dot on a third-century manuscript considered to be the first recorded use of the mathematical symbol for ‘zero’, 500 years earlier than previously thought. Scientists from the University of Oxford’s Bodleian Libraries, have used carbon dating to trace the figure’s origins to the famous ancient Indian scroll, the university said in a statement. The birch bark scroll is known as the Bakhshali manuscript, named after Bakhshali village in Pakistan near Peshawar,

No matter how Premier John Horgan and his minions spin it, the truth is that taxpayers hard earned money will be handed out for political parties to pay for their operations. Inflation heats up to 1.4% in August, pushed higher by gasoline, airfares

C

anada’s inflation rate inched up to an annualized 1.4 per cent in August, as gasoline prices and airfares got more expensive. Statistics Canada reported that transportation costs rose by 2.8 per cent in the year up to August. That’s up from a 1.9 per cent annual increase the previous month. Gasoline prices were a major driver of the increase, up 8.6 in the past year. In addition to prices at the pump, Canadians paid more to fly during the month. “Air transportation costs grew at a greater rate on a year-over-year basis in August than in July,” the data agency said. Food prices, meanwhile, which had been getting cheaper earlier this year because

of the rising loonie have now reversed course and are getting slightly more expensive again. The price of meat has increased by 1.1 per cent, on average, in the past 12 months. Fresh fruit prices are up by 5.6 per cent over the same period, and food at restaurants has gone up by 2.6 per cent in the past year, Statistics Canada reported Friday. “Grocery price deflation has now officially ended, with prices poking into positive territory after nearly a year in decline,” BMO economist Sal Guatieri noted. After hitting a two-year low earlier this summer in June, the cost of living is ticking steadily higher, and at least one economist expects that trend to continue. Downward pressure

Sam Sullivan is first to announce bid for BC Liberal leadership Dianne Watts and Andrew Wilkinson expected to enter race in coming days

M

LA Sam Sullivan has become the first person to announce plans to run for the leadership of the province’s Liberal party and others are expected to be lining up soon. Sullivan, a former Vancouver mayor, who was first elected to the legislature in 2012, said Thursday in a news release he had formally filed his application for the party’s leadership and vowed to bring more urban and youth support to the party. His announcement preempted those of former Surrey mayor Dianne Watts and MLA Andrew Wilkinson, who are both expected to enter the race in the next

few days. The B.C. Liberal Party leadership became vacant in August when former premier Christy Clark resigned from politics. In an interview last week, interim leader Rich Coleman told radio station CHNL that Mike Bernier, Todd Stone and Mike de Jong, all former cabinet ministers in B.C.’s previous Liberal government, have been considering their chances too. Coleman said newly elected Vancouver-Langara Liberal Michael Lee is also mulling a leadership bid and would have until Dec. 29 to decide whether to join the leadership race.

donations to political parties from BC politics. But the NDP Premier does not want political parties, including his own, to suffer from lack of cash flow while transitioning from the days of large union and corporate/business donations to days of operating without such union/corporate donations and limited individual donations.. So what to do? Dear God what to do? What will happen to our political parties and all those hard working political staffers loyal to Premier Horgan and other party leaders. Snap! Here is an idea! Pull the cash out of the taxpayers wallet and put it in the political parties bank accounts ! Ingenious ! There may be some outcries about lying and political promises broken but, hey, the Premier’s poll numbers did not dip much when his government broke other campaign promises - such as $10 a day daycare, $15 an hour minimum wage, rent rebate among many others. So the poor, stupid BC taxpayers will learn to live with this initiative also. It would be awesome if the NDP government

could somehow manoeuver to leave out the BC Liberals and BC Conservatives and other such parties out of this taxpayer funded largesse but that would be inviting a lawsuit. And, anyways, the BC NDP and BC Greens will benefit most from this deal. So let’s go for it. It is still wrong, Mr Premier. Means do not justify an end - no matter how good the end result is. Saying the federal political did a similar thing does not make it right. The new law will end the BC Liberal Party’s fundraising advantage and likely leave the NDP, which receives a greater number of small individual donations than the other parties, with a financial advantage over its competitors. The bill also provides for five years of transitional public funding for political parties and reimbursement of 50 per cent of allowable election expenses. Based on 2016 donations, the new limits and public subsidy would leave the NDP with about $5.8 million to spend each year, the Liberals with $4.9 million and the Greens with $1.6 million.

Each party could also get up to about $4.35 million to cover campaign costs in the next election if the party has a full slate of 87 candidates and spends the maximum allowed. Green Party Leader Andrew Weaver said public funding for political parties wasn’t his party’s idea, though he supported the plan. “All I can say is we didn’t push for the subsidies, Weaver said. “We didn’t bring subsidies to the table. IThe bill’s provisions will likely cause the largest loss to the BC Liberal Party, which in recent years has received far more, far larger donations than the others. In 2016 the BC Liberals collected $8.4 million in donations that would be prohibited under the new rules, most of it from corporations. They also received 399 donations that exceeded $1,200, five of which were for $100,000 each. About $1.75 million came from individuals whose contributions would have exceeded the new cap. In total, if the new rules had been in place in 2016 the Liberals would have been unable to accept about $10.15 million in contributions — about three-quarters of the party’s take.

Trudeau’s visit to India to be finalized: joint stamps to be released India and Canada are close to “firming up the dates of Prime Minister Justin Trudeau’s visit to New Delhi, Canadian High Commissioner Nadir Patel said. Speaking on the sidelines of the launch of the first joint Indo-Canada postal stamp here, Patel said three ministers of the Trudeau government will be visiting India in the next few months. Asked when Trudeau was expected to visit India, Patel said: “We are close to firming up the dates. We cannot share the specific dates but it is expected in the coming months. The stamp was launched by Patel, who is of Indian origin, with Secretary, Department of Posts, A N Nanda. It commemorates the festival of Diwali. Patel said the “historic collaboration between the two countries with regards to the stamp began in December last, when the CEO of Canada Post visited India.

where it was found buried in 1881. It has been held at the Bodleian Libraries since 1902. “The creation of zero as a number in its own right, which evolved from the placeholder dot symbol found in the Bakhshali manuscript, was one of the greatest breakthroughs in the history of mathematics,” said Marcus du Sautoy, a mathematics professor at Oxford. “We now know that it was as early as the third century that mathematicians in India planted the seed of the idea that would later become so fundamental to the modern world,” he said. The Bakhshali scroll was already recognised as the oldest Indian mathematical text but its exact age was widely contested, and researchers used carbon dating to trace it back to the third or fourth century. The text was in fact found to contain hundreds of zeroes, representing orders of magnitude in the ancient Indian numbers system. The earliest recorded example of the use of zero was previously believed to be a ninthcentury inscription on a wall in a temple in Gwalior, India. Several ancient cultures, including the Mayans and the Babylonians, used the zero placeholder but the dot used in ancient Indian mathematics is the one that ultimately evolved into the symbol used today. Librarian Richard Ovenden said the discovery was of “vital importance to the history of mathematics and the study of early South Asian culture”.

Fraser Health recalls Original Kulfi From page 1 following an inspection of the premises. The iced treat has been sold under the Original Kulfi label primarily to Indian restaurants and food stores in Surrey, as well as other cities in the Lower Mainland. The item is a popsicle-shaped frozen dairy product similar to ice cream in appearance and taste. It is available in a number of flavours including mango, strawberry, tutti-frutti and pistachio. Health authorities say all of these flavours are at risk of contamination and should not be consumed. The concern revolves around the fact that the product was prepared in a facility that does not meet public health safety guidelines. Surplus stock of Original Kulfi should also be thrown out, say health officials. No illness has been reported connected to the product, but anybody with symptoms — such as vomiting, stomach cramps or fever — after eating this product, should seek medical attention. Supreme Ice Cream has been ordered to stop producing, storing or distributing the Original Kulfi product.

Court of Appeal had accepted their judicial review request, halting the extradition. SCC rules for extradition of accused in ‘honour’ killing “I can’t discuss the nature of the material. But what happened in court today was as a result of filing that material. Authorities in India claim Sidhu and Badesha ordered the murder from Canada and paid the equivalent of $10,000 to have the killing carried out. They allege the pair was angry that

Jassi had secretly married Mithy Sidhu, an Indian rickshaw driver, against the wishes of her family, because she had already been “promised to a wealthy, older man. An India court has already convicted the pair of murder. Authorities now want to try them for conspiracy to commit murder. The pair has fought extradition for three years, arguing they would face substandard prison conditions in India. Sidhu and Badesha say they are in poor health and will require medical care in custody. Eleven other people stood trial in India for the murder. Initially, seven were convicted and four acquitted, but four more were acquitted on appeal. Three people are currently serving life sentences for their roles in the attack.

Red Scorpion member Konaam Shirzad shot dead in Kamloops A founding member of the Red Scorpion gang was killed in what’s believed to be targeted shooting in Kamloops, B.C. on Thursday. Konaam Shirzad, 34, was found dead on Hudson’s Bay Trail at 7:20 p.m., according to RCMP. Police said that another 28-year-old man was also found with nonlife threatening injuries and taken to hospital. Investigators found a burning vehicle on Odin Court off of Whiteshield Crescent shortly after the shooting, but officers say they haven’t confirmed if the fire is related to the killing.

Gang history The Red Scorpions were formed by a group of gangsters doing time at a youth detention facility around the year 2000. During the Surrey Six murder trial gang members identified Shirzad as on of the gang’s founding members, and BC provincial court records show that he faced dozens of criminal charges since then.

ancouver Film School executives realized that it had reached the point where it made more sense to take Hollywood North to Bollywood, rather than try to recruit more Indian students to its Vancouver campus. So VFS has just reached an agreement to export its services to India in the form of two campuses there as public-private partnerships, one in Mumbai and one in Hyderabad, Diwakar Gandhi, the school’s director of international strategy, said Tuesday at the B.C.-India Partnership Summit in Vancouver. “We’re looking at India in a very, very different terms, Gandhi told the group of business, government and educational officials. “Gone are the days when we looked at India and (and thought) ‘let’s bring 150 students to Canada and teach them.’ “Now, we realize

for every two students who come to Canada to learn, there are 10 who cannot for various reasons, financial being one of them. So we’re looking at doing more in the Ccountry. It is one example of the bilateral opportunities to do business in the digital media and entertainment sector highlighted during the meeting, sponsored by the Canada-India Business Council. It was the second edition of the B.C.India meeting. The 2016 meeting focused on infrastructure, and organizers picked digital media and entertainment this year because the two countries have intersecting interests in the sector, said Sukesh Kumar, a partner at the accounting firm KPMG, a sponsor of the event. BC is emerging as a centre of excellence for digital and entertainment, with a growing visual effects industry and film production location.

TransLink to roll out double-decker bus pilot project this fall Double-decker transit buses are popular in Victoria and Seattle, and will soon be coming to the Lower Mainland. TransLink, the regional transit authority, will test two double-decker buses this fall to see if they are a good fit for the Metro Vancouver area. According to a report from CEO Kevin Desmond, TransLink expects to receive the buses from manufacturer Alexander Dennis in about a month, at no charge. The buses will be based out of the Richmond Transit Centre and piloted for two months on three highway routes: the 351 between Crescent Beach and Richmond, the 354 between White Rock and Richmond, and the 555 between Langley and Coquitlam. “It gives the mechanics and the folks at (Coast Mountain Bus Company) the chance to drive them, kick the tires. It gives our customers a chance to experience them, get some feedback from customers,” said Desmond. This week, TransLink has run a funny-looking test bus fitted with a frame to mimic the profile of a double-decker bus along the routes to make sure there is enough

clearance for the pilot buses and that cables, power lines and tree branches won’t get in the way. TransLink is currently running a test bus fitted with a frame to mimic the profile of a double-decker bus to make sure there is enough clearance for an upcoming double-decker bus pilot project. TransLink is currently running a test bus fitted with a frame to mimic the profile of a doubledecker bus to make sure there is enough clearance for an upcoming double-decker bus pilot project. Geoff Cross, TransLink’s vice-president of policy and planning, said the highway coach fleet is aging — many are 17 to 18 years old — and it’s time to replace them. He said the need to replace the buses has provided an opportunity to explore new options, like the double-decker buses. Cross said they are more comfortable than the usual highway coaches because they have more seating — 80 seats as opposed to 47. They also have lower emissions per passenger than traditional buses. Desmond has experience with the double deckers from his time working at a transit authority in Washington state.

Judge throws out evidence seized during meth lab raid due to police misconduct A judge has thrown out evidence, including a loaded firearm, that was seized during a raid on a meth lab at a Vancouver home after finding police had violated the rights of two residents charged in the case. After B.C. Supreme Court Justice Nigel Kent concluded that the evidence was inadmissible, the Crown dismissed charges that had been laid against Shu Tshung Wong and Lena Truong. The accused were charged with seven drug and firearm offences following the discovery of the methamphetamine lab and the handgun at their home in the 2900-block East 15th Avenue on June 15, 2012. During

the execution of a search warrant, members of the Vancouver police and the RCMP clandestine lab team found in the upstairs of the home items associated with the manufacture of meth, including Reactine pills, pipes used for smoking meth and several baggies containing about 28 grams of meth. In a bedside table police located a Glock firearm in a gun case, with a magazine loaded with 17 cartridges. Other meth lab equipment, including glassware, precursor chemicals and air filtration masks, was also located in the home.

TransLink looking for new source of funding to pay for Pattullo Bridge After months of uncertainty, TransLink hopes to have funding in place for a new Pattullo Bridge and a slew of major transit projects by the end of this year. The regional transit authority is counting on money from the provincial government to move ahead with the bridge and the second phase of a 10-year transit transportation plan, but the outcome of the May provincial election and subsequent political upheaval left many mayors anxious about meeting timelines associated with the projects. At a meeting on Thursday, TransLink staff told members of the Mayors’ Council on Regional Transportation that plans appear to be on schedule. Geoff Cross, vice-president of planning and policy, said the Pattullo replacement is considered TransLink’s most pressing concern because the bridge is at the end of its useful life. The NDP has promised to kick in 40 per cent of the capital cost of the bridge replacement project. TransLink is also looking for a subsidy to replace the tolls that were eliminated Sept. 1. The transit authority had been counting on tolls to pay for up to two-thirds of the cost of the new Pattullo, which was estimated at about $1 billion in 2014. The amount of the subsidy

has not been determined. The goal is to have financial analysis done around the end of this month, conduct consultation in October and begin procurement in November. “It is an ambitious schedule, he acknowledged, “but it’s the one we’ve been working toward for several years now. In this spring’s federal budget, the government committed capital funding of

about $2.2 billion for three major projects in Phase 2 of the 10-year plan: the Broadway subway, Surrey light rail and the SkyTrain upgrade strategy. That money will be confirmed once the business cases are finalized this fall. During the election, the NDP committed to providing funding for 40 per cent of the capital costs.

Foreign workers allege ‘life savings’ paid for Mac’s jobs that didn’t exist Foreign workers who allege they paid thousands of dollars to secure non-existent jobs at Mac’s convenience stores have had their claims certified as a class action lawsuit in B.C. Supreme Court. The four workers named in the suit allege they paid as much as $8,500 each in illegal fees to Surrey-based immigration consultant firms to obtain jobs as temporary foreign workers in Western Canada, according to court documents. “Shortly after arriving in Canada, each of the [representative plaintiffs] learned that there was no job for them at Mac’s, Justice Arne Silverman wrote in his reasons for certifying the suit. Under Canada’s temporary foreign worker program, immigration consultants are not permitted to charge fees for job placement and any recruitment costs must be paid by the employer. The workers allege that as many as 450 people — mainly from Nepal and

the Philippines — had similar experiences when they were recruited by consultants in Dubai. “This is a disturbing case of how low income workers spent their life savings to try to find a better life in Canada through a job at Mac’s Convenience Stores but instead found they had lost their money and most had no employment, lawyer Carmela Allevato said in a news release. Carmela Allevato, Vancouver lawyer Three companies that operate out of the same building in Surrey — Overseas Career and Consulting Services Ltd. (OCCS), Overseas Immigration Services Inc., and Trident Immigration Services Ltd. — are all named as defendants in the suit, alongside Mac’s. According to Silverman’s decision, “Each of the defendants deny wrongdoing on their own behalf, and deny any responsibility for whatever wrongdoings, if any, that any of the other defendants may have committed.

Richmond man on trial again for killing his wife

2nd trial began for James Jian Hua Wu who was found beside

the body of his wife in 2014 For the second time in a year, a Richmond man is standing trial for the second-degree murder of his wife, a killing that happened on their two-year wedding anniversary. On May 4, 2014, the body of Jin Jenna Cheng was found with multiple stab wounds in the hallway outside the apartment unit where she lived with her husband, James Jian Hua Wu. Wu was found next to her body and was arrested and charged with second-degree murder. His trial began in September of 2016 at the B.C. Supreme Court in downtown Vancouver. Six weeks later, the jury began deliberations. However, after 13 days, the panel was unable to reach a verdict and a hung jury was declared. The trial began with opening statements from Crown lawyers Jenny Machek and Jeremy Hermanson. Machek warned the jury that some of the details of the case will be graphic and, at times, difficult to listen to and look at. “The Crown’s theory is this is a case of extreme domestic violence, and that

the accused intentionally caused the death of his wife in anger following ... a difficult frustrating period in their marriage, said Machek, who mentioned in her opening statements that police had visited the same apartment on Granville Street before the incident. Machek said the evidence will show Wu was found in the building’s hallway next to his wife’s body, and a bloody cleaver was found not far from her head. She said police will testify the first officers on scene asked Wu “Who did this? To which he responded: “I did. What the jury will have to decide, according to the Crown, is what Wu intended to do. “We expect that the principle issue that you’ll have to consider is what the accused’s state of mind was, said Machek. “In other words: what did he intend to do to cause Cheng’s death. Machek said the Crown will call 17 witnesses including a forensic pathologist, RCMP officers who were first on scene, as well as neighbours who witnessed the incident through the

Syrian family targeted by a graffiti A Syrian father in Winnipeg who woke up to find hateful graffiti on his fence earlier this week telling him to leave Canada was also beaten recently, and says his children have been bullied by kids who threatened to torch their home. Speaking through a translator, Mannan Hamrasho told CBC News that in recent months his two kids had been threatened by other children who said “we’ll burn your life and “we’ll put fire in your house. A house next door to the Hamrasho home caught fire about a month ago. The fire was so severe a window in the Hamrasho home blew out. The family doesn’t know if the fire is connected to the threats. Six Syrian families live on the Dufferin Avenue block where the graffiti appeared, so Hamrasho said he’s not sure if it was his family that was specifically targeted or all six. He also said he had to be hospitalized two months ago with broken bones after he was beaten by a man who punched him in the face and took his phone. He’s had his car broken into as well. Hateful graffiti was found on a fence at the home of a family of Syrian refugees living in

Man beat his girlfriend to death and lived with dead body for several weeks, court told A Vancouver man beat his girlfriend to death in his apartment and then lived with the decomposed body for several weeks, attempting to conceal the murder, a prosecutor said on Monday. Daniel Alphonse Paul, 45, has pleaded not guilty to second-degree murder in the 2015 death of Crystal Rose Paul, 36, a mother of five, in the accused’s apartment on East 22nd Avenue near Main. In his opening statement to a jury, Crown Counsel Daniel Mulligan said that Paul, who was not related or married to the victim although they share the same surname, inflicted a severe beating on his girlfriend some time after Jan. 29, 2015. The couple both accessed the internet from the same IP address on the day that Rose Paul’s Facebook activity stopped on Jan. 29, 2015, suggesting that they were in the same place, said Mulligan. “It will be obvious that Mr. Paul continued living in the suite with Rose Paul’s decomposing body in the bedroom

NDP unveils corporate and union donation legislation NDP government brought in a bill to ban corporate and union donations, but flip-flopped on a pre-election promise not to stick taxpayers with the cost of subsidizing political parties. Premier John Horgan introduced the bill on Monday to reporters at the legislature, which sets donation limits but also creates new public subsidies for parties that total $27.5 million over the next four years, with an option to continue or eliminate them after year five. “This bill is what we committed to pass. This bill is what we campaigned on. This bill will come forward and be done in the days and weeks ahead,” said Horgan. “The legislation will make sure that (the May provincial election)

Green party leader Andrew Weaver, whose party stands to earn approximately $825,000 in public subsidies in 2018, called it a “historic day” and pointed out “the consultations on this bill began months ago” with the NDP. The bill contains a subsidy of $2.50 per vote in 2018, which declines slightly by 2022, when it will be reviewed by an all-party legislative committee to determine whether it should continue. In the first year, the NDP and Liberals each receive $1.8 million. Over four years, the two major parties would receive $6.8 million each, and the Greens $2.8 million.

said Premier John Horgan. The legislation will be debated in the legislature before it is officially passed into law. The wide ranging legislation was a major part of the power sharing agreement between the B.C. Greens and the B.C. NDP. The proposed legislation also caps contributions to third-party election advertisers and will require public reporting of all fundraisers attended by major party leaders, cabinet ministers and

The state’s gas tax is constitutionally mandated to be used for roads “If that revenue starts to turn down, we face a real problem in terms of being able to take care of our infrastructure into the future,” Griffith said. The average personal vehicle in the state currently gets about 20.5 miles per gallon — approximately 8.7 kilometres per litre. By 2035, fuel efficiency is expected to rise to an average of 35 miles per gallon, or about about 14.9 kilometres per litre. “The result of that would equate to about a 45 per cent reduction in gas tax revenues for our roads,” Griffith said.

Toronto real estate agent laughed at gunman before being fatally shot in restaurant A real estate agent shot at a crowded Toronto restaurant over the weekend laughed at his attacker right before bullets were fired, the establishment’s owner recounted on Monday. “Ha ha, very funny,” Simon Giannini said moments before a gunman started shooting at him, restaurant owner Michael Dabic told reporters. “He thought it was some joke,” Dabic said. Giannini was at Michael’s on Simcoe, a restaurant in downtown Toronto, on Saturday night with a friend when a man in a hoodie and baseball cap walked inside and briefly looked around, Dabic said. Police said Giannini, 54, was targeted.

About 140 patrons packed the restaurant at the time, Dabic said, the entire area busy with the Toronto International Film Festival in swing nearby. Dabic said one of his managers immediately approached the suspect when he entered the restaurant shortly before 9 p.m. because his clothing didn’t fit the upscale restaurant’s dress code. “He said he was just looking for a friend,” Dabic said. The suspect then strode directly to Giannini, who was sitting with his back to the approaching man, Dabic said. Dabic’s daughter, who works at the restaurant, was standing several metres from the table when she heard Giannini’s comments before bullets flew, he said.

Surrey Public Market building comes down One of Surrey’s most notorious eyesores is finally being torn down. Over the weekend, demolition crews arrived at the Surrey Public Market — which has sat vacant at the corner of 64 Avenue and King George Boulevard for nearly two decades — and began to rip down what’s left of the old building. “It’s been 19 years that we’ve been looking at this place just Surrey Public Market building on King George Blvd., decay and crumble,” said and 64th Avenue was torn down. BC senator ready to lead Independents, says ‘he’s no sympathizer of communist China’ A senator from BC who last year was accused by Conservatives of being a sympathizer with communist China is the sole candidate in the running to lead Independents in the Senate. Yuen Pau Woo, who was born in Malaysia was appointed by Prime Minister Justin Trudeau in last November, has put his name forward to lead the Independent Senators Group (ISG), which is expected to soon become the largest bloc in the Senate, displacing the Conservatives for the first time. Woo sponsored the government’s budget bill in the Senate last spring and successfully fended off attempts to split the Canada Infrastructure Bank. Prior to joining the Senate, Woo was a senior fellow in public policy at the Asian Institute of Research at the University of British Columbia, and is the former president of

The New Democrat from British Columbia said he arrived at the decision after much contemplation, but ultimately concluded that Singh’s presence on social media and ability to draw crowds are “fundamental criteria to modern politics,” and that — unlike Prime Minister Justin Trudeau — Singh would not abandon progressive pledges like electoral reform if he wins power. Cullen added that he was also enticed by Singh’s proposals for the environment and Indigenous peoples. “We have a candidate here who at this moment in our time, in our history as a party, ticks

all the boxes for me,” Cullen told reporters at a joint press conference with Singh on Wednesday. “In the end, I knew what this party needed, I knew what this country needed, and it’s a leader like Jagmeet Singh.” Cullen is a prominent member of the NDP caucus who represents a large riding in northern B.C. and was first elected in 2004. He ran for the federal leadership in 2012 when Tom Mulcair took over the party after Jack Layton’s death, and recently completed a cross-country tour to voice outrage over the Liberal government’s abandonment of its promise to change the voting system. Singh has already declared unequivocally that he will win the NDP leadership race — “I will win,” he said in a recent Montreal debate — and spoke again Wednesday as if his victory were a foregone conclusion.

Canada is ‘work in progress,’ PM Trudeau tells UN General Assembly Describing Canada as a “work in progress,” Prime Minister Justin Trudeau told the UN Thursday about the country’s failures and mistakes in its historical relationship with Indigenous people and his hope to right the wrongs of the past. “There are, today, children living on reserves in Canada who cannot safely drink, or bathe in, or even play in the water that comes out of their taps,” Trudeau said in a speech to the UN General Assembly. He said Indigenous families putting their kids to bed at night are beset by worry that their children will run away before morning or

commit suicide in the night. “And for far too many Indigenous women, life in Canada includes threats of violence so frequent and severe that Amnesty International has called it ‘a human rights crisis,’” Trudeau said. The prime minister said his government was working with Indigenous leaders to improve the situation and address gender-based violence as well the lack of safe drinking water and affordable housing on reserves. Weaving Canada’s indigenous traditions into the Canada 150 bank note The Canada 150 bank note celebrates Confederation with a unique design depicting our history, land and culture. Tightly woven into our history, and the story told on this special note, are several elements depicting Indigenous traditions and culture. In addition to the portrait of Senator James Gladstone, who represents the role of Indigenous peoples in government, the Canada 150 note incorporates the artwork Owl’s Bouquet by acclaimed Inuit artist Kenojuak Ashevak and the distinctive Assomption sash, an important cultural symbol of the Métis people. James Gladstone or Akay-na-muka (his Blackfoot name) was a member of the Kainai First Nation (Blood Tribe). In 1958, he became Canada’s first senator of First Nations origin. He is also the first Indigenous person in Canada to appear as a portrait subject on a Bank of Canada note. Gladstone committed himself to the betterment of Indigenous peoples. At the time of his appointment to the Senate, he, like all Status Indians, did not yet have the right to vote. He advocated for this right, which was won in 1960, when the right to vote was extended to all Indigenous Canadians. He also advocated for improved education, economic opportunities, equality

and greater self-determination for Canada’s Indigenous peoples. Gladstone served in the Senate until 1971, the year of his death. A bronze bust of Gladstone is displayed in the antechamber to the Senate in the Centre Block of Parliament Hill. It shows him wearing a feathered headdress and acknowledges his significant contribution to the Senate and to Canada. The distinctive pattern featured across the top and bottom of the Canada 150 note is based on the Assomption sash, also known as the arrow sash. The long, fingerwoven sash, most commonly worn tied around the waist, is part of a tradition integral to the history of Canada. Colourful sashes were worn by French-Canadian habitants and became a hallmark of the voyageurs and fur traders, who carried them westward at the end of the 18th century. Traders from the Hudson’s Bay and North West companies regularly offered the sashes as gifts to First Nation peoples, with whom they became popular adornments. Since then, the sash has become an important cultural symbol of the Métis people and is the centrepiece of the “Order of the Sash” ceremony, during which a sash is presented to an individual in appreciation of a significant contribution to the Métis nation.

‘Shraddha gave her consent before we drafted contract’ Designer lashes out at actor for backing out from promoting brand, claims she incurred 40 lakh loss MOHAR BASU mohar.basu@mid-day.com TWO days before the release of her film Haseena Parkar, Shraddha Kapoor finds herself in controversy. Clothing manufacturer M&M Designs, under its label of AJTM (AJ Mistry and Thea Minhas), has filed a complaint against Kapoor and the film’s producer, Swiss Entertainment, accusing them of cheating and criminal breach of trust. The designers were entrusted with designing the looks of eight characters in the film, including that of Kapoor, Siddhanth Kapoor and Ankur Bhatia. The complaint has been filed against the lead actor for allegedly not promoting the fashion label during the promotional activities of the film, violating their agreement. Speaking to mid-day, Minhas said, “I have incurred a loss of 40 lakh. Shraddha had consented personally to everything, before we drafted the contract. We’d discussed [the clauses] with her. Hackers love Bollywood In September 2016, Hrithik Roshan’s Facebook page had been hacked. An ‘enterprising individual’ went live on his feed for a few minutes. will Sanjay Dutt possibly achieve stardom again?

‘Bhoomi’ marks Sanjay Dutt’s comeback in which he plays a doting father to Aditi Rao Hydari. The film is an emotional revenge drama focusing on the father’s fight for justice for his daughter.

Kriti has won hearts with her de-glam and spirited role in the rustic and entertaining drama ‘Bareilly Ki Barfi’, directed by Ashwiny Iyer Tiwari. “I think the response (to my de-glam role has been) great, and it’s something I was looking for. While the song meanders around an intoxicated lover, a few words from the popular Bhojpuri song ‘Lollypop Lagelu’ has been incorporated to make it zany. This number is composed by SachinJigar and features an ensemble of singers including Neha Kakkar,

Benny Dayal, Brijesh Shandilya and Badshah. After the peppy song is ‘Kho Diya’ crooned by Sachin Sanghvi. It’s a song with heartfelt lyrics and soothing background score that makes it a winner. ‘Will You Marry Me’ is an upbeat proposal song with catchy lyrics. Jonita Gandhi and Divya Kumar’s zealous vocals get the energy levels soaring and

add a humorous character to this track. Owing to its lyrics and music, it’s a sure-shot earworm. Sukhwinder Singh’s voice has always been a delight to hear and this song is no different. Local authorities in Gujarat, removed the ads as controversy mounted. The image of Leone, advertising contraceptives ahead of the religious celebration proved to be too much for some in the state. Although the ad featuring no image of a condom, it stoked outrage for its slogan, “Play with love this Navratri”. Malaika to judge India’s top model It’s a homecoming of sorts for Malaika Arora, who had started her television career as a V5 with MTV. Almost two decades later, she will be seen as a judge on the channel’s fashion reality show, India’s Next Top Model as it en- ters its third season.

An apt choice, one would say, considering Arora is a former model and one of the most fashionable ladies in showbiz. “A supermodel, for me, would be someone who effortlessly pulls off the latest trends — be it the squiggle eyebrows or sky-high

heels with utmost grace,” she says. However, Arora has a sharp eye for tal- ent, if her last few stints as judge on several dance reality shows are any- thing to go by. Arora is glad to judge the fashion- based show at a time when body positivity is encouraged and plus-size models are sashaying down

the ramps in New York. The dancer-producer insists that the hunt will go beyond good looks. “We are not looking for a pretty face, but a face that embodies the essence of human expression. I will be judging the girls on several parameters, most importantly, the ease with which they carry them-selves.

‘MY FOOT HAS SWOLLEN ALMOST LIKE A FOOTBALL’

‘MY FOOT HAS SWOLLEN ALMOST LIKE A FOOTBALL’ Hurt on the set of his upcoming web series, Saif says fear of injuries doesn’t deter him from performing stunts in his projects SONIL DEDHIA sonil.dedhia@mid-day.com SUCH things keep happening,” said Saif Ali Khan, pointing to his right leg that is currently in an orthopedic cast. The actor recently injured himself while shooting an action sequence for Sacred Games, the Netflix original based on Vikram Chandra’s novel by the same name. “My foot was swollen like a football. The doctor told me it was a minor ligament tear. It was terribly painful, but it’s getting better now.” While most actors would take time off to recover from the injury, Khan could not afford to. Vikramaditya Motwane (one of the directors of the series) did not flinch from continuing the shoot. “I thought I’ll be out of action for some time, but that was not the case. Despite the injury, Vikram made me shoot an action sequence in a bathroom,” he laughed, the irony of the situation not lost on him, before adding, “Maybe it has something to do with the fact that I am a fast healer.” This is his second accident in a little over a year. The actor underwent a thumb surgery in June last year, after injuring himself during the shoot of Kaalakaandi. However, such mishaps haven’t deterred him from performing stunts. “I have always

got hurt because of my carelessness, and not because of someone else. I don’t mind being injured as long as I can walk and be on my own.” While he will be seen on the big screen soon with Chef, the actor is enjoying exploring the digital space. Talking about how a web series offers more freedom compared to a film, he said, “One of the best things about it is being mobile, so you can shoot at amazing locations. When we are shooting a film, it’s mostly in a controlled environment of the set. Here, we are shooting in raw and real locations. The material is powerful and we have one of the finest teams coming together, so I am sure the result will be interesting.” With his injury, he may not have been in a position to throw a grand bash for wife Kareena Kapoor Khan’s 37th birthday. But he delighted her yesterday with just the kind of celebration she likes — intimate and low-key. “This time, the mood at home is sombre, given what happened at RK Studios. So, it was a quiet celebration with family and friends.”

Luxury real estate market heating up in Montreal area

Montreal is emerging as a luxury real estate “hot spot,” while Vancouver and Toronto sales should pick up this fall after somewhat sluggish times, according to a new report. Sotheby’s International Realty Canada’s rosy outlook comes despite a slew of policy changes, including some from Ottawa and a couple provincial governments designed to cool the country’s hot housing markets. However, Canada’s strong economic performance will boost the market in the coming months, says the real estate sales and marketing company. “The psychological confidence that people had in the marketplace was shaken by all of the different factors that were put in there,” said Brad Henderson, CEO of Sotheby’s International Realty Canada, of a recent drop in sales in properties of more than $1 million in Toronto. In July and August, sales of condominiums and houses over $1 million in Toronto fell 27 per cent compared to the same months the year before, according to the report. Transactions of properties over $4 million in the city fell by nearly the same amount — 28 per cent. Part of that drop came as buyers and sellers in Ontario grappled with a new 15 per cent tax on foreign buyers of properties in the Greater Golden Horseshoe Region, which includes Toronto and several nearby areas, introduced by the provincial government in late April. Ontario followed British Columbia’s footsteps in the policy. The B.C. government implemented a similar levy on foreign buyers in the Metro Vancouver area in August 2016, and the province experienced a drop in luxury property sales shortly thereafter. Local real estate agent facing fines, suspension, after shadow flipping attempt A realtor with Richmond-based New Coast Realty has been fined $8,000 and suspended 45 days by the Real Estate Council of British Columbia. In an agreed statement of facts both Xiao Zhong (Jordan) Guo and his company, Jordan Guo Personal Real Estate Corporation, were cited for professional misconduct for more than a dozen infractions of the Real Estate Services Act involving properties in Burnaby, Richmond and West Vancouver. The misconduct included everything from failing to disclose that he was acting for both sides in a property sale to trying to flip a multi-million dollar Richmond property before he legally owned it. Representing both

buyer and seller In a 2015 case involving the sale of a Burnaby property Guo was found to have backdated contracts, failed to provide required strata documentation, and failed to provide records to his managing broker. He also acted as agent for both the buyer and seller without disclosing he was doing so to either party, according to the documents. At that time it was acceptable for a realtor to act on behalf

Luxury real estate market heating up in Montreal area also From page 13 In Vancouver, the report says, sales of luxury real estate over $1 million dropped 23 per cent in the first half of the year compared to 2016. But, sales increased five per cent during July and August, compared to the same months last year. Sotheby’s anticipated the Toronto market would pull back not only due to the impact of its foreign buyers’ tax, but also because of a move to stricter lending rules by the federal government last year, and two recent hikes in the benchmark interest rate from the Bank of Canada. While that tempered the psychological confidence in the Toronto market, Henderson said, it boosted people’s confidence in Quebec, where the provincial government has yet to intervene. In Montreal, sales of condominiums and homes over $1 million jumped 60 per cent year over

year this July and August. Sotheby’s forecasts Montreal will “emerge as a strong leader on Canada’s luxury real estate landscape this fall,” according to the report. Henderson rejects the idea that growth is primarily coming from foreign buyers who have shifted away from the newly-taxed Vancouver and Toronto markets. Though, the report cites some anecdotal evidence of “an uptick in interest from foreign buyers seeking residences.” Instead, Montreal is an attractive place to live and work, Henderson said, with the added bonus of having comparatively less expensive real estate prices. Sotheby’s also anticipates “a brisk and active” market for luxury real estate in Toronto this fall and for Vancouver to regain momentum as a strong Canadian economy is expected to boost confidence and

of a buyer and seller — a practice known as double agency — but only if agreed to by all parties. Earlier this month the new B.C.’s new superintendent of real estate introduce new rules to ban the practice that will take effect in January 2018. Guo’s actions came to light after the property owner, who was leasing to Guo at the time, complained that Guo had assigned the lease to a new buyer without informing, or getting consent, from the actual owner. “Licensees must act honestly and with reasonable care and skill,” the disciplinary decision says. “Mr. Guo’s actions show that he failed to do this.”

Rohingya refugees suffer amid heavy rainfall Bangladesh: Army troops ordered to take up a role in helping hundreds of thousands of Rohingya refugees from Buram who have fled worst kind of violence in their own country, amid warnings it could take six months to register them as refugees. In Cox’s Bazar roops would be deployed immediately near the border areas where more than 420,000 Rohingya refugees have arrived from Burma since August 25, said Obaidul Quader, a senior minister of govt. Soldiers would help build shelters and for thousands of refugees still sleeping in the open sky and rains, Quader said. “The army presence is especially needed on the spot to construct their shelters, which is a very tough task, and ensure sanitation,” he said. The soldiers would also ensure order and assist with distributing relief, a chaotic process that has seen stampedes as donors hurled food and other staples from moving trucks. Previously, troops had been tasked with transporting foreign relief supplies from the country’s port city of Chittagong to Cox’s Bazar where the overcrowded camps are located. As the handful of ill-equipped camps rapidly reached capacity, Bangladesh announced it would create a new site capable of housing

But there were few signs of major construction work underway, with many refugees complaining they were being ordered to move on without any idea where to go. “We don’t know where would we go. We are poor. We managed to buy the bamboo and tarpaulin with people’s help, and now I have to relocate again,” said Mujibur Rahman, a 48-year-old Rohingya. The government has been trying to herd refugees into designated areas, fearful that nearby cities could be overwhelmed if they are left unchecked. “I tried to go to the place where the Bangladeshi government said they set aside land for us. But locals drove us out asking for money to settle us down,” a Rohingya community leader, Yusuf Majhi told media. Local authorities have set up a dozen relief centres and several emergency kitchens to streamline aid distribution. But efforts by the army to officially register the new arrivals amid the crowded camps has been moving at a glacial pace.

600 skeletons could be buried at dera Sacha Sauda Dr PR Nain, senior vice-chairperson of Dera Sacha Sauda, disclosed during questioning by an SIT of the Sirsa police yesterday that around 600 skeletons could be buried in the dera.

Dera ‘sacha sauda’ However, Dr Nain said these were bones of devotees who were buried by their family members in the dera out of faith for “Moksha” (salvation). “They have a complete record of the persons whose bones were buried in the dera headquarters. Nain also submitted a list to the police,” said Kuldeep Beniwal, DSP, who heads the SIT that questioned Nain. A day before the search operation began in the dera under the supervision of AKS Pawar, Court Commissioner appointed by the Punjab and Haryana High Court, Dera Sacha Sauda’s mouthpiece “Sach Kahoon” had admitted that human remains were buried on the dera premises. The newspaper, while defending the action of the dera management in burying human remains, claimed that this was done as sect head Gurmeet Ram Rahim Singh encouraged his followers to donate their remains to the sect for burial and prevent these from being immersed in rivers, causing pollution. It stated human remains were buried on the dera premises and trees were planted on these. Nain’s revelations assume significance in the light of allegations levelled by Khatta Singh, a former driver of Ram Rahim Singh, that several people were murdered at the instance of the dera head and their bodies buried in the dera. Khatta Singh had served as a Ram Rahim’s driver for 9 years. He has moved an application before the Special CBI Court to allow him to depose as a witness in the two murder cases against the dera head being heard these days. He revealed that a teenage boy, Gora Singh, was among those who were murdered at the instance of Ram Rahim. He was shot dead and then his body was buried

Student dies in fight over smoking in public A young man hailing from Punjab succumbed to his injuries while his friend remained in critical condition after both were run over in a road rage case by an inebriated man in south Delhi three days ago, police said. Police said Gurpreet Singh, 21, and his friend Maninder Singh, 22, students of a photojournalism institute, had gone to scout for a location for a documentary near the All India Institute of Medical Sciences (AIIMS) late Sunday night. Having scoured the place for shooting a documentary titled ‘Night life of footpath people in Delhi’, Gurpreet and Maninder were standing near a roadside eatery when they had a heated exchange with accused Rohit Krishna Mahanto after he began smoking near them, police said. “Rohit abused them and hurled antireligious remarks. Rohit, a resident of Defence Colony and a native of Assam, also threatened to kill them. He later chased

in the dera. Chandigarh: Some mediapersons, who went to Dera Sacha Sauda for coverage on Wednesday, alleged in a police complaint that some Premis blocked their way to harm them. Arun Bhardwaj, a local journalist who was among nearly 10 mediapersons from TV channels to visit the dera, said had they not sped away in their vehicles, they could have been harmed. “We went to the dera to shoot the area where its authorities said human bones were buried and trees were planted. As we were filming the area, a group of 10 to 12 dera followers blocked the road for our exit with drums and a bicycle. As they were busy calling other devotees, we managed to escape in our vehicles,” he said.

Dera Sirsa empire fortunes Rs 2,000 cr The authorities have assessed the worth of jailed Dera Sacha Sauda chief ’s Sirsa empire, including cash in banks and movable and immovable property, at Rs 2,000 crore. “Details have been prepared on the orders of the Punjab and Haryana High Court and a report submitted through the Court Commissioner,” said Sirsa Deputy Commissioner Prabhjot Singh. After the violence that followed Gurmeet Ram Rahim’s conviction on August 25, the High Court had ordered that the loss incurred be recovered from the dera. The district administration has already frozen the dera’s more than 90 bank accounts. The exact amount in these accounts could not be ascertained. But one public sector bank said the dera had deposited Rs 40 crore in its Sirsa branch. The dera, being a charitable trust, was exempted from paying income tax. Hence,

salaries of employees in its newspapers, film production units and those working in its educational institutions, were deposited directly in their accounts. Dera Sacha Sauda owns over 900 acres of prime land on the Sirsa–Nathusari Chopta–Bhadra road, stretching from Begu village at one end up to Nejia village on the other. “Going by the current market rate, the cost of the land alone should be Rs 600 crore to Rs 800 crore. It was, of course, much higher five years ago,” said sources. The sect has several prime properties — a five-star hotel, a cinema hall, a multispecialty hospital, eight educational institutions, a shopping mall, a cricket stadium, palatial houses and 30 units making biscuits, candies, mineral water, pickles, juices, cosmetics, seeds, pesticides and fertilisers. Some of these units have state-of-the-art equipment.

Govt schools to enrol 3+ kids Enrolment in pre-primary classes for the next academic session is all set to start in government schools across the state this month, with the Cabinet giving its nod to a proposal in this connection today. With this, schools will start enrolling children more than three years old in preprimary classes. At present, rules permit government schools to admit children six years of age and above. Chief Minister Capt Amarinder Singh suggested improvement in the curriculum, with references to historical events and heroes added to the curriculum. Tourism and Cultural Affairs Minister Navjot Singh Sidhu suggested inclusion of cultural topics in the syllabus. The Cabinet approved an amendment to the Punjab School Education Board Act, 1969, to abolish the post of Senior Vice Chairman. It decided that no person will

be appointed as Chairman or Vice Chairman unless he or she has served with the Centre or the state government or both on a gazetted post for not less than 15 years. With this, the government scrapped the criterion of 10-year experience approved during the previous SAD-BJP government. Concerned over the growth of fraudulent financial establishments, the Cabinet approved the introduction of a fresh Bill in the Vidhan Sabha to protect the interests of depositors against default. The government has withdrawn the Punjab Protection of Interests of Depositors (in Financial Establishments) Bill, 2015. It was sent to the Centre for obtaining the assent of the President. The move follows complaints against several financial establishments that allegedly fleeced depositors by offering huge and unrealistic returns.

Gov’t announce Umbrella scheme for rural poor Congress government in Punjab announced a scheme to benefit 18 marginalised sections living in rural areas. The scheme, Mahatama Gandhi Sarbat Vikas Yojana, will be an umbrella scheme that would dovetail 14 different existing welfare schemes run by various departments. There will thus be no financial implication.

The challenge would be its proper implementation. The scheme is meant to benefit debt stressed farmers, poor families that have a woman as sole bread earner, families of AIDS patients, out-of-school children, martyred soldiers, differently-abled, abandoned old persons, drug addicts among others.

ASI’s ‘bribe’ demand triggers CPM protest Leaders and workers of the CPM staged a protest outside the city police station today. They accused an ASI of demanding bribe from a local resident. Sarabjit Singh, CPM tehsil secretary, had accompanied a party worker to the police station earlier this month over a property dispute. Sarabjit said: “My intervention led to a compromise between the two parties. However, ASI Gurtej Singh said we would have to pay Rs 1,000 as ‘jurmana’ (penalty).

When I questioned him, he failed to give a satisfactory reply. Later, we approached his seniors, but no action was taken against him.” Bhup Singh Channo, district general secretary of the CPM, said: “Cops are not mending their ways. Corruption is on the rise in police stations.” “It all happened due to a misunderstanding. The matter has been sorted out,” said Satnam Singh, Additional SHO. Protesters lifted the dharna after Satnam promised to look into the matter.

Cabinet clears crop loan waiver scheme With an eye on the Gurdaspur Lok Sabha byelection slated next month, the Punjab Cabinet today gave its approval to notify the crop loan waiver scheme for small and marginal farmers. With the model code of conduct currently in force, the Council of Ministers led by Chief Minister Capt Amarinder Singh directed the Chief Secretary to seek the Election Commission of India’s approval to issue the notification. The Congress government had in June announced waiver of the entire crop loan (up to Rs 2 lakh) of all small and marginal farmers (with landholding up to 5 acres) and a relief of Rs 2 lakh to the remaining marginal farmers irrespective of the loan amount. The scheme will directly benefit nearly 10.25 lakh farmers across the state. Claiming that the government was keen on releasing the amount, Finance Minister Manpreet Badal said arrangements had been

made to start the release of funds as soon as the EC gave its nod. The relief amount will comprise outstanding liability under crop loan (principal and interest) as on March 31, 2017 in addition to the outstanding interest from April 1, 2017 till the date of notification. The decision to take over the outstanding interest of farmers from April 1, 2017 till the date of notification will lead to an additional benefit of Rs 400 crore to farmers. The Finance Minister said the interest component would be in addition to around Rs 9,600 crore outstanding crop loan of small and marginal farmers with scheduled commercial banks, cooperative credit institutions, including urban cooperative banks and regional rural banks — collectively called “lending institutions”. The government had allocated Rs 1,500 crore for loan waiver in its 2017-2018 budget.

Since 2005 India has averted 10 lakh deaths of children under age five by reducing mortality from pneumonia, diarrhoea, tetanus and measles. Had the rate of child death reduction stagnated at 2000 to 2005 levels, India would have seen 30 million under-five child deaths between 2005 and 2015. It actually saw 29

million, says a new study published in The Lancet today and authored by Dr Prabhat Jha, Head, Centre for Global Health Research of St. Michael’s Hospital in Toronto and Dr Rajesh Kumar of PGI, Chandigarh. The study shows that neonatal (first 28 days of birth) mortality rate (deaths of children per 1,000 lives) in India fell from 45 in 2000 to 27 in 2015. Mortality in 1 to 59 month olds fell from 45.2 per 1,000 live births in 2000 to 19.6 in 2015. “Girl deaths among 1 to 59 month olds fell particularly fast with an equal number of under-five boy and girl deaths now, Jha said. The study is part of Registrar General of India’s Million Death Study (MDS) in which health workers physically visited 1.3 million homes over the past decade to ask parents what caused their child’s death. The research showed the child mortality reduced as neonatal infections fell by 66%; birth asphyxia fell by 76%, tetanus fell by over 90%. “Among children aged 1 to 59 months, largest reduction in mortality came as pneumonia fell by 63%, diarrhea by 66% and measles by 90%, Dr Kumar said. Despite gains, one in five global child deaths still happens in India

Rahul attacks Central BJP gov’t over intolerance, says divisive forces ruining nation Rahul Gandhi in a veiled attack on Narendra Modi’s government said that incumbently divisive politics is being practiced in India. While addressing a gathering at Times Square in New York, Gandhi said that people around the globe are questioning that why tolerance level in India is reducing and where is that harmony which once prevailed. Asserting that for 1000s of years, India has had a reputation of peace and harmony Gandhi noted that recently few forces which are trying to divide the nation are ruining nation’s peaceful image. “The single biggest thing most people told me and the questions raised outside India is what has

happened to the tolerance that used to prevail in India? What has happened to the harmony in India? There are couple of challenges that India is facing. There is a divisive politics going on in India,” said Gandhi. “For 1000s of years, India has had a reputation of peace and harmony. There are forces dividing India and ruining our reputation abroad. . And it is very dangerous for the country,” he added. Gandhi further said India comprises of people of various religions and all are living happily because of Congress and its ideas. “Some people View India as a Piece of Land, But I view India as a set of Idea, we have many religions, many languages, every one of them living happily that is due to idea of Congress,” Rahul said.

Calcutta High Court flays Gov’t over immersion ban of Muharram The Calcutta High Court told the Bengal government that it could not block a citizen’s constitutional right to practice religion on the mere assumption that there could be disruption of law and order. “Let them (Hindus and Muslims) live in harmony, do not create a line between them,” acting chief justice Rakesh Tiwary said, referring to the government’s decision to disallow the immersion of Durga idols in October and when Muslim holy day of Muharram would be observed. The acting chief justice asked the state government to provide a “concrete ground” for its decision to stop immersion of Durga idols after 10 pm on September 30 (Vijaya Dashami day) and disallow it completely on October 1. “The administration is hiding its inability by imposing restrictions,” he said. The bench hearing three PILs, which have

challenged the restrictions imposed on immersion of idols, is expected to give its verdict on Thursday. But its observations on Wednesday were categorical: a mere assumption that a law-and-order situation might arise because Dashami and Muharram fell on consecutive days could not be the basis of imposing curbs on immersion timings. “If you say there is complete harmony, are you (the state administration) not creating a line of division between the two communities by your action?” asked Justice Harish Tandon. “People have the right to practice their religious activities, whichever community they may be from, and the state cannot put restrictions unless it has a concrete ground to believe that two communities cannot live together,” the acting chief justice said.

Retired HC judge wanted in corruption cases CBI registered an FIR against a retired judge of the Orissa High Court and five others in an alleged corruption case and carried out searches at eight places. Justice Ishrat Masroor Quddusi (retired) has been booked on corruption charge, along with BP Yadav and Palash Yadav of the Prasad Educational Trust that runs a medical college in Lucknow, Biswanath Agrawala, a middleman, and two others—Bhawana Pandey and Sudhir Giri. Justice Quddusi (retired) was a judge in the Orissa High Court between 2004 and 2010. A CBI spokesperson said the agency carried out searches at eight locations here, including the residence of the former judge. Searches were also carried out in Bhubaneswar and Lucknow. According to the CBI FIR, the Prasad Institute of Medical Science, Lucknow, was among the 46 medical institutes barred by the government from admitting new students because of shortcomings in infrastructure. The issue was challenged in the Supreme Court by the college. The court directed the government to consider the material on record afresh. The government heard the matter and debarred the college from taking admissions for 2017-18 and 2018-19. It also authorised the Medical Council of India to encash college’s bank guarantee of Rs 2 crore. The matter was being pursued by the Prasad Education Trust in the apex court where it had filed a writ petition. BP Yadav got in touch with Justice Quddusi (retired) and Pandey through Sudhir Giri of Venkateshwara Medical College, Meerut.

Adrian Dix includes key NDP allies in health authority appointments BC Attorney General David Eby has called for an independent review of money laundering controls in B.C. casinos due to concerns about Chinese high-roller VIPs gambling with massive cash buy-ins that could be “proceeds of crime,” the Vancouver Sun has learned. These concerns that threaten the “integrity of gaming in B.C.” are revealed in a damaging confidential report about casinos overseen by BC Lottery Corporation. The report was released Friday by the provincial government in connection to freedom of information requests by the Vancouver Sun. “We are serious about doing everything we can to identify money laundering activities, and ensure policies are in place to prevent it from occurring in B.C. casinos,” Eby said in a statement Friday morning. “We will bring in the best experts available to assist us, and I am confident we will succeed.” In the coming weeks, Eby will name an independent expert to review concerns on money laundering in Lower Mainland casinos, the statement says. The report released Friday was commissioned in 2015 by B.C.’s gaming policy enforcement branch (GPEB) and focuses mostly on allegations of “unsourced cash” flowing into Richmond’s River Rock casino. Auditor MNP explains reasons for its report, noting that GPEB “compiled a document which identified approximately $13.5 million in $20 bills being accepted in River Rock in July 2015.” “Law enforcement intelligence has indicated this currency may be the direct proceeds of crime,” the MNP report states. The majority of cash is presented to casino staff by “high-roller Asian VIP clients” who have travelled from China or recently immigrated from China, the report says. Investigations and interviews showed that VIPs have been allowed to purchase gambling chips at River Rock with more than $500,000 in small bills per single “buy-in” and “with no known source of funds.” In its report, MNP says it looked at the actions of the gaming regulator GPEB, which is an arm of the Ministry of Finance, casino overseer B.C. Lottery Corporation, and B.C. casino operators. MNP’s report notes

that “all parties” — including the provincial government — have an interest in the massive gambling revenues pouring into B.C., but the gaming system is at risk of being corrupted. “GPEB has an interest in reducing the influx of unsourced cash into gaming facilities in B.C.,” the report states. MNP concluded there must be “acknowledgement, from all parties, that the proceeds of crime may be being injected into the gaming system despite the controls put in place.” The report says that River Rock’s staff have “fostered a culture accepting of large bulk cash transactions.” Because the majority of VIPs buying in with cash are from China or have recently acquired resident status in Canada, it is difficult for staff to build “open source” client profiles to judge if their wealth is legitimate, the report says. Also, given the high volume of cash flooding River Rock, the casino doesn’t have enough staff to follow anti money laundering controls and investigate risks, the report says.
