South Asian child killer denied full parole

Christy Clark sworn in as premier of minority BC gov’t Christy Clark was officially sworn on Thursday as the premier of British Columbia, leading the province’s first minority government in 65 years. Legislature clerk Craig James told members of the Liberal caucus that journalists reported on an air of mystery and excitement at the legislature in 1952 and the same can be said about Thursday. Voters elected 43 Liberals, 41 New Democrats and three Greens in a provincial election last month, leaving the Liberals one seat shy of a majority in the 87-seat legislature. The NDP and Greens signed an agreement that would allow the New Democrats to form a minority government and defeat the Liberals in a confidence vote expected by the end of the month. The Liberals have been in power for 16 years. The B.C. legislature has been recalled for June 22. The Liberals solemnly entered the legislature for the swearing-in ceremony, but at one point Clark and Finance Minister Mike de Jong lightened the mood with a few dance steps in the chamber. An Ontario woman serving a life sentence for the murder of an eightyear-old boy has once again been denied full parole after authorities found she continued to deflect responsibility for her actions. Amina Chaudhary, 55, who married another inmate and had three children while behind bars, has been on day parole and living in a halfway house for a year. The Parole Board of Canada last week rejected her application for full parole, saying she consistently blames others for her fate. Chaudhary was convicted in 1984 of killing her former lover’s nephew but maintains

Congratulations Dr. Hakam Bhullar for Winning Battle Against Racist Forces Dear Editor, Re: Indo Canadian veterinarians win Human Rights Discrimination case I would like to congratulate Dr. Hakam Bhullar and his team of fearless veterinarians who stood steadfast against all odds, fighting for their rights in a long, bitter battle with the College of veterinarians and emerging victorious. While they have finally and thankfully won this fight, one can never take ones freedom for granted. I know this from personal experience of fighting hard for farmworkers rights and then against the KKK where I was personally targeted more than once. Dr. Bhullar and his team deserves all praise for standing up for principles of social justice and defending the doctrines of fairness and equality. They have sacrificed their family life, their finances and have faced untold criticisms from racist forces, but have not once wavered from their path. It is unfortunate that systemic racism still exists in our communities and when someone becomes a victim of this discrimination, we must all fight against this on the basis of the fundamental principle of “injury to one is injury to all”. I would also like to remind each and every member of our community that with the 100 100 election of Donald Trump as President of the United States, racism have once again reared it’s 95 95 head here in BC and we must all be careful ugly and 75 not fall victim to it’s devious designs. 75Progressive Intercultural Community Services Society (PICS) with its mission of promoting harmony and intercultural understanding and 25 building a more inclusive and mutually 25 respectful society has always brought to the forefront and fought for social justice issues and 5 VICTOR BAINS 5 continue to do so. I congratulate Dr. Bhullar will and 0 his team once again for fighting this battle 0 all of us and emerging victorious. for Yours Truly, Dr. Charan Gill, MA., M.S.W., O.B.C. Quilt for Canada 150 For Canada’s 150th birthday, all the provinces are excited and are coming up with things that define our heritage. This week The

Kings County Museum in Hampton, N.B. displayed an extraordinary quilt that appeals the eyes as well as delivers a very thoughtful message. The museum hopes that it will be a big draw during the Canada 150 celebrations this summer. This quilt has pieces from the gowns that were worn during the older times and this quilt has become a well preserved example of Women’s art from Canadian early

history. “I have been quilting since the early eighties when I bought a new book, Lap Quilting by Georgia Bonesteel. I had been sewing clothing since my teens and with Georgia’s instructions I machine pieced and hand quilted my first quilt, an Ohio Star. I was hooked on quilting and haven’t stopped since. This quilt is my sesquicentennial project made from a free online pattern by Moda fabrics called “Be My Neighbour”; my version is called “My Canadian Neighbourhood”. All the houses are red or grey and I incorporated several fabrics manufactured to commemorate the sesquicentennial plus the iconic Nova Scotia tartan on the sailboat. I added several more details such as windows, doors, curtains, flowerbeds and laser cut leaves. Leah Mintis added the final touch with an overall machine quilting pattern of Maple leaves”, quoted Ruth Butler, a Volunteer with Kings County Museum.

North Delta property taxes rise after record-setting assessment increase Rain Longson’s ’70s-era Scottsdale home hasn’t changed much since she bought it in the early 2000s: it still has shag carpet downstairs and a detached carport. So when she received her property tax notice and found out the $300,000 increase in her property’s assessment had cost her more than $1,000 extra in tax, she was in shock. “Something like that is not easy to get through,” Longson said. “I’m finishing a [graphic design] contract … That’s going to take up all the money from the contact to pay it off.” Last year, Longson’s property tax notice was more than $1,300. This year, it was just over $2,600. Longson posted in the North Delta Community Corner Facebook group about her tax increase because she “wanted to see if anybody else was getting ridiculous tax rates.” The response was immediate, with many other residents commenting on how their taxes had changed since last year. Some, like Rain Longson, received property tax notices that were significantly higher than last year. Others had more modest increases, around 10 per cent. Still others were paying lower taxes than the year before, even though they said their property assessement had gone up. “Some people are paying less now,” Longson said. “Some people are paying hundreds more, thousands more. “I can’t picture rhyme or reason why.” The reason, Delta taxation manager Nancy

SATURN

Hudson said, rests with the overall increase in B.C. Assessment’s property value appraisals. This year, property values in Delta rose by an average of 42 per cent — the highest of any region in the Lower Mainland. The second highest was White Rock, which saw an 38 per cent increase. Last year, Delta experienced a

12 per cent increase in property value. This increase was even more significant in North Delta: around 46 per cent, Hudson said. Ladner saw increases that were slightly less than the average, while Tsawwassen saw increases that were slightly more. Property assessment values largely correspond with market values, which are based on characteristics a potential home buyer would consider. These include the size and layout of the home, as well as the location of the property. For North Delta, location is key. “If you look at North Delta, it’s a very family-oriented city,” North Delta realtor Randy Mann said. “A lot of people are seeing the value of it; they’re simply looking more at the community aspect of it.”

Christy Clark sworn in as premier of minority gov’t Continued from Page 3... The B.C. Legislature will be recalled Thursday, June 22, the first move in triggering a possible change in government. “The first order of business in this new parliament will be the election of a Speaker. After which, and in the aftermath of a very close election, the government will seek to determine if it continues to enjoy the confidence of the house,” said the statement from B.C. Government House Leader Mike de Jong announcing the date. Premier Christy Clark has said she expects to lose a confidence vote in the house after the New Democrats and Greens reached an agreement to allow the NDP to form a minority government. No party won a majority of seats in a provincial election last month but NDP leader John Horgan could potentially become the next premier with a combined 44 NDP and Green seats, one more than B.C. Liberals. But the election of the Speaker will be key to how government does, or doesn’t function. Parliamentary convention has it that the speaker would vote to continue debate and maintain the status quo. However, in the matter of a confidence vote, the speaker could cast the tie breaking vote. It’s unlikely that any Liberals would initially put their name forward as Speaker, though a government spokesperson said it was possible if a stalemate seemed likely. In a statement B.C. Green Party leader Andrew Weaver said he was glad that the legislature had been recalled. “In the weeks since the election, it has been encouraging to see all three parties agree that British Columbians want us to work together,” he said. In a statement, Horgan noted that June 22 will mark six weeks since the election. “I’m surprised it’s taken Christy Clark this long [to reconvene the legislature], but I’m hopeful she will agree to test the confidence of the house immediately so British Columbians get the new government they voted for,” Horgan said.

Punjabi Singing Sensation

Baljinder Rimpy is ready to rock the stage

A

round 20 years ago, time was way too different than that of todays. Pens and notebooks had their special place in everyone’s life which has now been taken over by smart phones and tablets. Internet was not a necessity and even technology was not as advanced as we see today. The time when one of the few sources in India i.e. national Channel ‘doordarshan’ was considered prominent for showcasing talent. It was the era when singers would wait for their songs to be seen on TV screens and wait for people to get back to them for the feedback. That was the time when Baljinder Rimpy captured the hearts of people. “In fact it was to my surprise that my song gets played once on doordarshan at night and the very next morning the appreciation calls start flooding at my home”, smiled Baljinder Rimpy in an Interview with The Asian Star newspaper.

Baljinder Rimpy was blessed with the golden voice which always made her to stand out of crowd from the very childhood. She always adored and listened to Surinder kaur and Amar Noorie. While studying in grade 5, her teachers caught her humming a song in the class. “They called me and asked me to sing aloud. At first I was kind of scared but I knew I sang well so I started singing Madhaaniya (A Punjabi folk), which astonished them. After which, I represented my school everywhere in Singing competitions”, told Rimpy. Rimpy constantly won the Best Singer title in her school till Grade 10, after which the story twisted. The budding artist wanted to fly with the wings of her talent but during that time, Music was considered a practise of Feudalism. The family stopped supporting her, and her dad would scold her for choosing music.

“I started getting sick. At that time I felt like nothing was helping out and my dream to sing will come to an end. I would say the Doctor who treated me, was the one who is responsible for the place I now hold in the industry”, said Rimpy. The family agreed to support her with her passion on Doctor’s advice and when her first song became a hit, Rimpy’s father not only appreciated her but felt proud of his daughter. They say when you have zeal and positive intent, your passion takes a firm shape. That is what happened in Baljinder Rimpy’s case. Staring from the hit cassette Gora Rang gulaabo da, Sohneya aaja ve, Rajj Rajj ro lainda, Channa ve ikk tere karke to the very latest Yaaran de yaar, Rimpy’s voice has been loved by everyone. As for her show career, in 1996, she did her first live show in USA after which her career took a flight. She was the

preference for every Punjabi Cultural show happening anywhere in the world. In 2008, she came to Vancouver for Teeyan event, where she shared the stage with Surinker Kaur, Satwinder Bitti, Amrita Virk and Gippy Grewal. At present, she is in BC again for her shows

on Jun 10-11 in Abbotsford and Jun 17 in Richmond. “The response has been tremendous so far and we are hoping for an energetic event”, said Rimpy. For details of the show, contact Davinder @ 604.613.4000

Happy Birthday, Canada! – Red Serge Bridge Style!

#252 - 8138 128th Street, Surrey

Dressed in their iconic red serge, over 100 Mounties posed shoulderto-shoulder on North Vancouver’s Capilano Suspension Bridge - one of Canada’s top picturesque tourist attractions. The event, which took place Thursday June 8, 2017, was organized by the Royal Canadian Mounted Police (RCMP) to help celebrate Canada’s 150th birthday. The officers, volunteering on their own time, came from the various detachments located across the Lower Mainland. This was a once-in-a-lifetime and once-in-a-career opportunity to be part

of an historic photo occasion, said Supt. Chris Kennedy, Officer in Charge of the North Vancouver RCMP Detachment. It was a proud moment for all those of us who stood together on the bridge, showing support for the country we serve and protect. The RCMP would like to thank Capilano Suspension Bridge for their participation and support in helping to make it possible for this event to take place. Recognition also goes out to S/Sgt. Paul Duffy of the North Vancouver RCMP whose creative idea it was to produce this timeless photo.

CNN host accused of racism after assuming an IndianAmerican spelling-bee champion reads Sanskrit 100

A CNN anchor became the target of rebuke for assuming that the 2017 national spelling champion, a California resident who’s of South Asian descent, is “used to using Sanskrit. Alisyn Camerota and Chris Cuomo were talking to 12-year-old Ananya Vinay on “New Day after Ananya’s Thursday victory at the Scripps National Spelling Bee. Toward the end of the interview – and after several awkward seconds of asking the sixth-grader

to spell “covfefe – Camerota joked about the origin of the gibberish that President Donald Trump conjured on Twitter last week. “It’s a nonsense word. So, we’re not sure that its root is actually in Sanskrit, which is what you’re probably, uh, used to using, so, I don’t know. Anyway, Camerota said. Vinay, an Indian American, is from Fresno, California. A CNN spokeswoman said Camoreta’s comment had nothing to do with the girl’s heritage, and the interview was not the first time the anchor joked about Sanskrit being the origin of “covfefe. “Alisyn made the same joking reference

to the root of ‘covfefe’ in an earlier panel 95 discussion that aired Wednesday. If she’s guilty of anything it’s recycling a joke. To assign a 75 100 bias to what was a fun and innocent segment celebrating Ananya Vinay’s incredible 95 accomplishment is frankly extremely cynical,â€? 25 the spokesperson said in a statement, referring 75 to a transcript of the Wednesday segment. 5 Sanskrit, a language closely associated with Hinduism, greatly influenced not just 0 25 in Indian languages, but also languages China, Thailand, Sri Lanka, Malaysia and 5 the Philippines. The origin of some English words also can be traced back to the ancient 0 language. Sanskrit is rarely spoken today and is generally used by Hindu priests during religious ceremonies. But activists and Hindu nationalists in India still push for the language to be more widely taught in schools. Government officials in India’s northeastern state of Assam announced this year that Sanskrit would be mandatory in public high schools, the New York Times reported. The decision was met with strong resistance from student groups, which argued that other topics are more relevant and that few teachers are equipped to teach the ancient language. The 4½-minute interview with Vinay began with Camerota and Cuomo praising the 12-year-old for her spelling prowess and asking her what it was like to win. Standing in front of a camera next to her trophy, a smiling Vinay talked about how she prepared for the competition. “I study, like, a couple of hours a day for the whole year, and I just try to figure out language patterns and . . . root words so I can see if I could come up with a spelling that makes sense,â€? said Vinay, who was the first Scripps National Spelling Bee solo champion in years. Then came the challenge..

creation of new jobs and companies across the country,â€? said Anita Huberman, CEO Surrey Board of Trade. Huberman is also an Honorary Captain of the Royal Canadian Navy. “The investment will enable Canada to better meet their obligations under NATO. Our military has been chronically underfunded in the past.â€? The Industrial and Technological Benefits (ITB) Policy, also announced last month, requires successful suppliers to invest in Canada an amount equal to the defence contract that they have won. The required investment in Canada will also result in economic spin-off activity. Key points: • The Canadian aerospace and defence sector supports more than 240,000 jobs and contributes $31 billion annually to Canada’s gross domestic product. • The Canadian defence industry includes over 650 firms, supports the employment of more than 63,000 full-time workers and contributes $9.4 billion in revenue. The sector employs highly skilled workers in highquality jobs. • Since 1986, Canada’s ITB Policy (and previously the Industrial and Regional Benefits Policy) has contributed almost $40 billion to Canada’s gross domestic product. These investments have led to good jobs for Canadians across the country.

Strong, Secure and Engaged is the Talk of the nation! With Canada’s new defence policy ‘Strong, Secure and Engaged’, the whole country is looking forward to the strengthening of defence sector and Defence Minister is optimistic in building a safer nation. “Strong, Secure, Engaged is fully costed, and it’s fully funded, Defence Minister Harjit Sajjan said in a statement. “It is a sign of the government of Canada’s commitment to providing our women and men in uniform with the care and equipment that they need, and it places the Canadian Armed Forces on a solid footing going forward. The 113-page document is based on a growing and evolving global threat, as well as the potential retrenchment of Canada’s main military ally, the United States, from a number of multilateral institutions. This new defence policy includes an amount of $62.3 billion in additional spending over the plan tenure, including $6.6 billion over next five years. On the whole, National Defence is planning to add 3,500 members to its regular force and 1,500 to reserve force. South Asian and 2 other Toronto police officers sexually assaulted colleague after ‘rookie’ night Three Toronto police officers sexually assaulted a parking enforcement officer two and a half years ago when they had non-consensual sex with the woman at a downtown hotel after a night of partying, Crown prosecutors alleged Monday as a trial for the trio got underway. Joshua Cabero, Leslie Nyznik, and Sameer Kara, all constables in the same division, have each pleaded not guilty to one count of sexual assault in connection with the alleged incident. In opening arguments that highlighted the evidence expected in the case, Crown attorney Mabel Lai said the alleged assault took place between 12:20 a.m. and 3:30 a.m. on Jan. 17, 2015. “The Crown will allege the three defendants variously engaged with intercourse and oral sex without her consent,” Lai said. “That will be the crux of the Crown’s case.” The accused and the complainant — who cannot be named due to a standard publication ban — had been out partying with others as part of a “rookie buy night” where rookie officers buy drinks for the veterans, Lai explained. One of the officers, Nyznik, had booked a hotel room at the Westin Harbour Castle, Lai said. All three accused officers began the night around 6 p.m. at a bar called the CC Lounge and Whisky Bar with other men, court heard. Shortly before 9 p.m., the female parking enforcement officer arrived at the bar, court heard. The group then moved to a different bar, Pravda Vodka House, before one of the officers had to return to the hotel room

because he had vomited, Lai said. The two remaining male officers and the complainant later went to a strip club before ending up at the hotel around midnight, court heard. There is agreement that all four were alone in a hotel room, according to admissions filed in court, the Crown said. “The dispute is about what happened in that hotel room,” Lai told the court. The complainant left the hotel room at 3:30 a.m. and texted a friend about the alleged sexual assault 13 minutes later, Lai said. Nine days after that, Det. Sgt. Jeffrey Attenborough, who received a complaint from the female parking officer, began investigating. He testified that he visited the complainant at her home along with forensic officers who seized some of her clothing from the night of the alleged assault, including a bra and shirt that were sent to the Centre for Forensic Sciences. DNA evidence that includes semen found in the complainant’s genital area and around her neck, along with semen found on her shirt and bra, will be part of the Crown’s case, court heard. The trial was also taken through surveillance video of the three officers and the complainant at various points before and after the alleged incident. Court saw video of a wobbly Kara returning to the hotel around 10 p.m. being helped by another man. Court also saw footage of Nyznik, Cabero and the complainant enter the hotel around 12:12 a.m. In security footage near the elevator at that time, the complainant appears to be smiling.

South Asian child killer denied full parole Continued from Page 3... She met her husband, Anees Chaudhary — also a convicted murderer — while in pre-trial custody, eventually giving birth to three nowadult children who were raised by friends or the state.Documents show Chaudhary sought release to go live with her husband, who is already on parole and recently suffered a stroke, leaving him in need of care and unable to run his limousine business. But in its decision, the board raised concerns about Chaudhary’s enduring belief in her own innocence and her general evasiveness when confronted about her behaviour. The two-member panel also noted Chaudhary, who faces deportation, had requested a transfer to another halfway house on pretense of wanting to be closer to her family when in fact she sought to distance herself from a parole officer who was challenging her immigration case. “While you have not been problematic on release, and have utilized your brief period on day parole to predominantly care for your husband, the board continues to have serious concerns regarding your lack of insight in your offence cycle, your shifting evasive and vague answers that occur with some regularity and your documented attempts at manipulation which you simply deny,” the decision reads. “As noted the board has no confidence that your risk factors have been identified and mitigated given your persistent denial of the index offence.” Chaudhary was previously granted day parole and her husband full parole but both were taken back into custody in 2010 over concerns about financial irregularities, though no charges were laid. Chaudhary was also released on day parole for six months in 2012 but spent that time

in custody on a deportation order, which immigration officials have not been able to enforce because neither India nor the U.K. will issue her travel documents. Her last attempt at obtaining full parole led to her release on day parole last year. In November, the Correctional Service of Canada recommended that be upgraded to full parole, but the board instead extended her day parole for another six months and scheduled a hearing to weigh a possible change. At her hearing last week, she again denied committing the murder but would not say who she believes the killer to be. “Given your protestations of innocence and your decades-long fight to clear your name it seems somewhat implausible that you would not share this information,” the board said. Prosecutors argued a vengeful rage prompted Chaudhary to slay eight-year-old Rajesh Gupta, who was left in her care while his uncle, her ex-lover, travelled to India for an arranged marriage to another woman. Gupta was strangled in February 1982 with the drawstring cord of his ski jacket hood, packed in a cardboard box and dumped in a remote section of east Toronto where the former couple used to meet. Chaudhary has said that she was pregnant and recovering from an arm wound at the time and would not have been able to kill a struggling boy. At her trial, however, nowdisgraced pathologist Charles Smith testified that autopsy photos showed damage to Gupta’s skull indicating the boy had been knocked out before he was murdered. Attempts to find the photos and have them re-examined were unsuccessful, and eventually her file with the Innocence Project was closed.

BC man facing terror charges cheered 2014 Quebec, Ottawa attacks A British Columbia man accused of posting terrorist propaganda online mourned two attackers who were shot dead by police after killing Canadian soldiers in 2014, an expert witness for the Crown has testified.

A trial for Othman Hamdan of Fort St. John has begun in B.C. Supreme Court with RCMP Const. Tarek Mokdad, an expert in Islamistinspired terrorism and so-called “lone wolf ” attacks, describing several posts on the man’s Facebook page. Hamdan has pleaded not guilty to encouraging the commission of murder, assault and mischief, all for terrorist purposes. He has also entered a not guilty plea to inducing and instructing someone to carry out a terrorist act. Mokdad said after two Canadian military members were killed in separate terrorist attacks in Quebec

and Parliament Hill in October 2014, posts appeared on Hamdan’s Facebook page calling the attackers “brother” and “martyr.” He also discussed images and messages that appeared to be promoting the Islamic State of Iraq and the Levant, including the use of a social media hashtag used by members of the terrorist group. It was unclear whether Hamdan was accused of being the author of the posts himself or sharing posts written by someone else. One of the posts appeared after Martin CoutureRouleau rammed a car into two Canadian Forces members in Quebec on Oct. 20, 2014, killing warrant officer Patrice Vincent. Couture-Rouleau was later shot by police. “A Muslim brother is martyred by the Canadian police after he killed (a) Canadian soldier in retaliation to Canada’s crimes in Iraq,” the post said, as read aloud by Crown counsel Lesley Ann Kilgore. Mokdad testified that in the view of ISIL, martyrhood is the absolute highest honour one can attain. “A martyr means God has chosen you to be a martyr. It’s not up to you to be a martyr. You aspire to be a martyr,”

he said. “A martyr is promised, in Islam, the highest, most honorific status in paradise. There is nothing better than a martyr.” Two days later, Michael Zehaf-Bibeau stormed Parliament Hill in Ottawa after killing Cpl. Nathan Cirillo at the National War Memorial. ISIL claimed responsibility for the attack, Mokdad testified. The post on Hamdan’s page on Oct. 22, 2014, appears in both English and Arabic, said Kilgore.

“A Muslim brother martyred today in attack of Parliament with a rifle, shooting politicians inside,” the post read. Hamdan was arrested in Fort St. John in July 2015 for alleged offences dating back to the previous September. An RCMP statement at the time of his arrest said the propaganda included instructions to kill in the name of jihad. Mokdad is the only witness for the Crown and is expected to continue his testimony Friday.

Surrey’s first supervised injection site experiences ‘steady’ first day

SafePoint, B.C.’s third supervised injection site, opened its doors in Surrey for the first time on Thursday. Keir MacDonald, the deputy director of the Lookout Emergency Aid society, said the site’s first ever participant arrived at 7:30 in the morning and that a “steady” stream of people continued to file in throughout the day. The portable structure includes booths where up to seven people can inject drugs at one time and a waiting area that can accommodate up to four people. It also provides access to supplies, including new syringes. The site, housed in a large portable structure, is operated by the Lookout Emergency Aid society and staffed by four people at all times, including a registered nurse. MacDonald said the site is “based on the InSite model, with more of a campus style.” The site is located next to a variety of other services, including regular primary care services, addictions specialists and housing services.

“The job is now trying to leverage some of the trust and the relationships [people] have built with our staff next door,” he said. MacDonald said that while many participants are accustomed to accessing other services in the area, staff at SafePoint are now focused on making people who want want to access the service feel welcome. “It’s a new space. It’s a new look and feel. It’s larger. It’s got more of a clinical look to it as well,” he said. “The hardest part is literally just getting people to walk through the doors. After that, it’s just another space for people to safely use.”

Toddler dead in suspected drowning in New Westminster Police are investigating the suspected drowning of a two-year-old girl in New Westminster, B.C., on Wednesday evening. A family friend has identified the girl as Biftu Taju. Jan Pazurik, the landlord of the home near where Taju was found, says police told him she likely drowned in a ditch that runs in front of the row of homes on the street.

Officers say they responded to a call in the 300 block of Stanley Street at 11 p.m. PT. The girl was taken to hospital, where she died. The Major Crime Unit is investigating the cause of death with the BC Coroners Service. Police say foul play is not suspected. Pazurik says the family has been been renting the home for the past four years. He said the family is originally from Africa and includes six children, as well as the two parents. “They’re just a really nice group of people and they’re just putting their kids through school and living a normal Canadian life,” he said. “We’re pretty upset about this whole

thing. It’s quite a shock. We’re certainly going to be there for them.” Pazurik went to the house early Thursday morning after he got a text from a neighbour saying police were there. When he arrived, there was police tape around the home. That’s when he says an officer told him the girl had likely drowned in the culvert. “The ditch is always particularly high and me and many other neighbour have made many, many, many attempts to get the city to keep or clear the beaver dam that is farther down,” Pazurik said. The city had dealt with the issue on several occasions, he added, but the problem had been ongoing for the past few years. Jim Lowry, New Westminster’s director of engineering, confirmed the city had been dealing with a beaver in the area as recently about a month ago. But Lowry said the beaver dam wasn’t causing the water backlog in the ditch. Instead, he said the house is in the Queensborough neighbourhood of Lulu Island — a low-lying floodplain area — and has a high water table. Ditches are common throughout the area, he said, and properties owners can petition the city to put in covered storm drains. Owners then split those costs with the city and pay for their share over a 20year period. Lowry said the city had not received a petition to do so from property owners in the area.

BC court grapples with whether to allow class-action lawsuit against SRO landlords If a class-action lawsuit is allowed to proceed against members of the Sahota family, owners of several Downtown Eastside singleoccupancy residence hotels, it could open the “floodgates” by allowing tenants to pursue landlords in B.C. Supreme Court, a lawyer representing the Sahotas said in court Thursday. Legal observers say if the proposed class-action lawsuit, believed to be the first of its kind in B.C., is certified, it could have major implications for groups of tenants trying to resolve grievances against landlords. The legal action was started last summer by Jack Gates, a resident of the Regent Hotel, an SRO in the Downtown Eastside described this month by city officials as one of the worst buildings of its kind in Vancouver. Members of Vancouver’s Sahota family and their companies, who own the Regent and other SRO buildings as part of a $130-million real estate empire, are named as defendants. The lawsuit, filed in August 2016, seeks punitive and aggravated damages, an injunction ordering repair work on the building, and an order “appointing, in place of the Sahotas, a suitable property management company” to run the building, which, the lawsuit alleges, has “serious health and safety issues.” The Sahotas’ lawyers fought back, arguing the Supreme Court was not the appropriate place for such a case. A trio of B.C. Court of Appeal judges heard arguments on that question Thursday.

“We are dealing at this juncture with a potential floodgates issue,” said Michael Katzalay, who is acting on behalf of the Sahotas and their companies. He argued such disputes belonged before the Residential Tenancy Branch, the provincial agency set up to resolve disputes between landlords and tenants. Its process is simpler and less costly, Katzalay said, adding “I would submit it favours the tenants.” But the lawyer representing the Regent tenants said cases of a certain magnitude, such as the one involving the Regent residents, deserve a higher level of scrutiny and procedural fairness than offered by the tenancy branch. “(It) is a process that’s designed for fast adjudication, for procedurally unencumbered adjudication,” Gratl said of the tenancy branch. “When the stakes get large enough, for the protection of the residents and the fairness to the landlords both, the legislature intended these matters to be adjudicated by a higher court with better qualifications and a higher level of accountability and a level of evidentiary protection available that’s simply not available before the Residential Tenancy board.” The judges reserved their decision for a later date. Two months after Gates’ suit was filed over the Regent, Gratl launched a similar class-action suit on behalf of residents of the Balmoral Hotel, another Sahota-owned SRO across Hastings Street from the Regent.

City of Vancouver officially becomes living wage employer Mayor Gregor Robertson says Vancouver is now the largest living wage employer in Canada. The move means all city staff and most contractors will make at least $20.64 per hour in pay and benefits. Robertson said the city’s economic growth

over the last five years made the move possible, and while that growth was good, there are “many who are being left behind and not enjoying the fruits of a booming economy.” “It’s important that the city lead by example. As a very large employer, we need to address affordability,” he said. Robertson says he’s hopeful a change in provincial government and talk of a federal poverty reduction plan will improve the minimum wage and income assistance rates, but too many people live in poverty in Vancouver. He says it’s important for the city to send a signal that paying a living wage is possible for other employers. However, the move changes little for most employees of the city, park board and police

department, because most of them already make more than $20.64 per hour. The true beneficiaries are contractors like janitorial and security workers, according to Nick Kassam with the city’s purchasing department. “While it may not be a significant amount, it does make an impact on those vulnerable sectors,” Kassam said. “It’s more of a leadership role that the city is taking. We want to walk the talk.” He says the city spends about $300 million per year on wages and adopting the policy will increase that by about $600,000. Canadian Federation of Taxpayers spokesperson Scott Hennig says the policy could create future problems when it comes to the city finding affordable services from contractors. “Every time you put up another wall or hoop you have to jump through to bid on100a city contract, it means less people, less95 companies are going to bid on those contracts and then you’re probably going to 75 end up paying more because of that,” he said. “There’s already enough red tape at city hall. 25 They don’t need to be adding another layer. ” 5 Deanna Ogle, campaign organizer for the0 Living Wage for Families Campaign, says Ucluelet First Nation, Huu-ay-aht First Nations, New Westminster, Quesnel and Port Coquitlam are other local governments paying living wages. Pitt Meadows and Parksville are working to implement a similar policy.

Surrey high school Kabaddi league starts Continued from Page 3... Kabaddi is a traditional Indian team sport falling somewhere between tag and red rover, with a lot of wrestling thrown in. The rules are a little more complicated and the physical demands much higher. Teams are positioned at opposite ends of a small field, with players standing barefoot. There are 4 players on each side, called stoppers. They lock arms, as each team takes turns sending in a “raider.” The raider tries to tag a member of the opposite team, earning a point, but only if he can get back across the centre line. The defending team tries to stop and hold the raider, most often with a tackle. The semi-final game played at L.A. Matheson Secondary School on Tuesday drew hundreds of spectators, many from the high school but also some older fans.

“Kabaddi is a sport that really resonates within this community. It carries memories for a lot of students’ fathers and grandparents,” said organizer Mandeep Dhaliwal. He said it gives parents, grandparents and other elderly people in the community a way to connect to the schools. “When they see a kabaddi game on, they walk over, and get a lot of pride,” he said. “It brings diversity to the school and allows 100 everybody to be part of something,” Simrin 95 Hundal, a student at L.A. Matheson. Organizers also hope the sport will give 75 students in the Surrey school district another alternative to getting in trouble. 25 just provides one more positive outlet. It “It was5 a way for us to tap them on the shoulder and say, you know what, you can channel 0 your energy this way,” said Dhaliwal.

Canadians keep up long-running credit binge in 1st quarter of 2017 Canadian consumers continued to spend on credit in the first three months of 2017, bringing the average non-mortgage debt across the country to $21,696, up 1.9 per

cent annually. At the same time, the national 90-day delinquency rate for non-mortgage credit accounts fell 1.45 per cent on an annual

basis, to 2.72 per cent. Delinquency rates saw the largest annual declines in Toronto (down 7.55 per cent), Winnipeg (down 3.9 per cent) and Montreal (down 2.51 per cent). Overall debt loads increased in all three of those cities, and others, even as delinquency rates declined. “While delinquency rates for subprime borrowers generally are much higher than other risk groups, it’s a positive sign to see delinquencies decline even as more consumers in this risk group gain access to credit,” said Matt Fabian, director of research and consulting at TransUnion Canada, which put out the report Thursday morning. Declining delinquency rates may simply reflect the increasing amount of personal debt, said Scott Hannah, chief executive of the non-profit Credit Counselling Society. “So while the delinquency has gone down, people are taking on more debt, which means they can offset their living expenses with additional credit, so they’re able to maintain their minimum payments,” he said TransUnion’s recent reports, Hannah pointed out, show consistent annual increases in average Canadian debt levels. “So while the report here says that people are managing OK, I think that a more accurate description is that people are treading water, because debt levels are continuing to rise.” In September 2016, TransUnion warned that nearly one million Canadians would be in financial trouble if the interest rate on their total debts, including mortgages, increased by as little as one percentage point.

Delinquency rates were up 6.64 per cent for the year in Calgary, 4.84 per cent in Edmonton, and 2.34 per cent in Regina. Debt loads increased slightly in the first two cities, while they declined in Regina. “I think it’s really interesting that the delinquency rate has actually dropped,” said Elena Jara, director of education with

non-profit credit counseling service Credit Canada Debt Solutions Inc. Jara said she’s seen a significant improvement in financial literacy since the 2008 financial crisis, and credited increased media awareness and better education by governments and credit counseling services. At the end of the first quarter of 2017, 20.4 million Canadian consumers were carrying a credit card balance, a 3.5 per cent increase from the first quarter of 2015. Subprime borrowers in particular have signed up for lots of new credit cards in the past two years, with 14 per cent more gaining access to a card between the first quarter of 2015 and the first quarter of 2017. “Serious delinquency rates” for subprime borrowers fell 9.4 per cent over the same time period. (TransUnion defines “serious delinquency rates” as accounts that are past due by two months or more.)

Language restrictions proposed for Richmond’s new sign bylaw Richmond Mayor Malcolm Brodie says he’s surprised his council wants to revisit a potential bylaw on the language used on business signs. Monday’s discussion about the city’s new sign bylaw was focused mainly on decluttering windows and clarifying the types of signs allowed, until the introduction of a surprise amendment from Coun. Bill McNulty. His amendment called for the sign bylaw

to mandate “that all future signage require a minimum of 50 per cent of one of Canada’s official languages.” The motion passed five to four, with Brodie voting against it. “I was surprised that this idea came up again because as far as I was concerned we had thoroughly debated this issue a couple of years ago,” Brodie said. “So this was a fork in the road.” The idea of a bylaw restricting language on signs has come up several times in Richmond, where some residents feel Chinese language-

only signs are becoming too prevalent. Council debated the issue of a bylaw in 2015 and 2013 but declined to impose a bylaw both times. Some observers said the issue was a symptom of cultural tension, or even veiled racism. In 2015, council instead decided to try an outreach approach by employing a sign inspector to encourage shop owners to include more English in their signage by stressing the potential for lost business from English speakers. The issue of Chineseonly signage has come up several times in the past. “There’s the issue of community harmony: you can either lay down bylaws … or you can work with your community,” Brodie said. “They’ve had really good success in attracting co-operation. Frankly, I think it’s a much more satisfactory way to approach the situation.” On Monday, Richmond’s legal counsel also raised concerns of a legal challenge to such a bylaw, as it could infringe on merchants’ freedom of expression. Brodie said councilors in favour of a language restriction were reacting to comments from a 2016 public consultation that found some in Richmond still wanted a sign bylaw. On Monday, they directed staff to gather legal opinions and other reports on a possible bylaw in time for June 12’s council meeting.

Maple Ridge Mayor Nicole Read returns to work after threats The Mayor of Maple Ridge has returned to work following a month of curtailed public appearances after the RCMP said it was investigating credible threats to her personal safety. Mayor Nicole Read said the most recent threats topped nearly two years of online harassment, including a live thread online encouraging people to harass the mayor while she was in a Red Robin restaurant with her children. “It’s pretty serious and very concerning. It affects everybody and it certainly affects my family,” she said. “It’s not something you’d think you’d have to deal with as a mayor in local government.” While RCMP haven’t revealed the motive behind the latest threat, a lot of the online harassment has focused on Read’s support of homeless community members. The city has been embroiled in a divisive debate over how to address the area’s homelessness crisis, precipitated by the creation of a homeless camp along Cliff Avenue in May 2015. Those residents were relocated to a temporary shelter in October 2015. Read said B.C. Housing committed to housing the shelter residents — which Read says were described to her by B.C. Housing as the “most vulnerable in metro Vancouver” — within six months. That’s when plans hit a roadblock, she said. The first plan put forward by B.C. Housing and Minister of Housing Rich Coleman to convert a Quality Inn to a shelter space was rejected by area MLAs, Read said.

A second plan to build housing was also opposed by area MLAs, she added. “It’s absolutely deplorable in my mind that we have had some of our more vulnerable people sitting in a shelter that is totally inadequately put together and was only meant to be an emergency response,” she said. “They’ve been there now since October of 2015 with no housing.” On May 31, the city closed the temporary shelter, but that inspired protesters to set up a homeless camp on municipal park land. The city has now applied for an injunction against the camp. The matter will be heard at B.C. Supreme Court today. In the meantime, Maple Ridge’s homeless citizens have been targeted and residents of the shelter have been attacked. Some residents describe shelter residents being run off roads, hit with pipes, or have smoke bombs thrown at them. Mayor Read says the response is deeply concerning. “I think Maple Ridge is unique in the level of hate that we’re seeing ... You don’t expect the city that you love and that you live in where so many amazing people live — you don’t expect to see this kind of hate. “Something is obviously seething under the surface for some people. I think the hate is being driven by a very small vocal minority because when I’m out and about in the community they thank me for the work that we’re doing on homelessness and explain that they’re supportive.”

Surrey ‘inundated’ as property-tax notices deliver sting Continued from Page 3... “I thought it was bad when we saw 20 per cent increases in South Surrey.” Fillion said Surrey began sending out tax notices last Friday to the approximately 145,000 residential properties in the city. For about 58,000 – those whose property’s assessed value increased by more than the city average of 36 per cent – the bill will be noticeably higher than last year. And for some, the increase is dramatic. “If you saw 100 per cent increase in assessed value, your tax bill will go up by 65 per cent, plus the five per cent that council approved for taxes,” Fillion said. South Surrey’s Rob Neil said he opened his tax notice on Monday

to an increase of 31 per cent over last year, to $5,301.65 from $4,045.85. Neil was among Peninsula homeowners who had received courtesy letters from BC Assessment in December, warning of a substantial increase to his property value – it jumped to $1,358,300 from $775,500. Still, “that’s a bit of a shock,” Neil said of the nearly $1,300 difference in his property taxes. “We were kind of expecting it because our assessment went up 75 per cent. Doesn’t make it any easier to swallow.” Neil and his wife, who live near Semiahmoo Secondary, were among many homeowners surprised earlier this year to discover their home’s value had skyrocketed.

Man charged in tailgate thefts in Abbotsford, Langley Abbotsford police have arrested a 38-yearold man after more than 80 truck tailgates were reported stolen in B.C.’s Fraser Valley since 2016. David Ahner, who has a long criminal record of property crime in the area, is charged with three counts of theft over $5,000 and one count of driving while disqualfied. Police allege he stole two Ford F350 tailgates from Langley and one Ford F350 tailgate from Abbotsford and are looking into whether he was also involved in dozens of other similar thefts in Langley, Abbotsford, Mission and Chilliwack. The tailgates can cost up to $10,000 to replace and have been targeted by thieves because their resale can be “quite lucrative,” said Abbotsford police Const. Ian MacDonald. While that might sound expensive, the parts department of a Vancouver Ford dealership confirmed the tailgate of an F350 with a back-up camera and other options can cost between $7,000 and $10,000 to replace.. MacDonald said truck owners can protect

themselves by locking their tailgate, which prevents thieves from gaining easy access. “I understand busy people moving loads in and out of the back of the pickup truck may not think to lock that tailgate,” said MacDonald.

“But in almost every instance where these tailgates have been stolen, the tailgate had been left unlocked first.” When unlocked, the tailgate can be removed in minutes, said MacDonald. Strings of tailgate thefts have been reported across the country, including in Maple Ridge in 2016 and North Vancouver in 2013. Anyone with information relating to the Abbotsford investigation is asked to call the department at 604-859-5225.

BC man wins $1M with lottery ticket he bought on his birthday A British Columbia man had a happy birthday, indeed — by winning $1 million.

The B.C. Lottery Corp. says David McLeod of Kelowna bought a 6/49 ticket for a draw on

May 17, which happened to be his birthday. McLeod says he texted a picture of the validation slip to his wife to confirm what he was seeing. He says it a great present and the reality of the big win is starting to sink in. McLeod plans to pay off his mortgage with part of money. He says he’ll donate some of the money to the Rotary and help his kids with their university expenses.

Trial begins for BC Mountie accused of sexually assaulting civilian employee The Crown attorney in the sexual assault trial of a retired RCMP inspector says the officer assaulted a woman inside a locked washroom at police headquarters in British Columbia. Michelle Booker told the provincial court trial Wednesday that the woman, who can’t be named, will also testify that while she worked with Tim Shields she was sexually harassed and her requests for it to stop were ignored. At the time of the alleged incidents, Shields was in charge of strategic communications and was the public face of the Mounties in the province. Booker says the woman, who was a civilian employee, will testify that Shields sexually assaulted her in the fall of 2009 at E Division headquarters in Vancouver. Shields arrived in court flanked by two lawyers, and did not respond to a request for

comment. RCMP Sgt. Jeff Wong was the first witness to testify, describing photos he was asked to take of the Mounties’ former headquarters in May 2015 to assist with an internal investigation. Wong says he was told only

that the photos were for a “sensitive situation” involving professional standards. Shields entered a plea of not guilty to the sexual assault charge.

Victim of random C-Train attack a Nigerian nursing student and father of 3 The victim of a vicious, random killing on the City Hall C-train platform was a father of three who’d been working two jobs to support his family while taking nursing courses at Bow Valley College. Eighteen months ago, Nicolas Nwonye, 46, left his job as an engineer in Nigeria to bring his family to Canada. On Friday, he died after being randomly attacked by a man with a knife in downtown Calgary. Nwonye was just four weeks into the nursing program but he’d already made an impression. “He stood out,” said nursing instructor Rhonda Hersak. “[he was] just pleasant, a very, very calm, gentle soul.” Nwonye was the only man in Hersak’s class of 38 students. He was known for getting his classmates talking and stimulating discussions. News of Nwonye’s death “devastated” both Hersak and her students. She said there is a lot of concern about Nwonye’s wife’s financial situation. He did not

have life insurance and his wife is now caring for their three children, including a three month old baby, alone. Keeton Michel Gagnon, 39, is charged with second-degree murder. Gagnon has a long criminal history with police in British Columbia dating back

two decades. He’s a career criminal with dozens of convictions including assault with a weapon, robbery, escaping custody, and many breaches. He is scheduled to appear in court on June 23. The dean of the college’s health and wellness program, Nora MacLachlan says counsellors have been brought in to help students cope with Nwonye’s death.

Vancouver becoming ‘apartheid city’ in housing crisis Vancouver is becoming an “apartheid city” in terms of the divide between rich and poor, said Miloon Kothari, the former UN special rapporteur for housing. Kothari, who visited Vancouver a decade ago in that role, has returned to give several talks and spent Monday visiting the Downtown Eastside, Balmoral Hotel and the “Ten Year Tent City,” which stood in the same place in 2007. “I’m very disturbed to see that not much has changed. In fact, the situation has become worse,” said Kothari. He was referring to the steep increase in homelessness in the city and region, alongside “unbridled speculation” of land and property. Kothari said it was “shocking” that welfare rates haven’t changed over the 10 years. “It’s sheer neglect,” said Kothari, who lives in New Delhi.

Chrystia Freeland rejects Trump’s nationalist policies in major speech Canada will step up to play a leadership role on the world stage as the U.S. turns inward to focus on its own national interests, Foreign Affairs Minister Chrystia Freeland said in a major policy speech today. While never mentioning Donald Trump by name, Freeland rejected many of the U.S. president’s policies, including the withdrawal from the Paris climate agreement, imposing protectionist trade policies, and closing the nation’s doors to refugees. “The fact that our friend and ally has come to question the very worth of its mantle of global leadership, puts into sharper focus the need for the rest of us to set our own clear and sovereign course,” she said. “For Canada, that course must be the renewal, indeed the strengthening, of the postwar multilateral order. We will follow

this path, with open hands and open hearts extended to our American friends, seeking to make common cause as we have so often in the past.” In a lengthy foreign policy speech delivered in the House of Commons, Freeland praised the U.S. for the “outsized role” it has played in the world in past, and urged the country not to veer off that course. “We seek and will continue to seek to persuade our friends that their continued international leadership is very much in their national interest — as well as that of the rest of the free world,” she said. Freeland praised the U.S. for being the

“indispensable nation” for the last 70 years, paying the “lion’s share” in blood, treasure, strategic vision and leadership in promoting peace and prosperity. But she said many of the voters in the presidential election cast ballots “animated in part by a desire to shrug off the burden of world leadership.” “To say this is not controversial. It is simply a fact,” she said. Freeland expressed “deep disappointment” with the U.S. position on fighting climate change, and also took at aim at American protectionist policies, saying rising trade barriers will curb growth, stifle

innovation and kill employment. Speaking to reporters later, Freeland said the only foreign minister she briefed ahead of the speech was U.S. Secretary of State Rex Tillerson, whom she spoke to Monday. Freeland’s speech comes the day before Defence Minister Harjit Sajjan is set to release a comprehensive roadmap for Canada’s military. She said Canada can’t get a free ride from the U.S. simply because of our geography, warning that Canada can’t rely on its neighbour for military power and protection. “To rely solely on the U.S. security umbrella would make us a client state. And although we have an incredibly good relationship with our American friends and neighbours, such a dependence would not be in Canada’s interest,” she said.

Obama warns of illiberal threats in Montreal speech

It is decision time for a world order based on liberal values, former U.S. president Barack Obama said Tuesday in Montreal, where he issued a rousing call for citizens everywhere to defend its gains. Obama painted a stark picture of the global upheaval wrought by globalization, technological advances and climate change. He suggested that the progress made since the end of the Second World War is threatened by an unwillingness to adapt to social change. “It’s been clear for some time that the world is at an inflection point,” he told a crowd of some 6,000 who packed the Palais des Congrés, a downtown convention centre. At such critical moments in history, he said, there is a temptation “go backwards instead of forwards.” The appeal of isolationism and populism, he said, is understandable as people look for certainty in uncertain times. “But in this time we cannot stand still,” Obama said. “We have to act with greater urgency and greater conviction.” The speech carried forward a theme that recurred often in the final months of his presidency, the importance of civic engagement at both the local and international level. Obama did not mention his successor by name, but the context was evident in his references to “fake news,” welcoming refugees and championing multilateral organizations such as NATO and the UN. At one point he even decried the “temporary absence of American leadership” when it comes to climate change. “The bottom line is: democracy is hard and progress does not always move in a straight line,” Obama said. “Its gains are often fragile if we as citizens are not tilling the soil and maintaining that democracy.” In a question-and-answer session following his speech, Obama elaborated on his disappointment with the current U.S. administration’s decision to withdraw from the Paris climate accords.

Libyan-Canadian cleric linked to Manchester Federal government calls roadside drug-test device bomber plans return to Canada to clear his name trial a success despite cold weather issues A Libyan-Canadian cleric linked in U.S. and British media reports to Manchester bomber Salman Abedi says he will return to Canada in weeks with the intention of clearing his name. Abdul Baset Egwilla was an Ottawa-based imam until his return to Libya in 2007. In an exclusive interview over Skype, Egwilla denied any connection to Abedi. “I challenge whoever accuses me of such

a connection to produce evidence, such as a time, date and place where I met with the suicide bomber,” Egwilla said. Salman Abedi, 22, was identified on May 23 as the suicide bomber who killed 22 people and wounded more than 60 others, including children, at a pop concert in Manchester. ISIS has claimed responsibility for the attack. The bomber’s father, Ramadan Abedi, who denies his son was a member of ISIS, has since been arrested by Libyan counterterrorism officers. U.S. and British media reports, citing anonymous sources, have claimed a link between Salman, his father and LibyanCanadian cleric Egwilla. A senior American official told the New York Times on May 24 that Salman Abedi “had links to a radical preacher in Libya” identified as Abdul Baset Egwilla, and that Egwilla’s son had died fighting for ISIS. Egwilla’s son did die in 2016, but Libyan news reports and a martyrdom notice at the time said he was killed fighting for the Omar Mukhtar Brigade, a Libyan Islamist militia that is not a listed terrorist organization. The Times newspaper in the U.K. reported May 27 that Ramadan Abedi was an associate of “extremist Canadian-Libyan preacher” Egwilla, and that the Libyan-

Canadian is believed to have radicalized Ramadan’s son, Salman Abedi. The father would regularly meet with Egwilla at Friday prayers in the Libyan capital, Tripoli, in 2015, added the Times, citing a resident of the city who asked not to be named. The Greater Manchester Police Force would neither confirm nor deny that Egwilla is under investigation for possible involvement in the Manchester bombing. Egwilla, who has been absent from Libya for several months since fleeing a plot to assassinate him, said he has never, to his knowledge, met either Salman or Ramadan Abedi. “I am a public figure, I appear in the media. I show up in mosques and preach to a multitude of people. People know me, but I do not know them,” Egwilla said. “And if I met him once or twice before, it could be that he changed his beliefs later on, but I never met him in the first place,” Egwilla said of the Manchester bomber. Egwilla said people claiming to be with the government of Canada have attempted to reach out to him using the app Viber, though he says he has never agreed to an interview. Egwilla said he intends to speak to authorities to clear his name when he returns to Canada. After seven years in Ottawa, Egwilla left Canada for Libya in 2007, when Gadhafi’s regime began sending signals that it would not persecute returning dissidents. He began working at a Tripoli religious radio station and associated with a group of clerics that included Sadiq al-Ghariani, who today is the country’s Grand Mufti, the top religious leader, and a strong supporter of Islamist militias. When rebellion broke out in 2011, Egwilla was a prominent supporter, and after the fall of Gadhafi’s regime, was promoted to be the administrative director for the mosques in Tripoli. He said he became a prominent imam and broadcaster.

The federal government is declaring its testing of saliva drug screening devices that check for drugged drivers at the roadside a success despite lingering issues over how accurate the test results are in cold weather conditions. A report released by Public Safety Canada examined the results of 1,141 saliva samples collected by police officers across the country between December 2016 and March 2017. Officers who used the devices reported them as “very easy” to use 62 per cent of the time, with another 29 per cent saying there were “easy” and only two per cent saying they found the devices difficult to use. Officers also said that in 92 per cent of cases they were either “comfortable” or “very comfortable” using the devices. “Drug impaired driving is a serious problem and giving law enforcement more tools to detect and deter drugimpaired driving will better protect our communities,” said Public Safety Minister Ralph Goodale. “I am pleased the pilot project demonstrates this technology works in our unique Canadian environment.” A key objective of the trial was to see if the devices would work in the deep cold of a Canadian winter. The devices were also tested in rainy and sunny conditions ranging in temperature from –50 degrees to 26 degrees. The report notes that 65 per cent of tests (731) were administered outside of

operating temperatures is merited,” the report says. Ian Jack, a spokesman for the Canadian Automobile Association, was himself the subject of a roadside trial of the device in Gatineau, Que., last winter. Canadian accused in Yahoo hack was ‘small fish’ unaware of larger scheme, lawyers argue in bail appeal Lawyers for a Canadian accused in a massive hack of Yahoo emails say a judge who denied their client bail overstated his alleged role in the scheme. Karim Baratov’s legal team was in court Monday appealing an April ruling by Ontario Superior Court Justice Alan Whitten, who decided the 22-year-old was too much of a flight risk to be released on bail. Baratov was arrested in March under the Extradition Act after U.S. authorities indicted him and three others — two of them allegedly officers of Russia’s Federal Security Service — for computer hacking, economic espionage and

other crimes. Baratov’s lawyers argued Monday that Whitten had made several errors, including amplifying the Hamilton man’s alleged connection to the Yahoo hack and the Russian intelligence agent who allegedly hired him. “(Our argument is) painting him as a small fish, and not affiliated to the Yahoo hack,” Baratov’s lawyer Amedeo DiCarlo said outside court. Ravin Pillay, another one of Baratov’s lawyers, said in court that there’s no evidence to suggest his client was involved in the large-scale breach of Yahoo security systems.

Emails between Baratov and his alleged contact in the Russian intelligence service

show he was only allegedly hired to hack into 80 accounts, and only allegedly succeeded in accessing seven, Pillay said. Hacking into several individual accounts is “fundamentally different” from breaching Yahoo’s security system and gaining access to data from nearly half a billion accounts, Pillay argued. “There’s no evidence that Mr. Baratov knew who (the person who hired him, Dmitry) Dokuchaev was or that he was FSB,” Pillay said. He also noted that Dokuchaev only allegedly transferred $104 into Baratov’s PayPal account.

“If the applicant knew he was dealing with a government official from another country, $104 is not a lot of money for his trouble,” Pillay said. But Crown Attorney Heather Graham said that money is only what was allegedly transferred to Baratov’s PayPal accounts, suggesting further funds could have been sent to other accounts American investigators have not been able to access. In denying Baratov bail, Whitten had rejected the defence’s proposal that the man be released into the care of his parents, who offered close to $1 million in cash and assets as collateral. Whitten said he believed Baratov would be motivated to flee, given that he could face up to 20 years in prison if convicted in the U.S. But Pillay said Baratov doesn’t pose a flight risk because there’s nowhere for him to flee to. American authorities have alleged in court documents that Baratov, who was born in Kazakhstan, posed an “extremely high flight risk” in part due to his alleged ties to Russian intelligence agents and his financial resources. A decision on Baratov’s bail appeal is expected later this week.

Liberals waive security review for Chinese takeover of high-tech firm

The Trudeau government is allowing Chinese investors to buy a Vancouver hightech firm without a formal national security review even though Canada and many of its allies use the company’s patented satellite communications technology for security, public safety and defence. Hytera Communications of Shenzhen, China, is acquiring Vancouver-based Norsat International Inc., a company with military customers including the Pentagon that is also delivering a satellite communication system this year for the Canadian Coast Guard. The government decided after a preliminary security screening that further examination of the deal was not necessary. The government’s handling of this takeover – after Britain imposed strict conditions on a similar Hytera acquisition – and several other recent approvals of Chinese investment in sensitive sectors suggest the Trudeau Liberals are less risk-averse than their predecessors to capital from China as they prepare for bilateral free-trade talks with the world’s second-biggest economy. In February, the Liberals approved the sale of a large B.C. chain of retirement homes to a Beijing-based insurance titan with a murky ownership structure, giving China a foothold in Canada’s health-care sector. In March, they approved a takeover of ITF Technologies Inc. in Montreal – which the Harper government had blocked on the grounds it would undermine a technological edge Western militaries have over China. Customers Norsat lists on its website include the U.S. Department of Defence, the U.S. Marine Corps, the U.S. Army, the Irish Department of Defence, the Taiwanese army, the aircraft manufacturing company Boeing and major journalism outfits including CBS

News and Reuters. A U.S. government official declined to comment on the takeover or whether the Trudeau Liberals consulted Washington. Norsat says its technology is also used by NAV Canada, which operates the country’s civil air navigation service. In January, Norsat announced a big order to supply its Globetrekker portable satellite terminals to a “combat support agency” for the U.S. Department of Defence. Richard Fadden, a former head of the Canadian Security Intelligence Service,

said in an interview that he would have recommended a full-fledged nationalsecurity review. “On balance, and still without details, I would likely have suggested a review out of an abundance of caution,” Mr. Fadden said. A formal security review would “reassure allies and tell the People’s Republic of China we are always vigilant, even if ultimately the transaction is okayed,” he said. Innovation, Science and Economic Development Minister Navdeep Bains defended the government’s approval, saying it was decided in the security screening analysis that an in-depth security review by CSIS and the Department of National Defence was not necessary.

Canada becoming more vulnerable as rising debt and hot housing market get worse: BOC warns High levels of household debt and red-hot housing markets in Toronto and Vancouver pose the biggest threats to the stability of the country’s financial system, the Bank of Canada said Thursday. The housing price and the household debt problems are linked, as Canadians are taking out riskier loans to buy homes priced at more than $1 million in some markets, the bank said in its semi-annual Financial System Review. The Bank of Canada report also raises

concern over the “fragile liquidity” of some fixed-income markets and the threat cyberattacks could pose to financial institutions. Stephen Poloz, Governor of the Bank of Canada, said the Canadian financial system is “resilient,” especially as the country’s economy has shown fresh signs of strength over the last six months. “The two most important vulnerabilities for Canada’s financial system — the elevated level of household indebtedness and imbalances in the Canadian housing market — have moved higher over the past six months,” Poloz said at

a news conference in Ottawa. Mortgages and home equity lines of credit make up 90 per cent of Canada’s household debt levels, and the Bank of Canada is concerned that mortgage credit has been growing faster than disposable income. A growing number of highly indebted people are taking out uninsured mortgages with long amortization periods, and this is a concern for the bank. “Highly indebted households have less flexibility to deal with sudden changes in their income. As the number of these households grows, it is more likely that adverse economic shocks to households would significantly effect the economy and the financial system.” Much of the growth in household debt is linked to rising housing prices in Toronto and Vancouver. Yet there are signs the quality of the mortgage market is improving. The bank said policy measures introduced by the federal government in late 2016 have reduced the number of highly indebted mortgage borrowers across the country. Still, rising home prices worry the bank. Imbalances in the Canadian housing market have increased since the previous Financial Service Review was published in December, the bank said. Canadian home prices were 20 per cent higher in April, year-over-year. Outside of the Toronto and Vancouver areas, price increases have been modest. But the housing price situation in B.C. and Ontario could have national consequences. The areas in those provinces in which housing prices are growing the fastest account for about half of the value of Canada’s housing stock, and about one-third of the country’s population.

Liberals face pressure to crack down on crooked immigration consultants The government is facing pressure from MPs of all political stripes to crack down on bogus immigration consultants who prey on people who are desperate to work or live in Canada. The Commons immigration committee has just wrapped up weeks of hearings on unregistered representatives called “ghost consultants.” MPs are now considering recommendations ranging from overhauling or even scrapping the independent oversight body, to imposing heavier penalties for perpetrators. Members heard harrowing stories from duped clients who testified behind closed doors. Some were ripped off for thousands of dollars, or brought over with the promise of work only to be dumped at the side of the road or left in a warehouse. In all, they heard from 50 witnesses and read 24 written submissions. Liberal MP and committee chair Borys Wrzesnewskyj said testimony about crooked and ghost consultants made it clear the status quo can’t continue. “There is an appetite to fix this. It’s just not acceptable that the present set of circumstances continue,” he told CBC. “It won’t be an easy job. The fact that it’s been studied a number of times and we’re still having to listen to circumstances and their very poignant stories speaks to that.”

Wrzesnewskyj hopes the committee can table its report, which is expected to include recommendations for sweeping reforms, before the House rises for the summer. Conservative immigration critic Michelle Rempel believes there is broad consensus that the current system is broken and needs an urgent fix. The “hair-curling” stories heard underscore the need for major reforms. While there are many above-board immigration consultants, their reputation has been stained by reports of unethical representatives preying on vulnerable people. Along with suggesting a possible blacklist for bad practitioners, Rempel said the government must work to modernize and simplify the complex system so people can navigate it themselves instead of turning to third parties. “More broadly, the fact that there even needs to be an industry suggests there are a lot of improvements that could be had within the actual department in terms of ease, efficacy of approaching the Canadian immigration system,” she said. Rempel said testimony about significant governance problems with the Immigration Consultants of Canada Regulatory Council (ICCRC), which was established in 2011 to oversee registered consultants, raised questions about its ability to fulfil its mandate.

‘Blackface’ video in Malaysia blasted on social media A viral video featuring a woman wearing “blackface” that caused an outcry on social media has been pulled by a popular retailer in Malaysia, with the firm apologising on Thursday for causing offence. The 15-minute film on Watsons Malaysia’s Facebook page shows a nobleman holding an audition to track down a woman with an enchanting voice who has been in his dreams. A woman appears at the audition, singing beautifully but with her face covered. He recoils in disgust when she exposes her jet black face. “Oh my gosh! She is actually dark?” he exclaims. She later re-emerges with fair skin, explaining she was wearing black make-up to test his sincerity. “I am not dark. In fact, I am flawless,” she beams. The promotional video was to celebrate the upcoming Muslim religious festival Eid al Fitr, but it provoked an online backlash with many saying it was racist and sexist. “Being dark skinned is not a badge of shame. Being stupid is,” said one Twitter user.

Another said: “I am so shocked that Watsons crossed the line with blackface. This video is so racist, I am ashamed of buying face mask at Watsons.” The video, featuring local celebrities, was taken down by the company on Wednesday. “Watsons Malaysia takes responsibility for the video and its content and is truly sorry that some elements have offended the general public,” the company said Thursday. “It was our intention to convey concepts of inner and outer beauty, unfortunately the video instead offended many. “ The company said the video was based on an old Malay legend. AFP was unable to immediately contact the company. Watsons is a household name in Asia with over 4,000 personal care stores and 1,000 pharmacies in countries including China, Korea and the Ukraine. Last year, a Malaysian TV show had to apologise over a comedy skit featuring an actor in “blackface” pretending to be US R&B star Usher.

Suspected bomb kills 7 outside mosque in Afghanistan’s Herat A suspected bomb outside a mosque in the Afghan city of Herat killed at least seven people and wounded 15 on Tuesday, police said, the latest casualties in a particularly bloody week in Afghanistan. Officials in the western city believe explosives were hidden in a motorcycle left in a parking area outside the Jama Masjid, a large mosque dating from the 12th century, known for its intricate blue tiles. Abdul Ahad Walizada, spokesman for Herat police, said at least seven people were killed and 15 wounded as they made their way to the mosque for prayers. Near the border with Iran, Herat is one of Afghanistan’s largest cities. The attack came after a spate of violence in Afghanistan’s capital, Kabul, where on Wednesday more than 150 people were killed

Nepal’s parliament on Tuesday elected unopposed three-time former prime minister Sher Bahadur Deuba to the top post once again. This is the tenth time in just over a decade the leadership has changed hands in the Himalayan nation. Deuba, a wily political veteran, stood unopposed in the parliamentary election having struck a deal with his predecessor that some criticised as being undemocratic. Maoist leader Pushpa Kamal Dahal- who resigned a fortnight ago after just ten months as prime minister- had agreed to stand aside for Deuba once long-awaited local polls had been held in Nepal. “I announce that respected member Sher Bahadur Deuba... has been elected to the post of Nepal’s prime minister,” said Parliament Speaker Onsari Gharti Magar, addressing parliament during a live television broadcast. Indian Prime Minister Narendra Modi on Tuesday called up Nepal’s Prime Ministerelect Sher Bahadur Deuba to congratulate him and convey his best wishes for the country’s progress. “Called Shri Sher Bahadur Deuba to congratulate him on being elected the Prime

Minister of Nepal. I conveyed my best wishes to Shri Deuba for peace, prosperity and progress in Nepal under his leadership,” Modi tweeted. Deuba’s centre-right Nepali Congress struck an uneasy alliance with the Maoists last August on the condition Dahal would hand over power once local elections had been held.

The first phase of those polls- the first held in 20 years- were staged last month in three of Nepal’s seven districts. The second round of voting has been delayed twice, but did not impede Deuba’s appointment.

Nepal is failing to protect migrant workers: Amnesty International

Nepal is failing to enforce laws designed to protect migrant workers from being charged exorbitant fees that leave them crippled by debt and trapped in jobs overseas, Amnesty International said on Tuesday. More than 400,000 migrants workers leave Nepal every year for work abroad, mostly in the Gulf and Malaysia. Their remittances back home make up nearly 30 per cent of the impoverished country’s GDP. The government in 2015 banned employment agencies from charging job seekers the cost of the plane ticket and work visa, shifting the burden to the employer, and capped agent fees at 10,000 Nepali rupees ($96). But in its new report “Turning People into Profits”, Amnesty said it failed to find a single worker who had not been forced to cover these costs. “It is abundantly clear that the “Free Visa, Free Ticket” policy is not being implemented or enforced properly,” said James Lynch, Deputy Director of Amnesty International’s Global Issues programme. “Despite some bright ideas, a lack of political

will combined with bureaucratic inertia means that businesses are still effectively free to exploit migrants.” Amnesty interviewed 127 migrant workers who said they were forced to pay an average $1,346 to agents for jobs abroad. Many said they were often deceived about the nature of the work they were being offered. Ram Sundar Yadav said his employer in Malaysia locked him in a room for 15 days when he refused to perform duties outside his contract. “He said that unless I did as he asked he would not return my passport or give me food. He said he would jail me,” Yadav said. The 27-year-old managed to return home after nine months with the help of the Nepali government, but could not repay the $1,552 loan he took to travel abroad. “The attitude of recruiters is about buying and selling people. And our people end up being abused, because the government does not prevent them from being traded like cattle,” said Suresh, another worker interviewed for the report.

An on-the-run Kashmiri carpet dealer suspected of working for both Indian and Pakistani spy agencies is under the scanner of the National Investigation Agency (NIA) for allegedly channelling money to separatist leaders in the valley. An NIA official said Nasir Shafi Mir, now believed to be a Gulf-based businessman, could be one of the links in the suspected money trail from Pakistan to Hurriyat leaders in Kashmir, being probed by the agency. Mir was arrested from Delhi in February, 2006, but was released on bail a year later. He is absconding since then, the official added. Sources said Mir, 45, was enlisted by the Intelligence Bureau and the Research and Analysis Wing (R&AW) – the later is India’s external espionage ageny – though it was known that he had links with the Pakistani spy agency, Inter Services Intelligence (ISI). The son of a wealthy Kashmiri carpet businessman, Mir was running a business in Dubai when arrested by the Delhi Police’s special cell. “Mir’s name is figuring in our probe as well,” said the NIA official, who spoke on the condition of anonymity. He did not give any other detail. The NIA has accused several Kashmiri separatist leaders of getting funds from Pakistan-based terror outfit Lashkar-eTaiba (LeT) patron Hafiz Mohammad Saeed.

Rahul meets victims amid high drama at Mandsaur farmers’ protest A political storm over violent farmer protests in Madhya Pradesh intensified on Thursday as Congress vice president Rahul Gandhi was arrested and held for hours before finally meeting families of five farmers who died in police firing two days ago. Gandhi, who met the families at Doria on the Madhya Pradesh-Rajasthan border, is believed to have discussed prices of vegetables and produce. “I am being stopped everywhere from UP to MP. I just wanted to meet the family of the deceased. Don’t I have the right? The MP government has created problems for everyone,” said Gandhi in Doria. Police stopped Gandhi and a slew of top Congress leaders outside Mandsaur that has been scorched by angry agitations with several vehicles burnt and buildings torched. The farmers are pressing for a loan waiver, better crop prices and better support for

farmers reeling under successive droughts and a supply glut that has sent prices crashing. “Modi cannot waive loans of farmers, cannot give them bonuses…he can only give them bullets,” Gandhi said minutes after his arrest. “What law of the land says that it is illegal to stand in solidarity with farmers who were killed simply for demanding what is their right?”

The morning kicked off with high drama as Gandhi abandoned his car halfway to

Mandsaur from Udaipur airport and rode pillion on a motorcycle before walking to the Rajasthan-Madhya Pradesh border on foot. He then jumped over barricades to enter Mandsaur but was pushed back across the border almost immediately by a huge posse of security personnel. Farm protests have spread like wildfire across India’s food bowl states in recent weeks with a slew of suicides in neighbouring Maharashtra and simmering discontent in Rajasthan. The farmers complain of a lack of storage facilities that forces them to either abandon produce or sell them at below-par prices – a result of chronic underinvestment in India’s agriculture sector. Violence flared up in Mandsaur on Tuesday after five protesters were killed in police firing with farmers blocking highways, torching factories and attacking government officials.

Unique ID may soon be mandatory for booking flight tickets In the next three to four months air travellers in the country will have to mandatorily provide a unique identification (UID) like an Aadhaar card, passport or PAN at the time of booking tickets. The government has constituted a technical committee that will prepare a white paper on this proposal in 30 days, said minister of state for civil aviation Jayant Sinha at a press briefing. “There are various ways of securing that unique identification. Clearly, the best way of doing it is by using Aadhaar and other ways are by using a passport or PAN card,” said Sinha. As an “incentive”, passengers will be able to avail a paperless and seamless travel experience. Once a passengers book their tickets, the unique ID, along with PNR, will provide all their information and will also serve as a digital boarding pass, explained Sinha. Those who provide biometric identification through Aadhaar will have to do an iris or finger scan at the airport, while those who share other forms of ID will be provided a QR code on their mobile phones which can then be scanned at the airport. However, passengers who wish to collect their boarding passes and skip the digital system will still have the option to do so but won’t enjoy the benefit of hassle-free travel.

Veer Savarkar overshadows Gandhi and Nehru New textbooks for Rajasthan state board schools being taught from this year have an extra dose of nationalism, with Hindutva ideologue Veer Savarkar pushing to the margins the role of Father of the Nation Mahatma Gandhi.

One of the textbooks introduced in the BJP-ruled state even describes the first crop of Congress leaders as mostly moderates who were prosperous, middle-class intellectuals hailing from big cities and having no

connection with the masses. The revised textbooks for classes 10, 11 and 12 also bring students up to speed on current “hot topics” such as the Uniform Civil Code, Hindi as the country’s contact language and Prime Minister Narendra Modi’s foreign policies, especially with reference to Pakistan. But what is bound to raise more eyebrows is Savarkar getting a big chuck of space, even edging out Jawahar Lal Nehru from the social science textbook of Class 10 and decimating Mahatma Gandhi to a passing reference. Education experts are calling these history “revisions” as Hinduisation of the country’s freedom struggle. The government, however, defends the revisions saying that Nehru has been given ample space in the Class 9 textbook. “Every hero can’t be included in every book,” says Vasudev Devnani, state education minister.

Saharanpur violence accused arrested The main accused in the Saharanpur caste violence and Bhim Army founder Chandrashekhar, alias Ravan, was today arrested from Dalhousie in Chamba district in a joint operation of the UP Special Task Force and the Himachal Pradesh Police. Chandrashekhar, a 30-year-old Dalit rights activist, who had been absconding since clashes broke out in Saharanpur last month, was carrying a reward of Rs 12,000 on his head. Himachal DGP Sanjay Kumar said the police tracked his vehicle and arrested him from Subhash Chowk in Dalhouise in the morning. However, the Chamba police did not disclose details about Chandrashekhar’s stay. Sources here said the Dalit leader was arrested by a UP Police team at 10.30 am. In Lucknow, UP ADG (law and order) Aditya Mishra said Chandrashekhar was facing cases for misusing social media and instigating violence in Ramnagar on May 9 in which several police vehicles had been set ablaze and a dozen policemen injured. The ADG said he would be brought to Saharanpur on a transit remand and presented in a court

tomorrow. Chandrashekhar had shot to limelight after holding a protest at Jantar Mantar in New Delhi against violence on Dalits in

Saharanpur. More than 50,000 Dalits and other activists attended the protest held to highlight the UP Government’s atrocities against Dalits in Saharanpur and the rising caste-based crime in the state. He had also demanded the dropping of criminal cases against Dalits and had said he would surrender if 37 “innocent” Dalits were released. The Bhim Army founder had charged the Yogi government with sparing the real culprits of the Saharanpur violence and targeting the Dalits.

Army out in Darjeeling after GJM, police clash The Army has been called in after thousands of Gorkha Janmukti Morcha (GJM) supporters held violent protests outside the Raj Bhavan in the hill town where Chief Minister Mamata Banerjee held a Cabinet meeting today. Kolkata-based Ministry of Defence PRO Wing Commander SS Birdi said two columns of the Army based in Darjeeling moved out from their barracks for deployment in the troubled areas following requests made by the state government. “Each column has about 80 men,” Birdi said. This is the first time the Army has been called in to tackle a law and order situation in Darjeeling since Mamata took over as CM in 2011. Earlier, angry GJM protesters set fire to several police vehicles, a government bus and attacked the police with stones and bottles. The police retaliated by resorting to cane charge and firing tear gas shells. A number of GJM?supporters and policemen were injured in the clashes. The GJM had vowed to organise an

agitation against state government’s move to make Bengali compulsory in schools in the state. The Chief Minister, however, clarified at a meeting in Mirik near Darjeeling on Monday that Bengali would be an optional subject in the hills. Following today’s meeting, Banerjee once again reiterated “Bengali would not be made a compulsory subject”. However, an unrelenting Bimal Gurung, leader of the GJM, which is spearheading the movement for a separate Gorkhaland state carved out of West Bengal, has given call for dawn-to-dusk bandh tomorrow at Darjeeling on the language issue. The fresh unrest is set to hit tourism, with tourists already starting to leave the hill town. The North Bengal State Transport Corporation, an outfit of the West Bengal transport department, has announced special service to help tourists reach Kolkata from Siligurim located on the foothills of Darjeeling.

We’ve own take on China: Navy Chief A day after a report from the US warned that China could set up military bases in Pakistan and is selling submarines to India’s neighbours, Navy Chief Admiral Sunil Lanba today said “India had its own assessments of China”. On the US Department of Defence report on China’s military prowess, Admiral Lanba, who also heads the committee of three Service Chiefs, said, “It is an assessment which is there in the US report. We have our own assessments. Let us see what happens in the future.” Chinese are building their first overseas base in Djibouti, the construction is on. “The US report is an assessment of what may happen in the future. There is the new CPEC project which is taking place in Pakistan. There is the port of Gwadar

which is being built with Chinese assistance in Pakistan. What happens in the future, whether it is going to be converted into a military base, time will only tell,” Admiral Lanba said on the sidelines of an event where he felicitated a Navy team that successfully climbed Mount Everest. He also felicitated legendry mountaineer Capt MS Kohli. On military sales such as submarines to Pakistan, Bangladesh, and Sri Lanka, the Admiral said these countries aspired this capability and “we are prepared in our plans to counter all this”. The Navy Chief stood by Army Chief General Bipin Rawat and termed comparison with Brigadier General Reginald Dyer as “sad” and “uncalled for”. Dyer had ordered the massacre of innocents at Jallianwalla Bagh at Amritsar in April 1919.

Modi and Sharif exchange pleasantries in Astana Prime Minister Narendra Modi exchanged pleasantries with his Pakistani counterpart Nawaz Sharif at a reception here tonight amid escalating Indo-Pak

tensions over a range of issues. Official sources said Modi and Sharif exchanged greetings when they were in the leaders’ lounge for the reception at the Astana Opera organised to welcome the leaders who are participating in the Shanghai Cooperation Organisation (SCO) Summit. Since it was the first occasion when the two leaders came across each other after Sharif ’s heart surgery, Modi enquired about his health, the sources said. Modi also enquired about Sharif ’s mother and family, they said. Earlier, asked whether Modi and Sharif will have a bilateral meeting, External Affairs spokesperson Gopal Baglay said, “Our position

has not changed. There is no proposal from their side. There is no proposal either from our side.” India has been maintaining that there was neither any request from the Pakistani side nor any such proposal from the Indian side for a ModiSharif meeting. Both Modi and Sharif arrived here today to participate in the SCO Summit which will tomorrow induct both India and Pakistan as its full members. Ties between India and Pakistan have nosedived over a range of issues including beheading of two soldiers by the Pakistan military along the LoC in Jammu and Kashmir and the death sentence handed down to former Indian naval officer Kulbhushan Jadhav by a military court in Pakistan on charges of spying. The International Court of Justice has stayed Jadhav’s execution. The Line of Control in Jammu and Kashmir has also been witnessing rising tensions.

Heads of 9 state pollution control boards suspended

We provide custom colors choice

The National Green Tribunal on Thursday barred the chairpersons of nine state pollution control boards (SPCBs) from functioning with immediate effect for not being appointed in consonance with the judgement of the tribunal. A Vacation Bench, headed by Justice R S Rathore, ordered chiefs of SPCBs of Himachal Pradesh, Haryana, Uttarakhand, Rajasthan, Kerala, Sikkim, Tamil Nadu, Telangana and Maharashtra to stop their functioning. The green panel, however, granted three months to Delhi Government and two months to Punjab and Uttar Pradesh for making appointments to their pollution control boards as per the guidelines issued by it. The matter is listed for next hearing on July 4. The tribunal had earlier rapped various states for not submitting compliance report on appointment to the posts of chairpersons and member secretaries in their pollution control boards. The NGT had in August last year asked the state governments to fill the vacancies in the boards as per the guidelines laid down by it and file the report. Earlier, the NGT had issued notices to the states and chairpersons of their pollution control boards who have not been appointed as per the norms laid down by it.

UK elects first female Sikh and turbaned MPs CM promises to probe mortgages by SAD-BJP Britain on Friday got its first female Sikh and first turban-wearing MPs as the General Election results began pouring in with Indianorigin Labour Party candidates winning more seats than their rival Conservatives. Labour Party candidate Preet Kaur Gill won her Birmingham Edgbaston seat by polling

24,124 votes, defeating ruling Conservative party rival Caroline Squire by 6,917 votes. “I am delighted I have been given the opportunity to become the next MP for Edgbaston where I was born and raised. I want to engage with the people of Edgbaston and with hard work, passion and determination I think we can achieve great

things together,” she said. Tanmanjeet Singh Dhesi, known as Tan, won his Slough seat decisively polling 34,170 votes, to become Labour’s first turbanwearing MP. He defeated his Conservative party rival by a whopping 16,998 votes. Dhesi said he was “humbled” and wanted to serve the town where he was born and raised. “Credit to the Labour Party leadership for taking the bold step of giving Sikhs the opportunity to fight for winnable seats. Labour now needs to turn its attention to having visible Sikh representation in the House of Lords at the first opportunity so Sikhs are better represented and can bring fresh thinking and ideas,” Sikh Federation UK said in a statement. “Although it is early in terms of results declared this appears to be a disastrous night for the Conservatives and Theresa May given what she had hoped to achieve and a good night for the Labour Party. Labour is taking some important Conservative scalps,” it added.

Ludhiana industrialist kills wife, son before committing suicide A local industrialist allegedly shot dead his wife and son and injured his daughter before killing himself at his bungalow at Model Town Extension here on Thursday. Jagmeet Pal Singh Khurana, 40, who owns a furnace unit at Focal Point besides an iron store at Millerganj, used his licensed gun. He allegedly shot at his wife Jaspreet Kaur alias Neetu (38), son Jashandeep Singh (18) and daughter Bisman (15). The wife and son died whereas Bisman, who took a bullet on the head, is undergoing treatment at Dayanand Medical College and Hospital and is said to be critical. Police Commissioner RN Dhoke visited the spot along with a dog squad and forensic team. Police said prima facie it seemed Jagmeet first shot his family members before committing suicide. The police are trying to find the reason behind the killings. Jagmeet and his immediate family lived on the first floor of the bungalow while his mother Mohinder Kaur lived on the ground

floor. The incident came to light on Thursday morning when Mohinder Kaur woke up and found that no family member came down from the first floor. When the gardener and driver arrived for

Keen to keep up his image of delivering good governance and setting the state’s derailed economy back on track, Chief Minister Capt Amarinder Singh is ordering an inquiry into the much-criticised Optimum Utilisation of Vacant Government Land (OUVGL) Scheme and mortgaging of government properties by the previous government to raise resources for day-to-day running of the government. This inquiry will be part of the White Paper that is to be presented by the government during the ensuing Budget session of the Punjab Vidhan Sabha. The entire inventory of such properties, mortgaged by the previous will be made, and presented as part of the White Paper, said Chief Minister Capt Amarinder Singh in an interview with The Tribune. The Tribune had earlier reported that after the Congress government assumed power, a complaint had been received regarding misappropriation in the OUVGL scheme and the mortgaging of properties transferred to the Punjab Urban Planning and Development Authority. During the last 10 years of the AkaliBJP rule, the sale of vacant, unencumbered and surplus land of various government departments, located at prime places, had

led to revenue generation of Rs175 crore to Rs309 crore per annum and Rs2,000 crore was deposited in the Treasury from the sale of these properties, after some schools, jails were constructed and medical colleges upgraded from the proceeds of these sales. Amarinder said the role of all those involved in mortgaging properties would be probed. “We are seized of the matter as to how family silver was sold to meet daily expenses. In fact, we realised that the government in the past five years ran only on borrowed money. Finance Minister Manpreet Singh Badal has briefed me that the earnings of all major government undertakings too have been pledged for the next few years,” he said. The Chief minister, while expressing his concern over the state of Punjab’s economy, assured that he had a plan in place to get the finances back on track. “The revenue deficit could be around Rs19,000 crore and the total borrowings are to the tune of over Rs2 lakh crore. In spite of these constraints, I will be fulfilling all the election promises and the first budget of my government will show the direction towards achieving these promises over the entire tenure of my government. The Budget, in fact, will be a game changer,” he said.

Irate villagers lynch drug peddler in Talwandi Sabo An alleged drug supplier was killed after being attacked by residents of Bhagi Bander village in Talwandi Sabo subdivision this morning. The victim, Vinod Kumar alias Sonu, who was facing three cases under the NDPS Act, was left with his one hand and a foot chopped. He later succumbed to his injuries. A case of murder has been registered against unidentified persons at Talwandi Sabo police station. Sonu was shifted to the Civil Hospital, Talwandi Sabo. Villagers also gathered there and didn’t allow his shifting to Bathinda, fearing that the police could book Amrinder Singh Raju, son of village sarpanch Charanjit Kaur, in the case. The villagers raised slogans against the police for not taking any action on their complaint against Sonu that he had been supplying drugs in the village.

Later, SP (H) Bhupinder Singh persuaded the villagers to shift Sonu to Bathinda. Sonu was then shifted to Guru Gobind Singh Medical College and Hospital in Faridkot late in the evening where he succumbed to his

injuries. DSP Birender Singh Gill said: “A case of murder has been registered. We are investigating the matter.” Sarpanch Charanjit Kaur and Akali leader Mandeep Kaur Brar claimed that villagers had recently informed the police that Sonu had been supplying drugs in the village, but no action was taken against him as he allegedly had links in the Congress. They alleged that the police instead registered a case against Raju following a complaint that he attacked Sonu at his home and misbehaved with women there.

Bainimarama to invite Schwarzenegger and Brown to come to Fiji Prime Minister and incoming COP23 President, Voreqe Bainimarama will invite former Republican California Governor, Arnold Schwarzenegger and current Democrat California Governor, Jerry Brown when he meets them in California next week.

While giving a progress report to the Pacific Small Island Developing States in New York, Bainimarama said that he will go to California to meet Jerry Brown and sign up to the climate action initiative that he is spearheading. Bainimarama is also in contact with Schwarzenegger, who shares Governor Brown’s commitment. He says the point is that on both sides of

American politics, they have friends who are standing with the Pacific in this struggle. Bainimarama says he is inviting both Governor Brown and the famous Terminator to come to our Pre‑COP gathering in Fiji in October, where they hope they will join us in a gesture of solidarity with the vulnerable just before COP23 itself in Bonn the following month. He says he sees this as a Pacific presidency – an inclusive process in which he asked all the small island developing states to stand shoulder‑to‑shoulder with Fiji as they give voice to the concerns of their own countries. Bainimarama says the stakes for all of us are extremely high. And especially for our friends from Tuvalu, Kiribati and the Marshall Islands, whose very existence is threatened. The Prime Minister says quite naturally, they are bitterly disappointed by the decision of the Trump Administration to abandon the Paris Agreement.

Big election promise from SODELPA SODELPA Leader Sitiveni Rabuka has today announced that a SODELPA Government will remove the tertiary loan scheme operated by the Tertiary Scholarships and Loans Board, convert existing loans to scholarships, and offer scholarships to all tertiary students who wish to study. Rabuka says this would be an extension of free education to tertiary institutions. He says that development is the duty of every government, and as the nation progressed, more and more developments and benefits could be extended to the whole nation by successive governments. Rabuka says they will convert all existing loans to scholarships, meaning it will not have to be repaid, but that students will serve a bond which is a requirement to work in Fiji, for the duration of their term of sponsorship. He then says that scholarships will be offered in the areas of priority of the government, meaning in the areas where Fiji requires certain professions and trades, to benefit the nation. The SODLEPA Leader says the travel ban on students on guarantors is also a breach of their human rights.

He says travel restrictions should not be imposed by civil servants or a statutory body like the TSLB, but only by the Courts, given it is a limitation of the freedom of movement of people. SODELPA’s petition to have tuition fee free education at the three universities and 14 technical colleges in the country was defeated in parliament last year. SODELPA MP Viliame Gavoka had said that it is necessary for the petition to be referred to a Parliamentary Standing Committee as the government can afford to have fee free tertiary education. Gavoka said $110 million will be needed for this initiative, and this can be done by reducing the roads and water budget. Minister for Economy Aiyaz Sayed‑Khaiyum had said during the debate that more students are going to universities after the introduction of the Tertiary Education Loans and Scholarship Scheme. He said the roads and water budget cannot be reduced. Sayed‑Khaiyum also raised the question on who will pay for all the tax dollars used to just help students graduate and they then go to other countries.

Assistant DPP says that Australian High Commissioner is in contempt of court The Assistant Director of Public Prosecutions Michael Delaney has told the Suva High Court that the Australian High Commissioner to Fiji is in contempt of court after she instructed a Police Officer from Sydney not to give evidence in Aiden Alec Hurtado’s drug trial. Delaney told Justice Thushara Rajasinghe that Richard Briggs who is in Fiji and works with the Fiji Police Force in dealing with transnational crime was summoned by the court last month to give evidence in the trial. Delaney says the Australian High Commissioner has instructed Briggs to keep away from the court as his under diplomatic immunity. The Assistant DPP then said that Briggs has to come to court and explain why he is not adhering to the summons.

$12.5m write-off by Ministry of Economy The Economy Ministry had written off $12.5 million in 2015 resulting in a loss to the ministry and the Government. This was revealed in the Report of the Auditor-General on audited 2015 financial accounts of the Ministry of Economy and was highlighted by the Public Accounts Committee yesterday. In its report the Auditor-General’s Office said poor control and review of general ledger posting resulted with posting errors and unreconciled variances for which the ministry had sought the write-off for the assets. The Auditor-General’s report recommended the ministry to ensure that ledger postings were checked and reconciliation of account balances were performed thoroughly and

Farmers have been cautioned not to meddle in the affairs of Fiji Sugar Corporation. FSC chief executive officer Graham Clark made this statement in response to queries from farmers participating in a strategic planning consultation on how the corporation plans to properly market the end product — sugar. Ba farmer Gyan Singh had suggested that to properly market the industry, the corporation needed to involve the growers council and respective industry stakeholders. “One phrase that would probably describe the failure of marketing is too many cooks can spoil the food and I will caution you all and I will continue to caution everybody about trying to have too many people making

efficiently to ensure account balances were substantiated. The write offs were for the Ministry of Economy and the Fijian Elections Office. Questions were raised by the PAC on the anomalies highlighted in the ministry’s 2015 audited accounts by the Auditor-General. On the issue of write offs the ministry said the exercise on write-off was undertaken to clear all the mispostings which had accumulated over the past decade. It said a very robust assessment was undertaken prior to formalising the request for write-off. The PAC also questioned the misuse of taxpayers’ funds by the Ministry of Economy for sports and social club activities three years ago.

Delaney told the court that Briggs would have highlighted the value of the cocaine in his evidence. Justice Rajasinghe then told Delaney to first find out from the Australian High Commission and the Foreign Affairs Ministry on why Briggs is in Fiji. Justice Rajasinghe also told Delaney that the Australian High Commissioner would have thought they would have interfered with local court proceedings if they would have sent a person with diplomatic immunity to give evidence. The judge has told Delaney to first establish the purpose of Briggs stay in Fiji. Hurtado is alleged to have imported 20.5kg of cocaine into Fiji in 2014 without lawful authority.

decisions,” Mr Clark said. He said FSC had the challenge of competing against other markets and they needed best people for the job. “In this work, we are competing against all the other players trying to sell and beat us. We need to be fast, we need to be nimble, we need to have experts working for us. “We will be employing experts to work for FSC. I already have the meetings to bring in people to help us so that we get the best deal for everybody. “What you say though is valid. I believe FSC can be very transparent to the grower body to whatever we want to show you — how much is being sold — what competition are we getting to prove that we are getting you the best deal that we can.

US says China likely to build military base in Pakistan A Pentagon report released on Tuesday singled out Pakistan as a possible location for a future Chinese military base, as it forecast that Beijing would likely build more bases overseas after establishing a facility in the African nation of Djibouti. The prediction came in a 97-page annual report to Congress that saw advances throughout the Chinese military in 2016, funded by robust defense spending that the Pentagon estimated exceeded $180 billion. That is higher than China’s official defense budget figure of 954.35 billion yuan ($140.4 billion). Chinese leaders, the US report said, appeared committed to defense spending hikes for the “foreseeable future,” even as economic growth slows. The report repeatedly cited China’s construction of its first overseas naval base in Djibouti, which is already home to a key US military base and is strategically located at the southern entrance to the Red Sea on the route

to the Suez Canal. “China most likely will seek to establish additional military bases in countries with which it has a longstanding friendly relationship and similar strategic interests, such as Pakistan,” the report said. Djibouti’s position on the northwestern edge of the Indian Ocean has fueled worries in India that it would become another of China’s ‘string of pearls’ of military alliances and assets ringing India, including Bangladesh, Myanmar and Sri Lanka. The report did not address India’s potential reaction to a Chinese base in Pakistan. But Pakistan, the US report noted, was already the primary market in the AsianPacific region for Chinese arms exports. That region accounted for $9 billion of the more than $20 billion in Chinese arms exports from 2011 to 2015. Last year, China signed an agreement with Pakistan for the sale of eight submarines

Pakistan’s US envoy laughed at for saying ‘no terrorist safe havens in his country’ Pakistan’s top diplomat in the US was laughed at by a Washington audience when he repeatedly insisted that there are no safe sanctuaries for terrorists in Pakistan and that the Taliban leader, who reportedly died in a hospital in Karachi, never left Afghanistan. “What is so funny about this,” a visibly irritated Aizaz Ahmad Chaudhry, the Pakistan ambassador to the US, told a Washington think-tank audience which burst into laughter when he repeatedly argued that there

is no terrorist safe haven in Pakistan and that Mullah Omar never left Afghanistan to visit Pakistan. The reality is, however, different, argued former US diplomat Zalmay Khalilzad, who served as his country’s ambassador to Afghanistan, Iraq and the UN. “We have very firm evidence of his (Mullah Omar) presence in Pakistan, where he went, lived, ..hospitalized,” he said, adding that for a long time there was the idea that bin Laden never left Afghanistan.

No proof against RAW in missing ex-Col case The “kidnapping” case of a retired Pakistan army officer in Nepal could not be taken to the ICJ or the UN on the basis of “assumptions” as there is no “concrete evidence” suggesting India’s hand in it, a minister has told Parliament. Minister for states and frontier regions Gen (retd) Abdul Qadir Baloch said it was yet to be established that Muhammad Habib Zahir had been picked up by the Indian forces, the Dawn reported. “No final report suggesting that the Indian intelligence agency (RAW) or the Indian government was involved is available with the foreign office (FO) or the government,” he said while winding up a discussion on

an adjournment motion in the Senate on Wednesday. Senate chairman Mian Raza Rabbani asked if the statement meant that the foreign office was exonerating India from the kidnapping of Habib as the minister had admitted “absence of concrete evidence”. Baloch replied in negative, saying: “We are hundred per cent sure that Indian intelligence agency RAW is behind the kidnapping, but the evidence to this effect is not final”. The issue appeared to have a link with the conviction of Kulbushan Jadhav, he said, but stressed that material was required to legally prove it.

Islamic State claims it killed 2 Chinese in Pakistan Islamic State has killed two Chinese teachers it kidnapped in Pakistan’s southwestern Balochistan province last month, the militant group’s Amaq news agency said on Thursday, in a blow to Islamabad’s efforts to safeguard Chinese workers. China’s foreign ministry said it was “gravely concerned” about the report and working to verify the information. Armed men pretending to be policemen kidnapped the two language teachers in the provincial capital, Quetta, on May 24. The kidnapping was a rare security incident involving Chinese nationals in Pakistan, where Beijing has pledged $57 billion for its “Belt and Road” plan. “Islamic State fighters killed two Chinese people they had been holding in Balochistan province, southwest Pakistan,” Amaq said. A Balochistan government spokesman said officials were in the process of confirming “whether the report is true”.

SAVE UP T0

China’s foreign ministry said it noted the report and expressed “grave concern”. “We have been trying to rescue the two kidnapped hostages over the past days,” the ministry said in a short statement. “The Chinese side is working to learn about and verify relevant information through various channels, including working with Pakistani authorities,” it said. “The Chinese side is firmly opposed to the acts of kidnapping civilians in any form, as well as terrorism and extreme violence in any form.” There was no immediate comment from Pakistan’s interior ministry or its foreign office. Islamic State, which controls some territory in neighbouring Afghanistan, has struggled to establish a presence in Pakistan. But it has claimed several major attacks, including one on the deputy chairman of the Senate last month in Balochistan, in which 25 people were killed.

NRI men reach settlement in US scam involving pop-up ads targeting consumers

Three Indian-origin men are among a group of defendants ordered to pay over a million dollars to a federal US agency as settlement in a tech support scam that involved telemarketers

based in India tricking consumers into buying unnecessary IT services. Rajiv Chhatwal, Rupinder Kaur and Harinder Singh and companies Global Access Technical Support, Source Pundit and Helios Digital Media LLC were the defendants that had been charged in October 2016 by the

Federal Trade Commission (FTC) as part of its ongoing crackdown against tech support scams. The FTC said it obtained settlements with the St Louis based group of defendants who used deceptive Internet pop-up ads to trick consumers into buying unnecessary technical support services. As part of the settlements, the defendants are banned from marketing or promoting any technical support products or services in the future and from misrepresenting any product or service. In addition, the defendants agreed to turn over assets valued at more than US $1 million to the FTC, which will be used to provide restitution to victims. The FTC had alleged that the defendants worked with affiliate marketers to place popup ads falsely claiming that a consumer’s computer was infected and that the ads originated from legitimate technology companies like Apple or Microsoft.

2 NRI men arrested for posing as federal agents in US Two Indian-origin men are among three individuals arrested for defrauding people by posing as federal agents and promising them immigration status in the US and duping the victims of US $6 million under the scheme. Hardev Panesar, 69, of California and Rafael Hastie, 47, of Mexico posed as officers of the Department of Homeland Security (DHS) and promised that they could obtain immigration status for people in exchange for exorbitant fees. Gurdev Singh, 56, of California is also charged with assisting his conspirators in

the fraudulent scheme. The three have been arrested and charged with 11 counts of conspiracy to commit wire fraud and false personation of an officer or employee of the US. The charges carry a total maximum penalty of about 50 years and a million dollars in fine. According to a federal grand jury indictment, although Panesar and Hastie have never worked at DHS, since at least 2014 they falsely claimed to be DHS agents and stated they had the authority to obtain lawful immigration documents and legal status for individuals who lacked such status in the US.

Caste legislation among issues being used to sway Indian-origin voters in UK The introduction of caste legislation in the UK is among the many issues being used to sway Indian-origin voters as Britain went to polls on Thursday. Operation Dharmic Vote, launched a few years ago, highlighted a short-list of candidates that support their so-called “dharmic duties” by opposing the introduction of such a legislation which they claim will cause conflict within Britain’s Hindu community. The UK government had launched a consultation on the issue earlier this year following a nationwide campaign in favour of such a legislation by Dalit bodies in the country. “If re-elected, I would seek the support of the government and fellow MPs to repeal both the caste clause in the legislation and

the parliament to overturn any adverse judgments in case law,” says Bob Blackman, seeking re-election as Conservative MP for Harrow East - an area of north-west London with a large proportion of British Hindus. His view has received some cross-party support from other MPs of the ruling Conservatives and opposition Labour party, including Indian-origin candidates like Tory first-timer Ameet Jogia fighting for Brent North in London against Labour stalwart Barry Gardiner; Paul Uppal, fighting to regain the Wolverhampton South West seat for the Conservatives; Sujata Barot fighting as an Independent against the longest-serving Indian-origin MP Keith Vaz in Leicester East; and Rahoul Bhansali, another Tory first-timer contesting from Brent Central in London.

NRI among 12 new astronauts chosen by NASA American space agency NASA has chosen 12 new astronauts, including an IndianAmerican, from a record number of over 18,000 applicants, who will be trained for missions into Earth orbit and to deep space. The seven men and five women comprise the 22nd class of American spaceflight trainees since 1959. This is the largest group NASA has selected in almost two decades. It was selected from a record 18,300 applicants - more than NASA has ever had during an open astronaut call. After completing two years of training, the new astronaut candidates could be assigned to missions

performing research on the International Space Station, launching from American soil on spacecraft built by commercial companies, and flying on deep space missions on Nasa’s new Orion spacecraft and Space Launch System rocket.

Ranbir Kapoor says it was a wise decision to postpone the Sanjay Dutt biopic

‘Baahubali 2:

Ranbir Kapoor starrer Sanjay Dutt biopic’s box office clash with Tiger Zinda Hai has been averted and the actor calls it a wise decision as he thinks the Salman Khan movie is going to be the biggest film this year.

Box-office reports keep getting bigger and better for SS Rajamouli’s magnum opus ‘ Baahubali 2: The Conclusion ‘. While the film has gone past 1500-crore mark worldwide, it has made as much as Rs 1000.50 crore nett within just 30 days at the domestic market, according to a recent report on BoxofficeIndia.com. The film’s Hindi version grossed an estimated Rs 490 crore followed by the dubbed version which roughly amounted to Rs 9.50 crore. The film amassed Rs 265 crore in Nizamabad and Andhra Pradesh, Rs 77 crore in Karnataka and Mysore and collections from Tamil Nadu and Kerala were recorded at Rs 104 crore and Rs 55 crore respectively. The Hindi version of the film that is in its fifth week has maintained a stable graph. ‘Baahubali 2’ saw a phenomenal first week with a collection of Rs 246.47 crore, followed by Rs 142.52 crore in week two, Rs 69.43 crore in week three and approximately Rs 29 crore in its fourth week. The film that stars Prabhas and Rana

Earlier Rajkumar Hirani-directed biopic was set to release in December alongside Salman-Katrina Kaif ’s Tiger Zinda Hai but its producers have now decided to release the film in March next year.

When asked if he thinks pushing the release date of a film sends out a message that he is not confident of his film, Ranbir said, “I don’t think so. I think a film has its own destiny and everyone should put the best version of the picture in front of the audience. I have not played the part in the release date of the film and the clash. ‘Tiger Zinda Hai’ is the biggest film of the Indian cinema coming this year. “I am sure the producers would have done good meetings, understood the logistics, the budget like how much the film can earn and all and have taken this wise decision. But I have nothing to play in it (referring to pushing the release date). I am an actor I am told the film is coming in March and that’s fine as long as the film is good.” Ranbir’s latest film Jagga Jasoos also starring Katrina Kaif also faced a series of delays. The film, which is now scheduled for a July 14 release, was earlier clashing with Saif Ali Khan’s Chef, Sridevi’s Mom and Shraddha Kapoor’s Haseena: The Queen of Mumbai.

Film collects Rs 1000 crore nett in 30 days Daggubati in lead roles has created records in the United States and the UAE as well. ‘Baahubali 2: The Conclusion’ was one of the highly anticipated films

after the phenomenal success of the 2015 film ‘Baahubali: The Beginning’. Paired with state-of-the-art VFX and a good storyline, the release of the sequel had fans flocking to theatres in large numbers. The film boasts of some never seen before action scenes. The grand premiere of the film was scheduled ahead of the film’s release but it was called off due to superstar Vinod Khanna’s demise which left the film industry in remorse.

We forced Diljit Dosanjh to caption these Kylie Jenner pics and the result was HILARIOUS

Katrina Asks Ranbir

If you follow Diljit Dosanjh on Instagram, you would know that he makes it a habit to comment on Kylie Jenner’s Instagram pictures. Okay, we get it…you like the pictures, you comment on them…that’s Instagram, right? But when we met Diljit we figured out that he is simply OBSESSED with Kylie! Nope, we aren’t complaining at all but we were taken aback by his reactions when we asked him to caption some of Kylie’s Insta pictures! We met Diljit for his upcoming movie, Super Singh, which, by the way, is the first ever Punjabi film to be backed by a Hindi film production house – Ekta Kapoor’s Balaji Telefilms. That’s when we grabbed the opportunity to find out as to why is he obsessed with Kylie. Let’s not ruin the fun for you. Watch the video below and you would know exactly what we are talking about… I know, I know…it’s kinda creepy but it’s hilarious! I mean, just look at his eyes pop

A few hours ago, we told you about Katrina’s awkward position at Jagga Jasoos’ song launch event. Katrina Kaif looked upon Ranbir Kapoor as he smooched Anurag Basu in front of her. And now, here’s another instance which will prove that Ranbir Kapoor and Katrina Kaif made this event a headline maker, apart from the fact that these two exes coming together for the first time after their break-up itself is a headline. So, here goes the story. Ranbir Kapoor was talking about how he has taught Katrina Kaif to master the item numbers. Be it Chikini Chameli, Sheila, Kamli- he is the one who showed her how to go about them. On hearing Ranbir, Katrina Kaif turned around and asked him, “ Tu peekay aaya hai kya?”

out every time he sees her picture, especially the last one, which he was absolutely clueless about, and started wondering as to why hadn’t he seen it before. In an interview earlier, the ‘Do You Know’ singer had said, “I am a big fan of Kylie Jenner. I have been following her (on Instagram) for the last two years. She’s a fashionista lekin usne ek video mein acting kari thi, especially apne boyfriend ke liye (She even acted in a video).” So, all you girls out there who have been secretly crushing on this Punjabi heartthrob, it’s time to give up on your crush because he is madly in love with Kylie!

Raabta: Sushant Singh Rajput and Kriti Sanon’s impeccable chemistry makes this old wine in new bottle palatable a while especially the way he hums and sings the song Ek Ladki Beeghi Bhaagi Si… which has no connection to anything in the film! While he plays the part of the charming and uber stylish business tycoon convincingly, he struggles in his parts as the obsessive lover. The past many months, Sushant kept us hooked to his Instagram account where he posted workout clips where he trained like a beast to get his Raabta body! Alas! We get very little to see of his Greek God avatar in the film. In Raabta is a film based on the theme of reincarnation, a genre that is done to death in Bollywood. However, it is Dinesh Vijan’s first directorial. The man has produced films like Love Aaj Kal (2009), Cocktail (2012), Go Goa Gone (2013), Finding Fanny (2014), Badlapur (2015) and more recently Hindi Medium (2017), which have appealed to my sensibilities. I was looking forward to seeing what he has in store in his first film as a director! Sushant Singh Rajput’s dishy avatar and his sizzling chemistry with Kriti Sanon in the film’s trailers also promised a good time! We got to see only glimpses of Rajkummar Rao’s 324 year-old-man character in the trailer and I was hoping to see more of this National Award winning actor in the film! A banal plotline but not all was lost! But does Raabta manage to impress or is it just old wine in new bottle? Find out in my review below… Raabta tells the story of Shiv (Sushant) and Saira (Kriti) who meet in 2017 and fall in love. Everything is perfect in their lives until Saira meets Zakir (Jim) who happens to be her lover from the past. He is determined to make her his while Shiv is confident that Saira belongs to no one else but him. While Zakir remembers everything from 800 years back, Saira only gets flashes of what happened in her past life in her dreams. Shiv, on the other hand, is oblivious and doesn’t believe in the punar janam jazz. The film takes us centuries back to introduce us to Shiv and Saira’s past (Gillaan and Sahiba back then) where they met, fell in love but were separated, thanks to Jim (Kaabir back then). Though the film revolves around reincarnation, it doesn’t bore you with annoying flashbacks. While the first half is spent in establishing Sushant Singh Rajput (Shiv) and Kriti Sanon’s (Saira) relationship, it is only in the second half that we meet their avatars from the past Gillaan and Sahiba. Sushant is dishy and adorable as the ‘lady killer’ Punjabi boy. While some of the lines he uses to woo Kriti are downright cheesy, his acting saves them from becoming cringeworthy! Kriti is decent but we wish her acting was more consistent. She is convincing in a few scenes as the confused girl with a sleeping disorder, thanks to her nightmares. And in some scenes, she comes across as disinterested, putting little or no effort in playing the part. What she does do throughout the film though is look stunning. In a few frames, her dialogue delivery and body language would remind you of Deepika Padukone. What deserves special mention is Kriti Sanon and Sushant Singh Rajput’s sizzling chemistry. It is impeccable! While the film feels like a drag affair, you don’t get bored of watching the two together. Don’t be surprised if you see the two actors paired opposite each other in more films post-Raabta. Raabta is clearly old wine in new bottle with additives that don’t do much to help the film. Rajkummar Rao is wasted with just enough screen time to let us see his major transformation to this 324-year-old man. One of the best actors in the film and it’s a pity that we don’t get to see his acting skills. Jim Sarabh’s heavily accented Hindi gets exasperating after

fact, his Gillaan – warrior role from past life – is a disappointment. He has a weird, forced heavy baritone and has his mouth agape at all times to bring that intensity to his character. This is a major fail. There is also a fight scene between Gillaan and Sahiba which is shot in the most uninteresting way, leaving a lot of room for improvement. The love joy comet angle was blah to the core. And just like the lead character Shiv, it will fail to make you sit up and take notice.

Watch it if you are a Sushant Singh Rajput fan. For non-fans his chemistry with Kriti Sanon will see you through! There is nothing new or unpredictable about the story so nothing much there! In fact, it will give you a major throwback to Mirzya, which in itself was an unimpressive film! Dinesh Vijan has captured the beauty of Budapest and Vienna decently and the film might give you wanderlust!

OPEN WEEKENDS! W o oh o o! SAVE UP TO $5 ON PLAYPASSES AT: PNE _ PLAYLAND

Wedding is the most special occasion in everyone’s life that is why people spend a lot of time on choosing things for this particular day. Particularly talking about the wedding outfit of Bride and Groom, there are lots of options in the market and the trends change as quick as a flash. Talking about traditional Indian wedding, we always picturize a bride wearing red or maroon fancy suit, saree or lehnga and the groom wearing a three-piece suit or Kurta Pyjama. With the evolution of fashion industry and impact of Bollywood, wedding trends have been changed completely. Surrey based renowned Fashion Designer Davi Bains Gill shared with us her knowledge on the changing trends and benefits of custommade designs. “My foremost and most important advice is to chose what suits you rather than copying anyone else. Be your own style. Go for what suits you”, said Davi. Talking about the changing styles in wedding lehnga, she told that at present long sleeves and three quarters are in trend. “A lehnga is a lehnga, wearing it with long sleeved blouse or changing the neckline pattern will give it a different look. The only thing that changes are the embroidery patterns”, told Davi. At present, Gota patti and Mirror work are taking the limelight. Apart from this, the evergreen Dabka and sequence beads are still a preference for the brides to be. “To change the look, tying patterns of lehnga also play a major role. Wearing a lehnga high waist will look completely different than low waist”, she said. “At

present, girls like to wear high waist lehngas with crop tops.” The style of the wedding lehnga also changes following the time and place of wedding. For morning weddings in Gurudwara or Mandap, she suggests wearing a flowy lehnga as it creates an ease in sitting down for the ceremony. To make this day special for brides, Davi custom designs the dresses and also gives the client a proper consultation as to what would suit her client the most. “I let the clients chose their style from the existing designs in the store and then would let them know the changes which will make their outfit a dream come true for them”, said Davi. In case she doesn’t have a particular design at the store, she would suggest the client to try the design somewhere else before finalizing it. “My tip and advice for brides is to choose a color that they love rather than experimenting. Dress yourself in something that suits you”, she added. As of this year’s color trends, tiffany blue, yellows and reds/maroons. Also, whites are getting in trend these days. “The white is an addition from the western culture. We do a lot of golden embroidery if someone asks for white, which balances Indian traditional values and it looks elegant with red choora “, told Davi. Davi Bains also discussed with us the wedding trends for Men this year, which will be shared in our next edition.

WHEN Farhan Akhtar’s banner announced a web series on the dirty side of cricket, comparisons between the female lead (Richa Chadha) and Preity Zinta were inevitable — a celebrity cricket team owner with a stormy love life. Before it releases on a digital platform, the actress, we hear, has reached out to her old buddy Farhan to show her the first cut of Inside Edge. “Farhan and Preity have been friends for years, and the fact that she has requested for a private screening was revealed at an internal meeting last week. She felt it was imperative that the makers seek her approval before unveiling the series following rumours of similarities between the lead actress’ part and her life, said a production insider. Preity jointly owns the Punjab franchise in the Indian Premier League (IPL) with for-

mer beau, businessman Ness Wadia. According to reports, their relationship started to turn sour within a year of buying the team. In 2009, Ness allegedly raised his hand on Preity at a party that they attended together. Five years later, Preity accused him of abuse and molestation. Sources suggest Richa’s role is, at best, inspired by Preity, with just a few instances that may overlap with actual incidents. “There’s nothing in the film that will unnerve someone. Director Karan Anshuman has played it safe. For example, Richa’s boyfriend (Angad Bedi) is a cricketer, not a businessman. The focus is mostly on the corruption side of cricket, added the insider. A screening is yet to be organised since Farhan is holidaying in Spain after wrapping up Lucknow Central. Preity, who is in Los Angeles, maintained, “I have not requested for any screening of that [Inside Edge] or any [other] series. Production sources, however, confirmed the story.

Fitness tips for brides to be

So your big day is 6 months away and you need to get in shape. Well, as much as I am a firm believer that fitness and health cannot be a temporary fad, I also believe that you can improve your body and overall health drastically over a 6 month period. So, I am going to share with you some fitness and nutrition tips that can help you meet your goals before your special day arrives. 1) Change your eating habits A lean healthy body is achieved primarily from good nutrition. 80% if not more of weight loss and muscle gain

labels when purchasing your groceries, cook meals at home versus going out to eat and choose fresh, wholesome foods over processed ones. Drink plenty of water. Water has many benefits and one very important one is that it flushes toxins out of your body. Toxins being released from your body can result in weight loss. Eliminate or at least cut down your intake of alcohol. Alcohol has no nutritional value and it can actually hinder fat loss and the gain of lean muscle mass. 2) Get into fitness routine Getting into a fitness routine

comes from your diet. Eating 4-6 times a day can help boost your metabolism which in turn, results in weightless. Of these meals, 3 can be meals with the rest being snacks. Either way, the portions of each meal should be fairly small and well balanced in protein, complex carbohydrates, fibrous carbohydrates (veggies) and good fats. This can vary from person to person depending on body type. Some simple ways to start good eating habits includes cutting down your intake of sugar, salt, foods high in saturated fat and starchy crabs. Clean out your cupboards, start reading food nutrition

might mean joining a local gym or even working out at home. Whatever the choice, the main thing is that you do a combination of strength training and cardio. Many people believe that lifting weights automatically makes you ‘bulky’ but this is definitely not the case. In fact, strength training can lead to extreme weight loss and a very lean physique. If you are new to fitness/working out, I recommend hiring a personal trainer to guide to properly. Working out 2-3 times a week can help with maintenance, but to see results, I recommend 4-5 times a week. If you are not a ‘gym type’ of person, then look

into a local boot camp or another fitness class in your area that you can attend on a regular basis. Fasted cardio is also a great way to burn fat. Doing low intensity, long duration (30-45 mins) cardio on an empty stomach before your first meal can help burn excessive fat calories and helps in the conditioning of your physique. 3) Take good supplements Although a good diet can provide much of what you need in the way of nutrients, it is difficult to obtain all necessary vitamins and minerals from food alone. I recommend the intake of a good multivitamin. Deficiency of certain vitamins or minerals, can lead to weight gain and ailment. Since there are many different multivitamins on the market, it is important that you get the right one for you. I believe that taking vitamins in a liquid form is much more beneficial than pills, as pills can often pass through your body before being fully absorbed. There are many ‘fat-burners’ on the market, so if you do choose to take one, make sure it is as natural as possible as many supplements contain fillers, synthetics and stimulants that may not be suitable for you. Keep in mind, fat-burners can only speed up weight loss if taken while on an exercise program and a healthy diet, not simply on their own. If you are actively working out, taking a natural pre-workout and amino acids can help with boosting energy and recovery after your training. Talk to a professional before taking any new supplements so that you are fully aware of their benefits and any side effects. Getting in shape can be different for every body type. What I have shared is only a general list of ideas that can help the average individual. If, as a bride you follow any of the above recommendations, you will definitely see changes in your body/health, but everyone’s results may vary. Good luck to all of you brides –to- be and if any of you should require more specific guidance/instruction, you may contact me via email at bfit@bindibains.com Credits: Bindi Bains Mackoruk

Karan to match notes with Mika Actor to perform at a concert this weekend; has written and composed two songs

OF late, Karan Singh Grover has been exploring varied interests to give expression to his artistic side. He had put his vocal chords to test at his wedding party and his actress-wife Bipasha Basu has been encouraging him to take to singing. Now, Karan is set to make his stage debut alongside singer Mika Singh at a city concert on June 9. Karan, who has created two singles, will sing them as part of his 30-minute set. A source says, “The singles are up for release later this year. Both the romantic numbers are in English. The songs are titled Tell Me Something and Two Shot. Apparently, Karan wrote them for Bipasha after they got married. She is his first listener and a staunch critic. She comes up with suggestions, and Karan does his best to work on them.” Though Karan enjoys rock music, the dual tracks are acoustic numbers.

Vancouver’s skyline to rise amid an office-tower building

Even after getting family help to make a down payment on a home, first-time buyers still worry about their financial situation, according to a new survey from the Canada Mortgage and Housing Corporation. Eighteen per cent of first-time home buyers polled by CMHC said their down payment included a gift from a family member, compared with 71 per cent who said they used

their own savings to make a down payment on a home. Those first-time buyers who had received help making a down payment from family reported feeling less comfortable with their amount of mortgage debt. “They were also less confident about knowing where to turn in the event that they run into financial trouble,” said CMHC. “Similarly, they were less likely to have other assets to supplement their needs should they run into financial trouble.” The CMHC’s finding that 18 per cent of firsttime buyers in Canada get family help seems “very low” for red-hot real estate markets like Toronto and Vancouver, said Lauren Haw, CEO of online real estate brokerage Zoocasa. In more affordable markets like Calgary or Edmonton, Haw said, younger first-time

he $240-million Credit Suisse/ SwissReal tower in the heart of downtown Vancouver will be completed in less than a year, but so far, only one tenant has signed up to move in. The tenant has committed for a 10th of the 370,000 square feet – leaving a state of emptiness that is unusual for an office skyscraper in this city. Even so, a huge shift in business tenancy is expected as the region experiences something it has not seen before: an office-tower building boom much of which is speculative construction rather than for specific committed tenants. “This is kind of uncharted territory for Vancouver,” said Mehdi Shokri, a principal with the capital markets team at Avison Young. “But I don’t see a big disaster occurring.” The Credit Suisse tower is only the most visible and furthest along of a second wave of new office towers planned for Vancouver and some key suburbs. A first cluster of towers – some two million square feet – was built downtown in the past three years. Another 11 office developments are proposed within blocks of Credit Suisse’s Exchange tower at Howe and West Pender streets, even while the office-vacancy rate in the region continues to inch up as a result of the first wave of building. But commercial brokers say the city is not about to be populated by ghost towers.

Mr. Shokri and others say they expect many of the new towers to start signing tenant leases as they get closer to completion. That is partly because companies in Vancouver, which do want to be in new, energy-efficient buildings, tend to operate on short timelines. As well, he said, prices in the new buildings will likely come 4 i Saturday, July 25, 2015down in the

next two years due to competition. The landlords who will likely suffer as a result of the current boom are owners of older buildings, Mr. Shokri said. As well, new developments in the suburbs, which have already experienced higher vacancy rates in recent years, may have trouble as they compete with each other. In Vancouver, the co-developer of the Cred-

buyers can afford to enter the market and build up equity in starter homes on their own. “Whereas in the hot markets like Toronto or Vancouver, the starter home size comes at a pretty high price, so even in the starter home category there’s typically parents or relatives coming up with some of the funds,” said Haw. CMHC’s findings on first-time buyers receiving family help with a down payment is in line with a 2015 report from the Canadian Association of Accredited Mortgage Professionals, which also found that 18 per cent of first-time buyers received a gift from family. A February survey by HSBC found 37 per cent of Canadians aged 18 to 35 received financial assistance from their parents. Twenty-one per cent of those millennials got parental help paying for unexpected costs post-purchase. According to the CHMC report, slightly more than half of recent mortgagees — 53 per cent — were aware of more stringent qualification rules brought in by the federal government. Those changes include an October move to require stress testing of mortgage loan applicants’ ability to repay their loan in the face of potentially higher interest rates, and a February move to increase the minimum down payment required for homes worth more than half a million dollars with insured mortgages. Nineteen per cent of respondents said the qualification changes affected their decision to take out a mortgage. Respondents could select more than one way in which the mortgage qualification changes affected their decision.

As well, new developments in the suburbs, which have already experienced higher vacancy rates in recent years, may have trouble as they compete with each other. In Vancouver, the co-developer of the Cred-

it Suisse tower is optimistic his building will start to fill as the completion date gets closer. Franz Gehriger, the CEO of SwissReal Group who bought the original historic stock-exchange building in 2002 before partnering with Credit Suisse to develop it, said the main group interested in leasing Vancouver office space these days is the technology sector. Those companies make their deci-

Sales of existing homes across the Greater Toronto Area dropped a whopping 20.3 per cent in May from a year ago, while the average home price in the region fell about six per cent from April, results based on the first full month of data following a major initiative by the Ontario government to cool

Canada’s biggest housing market. The Toronto Real Estate Board said Monday there were 10,196 sales through the Multiple Listing Service last month, down from 12,790 sales reported in May 2016. Detached home sales fell 26.3 per cent during the period and condominium apartment sales were off 6.4 per cent. The Toronto home market has not seen such substantial declines in both sales and prices since the recession of 2008. “The actual, or normalized, effect of the Ontario Fair Housing Plan remains to be seen. In the past, some housing policy changes have initially led to an overreaction on the part of homeowners and buyers, which later balanced out,” said Jason Mercer, director of market analysis with TREB, in a statement. The Ontario government announced 16 measures on April 20 to cool the housing market, among them a 15 per cent nonresident speculation tax and expansion of rent controls that limit annual increases, that some commentators have suggested could cool the appetite of investors looking for income properties TREB pointed to a 14.9 per cent increase in the average price of a home from a year ago, but the $863,910 May figure for the GTA compares with an average of $920,791 in April, a 6.2 per cent drop. Active listings — the number of properties available for sale — rose 42.9 per cent in May from a year ago, but the board pointed out that May, 2016 was a record low. “The increase in active listings suggests that homeowners, after a protracted delay,

are starting to react to the strong price growth we’ve experienced over the past year by listing their home for sale to take advantage of these equity gains,” Mercer said. The province stepped in with its rule changes after March prices climbed about 33 per cent on a year-over-year basis, a point that now appears to have been the peak of the housing market in the GTA. Christopher Alexander, Regional Director, RE/ MAX INTEGRA O nt a r i o - At l a nt i c Canada Region, said in an interview his company has noticed “a flood of new listings” to hit the market, but suggested they are selling, just not as quickly as from January from April. “I think we are seeing some flattening in prices from previous rules,” Alexander said. “These are the biggest measures the government has taken in the last several years. There has been a lot of talk about the market being overheated so a lot of buyers are seeing how the market is going to play out.” He suggests the response could be similar to what happened in Vancouver, which is now seeing prices and sales start to rise again after the province put in a 15 per cent tax on foreign buyers in August, 2016. Sales in in Greater Vancouver in May jumped 22.8 per cent from April, while prices rose 8.8 per cent in May from a year ago and 2.8 per cent from April. “I think if we have a bit of a pause (in Toronto), I think the market is going to accelerate in the fall strongly,” Alexander said. TREB said active listings increased considerably for low-rise home types, including detached and semi-detached houses and townhouses, but were down for condominium apartments in May from a year ago. “Home buyers definitely benefited from a better supplied market in May, both in comparison to the same time last year and to the first four months of 2017,” said Larry Cerqua, president of the board in a statement.

Foreign buyer debate shifts to Montreal as home sales hit record Realtors in Montreal said Tuesday sales of existing homes reached record levels last month, as concerns continue to grow that foreign buyers may be eying the city as an alternative to jurisdictions like Greater Vancouver and southern Ontario where they face a special tax. The Greater Montréal Real Estate Board said there were 5,057 residential sales in May, a 15 per cent increase from a year ago and the best May ever — topping a peak hit in 2007. The median price of a single family home jumped six per cent from a year ago to $319,000. “As I understand it, non-resident buyers have been a growing factor in Montreal for some time,” said Doug Porter, chief economist with Bank of Montreal. “It hasn’t been obvious since the inflows are not as significant as in Vancouver or Toronto, and the underlying market simply isn’t nearly as tight as in those other two cities, so prices have remained well contained. In fact, Montreal appears highly affordable globally, and that by itself may slowly generate more foreign buyer interest. While it’s early to say, certainly there is a good possibility that some flows may now gravitate to Montreal from the GTA.” The leader of Projet Montreal, the city’s main municipal opposition party, has said she’s worried there will be a rush of outside buyers into the marketplace. Valerie Plante plans to fight the next municipal election on getting power from the province to impose a tax. Carlos Leitao, the Quebec finance minister, said his department was monitoring whether the tax from neighbouring Ontario will have a spillover effect on the Montreal

market. “We just want to be prepared that if it needs to be done then we can do it quickly, but I don’t have any plans to do anything in the short-term,” he told the Canadian Press this month. The tax, along with 15 other measures to

cool the market in southern Ontario, may already be having an impact. The Toronto Real Estate Board reported Monday that May sales were off 20.3 per cent from a year ago in the Greater Toronto Area while average prices dipped 6.2 per cent from April. The QFREB published an economic analysis at the end of last month and noted the Canada Mortgage and Housing Corp. proportion of foreign buyers in Montréal was estimated at only 1.5 per cent. “In Montréal, the presence of foreign buyers would be limited mainly to certain central neighbourhoods for single-family homes and to the downtown area for condominiums. Activity by these buyers in the Montréal area could have an upward impact on property prices in some central neighbourhoods, as this is where they tend to concentrate their purchases,” wrote Paul Cardinal, director of analysis with the federation.
