A political storm in BC By: Umendra Singh There seems to be storm clouds brewing in the political paradise that is the BC NDP and BC Greens. And the storm (more like a storm in tea cup) is brewing over the question of who is going to be elected the Speaker of the BC Legislature when the BC NDP, supported by the BC Greens, topple the BC Liberals and, possibly, form

government. Every good plot in a story has a weak link. Same in this political drama. BC Liberals won 43 seats, NDP 41 and BC Greens 3. Del Manak appointed new police chief in Victoria after Twitter scandal Victoria officially has a new police chief, nearly a year and a half after the force’s former leader stepped aside amid a misconduct investigation involving inappropriate Twitter messages. Indian High Commissioner in Surrey The Indian High Commissioner, Vikas Swarup, visited Metro Vancouver last week. But he had to cancel one of the highlights of his tour last week after threats of protest. He was supposed to visit Gurdwara Dukhnivaran in Surrey but the visit was cancelled at the last minute due to threats of protests. The

Gurdwara management also came under pressure from other Gudrawaras and religious bodies, questioning why a representative of the Indian government was being honoured. The high commissioner also cancelled a meeting with South Asian press but he did attend all other events, including a reception in Surrey last Sunday.

Jas Johal sworn in as part of Christy Clark’s minority cabinet Premier Christy Clark has unveiled her new cabinet, which includes five new members and a raft of returning faces for the few weeks before her minority government is expected to be challenged by the NDP-Green alliance. Two newly-elected MLAs are joining cabinet: Ellis Ross, a former chief councilor for the Haisla Nation, and Jas Johal, a former TV news reporter and LNG industry spokesman. Also joining cabinet are Sam Sullivan, the former Vancouver mayor and MLA for Vancouver-False Creek, Jordan Sturdy, the former Pemberton mayor and MLA of West Vancouver-Sea to Sky, and former speaker and long-serving Richmond MLA Linda Reid. The new cabinet includes: Rich Coleman: deputy premier, Energy and Mines. Mike de Jong: Finance. Andrew Wilkinson: Attorney General and Justice. Mike Bernier: Education. Mary Polak: Health. Laura Miller quits BC Liberals Laura Miller has parted ways with the BC Liberals after an election result that appears set to force the party from power and several months before she is scheduled to stand trial in Ontario for charges related to that province's gas-plant scandal. Ms. Miller, who joined the BC Liberals just before the 2013 election and returned this year as campaign director, announced her departure on Twitter: "I am moving on professionally and geographically." She leaves as the party faces almost certain defeat in the legislature. The May 9 election left her party, which has held power for 16 years, reduced to 43 seats. The NDP and the Greens, with a combined 44 seats, have reached a deal to topple the Liberals at the first opportunity. Premier Christy Clark appointed a new postelection cabinet this week, but acknowledges that in the wake of the election, she expects to lose a vote of confidence in the House later this month. The Premier has not acknowledged the election result as a loss and her party said in a statement that Ms. Miller's departure was always in the works: "Laura signed on to see the party through the 2017 campaign, and now is transitioning out of her role as planned," a party official said in a statement. Ms. Miller has become a controversial figure in Ontario and B.C. She is scheduled to go to trial this fall in Ontario on a criminal charge of breach of trust stemming from the deletion of e-mails about the Ontario Liberals' costly decision to cancel two gas plants before the 2011 election. Ms. Miller has said she plans to mount a vigorous defence and has raised nearly $80,000 through a crowdfunding campaign to pay her legal costs.

We’re in caretaker mode. We’re not proposing new policy changes ... but we do have a responsibility to be in the house, and to be able to answer questions in the house for the

length of the session, as long as it lasts.” The legislature will convene on June 22 and a speech from the throne will be given by Lt.Gov. Judith Guichon. While there had been speculation no one from the B.C. Liberals would run for Speaker: thereby heightening the potential of government paralysis: Clark said Monday her party would provide a candidate. “Whichever side of the house is in government has a responsibility to ensure a Speaker. As long as we’re in government, we’ll ensure there’s a Speaker,” she said. Left unsaid was how long her party would be in government.

How an NDP-Green government can free up B.C.’s housing supply By Josef Filipowicz and Steve Lafleur The Fraser Institute In the wake of last month’s election in British Columbia, the NDP and Green Party appear poised to form the next government in Victoria. And yet, in their 10-page agreement, they make only brief mention of one of this province’s hottest issues: housing affordability. The agreement (which has sweeping implications for the future of governance in British Columbia) promises only to increase the supply of “affordable housing” and tackle “speculation and fraud” in the housing market. It’s difficult to discern what specific policies these promises will inspire. A few things come to mind, however. Obviously it’s important to distinguish between “affordable housing,” often used to define government-owned or subsidized housing for vulnerable groups such as disabled people or families in poverty, and housing affordability, basically the ability for average workers and their families to live comfortably in a house, condo or apartment. Liberals won’t ‘prop up’ NDP government with a Speaker: De Jong British Columbia Liberal House Leader Mike de Jong says it is not his party’s responsibility to provide a Speaker in order to “prop up” an arrangement between the NDP and Greens. New Democrat Leader John Horgan has suggested that if his party were to form a minority government with the support of the Greens, a Liberal Speaker could remain in the seat to avoid tie votes in the legislature. De Jong said outside the Vancouver cabinet offices Thursday that the request is “bizarre” and signals a sense of desperation from the opposition.

He said he thinks the NDP and Greens are now realizing how unstable a government would be if they go ahead with plans to vote out the Liberals in a confidence motion. “The practical workability of that agreement is very much in doubt,” he said. No party won a majority of seats in the 87-member legislature in last month’s election. Because the Liberals won the most seats, at 43, the party gets the first chance at forming government. The New Democrats won 41 seats, while the Greens took three, and the two parties

reached an agreement to work together in a minority government. If another election is called because the government fails, de Jong said it would stem from the instability created by the NDP-Green agreement. At a news conference in Victoria following de Jong’s comments, Green Leader Andrew Weaver said a Speaker is supposed to be an independent officer of the legislature and de Jong’s assertions that the Speaker would either help or hinder a governing party is an example of the Liberals’ political games. Weaver said the Liberals are creating a “distraction” by raising the issue of who should fill the role in a transition government. “This is nothing more than to work the people of British Columbia into a

Whitecaps say 2 minors charged with sexual assault after alleged ‘serious incident’ at their facility

The Vancouver Whitecaps soccer team says two minors have been charged with sexual assault after an alleged “serious incident” at their Burnaby training facility last week. In a statement, the club said it involved male players and “was in clear contravention of the club’s code of conduct.” Two players have been suspended indefinitely. “The matter was referred to the RCMP,” the statement read. “The safety and well being of our players is our top priority and we have been cooperating fully with the RCMP investigation.” Burnaby RCMP have not immediately responded to a request for comment.

The recently happened Google Doodle competition is a high-end example of the kind of future Canada is going to have. Toronto’s resident and and 11th grader Jana Sofia Panem is the winner of Doodle 4 GoogleCanada contest. Her design (shown in the picture) showcases various symbols of environmentalism, sustainability and digital connectivity through a single wind turbine set against a clear sky. According to Google there were submissions of 12000 designs for the competition throughout the country and Panem’s design was selected as the national winner out of four final pieces. Her design received more than 4,65,000 public votes. In her description for the project she wrote about the importance of wind power in future energy supply . She proposed,” we will have enough energy to generate power for our everyday lives such as electricity, transportation, and the internet,” and that shifting to alternative energy sources “will greatly benefit our future generation as it will help to maximize preserving our vital nature and maintain a clean environment.” As per Google, the designs they received for the contest varied tremendously and totally related to the kind of future that Canadians look up to.

Razak Iyal, originally from Ghana, was granted refugee protection because he feared his four brothers - who, he says, are engaged tin a dispute with him over his fa ther’s inheritance in Ghana. Ghana is not known as a hot bed of racial discrimination or government persecution based on race, religion or political belief. So why is Razak Iyal being granted refugee protection in Canada ? You may recall that Iyal was in the news late in December, 2016, because he lost all his fingers to frostbite after walking into Canada illegally from the United States on Christmas Eve, with a friend. Iyal and his friend, Seidu Mohammed, walked through snowy farmers’ fields to get to Manitoba, fearing deportation in the United States, where they had been living. Afraid of new President Donald Trump’s threat to deport people living illegally in United States, Iyal and Mohammed fled to Canada - where there is no danger of being deported for crossing the border illegally. Mohammed claimed he is a bisexual and therefore feared for his life based on discrimination against gays in a conservative Ghana, which is Islamic. Canadian IRB had no hesitation in granting him protection . But Iyal denied he was gay and, instead, claimed he feared his siblings in a dispute over his father ‘s inheritance. IRB did not in hesitate in granting him refuge protection. Good luck to him but what about those hundreds of thousands of people who are legally trying to come to Canada? Unlike Mohammed and Iyal, who crossed into Canada illegally and were instantly rewarded by the IRB, those hundreds of thousands who follow Canadian laws are still waiting. It is time Prime Minister Trudeau and his Immigration Minister started rewarding those who follow Canadians laws - not reward only those who come into Canada illegally .

Home sales across Canada register biggest monthly decline in nearly 5 years Home sales across the country dropped sharply last month, driven by a plunge in the Greater Toronto Area (GTA) after the Ontario government imposed a tax on foreign buyers aimed at cooling the red-hot market. The number of residential properties sold nationwide fell by 6.2 per cent in May compared to April, the largest month-tomonth decline in nearly five years, the Canadian Real Estate Association said Thursday. The industry group, which represents real estate agents, brokers and salespeople in Canada, noted sales were down a whopping 25.3 per cent month-over-month in the GTA. Big bust on BC/Washington border when drugs found in hidden compartment U.S. Customs and Border Protection Officers at the Pacific Highway Border Crossing have announced the seizure of seven packages of Methamphetamines, also known as MDMA, weighing more than 50 pounds. The statement says, it happened around 11:30 a.m. on Saturday June 10, when a 40-year-old man driving an SUV attempted to enter the United States at the Blaine,

Washington border crossing, saying he visiting the U.S. for pleasure. Liberals will proceed with a throne speech and a proposed budget. The following week the NDP and Greens will either move a motion of no confidence in Premier Christy Clark or vote down her budget - NDP/ Greens will have 44 votes and the Liberals will have 43. The Liberal Speaker wonâ&#x20AC;&#x2122;t get to vote because the vote will not be a tie. The Liberal government will fall and the NDP, with Green support, will form government and be in the same dilemma as the Liberals will be this coming week. The NDP will have to appoint someone from their ranks to the Speaker s post, leaving them with forty 40 MLAs and 3 from Greens for total of 43 seats and the Liberals will have 43. At the first opportunity, the 43 Liberals will try vote down 4O NDP and 3 BC Greens. The NDP Speaker will save the day by voting to break a tie each time. But for how long will this go on? The NDP government will be teetering on the brink relying on a tie and Speaker voting to break the tie. The BC Greens are not happy with this catch 22 situation and Andrew Weaver made his displeasure known this week.

When informed of the potential of every vote in the Legislature ending up in a tie, an upset Green leader, Andrew Weaver said that he had been promised by the NDP leader John Horgan that they would convince a Liberal MLA, maybe Linda Reid or Sam Sullivan, to be the Speaker - thereby always maintaining a 44 to 42 vote advantage over the Liberals in the Legislature. This is a weak link in the plot. Why would any Liberal agree to be a Speaker to allow a NDPGreen majority in the Legislature votes? Just like why would any NDPer become a Speaker to prop up a Liberal government? Maybe someone like Linda Reid, who has been a MLA for many years and will get a pension anyways, may consider it but you can bet your bottom dollar that the Liberals, like other parties, are guarding their MLAs jealously like hawks guarding new born chicks. Sawinder Singh Bains appointed head of Fraser Valley Correctional facility Correctional Service of Canada has appointed Sawinder (Sav) Singh Bains the Warden of Fraser Valley Institution He becomes the first turbaned Sikh warden in Canada to head a federal prison. Bains has held numerous senior posts in the Canadian Public Service, including positions at the Regional Head Quarters and National Head Quarters in Ottawa. In many positions, he has been the first Turbaned Sikh to hold these senior posts. 2 Canadians sought by DC police over beating of protesters during Turkish leader’s visit Two men from Canada have been charged with alleged assaults at a protest in Washington, D.C. last month that saw Turkish government security officials punch and kick protesters. Warrants have been issued for the arrests of Mahmut Sami Ellialti and Ahmet Cengizham Dereci, the Metropolitan Police Department said Thursday. Both face charges of assault causing significant bodily injury. “Our understanding is those two individuals have Canadian addresses, but we’re unable to confirm if they’re in fact citizens,” a police spokesperson said. They were among 18 charged over the May 16 incident. Police said the suspects were identified from videos filmed at Sheridan Circle in D.C.’s diplomatic row after Turkish President Recep Tayyip Erdogan had met with U.S. President Donald Trump. As Erdogan arrived at the Turkish ambassador’s residence following the White House meeting, his security staff

began beating protesters, injuring nine. Video showed Erdogan watching as beatings took place. Two men were arrested at the time and two more were picked up on Wednesday. Another 14 are still wanted on warrants,

including a dozen Turkish security officials and the pair from Canada. Ellialti has also been charged with aggravated assault while Dereci faces a charge of misdemeanor assault or threatened assault in a menacing manner.

Arrest of China’s Anbang chair won’t affect sale of BC retirement-home chain

The Trudeau government’s point man on foreign takeovers said he’s disturbed by news that the chair of Chinese conglomerate Anbang has been arrested by Beijing, but he will not reconsider Ottawa’s decision to allow the insurance titan to buy a stake in British Columbia’s health-care sector. Earlier this year, Innovation, Science and Economic Development Minister Navdeep Bains green-lighted the sale of one of British Columbia’s biggest retirement-home chains to Anbang, an insurance-holding company with

a murky ownership structure, in a deal that gave China a foothold in Canada’s health-care sector. The deal – believed to be worth in excess of $1-billion – gave Anbang control of Vancouver-based Retirement Concepts, which is B.C.’s highest-billing provider of assisted-living and residential-care services. The B.C. government paid Retirement Concepts $86.5-million in the 2015-16 fiscal year, more than any other of the 130 similar providers.

B.C. NDP softens position on speculative real estate tax A two-per-cent tax on speculative realestate investment in B.C. that was a key part of the NDP’s election platform may not be a sure thing, says the party’s spokesman for housing. “Taxes are one tool, but there are other

tools available to policy-makers,” David Eby said Thursday. “Taxes aren’t always the right response — there may be others that are more appropriate to deal with flipping or speculative investment in our real estate market.” Eby’s comments come one day after Gregory Klump, chief economist with the Canadian Real Estate Association, said during a roundtable discussion in Toronto that he wouldn’t be surprised to see policy-makers in Ontario introduce a tax on speculative home purchases in the fast-growing Greater Golden Horseshoe region, which includes Toronto. The Ontario government introduced policies in April aimed at cooling the realestate market in that region, including introducing a 15-per-cent, foreign-buyer tax

similar to the one B.C. brought in almost one year ago. Klump said he believes that a speculation tax would be misguided because such measures typically do little more than temporarily change market sentiment — pushing buyers to the sidelines for a bit while they wait to assess the impact. Loopholes could also allow some speculators to get around paying the tax, Klump said. Eby encouraged people in Ontario to take recommendations from the real estate industry with a grain of salt because “time and again the information is inaccurate or misleading.” “It’s been incredibly disappointing to see the real estate associations’ behaviour in British Columbia,” Eby said. “They have difficulty seeing beyond their own interests.” However, he conceded that a new tax may not be the right way to tamp down the speculation the NDP believes is helping heat up the market. “We don’t want to be forced into pursuing a tax. If experts say a tax isn’t going to address the issue, then we’ll look at other options — it doesn’t have to be a tax,” Eby said. “But the outcome has to be that this kind of speculative action in the market has to end.” The power-sharing accord between the NDP and Greens doesn’t go into specifics about how it would make housing affordable,

simply that they would “take action to deal with the speculation and fraud that is driving up prices.” However, the party platforms go into more detail. The NDP is proposing a two-percent tax that would affect people who buy property in B.C. but don’t live or work here and leave their property empty, and be based on assessed value. All revenue collected will go into a B.C. Housing Affordability Fund.

The NDP predicted that the tax would bring in about $200 million per year. Last March, the NDP introduced the Housing Affordability Fund and Speculator Fee Act in the legislature, but it didn’t make it past first reading. Green party Leader Andrew Weaver, who couldn’t be reached for comment Thursday, said earlier this week that the Green plan deals with speculation “front and centre.”

Homeless campers ordered to leave Main Street tent city Residents of Vancouver latest tent city at 950 Main Street have been served a notice of trespass and given just hours to leave the property. The campers are required to remove their tents and personal belongings by 7 a.m. Friday. On April 28, a locked chain-link fence was breached at the unoccupied cityowned lot on Main Street and a number of

people entered the site to establish the tent city. A social housing project is planned for the site. The development, run by the Lu’ma Native Housing Society, would see 26 units of social housing built. It is one of four sites in which a total of 600-700 social-housing units are to be built for aboriginal households. The notice delivered to the campers on Thursday came from the Lu’ma Native Housing Society who signed a 60-year lease with the city on the property on Thursday. The notice issued “formal notice under theTrespass Act that you are committing the offence of trespass.” Tent-city resident Evan Marshall, 31, an overdose prevention worker who became

homeless in March due to issues related to his addiction and post-traumatic stress disorder, said he was appalled by the trespassing notice. “It’s utterly ridiculous because you’re giving less than 24 hours notice to people who are elderly, pregnant, transgendered… who have all of their worldly possessions with them and have no money,” Marshall said. “How are we supposed to move everything and do it in a safe fashion within that kind of time frame? It’s impossible. And with what money?” Marshall said many people living in the tent city aren’t on welfare and for those who are, it’s the end of the cheque cycle and their resources are depleted. “They are literally throwing us out into the rain with no option on how we can possibly keep ourselves and our possessions safe,” he said. “That is utterly ridiculous.” Marshall said residents will not leave tomorrow at 7 a.m. “We want to find a way to work with everyone involved – the city, B.C. Housing and Lu’ma Native Housing Society – so that we as people and our possessions can get housed.” Marshall said that after B.C. Housing found housing for 147 residents evacuated from The Balmoral Hotel, there’s no reason they can’t house the 55 tent-city residents. BC cities clamp down on short-term vacation rentals British Columbia cities and towns are taking their fight to regulate short-term vacation rentals to an aggressive new level. Some, such as Revelstoke, have started requiring owners to rezone their properties and go through lengthy public hearings to do so – a move that has created painful divisions as neighbours end up in disputes with each other. Others are pushing to have shortterm rental homes wholly or partially recategorized as businesses, as Victoria council began considering this week. Owners would have to pay the much higher business rate on their property taxes. Instead of waiting for complaints, they are paying an outside agency to find out how many listings are being advertised on the Internet for their towns, and are going after those that haven’t complied with local regulations. For all of them, a big driver is the desperate housing shortage in their communities, which is being exacerbated by conversions of longterm rentals to vacation rentals. “We just heard too many stories of ‘I got kicked out of my suite because the landlord is changing it to vacation rental,’” Tofino Mayor Josie Osborne said. None wants to ban short-term vacation rentals completely, but many mayors said the rentals need to be regulated and paying their fair share of taxes. “We understand this is part of the new economy, but there has to be a balance and we want to make sure people are safe,” said Nelson Mayor Deb Kozak, where the city has capped rentals at 110 annual licences, which can be rented out 120 days a year – 40 during

the summer. The city has licensed 41 operations and believes about another 50 are operating illegally. Councils are being urged on by local and provincial hotel and tourism associations, who say that one of the biggest issues for their businesses is attracting employees, because affordable housing is in such short supply.

That’s especially true for ski towns and summer-vacation areas. This summer promises to be worse than even the recent few years, said Walt Judas, CEO of the Tourism Industry Association of BC. “You try to bring people in. You can even attract them, but they can’t find a place to stay,” Mr. Judas said. “This is happening in communities all over the province.” Cities and towns that have brought in regulations, or are planning to, also include Whistler, Vancouver, Kelowna, Penticton, Rossland, Sun Peaks, Kamloops and Fernie. Although Tofino, a popular touristdestination town on Vancouver Island’s west coast, established rules for vacation rentals in 2005, city council decided to move to more energetic enforcement this year. It doubled fines, which can run as high as $750.

Judy Darcy, the NDP spokesperson for health, said B.C. has become the “Wild West” in private health care because the governing Liberals have largely turned a blind eye to extra billing. “The Liberals have allowed this private health care to flourish so the wealthy can jump the queue, and that’s wrong,” Ms. Darcy said in an interview. “This government has – at best – done spotty, occasional audits of the practices of double-billing.” B.C. is the only 100 province the federal government has fined every year of the past five – approximately 95 $1-million in total – for allowing extra75 billing in violation of the Canada Health Act. Some said they felt frustrated and annoyed by the number of Chinese signs along Richmond’s No. 3 road, while others said the proposed bylaw made them feel unwelcome and even unsafe in their own community. In a written statement presented to council, former Vancouver councillor Tung Chan said he was “upset” by Chinese-only signs, but urged council not to adopt the bylaw. “People who do that show their ignorance about what is the make up of Richmond and a lack of respect to our country’s language and heritage,” he said. “But to change the behaviour of ignorant people is by education, not by enacting bylaws.” The issue was re-ignited last week after Counc. Bill McNulty added a surprise amendment to a proposed sign bylaw on storefronts. If passed, the proposed bylaw would apply

to any new commercial sign introduced in the city of Richmond, but not to other items like pamphlets or newspaper ads. A bylaw regulating language on commercial signs was previously considered in 2013 and 2015. Richmond mayor Malcolm Brodie voted against McNulty’s proposed amendment

last week. He said that when the issue was previously discussed, city staff found only 13 out of over 1,500 commercial signs in Richmond failed to include an English or French translation. He said that after an education campaign, all business owners applying for new signs decided to include English translations.

Lower Mainland casinos, according to B.C.’s gang task force. The probe began last May when investigators say they determined that members of an alleged criminal organization behind several illegal gambling houses were helping drug traffickers launder money, as well as being involved in loan sharking, kidnapping and extortion, said assistant commissioner Kevin Hackett of the Combined Forces Special Enforcement Unit (CFSEU). “It’s safe to say that we’re looking at millions of dollars” being laundered,” Hackett told reporters at a news conference Tuesday morning. Investigators say the alleged crime group has links across Canada, as well as to mainland China and other countries. “Money laundering, loan sharking and illegal gaming provide an attractive source of income for organized crime,” Hackett said. “Clients who utilize these services need to be aware that often the cash being provided to them is from illegal activity, and that using such services provides financial support to criminals and funds their illegal enterprises and operations.” Hackett offered few details about the people who have been arrested, except to say that none of them are in police custody and no charges have been laid. However, he said possible charges could include counts related to money laundering, drug trafficking, proceeds of crime and being part of a criminal organization. In fact, investigators are revealing very little about the alleged criminal operation, explaining the investigation is still underway and that they anticipate more arrests. Hackett would not identify the casinos where the money laundering has allegedly taken place and would only say that three or four illegal gambling houses have been identified. At least one of those establishments is located in Richmond and was searched Monday night by officers executing a warrant, Hackett added.

Vancouver city council votes down 12-storey Chinatown tower A much debated proposal for a 12-storey tower in the heart of Chinatown was voted down by Vancouver city council Tuesday afternoon. The 105 Keefer Street development was rejected by a margin of 8-3, with Mayor Gregor Robertson and five of six Vision Vancouver councillors joining NPA Coun. George Affleck and Green Coun. Adrianne Carr in opposition. The development was pitched by the Beedie Development Group in 2013 as a residential project. Since then, it has been the subject of many public hearings, protests and redesigns, with the final proposal including 106 market-priced units and 25 “low-tomoderate income” seniors units, along with some communal spaces. Those in favour of the project said it would bring more non-market housing to the neighbourhood, while those against said it would raise rents in the surrounding area and indirectly displace the community. “In my almost nine years as mayor, no issue or project has yielded such a passionate,

emotional response as this rezoning application,” said Robertson in a statement. “The Beedie group put significant effort into this project over the years ... and went to extraordinary lengths to adjust and revise the project based on public and community

feedback. “Yet, council heard overwhelming opposition from several generations of Vancouver residents on the rezoning for 105 Keefer, and concern about how to manage Chinatown’s pace of change. For that reason, I voted “no” to this rezoning proposal.” After the vote was cast, Beddie vicepresident Houtan Rafii lamented what he characterized as misinformation about the proposal but accepted council’s decision.

2 targeted shootings in Surrey caused school closure An investigation into two targeted shootings in Surrey caused the temporary closure of J. T. Brown Elementary School Tuesday morning.

Surrey RCMP said officers received a report of shots fired involving two vehicles near 125th Street and 80th Avenue around midnight. When police arrived the vehicles were gone, but bullet casings were found on the scene. Minutes later, Surrey RCMP were called to the 13200 block of 67B Avenue after a drive-

by shooting, where it appeared a parked vehicle was the target. No injuries were reported at either scene. The investigation led police to a residence in the 12500 block of 58B Avenue, in the vicinity of J.T. Brown Elementary School. The school was closed as a precaution, and is scheduled to re-open at 12:25. In a release, Surrey RCMP said the two shootings are believed to be linked, and that the parties involved are likely known to each other. No one is in custody and no charges have been laid. Resham Sandhu, who lives in the area, said he was woken up at 6 a.m. by police sirens. “Usually you see two or three police cars if they want to arrest somebody, but there were at least 20 of them and they had a big, bulletproof car,” he said. “It’s kind of sad. I don’t know why it’s happening in this neighbourhood,” he said.

Delta Police conducted annual Commercial Vehicle Enforcement & Inspection Project Delta Police Department Traffic Section in partnership with the provincial Commercial Vehicle Safety and Enforcement Branch (CVSE) recently have enlisted the support of policing and regulatory enforcement agencies from across British Columbia for an annual three day Commercial Vehicle Safety Project. “This is our eleventh year for this initiative and we love doing it for road safety and we are cherished to have CVSE on board with us”, said Cst. Ken Usipiuk with Delta Police Department. Delta has one of the highest, if not the highest, ratio in BC of commercial vehicles transiting its roads on a daily basis. This

joint operation is one the largest initiatives of its type in the province. The focus of the project is on business vehicles that may not be properly maintained and could ultimately pose a danger on our roads. The Delta Police Department is one of the very few police departments that maintain a dedicated team of Vehicle Inspectors. The DPD Vehicle Inspection Unit also thanked all of the officers, their organizations, and the volunteers that participated in this event. This is a great example of Federal, Provincial, and Municipal agencies working together with community support to increase the safety on our roads.

RCMP wants to stop gifting pyramid scheme Coquitlam RCMP Economic Crime Unit (ECU) investigators are hoping to put a stop to a new pyramid scheme that targets lawabiding citizens who have no idea they are breaking the law. The Gifting Pyramid Scheme usually targets groups of law-abiding women who are convinced to recruit their friends or acquaintances. New members have to pay their recruiter a $5,000 ‘gift’ to join. In turn, each member is expected to recruit eight new people so everyone can end up with $40,000. Recruiters try to legitimize the buy-in payment by calling it a ‘birthday gift,’ a ‘transaction,’ or ‘a gifting circle’ and insisting that the payment is not taxable or illegal because it’s only a gift. “We are finding people getting caught up in this pyramid scheme who have no idea that

it’s illegal,” says Corporal Michael McLaughlin with Coquitlam RCMP, “one of our Coquitlam RCMP ECU investigators was even asked if she wanted to join. Husband of gas-and-dash victim killed in highway crash, two years to the day after his wife died A man whose wife was run over while working at a Calgary gas station two years ago died last week in a collision on a B.C. highway. Ahmad Shallo was killed about two years to the day Maryam Rashidi died, while he was travelling back to Calgary to mark the anniversary of her death, friends said. “I’m still trying to convince myself it’s a dream,” said Gina Masnadi, a close family friend. “They were both gone on the same day. I

thought, my God, it couldn’t be real, it couldn’t be. But at least they’re both together now.” Shallo, who moved to B.C. following Rashidi’s death, was driving with his sevenyear-old son, Koorosh, and his new wife when the collision occurred Thursday. Masnadi said the woman suffered serious injuries and had to undergo surgery, but the boy, who was sitting in the back seat, escaped harm. She said Koorosh is now back in Vancouver with family friends while the

It’s going to be hard, very hard for him,” Masnadi said. “We just hope that he will be strong through these hard days.” Rashidi was run over by Joshua Mitchell on June 7, 2015, after he and a passenger stole gas and tried to drive away from the 16th Avenue N.W. Centex gas station where she worked. She died in hospital two days later. Mitchell was convicted in May of manslaughter in the death. Masnadi said she has been working since then to obtain a visa for Rashidi’s mother, who lives in Iran, to come to Calgary to attend the sentencing

in August. She said the Persian community in Calgary is prepared to rally around Koorosh and the extended families to provide any assistance necessary. “It’s not easy when you immigrate here and

you don’t have anybody,” Masnadi said. “You come with a big hope for your life, for yourself and your kid, and to end up being like this is a tragedy.”

CRTC bans cellphone unlocking fees, orders all new devices be unlocked The era of having to pay cellular providers to unlock your cellphone will end this year. As of Dec. 1, cellphone customers can ask their provider to unlock their phones free of charge, the CRTC announced Thursday. At the same time, it said, all newly purchased mobile devices must be provided to customers unlocked. “It’s a big step forward,” said Rose Behar, senior reporter for the tech site MobileSyrup in Toronto. Telecoms often order locked phones from manufacturers that are programmed to work only with their service. Then they charge a fee — typically $50 — to unlock the phone if a customer wants to switch providers. “Essentially a locked phone did keep consumers tethered to their service provider,”

because they faced paying a fee to flee, said Behar. “Now there’s going to be so much more flexibility in being able to jump from plan to plan, from carrier to carrier. That will likely spark more competition.” The unlocking fee has always been unpopular with customers. It has even been referred to it as a “ransom fee.” When the CRTC reviewed its wireless code earlier this year, it invited the public to comment online. Many took the opportunity to gripe about unlocking fees. “Now after paying for the phones we are held ransom to unlock them to go to another provider. Totally ridiculous,” stated one person. “Excuse me, but I own the phone.” “That’s called a ‘Ransom Fee’ or ‘Hostage Fee’ in any other business,” wrote another

individual. “It is unbelievable how the government allows these companies to extort money like this!” In March, the CRTC

reported that Canadian telecoms made a total of $37.7 million last year by charging customers to unlock their cellphones — a 75 per cent jump in that source of revenue compared with 2014. During a February CRTC hearing, Bell,

Rogers and Telus all stood by their unlocking fees. The big three warned that if they didn’t charge an unlocking fee for the few customers who want it done, the cost would have to be passed on to everyone. “We think it’s a lot more appropriate that people who actually have their device unlocked bear the cost of the unlocking,” said Howard Slawner, vice-president of regulatory telecom at Rogers. The CRTC’s decision on unlocking fees came out of a review of its 2013 wireless code created in part to help limit costly cellphone fees for consumers. As part of the review, the commission also announced that only the account holder can consent to data overage and additional roaming charges in a family-shared cellphone plan. Other plan members will only be able to give consent if the account holder grants them approval.

Brace for a possible tax on Toronto speculative home purchases

The chief economist of the Canadian Real Estate Association says homeowners in the Greater Toronto Area should brace themselves for a possible tax on speculative home purchases. Gregory Klump says he would not be surprised to see policy-makers roll out such a measure just as the market begins to recover from the most recent round of changes. “I don’t think they’re done yet,” Klump said during an Economic Club of Canada roundtable in Toronto Wednesday. The Ontario government introduced a suite of policies in April aimed at cooling runaway house prices in the fast-growing Greater Golden Horseshoe region, including a 15 per cent tax on foreign buyers and expanded rent controls. Home sales in the GTA plunged by 20.3 per cent in May, the month after the new rules took effect, suggesting that the measures are having the desired impact. However, some economists say the impact may be short-lived like it was in Vancouver, where the introduction of a foreign buyer tax caused a temporary pause in sales activity before the market picked up again. Klump says he could see it taking about six months for the housing market in the Toronto area to gather steam again, provided that no new measures are introduced between now and then. He says he believes that a speculation tax would be misguided because such measures typically do little more than temporarily change market sentiment — pushing buyers to the sidelines for a bit while they wait to assess the impact. Loopholes could allow some speculators to get around paying the tax, Klump says.

Hate crimes against Muslims in Canada up 60%, StatsCan reports The number of police-reported hate crimes against Muslims jumped by 60 per cent in 2015 compared to the previous year, according to Statistics Canada. New data released Tuesday show there were 159 anti-Muslim incidents reported to police that year, up from 99 the year before. National Council of Canadian Muslims vice-chairman Khalid Elgazzar called 2015 a “difficult year” for Muslim Canadians, as two terrorist attacks in France inflamed anti-Muslim sentiment and former prime

minister Stephen Harper made a woman’s right to wear a veil at citizenship ceremonies a “central issue” of the election campaign. “The Canadian Muslim community bore the brunt of sinister political rhetoric surrounding the federal election which

painted Muslims as terrorists or terrorist sympathizers as well as being antiwomen,” he said during a news conference on Parliament Hill. He stopped short of blaming the Conservative campaign for the rise in hate crimes, but said the campaign rhetoric was “a factor.” Elgazzar said many victims of hate crimes do not report to police because they are fearful of further victimization or don’t think police will do anything. He called on governments at all levels to boost funding for police investigations and data collection to better understand the scope of the problem. Farhat Rehman, of the Canadian Council of Muslim Women, said there must also be more money spent on education to curb the “disturbing” trend. “All levels of government need to step up with more resources and act quickly to allocate urgently needed funds to school programs and agencies involved in education, public awareness and prevention of conflict and violence in our communities,” she said. The Statistics Canada data show the number of incidents targeting Jewish people declined to 178 in 2015, compared to 213 the previous year.

Banking industry has lobbied officials, MPs hundreds of times Canada’s big banks and the association that represents them have lobbied government officials hundreds of times since the last election – including the watchdogs charged with policing them and members of the parliamentary committee now examining their practices. An analysis of reports filed with the Commissioner of Lobbying’s office found that there have been 581 individual contacts between top government officials and representatives of the banks or the Canadian Bankers Association (CBA). On average, that works out to eight contacts every week between the banking industry and federal government officials. The data shows that lobbying by Canada’s big banks has also risen sharply since Prime Minister Justin Trudeau’s government was sworn into office on Nov. 4, 2015. Communication reports to the lobbying commissioner’s office, which often list more than one person contacted, are up 60 per cent over the previous 18-month period during Prime Minister Stephen Harper’s government. In all, 410 communication reports have been filed since the election by the six largest banks or the CBA, compared with 256 during the previous 18 months. While communication reports filed by Canada’s six biggest banks are up 52 per cent, the number of reports filed by the CBA are up 74 per cent.

Bank of Canada signals likely rate hike in ‘hawkish’ speech about growth The Bank of Canada is encouraged by a broadening of economic strength, which includes gains across 70 per cent of industries, a top official said Monday, in what was widely seen as a “hawkish” speech from the country’s central bank. Senior deputy governor Carolyn Wilkins said the gains are something Canada hasn’t seen since before the oil-price collapse nearly three years ago. Analysts said these and other comments suggest the central bank is beginning to assess when, not if, the bank might introduce its first rate increase in nearly seven years. For nearly two years, the rate has been locked at the very low level of 0.5 per cent as a way to help lift the economy.

“As growth continues and, ideally, broadens further, (the bank’s) governing council will be assessing whether all the considerable monetary policy stimulus presently in place is still required,” Wilkins said in a speech delivered at the Asper School of Business in Winnipeg. “Just think about it, if you saw a stop light ahead, you would start letting up on the gas so that you could slow down smoothly. You don’t want to have to slam on the brakes at the last second. Monetary policy must also anticipate the road ahead.” But despite the bank’s brightening outlook, Wilkins underscored several lingering uncertainties that suggest it won’t be ready to raise its benchmark as early as its next scheduled

Asylum seeker who lost fingers to frostbite granted refugee status over family dispute More than five months after he almost froze to death walking across the Canada-United States border, eventually losing his fingers to frostbite, Razak Iyal was granted refugee status Tuesday. “If I go back to Ghana, I might lose all my life. But here I am, I just lost my fingers, but I’m still part of the society,” Iyal, 35, said after his closed-door Immigration and Refugee board hearing. “I thank God that I’ve been accepted to stay in Canada, to be a Canadian. And what

I have in me, I’ll make sure I share it with the community, with the people.” Iyal was among the first in the recent wave of refugee-claimants sneaking across the border from the United States out of fear of being deported back to their home country. After meeting up with another man from Ghana, Seidu Mohammed, at a bus station in Minneapolis, the two men took a bus to Grand Forks, N.D., and then a taxi to an area near the border. It was Christmas Eve and the overnight windchill dipped to –30 C as the men walked though snowy fields in the darkness for

hours. They were not dressed for such an excursion, and suffered severe frostbite before being noticed by a trucker after crossing into Canada. They would spend weeks recovering in hospital. Iyal lost all his fingers but kept his thumbs. Mohammed lost all ten digits. “I can do a lot of things that people who have fingers can do,” said Iyal, who dreams of bringing his wife to Canada and opening an electronics business similar to one he had in Ghana. Iyal said he fled Ghana because his five siblings were out to kill him in a dispute over the inheritance of his late father’s property. A local politician was involved, he said. After he arrived in Canada, some media reports in Ghana said he was a homosexual. It’s not true, he said, but the reports added to the danger he would face if returned home due to the African nation’s treatment of gays and lesbians. “There is no place in Ghana, which is geographically a very small country, that he could ever be safe,” his lawyer, Bashir Khan, told reporters. Iyal and Mohammed both had their claims for asylum rejected in the United States, so they would have been turned back at an official border crossing under the CanadaU.S. Safe Third Country Agreement. Like hundreds of others in recent months, they opted to try to sneak across the border, knowing that they would get a refugee hearing if they made it on to Canadian soil before turning themselves in. Mohammed, who is bisexual and a professional soccer player, had his refugee claim approved last month.

Trudeau says U.S. was consulted before approving Chinese takeover of Norsat Prime Minister Justin Trudeau said Tuesday that Ottawa consulted the United States and other allies before approving the sale of a Canadian satellite technology firm to a Chinese communications giant, but he would not say whether the U.S. raised any objections. “Every transaction of this type that falls under the Investment Canada Act is carefully assessed by all national security agencies,” Mr. Trudeau told the House of Commons. “On top of that, we do consult with our allies, and in this case directly consulted with the United States on this situation.” The government conducted a routine security analysis but did not proceed with a full-fledged national security review. Ottawa has made closer ties with China, including a potential free-trade deal, a cornerstone of its foreign policy – and China has publicly deplored Canada’s national security reviews as protectionism. Mr. Trudeau told MPs the government had concluded the takeover of Norsat International did not affect national security – despite warnings from a U.S. congressional watchdog that the sale jeopardizes U.S. security interests because the Vancouver firm sells its technology to the American military. The White House, the U.S. Department of Defence and the U.S. Treasury Department did not respond to requests about whether they were consulted and had raised any concerns with Ottawa. The U.S. embassy provided a curt statement. “Having checked with Washington, we are not in a position to provide any further information at this time,” a spokesperson said.

Opposition party leaders have challenged the sale of Norsat International to Hytera Communications and have demanded a formal and comprehensive national security review. The issue dominated Tuesday’s Question Period after The Globe reported that the U.S.-China Economic and Security Review Commission warned the takeover “raises significant national security concerns” for the U.S. military.

Innovation Minister Navdeep Bains, who approved the takeover, refused to say if Canada’s allies had given the thumbs-up to the transaction. “These are national security conversations, so I am not going to divulge the specifics of the engagement with our allies,” Mr. Bains told reporters. The U.S.-China Economic and Security Review Commission, which reports to Congress, told The Globe on Monday that “the U.S. military and other domestic clients of Norsat should immediately review their purchases as well as the exposure they have to existing products from the company they use to determine what security risks might arise.”

Kabul to host peace summit after week of deadly violence

IS militants killing, enslaving civilians: Philippines Islamist militants holding parts of a Philippine city are killing civilians who try to flee while using others as orderlies and cooks, authorities said Tuesday after the gunmen boasted of executions. There are up to 1,000 people still trapped in the parts of Marawi city that the militants control, the government said, three weeks after fighting erupted with gunmen going on a rampage and flying black flags of the Islamic State (IS) group. The militants have defied a US-backed military onslaught, which has seen relentless bombing of the residential areas of Marawi where they are holed up. Authorities say 400 gunmen are estimated to be still there and to be using civilians as slaves. “Based on the revelations of the trapped civilians we have recovered (rescued), they are being used as orderlies to cook their food, to carry their munitions,” local military spokesman Lieutenant-Colonel Jo-ar Herrera told reporters. At least 26 civilians, 58 police

or soldiers and 202 militants have been killed, according to the government. Five of the civilians were killed on Monday as they made a dash for safety when the militants discovered their hiding place, presidential spokesman Ernesto Abella told reporters in Manila. “They were going to the river but the militants ran after them and indiscriminately fired at them, killing five and taking the remaining eight as hostages,” Abella said. IS also released a video on Monday via its Amaq propaganda news agency which it said showed jihadists shooting six Christians in Marawi, according to the US-based SITE monitoring service. A voiceover suggested further executions had taken place off-camera, SITE reported. There were tearful scenes in Marawi on Tuesday morning after five Muslim policemen and five Christian construction workers sprinted about two kilometres (1.2 miles) from the militant-controlled areas to safety.

Kabul will host a multinational peace conference on Afghanistan Tuesday, as the capital reels from a wave of bombings and clashes that left more than 100 people dead and hundreds wounded in the last week. Much of Kabul remains on lock down ahead of the conference, labelled the “Kabul Process”, with tighter than usual security including more armed checkpoints and armoured vehicles patrolling the streets, and tight restrictions on civilian traffic. Representatives of around two dozen countries will attend the meeting, which aims to build international support on ways to restore security in the conflict-torn country, the government said on Monday. “The Kabul Process is meant to reach a consensus with the region and the world for peace in Afghanistan,” said presidential spokesman Shah Hussain Murtazawi. Kabul has been on edge since a truck bombing last Wednesday in the highly fortified diplomatic quarter killed at least 90 people and wounded hundreds, the deadliest attack in the city since 2001.

ISIS and Taliban battle for Osama bin Laden’s cave hideout The Islamic State group said its fighters have captured Osama bin Laden’s infamous Tora Bora mountain hideout in eastern Afghanistan but the Taliban on Thursday dismissed the claim, saying they were still in control of the cave complex that once housed the former al-Qaida leader. Earlier, IS released an audio recording, saying its signature black flag was flying over the hulking mountain range. The message was broadcast on the militants’ Radio Khilafat station in the Pashto language late on Wednesday. It also said IS has taken over several districts and urged villagers who fled the fighting to return to their homes and stay indoors. A Taliban spokesman denied IS was in control, claiming instead that the Taliban had pushed IS back from some territory the rival militants had taken in the area. The Tora Bora mountains hide a warren of caves in which al-Qaeda militants led by bin Laden hid from U.S. coalition forces in 2001, after the Taliban fled Kabul and before he fled to neighboring Pakistan. According to testimony from al-Qaeda

captives in the U.S. prison at Guantamo Bay, Cuba, bin Laden fled from Tora Bora first to Afghanistan’s northeastern Kunar province,

before crossing the border into Pakistan. He was killed in a 2011 raid by U.S. Navy SEALs on his hideout in the Pakistani garrison town of Abbottabad. Pakistan complained the raid violated its sovereignty while bin Laden’s presence _ barely a few miles from the Pakistani equivalent of America’s West Point military academy _ reinforced allegations by those who accused Pakistan of harboring the Taliban and alQaeda militants. Pakistan denies such charges, pointing to senior al-Qaida operatives it has turned over to the United States.

Four more people were killed Friday when hundreds of protesters incensed by the bombing clashed with police, prompting officials to beat them back with live rounds in the air, tear gas and water cannon. The protesters, holding a sit-in for a fourth day Monday near the bombing site, have demanded the resignation of Afghanistan’s

security chiefs, including national security adviser Hanif Atmar. And on Saturday, at least seven people were killed when suicide bombers tore through a row of mourners who were attending the funeral of one of the protesters, the son of an influential Afghan senator.

Rescuers aid 4,500 homeless after deadly Bangladesh mudslide Rescuers recovered the body of a woman from the mass of mud that collapsed onto a village in southeastern Bangladesh, and were searching on Thursday for several more missing after landslides killed at least 141, officials said. Officials said the six or so people were still missing in the worst-hit region of Rangamati. “We will continue our search and rescue program today, said Jasim Uddin, a deputy director of the fire department in the worst-hit district. “We are looking for them.’’ The government, meanwhile, turned its focus to providing food and other aid to some 4,500 people whose homes were swamped by mud and debris unleashed by the landslides on Tuesday. Families were also receiving cash and materials to help them build new homes. “Still, we are alert’’ for news of more residents missing or in need of rescue, said Shah Kamal, secretary of the Ministry of Disaster Management. Kamal said soldiers, firefighters and volunteers were still working to restore access

to the remote, hilly areas, where roads have collapsed or been blocked by mud. Soldiers erected a portable bridge to reach landslidestricken communities in Rangamati. With power cut off in the region since Tuesday, information was slow to trickle out. Villagers were helping in cutting fallen trees and clearing debris in areas where rescuers have been unable to get heavy machinery. Officials reported 104 dead and at least 5,000 homes destroyed or damaged in Rangamati district, where mostly tribal villagers live in small communities near a lake surrounded by hills. Another 28 were killed in the coastal Chittagong district, six died in Bandarban, two in Cox’s Bazar and one in Khagrachhari. The delta nation of Bangladesh is frequently hit by strong storms, flooding and landslides. Experts said this week’s tragedy was also the result of uncontrolled denuding and soil harvesting on hills above unplanned settlements. Many people in hilly regions ignore authorities’ calls to avoid constructing homes on slopes.

Rohit Sharma stamped his class with an authoritative hundred in the company of magnificent Virat Kohli as India annihilated Bangladesh by nine wickets to set up a bumper summit showdown with arch-rivals Pakistan in the Champions Trophy, here on Thursday. 14 Naxalites held in connection with Burkapal attack As many as 14 Naxalites, mostly lower rung cadres, allegedly involved in the deadly attack on CRPF personnel in April this year, were on Thursday arrested from two places in Chhattisgarh’s Sukma district. “While six cadres were apprehended from Chintagufa police station area by a joint team of DRG and District Force, eight others were held from Chintalnar police station limits by a squad of CoBRA and DF,” Deputy Inspector General of Police (Dantewada range) Sundarraj P told PTI. Separate teams of security forces were out on search operations in the forests of Chintagufa and Chintalnar, around 450 kms away from here, he said. Of the arrested, seven were active as janmilitia members, six as members of Dandakaranya Adivasi Kisaan Mazdoor Sangthan (DAKMS) — a frontal wing of Maoists and another as janmilitia deputy commander, he said. They all were allegedly involved in the attack on Central Reserve Police Force personnel, belonging to 74th battalion, on April 24 last, in Burkapal area under Chintagufa police station limits wherein 25 troopers were killed, the DIG said. Besides, they were also allegedly involved other Naxal incidents, including loot, arson, murder and triggering IED blasts, he said.

UP government announces dissolution of Shia, Sunni waqf boards The Uttar Pradesh government on Thursday announced dissolution of the Shia and Sunni waqf boards in the state in the wake of corruption charges against them. Chief Minister Yogi Adityanath has assented to the dissolution of the boards, Minister of State for Waqf Mohsin Raza said here. The dissolution process has been started after taking into account all legal aspects, the minister said. There have been serious allegations of corruption against the Shia and Sunni waqf boards related to their properties. An inquiry conducted by the Waqf Council of India had also found many irregularities in this regard. The role of the chairman of the Shia Waqf Board, Wasim Rizvi, as well as the minister

for waqf in the previous Samajwadi Party government, Azam Khan, had come under scanner after the inquiry by the Waqf Council of India. Barely a fortnight after the SP suffered a humiliating defeat in the Uttar Pradesh Assembly polls, a report by the factfinding committee of the Central Waqf Council (CWC) indicted Khan—one of

the controversial ministers in the erstwhile Akhilesh Yadav government—of corruption, mismanagement and misuse of office. The fact-finding committee, constituted after the CWC received several complaints from UP, was headed by Syed Ejaz Abbas Naqvi, who is also the in-charge of Uttar Pradesh and Jharkhand waqf boards. Raza had recently handed over separate reports of the Waqf Council with regard to the two boards to the Chief Minister. The committee in its report elaborated on how Khan as minister allegedly misused his position to grab properties under the boards. It said Khan made a trust—Maulana Johar Ali Education Trust—and diverted funds from waqf properties to it. The report pointed out discrepancies in maintaining rent collection records on Waqf properties.

Neeru Chadha first Indian woman to be member of top UN body In a significant victory for India at the UN, international law expert Neeru Chadha has won a crucial election to a top UN judicial body that deals with disputes related to the law of the sea, becoming the first Indian woman to be appointed a judge at the tribunal. Chadha, an eminent lawyer and the first Indian woman to become the chief legal adviser in the ministry of external affairs, won the election on Wednesday to the International Tribunal for the Law of the Sea (ITLOS) for a nine-year term from 2017 to 2026. Chadha got 120 votes, the highest in the Asia Pacific group and was elected in the first round of voting itself. The candidate from Indonesia got 58 votes, Lebanon 60 and Thailand 86. All three candidates went to a second round of voting in which Thailand won the other seat in the Asia Pacific group. Election was held here for a total of seven seats. India’s Permanent Representative to the

UN Ambassador Syed Akbaruddin expressed gratitude for the broad support of countries that resulted in Chadha’s “emphatic success” at the elections to the ITLOS. “It reflects both an appreciation of India’s global standing in matters of international law and the recognition for Chadha’s expertise as a lawyer and negotiator on contemporary issues related to the Law of the Seas,” Akbaruddin told PTI. “The Tribunal is composed of 21 independent members who are elected from among persons enjoying the highest reputation for fairness and integrity and of recognised competence in the field of the law of the sea,” according to the information on the ITLOS website. Meanwhile, the External Affairs Ministry spokesperson in New Delhi hailed Chadha’s election to the ITLOS saying, “Indian expertise on ITLOS stage! Neeru Chadha elected as 1st woman on Int’l Tribunal 4 Law of Seas w/most votes in Asia Pacific Group.”

Congress targets Modi over failure in job creation The Congress on Thursday accused the Narendra Modi dispensation of failing to fulfil its promise of creating two crore jobs every year, and asked the prime minister to make his position clear on BJP president Amit Shah’s claim that it had never made such an electoral promise. Senior Congress spokesperson Anand Sharma also raised apprehension about the changes in H-1B visa rules by the US administration, and asked Modi to raise the issue with US President Donald Trump and seek credible assurances from him during his visit later this month. He dubbed as “futile” the prime minister’s “much-delayed cosmetic” exercise of holding a meeting with Niti Ayog, the government’s policy think-tank, on job creation and said

it came after the government realised the seriousness of the crisis. “The prime minister should make it clear whether he agrees with his party president Amit Shah that the BJP had never promised to provide jobs or to create jobs. He should make his position clear. He cannot remain silent and if Amit Shah is right, this means another false promise and the complete betrayal (of the people) by the BJP,” he told reporters. He said the prime minister should stop making false claims and he must realise after three years in power that the time for propaganda and publicity was over. “Did the prime minister not talk about job creation for the youth of the country? When it is time for giving answers, they are making excuses,” Sharma said.

Russia made no offer to mediate on Indo-Pak issues India on Thursday said Russia had not made any mediation offer to it to resolve Indo-Pak issues, and asserted that Moscow was “well aware” of New Delhi’s position of bilateral resolution of all such matters in a terror-free environment. The remarks by External Affairs Ministry spokesperson Gopal Baglay came following reports in the Pakistani press that Russia expressed its intention to mediate between the two countries.\A senior diplomat in the Russian embassy in New Delhi also rejected the reports and said it was Pakistan’s “wishful thinking”. The Pakistani media quoted Pakistan Foreign Office spokesman Nafees Zakaria as saying “we welcome UNSC Permanent Member Russia’s attention and intention to play a role in this long-standing issue on the UNSC agenda”. Zakaria was asked about reported offer

made by Russian President Vladimir Putin during his meeting with Pakistan Prime Minister Nawaz Sharif on the sidelines of the SCO Summit earlier this month. Asked for his reaction, Baglay said, “No offer of mediation was made by Russia to India. Russia is very well aware of India’s consistent position to address all outstanding issues with Pakistan bilaterally in an environment free of terrorism and violence.” The senior diplomat in the Russian embassy also rejected reports of any mediation offer. “We do not have any information of such an offer made by our president. Russia is clear in its position that Indo-Pak issues need to be resolved, bilaterally, and we will never ever suggest anything contrary to that. “It seems wishful thinking on part of Pakistan,” said the diplomat, on the condition of anonymity.

10 Amritsar pilgrims killed in bus accident in Kangra Ten pilgrims from Punjab were killed and 45 others were injured when a bus carrying them rolled down a gorge on a sharp curve near Dhaliara

in Kangra district, about 60 km from Dharamsala, on Thursday. The pilgrims from Amritsar were on their way to the Jawalaji shrine in Kangra district. Sources said the driver of the bus lost control as he tried to save the bus from a collision with a Maruti car coming from the opposite side. He hit the car but no harm was caused to the car occupants. The bus rolled down into about thirty feet gorge. Contrary to Punjab Power Minister Rana Gurjit Singh’s claims that those awarded mining contracts in Nawanshahr and Mohali were his former employees, not only the minister but his entire family was in business with all four companies in which his cook Amit Bahadur and another employee Balraj Singh were directors. Documents with The Tribune reveal that Rana Gurjit got loans and advances totalling Rs 25 crore from the four companies in which Amit Bahadur and Balraj Singh were directors. In response to a report published in The Tribune in this regard (May 25), Rana Gurjit had said the two were his former employees and that they had quit in April. The mines were auctioned on May 19 and 20.

Amit Bahadur and Balraj Singh were joint directors in three companies — Flawless Traders Private Limited, Century Agros Private Limited and RJ Texfab Private Limited. Also, Balraj Singh was one of the directors in Rana Sugar & Power Private Limited. After the controversy, both quit the companies, except RJ Texfab Private Limited. Till March this year, Rana Gurjit owed Rs 16.22 crore to Flawless Traders, Rs 5.46 crore to RJ Texfab, Rs 1.75 crore to Century Agros and Rs 87 lakh to Rana Sugar & Power Private Limited. His family, including his wife Rajbans Kaur and sons Rana Inderpratap Singh and Rana Veer Pratap Singh, received crores as loan from the four companies. Rajbans Kaur obtained loans worth Rs 5.8 crore.

He told the Assembly while replying to a query by MLA Sukhjinder Singh Randhawa during Question Hour today. Randhawa alleged that the land was illegally transferred in the name of Paramjit Singh Badal, a relative of the former CM, and others. He alleged that government records had been tampered with. Move over beacon ban, vehicles to flaunt VIP numbers About two months after banning red beacons, the state Transport Department today started the process to allot VIP numbers to vehicles of all senior officers at the district level so that they get hassle-free passage at police barricades and toll barriers. The VIP numbers will be allotted under a new registration series. State Transport Commissioner (STC) Tanu Kashyap today sought the details of all government vehicles at the district and state level in the offices of Commissioners, Deputy Commissioners, District and Sessions Judges and heads of government departments. “As there are complaints of senior officers facing problems at police nakas and toll barriers after the removal of red and blue

beacons, special registration numbers will be allotted to government vehicles (old and new),” Kashyap said. She further said, “We have called a list of all vehicles in government offices at district and state level. After getting the list, the existing registration numbers of the vehicles will be replaced with new ones of a special series.” After dissolving the post of District Transport Officer (DTO), the department today asked Subdivisional Magistrates (SDMs) to train at least two officials in their offices to deal with the registration of non-commercial vehicles. The district transport offices have been asked to assist these employees in learning the process of registering non-commercial vehicles and making driver’s licences of these vehicles, reads a letter of the STC to DCs.

SGPC to install portraits of innocents killed in Bluestar The SGPC has decided to install photographs of all innocents killed in the Golden Temple during Operation Bluestar. In a meeting of the executive held here today, the committee decided that photographs will be installed in the basement of the memorial already erected in the memory of militants and other innocent Sikhs killed in the military action. “The committee has taken the decision after Damdami Taksal chief Baba Harnam Singh recently moved a proposal in this regard”, said SGPC chief Prof KS Badungar. The committee would reach out to members of Sikligar community residing in parts of Madhya Pradesh, Chhatisgarh and Maharashtra. “The SGPC will invite 100 children of this community to Punjab and impart technical education to them in colleges being run by the SGPC. Besides, we will open 10 sewing

schools for girls of Sikligar community in these states”, Badungar added. The SGPC has also decided to provide free legal aid to members of the Sikligar community living in other states. It has also decided to provide Rs 1 lakh financial assistance to families to victims killed in the 1991 Pilibhit fake encounter. Badungar also said some Congress leaders were indulging in the affairs of historical gurdwaras of the state. “The apex court has decided cases of Gurdwara Sahib Bhai Rupa, Gurdwara Tambu Sahib, Mall Dogar (Moga) and Gurdwara Sahib Maur Kalan (Bathinda) in our favour. Still, the Congress is patronising the elements who have grabbed lands of the gurdwaras. We are giving a deadline till June 20 to the government to act against such individuals,” he warned.

Eminent Punjabi writer Ajmer Aulakh passes away Eminent Punjabi writer Ajmer Singh Aulakh passed away at his Mansa house on Thursday morning. He was admitted to Fortis Hospital at Mohali a few weeks ago. As his condition did not improve, the family was advised to take him home. He was discharged from the hospital on June 10. Prof Aulakh’s mortal remains would be consigned to flames at Mansa at 10 am on Friday, said wife Manjit Aulakh. Prof Aulakh started his academic career in 1965 as Punjabi lecturer at Nehru Memorial College, Mansa, and served there for about four decades. He has authored several books in Punjabi. In 1970s, he became popular as a dramatist and his plays won appreciation not only in Punjab but also at the national level. His focus remained small and marginal farmers and the complexities of rural life, especially social paradoxes.

Police still searching for Basa AKA ‘Q’ in relation to Tukavesi drug raid Police are requesting members of the public for any information on the whereabouts of Sakiusa Basa Viaviaturaga who is the key suspect after the drug raid in Tukavesi in the Northern Division. Chief of Operations ACP Rusiate Tudravu says that police are still looking for him and anyone with information can call Crime Stoppers on 919 or they can report to their nearest police station.

1,012 plants believed to be marijuana were uprooted from what Police believe to be Sakiusa Basa’s farm on Wednesday afternoon. Tudravu says Sakiusa Basa is currently on bail for various other offences and was spotted at the farm. Basa was arrested in Kadavu in 2015 with more than 600 plants believed to be marijuana. He was also on the run in August 2015 after escaping from the Nasinu Magistrates Court.

Business woman charged with bribery A businesswoman charged by FICAC with two counts of bribery appeared in the Suva Magistrates Court earlier this afternoon. It is alleged that Anita Ranjini Mala between 21st November 2016 and 7th February 2017, whilst being the proprietor of Celsius Fire Protection and Pest Control, without lawful authority or reasonable excuse, offered an advantage of $500 to $800 to Inia Saqanamua who was an inspector with the Ministry of Labour, on account of Saqanamua performing an act in his capacity as a public servant.

It is also alleged that Mala on 24th November 2016, offered an advantage of $500 to Anare Macedru who was a technical officer at the Ministry of Labour, on account of Macedru performing an act in his capacity as a public servant. Anita Mala has to produce two sureties by 3.30pm today or she will be remanded in custody till Monday. There is a bail bond of $10,000 and a travel ban has also been imposed on her. The matter has been adjourned to 4th September for plea to be taken.

DPP’s Office says procedures in place to protect alleged vulnerable rape victims The Office of the Director of Prosecutions says the state makes applications for screens to be put up for alleged vulnerable rape victims when they give evidence in the trials to ensure that they do not have to see the accused or members of the public cannot see the alleged victims. The DPP’s Office says during the beginning of the trial of the Leader of Jezreel Lion of Judah, Jone Cokanauto, the state had organised for the screens to be put up while the witnesses gave evidence however it was the witnesses who informed the court that they prefer to confront the accused and did not want the screen and this was approved by the judge. The court has also provided a private room for the witnesses to stay during the duration of the trial. They are accompanied by two CID officers

Teenage pregnancy on the rise Minister for Education Dr Mahendra Reddy says the teenage pregnancy issue in the country is a social issue. Dr Reddy was responding to questions by this newspaper regarding the statistics released by the National Substance Abuse Advisory Council (NSAAC) which revealed 28 cases were recorded for teenage pregnancy in secondary schools and 19 for primary schools. He said the school system was equipped to deal with these issues. “In the school system we taught healthy living curriculum and we are talking to our children to ensure that they don’t behave or conduct themselves in a manner which can destroy their future,” he said.

Taimoor Raza, 30, was found guilty of blasphemy after he insulted the prophet and “disseminated offensive pictures”, according to anti-terrorism court officials in Multan, Punjab province. Woman raped by Uber driver in India sues firm for breaching privacy

A woman who was raped by an Uber driver in India in 2014 has filed a lawsuit against the ride-hailing company and its embattled chief executive Travis Kalanick for “unlawfully”

obtaining and sharing her medical records related to the sexual assault. The woman, identified only as Jane Doe in the lawsuit filed in federal court in California, said in the complaint that she was “violated physically” when she was brutally raped in Delhi by her Uber driver in December 2014.

“Sadly, in the United States, Uber executives violated her a second time by unlawfully obtaining and sharing her medical records from that vicious sexual assault and have failed, as of the date of this filing, to apologise to her for this outrageous conduct,” the lawsuit said. The lawsuit has been filed against Uber, Kalanick, Uber’s former Vice President for Business in Asia Eric Alexander and the company’s then-Senior Vice President for Business Emil Michael. The lawsuit has been filed days after it emerged that Alexander had obtained medical records of the 26-year-old woman and had shown them to Kalanick and Michael. It is also alleged that numerous executives at the car-hailing company were either told about the records or shown them by this group and Alexander had carried around the document for “about a year” before other executives, “presumably the legal department, obtained the report and destroyed his copy”.

Team with Indian-origin scientist creates AI system to achieve maximum Pac-Man score Scientists, including one of Indian origin, have developed a new artificial intelligence (AI) system that can achieve the maximum possible score of 999,990 on the popular video game Pac-Man. The team from Canadian startup Maluuba used a branch of AI called reinforcement learning to play the 1980s arcade game Ms Pac-Man perfectly. “Figuring out how to win these types of videogames is actually quite complex, because of the huge variety of situations you can encounter while playing the game,” said Rahul Mehrotra, a program manager at Maluuba, which was aqcuired by Microsoft earlier this year. Doina Precup, an associate professor at McGill University in Canada

said that is a significant achievement among AI researchers, who have been using various videogames to test their systems but have found Pac-Man among the most difficult to crack. To get the high score, the team divided the large problem of mastering Pac-Man into small pieces, which they then distributed among AI agents. Google hires Indian-origin chip architect Google has hired Indian-origin chip architect Manu Gulati, who was working with Apple for the last eight years, in a key role to build its own chips for the upcoming Pixel phones, media reports said. According to a report in Variety, Gulati had been spearheading Apple’s chip development and has now joined Google. Gulati announced his new job on his Linkedin profile, stating that he now works as Google’s Lead SoC Architect. His LinkedIn profile shows that he has also worked for nearly 15 years at chip makers AMD and Broadcom, giving him a total of 27 years of experience in the industry. Gulati was instrumental in Apple’s efforts to build custom chips for iPads, iPhones and Apple TV.

With Gulati now part of its team, Google can have an edge over other companies while it comes as a significant blow to Cupertinobased Apple. “Apple filed a total of 15 chip-related patents that credit Gulati as one of the inventors. Some of these filings describe fundamental chip architecture, while others are more specific to certain applications,” the report noted

Tanuj Virwani Plays A Casanova In Farhan Akhtar’s New Web Series, Is It Based On Yuvraj Singh? Inside Edge, the upcoming web series based on the murky backstage dealings of the Indian Premiere League, seems to be the stuff headlines are made of. First there was that bondage sex scene between Vivek Oberoi and Richa Chadha. The twist is that Richa’s character was said to be based on Preity Zinta even though the series director Karan Anshuman denied any similarities. Now another real life character is being compared to a character on the show, none other than Yuvraj Singh, the former captain of Preity’s team King’s XI. The character of a bratty cricketer with a weakness for women, played by Tanuj Virwani, is reportedly based on cricketer Yuvraj Singh. Tanuj, who is seen having sex with a cheerleader on the show, is said to be a

Bank Chor

Hardly A Bankable Comedy itself into. The genre of bank robberies, serious or comedic (take Sidney Lumet’s Dog Day Afternoon or Woody Allen’s Small Time Crooks, call for at least a shred of understanding for Hell’s bells. Infantile humour is sought to be milked at the expense of a horde of reallife people ranging from Arvind Kejriwal and the late Amjad Khan to Deepak Tijori, if you please. Hmm, wonder if censor chief, Pahlaj Nihalani, asked for no-objection certificates to be obtained from Mr Kejriwal, Mr Tijori and Mr Khan’s family. Obviously, he didn’t. Anyway, what’s in a name really? Indeed the title Bank Chor was clearly employed for a pun intended, a la the D.K. Bose song from Delhi Belly. Director Bumpy aka Vivek Bhushan, comedy ke liye kucch bhi karega. But the whole thing is that the system of this B. C. is juxtapositioned by the haemoglobin of the atmosphere. And the atmosphere is strictly more depressing and punny than exuberant or funny. For the life of me, I can’t fathom why producer Aditya Chopra elected to greenlight this asinine heist caper. Or why Riteish Deshmukh assented to get involved in the silly shenanigans. Deshmukh’s sense of humour, as evidenced in adult sex comedies and house foolish franchises, has never been – dare I use the word? – classy. Under the stewardship of Mr Bumpy (of MTV Roadies, and Luv ka the End which almost killed Shraddha Kapoor’s career in the start-up stage), the screenplay by Baljit Singh Marwah is so laparwah that you clutch your skull out of sheer grief. If this is supposed to be entertainment, take a break please. Ah, wistful thinking! Over then to the three new self-willed 3 Idiots on the block. Namely Mumbaikar Champak (Deshmukh sir), abetted by Gulab (Bhuvan Arora) and Tenda (Vikram Thapa) from the satellite townships of Delhi. Endowed apparently by woefully low Iqs, the trio – one impersonating a swami, the other sporting elephant and horse heads -set off to rob a bank. Terrible timing it turns out to be. The hostages are a pack of jokers, encompassing an overwrought housewife, rapper Baba Sehgal (on a go-back trail), a kooky chef, a cop who may or not be what he seems to be, and what-nought. Believe me, your tolerance level is about to be blown to smithereens. Meanwhile, outside that sad bank, superduper cop Amjad Khan (Vivek Oberoi hiding behind goggles) is more than ready to use his gun and bullets, as if lethal weapons were no more dangerous than toothpicks. Inevitably, the manic media arrives on the spot to cover the event, the stereotyped hysterical bunch pivoted by a Ms GaGa (uff) fashion-tracker-turned-crimereporter (Rhea Chakraborty). Now you can’t decipher whether that’s a professional downor upgrade. Hence, let it be. Under the guise of zaniness, the plot is as empty as an ATM machine during those early-remonetisation days. The threesome want out, negotiate with Mr Khan to pardon their botched-up chori. Next: ever so desperately, the 120-minuter mad-athon strives to climb out the hole it has dug

the characters driven to crime. What you get here, however, is rank tomfoolery and the lame excuse that money is needed asap for the bypass surgery of Champak’s daddy-o. Okay, forget parallels with the American products. Even Bollywood’s derivative bank hold-ups like Aankhen, Kaante and Dhoom, by comparison, strike you as way superior, cooler flicks.

All seen and suffered, how you wish Riteish Deshmukh who undoubtedly has a intuitive sense of timing and a flair for deadpan expressions, snags a film which he deserves. The Marathi hit Lai Bhaari had raised his market equity, pulled down several notches by the no-show of Banjo. Now, with Bank Chor he proves that jejune jabs at the ha-ha stuff can be a dead bore. More’s the pity.

She instantly came on board when asked to play Pak social media sensation, Qandeel Baloch, who was murdered last year allegedly in an honour killing by her brother. Titled Baaghi, the television series is scheduled to release in Pakistan this August. Talking exclusively to mid-day, Saba says, â&#x20AC;&#x153;I can do regular roles at any point in my career, but itâ&#x20AC;&#x2122;s good to do something my fans will remember me for.â&#x20AC;? The 33-year-old openly backs Qandeel, criticism against whom, she says, was misguided. â&#x20AC;&#x153;The perception was that Qandeel Baloch made inappropriate videos, but no one knows why she did it... Who is Qandeel Baloch?

Baloch (left) was someone who showed little regard for norms to speak her mind. In March, the actorfilmmaker launched another initiative under its aegis, Bus Ab Bahut Hogaya – Enough is Enough, which is primarily a filmmaking contest. Now, tennis champion Sania Mirza has joined hands with Farhan to attack gender bias by shooting a special video with her father, Imran Mirza. Directed by Ashish Sawhny, it throws light on the fatherdaughter bond and will release on Father’s Day (June 18).

Selling a home in two countries is proving to be a challenge for the couple who owns it. The structure, which has an estimated rebuild cost of about $600,000, is on the

market for $109,000. It’s structurally sound but needs lots of work. And then there’s that international border. “In the day, it was a normal and natural thing,” Brian DuMoulin, who grew up in the house and was accustomed to life literally on the border at a time when no one thought twice about crossing from one country to the other. “Now it stresses everyone out.” A merchant built the home, known locally as the Old Stone Store, so he could sell to farmers in both Vermont and Quebec. Brian and his wife, Joan DuMoulin, inherited it about 40 years ago. Now the couple, in their 70s, who have dual U.S. and Canadian citizenship and a home in nearby Morgan, Vermont, are hoping to sell it so they can move to Ontario to be closer to their children and grandchildren. Beebe Plain is a community in the Vermont town of Derby, which along with Stanstead, about 60 miles (96 kilometres) northeast of Montpelier, or 75 miles (120 kilometres) southeast of Montreal, have become the cliche of security changes on the U.S.-Canadian border brought on by the 9-11 attacks on the United States. Residential streets that used to be open were blocked by gates. The back doors of an apartment building straddling the border in Derby Line village have been locked shut. The street next to the Haskell Free Library and Opera House, deliberately built in both countries, is blocked by flower pots,

There’s a small granite border marker just outside the front door. There is a gate hidden in a backyard hedge. DuMoulin said U.S. agents wanted to be sure the gate was wired shut. It is. Rosemary Lalime, their real estate agent, said that between the time the house was listed around the turn of the year and the end of May when a Canadian magazine noted its odd location she showed it 10 times. In the last two weeks she’s shown it six times and has six more appointments. All but one person has come from the United States. One man called from Toronto. “He was inquiring more about the border situation and if he bought it, what are his rights,” Lalime said. “I put him in touch with the Border Patrol.” Brian DuMoulin said that usually the agents from both countries know who they are, but he told of a time when a new Canadian border agent saw him, his wife and her sister standing in front of the house, “a good 18 feet into the States.” He demanded they report to the Canadian border post. “He simply didn’t know,” DuMoulin said, noting it took about 45 minutes to resolve the situation after the agent called his superiors. “That’s the awkwardness,” he said. “If there is an awkwardness, it’s that you can’t just go this way or this way, you’ve got to go through (the ports of entry) and then back through.”

Greater Vancouver’s Home Prices Rose 5.2% in May In May, home prices in the Greater Vancouver area increased 5.2% year-over-year to an average of C$1.11 million (US$840,000), as housing supply could not keep pace with strong demand, according to a report out Tuesday by the British Columbia Real Estate Association. Meanwhile, the number of sales dropped to 4,425 units, down 9.9% from a year ago. But sales-to-inventory ratio was 52%, meaning more than half of the 8,816 homes on the market during the month were sold, according to the association’s monthly report. Generally, a sales-toinventory ratio in the range of 15% to 25% suggests a balanced market. Any ratio above 25% indicates an upward pressure in home prices. The market condition in Greater Vancouver area was representative of the entire province of British Columbia. In May, there were 12,402 residential sales recorded by the the province’s Multiple Listing Service, falling 7.9% from the same period last year, while average home prices reached C$752,536 (US$568,875), a 4.2% increase year-over-year. “Market conditions have tightened considerably this spring as an upturn in consumer demand has not been accompanied by a rise in homes listed for sale,” said Cameron

Separately, a report released earlier this month by the Real Estate Board of Greater Vancouver showed benchmark home prices in Metro Vancouver reached C$967,500 (US$731,817) in May, an 8.8% increase from a year ago.
