14-yr-old Sikh boy beaten in Seattle Family claims it was a ‘hate crime’ A 14-year-old Sikh boy was punched and knocked down by his classmate near Seattle in the Washington State with his father claiming that his son was targeted because he is of Indian descent, media reports said. The boy wearing a traditional Sikh turban was beaten less than a block outside of the city’s Kentridge High School. The assault happened last week and has since drawn outrage from the boy’s family. The boy was attacked by the classmate as someone recorded it and posted it on Snapchat. In the clip, the classmate follows behind the victim and suddenly punches him, knocking him to the ground. The victim is punched several more times as he tries to protect his head and crawl away, the report said. However, the school district says it was not rooted in hate, but spawned hate speech online. The victim’s father, who declined to be identified, told KIRO-TV he fears his son was targeted because he is of Indian descent and is a Sikh. “I am feeling so, so bad because this happened with my son,” he said. “He never
interacted with this guy. He never know his name, I don’t want to see this happen again with my son or anyone else. I don’t want to see this,” he said. School officials said the attack was not religiously or racially motivated, but was instead a continuation of an earlier classroom dispute. The student who attacked the boy and the student who filmed the encounter will be appropriately punished, said Chris Loftis, communications director for the Kent School District, outside Seattle. Kent School District claims to be one of the most diverse in the country, with more than 27,000 students who speak 150 languages. The case is the latest in a series of troubling incidents of apparent hate crimes, where members of the Indian community have been targeted. It comes six months after a Sikh man in Kent was shot by someone yelling “Go back to your own country!” at him. Kent is home to many practicing Sikhs. The 39-year-old victim recovered from a gunshot wound to the arm and told police he did not know the shooter.
RCMP investigating sexual assault at Newton Wave Pool The Surrey RCMP have confirmed they are investigating an allegation that a 13-year-old girl was sexually assaulted at Newton Wave Pool on Friday afternoon. “Our investigation has advanced to the point where we can now confirm that our Special Victims Unit is actively investigating this incident,” a Surrey RCMP statement indicated Thursday. “Investigators have been fully engaged in this file since they were called to the incident of Friday, October 27, and have been in regular contact with the family, who are understandably upset.” Students reminded about ‘stranger danger’ after pre-teen sexually assaulted in Surrey. Media reported that a father alleged his developmentally delayed daughter was sexually assaulted in the women’s washroom. After that story went online, Corporal Scotty Schumann said Wednesday that police “don’t normally confirm or deny investigations unless there is an investigational or public safety need. “This is to protect the integrity of an investigation and people who are subject
of an investigation where no charges are laid,” he explained. “We would like to reiterate that our investigators are open to speaking with people directly involved in an investigation and receive any feedback they may have.” On Thursday, the Surrey RCMP revealed they have a “person of interest” — a young person — and “due to the sensitivities of this investigation, including the age of those involved, the Surrey RCMP will not be disclosing further details about this incident or investigation.” Police said they believe it to be an “isolated incident” and “do not believe there is any further risk to safety at this point, or previously. “The Surrey RCMP is sensitive to the very delicate nature of these types of files, particularly when young persons are involved,” Thursday’s statement read. “As such, we are very careful to protect the integrity of these investigations to ensure the privacy of the individuals involved remains intact.”
Gas prices in Metro Vancouver continue to go up If you are unhappy with gas prices in Metro Vancouver hitting $1.45 per litre, you really won’t like Saturday’s prices, says GasBuddy petroleum analyst Dan McTeague. Thanks to a supply crunch, he predicts the cost of gas will spike again overnight in Metro Vancouver, hitting $1.47.9 per litre. McTeague says gas has steadily gone up 15 cents a litre in one month, and notes that the region hasn’t seen gas prices this high in three years. He says the reason has to do with low
supply, a weaker Canadian dollar, and a surging demand in the U.S. for petroleum and diesel. Contributing to low supply is that two of four of Washington State’s oil refineries are shut down for maintenance. “We just don’t have enough supply in our own backyard to meet demand,” he said. He predicts Metro Vancouver gas prices, the highest in North America, will continue until about Wednesday or Thursday.

Gov’t must take action against home grown terrorists Kevin Omar Mohammed of Ontario has just been jailed for four and a half years for supporting terrorism and terrorist organizations overseas. He also went to fight with terrorists in Syria and urged others to do so before running back to the comforts of the welfare and freeunlimited-medical state that is Canada. How many other would be terrorists like him have gone overseas to create havoc and then returned to Canada? By some estimates, more than 350 young men, mostly those who believe in Islamic terror organizations, ave either gone overseas and returned here or supported terrorist organizations from here in Canada. But the federal Liberal government is not telling the people of Cnada anything about the whereabouts of these would be
terrorists - where are they living, what are they doing and whether they are a threat to other law abiding citizens of Canada. The Canadian government has been dealing with these “returned trorrorosts” with kid gloves and, in fact, protecting them. The government should alert the public about these terrorists who have returned to Canada. The government should also lay charges against these people - similar to Mohammed. But don’t expect much from the federal government of Justin Trudeau. An illegal Somali immigrant and a sworn supporter of terror outfit ISIS, who tried to kill police officers and others in Edmonton, hasn’t even charged with terrorism. He has been charged with driving offences and causing
grievous bodily harm. This is Justin Trudeau’s Canada for you.

Kang and his brothers grew up in southeast Vancouver and have been on police radar for years. Kang was convicted of trafficking in Vancouver on two separate occasions in 2010 and 2012. For the 2010 counts, he got a threeyear conditional sentence and a 10-year firearms prohibition. After the 2012 convictions, he was sentenced to 15 months of house arrest. He was also charged with aggravated assault for an incident in April 2016, but all charges were stayed in March 2017 in Vancouver Provincial Court. Kang said “Kang was known to police and associated to gang activity.” “Investigators believe Mr. Kang’s murder was targeted and linked to other gang violence in the Lower Mainland,” he said. “This was a brazen shooting in a residential neighbourhood and a blatant disregard for the safety of the public. There are people who have information about what happened. I urge these individuals to come forward and speak with IHIT so that we can hold those responsible to account.”

The NDP made poverty reduction one of its key election promises last spring after years of labelling the former Liberal government as cold-hearted for rejecting plans to reduce one of the highest child-poverty rates in Canada. Simpson appointed 27 people, including poverty advocates, academics and First Nations members, to an advisory group that will provide insights and guidance as the government prepares to introduce its reduction strategy and legislation next spring. He said the dates and locations for a series of public consultations will be announced shortly. “The end result of this, we hope, will be a complete poverty reduction strategy next year,”
Simpson said. “I look forward to hearing from British Columbians who believe this is an issue that we need to challenge and who believe we need to reduce inequality, and reducing poverty is a fundamental step in that.” He said the poverty issue cuts across all communities and statistics indicate that 40 per cent of those in poverty have low-paying jobs. Dawn Hemingway, chairwoman of the School of Social Work at the University of Northern B.C., said she expects the government’s strategy will make a real difference in people’s lives. “I want to underline that as a human being and as a social worker, I firmly believe that it is a basic human right for everyone to have a good quality of life,” she said. Hemingway was appointed as one of the leaders for the advisory group. Simpson said the government has yet to decide how many people would be involved in the basic income project or the amount of money that would be provided to those participants, but it has already undertaken consultations with academics and other experts. He said a federal-provincial initiative in the 1970s conducted a basic income experiment in the community of Dauphin, Man. Researchers looking at the program, called Mincome, said it was stopped after four years when Canada fell into an economic recession. The Ontario government’s project is measuring how a basic wage helps people living on low incomes meet their needs for food, shelter, health and employment training.

Charges stayed for Kelowna woman accused of threatening former premie The woman who was accused of levelling death threats against former B.C. premier Christy Clark and Kelowna Mission MLA Steve Thomson has avoided further criminal prosecution. Pavla Janeckova faced two charges of uttering threats to cause death or bodily harm for phone messages she left at the offices of the premier and Thomson during the run-up to the provincial election. Those charges were stayed Nov. 1 when Janeckova agreed to enter into a Peace Bond, according to Special Prosecutor Kris Pechet. “Janeckova will be bound by the terms of the bond for the next 12 months,” said Dan McLaughlin, Communications Counsel, BC Prosecution Service. Conditions will restrict her access to Thomson and Clark and will restrain her from attending areas related to them. “The Special Prosecutor concluded that this resolution was appropriate given Ms. Janeckova’s personal circumstances and was not contrary to the public interest,” said McLaughlin. “The resolution was arrived at following consultation with the investigative agency, the subjects of the threats and counsel for Janeckova and had the support of all concerned.”
Police probe death of woman found at Spanish Banks Vancouver Police are investigating the death of a woman who was found in medical distress at Spanish Banks Friday morning. The woman was found near the concession area at about 7:30 a.m., police said in a statement. She was rushed to the hospital but died a “short time later.” Detectives from VPD’s Major Crime Section are investigation to determine if the death was suspicious. Anyone who say anything unusual is asked to contact police.
Rizwan. Naseem was arrested Tuesday after investigators received a tip on his whereabouts and “laid down a trap,” according to a police news release. Police alleged that Naseem was “a desperate robber” and contract killer who took orders about “eliminating the writer” from Chhota Shakeeel, believed to one of the leaders of D-Company. On Facebook, Fatah posted a photo of himself in a witch’s hat, boasting that his Halloween had been cheerful as ever despite “a wannabe assassin in India.” On Wednesday, however, he admitted the reports had shaken him. “I feel I’m putting on an act by saying I’m not scared,” he said in an interview. “It’s a very
strange feeling.” Fatah, a Muslim, was born in Pakistan and emigrated to Canada in 1987. As an author, columnist and radio host, he often uses his platform to criticize what he views as extremism in Muslim society that is “held hostage by hateful pretenders of piety.” In recent years, his views have courted controversy. A contributor to Rebel Media, Fatah has sided with Donald Trump’s proposed ban on immigration from several Muslim-majority countries and supported a debunked theory that a Muslim was involved in a deadly shooting at a Quebec City mosque in January. On his Fatah’s Fatwa show, discussions about

Islamic issues with members of the Indian Muslim community regularly become heated, with one guest threatening to slit his throat. The show, he said, touched on incendiary topics — like polygamy — in India, where Islamic issues are rarely discussed publicly and tensions between the Hindu majority and Muslims are usually left unspoken. Fatah told the Post earlier this year that the popularity of his show had seen him mobbed in the street by fans and advised by police to keep a low profile. And this spring, authorities suggested he leave India and “comeback later on” due to an apparent risk to his safety, he said. Investigators were not available to answer questions on the motives behind the alleged assassination attempt. Fatah, though, said he believes the motive is clear. “They’re upset about what I said on my television shows.”

How police hunted down an Ontario terror suspect from anonymous online posts

en weeks after the October 2014 terrorist attacks that targeted Canadian soldiers in Saint-Jean-sur-Richelieu, Que. and Ottawa, the so-called Islamic State received an
encrypted message from Ontario. “In Canada there’s a school called Canadian Royal Military College in Kingston,” it began. “Loads of students dressed in military uniform. I believe
they have some agreement to serve in army after graduation.” “All over town students walk around in uniform. They’re probably unarmed, but there is police squad cars constantly roaming the city, more than regular cities,” read the Jan. 2, 2015 dispatch. “It’s kind of important on my end to let me know when you’ve read.” When the RCMP came across the message during an investigation, they had a problem. It appeared that someone had visited the military college of the Canadian Armed Forces and sent his observations to ISIS. To make matters worse, the message had allegedly been forwarded to Reyaad Khan, a prolific ISIS attack planner behind several terrorist plots against the West, who had passed it on to a Canadian ISIS fighter. If the RMC was a possible target, who had written the message? It had originated from the account of “Frank Dumberton,” on the encrypted social messaging application Surespot. So who was Frank Dumberton? On March 25, 2016, the RCMP arrested Kevin Omar Mohamed in Waterloo, Ont. He pleaded guilty on June 2, 2017 to participating in the activity of a terrorist group. He was sentenced on Tuesday to 4.5 years. In court on Monday, Mohamed admitted he travelled to Syria three years ago to join the Al Qaeda faction Jabhat Al-Nusrah and that he had used several aliases to post on social media about terrorist attacks in the West against “non-believers.” A statement of facts agreed to jointly by the Crown and defence did not mention the military college incident but it was among the RCMP allegations raised at Mohamed’s bail hearing immediately following his arrest. The matter could not be reported until now due to a publication ban. Paul Slansky, Mohamed’s lawyer, said his client “didn’t know who he was speaking to” when he discussed what “various universities and colleges” were like in Canada. “And the prosecution, police interpret this as information that was being provided to facilitate some kind of attack, but there’s no basis for that.” But the RCMP said Mohamed had sent the message to an ISIS fighter in Syria and that it had been passed along to Khan, a British terrorist considered so dangerous by the government
of the United Kingdom that it killed him in a drone strike. The details of the RCMP investigation show how, as extremists have harnessed the Internet to push their violent agendas, police have pursued them there, peeling back the layers of seemingly anonymous online accounts. The former University of Waterloo engineering student used at least three aliases and accessed the Internet through free Wi-Fi at Tim Hortons restaurants. At times, he wrapped his phone in aluminum foil and used dark net software to conceal his online activities. “Brothers, seriously, don’t be paranoid about security agencies,” he wrote on Twitter on June 17, 2014. “They are not all-knowing allhearing.” “There’s nothing too technologically advanced in what they did,” Daniel Tobok, a digital forensics expert, said of the police. “This is what I call another day at the office,” said Tobok, CEO of Torontobased Cytelligence Inc. “They obviously received a tip about this person and his radicalized views. And they were able, leveraging technology like Twitter, like IP addresses, to track him.” Mohamed was born in Canada and grew up in Durham region, east of Toronto. He went to high school in Ajax. His father worked at an Oshawa autoglass business. His mother is a Whitby realtor. While at university, he “became very idealistic” and was “appalled” by the plight of the Syrian people, his lawyer said at his sentencing. He wanted to help. “Unfortunately, he chose the wrong way of doing it.” On April 23, 2014, he bought a Turkish Airlines ticket leaving Toronto the next day. On October 14th at 8:15pm a man robbed the convenience store on the corner of 88th Avenue and 140th Street in Surrey. One person was punched and another thrown to the ground by the suspect before making off with cash. Thankfully, both victims did not sustain any serious injuries. The posts did not go unnoticed. The Middle East Media Research Institute, a U.S. group that monitors online extremist content, used a phishing technique to determine that Abu Khalid had accessed the Internet from Whitby. On July 3, 2014, MEMRI published a report titled English-Speaking Jihadi Returning From Syria, Likely A Canadian, Incites Attacks In The West. It collected his Tweets and called him “a great admirer” of Osama bin Laden and Al Qaeda cleric Anwar Al-Awlaki. Around that time, CSIS officers came to the house three times asking about Mohamed’s trip to Turkey, his mother said. She said she wasn’t concerned Mohamed had done anything because he told her CSIS harassed devout Muslims. She eventually told them not to come back. The RCMP probe, Project SWAP, did not begin until a year later. “We began our investigation in July of 2015 when we received a MEMRI report,” Sgt.

New snow cleaing equipment for Surrey Mayor Linda Hepner says the Surrey is more than ready for snow. The city has ordered a new piece of equipment to clear sidewalks as part of a pilot project this year, the mayor revealed. “If this is the way winters could potentially look forever, then we have got to find a better way to deal with sidewalks,” she said, referring to last year’s record-breaking snowfall. During a 44-day cold snap from Dec. 4, 2016 to Jan. 16, 2017 temperatures in Surrey were at or below zero degrees Celsius, the longest duration of freezing temperatures since 1984. And more snow fell in the city after that. “Hopefully it’s not the look of all of our future winters but if it is, I think it we’re ready.” The new tool is essentially a small unit that can plow sidewalks with ease, she

Canada’s economy blows past expectations with gain of 35,300 jobs The economy added 35,300 jobs in October but the unemployment rate crept higher, with more young people looking for work, Statistics Canada said Friday. The agency said the number of full-time positions swelled by 88,700, while part-time employment dropped by 53,400 jobs. The unemployment rate increased to 6.3 per cent, up from 6.2 per cent in September. The “other services” category led the growth in jobs with a gain of 21,400 positions, while the construction industry gained 18,400. Information, culture and recreation industries added 15,300 jobs. Offsetting those gains, the wholesale and retail trade sector lost 35,900 positions. Job growth also picked up in the United States, data showed today, after hurricane-related disruptions hurt employment in September. But there were signs that labour market momentum was slowing as annual wage gains sharply retreated. Nonfarm payrolls increased by 261,000 jobs last month, the largest gain since July 2016, but below economists’ expectations for an increase of 310,000 jobs. Regionally in Canada, Quebec posted the largest increase with a gain of 18,400 jobs, while Alberta added 11,900. Manitoba added
4,000 jobs and Newfoundland and Labrador rose by 3,400. Saskatchewan lost 4,000 jobs in October. Compared with a year ago, employment was up by 308,100 jobs as the number of full-time jobs increased by 396,800 and the number of part-time positions fell by 88,700. The jobs figures came as Statistics Canada also reported that the country’s trade deficit totalled $3.2 billion in September, essentially unchanged from the previous month which was revised to a deficit of $3.2 billion compared with an initial estimate of $3.4 billion. The trade deficit came as exports fell 0.3 per cent to $43.6 billion in the month, a fourth consecutive monthly decline. A 10.6 per cent drop in exports of motor vehicles and parts were offset in part by a 7.2 per cent increase in exports of energy products. Prices of exports fell 0.6 per cent, while volumes grew 0.3 per cent. Meanwhile, imports fell 0.3 per cent to $46.7 billion as imports of electronic and electrical equipment and parts fell 4.6 pr cent and consumer goods fell 1.9 per cent. Prices of imports fell 1.5 per cent, but volumes increased 1.3 per cent.

Vancouver lawyer Dianna Robertson said her clients all experienced pain and complications after receiving dental treatment from Krieger at the Clover Care Dental Clinic in Surrey. Some alleged he drilled too deeply into their gums and performed fillings they didn’t need. Two women claimed his alleged mistakes led to “excruciating” pain and “dead” teeth. Barred for one year In January 2017, Krieger voluntarily withdrew his registration as a dentist on the heels of a Go Public investigation.
He has now been fined $10,000 and barred from practicing for one year after an investigation by the College of Dental Surgeons of B.C. In a consent order agreement published on Tuesday, Krieger admitted to performing sub-standard fillings, crowns and a root canal. He also admitted he charged patients for “complicated” extractions, when they only needed a simple removal, and acknowledges that some of his actions amount to professional misconduct. Robertson said that while her and her clients are “pleased” with the CDSBC’s decision, the college’s decision is completely separate from the lawsuit being brought

Canada to admit 340,000 immigrants a year by 2020 The federal government sought Wednesday to introduce more stability into Canada’s immigration system by introducing a plan that sets out a gradual rise in admissions over the next three years. By 2020, Canada will see an increase of 13 per cent in overall immigration numbers, with the vast majority coming under economic programs designed to address skills shortages and gaps in the labour market as the population ages and the birth rate declines. At 340,000 people, the increase by 2020 represents the highest intake since before the First World War, though it stops short of the 450,000 target suggested by the government’s economic advisory council in a report last year. The last time there was a multi-year approach was in the 1980s and it was shelved after a recession. Hussen’s predecessor, John McCallum,
had suggested last year the government was contemplating a switch and consultations on the idea have been ongoing ever since. The Conference Board of Canada -- among the groups advocating for a multi-year plan -welcomed the move. “Canada’s decision to increase immigration will help sustain long-term economic growth in light of its rapidly aging population and low birth rate,” senior vice president Craig Alexander said in a statement. “Introducing a multi-year levels plan will improve the ability of governments, employers, immigrant-serving organizations and other important stakeholders to successfully integrate newcomers into Canada’s economy and society.” The massive movement of refugees and migrants around the world had seen calls for the Liberals to not just increase economic immigration to Canada but also add more space for resettlement of refugees and displaced persons. Canada welcomed nearly 60,000 people in the refugee and protected persons program in 2016, thanks to the landmark Syrian refugee effort. But while slight increases are planned to that stream over the next three years, the final target is nowhere near as high, with a planned 48,700 people by 2020. Conservative Immigration critic Michelle Rempel said Canada’s immigration system as it stands is plagued with problems that if not addressed, will only be exacerbated by the increases overall. She pointed to major backlogs at the Immigration and Refugee Board overwhelmed by an influx of asylum seekers at the border, delays in processing live-in caregiver applications for permanent residency and thousands of unprocessed private sponsorship applications for refugees.

Amazon to bring 1,000 new tech jobs to B.C. Seattle-based technology giant Amazon has announced plans to bring 1,000 new jobs to B.C. by 2020. This will double the current number of Amazon employees in B.C. No-go zones as bail condition creates ‘revolving door’ of crime, study finds The majority of people accused of drug crimes in Vancouver are released on bail with a number of conditions including restrictions on their movement but a new study suggests no-go zones may be causing more harm than good. Nicholas Blomley, a professor of Geography at Simon Fraser University and one of the researchers behind the “red zone” study, said that the Downtown Eastside is the most common place where courts impose a no-go zone restriction in Vancouver. But the neighbourhood hosts a number of support services and so banning vulnerable people from the area can hurt their chances of recovery, Blomley told CBC host of On The Coast Stephen Quinn. “The people we spoke to described the effects as really quite profound,” he said. For many people the zone they are banned from, may be where they were arrested, but also it’s where they live. The study says bans cut people off from safe injection sites, shelters, housing and community services they need. While no-go zones are necessary in some cases, for example to protect a victim from an abuser, Blomley said the restrictions are overused and should not become a default bail
condition. The study found that the Downtown Eastside, highlighted red on the map, was the most common no-go zone given as a bail condition. The Vancouver study found that 97 per cent of all bail orders included conditions of release and 53 per cent of those orders related to drug offences included a red zone. Blomely said that’s helping drive up the number of “administration of justice” offences, now the top two most common offences in Canada — with usually involve breaches of bail or probation conditions. “[The top offences] are not people breaking into cars,” he said. He said no-go zones help create a “revolving door” into the already clogged justice system. “Ironically, you could argue that in fact [the no-go zones] are actually generating crime instead of dealing with crime,” Blomley said. Charter right to freedom of religion, establishing that the government does not have a duty to protect an object of religious beliefs. Instead, the duty is to protect the right to hold such beliefs and to practice those beliefs in worship. “In short, the Charter protects the freedom to worship, but does not protect the spiritual focal point of worship,” the decision says. The legal saga over building a year-round ski resort in B.C.’s Jumbo Valley has spanned 26 years, as
developers first started the application process in 1991. The land is considered sacred by the Ktunaxa Nation because it’s home to the “grizzly bear spirit,” central to their religious beliefs and rituals. Conceptual sketches show buildings designed and constructed in the traditional Canadian mountain architecture style. Jumbo Valley Resort In 2009, the Ktunaxa declared that permanent structures and human settlement on the land would drive the spirit from the area, making their rituals meaningless. In other words, no accommodation with the resort was possible. When the B.C. government gave final approval to the project in 2012, the Ktuxana immediately appealed, arguing it violated their religious freedom as well as the requirement to be meaningfully consulted. Their appeal was dismissed in both the B.C. Supreme Court and the B.C. Court of Appeal. The Supreme Court ruled the approval of the ski resort did not violate section 2(a) of the Charter, which guarantees the right to freedom of religion. “The Ktunaxa’s claim does not fall within the scope of s. 2(a) because neither the Ktunaxa’s freedom to hold their beliefs nor their freedom to manifest those beliefs is infringed by the Minister’s decision to approve the project,” said the decision, written by Chief Justice Beverley McLachlin and Justice Malcolm Rowe.

Derek Johnson (pictured) and Kevin Kumar are each charged with two counts of fraud over $5,000 for activities in the Kelowna area in 2015 and 2016. The pair have a lengthy history of conducting phoney real estate deals in Alberta and were sentenced to two months in prison in 2016 for ignoring a court order to stop brokering in real estate. ICBC to be audited after reports that some shops inflate repair costs BC government announced Wednesday it will lead an audit of the Insurance Corporation of British Columbia (ICBC), after reports some auto shops have been inflating repair costs. In a statement, Attorney General David Eby said the government has hired an accounting firm, PwC Canada, to identify waste and find ways to prevent fraud and overbilling at the Crown corporation. “ICBC will not be back on the road to financial sustainability or in a position to provide affordable rates to British Columbians without major changes at every level,” said Eby in a statement. The audit comes after reports that some auto body shops were overbilling for repairs. Early Wednesday morning, the union representing ICBC workers put out a statement claiming some auto body shops have been inflating the cost of repairs under the
express repair program. That program allows customers to go directly to an auto shop for an estimate, which is then passed on to ICBC for approval. Annette Toth, vice-president of MoveUP, said several of its members have told her that due to the high volume of claims, ICBC employees often don’t have a chance to take a second look at the costs. “Our estimators are constantly trying to correct it,” said Toth. “There’s not enough people to do the checks and make sure the body shops are being fully accountable.” An autobody shop owner said all ICBC-approved repair shops must adhere to manufacturing standards when coming up with repair estimates. Some auto shops said they think the rising cost of car parts is contributing to the increase in repair costs. They say claims of overbilling are overblown. “They think we’re exaggerating the estimates, but we’re really not.
BC gov’t hires engineer to lead review of Massey Tunnel bridge project BC’s provincial government has hired an engineer to lead the independent technical review of the 10-lane bridge project to replace the George Massey tunnel. Stan Cowdell, the president of Westmar Project Advisors Inc., has years of experience as an engineering consultant for public infrastructure projects, according to the province. Th government put the massive construction project on hold in September in order to conduct the technical review. At the time, Transportation Minister Claire Trevena said the review would consider whether the previous Liberal government’s plan for a 10-lane bridge would be the best option or if the solution is a smaller crossing, repairs to the existing tunnel, a twinned tunnel or a combination of those ideas. The project to replace the aging tunnel has generated controversy in Metro Vancouver. Richmond city council had asked the government to stop work until other options are looked at, including twinning the tunnel. But on the other side of the Fraser River, Delta Mayor Lois Jackson had argued the project should continue. The independent technical review is expected to provide a report in spring 2018.

Vancouver now less affordable than Manhattan: Study Well, it finally happened. Vancouver’s housing market is now less affordable than the U.S.’s two famously pricey housing markets, Manhattan and San Francisco. According to an analysis of North American cities from Point2 Homes, the median house in Vancouver costs 17.3 times the median income in the city. A median house in Manhattan costs 15.6 times the median income, while in San Francisco it’s 13.8. “Although homes in San Francisco and Manhattan are more expensive than those in Vancouver, with median selling prices of $1,275,000 and $1,207,500, respectively, a lower median income is what makes Vancouver’s
affordability index higher than that of the two U.S. cities,” Point2 Homes said on its blog. Despite rapid house price growth until this year’s slowdown, Toronto clocked in as only the 13th least affordable housing market in North America. A median home there costs 7.5 times median income, Point2 Homes found. That puts Toronto on par with Queens, New York, or Washington, D.C., on housing affordability. The survey compared Canadian, U.S. and Mexican housing markets, and found Canada stands alone as the least affordable. The median home sale price of $485,680 is roughly double the median house price in the

But those preparations don’t include snow tires on buses. The company insists the winter-rated all-weather tires they use are recommended by their tire manufacturer for most conditions found on Metro Vancouver roads. However, TransLink says it will test “tire socks” on four buses on Burnaby Mountain. They are covers made of fabric with Kevlar threads sewn in. “All these little threads act like microgrippers and increase the area of contact on snow or ice for improved friction,” said Simon Agnew who is heading the pilot project for Coast Mountain Bus Company. “We are the first transit agency in North America that is trying these. These were developed in Norway, and commercial truckers have started using them in the Lower Mainland, and we have heard really positive feedback on them,” he said. Tire socks being tested out by the Coast Mountain Bus Company are one of several new ways TransLink hopes to combat snow and ice this year. Coast Mountain also hopes to do some testing next week on Mt. Seymour, if there is enough snow. A set of two for each bus costs

5 people die of overdoses in Abbotsford within 9 hours Last Friday, Abbotsford saw five people die of a drug overdose within a nine-hour period. Police in Abbotsford, about 70 kilometres east of Vancouver, said three of the victims were men and two were women. Four died inside apartment buildings and one was found outside a business. They ranged in age from 40 to 67, and all of them died alone. BC overdose deaths now surpass 2016 total, coroner says Const. Ian MacDonald said that that many deaths in such a short amount of time is

Fatal car crash took one life on highway 1 near Langley An Abbotsford man is dead following a collision on Highway 1 in Langley. Langley RCMP received a report about the three-vehicle crash, which happened near the eastbound 232nd Street exit, at about 5:20 a.m. on Tuesday.
When police arrived, they found two vehicles on the road and a black Acura in the ditch. The 40-year-old driver, and sole occupant, of the Acura was dead. The occupants of the other two vehicles weren’t injured.
The incident resulted in the highway being blocked for about five hours. A second, three-vehicle crash near the 208th Street overpass didn’t help the traffic situation for eastbound commuters. An officer came upon that incident

Quebec woman gets 7 years in prison for smuggling cocaine into Australia

A Quebec woman who pleaded guilty to smuggling more than 30 kilograms of cocaine into Australia last year was sentenced to 7½ years in prison on Friday. Isabelle Lagacé, 29, looked relieved when she learned her fate, according to Australian broadcaster 9News. She was facing a life sentence. Judge Kate Traill read out Lagacé’s affidavit in court. Lagacé expressed remorse for her “error in judgment.” “It pains me to know my defining moments of womanhood will be spent in prison halfway around the world,” she said. “This will haunt me for the rest of my life.” LagacépleadedguiltyinDecember.Counting the time she has already served behind bars, she will be eligible for parole in February 2021. Woman dies in immigration detention A 50-year-old woman detained by Canadian immigration officials in a maximum-security jail in Milton died on Monday, according to a brief news release from the Canada Border Services Agency. The agency, which has the power to arrest and jail non-citizens, would not disclose the woman’s identity, country of origin or her cause of death, as per its usual protocol. The woman is the 10th person to die in immigration detention in the last five years and at least the sixteenth since 2000. Immigration detainees are not criminally charged, but are detained on an indefinite basis, either because they have been deemed a danger to the public, are unlikely to show up for their deportation or because their identity is in doubt. The average length of detention last year was 19.5 days, but there is no limit to how long someone can stay in detention and some cases drag on for months or years.
In Ontario, immigration detainees are held either at the Immigration Holding Centre, a minimum-security facility in Etobicoke exclusive to immigration detainees, or in maximum-security provincial jails, where they are treated as sentenced criminals and those awaiting trial are. An immigration detainee’s detention is reviewed every 30 days by the quasijudicial Immigration and Refugee Board, but where the person is detained is at the sole discretion of CBSA officers and is not subject to any oversight. This aspect of the system was recently criticized by Superior Court Justice Alfred O’Marra, who ordered longtime immigration detainee Ebrahim Toure, who had spent four-and-a-half years in a maximum-security jail, to be transferred immediately to the less-restrictive Immigration Holding Centre.

Indian among 31 killed as bus plunges into river in Nepal At least 31 people, including an Indian woman, were killed on Saturday after an overcrowded bus veered off a road and plunged into a river in central Nepal’s Dhading district, police said. The Kathmandu-bound bus from Rajbiraj fell into the Trishuli River while negotiating a turn at Ghatabesi, 70 km west of Kathmandu, around 5:00 am, said Superintendent of Police, Dhading, Dhruba Raj Raut. Security personnel, including those from the Nepal Army and Armed Police Force, rescued 16 injured passengers who had fallen into the river along the Prithvi highway. The rescue teams have pulled out 28 dead bodies so far and the search was on for other missing passengers, according to The Kathmandu Post. According to the police, most of the deceased were from Saptari district and 12 of them have been identified.
One Indian, Mamata Devi Thakur, also died in the accident, the report said. All injured passengers were taken to nearby hospitals, but two of them who suffered serious injuries were rushed to Kathmandu for treatment, the police said. 2 uncles found guilty in rape of 10-yr-old After a fast-track court found both maternal uncles guilty of raping a 10-year-old and the younger one of impregnating her, the older uncle, while speaking to The Tribune about the act, said, “It just happened.” He refused to comment on the court’s decision, but responded when asked about why he committed the crime. The younger uncle, who is also the father of the victim’s child, refused to talk. Both accused were present in the court when the decision was announced and walked out of the court with their heads lowered. The court has found both guilty under Section 376 (2) (f) (i) (n) of the IPC and Section 5 (l) (m), punishable under Section 6 of the POCSO Act. The quantum of sentence will be pronounced on Thursday. The case caught the attention of the national and international media when the 10-year-old was found pregnant. The court also issued summons to Leader of the Opposition Sukhpal Singh Khaira under Section 319 of the CrPC following an application from the prosecution. He has been told to appear on November 30. Sources said the court had awarded punishment of 20 years each to Harbans Singh, Subhash Chander, Gurdev Chand, Gurdev Singh and Manjeet Singh. Each convict has also been fined Rs 9 lakh. In case of their failure to deposit the fine, they shall have to undergo imprisonment of another two years. Gurdev Singh is a former chairman of the Market Committee, Dhilwan. Sonia, a dancer, has been sentenced to 10-year imprisonment, Manjit Singh six years, Sandeep, alias Shanty, and Nirmal Singh three years each. These persons were arrested by the Jalalabad police on March 9, 2015, along with 2-kg heroin, 24 gold biscuits, one country-made pistol, two Pakistani SIM cards and a Tata Safari vehicle. The police had filed a challan against the accused on September 16, 2015. The name of Khaira, former Punjab Pradesh Congress Committee spokesperson, had then cropped up for his alleged association with Gurdev Singh. Khaira had denied the allegations and claimed that then ruling party leaders were trying to malign his political image. His name did not figure in the challan.

Warrants issued against Khaira in drug case A local court has issued non-bailable warrants against five persons, including Leader of the Opposition Sukhpal Singh Khaira (pictured), in a case under the Narcotic Drugs and Psychotropic Substances (NDPS) Act. CM woos Mumbai entrepreneurs Unveiling Punjab’s industrial policy before a gathering of industrialists and businesspersons here today, Chief Minister Capt Amarinder Singh today sought further discussions with entrepreneurs in order to fine-tune the initiatives undertaken by the government. The Industrial and Business Development Policy-2017, unveiled before a gathering of the business community organised by the Chamber of Indian Industry (CII), offers a number of sops to those investing in Punjab. Apart from fixing electricity tariff at Rs 5 per unit for five years from today, the government announced that it would refund the state GST paid by companies investing in Punjab. Other incentives include a one-time settlement of loans taken by companies from the Punjab State Industrial Development Corporation (PSIDC), Punjab Financial Corporation (PFC) and Punjab Agro Industries Corporation Limited (PAIC), according to the policy. The new policy also comes out with additional incentives for companies investing in border districts, extreme border zone and Kandi areas. Addressing the gathering of industrialists, Capt Amarinder Singh said the policy had been framed after consultations with
industrial associations and officials. He further promised to do more depending on the feedback received by the government. “We are trying to create the right atmosphere here so that you can come and invest in Punjab... We will like to know your views on the policy and will surely incorporate your suggestions,” Amarinder Singh said. The policy which takes a comprehensive look at various departments promises a singlewindow clearance to investors. Special considerations have been given to medium and small enterprises and startup companies which set up shop in Ludhiana, Jalandhar, Amritsar and Patiala. Apart from promising to revamp industrial estates in Punjab, the government seeks to set up technology centres and industrial clusters catering to various sectors of businesses. Among the industries that are being targeted by the policy include manufacturing of e-vehicle, electronics, defence equipment, food processing industries, healthcare, etc. Meanwhile, Rakesh Kumar Verma, CEO, Punjab Bureau of Investment Promotion, and Secretary, Industries, Commerce and IT, Punjab, made a presentation on “Investment climate policies and investment opportunities in Punjab”.
Two jail staffers held for links with gangsters’ aides The intelligence wing’s Organised Crime Control Unit (OCCU) today arrested assistant jail superintendent Rupa Singh and jail wing constable Karamjot Sharma, both posted at the Central Jail here, for alleged links with Gandhi Group Student Union (GGSU) leaders Harman Virk Samana and Armaan Cheema. The latter had been arrested yesterday for allegedly supplying drugs and weapons to gangsters lodged in jails. “The two officials were illegally providing facilities to the gangsters,” an OCCU officer said. “They were also passing on messages to the student leaders and accepting parcels meant for the inmates.” As per a preliminary investigation report prepared by the intelligence wing, these officials ensured that mobile phones, SIM cards, weapons and liquor supplied by the GGSU leaders reached the imprisoned gangsters. Sources said Rupa Singh proceeded on leave almost a month ago, when the new jail superintendent joined duty, but she remained in touch with Harman and Armaan. “Any parcel handed over to Karamjot or another constable would reach Rupa, who would then hand it over to the gangsters,” said Bikramjit Brar, incharge, CIA Rajpura.
Meanwhile, Harman revealed during interrogation that he organised a rally for a political party before the Punjab Assembly polls, hoping that it would form the government. “These student leaders spent around Rs 5 lakh on the rally, which was held at a marriage palace on the Sirhind road here,” said officials who questioned them. Harman and Armaan were allegedly in touch with Nabha jailbreak accused Neeta Deol and Gurpreet Sekhon, for whom they arranged drugs. The jailbreak had taken place in November 2016. One of the escapees, gangster Vicky Gounder, is still on the run. Ferozepur: Four mobile phones were seized from inmates in the Central Jail here on Wednesday. Five prisoners were booked under Section 329 of the IPC and Section 52-A of the Prisons Act at the city police station. No technical education through correspondence, says Supreme Court Getting a technical degree via distance education mode would no longer be possible as the Supreme Court on Friday ruled that that technical education could not be provided through correspondence courses. In a landmark verdict affecting millions of students across India, a Bench of Justice AK Goel and Justice UU Lalit restrained educational institutions from providing courses in subjects such as engineering and computer science through the distance education mode. It suspended engineering degrees granted between 2001 and 2005 to all graduates through distance learning by JRN Rajasthan Vidyapeeth, Rajasthan (JRN); Institute of Advanced Studies in Education, Rajasthan (IASE); Allahabad Agricultural Institute, Allahabad; and Vinayak Mission Research Foundation (VMRF), Tamil Nadu, for want of adherence to statutory guidelines and policies. The degrees would remain suspended till the students pass an examination under the joint supervision of AICTEUGC, it ordered, adding that “every single advantage” on the basis of the degree would also stand suspended till then. It also directed the CBI to carry out a thorough investigation into the conduct of the officials who dealt with the matters and granted permissions against the policy statement. 170 employers facing investigation One hundred and seventy employers are being investigated by the Ministry of Employment, Industrial Relations and Productivity for failing to pay their workers according to the revised national minimum wage rate and under sectorial-based minimum wages. This was revealed by the Minister for Employment, Industrial Relations and Productivity, Jone Usamate, who confirmed the ministry’s compliance section was investigating the matter. “The ministry, as part of its compliance and inspection process is investigating a total of 18 cases for the month of October 2017 under the national minimum wage and 152 cases also for the month of October for 10 Sectorial based minimum wages,” he said. “These cases have been reported to the ministry after workers identified that they were not paid their rightful wage rates together with annual holiday and sick leave, and public holiday pay.” The national minimum wage was revised from
$2.42 to $2.68 per hour. It came into effect on September 30. And this meant all employers in Fiji who were covered under the national minimum wages must pay their unskilled workers their rightful dues of $2.68 per hour of work. “This will ensure that we alleviate poverty by having a guaranteed national minimum wage for workers as this will ensure that they have steady income on a weekly basis,”said Mr Usamate. Mr Usamate urged all Fijian employers to pay the rightful minimum wage rates to their workers to ensure there was good faith employment relations. He said paying workers the right pay at the right time would also enable workers to perform better. Mr Usamate also confirmed employers failing to adhere to the payment of the revised national minimum wage rate could face spot fines of $500 and upon conviction by the Employment Tribunal, would be fined not exceeding $20,000 or a term of imprisonment not exceeding two years or both.

Pakistan plans to build new nuclear reactors: Official Pakistan plans to build at least three to four big reactors as it targets nuclear power capacity of 8,800 megawatts (MW) by 2030, the country’s atomic energy commission chairman said. Pakistan has five small reactors in operation with combined capacity of just over 1300 MW. PPF account to be closed if holder becomes NRI Amending rules on post office savings schemes like the National Savings Certificates (NSC) and Public Provident Fund (PPF), the government has notified that such accounts would be closed prior to maturity in case of holders changing their personal status to become non-resident Indians (NRIs). The amended rules were notified in the official gazette earlier this month. The amendment to the PPF Scheme, 1968, says: “If a resident who opened an account under this scheme, subsequently becomes a non-resident during the currency of the
maturity period, the account shall be deemed to be closed with effect from the day he becomes non-resident”. The interest payable would be up to the date of the account closure, it said. A separate notification on NSCs said in case of a similar change of status of the certificate holder before the maturity period, “the certificate will be encashed, or deemed to be encashed on the day he becomes nonresident” and interest will be paid accordingly. This Government has certainly lost its mind.

SABC celebrates Diwali By: Anupa Masand in style Sindhi Association of British Columbia, established in 2011, celebrated this year’s Diwali in style. The gala, called Jhilmil Diyaree held on Oct 14th at New Era Banquet Hall, was a fully sold out event. SABC President Amar Ochani and Vice President Ramchand Samtani planned the event keeping every detail in mind. They aimed at involving the youths of community and succeeded in doing so by brining in the elements of their interest like Bollywood dance, Hip-Hop dance and a Fashion Show, incorporating the spirit of Diwali in them. Keeping also in mind the mix of Indo-Canadian community attending this event, English country songs were sung by Terrance and Shirley with live guitar. Bollywood’s golden era was revived by Mohan Bhojwani through his violin playing hits form 60s. Variety of dances were performed by Sheela, Kamal, Maya, Harsha, Neha and Gunjan. But the highlight of the evening that left the audience spell bound was Jhilmil Fashion Show with the essence of festival of lights elegantly
choreographed by Sandy K. Deo, who volunteered for this community event. Venus Makeup Studios also volunteered to do makeup and hair for models. Astonishing outfits for models were sponsored by ‘Dare to be Different Couture’ owned by Jessie Sandhu and her team. Models walking the ramp were a mix of professionals and community members from ages 15 to 50 years. The background music was brilliantly mixed and scored by a grade 12 student of Sullivan Heights Secondary, Gautam Masand. He also walked the ramp alongside his father Harish Masand who coordinated the entire fashion show. The show stopper was Melanie Chevrier who walked gracefully in her golden outfit. Keeping the audience entertained with their gift of gab were MCs Harish Masand and Seema Vaswani. The two board executives, Pooja Belani and Sushma Bajaj, said ‘This year SABC has achieved new heights and we as a team are confidant to maintain this level in coming years’.

Should the Sanjay Leela Bhansali drama procure the essential permissions, it will be the first Indian film to attempt this wide a global release. Mounted on a budget of 180 crore, the Ranveer Singh and Shahid Kapoor-starrer is being promoted by Hollywood studio Paramount Pictures, which is backing the worldwide release. Ajit Andhare, COO, Viacom Motion Pictures, the Indian distributors of Padmavati,
tells mid-day, “Paramount and Viacom have a long-standing relationship. This story is universal. Historical films have the power to mesmerise people, whether or not the audience is familiar with the culture. Deepika’s global appeal, given that she starred in XXX: Return Of Xander Cage, is another bonus.” Andhare adds tha while the Hollywood studio was happy with what they saw of the film in the trailer, the makers have more to offer with the entire outing. “We kept them in-

However, the film’s Austria schedule turned out to be particularly challenging for Salman Khan. The superstar suffers from trigeminal neuralgia, a facial nerve disorder that results in episodes of shock-like pain that lasts for seconds to a few minutes. The condition gets aggravated in extreme cold or heat. Khan suffered excruciating pain on his face while shooting in the biting cold of Austria, where the temperature had dropped to -2 degree C. The actor, we hear, was running high fever but refused to be laid up, lest it delay the tight schedule.

The full cast of Remo D’Souza’s Race 3 has been revealed and all our expectations have come true. Ahead of the big announcement, speculation about the film’s cast had roped in names likes Daisy Shah, Saqib and Bobby Deol, and, now we learn it’s actually true! The wait is not far for Race 3 to go on floors - here’s what the makers tweeted: “Race3 Shoot beings on 9th November!! Here are some photos from the set. Apartment sales driving Vancouver housing market swift Vancouver and the Fraser Valley both experienced above-average home sales last month, according to local real estate board figures, as buyers try to get ahead of the new mortgage requirements in January. Vancouver area home sales jumped 7.1 per cent from September to October with 3,022 properties sold, and 35.2 per cent from the same month last year, according to the Real Estate Board of Greater Vancouver (REBGV). The federal government’s plans to tighten mortgage requirements for the seventh time in eight years helped spur short-term activity, said the REBGV president Jill Oudil in a statement. “We have definitely seen some spur in activity, likely for any buyers that are wanting to make sure they jump in before the change in the rules,” she said. The Office of the Superintendent of Financial Institutions will implement new lending guidelines at the beginning of next year. Among the changes being considered is a requirement that homebuyers who do not require mortgage insurance still have to show they can make their payments if interest rates rise. Additionally, some buyers may be trying to beat any further Bank of Canada interest rates hikes, Oudil said. The average selling price for a home in Vancouver last month was $1,042,300 — up half a per cent from September and 12.4 per cent from the same time last year, according to the Vancouver board. The Fraser Valley saw a similar increase in average home prices to those in Vancouver. Average home prices were $971,900, last month – up 11.8 per cent compared to October 2016. Price growth in the Fraser Valley and Vancouver was driven by appreciation in townhomes and condos. In the Fraser Valley, the divide between selling prices of attached and detached markets continues to widen, according to Gopal Sahota, president of the Fraser Valley Real Estate Board. The average selling price for apartments was $369,400 – an increase of 36.4 per cent compared to October of last year. “Apartment activity was notably strong in October, with a salesto-actives ratio of 105 per cent, meaning that apartments are selling as fast as we can list them,” Sahota said in a statement.

BC announces legislation to close fixed-term rental loophole BCâ&#x20AC;&#x2122;s provincial government has announced legislation to close what has been dubbed a major loophole affecting renters in the province. Critics say the loophole allows landlords to bypass rent controls by having residents sign a fixed-term lease with move-out clauses. At the end of each term, tenants must either move out or sign a new lease at a reassessed market rental rate. In places like Vancouver where the rental market is especially tight, that new market rental rate can be hundreds of dollars higher, exceeding what would be allowable under the Residential Tenancy Act for the same tenant. BC Housing Minister Selina Robinson said the new legislation would protect the rights of renters who have
been left open to â&#x20AC;&#x153;unfair and unjustified rent increases.â&#x20AC;? â&#x20AC;&#x153;By closing this loophole, renters will know theyâ&#x20AC;&#x2122;ll be able to stay in their homes without the threat of skyrocketing rents,â&#x20AC;? Robinson said. I f passed, the legislat ion w o u l d restrict a l a n d l o r d â&#x20AC;&#x2122;s ability to use a vacate clause in fixed-term tenancy agreements and limit r e n t increases between fixed-term tenancy agreements for the same tenant to the maximum annual allowable amount (currently two per cent plus inflation).
