Canada has removed only a tiny fraction of thousands of illegal border-crossers Government data shows thousands of asylum seekers came into Canada illegally across the Canada-U.S. border in the first quarter of the year, but only a fraction were removed from the country during that time. Between Jan. 1 and March 31, only 135 individuals who made an asylum claim following an irregular entry were removed from the country, says information provided to the Commons committee on immigration. During that same period, more than 5,000 asylum seekers arrived through unofficial entry points. The government says border officials can only remove failed refugee claimants after they have exhausted all legal options available to try for refugee status, including applications to the Immigration and Refugee Board, appeals and other administrative
measures. A spokesman for the Canada Border Services Agency says efforts are made to remove as many ineligible claimants as possible, but the vast majority of irregular border crossers are not ‘removal ready.’ Opposition immigration critic Michelle Rempel says this shows government is
not doing enough to plan for an orderly immigration system and should be taking further steps to step up claims processing and removals so that irregular migrants do not wait in Canada for years as their asylum claims are processed.

Two identified in Gavinder Grewal’s murder Homicide investigators have released surveillance photos of two men believed to be involved in the murder last December of Brothers Keepers gang boss Gavinder Grewal. Cpl. Frank Jang, of the Integrated Homicide Investigation Team, said IHIT has “gathered significant evidence and is looking to identify individuals involved in the murder.� “Surveillance footage has identified two vehicles that investigators believe are associated to the murder of Mr. Grewal,� Jang said. Grewal was found dead in his apartment on Dec. 23, 2017 “with injuries consistent with homicide.� He was killed in a penthouse suite of a North Vancouver apartment where he had been living since getting bail on a manslaughter charged in September 2017. South Asian dominate Ontario poll A large number of Punjabis are participated on Thursday, June 7 Ontario provincial polls again and in a big way. All three major political outfits — the Liberals, National Democratic Party (NDP) and the Progressive Conservative Party (PC) — are not only banking heavily on South Asians in general and Punjabis in particular, but they have also given “adequate representation” to these communities by way of fielding them as their candidates. Punjabi faces are dominating the lists of candidates of all three political parties of Ontario — a sign of rising influence of the Punjabi diaspora on Canada’s political horizon. Jagmeet Singh has already wrested the top position of the NDP as its national president. He is being considered a “potent threat” to the country’s top Liberal leader and Prime Minister Justin Trudeau in the times to come. All 124 ridings (constituencies) of Ontario are going to the polls on June 7. A perusal of lists of candidates indicates that the maximum number of nine Punjabi candidates have been fielded by the PC, followed by seven by the Liberals and four by the NDP in the Ontario polls. Brampton and Mississauga — the two suburbs of Toronto dominated by Punjabis, South Asians and Muslims — have emerged as the epicentre of the provincial elections. The Ontario polls were seen this time as an election for a change for the voters were seemingly looking for a new alternative after having been served by the Liberal Party for last 15 years.

Different rights for different groups of Canadians?
CBC Radio recently aired a story about an Indigenous woman who complained that a security officer, and then a City of Winnipeg police officer, treated her improperly while she was attending a Winnipeg Jets-related “Whiteout” event. The woman, who described herself as an elder and a grandmother, says she was standing in a place that the officers informed her must be kept clear. The incident she complained about consisted of the officers’ attempt to have her move from that spot and her insistence that she had the right to stay put. I have no idea who was right and who was wrong. What was interesting to me was what the woman said to the police officer: “I am on Treaty One land and I have a right to be here.” The woman went on to explain that she had heard the opening to the Jets game, the now familiar “You are on Treaty One territory,” and she believed this meant she had some kind
of superior right to stand where she chose to stand. The police officer’s reply was equally interesting: “No, this is Winnipeg.” Who was right? It’s not even close. The police officer was obviously correct. How could it be otherwise? The elderly woman’s belief that a Treaty One person had some type of superior right to stand where one wanted was obviously incorrect and would lead to absurd results. For instance, would that woman have a better right than the ones enjoyed by a Treaty Two person? Could a Treaty One person somehow write rules for herself that overrode rules properly drafted by Winnipeg city council? Should police officers be required to carry a list of the different rights that various groups enjoyed? Would treaty rights vary by geography as well as racial background? Would a person entering a Jets game be required to take a DNA test? These questions can obviously get sillier and sillier. I ask a few of them to illustrate how totally ridiculous the position advanced by the
woman truly is. But this woman should not be blamed for advancing this position. With regularity, she hears the announcement “You are now on treaty land” at most events she attends and quite naturally thinks it actually means something. She’s making a perfectly reasonable assumption. Meanwhile, the people making the announcement and the people listening in silence to it think they’re merely being polite, in the interests of reconciliation. They think the announcement is meaningless. If they actually believed what the elderly woman did - that they were granting to an amorphous group some kind of superior rights within the City of Winnipeg (or to the City of Winnipeg) - they would have none of it. They would be very clear that all Winnipeggers must enjoy the exact same set of rights.

It’s time to extend Skytrain to Langley and Highway 10 As Surrey is going to be the largest city of British Columbia, in future, the City Council should have forward thinking. They should take immediate steps to extend Skytrain line from King George to Langley in the East, and to Highway 10 in the South.If Vancouver can have 20 Skytrain stations, Surrey, which is about 3 times as big (area-wise) can have 20 stations too. Actually, I propose Scott Road station to Highway 10 Skytrain (along Scott Road) extension too, which will serve both Delta, and Surrey. Surrey should build infrastructure for 2018. LRT may be exciting for 1912, not for today. So politicians, forget about LRT, and concentrate on Skytrain extensions. She does consider the 200 as her go-to distance. “They’re all so different,” Nijjar said of her trio of races. “The 100 goes by fast. You get to the finish line and you say to yourself, ‘I’m already done?’ The 400 has this mental aspect to it. What am I going to do for the first 50 metres? And then the next 50? When do I have to accelerate?” Nijjar is also part of the Surrey-based Universal Athletics Club team, and many of their members had strong showings at the high school provincials. Kenny Blackman Jr. won the 100 (10.89) and came in second in the 200
(22.18) for Surrey Christian, while Katarina Vlahovic, under the banner of Surrey’s Fraser Heights secondary, won the 100-metre hurdles (14.19) and took second behind Nijjar in the 200 (24.89). Aaryanna Kurucz helped Maple Ridge claim the overall Triple-A team title with a win in the 400-metre hurdles (1:04.70), a second behind Nijjar in the 400 (57.52), and a role in wins for relay teams in the 4X100 metres (49.85) and 4X400 metres (4:01.60). Maple Ridge (89 points) beat out Victoria’s Oak Bay (56), Langley’s Mountain (49) and Mission (47) for the team crown. The club season continues now
for Nijjar and the others. She’s still aiming to qualify for the IAAF Under-20 championships in Tampere, Finland, which run from July 1015. Qualifying standard in the 200 metres is 24.20. She has until July 2 to attain that. Another competitor of note who’s looking to head to Finland is high jumper Alexa Porpaczy. Porpaczy, who was featured in The Province last week, repeated as champion at the provincials, jumping 1.70 metres for Surrey’s Semiahmoo secondary. She needs a 1.82 jump to qualify for Finland. Porpaczy won the provincials last year with a 1.80. She’s committed to the University of Arizona for next season.

to the public for help in identifying her brother’s killer or killers. “My brother Jesse was a good person,” she said. “He didn’t deserve to die like this. No one deserves to die like this. We want justice for both families.” Standing silently, the dad wiped away tears and fought for composure. When Sharon finished her brief statement, his face crumpled and he turned to her. She hugged him as if lending him strength. “It’s OK,” she told him. “Don’t cry.” In another Surrey home, through tears and choked with emotion, Parmjit Jhutty said her son Jason was murdered after coming to the aid of his friend. Jhutty said the boys were out together Monday night and were involved in a fight just hours before they were both shot dead. “He was helping his other friend, Jesse, because there was a fight at the school,” she said. “He was trying to save his friend. They took both of them.” Jhutty said her son, who was in grade 10 at Frank Hurt Secondary, was a “nice and helpful” son. He had a brother and a sister, and his father is paralyzed due to a stroke. The families were at a loss to explain how the teens became the victims of what investigators believe is a targeted shooting. “I don’t know why they would say that,” said Bhangal. “Our kids were 17 and 16. What could they be involved

Frank Jang of the Integrated Homicide Investigation Team said Tuesday that it was too early to say whether the deaths had links to drugs and gangs. About 45 minutes before the teens’ bodies were found, Mounties found a burning vehicle near 184th Street and 29A Avenue. A second burning vehicle, a Honda Accord, was found by police near 177th Street and 93rd Avenue at around 11 p.m. IHIT said it’s investigating any links between the burnt vehicles and the shootings.
Car fires have become an indicator of gang violence in Metro Vancouver and are believed to be an attempt to destroy evidence after a shooting. Surrey school district spokesman Doug Strachan said libraries at Frank Hurt and another Surrey school were equipped with support counsellors. “The library has been full in the schools connected to the students, and continues to be full as students and staff support each other and talk to counsellors,” Strachan said. Surrey Mayor Linda Hepner offered her condolences to the grieving families. “It was so appalling and it had a profound impact on me when I heard the ages of the two young people who lost their lives so violently,” said Hepner on Wednesday. “As a parent I cannot express in words how devastating this is.” Police are asking anyone with information about the vehicle fires or the deaths to contact investigators at 1-877-551-4448. Mandeep Bhangal echoed the plea. “Anybody from the community who knows anything, please step forward,” she said. “It has happened to our boy today, but it could be somebody else tomorrow.” The last homicide involving the death of a Surrey teen was in January, when the body of 18-year-old Sachdeep Singh Dhoot was found murdered in the trunk of an abandoned car. The age of those involved in gang violence, as well as their victims, are both getting younger, explained Sgt. Jag Khosa, gang intervention officer with the Combined Forces Special Enforcement Unit in B.C. “Lately there has been a huge drop in age,” he said. Khosa said he deals with 60 new cases a year on average.
Two identified in Gavinder Grewal’s murder relator Omid Mashinchi, who is facing money-laundering charges in Boston. Jang said Grewal “was known to police and associated to gang activity.” In fact, Grewal’s the Brothers Keepers had a major internal conflict with former associates turning on each other. “Investigators believe Mr. Grewal’s murder was targeted and linked to other gang violence in the Lower Mainland,” Jang said. The suspects are described as South Asian, one between 20 to 25 years old wearing a black jacket and a white shirt. The second is described as slightly older, between 25 and 30, with a beard and
wearing a toque and a dark jacket. The two men were in the Nissan Titan, Jang said. “We are asking the public’s help in identifying these two males or anyone associated to the Lexus RX350 or the Nissan Titan,” he said. “There are people who have information about what happened to Mr. Grewal. We urge anyone with

It is believed that the suspects likely got into the building by drilling holes through a fire door, allowing them to thread something through the hole and push on the inside bar. This Indian startup has a shot at becoming the Tesla of electric two-wheelers Launching a new automotive brand in India is no mean feat, and the challenge becomes even more difficult when you plan to exclusively offer electric vehicles. Bangalore-based Ather believes it’s up to the task, and it’s ready to test its faith with the launch of its first creations today. At an event in the city, the company unveiled two electric two-wheelers, the Ather 340 and Ather 450. They promise a range of 60 km and 75 km on a single charge respectively, top speeds of 80 kmph and 70 kmph, and come with a 7-inch touchscreen for navigation. Ather is hardly the first company to bring electric bikes to India – but it’s approach to bringing
its rides to market and curating a thoughtful o w n e r s h i p experience is more akin to that of Tesla than of its local competitors. CEO Tarun Mehta noted on stage that one of the biggest hurdles in launching an electric vehicle brand in India is the lack of charging infrastructure. Charging points are woefully rare in both
What’s going on with car insurance in B.C.? It’s no secret car insurance has been getting more and more expensive. Ever wondered why? For a start, there are more and more crashes. In fact, each year there are about 300,000 crashes on our roads – that’s close to 820 per day. More crashes lead to more insurance claims. In BC, there has been a sharp increase in both injury and vehicle damage claims. What’s more, the costs of these claims have gone up. Injury claims alone cost close to $3 billion a year.
So what’s being done about this? You may have heard the provincial government and ICBC have announced changes to car insurance in B.C. Under the new plan, more money will be available for your medical care, treatments and other benefits, like wage loss. The changes include:
< Doubling of the overall money available for medical care and treatment.
< More types of treatments covered including kinesiology, acupuncture, counselling and massage therapy. This means you won’t need to wait for approval.
< More money covered by ICBC for individual treatments.
< Higher wage loss payments and benefits for household support.
How is this possible? To allow more money for the care of people injured in crashes, the government has also announced it will introduce a $5,500 limit on pain and suffering payouts for minor injuries (sprains, aches and strains). This means the amount of money you can receive for the emotional distress of being in crash will be limited. But this limit is entirely separate from the money available to you for medical care and the other benefits described above. In fact, with the new changes these benefits are actually going up. This limit will not apply to major or catastrophic injury claims – like broken bones or brain injuries.

So who decides if an injury is minor? Under the new plan, just like today, a medical professional – not ICBC – will determine the diagnosis of your injuries and this will be used to establish whether it falls under the definition of a minor injury or not.
How will the definition of a minor injury be determined? The government and ICBC have been consulting with medical treatment providers to determine what types of injuries would fall under a minor injury definition. Over the coming months, this definition will be refined through regulation while still working with medical professionals for their input. In addition, other jurisdictions that already have a definition in place will also be reviewed in order to learn from past experience.
What if I disagree with my claim? Under our new plan, if you have concerns about your injury claim, there will be a new, independent dispute resolution process starting April 1, 2019. If you disagree with ICBC, based on the new plan, the Civil Resolution Tribunal will make decisions on the:

Why are these changes needed? In order to cover rising claims costs, B.C. drivers would need to pay on average at least $400 more for their full basic and optional coverage by next year – an average premium of approximately $2,100. These changes will stop you from paying rate increases of 30 per cent or more in 2019, while providing increased care for anyone injured in a crash.

Cracking down on offshore tax evasion and aggressive tax avoidance Canada has one of the highest voluntary compliance rates in the world; most Canadians file and pay their taxes on time. But, a small minority still choose to not pay what they owe. This is not fair and has to stop. Tax schemes deprive all levels of government of tax revenues that provide essential services to all Canadians. In order to ensure a tax system that is responsive and fair, the CRA is cracking down on offshore tax evasion and aggressive tax avoidance. The Canada Revenue Agency (CRA) has a robust system in place to tackle tax cheating, both domestically and internationally. This system includes information sharing and collaboration with international and domestic partners, new tools to analyze intelligence at its disposal, and experienced audit and investigations teams. The CRA continues to build on its capacity to detect and crack down on offshore tax cheats and ensure that those who choose to break the law, face consequences for their actions. In Budgets 2016 and 2017, the Government of Canada invested nearly $1 billion in the CRA. This investment will ensure that the CRA has the resources to continue its compliance efforts, step up enforcement and improve the fairness and integrity of the tax system for all Canadians. Cracking down on offshore tax evasion and aggressive tax avoidance From page 8 Offshore Compliance Advisory Committee (OCAC) OCAC was established in April 2016 to provide advice to the Minister and to the Canada Revenue Agency (CRA) on administrative strategies to deal with offshore compliance. The committee has reviewed the Voluntary Disclosure Program (VDP) and presented a report to the Minister with recommendations on how it could be improved. The CRA benefitted from that advice as it conducted its comprehensive review of the VDP program. Changes to the VDP were announced following a consultation with Canadians. These changes go into effect in March 2018. OCAC has also offered five recommendations on the CRA’s use of big data in its compliance activities. The CRA fully supports the recommendations and will continue implementing them. Reviewing money transfers as they cross borders to and from Canada (Electronic Funds Transfers (EFTs) over $10,000) Since January 2015, the Government of Canada has required financial institutions to report international EFTs of $10,000 or more to the CRA, to help identify taxpayers who may be participating in aggressive tax avoidance or who may be attempting to conceal income and assets offshore. Audits of the highest-risk taxpayers moving money between Canada and four jurisdictions and/or financial institutions of concern are underway. The CRA is committed to reviewing four jurisdictions and/or financial institutions in fiscal year 2017-2018 to identify high risk taxpayers. Collaborating and sharing information with international and domestic partners The CRA is working closely with partners here at home to crack down on tax cheats. The CRA is increasing cooperation and strengthening relationships with its domestic
partners such as the D e p ar t m e nt of Justice, the Royal Canadian Mounted Police, and the Public Pro s e c ut i on Service of C a n a d a , to more effectively crack down on tax evasion. Tax evasion and aggressive tax avoidance are issues that go beyond our borders, and combatting these require close collaboration and the sharing of information with Canada’s international partners. Canada is working with the Organisation for Economic Co-operation and Development (OECD) and the OECD’s Forum on Tax Administration (FTA), to promote international tax standards, reduce tax barriers, create better opportunities for Canadian businesses, and increase transparency around global tax issues. urrey will be home to one of the first urgent primary-care centres being set up in B.C., Premier John Horgan announced in the city on Thursday (June 7). The centres were an NDP election promise and aim to take pressure off of hospital emergency rooms, help people who don’t have a family doctor, as well as operate on weekend and hours outside of clinics. In all, ten are planned across the province. The government says the North Surrey centre, and the primary-care network it will be a part of, will “work to connect people to consistent health-care providers in the community who are accepting new patients” and “make it easier for people to receive follow-up care.” According to the provincial government, nearly 78,000 people in Surrey alone do not have a family doctor. Provincewide, it’s estimated one in six people don’t have a doctor. “We are making innovative
changes to public health care so that it works for British Columbians, providing them with timely, effective care in their communities,” said Premier Horgan in a statement. “By opening urgent primary-care centres in all of the health regions, we are delivering on our promise to improve quality of care, and provide more care to more people.” bExpected to open this October, the Surrey Urgent Primary Care Centre will be open daily from 10 a.m. to 10 p.m at the City Centre 2 building (9639 137A St.), near specialists’ offices, other health-care services as well as Surrey Memorial Hospital. “The proximity to the hospital will make it easy for hospital staff to refer patients to the centre for follow-up care, when appropriate,” a government release notes. Before departing for the G7 summit in Charlevoix, Que., the U.S. president called on the G7 leaders to let Russia back in. “It may not be politically correct, but we have a world to run. For seniors, there are opportunities for deferral. For others, there are opportunities as well. Someone with a $3 million home is being asked to pay a little bit more on their property tax to go towards education [with the school tax] and that is something we believe can be managed over time by the owner of that home.

These are challenges and trade-offs that governments make all the time and we are working through that. There has been a significant windfall on the housing side, that is undeniable. Pitt Meadows man dies in four-vehicle accident A 38-year-old Pitt Meadows man and his dog were killed in a four-vehicle collision Tuesday night on Golden Ears Way.
Witnesses say a Toyota Tacoma truck was speeding east when it crossed the centre line and collided with another car, which resulted in a chain-reaction of collisions. The driver of the Tacoma and
his dog died at the scene. Police say two other drivers were taken to hospital, one with serious injuries. A fourth driver suffered minor injuries which did not require hospitalization. No names have been released. Police continue to investigate.

Vancouver city introduces randomized ballot order for next municipal election Casting a ballot in October’s Vancouver municipal election will require a little more hunting and pecking after city council decided Wednesday to do away with the alphabetical listing of names on ballots. The city voted to direct an additional $225,000 — $175,000 on communication and another $60,000 on additional staff at voting places — towards its 2018 election budget to introduce a randomized name order on ballots for city council and park board candidates in the Oct. 20 election. A staff report for council stated that numerous electoral studies suggest ordering candidates alphabetically undermines the principle of fair elections. “There is a longstanding collection of empirical evidence demonstrating that
voters without well-defined preferences are more likely to select the top-listed names on ballots due to cognitive fatigue,” the report said. As noted on Twitter by Coun. Andrea Reimer, the motion passed despite opposition from councillors Elizabeth Ball, Adrianne Carr and Melissa De Genova. Construction worker crushed by truck in fatal accident A 24-year-old man was working near a dump truck when he was knocked down and crushed by a truck, RCMP said. And in both areas, inventories of unsold homes rose. However, with so many factors, including the new federal-level mortgage rules and new provincial taxes, others argue it’s more of a challenge to sort out. Tom Davidoff, an associate professor in the Sauder School of Business at the University of B.C., said tighter mortgage qualification rules are definitely impacting first-time buyers. However, the effect of the new tax measures by the province and the City of Vancouver also make it more challenging for buyers to calculate what they should be willing to pay.

Delta council members to receive ‘service benefit’ For the first time, Delta council members will be leaving office not only with a hearty pat on the back, but also some extra money in their pocket. In January 2017, council voted to give themselves and future councils a “Council Service Benefit,” sometimes called a “golden handshake,” which acts as the equivalent of a pension. Upon leaving office, elected members will receive an amount equal to what the city’s contribution to the municipal pension plan would be if they were treated as employees. “After all these years I’ve been on council, people say ‘Oh now you can have your pension,’” Mayor Lois Jackson said over the phone. “And I said, ‘No, we don’t get any of that.’” In Delta, the mayor and council members are not eligible to join the city’s pension plan. The service benefit comes instead of that. It is only applicable for up to 12 years of continuous service, and is given out when a member leaves council. “It always is a bit of a sticky wicket because no one really likes to be setting their
own salaries, if you would,” Jackson said. This year, Mayor Lois Jackson, Counc. Heather King and Counc. Ian Paton will be recieving the benefit for sure. All other councillors are either running for mayor or re-election, and would only get the benefit if they did not make it back into council. Jackson is eligible to recieve $124,153. King is eligible for $19,820. Paton, if he served out the 2018 term, which he will not do, would have been eligible for $39,511. The remaining councillors, if they do not return to council, will be eligible for the following: $33,958 for Sylvia Bishop, $54,991 for Robert Campbell, $34,199 for Jeannie Kanakos and $48,978 for Bruce McDonald. The benefit, voted in without discussion in January 2017, was first put forward in December of 2016 by staff. Staff looked at 17 different municipalities and found that seven offer some kind of end of service benefit. Many of these mimic municipal staff pensions.

Surrey bylaw officer assaulted after peacock complaints A man has been arrested after a bylaw officer was assaulted as he attempted to fine the man for feeding a flock of feral peacocks that have been running wild in the Surrey neighbourhood of Sullivan Heights. Complaints from residents that the man was feeding the peacocks brought city officials to his property at 150th and 62 Ave. on Monday evening. The individual allegedly assaulted the bylaw officer, who decided to call for police backup. “He was definitely assaulted. He was grabbed, and (the assailant) was trying to hold him there,” said Surrey bylaw manager Jas Rehal, adding that officers have been to the man’s house at least five times. “This is not the first time we’ve attended this property. The owner is well aware of what the rules are,” Rehal said.
The fine for feeding peacocks is $250. A spokesperson for Surrey RCMP said an investigation into the assault of a peace officer continues. The man was released without charges, and has not yet been formally fined. It is not clear if the man will face charges. Residents have reported seeing the owner of the property keep peacock cages and feeding structures. City bylaws state that no person shall breed, possess or display in public a prohibited animal, which includes peafowls. The birds have for years caused noise complaints and property damage. Last month, a resident was fined $1,000 for illegally cutting down a tree near his home, after being “pushed to the edge” by the birds’ wailing and defecating. The tree was a popular roost for nearly 100 peacocks.
Chilliwack murder victim brother of long-time gangster A young man killed in Chilliwack Thursday was the younger brother of long-time gangster Clayton Eheler, Postmedia has learned. Nicholas Cross, 25, was found unresponsive in the 45000-block of Wellington Avenue about 5 a.m. Thursday. Cpl. Frank Jang, of the Integrated Homicide Investigations Team, said police arrived to find “a man dead with injuries consistent with homicide inside the home.” “IHIT was called in and has taken conduct of the investigation,” Jang said. “IHIT is working closely with its partners from the Chilliwack RCMP, the
Integrated Forensic Identification Services and the B.C. Coroner’s Service to gather evidence.” He said Cross was “known to police and associated to drug activity.” “It is still early in the investigation but we believe Mr. Cross was targeted for murder,” he said. His older brother has been in the news a fair amount after his arrest in a major drug trafficking case in 2015. And he was close to Independent Soldiers member James Riach, visiting him the Philippines shortly before Riach’s arrest there. Riach was sentenced earlier this year to life in prison.

Homeowners rally against NDP school-tax surcharge Homeowners opposed to the NDP schooltax surcharge once again held a rally before a housing town hall organized by VancouverPoint Grey MLA David Eby on Monday. Speakers at the rally denounced the surcharge, dubbed by some as a “family home tax,” and directed their ire at Eby, whose riding is home to many single-detached houses worth above the $3-million threshold of the additional tax. One of them is Ron Pears, who has lived in the University Endowment Lands for 30 years. RCMP looking for armed robbery suspect Surrey Mounties are seeking help to identify a suspect in the armed robbery of a convenience store in Guildford in February. The robbery happened at 3:45 a.m. on Feb. 28, in the 9900-block of 152nd Street. Corporal Elenore Sturko said the robber pointed a gun at the clerk, who was alone in the store, and “jumped the counter and stole a number of lottery tickets before fleeing.” The suspect is white, 35 to 40 years old and medium built. He was wearing a blue hoodie and white coat. Police ask anyone with infomation to contact the Surrey RCMP at 599-0502 or Crime Stoppers at 1-800-222-8477.

Residential sales volume last month fell 22 per cent in the Greater Toronto Area, compared with May, 2017, while the number of properties changing hands in Greater Vancouver dropped 35 per cent. The benchmark price for residential properties in Greater Vancouver rose to a record $1,094,000 last month, despite the decline in sales volume. The benchmark price is an industry representation of the typical home sold in an area. “The scale of the housing policy changes so far is not large enough to fundamentally change the dynamics in Vancouver,” said Alex Hemingway, public policy finance analyst at the Canadian Centre for Policy Alternatives. In its February budget, the BC NDP minority government announced a variety of measures designed to reduce home prices, including what it calls a speculation tax imposed on out-of-province residents and an increase to

Members of the Punjabi-speaking community say the plates fly in the face of the Insurance Corporation of B.C.’s (ICBC) mission to combat drinking and driving, and they are upset the Crown corporation issued them without thoroughly checking their meaning. “I was like, seriously, is this happening

Surrey residents say peacocks damaging cars in Sullivan Heights area For years, some 150 feral peacocks have been the source of noise complaints, property damage and overall frustration for the residents of Surrey’s Sullivan Heights neighbourhood. Now, they’re in the spotlight again after some of the feathered vandals began inflicting thousands of dollars’ worth of damage to pricey cars. “This peacock did this,” a woman is heard saying in a video where she documents a large scratch on the side of her vehicle. Peacocks became homeless after a homeowner fells nesting trees. Peacocks seen in Surrey’s Sullivan Heights neighbourhood on Saturday, June 2, 2018. The birds can be seen using their powerful beaks and talons to fight off their own reflections in the in the doors and body panels of luxury cars. “With the dark-coloured cars, they can see their reflection fairly clearly, so they mistake that as another peacock and have at it,” said resident Ryan Cragg. Sometimes, he added, the peafowl won’t back down for hours. “They’ll get the front panel, the side panel, the
rear panel and then work around to the other side.” The animals have been living in Sullivan Heights for more than a decade. A resident used to farm the animals when the area was less developed. The farmer moved out and hundreds of homes were built, but the colourful birds have remained part of the neighbourhood’s pecking order ever since. The peafowl most recently made headlines last month when frustrated homeowner Parm Brar illegally removed a nesting tree, landing him a $1,000 fine form local authorities. “Forty-plus peacocks were going up on my roof every night,” he said. The noise complaints haven’t stopped since then either. “It’s like living with a colicky baby from March all the way through to October,” Cragg said. The peacocks mate during those months and dozens of them can be found roosting on trees and rooftops all over the neighbourhood. Sullivan Heights isn’t the only place crying foul over pesky peacocks. Officials say several other North American cities have experienced similar problems.
Young woman dead, another injured in crash at Highway 17A in Delta A young woman is dead and another injured after a two-vehicle crash in Delta on Saturday night. Police said the two women were passengers in a northbound vehicle that had stopped on the side of Highway 17a at Ladner Trunk Road at around 10 p.m. The two were looking for something
in the trunk when they were struck by a northbound jeep, officers said. A 19-year-old woman died at the scene. Her 20-year-old friend was taken to hospital and is expected to survive. The driver of the jeep, who police said may have been impaired, remained at the scene.

On April 3, 2018 a male identifying himself as Vincent PERRON, attempted to take out $6,500 at a money lending business in the 8900 block of 152 Street in Surrey. During the transaction, the male presented a number of false documents. Employees were able to determine that the documents were
fraudulent, and the male fled without receiving any money. Sentencing hearing continues in case of B.C. Mountie’s death RCMP hold service to mark first anniversary of Const. Sarah Beckett’s death With a shaved head, stubble on his face and wearing a red prison-issued T-shirt, Fenton was stared down by Beckett’s husband, Brad Aschenbrenner, throughout the proceeding. “It was hell all over again. I just felt like throwing up,” Aschenbrenner told Global News in a phone conversation Monday afternoon. Fenton pleaded guilty to driving over 0.08
and causing an accident resulting in bodily harm and failing to stop for police. A truck was found in a ditch on May 22, 2016 northwest of Victoria. The truck’s passenger claims Fenton was speeding and driving under the influence when he hit the truck, causing it to veer into the ditch. Fenton is already serving a four-year sentence for impaired driving causing the death of Beckett in Langford in April 2016. Aschenbrenner says he had a brief but heated exchange with Fenton’s defence lawyer, Dale Marshall, prior to Monday’s hearing. Aschenbrenner told Global News he feels the four-year sentence handed down to Fenton last July is too short. He said he hopes Fenton’s guilty plea in the second collision will increase his time behind bars but it’s not clear if that will be the case. Outside the Duncan Law Courts Monday morning, Aschenbrenner asked Crown attorney Tim Stokes about Fenton’s sentencing, including what the minimum would be, but didn’t get any answers. Dan McLaughlin, communications counsel for the B.C. Prosecution Service, wouldn’t comment on the case. He told Global News that because the case is still before the courts, he won’t speculate on a possible sentence.

Canada’s niceness is the very reason its young men radicalize It’s no secret that the past decade has seen a strong resurgence of the far right across Europe and North America. A new (or, arguably, very old) strain of xenophobic populism has contributed to Brexit, Trump’s presidency and the rhetoric of leaders like the Hungarian prime minister, Viktor Orbán, who has promised to defend his “Christian homeland”. To say that these extremists have become emboldened would be an understatement; in fact, they are empowered, as in they are literally being elected into power.The international view of Canada tends to be that we are mostly untouched by this frightening trend. This is also how we see ourselves as a quasi-socialist paradise, with socialised medicine, anti-hate legislation and
sensible gun laws. But if the past month and a half has proven anything, it’s that beneath our progressive veneer is an insidious undercurrent of violence. On 23 April, 25-year-old Alek Minassian deliberately drove a van onto a crowded Toronto sidewalk, killing 10 pedestrians, it is alleged. Shortly before the attack, Minassian apparently made a Facebook post declaring that the “incel rebellion” had begun. Immediately after the attack – while details about the alleged perpetrator were as yet unknown and there were still bodies on the ground – prominent white nationalist Faith Goldy was on the scene declaring it to be a “terrorist attack” by a “Middle Eastern” man.
Goldy is formerly of Rebel Media, a far right Canadian outlet with an especial devotion to Islamophobia. Goldy and Rebel Media are representative of a growing far right scene in Canada, one that includes violently xenophobic groups such as La Meute and misogynistic MRA organisations such as Men’s Rights Edmonton and CAFE. Just a few weeks after the Toronto van
attack, the New York Times ran a profile on Canadian academic-cum-pop-philosopher Jordan Peterson. Peterson’s star has been on the rise ever since he opposed a bill meant to protect the rights of trans people. Peterson, in a gross misrepresentation of the bill which has since passed into law, said it was an attack on free speech because it would force him to use people’s preferred pronouns.
BC property markets starting to shift after tighter mortgage rules, tax changes Three months into B.C.’s experience with tighter mortgage-qualification rules, layered in with provincial real-estate tax changes, property markets are starting to
shift. However, parsing out the whether the provincial measures — the speculation tax on second homes, school surtax on expensive homes and raising the property transfer tax — are having a big, small or any impact on the housing market is an open question. “When we look at the overall downturn we’ve seen in the market, I do not see it being at all attributable to provincial measures,” said Cameron Muir, chief economist for the B.C. Real Estate Association. Muir said the declining demand, especially in the Lower Mainland, “is entirely attributable” to new mortgage-qualification rules, higher mortgage rates and already-high prices that have reduced the purchasing power of firsttime buyers. And he argued that some of the other tax measures, such as the foreign-buyers tax and Vancouver’s empty-homes tax, will apply to too few homes to make a difference to housing affordability. In May, both of the Lower Mainland’s major real-estate boards saw sales fall 35 per cent below levels of the same month in 2017. For the Real Estate Board of Greater Vancouver, that was 2,833 sales in May compared with 4,364 a year ago. In the Fraser Valley, the numbers were 1,758 versus 2,707. And in both areas, inventories of unsold homes rose. However, with so many factors, including the new federal-level mortgage rules and new provincial taxes, others argue it’s more of a challenge to sort out. Tom Davidoff, an associate professor in the Sauder School of Business at the University of B.C., said tighter mortgage qualification rules are definitely impacting first-time buyers. However, the effect of the new tax measures by the province and the City of Vancouver also make it more challenging for buyers to calculate what they should be willing to pay. “On a month-by-month basis, I have no ability to say in particular which of those smoking guns shot the bullet that led to the change in (sales) activity,” Davidoff said. B.C.’s recreational-property market is one area where owners can expect a dent in the values of their properties, depending where they are, according to a major realty firm, which points directly at the provincial speculation tax. Royal LePage, in its annual recreational-property survey, estimated that, on average, the province’s vacation-property prices will dip 2.8 per cent in 2018 as out-ofprovince owners put properties on the market, increasing inventories. “Essentially, it is a tale of two markets,” said Royal LePage realtor Adil Dinani.Those regions of B.C. now captured by the expanded B.C. speculation tax, which was intended to target foreign owners who leave homes empty, can expect to see a short-term pullback in sales, and a deflation in prices. That includes Kelowna and West Kelowna in the Okanagan. However, for the Gulf Islands and Qualicum Beach, where the tax doesn’t apply, it should be “business as usual,” Dinani said. Regardless of whether the provincial tax measures are having an affect right now, they remain popular moves, according to a new poll by the Research Co. That survey, of 800 British Columbians polled found that 67 per cent of respondents believed that the province’s surtax on homes worth more than $3 million and $4 million was “very good” or “good.”

Maureen Silcoff, a spokeswoman for the Canadian Association of Refugee Lawyers, says her organization and other civil society groups were dismayed to hear Immigration Minister Ahmed Hussen talk about wanting to work collaboratively with the U.S. government on dealing with the influx of illegal border crossers arriving in Canada from the U.S. She pointed to recent revelations about how the U.S. has been dealing with some of its illegal border crossers — steps that sometimes include separating children from parents who are detained in custody. “The prevalence of
detention has risen and the conditions of detention are poor and now we see something really quite horrific, which is the tearing away of children from their mothers when they arrive as a deterrent effect,” Silcoff said. Human Rights Watch has reported that more than 600 children, including infants and toddlers, have been separated from their parents while trying to cross the border illegally into the United States. Their parents were arrested and sent to detention centres. Hussen travelled to Washington on Monday to meet Homeland Security Secretary Kirstjen Nielsen for high-level talks about the continuing surge in asylum seekers. $400,000, 21 kg of Meth & thousands of Fentanyl pills seized by Saskatoon police More than $400,000 in cash, 21 kilograms of methamphetamine and thousands of fentanyl pills were seized following a weekslong investigation by the Saskatoon Integrated Drug Enforcement Street Team (SIDEST). Five people are now facing drug- and proceeds of crime-related charges as a result of an investigation that started in April, Saskatoon police said in a news release. On May 31, members of SIDEST observed “activity consistent with drug trafficking” in the 100 block of Third Avenue South, arresting a 30-year-old man and 33-year-old man during a vehicle stop. Following the initial arrests, police searched an apartment
in the 100 block of Third Avenue South and a house in the 600 block of Gillies Way. A 62-year-old man, 33-year-old man and 60-year-old woman were arrested at the Gillies Way home. Along with meth, approximately 4,400 fentanyl pills and cash, police also seized over 2,400 grams of powdered cocaine and what police described as “significant amounts” of crack cocaine, hash, marijuana and heroin. A cocaine press was also seized out of a vehicle, police said. All five appeared Monday in Saskatoon provincial court and are scheduled to return to court later this month.

Montreal to implement plastic bags ban next year Montreal merchants who disregard the city’s plastic bag ban could now face fines of up to $1,000 for an individual and $2,000 for a corporation for a first offence. Montreal implemented its long-planned ban on plastic bags at the beginning of the year, making it the first major Canadian city to do so. There is an exception for thin bags used in grocery stores to transport fruit and vegetables to the cash register, or to wrap up meat. City officials say lost or abandoned plastic bags are a visual nuisance that cause considerable harm to terrestrial and marine ecosystems and often end up in landfills. “We use roughly 2 billion of these bags annually and only 14 per cent are reintegrated in recycling plants,” said Jean-François Parenteau, the city council member responsible for the environment. City officials say the ban is to encourage people to move away from
single-use products and to adopt reuseable bags. Thicker plastic bags, paper bags and cardboard boxes will also be allowed. Victoria has also announced its intention to ban plastic bags beginning in July 2018, while Vancouver is mulling the issue. Several smaller Canadian municipalities have also imposed their own bans, while Toronto tried and failed to do so in 2012. Retail and plastic industry advocates have opposed the bans, arguing they are unnecessary as well as troublesome for businesses and consumers. The Canadian Plastics Industry Association‘s website argues that most shopping bags are reused and recycled, and that other measures to reduce the number of plastic bags have already been successful.

Canada’s trade deficit narrows to six-month low as imports fall, exports grow Canada’s trade deficit in April narrowed to the lowest in six months as imports slumped and exporters continued to show signs of strength. The merchandise trade gap narrowed to $1.90 billion (US$1.5 billion), half the $3.93 billion gap recorded a month earlier, Statistics Canada reported Wednesday in Ottawa. Imports fell 2.5 per cent, paring back strong gains in March. Exports advanced 1.6 per cent, the sixth gain in the past seven months. After struggling through the middle part of last year, Canada’s exports have seen a revival in recent months due to a run-up in oil prices and stronger demand for non-energy exports. That’s a good sign for an economy that will need the export sector to make a bigger contribution to growth as consumers scale back. The biggest gains were
recorded in energy, metal products, forestry and consumer goods. The narrowing in the deficit was much larger than anticipated by economists, who had forecast a trade gap of $3.4 billion during the month according to a Bloomberg survey. In volume terms, exports rose 1.2 per cent, adding to a strong 3.5 per cent gain a month earlier. Real nonenergy exports were up 1.5 per cent during the month. The decline in imports, which helped reduce the trade balance in April, isn’t all good news. Economists see rising imports as a gauge of domestic demand and business investment, and the figures in April signal Canada’s economy scaled back purchases during the month. In volume terms, imports were down 2.4 per cent. That includes a 0.2 per cent decline in machinery and equipment
Canadian economy is more vulnerable to external threats like NAFTA, IMF says The external risks facing the Canadian economy are more acute than in the recent past, the International Monetary Fund said Monday in an annual review that has focused on the country’s housing market in recent years. Cheng Hoon Lim, the IMF’s assistant director, Western Hemisphere Department, said economic anxiety is high with concerns about the future of the NAFTA talks and developments in international corporate taxation including the recent U.S. corporate tax cuts. “The impact of lower corporate tax rates in the U.S. could make Canada a less attractive destination for investment,” she said. The IMF report recommended it was time for Canada to examine its corporate tax in the face of the changes in the U.S. Lim also said failure to reach a NAFTA deal within a reasonable time frame could hurt
investment and growth for an extended period. IMF report estimated failure to reach a new NAFTA agreement could reduce long-run Canadian real gross domestic product by 0.4 per cent relative to its baseline forecast. That amount could increase if non-tariff trade costs increase, the report noted. The IMF said it expects the Canadian economy, which grew by three per cent last year, to slow to growth of 2.1 per cent in 2018 and 2.0 per cent in 2019. In its report, the IMF noted the housing market continues to remain a key domestic risk for the economy. But, it said that the vulnerability has moderated somewhat, as the housing market has shown signs of cooling down. “It will remain a vulnerability for some time given the large stock of household debt,” Lim said. Cost estimate for navy supply ships climbs by more than $1 billion The estimated cost of building two new supply ships for the Canadian navy has climbed to $3.4 billion, an official in the procurement minister’s office said Tuesday. That’s a $1.1 billion increase over the last projection for the Joint Support Ship program, which is years behind schedule. Delays in the program are at the heart of a criminal charge against the country’s secondhighest military commander, Vice-Admiral Mark Norman. He is accused of breach of trust for allegedly leaking cabinet secrets in relation to a contract to acquire the navy a leased replenishment ship to cover the gap while the military waits for the new supply ships to be built. Separately on Tuesday, Ottawa was buzzing about the possibility that the Liberal government was close to a deal to acquire a small fleet of medium icebreakers for the Canadian Coast Guard. But it’s the escalating price tag on the navy’s permanent supply ship program that will draw the most
political heat. A spokesperson for Public Services and Procurement Minister Carla Qualtrough referred questions about why the cost escalated so dramatically to National Defence. The Parliamentary Budget Officer estimated some time ago that the program’s cost eventually would exceed $4.1 billion for two ships — an assessment dismissed at the time by both defence and procurement officials. However, defence and budget planners went back and looked at the way the PBO’s office costed its projection, and have now revised their estimate, said Pat Finn, who is in charge of purchasing at the Department of National Defence. “We have marched half way to the PBO number,” he said. “We recognize that and acknowledge it.” The higher price also reflects the cost of delays as materials and labour become more expensive. Other costs have now been added in, including the expense of refashioning the jetties where the ships eventually will dock.

MPs there will now have to decide what to do about the the almost four dozen amendments to Bill C-45 that were made in the Senate. The government will have to decide whether to approve, reject or modify the changes before returning the bill back to the Senate for another vote. Health Minister Petitpas Taylor has said that, once the bill is passed, provinces and territories will need two to three months to prepare before retail sales of legal cannabis are actually available. Most of the Senate’s amendments are minor, but a handful are significant. One amendment would allow provinces to prohibit home cultivation of cannabis if they so choose, rather than accept the four
marijuana plants per dwelling allowed under the bill. Another amendment would impose even more stringent restrictions on advertising by cannabis companies, preventing them from promoting their brands on so-called ‘swag’, such as T-shirts and ball caps. Yet another is aimed at recognizing that marijuana is often shared socially. It would make it a summary or ticketing offence for a young adult to share five grams or less of cannabis with a minor who is no more than two years younger, and it would allow parents to share it with their kids, as they can wine or other forms of alcohol. Petitpas Taylor has refused to say how the government views the many amendments, but it appears to have given its blessing to at least 29 of them, which were proposed by the sponsor of the bill in the upper house, Sen. Tony Dean. In their final speeches, Conservative senators betrayed frustration that most independent and Liberal independent senators appear poised to support the bill.

Nirav Modi’s five dummy companies paid its directors Rs 8,000 to Rs 30,000 The Enforcement Directorate in its report against jeweller Nirav Modi have said that owners and directors of at least five firms based out of Hong Kong earned only between Rs 8,000 and Rs 30,000 every month, an Indian Express report has revealed. The report adds that the companies that these directors worked for allegedly received about Rs 8,270 crore from letters of undertaking issued by Punjab National Bank on behalf of the jeweller. The ED further added that the so-called directors of five such dummy firms were actually junior employees and former employees of Modi’s Firestar Group. The ED has further alleged that goods were moved between Firestar
Group and these dummy firms in Hong Kong, Dubai and India, which led to creation of huge outstandings in the books of the dummy companies against the Indian firms. Earlier, the ED said it would move a special court in Mumbai to seek permission for “immediate confiscation” of about Rs 7,000 crore assets of designer diamond jeweller Nirav Modi under the recently promulgated Fugitive Economic Offenders Ordinance. The agency, empowered by the Union government to enact the new power in the country, will seek an official declaration to categorise Nirav Modi as a “fugitive” based on its prosecution complaint (charge sheet) filed before a special court.

Australian woman charged with riding horse while drunk A woman has been charged after allegedly riding a horse to a bottle shop while she was more than four times the legal alcohol limit. Police in Logan, south of Brisbane, were called to a tavern about 11:30pm on Monday over a woman refusing to leave the premises. They said upon arrival the female allegedly rode the horse through the drive-through section of the tavern and appeared heavily intoxicated. All NRI marriages solemnised in India would have to be registered within 48 hours, Union Minister of Women and Child Development (WCD) Maneka Gandhi said on Wednesday. As of now, there is no time frame to register marriages in India. However, a Law Commission report has recommended that the time limit to register marriages should
be restricted to 30 days after which a penalty of Rs 5 per day could be imposed. “NRI marriages have to be registered within 48 hours, else the passport and visas would not be issued,” Gandhi said, adding that the WCD Ministry is in the process of issuing orders to the registrars that details of such marriages should be provided to it so that a central database can be maintained.

7 men accused of touching girls at Roseville water park in California Seven men were arrested and accused of inappropriately touching several young girls on Memorial Day at Golfland Sunsplash water park in Roseville, police said. Sunsplash officials received reports of several men touching girls on Monday, police said. After children and family reported the inappropriate behavior, Golfland Sunsplash security separated the victims and kept the suspects together in a group before police arrived. Witness statements, in conjunction with Sunsplash security personnel, led officers to have probable cause to arrest the seven men on multiple charges, Roseville police said. Akshay Kumar was born as Rajiv Hari Om Bhatia on 9 September 1967, an actor, producer, martial artist, stuntman and television personality, who works in Bollywood films, and currently holds Canadian citizenship. In a career spanning more than twenty five years, Kumar has appeared in over a hundred Hindi films and has won several awards including the National Film Award for Best Actor for his performance in Rustom and two Filmfare Awards. Film: ‘Veere di wedding’
Story: Kalindi (Kareena Kapoor Khan), Avni (Sonam Kapoor Ahuja), Sakshi (Swara Bhasker) and Meera (Shikha Talsania) are childhood friends. Kalindi and Rishabh (Sumeet Vyas) are getting married, and the four gal pals come together for their veere’s wedding. But of course, there can be no shaadi without showsha and a lot of drama. This wedding celebration brings out skeletons from the closet, unspoken truths and some harsh realities as well. Review: Four friends dealing with life, love, marriage and heartbreak isn’t an unheard of concept. But what makes ‘Veere Di Wedding’ a unique prospect is that here the pack of performers, is led by four ladies who make their choices, stand by them and have the guts to live their life the they want. There’s nothing holding back these gutsy girls. They speak their mind with fearless abandon, while they’re talking about sex before marriage, the lack of it post marriage, about orgasms and sex toys. They
giggle and laugh over it and analyse their own situations in life with a certain objectivity, which many may or may not agree with. It’s refreshing to see a film present its women characters, in not just a progressive light, but also with umpteen flaws and cracks. It gives them the freedom to make mistakes and move on and that’s the beauty of it. These girls are unabashed using cuss words to express their angst or get high and happy to let their hair down. They don’t feel compelled to explain themselves or justify their actions, and that is one of the highlights of the film. The story introduces you to the four characters and sheds light on their complexities. Kalindi can’t come to terms with the idea of marriages and the other challenges that come with it. She’s just going with flow because she’s in love. Avni can’t seem to find a soul mate though her nagging mom (Neena Gupta) is desperately trying to find her a suitable matrimonial match. Sakshi is a little too fiery to be tamed by relationships and Meera is married to a firang and they have a young child, but her marriage isn’t a cake walk either. The best part of Director’s Shashanka Ghosh’s ‘Veere Di Wedding’ is the vibe that these veeres share and their conversational chemistry. They are like any four millennial girls who live their life carefree.

Is real estate property market shifting with tight mortgage rules? intended

Real Estate Association. Muir said the declining demand, especially in the Lower Mainland, â&#x20AC;&#x153;is entirely attributableâ&#x20AC;? to new mortgagequalification rules, higher mortgage rates and already-high prices that have reduced the purchasing power of first-time buyers. And he argued that some of the other tax measures, such as the foreign-buyers tax and Vancouverâ&#x20AC;&#x2122;s empty-homes tax, will apply to too few homes to make a difference to housing affordability. In May, both of the Lower Mainlandâ&#x20AC;&#x2122;s major real-estate boards saw sales fall
35 per cent below levels of the same month in 2017. For the Real Estate Board of Greater Vancouver, that was 2,833 sales in May compared with 4,364 a year ago. In the Fraser Valley, the numbers were 1,758 versus 2,707. And in both areas, inventories of unsold homes rose. However, with so many factors, including the new federal-level mortgage rules and new provincial taxes, others argue itâ&#x20AC;&#x2122;s more of a challenge to sort out. Tom Davidoff, an associate professor in the Sauder School of Business at the University of B.C., said tighter mortgage qualification rules are definitely impacting first-time buyers. However, the effect of the new tax measures by the province and the City of Vancouver also make it more challenging for buyers to calculate what they should be willing to pay.

Support for expanding the speculation tax outside Metro Vancouver garnered the support of 76 per cent of respondents. The margin of error on the poll is plus or minus 3.5 per cent, 19 times out of 20. â&#x20AC;&#x153;It has been handled well and there is definitely a lot of popular support for all these measures at this particular stage,â&#x20AC;? said Research Co. president Mario Canseco about a public that simply wants to see action on the housing front. Trends to look for in Vancouver’s housing market this summer As the weather warms up, industry experts agree that home sales and prices will continue cooling in Metro Vancouver as the market adjusts to stricter mortgage regulations and new BC housing policies. “It’s a lot for the market to adjust to and it could take a little bit longer for the market to adjust to those measures,” RBC Senior Economist Robert Hogue tells BuzzBuzzNews. Since February, year-over-year home sales have been declining in Metro Vancouver. In April, a total of 2,579 homes changed hands in the region, down 27 per cent from the 3,553 sales recorded in April 2017, according to the latest data from the Real Estate Board of Greater Vancouver (REBGV). A drop in activity is attributed to a combination of factors, including a new stress test implemented by the Office of the Superintendent of Financial Institutions (OSFI) on January 1, rising interest rates and new provincial housing policies announced in February. The BC government’s housing plan includes raising the foreign buyers tax to 20 per cent, along with a new speculation tax expected to be introduced this fall. “The 2018 provincial budget introduced new taxes, it hinted at future taxes and it hiked existing taxes.
