Scientists from the University of Oxford’s Bodleian Libraries, have used carbon dating to trace the figure’s origins to the famous ancient Indian scroll,� the university said in a statement. The birch bark scroll is known as the Bakhshali manuscript, named after Bakhshali village in Pakistan near Peshawar,

Inflation heats up to 1.4% in August, pushed higher by gasoline, airfares

C

anada’s inflation rate inched up to an annualized 1.4 per cent in August, as gasoline prices and airfares got more expensive. Statistics Canada reported that transportation costs rose by 2.8 per cent in the year up to August. That’s up from a 1.9 per cent annual increase the previous month. Gasoline prices were a major driver of the increase, up 8.6 in the past year. In addition to prices at the pump, Canadians paid more to fly during the month. “Air transportation costs grew at a greater rate on a year-over-year basis in August than in July,” the data agency said. Food prices, meanwhile, which had been getting cheaper earlier this year because

of the rising loonie have now reversed course and are getting slightly more expensive again. The price of meat has increased by 1.1 per cent, on average, in the past 12 months. Fresh fruit prices are up by 5.6 per cent over the same period, and food at restaurants has gone up by 2.6 per cent in the past year, Statistics Canada reported Friday. “Grocery price deflation has now officially ended, with prices poking into positive territory after nearly a year in decline,” BMO economist Sal Guatieri noted. After hitting a two-year low earlier this summer in June, the cost of living is ticking steadily higher, and at least one economist expects that trend to continue. Downward pressure

LA Sam Sullivan has become the first person to announce plans to run for the leadership of the province’s Liberal party and others are expected to be lining up soon. Sullivan, a former Vancouver mayor, who was first elected to the legislature in 2012, said Thursday in a news release he had formally filed his application for the party’s leadership and vowed to bring more urban and youth support to the party. His announcement preempted those of former Surrey mayor Dianne Watts and MLA Andrew Wilkinson, who are both expected to enter the race in the next

few days. The B.C. Liberal Party leadership became vacant in August when former premier Christy Clark resigned from politics. In an interview last week, interim leader Rich Coleman told radio station CHNL that Mike Bernier, Todd Stone and Mike de Jong, all former cabinet ministers in B.C.’s previous Liberal government, have been considering their chances too. Coleman said newly elected Vancouver-Langara Liberal Michael Lee is also mulling a leadership bid and would have until Dec. 29 to decide whether to join the leadership race.

donations to political parties from BC politics. But the NDP Premier does not want political parties, including his own, to suffer from lack of cash flow while transitioning from the days of large union and corporate/business donations to days of operating without such union/corporate donations and limited individual donations.. So what to do? Dear God what to do? What will happen to our political parties and all those hard working political staffers loyal to Premier Horgan and other party leaders. Snap! Here is an idea! Pull the cash out of the taxpayers wallet and put it in the political parties bank accounts ! Ingenious ! There may be some outcries about lying and political promises broken but, hey, the Premier’s poll numbers did not dip much when his government broke other campaign promises - such as $10 a day daycare, $15 an hour minimum wage, rent rebate among many others. So the poor, stupid BC taxpayers will learn to live with this initiative also. It would be awesome if the NDP government

could somehow manoeuver to leave out the BC Liberals and BC Conservatives and other such parties out of this taxpayer funded largesse but that would be inviting a lawsuit. And, anyways, the BC NDP and BC Greens will benefit most from this deal. So let’s go for it. It is still wrong, Mr Premier. Means do not justify an end - no matter how good the end result is. Saying the federal political did a similar thing does not make it right. The new law will end the BC Liberal Party’s fundraising advantage and likely leave the NDP, which receives a greater number of small individual donations than the other parties, with a financial advantage over its competitors. The bill also provides for five years of transitional public funding for political parties and reimbursement of 50 per cent of allowable election expenses. Based on 2016 donations, the new limits and public subsidy would leave the NDP with about $5.8 million to spend each year, the Liberals with $4.9 million and the Greens with $1.6 million.

Green Party Leader Andrew Weaver said public funding for political parties wasn’t his party’s idea, though he supported the plan. “All I can say is we didn’t push for the subsidies,� Weaver said. “We didn’t bring subsidies to the table.� IThe bill’s provisions will likely cause the largest loss to the BC Liberal Party, which in recent years has received far more, far larger donations than the others. In 2016 the BC Liberals collected $8.4 million in donations that would be prohibited under the new rules, most of it from corporations. They also received 399 donations that exceeded $1,200, five of which were for $100,000 each. About $1.75 million came from individuals whose contributions would have exceeded the new cap. In total, if the new rules had been in place in 2016 the Liberals would have been unable to accept about $10.15 million in contributions — about three-quarters of the party’s take.

It has been held at the Bodleian Libraries since 1902. “The creation of zero as a number in its own right, which evolved from the placeholder dot symbol found in the Bakhshali manuscript, was one of the greatest breakthroughs in the history of mathematics,” said Marcus du Sautoy, a mathematics professor at Oxford. “We now know that it was as early as the third century that mathematicians in India planted the seed of the idea that would later become so fundamental to the modern world,” he said. The Bakhshali scroll was already recognised as the oldest Indian mathematical text but its exact age was widely contested, and researchers used carbon dating to trace it back to the third or fourth century. The text was in fact found to contain hundreds of zeroes, representing orders of magnitude in the ancient Indian numbers system. The earliest recorded example of the use of zero was previously believed to be a ninthcentury inscription on a wall in a temple in Gwalior, India. Several ancient cultures, including the Mayans and the Babylonians, used the zero placeholder but the dot used in ancient Indian mathematics is the one that ultimately evolved into the symbol used today. Librarian Richard Ovenden said the discovery was of “vital importance to the history of mathematics and the study of early South Asian culture”.

Fraser Health recalls Original Kulfi From page 1 following an inspection of the premises. The iced treat has been sold under the Original Kulfi label primarily to Indian restaurants and food stores in Surrey, as well as other cities in the Lower Mainland. The item is a popsicle-shaped frozen dairy product similar to ice cream in appearance and taste. It is available in a number of flavours including mango, strawberry, tutti-frutti and pistachio. Health authorities say all of these flavours are at risk of contamination and should not be consumed. The concern revolves around the fact that the product was prepared in a facility that does not meet public health safety guidelines. Surplus stock of Original Kulfi should also be thrown out, say health officials. No illness has been reported connected to the product, but anybody with symptoms — such as vomiting, stomach cramps or fever — after eating this product, should seek medical attention. Supreme Ice Cream has been ordered to stop producing, storing or distributing the Original Kulfi product.

Initially, seven were convicted and four acquitted, but four more were acquitted on appeal. Three people are currently serving life sentences for their roles in the attack.

Red Scorpion member Konaam Shirzad shot dead in Kamloops A founding member of the Red Scorpion gang was killed in what’s believed to be targeted shooting in Kamloops, B.C. on Thursday. Konaam Shirzad, 34, was found dead on Hudson’s Bay Trail at 7:20 p.m., according to RCMP. Police said that another 28-year-old man was also found with nonlife threatening injuries and taken to hospital. Investigators found a burning vehicle on Odin Court off of Whiteshield Crescent shortly after the shooting, but officers say they haven’t confirmed if the fire is related to the killing.

TransLink to roll out double-decker bus pilot project this fall Double-decker transit buses are popular in Victoria and Seattle, and will soon be coming to the Lower Mainland. TransLink, the regional transit authority, will test two double-decker buses this fall to see if they are a good fit for the Metro Vancouver area. According to a report from CEO Kevin Desmond, TransLink expects to receive the buses from manufacturer Alexander Dennis in about a month, at no charge. The buses will be based out of the Richmond Transit Centre and piloted for two months on three highway routes: the 351 between Crescent Beach and Richmond, the 354 between White Rock and Richmond, and the 555 between Langley and Coquitlam. “It gives the mechanics and the folks at (Coast Mountain Bus Company) the chance to drive them, kick the tires. TransLink looking for new source of funding to pay for Pattullo Bridge After months of uncertainty, TransLink hopes to have funding in place for a new Pattullo Bridge and a slew of major transit projects by the end of this year. The regional transit authority is counting on money from the provincial government to move ahead with the bridge and the second phase of a 10-year transit transportation plan, but the outcome of the May provincial election and subsequent political upheaval left many mayors anxious about meeting timelines associated with the projects. At a meeting on Thursday, TransLink staff told members of the Mayors’ Council on Regional Transportation that plans appear to be on schedule. Geoff Cross, vice-president of planning and policy, said the Pattullo replacement is considered TransLink’s most pressing concern because the bridge is at the end of its useful life. The NDP has promised to kick in 40 per cent of the capital cost of the bridge replacement project. TransLink is also looking for a subsidy to replace the tolls that were eliminated Sept. 1. The transit authority had been counting on tolls to pay for up to two-thirds of the cost of the new Pattullo, which was estimated at about $1 billion in 2014. The amount of the subsidy

has not been determined. The goal is to have financial analysis done around the end of this month, conduct consultation in October and begin procurement in November. “It is an ambitious schedule,� he acknowledged, “but it’s the one we’ve been working toward for several years now.� In this spring’s federal budget, the government committed capital funding of

Under Canada’s temporary foreign worker program, immigration consultants are not permitted to charge fees for job placement and any recruitment costs must be paid by the employer. The workers allege that as many as 450 people — mainly from Nepal and

the Philippines — had similar experiences when they were recruited by consultants in Dubai. “This is a disturbing case of how low income workers spent their life savings to try to find a better life in Canada through a job at Mac’s Convenience Stores but instead found they had lost their money and most had no employment,� lawyer Carmela Allevato said in a news release. Richmond man on trial again for killing his wife

On May 4, 2014, the body of Jin Jenna Cheng was found with multiple stab wounds in the hallway outside the apartment unit where she lived with her husband, James Jian Hua Wu. Wu was found next to her body and was arrested and charged with second-degree murder. His trial began in September of 2016 at the B.C. Supreme Court in downtown Vancouver. Six weeks later, the jury began deliberations. However, after 13 days, the panel was unable to reach a verdict and a hung jury was declared. The trial began with opening statements from Crown lawyers Jenny Machek and Jeremy Hermanson. Machek warned the jury that some of the details of the case will be graphic and, at times, difficult to listen to and look at. “The Crown’s theory is this is a case of extreme domestic violence, and that

the accused intentionally caused the death of his wife in anger following ... a difficult frustrating period in their marriage,� said Machek, who mentioned in her opening statements that police had visited the same apartment on Granville Street before the incident. Machek said the evidence will show Wu was found in the building’s hallway next to his wife’s body, and a bloody cleaver was found not far from her head. Syrian family targeted by a graffiti A Syrian father in Winnipeg who woke up to find hateful graffiti on his fence earlier this week telling him to leave Canada was also beaten recently, and says his children have been bullied by kids who threatened to torch their home. The state’s gas tax is constitutionally mandated to be used for roads “If that revenue starts to turn down, we face a real problem in terms of being able to take care of our infrastructure into the future,” Griffith said. The average personal vehicle in the state currently gets about 20.5 miles per gallon — approximately 8.7 kilometres per litre. By 2035, fuel efficiency is expected to rise to an average of 35 miles per gallon, or about about 14.9 kilometres per litre. “The result of that would equate to about a 45 per cent reduction in gas tax revenues for our roads,” Griffith said.

Weaving Canada’s indigenous traditions into the Canada 150 bank note The Canada 150 bank note celebrates Confederation with a unique design depicting our history, land and culture. Tightly woven into our history, and the story told on this special note, are several elements depicting Indigenous traditions and culture. In addition to the portrait of Senator James Gladstone, who represents the role of Indigenous peoples in government, the Canada 150 note incorporates the artwork Owl’s Bouquet by acclaimed Inuit artist Kenojuak Ashevak and the distinctive Assomption sash, an important cultural symbol of the Métis people. James Gladstone or Akay-na-muka (his Blackfoot name) was a member of the Kainai First Nation (Blood Tribe). In 1958, he became Canada’s first senator of First Nations origin. He is also the first Indigenous person in Canada to appear as a portrait subject on a Bank of Canada note. Gladstone committed himself to the betterment of Indigenous peoples. At the time of his appointment to the Senate, he, like all Status Indians, did not yet have the right to vote. He advocated for this right, which was won in 1960, when the right to vote was extended to all Indigenous Canadians. He also advocated for improved education, economic opportunities, equality

and greater self-determination for Canada’s Indigenous peoples. Gladstone served in the Senate until 1971, the year of his death. A bronze bust of Gladstone is displayed in the antechamber to the Senate in the Centre Block of Parliament Hill. It shows him wearing a feathered headdress and acknowledges his significant contribution to the Senate and to Canada.The distinctive pattern featured across the top and bottom of the Canada 150 note is based on the Assomption sash, also known as the arrow sash. The long, fingerwoven sash, most commonly worn tied around the waist, is part of a tradition integral to the history of Canada. Colourful sashes were worn by French-Canadian habitants and became a hallmark of the voyageurs and fur traders, who carried them westward at the end of the 18th century. Traders from the Hudson’s Bay and North West companies regularly offered the sashes as gifts to First Nation peoples, with whom they became popular adornments. Since then, the sash has become an important cultural symbol of the Métis people and is the centrepiece of the “Order of the Sash” ceremony, during which a sash is presented to an individual in appreciation of a significant contribution to the Métis nation.

Clothing manufacturer M&M Designs, under its label of AJTM (AJ Mistry and Thea Minhas), has filed a complaint against Kapoor and the film’s producer, Swiss Entertainment, accusing them of cheating and criminal breach of trust. The designers were entrusted with designing the looks of eight characters in the film, including that of Kapoor, Siddhanth Kapoor and Ankur Bhatia. The complaint has been filed against the lead actor for allegedly not promoting the fashion label during the promotional activities of the film, violating their agreement. Speaking to mid-day, Minhas said, “I have incurred a loss of 40 lakh. Shraddha had consented personally to everything, before we drafted the contract. We’d discussed [the clauses] with her. In fact, she was not comfortable [with certain clauses] and we removed them from the con-

The doctor told me it was a minor ligament tear. It was terribly painful, but it’s getting better now.” While most actors would take time off to recover from the injury, Khan could not afford to. Vikramaditya Motwane (one of the directors of the series) did not flinch from continuing the shoot. “I thought I’ll be out of action for some time, but that was not the case. Despite the injury, Vikram made me shoot an action sequence in a bathroom,” he laughed, the irony of the situation not lost on him, before adding, “Maybe it has something to do with the fact that I am a fast healer.” This is his second accident in a little over a year. The actor underwent a thumb surgery in June last year, after injuring himself during the shoot of Kaalakaandi. However, such mishaps haven’t deterred him from performing stunts. “I have always

got hurt because of my carelessness, and not because of someone else. I don’t mind being injured as long as I can walk and be on my own.” While he will be seen on the big screen soon with Chef, the actor is enjoying exploring the digital space. Talking about how a web series offers more freedom compared to a film, he said, “One of the best things about it is being mobile, so you can shoot at amazing locations. When we are shooting a film, it’s mostly in a controlled environment of the set. Here, we are shooting in raw and real locations. Montreal is emerging as a luxury real estate “hot spot,” while Vancouver and Toronto sales should pick up this fall after somewhat sluggish times, according to a new report. Sotheby’s International Realty Canada’s rosy outlook comes despite a slew of policy changes, including some from Ottawa and a couple provincial governments designed to cool the country’s hot housing markets. However, Canada’s strong economic performance will boost the market in the coming months, says the real estate sales and marketing company. “The psychological confidence that people had in the marketplace was shaken by all of the different factors that were put in there,” said Brad Henderson, CEO of Sotheby’s International Realty Canada, of a recent drop in sales in properties of more than $1 million in Toronto. In July and August, sales of condominiums and houses over $1 million in Toronto fell 27 per cent compared to the same months the year before, according to the report. Transactions of properties over $4 million in the city fell by nearly the same amount — 28 per cent. Part of that drop came as buyers and sellers in Ontario grappled with a new 15 per cent tax on foreign buyers of properties in the Greater Golden Horseshoe Region, which includes Toronto and several nearby areas, introduced by the provincial government in late April. Ontario followed British Columbia’s footsteps in the policy. The B.C. government implemented a similar levy on foreign buyers in the Metro Vancouver area in August 2016, and the province experienced a drop in luxury property sales shortly thereafter. Local real estate agent facing fines, suspension, after shadow flipping attempt A realtor with Richmond-based New Coast Realty has been fined $8,000 and suspended 45 days by the Real Estate Council of British Columbia. In an agreed statement of facts both Xiao Zhong (Jordan) Guo and his company, Jordan Guo Personal Real Estate Corporation, were cited for professional misconduct for more than a dozen infractions of the Real Estate Services Act involving properties in Burnaby, Richmond and West Vancouver. The misconduct included everything from failing to disclose that he was acting for both sides in a property sale to trying to flip a multi-million dollar Richmond property before he legally owned it. Representing both

Dera Sirsa empire fortunes Rs 2,000 cr The authorities have assessed the worth of jailed Dera Sacha Sauda chief ’s Sirsa empire, including cash in banks and movable and immovable property, at Rs 2,000 crore. “Details have been prepared on the orders of the Punjab and Haryana High Court and a report submitted through the Court Commissioner,” said Sirsa Deputy Commissioner Prabhjot Singh. After the violence that followed Gurmeet Ram Rahim’s conviction on August 25, the High Court had ordered that the loss incurred be recovered from the dera. The district administration has already frozen the dera’s more than 90 bank accounts. The exact amount in these accounts could not be ascertained. But one public sector bank said the dera had deposited Rs 40 crore in its Sirsa branch. The dera, being a charitable trust, was exempted from paying income tax. Hence,

salaries of employees in its newspapers, film production units and those working in its educational institutions, were deposited directly in their accounts. Dera Sacha Sauda owns over 900 acres of prime land on the Sirsa–Nathusari Chopta–Bhadra road, stretching from Begu village at one end up to Nejia village on the other. “Going by the current market rate, the cost of the land alone should be Rs 600 crore to Rs 800 crore. It was, of course, much higher five years ago,” said sources. Govt schools to enrol 3+ kids Enrolment in pre-primary classes for the next academic session is all set to start in government schools across the state this month, with the Cabinet giving its nod to a proposal in this connection today. With this, schools will start enrolling children more than three years old in preprimary classes. At present, rules permit government schools to admit children six years of age and above. Chief Minister Capt Amarinder Singh suggested improvement in the curriculum, with references to historical events and heroes added to the curriculum. Tourism and Cultural Affairs Minister Navjot Singh Sidhu suggested inclusion of cultural topics in the syllabus. The Cabinet approved an amendment to the Punjab School Education Board Act, 1969, to abolish the post of Senior Vice Chairman. It decided that no person will

be appointed as Chairman or Vice Chairman unless he or she has served with the Centre or the state government or both on a gazetted post for not less than 15 years. With this, the government scrapped the criterion of 10-year experience approved during the previous SAD-BJP government. Concerned over the growth of fraudulent financial establishments, the Cabinet approved the introduction of a fresh Bill in the Vidhan Sabha to protect the interests of depositors against default. The government has withdrawn the Punjab Protection of Interests of Depositors (in Financial Establishments) Bill, 2015. It was sent to the Centre for obtaining the assent of the President. The move follows complaints against several financial establishments that allegedly fleeced depositors by offering huge and unrealistic returns.

Cabinet clears crop loan waiver scheme With an eye on the Gurdaspur Lok Sabha byelection slated next month, the Punjab Cabinet today gave its approval to notify the crop loan waiver scheme for small and marginal farmers. With the model code of conduct currently in force, the Council of Ministers led by Chief Minister Capt Amarinder Singh directed the Chief Secretary to seek the Election Commission of India’s approval to issue the notification. The Congress government had in June announced waiver of the entire crop loan (up to Rs 2 lakh) of all small and marginal farmers (with landholding up to 5 acres) and a relief of Rs 2 lakh to the remaining marginal farmers irrespective of the loan amount. The scheme will directly benefit nearly 10.25 lakh farmers across the state. Claiming that the government was keen on releasing the amount, Finance Minister Manpreet Badal said arrangements had been

made to start the release of funds as soon as the EC gave its nod. The relief amount will comprise outstanding liability under crop loan (principal and interest) as on March 31, 2017 in addition to the outstanding interest from April 1, 2017 till the date of notification. The decision to take over the outstanding interest of farmers from April 1, 2017 till the date of notification will lead to an additional benefit of Rs 400 crore to farmers. The study is part of Registrar General of India’s Million Death Study (MDS) in which health workers physically visited 1.3 million homes over the past decade to ask parents what caused their child’s death. The research showed the child mortality reduced as neonatal infections fell by 66%; birth asphyxia fell by 76%, tetanus fell by over 90%. “Among children aged 1 to 59 months, largest reduction in mortality came as pneumonia fell by 63%, diarrhea by 66% and measles by 90%,� Dr Kumar said. Justice Quddusi (retired) was a judge in the Orissa High Court between 2004 and 2010. A CBI spokesperson said the agency carried out searches at eight locations here, including the residence of the former judge. Searches were also carried out in Bhubaneswar and Lucknow. According to the CBI FIR, the Prasad Institute of Medical Science, Lucknow, was among the 46 medical institutes barred by the government from admitting new students because of shortcomings in infrastructure. The issue was challenged in the Supreme Court by the college. The court directed the government to consider the material on record afresh. The government heard the matter and debarred the college from taking admissions for 2017-18 and 2018-19. It also authorised the Medical Council of India to encash college’s bank guarantee of Rs 2 crore. The matter was being pursued by the Prasad Education Trust in the apex court where it had filed a writ petition. Head teacher in court for sexual assault A PRIMARY school head teacher is facing sexual assault charges after he is alleged to have assaulted six students from the school. According to a police statement the accused is charged with one count of sexual assault,

These concerns that threaten the “integrity of gaming in B.C.” are revealed in a damaging confidential report about casinos overseen by BC Lottery Corporation. The report was released Friday by the provincial government in connection to freedom of information requests by the Vancouver Sun. “We are serious about doing everything we can to identify money laundering activities, and ensure policies are in place to prevent it from occurring in B.C. casinos,” Eby said in a statement Friday morning. “We will bring in the best experts available to assist us, and I am confident we will succeed.” In the coming weeks, Eby will name an independent expert to review concerns on money laundering in Lower Mainland casinos, the statement says. The report released Friday was commissioned in 2015 by B.C.’s gaming policy enforcement branch (GPEB) and focuses mostly on allegations of “unsourced cash” flowing into Richmond’s River Rock casino. Auditor MNP explains reasons for its report, noting that GPEB “compiled a document which identified approximately $13.5 million in $20 bills being accepted in River Rock in July 2015.” “Law enforcement intelligence has indicated this currency may be the direct proceeds of crime,” the MNP report states. The majority of cash is presented to casino staff by “high-roller Asian VIP clients” who have travelled from China or recently immigrated from China, the report says. Investigations and interviews showed that VIPs have been allowed to purchase gambling chips at River Rock with more than $500,000 in small bills per single “buy-in” and “with no known source of funds.” In its report, MNP says it looked at the actions of the gaming regulator GPEB, which is an arm of the Ministry of Finance, casino overseer B.C. Lottery Corporation, and B.C. casino operators. MNP’s report notes

that “all parties” — including the provincial government — have an interest in the massive gambling revenues pouring into B.C., but the gaming system is at risk of being corrupted. “GPEB has an interest in reducing the influx of unsourced cash into gaming facilities in B.C.,” the report states. MNP concluded there must be “acknowledgement, from all parties, that the proceeds of crime may be being injected into the gaming system despite the controls put in place.” The report says that River Rock’s staff have “fostered a culture accepting of large bulk cash transactions.” Because the majority of VIPs buying in with cash are from China or have recently acquired resident status in Canada, it is difficult for staff to build “open source” client profiles to judge if their wealth is legitimate, the report says. Also, given the high volume of cash flooding River Rock, the casino doesn’t have enough staff to follow anti money laundering controls and investigate risks, the report says.

Woman dies after being bumped by mobility scooter in Coquitlam An elderly woman has died after being bumped by a mobility scooter in Coquitlam, and police are seeking help identifying the operator. The 86-year-old fell to the ground after she was struck by the electric scooter at about 10:20 a.m. on Sept. 15 at the corner of Austin Avenue and Westview Street, according to a written statement from the RCMP. Investigators believe she died of injuries caused by the fall. “At this point, this looks like a tragic accident with no criminal intent,” RCMP Cpl.
