence minister Khurram Dastagir said on Tuesday, “We reject the declaration naming terrorist groups in the region by leaders of member countries at the BRICS summit in China on Monday. There are no safe havens for terrorists on Pakistani soil.” Dastagir said Pakistan had taken action against all groups on its soil without any discrimination between good and bad.

Pakistan, China take swipes at Trump’s Afghan policy The top diplomats from China and Pakistan took swipes at President Donald Trump’s newly unveiled Afghanistan policy on Friday as they called for new talks with the Taliban to resolve the 16-year conflict. Chinese foreign minister Wang Yi said Beijing stood firmly behind its “ironclad friend” Pakistan, even though “some countries” did not give Islamabad the credit it deserved in fighting terrorism, a pointed reference to the US Pakistani Foreign Minister Khawaja Asif ’s first trip abroad to Beijing this week appeared to highlight how ties between the two all-weather allies have grown even closer while Pakistan’s critical relationship with the US is disintegrating

amid mutual recriminations and distrust. W a n g and Asif announced that China, Pakistan and Afghanistan will hold a new series Pak, China foreign of three-way ministers talks later this year in China to push forward settlement negotiations with the Taliban while the US doubles down on its military campaign.

For first time, Pakistan admits LeT, Jaish are based on its soil On Wednesday Pakistan admitted for the first time that internationally proscribed terrorist outfits, such as Lashkar-e-Taiba and Jaish-e-Muhammed, were operating from within its territory, with foreign minister Khawaja Muhammad Asif calling for tougher action against these groups. “We should impose restrictions on activities of elements like LeT and JeM so that we can show the global community that we’ve put our house in order,” Asif told Geo News while responding to a BRICS declaration that named several terrorist groups, including the two, as threats to regional security. Asif said Pakistan could no longer afford to “test” its friends on the issue of terrorism. “Friends like China should not be tested

every time, particularly in the changed (global) scenario,” the minister added. Only a day earlier, the foreign office in Islamabad, as well as defence minister Khurram Dastagir, had rejected the BRICS declaration, saying there were no safe havens for terrorists inside Pakistan. In fact, the foreign office had said Pakistan was itself a victim of terror. But foreign minister Khawaja Muhammad Asif said, “I am not making any political statement.. we cannot afford to shut our eyes on activities of these organisations in our country. If we continue to do that we will always face such embarrassments.” This is the result of Modi’s efforts of many months, meeting up with several leaders & convincing all of them to stand with India.

Trump scraps programme protecting young immigrants; 7,000 Indians to be hit US President Donald Trump on Tuesday scrapped the Deferred Action for Childhood Arrivals (DACA) programme, that has protected from deportation hundreds of thousands of immigrants brought into the country illegally as children. The move is likely to impact 8,00,000 undocumented workers including more than 7,000 Indian immigrants living in the US. Attorney General Jeff Sessions announced the decision to rescind the DACA programme, which he called an open-ended circumvention of immigration

laws and an unconstitutional exercise of authority by the executive branch. Barack Obama had bypassed Congress and created DACA through an executive order in 2012. “The nation must set and enforce a limit on how many immigrants we admit each year. We cannot admit everyone who would like to come here, it’s just that simple,” Sessions told mediapersons at a press briefing. The DACA, or “dreamers” programme has provided nearly 8,00,000 young immigrants, predominantly from Latin American countries.

Salman and Katrina: Are they coming closer once again?

S

alman Khan and Katrina Kaif were one of the most loved couples of Bollywood, both on and off screen. When the two were an item everyone couldn’t help but speculate if they’d get hitched. Of course things changed and even got a little awkward when Katrina moved on to Ranbir Kapoor. Salman had even quipped, “She used to be a friend, but today she is somebody else’s friend. I respect that and I stay away because I don’t want to give someone a reason to tell her, ‘Oh you are still in touch with

Salman.’ The past should not intrude in the present,” hinting he did not want to be an intruder in Ranbir-

Katrina’s relationship. During the couple’s last release, Ek Tha Tiger, the couple had split, but their on screen chemistry was so awesome that fans were heartbroken. However, a lot has changed since then. Katrina has moved

“Poster Boys”is high on humour into laughter, quite a few times. Poster Boys marks the return of Bobby Deol to the big screen. It also marks the reunion of two macho men of Bollywood, Bobby and Sunny Deol, who also happen to be real life brothers and, not just

or not! BollywoodLife’s in-house film critic Gaurang Chauhan is watching the film right now and it has reached the interval. Here is what Gaurang feels about the movie so far… The film starts with the three protagonists and how their life turns upside down because their

that, it’s also the directorial debut of Shreyas Talpade. The film is an official remake of the Marathi hit Poshter Boyz. That film was loved by audience and critics alike, let’s see if its Hindi version is able to recreate the same magic

Bobby Deol is not looking for lead roles

When Bobby Deol made his debut with super hit Barsaat, he instantly became the fan favourite due to his style statement, his long curly locks and the fact that he was the only Deol at the time who could dance. He followed it up with various other successes be it Soldier, Gupt, Baadal, Bichchoo etc. But in the mid-2000 things started slipping away from the superstar of late 90s and early 00s. After a number of flops Bobby was nowhere to be seen. Now Bobby Deol is making a comeback after 4 years in Shreyas Talpade’s directorial debut Poster Boys. The film also marks his reunion with his elder superstar brother Sunny Deol. However, for the fans of the macho men, Poster Boys is not your usual flick fans associate them with. In fact it is a complete diverse from what they are most known for. In a BollywoodLife exclusive, when I asked Bobby about selecting a film like Poster Boys, that deals with vasectomy and did it worry him that his fans might not accept him in such roles. He response was quite sorted. He wasn’t delusional about his box office standing and even explained how he’s not specifically looking for lead roles. He maintained that he’s open to doing character

image appeared on a certain poster about vasectomy. Story wise there is nothing much but it is the execution by debutant director Shreyas Talpade that manages to entertain. The film is extremely high on humour and the jokes are actually funny. You’ll find yourself chuckling and even bursting

Performance wise all three of the leads bring their A-game. Bobby Deol, Sunny Deol and Shreyas Talpade’s comic timing is on point. However, there are few stale jokes but are lifted by actors’ performance. In fact Shreyas Talpade’s side kicks are a laugh riot

Hot and Sunny Leone shunned at an award show From a contestant on the reality show Bigg Boss to a bona fide Bollywood star with millions of fans, Sunny Leone has come a long way since she decided to make a career in India in 2011. The actor got candid on a recent podcast about her journey from Karenjit to Sunny and her dorky side. Here are 5 revelations made by her on the show: 1. Sunny Leone was boycotted at an award function in her early days Sunny has not had an easy journey in Bollywood. Perhaps it was because of her past as an adult star that B-Towners maintained their distance from her at an award show in her early days. When most refused to go up on stage

with her, Chunky Panday graciously came to her rescue. Sunny said that she was new and perhaps people perceived her as “shady. “I think there is some sense of curiosity. Plus, at that moment, there were probably many women who didn’t like me. I’m okay with that, I don’t really care. But it was weird to sit there, and I was sitting there for very long because they couldn’t find somebody to go on stage with me, she said. 2. Sunny Leone has no real friends in Bollywood By her own confession, Sunny is poles apart from her onscreen persona. “What I find is that people get so weird and shallow...it’s not me

Jackie Shroff to play ‘Baahubali’ Prabhas’ nemesis in ‘Saaho’ Baahubali star Prabhas’s next, Saaho, is getting bigger and better by the day. After finding their leading lady in Shraddha Kapoor earlier this week, the makers of the mega-budget film have now roped in Jackie Shroff to play the villain. Neil Nitin Mukesh and Chunky Pandey complete the triumvirate of villains in the Sujeeth Reddy-directed drama, which will be made in Hindi, Telugu and Tamil. Says a source, “Saaho will have three grey characters and interestingly, all of them are from Bollywood. While Chunky Pandey’s character is dark, Jackie’s character is more suave and cool while retaining its negative streak. Neil Nitin will be seen as a techsavvy nerd. The film’s shoot has already

commenced in Hyderabad, Jackie will join the unit next week. Confirming the story, Shroff says, “I am happy to be a part of Saaho with Prabhas, who is one of the biggest actors in India at the moment. It’s wonderful to know that he trusts me and thinks I can pull off this kind of a role. I have seen both the Baahubalis and loved them. They reminded me of my childhood. The source goes on to add that it is a strategic move at Prabhas’s end to rope in Bollywood actors. “It is Prabhas’s home production and he wants the film to make the maximum impact. Both Sujeeth and he thought that roping in Bollywood actors would give Saaho a more pan-India appeal.

Actor Sudarshan passes away

oted south Indian actor of yesteryear, RN Sudarshan, died at a private hospital in Bengaluru today due to age related ailments. 78-year-old Sudarshan is survived by wife Shylashri. “He was brought with hip fracture three days ago. He passed away at 12.45 hrs, the hospital where he was admitted said. The actor was the fourth son of R Nagendra Rao, a wellknown film personality in the Kannada film industry. He had acted in more than 250 films, carving a niche for himself in Kannada, Hindi, Telugu, Malayalam and

Tamil movies. Born on May 2, 1939, Sudarshan had debuted in ‘Vijayanagarada Veeraputra’ at the age of 21. After playing the lead role in about 60 movies, he started appearing as a Villain in rest of the movies. He had sung songs in some Kannada movies. Bollywood Divas who never got married

which are only concerned with numbers. In 1985, Tabu made her debut in a film called Hum Naujawan. Since then, her career reached its prime with countless hits such as Maachis, Virasat, Kandukondain Kandukondain, Chandni Bar, Astitva, Maqbool, Cheeni Kum, and Drishyam. She has won many accolades including the National Film Award (Best Actress), Six Filmfare Awards and the honorable Padma Shri Award. Unlike most celebrities, Tabu has barely ever been splashed over the news regarding her love life or linkups. Having said that, two years ago, the media speculated that she was seeing a businessma. In an interview, Tabu said that she believes in the phrase “Que Sera Sera” and is open to the idea of marriage and having children but doesn’t let that thought consume her. She also expressed that she’d never settle abroad. This only added more fodder to the rumours. Nevertheless, there’s no evidence that suggests that she has or is planning to marry this mysterious man. Despite all these conjectures, this talented woman has remained unruffled, and we love that about her! 3) Parveen Babi began her career as a model in 1972 post which she was roped in for many films like Charitra, Majboor, Suhaag, Namak Halaal, Jaani Dost, and Yeh Nazdeekiyan. She was glamorous, elegant, and always looked like a million bucks no matter what she wore. Parveen was undoubtedly one of the most triumphant Hindi film actresses parallel to her contemporaries like Hema Malini, Rekha, and Zeenat Aman. Parveen bowled everyone over when she appeared on the cover of TIME since no other Bollywood diva had ever been featured on the front page of a magazine before. She evaded all conventional stereotypes and was way ahead of her time. While her career had reached its zenith, her personal life was in complete disarray. Parveen’s

sudden disappearance from the industry left people feeling baffled. Rumours were rife about her courtship with fellow actors Kabir Bedi and Danny Dengzongpa, and also director Mahesh Bhatt. Parveen Babi and Mahesh Bhatt shared a very close relationship. In 1979, Mahesh Bhatt found her in one corner of the house equipped with a kitchen knife, screaming, “They’re trying to kill me”. That was the first sign of Parveen’s illness. Soon after that, she took off to the United States, and returned only in 1989, looking rather different. She was later diagnosed with Paranoid Schizophrenia which was rumoured to have stemmed out of loneliness. She shocked the world with her sudden demise in 2005.

4) Nanda: Nanda has worked in both Hindi, and Marathi movies. She was highly lauded for her role in Joru Ka Ghulam, Ittefaq, Akashdeep, Kanoon, Pati Patni, Gumnaam, and Raja Saab. Nanda bagged quite a few Filmfare Awards like the Best Supporting Actress for her performance in Bhabhi, and Anchal. She sequestered herself from her profession in 1983. Nanda’s personal life has been nothing short of tragic. She got engaged to director Manmohan Desai in 1992. However, her happiness didn’t last very long. In 1994, her fiancé succumbed to death after he accidentally toppled off their terrace. She never got involved with anyone else again and fell victim to a severe heart attack in 2014. 5) Suraiya: Suraiya a famous actress and singer of the yesteryears. She was born in a Muslim family and took her first step as an actor at a very young age in the movie Usne Kya Socha (1937). In 1942, she was picked out by music director Naushad. to sing for a film called Sharda. Suraiya is best known for her films Pyar Ki Jeet, Dillagi, Afsar, Parwana, and Bari Behen. Soon, she was considered to be one of the highest paid Bollywood actresses. Not only was she a talented actress, but also a talented singer. Suraiya was trained in Hindustani vocals. She had a great

voice and even sang as a playback singer for her own films. Soon, she earned the title of the “First Melody Queen of the sub-continent”. Her euphonic voice helped her in achieving a massive fan-following. Suraiya and Dev Anand would sometimes imitate. They had both given each other nicknames. Dev Anand called her “Nosey”. Unfortunately, their friendship ended in 1951 when Suraiya’s grandma condemned her relationship with Dev. Dev Anand moved on and later married Kalpana Karthik while Suraiya stayed single for the rest of her life. Much to everyone’s grief, she passed away in 2004, at the age of 75, due to old age related problems, which included a loss of appetite and other general problems. Her remains were laid to rest at Chandanwadi burial ground in central Mumbai.

6) Sulakshana Pandit: Similar to Suraiya, Sulakshana was a singer-turnedactress who made her debut as an actor in 1967 in the movie Taqdeer. Not many people know this but the famous music composing duo, Jatin-Lalit are her siblings. Sulakshana was paired opposite famed stars like Amitabh Bachchan, Shammi Kapoor, Rajesh Khanna, Sanjeev Kumar, Jeetendra, and Rishi Kapoor. She has worked with renowned music composers like Kishore Kumar and has sung alongside gifted singers like Muhammad Rafi, Lata Mangeshkar, Udit Narayan, and Yesudas. Sulakshana’s unrequited love for actor Sanjeev Kumar is no secret. Sulakshana was head-over-heels in love with Sanjeev but Sanjeev had already fallen for another leading lady, Hema Malini. Things got complicated when Hema turned down his proposal to tie the knot with Dharmendra, and Sanjeev rejected Sulakshana’s proposal since he was still in love with Hema. This left Sulakshana so heartbroken that she gave up her career and lost her mental balance soon after that.

7) Sushmita Sen: She is still as graceful as ever today, and a mother. While she generally shies away from the media, she does hold her views well when it comes to important social issues. This beauty won the Miss Universe title in 1994. She then appeared on the silver screen for the very first time in the film Dastak. Thereafter, she quickly attained stardom for her stellar performance in Biwi No. 1, Sirf Tum, and Main Hoon Na. Sushmita has been in the news on multiple occasions for her colourful love life. She has dated director Vikram Bhatt, business tycoon Sanjay Narang, and popular actor Randeep Hooda. Unfortunately, none of these men could woo her enough to convince her to get hitched. Now Sushmita says that she’s absolutely okay with being on her own and will marry only when she finds the right man for herself. Sushmita inspired millions of Indian women to be independent when she decided to adopt her first baby girl, Renee. In 2010, she adopted her younger daughter, Alisah. She’s a single mom who takes on this responsibility with great aplomb. 8) Ameesha Patel: You might not have heard much about her lately as she doesn’t have that stardom today as she once enjoyed. However, she did turn quite a few heads during her hey days, and for a good reason. Ameesha started her career much later compared to the other leading ladies on this list. She made her debut in the blockbuster film Kaho Naa…Pyaar Hai which also starred Bollywood heartthrob, Hrithik Roshan. Ameesha has also been praised for her work in Gadar: Ek Prem Katha, Humraaz, and Ankahee. Ameesha’s career witnessed a dip due to many consecutive flops like Vaada, Elaan, and Zameer. But her career picked up again in 2007 when her film, Honeymoon Travels Pvt. Ltd. garnered impressive figures at the box office. However, in 2011, she quit acting to work as a producer and launched her own production

Surrey’s Heritage Rail Canada 150 Legacy

1304

Lt. Governor to launch restored 106-year old “Connaught”

On Saturday, September 9th, 2017, the Fraser Valley Heritage Railway Society (FVHRS), operating as Surrey’s Heritage Rail will officially launch the restored, 106 year old interurban car, into heritage passenger service, as a heritage project celebrating Canada’s 150th Anniversary Legacy Project. This connects the “Connaught” car, the vehicle used by Prince Arthur, Duke of Connaught & Strathearn, Canada’s Governor General from 1911-1916, with Queen Elizabeth II. The Duke (third son of Queen Victoria) is Her Majesty’s Great Great Grand Uncle. He toured the Lower Mainland in September 1912, in Car 1304 which bore his name from that point forward. In keeping with that, BC’s Lieutenant Governor, the Honourable Judith Guichon, will officiate at the re-launch, and will include a colour guard and Regimental Band of the BC Regiment, founded by the Duke of Connaught, the Connaught’s Own Rifles. Saturday September 9, 2017 11:30 BC Regiment (The Connaught’s Own Rifles) Colour Guard and Band will perform 11:45 Official launch ceremony with BC Lt. Governor, Surrey Mayor, MPs John Aldag & Ken Hardie, MLAs and other dignitaries. 12:20 Following the ceremony, complimentary short rides aboard the Connaught will be offered to the public. Location: Cloverdale Heritage Railway Station, #10 Highway & 176A St in (Cloverdale) Surrey. Date: Times:

Background: In September of 1912, Canada’s Governor General, Prince Arthur, the Duke of Connaught toured the Lower Mainland using Car 1304, a near new “Valley Car”, from the Vancouver to Chilliwack Interurban service. 1304 was refitted and freshly painted with the royal coat of arms, and the name “Connaught” painted, in gold, on each side. The refurbished interior included carpets, curtains and upholstered chairs, mostly in cream and green. After the tour, the car was converted back to its transit status, and ran on the Fraser Valley line until 1950, when the valley service was closed. It was reassigned to the Central Park line in Burnaby, until the entire system was shut down. 1304 was acquired by a Trolley museum in Brooks Oregon until it was repatriated in 2009. Sixteen thousand volunteer hours over five years has been invested in its restoration. The FVHRS intends to operate the Connaught as part of its heritage rail service during the 2018 season.

Vol. 8 No. 32 - Saturday - September 9, 2017

Vancouver real estate developer faces lawsuits, extradition to USA Mark John Chandler claimed “to be one of the biggest real estate developers in Canada” when he reached out to a New York money lender in 2011, according to court filings. Now, the Vancouver developer faces the prospect of being shipped to the U.S. to face charges in an alleged “fraudulent scheme” involving Los Angeles real estate. The FBI alleges in court documents that Chandler may have used investors’ funds to “support his lifestyle.” Closer to home, Chandler’s 92unit latest Metro Vancouver condo development sits empty more than a year past its anticipated move-in date, mired in a complex tangle of legal disputes, including homebuyers alleging breach of trust, private lenders launching foreclosure actions, and a municipality seeking to recover more than three years’ worth of unpaid taxes. Corporate records show Chandler is the director of the Newmark Group and several other companies named in a series of lawsuits and foreclosure involving the Newmark condo development in the Township of Langley called Murrayville House. Though the legal disputes involve tens of millions of dollars (two creditors who have already obtained judgments against Chandler’s companies worth more than $12.5 million, according to legal filings), they may not be the most pressing item on Chandler’s plate this week: he’s to appear Friday in B.C. Supreme Court, where the U.S. seeks his extradition in the Los Angeles case dating to 2009, according to documents filed in court. Chandler is alleged to have pitched a highrise condo development on L.A.’s Hill Street to “victim investors,” making false representations to obtain their money, according to court filings. California investors allegedly “put up property as collateral for Mr. Chandler’s Hill Street project and lost the properties in foreclosure proceedings when Mr. Chandler’s promised repayments did not materialize,” according to court filings. Chandler, reached by phone this week, did not provide his side of the story. Last month, a lawsuit was filed on behalf of 34 individuals and B.C. companies each claiming to have bought strata lots last year in the Langley development.
