The same Kurdish forces are adamant that the government of Canada repatriate all Canadian citizens they captured on the battlefield. The issue of how to manage the return of foreign fighters has resulted in highly political debates in Ottawa, demonstrating strong partisan differences on policy choices and strategies to keep Canadians safe. The Liberal government has been accused of being soft on terrorism and national security, while the Conservative opposition has been charged with “fear mongering” and “Islamophobia” for wanting a tougher approach, namely prosecuting returnees. The town in the Mosul district was liberated in November 2016 after being under ISIS control for two years. But the most important point is that Canada has both a moral and legal duty to seek justice and uphold the most basic human rights of vulnerable populations. ISIS and other jihadi groups have engaged in systematic mass atrocities against minorities in Iraq and Syria, including Christians and Shiites. ISIS has demonstrated a particular disdain for the Yazidi minority in Iraq. The Canadian government recognized the group’s crimes against the Yazidis as genocide. As a state party to the Rome Statute of the International Criminal Court, and a signatory of the Convention on the Prevention and Punishment of the Crime of Genocide, Canada has a responsibility to uphold these international legal conventions when formulating carefully crafted policy responses that deal with returning foreign fighters. Open trials can serve as means by which to lay bare ISIS’s narrative and to help counter violent extremism and future atrocities.

Canada must uphold its laws and prosecute Canadian ISIS fighters

In August 2014, Murad’s village in northern Iraq was attacked by the Islamic State in Iraq and Syria (ISIS) and she was sold into sexual slavery. She managed to escape, sought asylum in Germany in 2015 and has fought for the rights of the Yazidi minority ever since. Upon becoming a Nobel laureate, she said: “We must work together with determination — so that genocidal campaigns will not only fail, but lead to accountability for the perpetrators. Survivors deserve justice. And a safe and secure pathway home.” Accountability has become a key issue. While the United States-led international coalition has dislodged ISIS from the cities it had occupied and controlled, namely Mosul and Raqqa, the group is weakened but not dead. Both the U.S. Department of Defense and the United Nations estimate that approximately 30,000 ISIS fighters remain in those countries. At the same time, a significant number of foreign fighters from places like

Canada, the U.K. and Australia have fled Iraq and Syria. Numerous countries are struggling to find policy solutions on how to manage the return of their nationals who had joined the group. The Canadian government has stated publicly that it favours taking a comprehensive approach of reintegrating returnees back into society. Very few foreign fighters who have returned to Canada have been prosecuted. Things are about to become much more complicated for officials in Ottawa. Stewart Bell of Global News, reporting recently from Northern Syria, interviewed Canadian ISIS member Muhammad Ali who is being held by Kurdish forces in a makeshift prison. Ali admits to having joined ISIS and acting as a sniper, and playing soccer with severed heads. He also has a digital record of using social media to incite others to commit violent attacks against civilians and recruiting others to join the group. New pot, impaired driving penalties could bar newcomers from Canada From page 1 The Cannabis Act includes penalties of up to 14 years in prison for illegal production or distribution of cannabis and for taking it across the Canadian border. The same maximum penalty applies for giving or selling marijuana to someone under 18 or using a young person to commit a cannabis-related offence. On Dec. 18, new impaired driving penalties take effect, and the maximum penalties for most of these offences will increase to 10 years from five. It means they will fall under the definition of serious crimes for immigration determination purposes. “The impact of these new penalties on permanent and temporary residents could be significant,” the Immigration Department advises in a statement. The department quietly put up the statement on its website earlier this week as part of a notice to permanent and temporary residents advising them of the upcoming changes. The posting is the first part of a multipronged education campaign to be rolled out in the coming weeks to ensure newcomers to Canada are informed of the impact that Canada’s new impaired driving laws could have on their ability to remain in Canada. “Our main message to permanent residents and temporary residents is -- make sure you know and follow our laws, including our tough new rules for cannabis-related crimes and impaired driving. If you don’t, you could face serious legal and immigration consequences,”

said Mathieu Genest, a spokesperson for Immigration Minister Ahmed Hussen. “These penalties will have significant impacts on Canadians and non-Canadians alike.” People who work with immigrants and refugees warn the change will create barriers for newcomers. “The significance of this change from an immigration point of view is very high,” said immigration lawyer Lorne Waldman. Immigration officials could rule a person is inadmissible to Canada for “serious criminality,” even if an impaired driving offence took place in another country. Under federal immigration law, a permanent resident or foreign national can be deemed inadmissible if they have been convicted of a Canadian offence punishable by up to 10 years in prison, or of an offence for which they have actually been sentenced to more than six months behind bars. In addition, the same rule applies to those who have committed an offence in another country that, if committed in Canada, would carry a penalty of up to 10 years. As a result, the department says, the new cannabis and impaired-driving provisions could mean: Permanent residents might lose their status and have to leave the country; Temporary residents -- including visitors, international students and foreign workers -may not be able to enter or stay in Canada; Refugee claimants may be ineligible to have their claim referred for a refugee hearing.

The study on languages spoken in the US used data from the American Community Survey and compared the number of people who said they spoke a language other than English at home in 2010 and 2017. Last year there were more than 400,000 Telugu speakers in the US - nearly double the number in 2010. Out of the top 10 fastest-growing languages in America, seven are from South Asia. So why Telugu? A lot of this can be attributed to the links forged between the city of Hyderabad and the

US engineering and technology industries, says Prasad Kunisetty, founder of the Telugu People Foundation, a non-profit organisation in the US. Mr Kunisetty moved to the US in 2001 seeking a career in the IT sector. The rapid growth of information technology in the mid-1990s led to a huge demand for software engineers, he said. Many were recruited from Hyderabad, the biggest Telugu-speaking city. Both Teluguspeaking states together now have more than 800 engineering colleges. The city has become a major hub for the technology and engineering industry in India and has been sending students to the US in droves. Continued on next page

Many Indians benefit from the H-1B visa scheme, which provides work visas to thousands of foreigners each year often in the technology sector. An estimated 70% go to Indian workers. It allows recipients of the visas to apply for permanent residency status. Notable US-based Telugu speakers include the first Indian-American Miss America Nina Davuluri and the current Microsoft CEO Satya Nadella. Why a new US visa bill is causing panic in India The rise of Telugu is significant as a percentage increase but it started from a low base compared to other languages. There were more new speakers of Spanish (up to four million more), Chinese, Arabic and Hindi between 2010 and 2017, according to the Centre for Immigration Studies. Of the more than 60 million people that speak a language other than English out of the total population of about 320 million, the vast majority speak Spanish. Out of the most commonly spoken South Asian languages, Hindi is first, followed by Urdu, Gujarati and then Telugu. The number of people who speak French and German at home has declined. The number of Italian speakers has decreased by more than 200,000 in the last decade. About 80% of the Telugu-speakers surveyed said they speak English very well. However, one shortcoming of the census data is that the respondents are asked how well they speak English and not about proficiency in other languages, says Jennifer Leeman, a professor of linguistics at George Mason University.

This Mumbai-based NGO helps to recycle lives in slums Every year tourists from across the world stay at thousands of hotels in the country and when they leave, their barely used soaps make way to landfills and waste management plants. The half-used soaps that guests leave behind are now spearheading a hygiene movement in Mumbai’s suburb Kalwa. Members of an NGO, Sundara, collect these pieces of soap and put them through a cleaning and disinfection process and recycles them into fresh bars of soap, which are given to children who can’t afford it. When bars of soap are reduced to tiny pieces, what do you do with them? Toss them away? You would probably want to change your way taking cue from this amazing initiative that works to remake leftover soaps into fresh bars.

A Mumbai-based NGO ‘Doctors for You’ has just recently tied up with the US-based packaging solution firm ‘Sealed Air’ to convert leftover soap from hotels - mostly luxury ones into fresh bars for the underprivileged. Launched officially on May 28, this initiative has already seen 200 kilograms of leftover soap turned into fresh 1,500 soap bars over the last three weeks, as per an Asian Age report. The team, which functions out of a small space in Mankhurd suburb in eastern Mumbai, gives away these soaps to slum dwellers who otherwise have little access to basic hygiene. They use the cold press method, under which a number of used soaps are pressed into a new bar without using electricity or running water. The idea behind distributing soap to parents

Brahmastra, in the Mahabharata, is a “single projectile that is able to destroy the Universe”. Lord Rama is thought to have used it in his last battle with Ravana. Alas, the devotees have let down their God. Let’s set up the context here. The Lehman bankruptcy and American subprime meltdown had completely dislocated the global economy in 2008. The West collapsed, China braked hard, and oil spiked to near $150 per barrel; but India’s UPA government trotted out the Brahmastra of stimulus to keep economic growth humming and healthy. Inevitably, our fiscal deficit almost touched 5 percent of GDP, inflation breached 8 percent, the rupee slipped to 62 per dollar, and interest rates zoomed to 8 percent; but mercifully, the Indian ship stayed afloat. After a switch of finance ministers in 2012, we began the arduous process of unwinding the stimulus and rebalancing the macroeconomy. Now enter the Modi government in 2014. For the next four years, it enjoyed a charming existence. Oil prices fell to $30 per barrel, America got grooving at three percent annual growth, Europe shrugged off its Armageddon, China turned around – and within such a benign environment, India’s macroeconomy repaired itself. The fiscal deficit fell to 3.5 percent, inflation went under five percent, American dollars poured in, and the 10-year treasury sank below seven percent. Modi was Napoleon’s proverbial ‘lucky general’. But then, it was President Donald Trump’s turn in 2017/18! He cut taxes, hiked the deficit even as America’s economy turned red hot, choked off Iranian oil supplies, and triggered global trade wars. American interest rates promised/threatened to touch 4 percent. All hell broke loose in emerging economies as billions of dollars flew back home. Today, India is again teetering at the edge of a severe macroeconomic imbalance: treasuries have crossed 8 percent, the rupee has plummeted by 15 percent to over 74/ dollar, oil is perilously close to three figures, and hundreds of stocks are in a severe bear grip even as market indices have crashed by over 15 percent. Modi, once Napoleon’s ‘lucky general’, is in danger of becoming Trump’s ‘fall guy’. After four years of a blessed existence, Modi is facing his first acute economic challenge. New appeal in South Surrey torched-SUV homicide investigation Homicide investigators have issued a new appeal for anyone with information on the killing of a teen whose body was found in a torched SUV in South Surrey in August 2017 to come forward. “Although police executed a warrant to a home in Newton shortly after the discovery of (Bhavkiran (Kiran) Dhesi)’s body, so far, no arrests have been made and the case remains active,” according to a Crime Stoppers ‘Crime of the Week’ news release issued Wednesday morning. Dhesi’s body was found on Aug. 2, 2017, after police responded to a report of a vehicle fire in the 18700-block of 24 Avenue. “When they arrived, the fire department had

extinguished the flames. Inside the vehicle was a deceased female that had sustained injuries consistent with homicide,” the release states. Dhesi was last seen leaving the family home, with the family car, at 9 p.m. on Aug. 1. The burning SUV was discovered just a few hours later, at 12:20 a.m. Aug. 2. While Dhesi was not known to police, investigators do not believe her death was a random act, the release states. A news release issued by the Integrated Homicide Investigation Team the day after Dhesi’s body was identified noted the investigation also “indicates that her death was not related to gang activity.”

Young woman charged in Surrey crash that killed Travis Selje, 17 A woman has been charged in connection with the traffic crash which killed 17-year-old Lord Tweedsmuir Secondary student Travis Selje and injured another boy on May 3, 2017 in Cloverdale. Selje died in hospital two days later, surrounded by his family. The family of the male youth has asked that their privacy be respected during this difficult time.” Selje’s death tore a hole in the community. He said the teen never uttered a negative word about anyone and “had a deep respect for others.” In school Selje was a stellar student who “surpassed every expectation, no matter what class,” Schneider said, adding he was “so full of life and happiness. “Rain or shine, he would always bring out a smile,” he said. “In class he would bring energy and life with his contagious laugh.” Travis’s older sister said he was a “shining light whose brightness ended far too soon. “Of course he thought he had all the time in the world to make his dreams happen,” she said. “His time was stolen. If only he had more time.” The teen was described as polite, humble, hardworking and respectful.

Close call as crane truck rips tree in Surrey A crane truck caught a tree branch and ripped it in half while driving in Whalley Wednesday morning. A Black Press freelancer on the scene said the crane truck was heading northbound on 128th Street when it caught the tree branch, adding the driver remained at the scene. As of 11:43 a.m. Surrey Traffic on Twitter was reporting both directions on 128th Street were closed between 97th and 99th avenues.

$450K real estate scheme involved Surrey pastor and son: regulator British Columbia Securities Commission (BCSC) has found that two Surrey residents – a pastor and his son – and a White Rock resident committed fraud against two people in a real estate related investment scheme. A BCSC panel found that Alan and Jerry Braun, and Steven Maxwell (also known as Steven Fassman), committed fraud when they took $450,000 from two investors in three different transactions. Braun previously served as a senior pastor at Royal Heights Baptist Church in Delta. “In each case, the prohibited act or deception clearly resulted in the risk of deprivation and, ultimately, actual deprivation to the investors,” the panel said in its findings.

In an Oct. 24 release, BCSC also stated that the panel made fraud findings against three corporate entitites – Braun Developments (B.C.) Ltd., 0985812 B.C. Ltd. (TerraCorp Investment Ltd.), and 8022275 Canada Inc. The panel also found that Braun Developments and 8022275 Canada Inc. committed fraud with respect to the three investments in the amount of $450,000, and TerraCorp

Investment committed fraud with respect to two of the investments in the amount of $300,000. According to BCSC, Alan and Jerry Braun, both directors and officers of Braun Developments and TerraCorp Investment, were responsible for directing the affairs of both entities. Maxwell was a director of 8022275 Canada Inc. and was responsible for its affairs, the BCSC stated. “The three men and the

companies that they controlled deceived the investors by leading them to believe that they were purchasing real estate investments in Edmonton that would yield very high returns in a short period,” noted the release from BCSC. “In the end, the Brauns and Maxwell did not use the investors’ money to invest in real estate. Instead, they used the investors’ money for other purposes, including for their own personal living expenses.” The panel directed the parties to make submissions on sanctions according to the schedule set out in the findings.

A man has been deemed inadmissible to Canada for being a security risk based on his Facebook posts promoting terrorism in support of the Islamic State group. Othman Hamdan is a Jordanian national who was acquitted of terrorism-related charges by a B.C. Supreme Court judge in September 2017, but immigration authorities arrested him and determined at multiple detention reviews that he poses a danger to the public. Now, the Immigration and Refugee Board of Canada has decided Hamdan should be deported. The board says in its written decision that Hamdan made himself out to be a

cheerleader for the Islamic State in many of his 85 Facebook posts as he glorified and encouraged lone wolf attacks in Canada, the United States and other western countries. The decision says Hamdan cast his activity on Facebook as an alternative news source, providing his followers with another view of events in the Middle East as he relayed the message of a terrorist organization. Hamdan was arrested in 2015 at his home in Fort St. John, where he moved years after studying electrical engineering in the United States.

Voter turnout fails to crack 40% across most of Metro Vancouver The ballots have been counted, and a wave of change has swept across Metro Vancouver with more than a dozen new mayors elected and a few upsets. However, despite a generational change at the level of civic government, turnout across the Lower Mainland remained dismal in 2018. Results from early voters in Vancouver had suggested the possibility that there would be a bump in turnout. The city saw 48,000 people cast an early ballot — 10,000 more than in the 2014 election. Many municipalities are not reporting their turnout yet, however it is possible to estimate voter participation by comparing the number of ballots cast versus the number of eligible voters, as recorded by CivicInfo BC. In some cases, turnout actually declined this year. In the City of Vancouver just 39.43 per cent of eligible voters cast a ballot, down from 42.32 per cent in 2014, while New Westminster turnout dipped from 29.97 to 27.51 per cent, according to CivicInfo BC data. Elsewhere

in the region there were gains, however only two municipalities — Anmore and Belcarra — cracked the 50 per cent threshold. Some of the areas with the strongest improvement included Delta, which climbed from 31 per cent in 2014 to 42.77 per cent in 2018; West Vancouver, which climbed from 27.15 per cent to 38.28 per cent; and Chilliwack, which climbed from 25.57 per cent to 38.94 per cent. Burnaby also saw i mp r ov e m e nt , climbing to 33.46 per cent from 27.3 per cent. The City of Langley, where former provincial cabinet minister Peter Fassbender was defeated by Val van den Broek in the race for mayor, had the dubious distinction of the worst turnout in the Lower Mainland, with just 25.22 per cent of eligible voters casting a ballot. However, even that poor showing was an improvement from 2014, when just 22.42 per cent of voters showed up.

New company promises to take over some of Greyhound’s routes in Western Canada Ahead of Greyhound’s last Western Canada runs, there’s a new bus company promising to swoop in and take over some of the old routes. Rider Express is ready with six buses able to carry 55 passengers, two running between Calgary and Vancouver, and one running between Calgary and Winnipeg — seven days a week. The company plans to start service from Vancouver to Winnipeg on Oct. 29, just before Greyhound stops service in Western Canada. But days before the routes start up, the company is still putting the final touches on where it will pick up and drop off passengers, and have yet to update information online about their service and its exact pricing. “We are working hard to get this service

up and running,” said owner Firat Uray. “If everything goes smoothly, we’re ready to go.” The pricing will look similar to what Greyhound charged, but Uray said the company is watching the model to see if it is sustainable. If it needs to adjust, you might see fares go up. For the rides to be profitable, he said, the buses need 15 to 20 passengers. “We are getting closer to those long weekends and Christmas,” Uray said. “We’re hoping we will be OK.” In July, Greyhound Canada announced the cancellations of its passenger bus and freight services in Alberta, Saskatchewan and Manitoba. At the time, Greyhound’s senior vice-president Stuart Kendrick said these routes weren’t sustainable.

Surrey’s mayor elect will face tough but necessary challenges during policing swap, experts say With Saturday’s election of Mayor Doug McCallum in Surrey, may be seeing some movement on a much-debated issue: Policing. ending the city of Surrey’s longstanding RCMP policing contract to bring in a municipal police force “immediately” upon election was one of McCallum’s central campaign promises. Surrey Safe Coalition’s framing of crime as a top concern is further borne out by a poll conducted by Canseco’s company in July. In that poll, 45 per cent of respondents listed crime as the most important issue facing their community, while more than half felt public safety in Surrey was worse than in other Metro Vancouver cities. More than half of respondents also felt Surrey should have its own municipal police force.

EI fraud hits five-year high Employment Insurance fraud has hit a five-year high — a sign for federal officials that efforts to root out wrongful payments are working. Public accounts documents released this month list more than 104,000 incidents of fraudulent EI claims totalling almost $177 million in the 2017-18 fiscal year. It marks the fourth year that fraud figures have increased in the wake of efforts by Employment and Social Development Canada to fine-tune the department’s ability to identify and deal with fraud. Officials expect eventually to collect $132.8 million of the wrongful payments identified in the fiscal year that ended in March, and plan to write off about $74,000 of them. The amount of fraud is minuscule compared to the overall amount spent on benefits for the unemployed, for

new parents on leave, for workers who need time off due to serious illness and for those who must stay off the job to care for an ailing family member. EI spending between April 2017 and March 2018 topped $19.7 billion. The value of fraudulent claims amounted to less than one per cent of total spending. “The government is committed to deliver these important benefits to Canadians when they need it most while protecting the integrity of the system from fraud and erroneous overpayment,” an ESDC spokesman said in an statement. “The department has made investments to improve its efforts to identify fraud, including adjustments to its riskbased analytical models. These efforts have contributed to this increase.”

Premier Horgan identifies labour shortage on Vancouver Island Vancouver Island needs more workers. However, he also said there is a high demand for skilled labour and that there are simply not enough people on the Island to meet that demand, which is hurting the economy. “We have more people at the top of the funnel than we do at the bottom of the funnel providing the services, to provide

the goods, to provide the workforce to meet the needs of an aging population,” he said, later adding more skilled workers are needed in the health care sector along with more skills training. Horgan also touched on the need to invest in education within the province, particularly in the fields of math and science. He said even though resource-based jobs are important for the province, the tech sector and other industries are vital to the economy. “We need to be able to adapt to a high-tech innovative economy,” he said. “It’s not just resources and technology, put the two of them together and in my opinion British Columbia and, in particularly, Vancouver Island are unstoppable.” While he doesn’t agree with Canadian Prime Minister Justin Trudeau’s stance on

Emergency Health services, a paramedic and a nurse for a total of nearly $42 million for an emergency room incident in July 2017. Burnaby’s Dr. Emotions Paradise Universe – formerly known as Osama Yassein Al-Salami – says he was assaulted, slandered and then brutally arrested at Burnaby Hospital on July 7, 2017. He had come to the ER via ambulance with a painful case of sciatica, according to a notice of civil claim filed in B.C. Supreme Court. After a painful wait, according to the filing, Universe told a nurse at the triage desk that she was “pushing” him to leave and that she’d “be responsible.” Universe said Kristina Zerr, a nurse, had then tried to stop him from leaving and that a paramedic, Casey Forslund, had stepped in and punched him in the shoulder. Then, as he made his way from the

hospital, Universe said he was arrested by three RCMP officers who cuffed his hands and feet in “heavy metal chains.” Universe said Zerr and Forslund accused him of voicing “terrorists and jihadists talk” and threatening to kill them and all Canadians by shooting and chopping them up. Universe says he spent 30 hours in jail and was then charged with uttering threats – charges that have since been stayed. The incident has done “permanent damage” to Universe’s “reputation and character,” he said. Among the damages sought by Universe is $15 million in compensation for lost income as a “specialized surgeon” and “university professor.” Further, he said Burnaby Hospital has a history of intentionally treating him badly and humiliating him because he is Muslim and Arabic. Twice, hospital staff have called him Osama bin Laden, he said. That’s why he changed his name to a “full English name,” he said. “To make them and everyone stop offend(ing) and insult(ing) (me),” he said. The defendants in the suit are denying Universe’s claims. They say Universe repeatedly expressed frustration to the triage nurse “in a manner that was aggressive and not respectful.” “The plaintiff ’s behavior escalated to a point where the triage nursing staff felt personally afraid and concerned about the safety of the other patients in the emergency department waiting area,” states their response to civil claim. Zerr and Forslund came into the ER to calm him down but were unsuccessful, according the document. “The plaintiff became more aggressive and unpredictable, and was making statements that were perceived by the defendants as threatening and frightening to them and concerning for the safety of others in the emergency department waiting area,” states the response. Police were called and Zerr, Forslund and another nurse gave statements to police, but they deny that the “sense, meaning or innuendo of the statements was that the plaintiff was a terrorist, jihadist or criminal.” “The Statements were made in the context of the communication with the RCMP and without specific intended innuendo, and merely to recite the facts of the interactions with the plaintiff to the best of the defendants’ abilities.”

Natural gas supply could be reduced as much as 50% this winter

FortisBC is warning customers that the gas pipeline explosion earlier this month will reduce natural gas supply between 20 and 50 per cent of normal levels going into the winter. “The natural gas system will be challenged in times of high demand throughout the winter,” a statement from the energy company warns. FortisBC is asking all British Columbians to conserve energy wherever possible. The news comes after an Enbridge pipeline exploded and caught fire northeast of Prince George on Oct. 9. The cause of the explosion is still unknown. Enbridge targets mid-November to complete gas pipeline repair after blast.

Police cleared in death of carjacking suspect at Nanaimo ferry terminal Police officers acted appropriately in dealing with a carjacking suspect as they attempted to arrest him at a ferry terminal in Nanaimo before he was fatally shot, British Columbia’s police watchdog said in a report released on Monday. The report from the Independent Investigations Office determined that the male, whose name and age have not released, shot himself as police also opened fire during the confrontation on May 8 at the Departure Bay ferry terminal. It says police opened fire on the male as he raised a long-barrelled handgun. The report says while his intention was to shoot himself, it was impossible for police to know that he did not intend to shoot the officers who had tried to arrest him.

“That was his only intention,” the report says. “However, as he did this, the gun would have been pointed at several police officers.” It says at that point, police had reasonable grounds to use lethal force. While the report says the evidence shows the man only intended to take his own life, there was no way of knowing that he wasn’t going to shoot at the officers who had tried to arrest him. The officers had to act quickly to protect themselves, their fellow officers and the public, it says. “Indeed, that was their duty at law.” An autopsy determined the cause of death to be multiple gunshot wounds.

MP Sheila Malcolmson to leave federal NDP to seek provincial seat NDP MP Sheila Malcolmson is leaving federal politics to seek a provincial seat in the British Columbia legislature in what’s shaping up to be a crucial byelection. But it’s not clear when she intends to give up her seat in the House of Commons. Malcolmson, who was elected in the Nanaimo-Ladysmith riding in 2015, will run for the seat vacated by MLA Leonard Krog, who won Nanaimo’s mayoral race Saturday. NDP B.C. Premier John Horgan announced Malcolmson’s move during a news conference in Nanaimo today, saying she will make health care, public education and affordable housing her top policy priorities. “Sheila is perfectly suited to step into Leonard’s formidable shoes, and working together, the city, the province, and with a woman of experience on issues at local government as well as federal politics, I couldn’t be happier,” he said. Malcolmson said she was not abandoning the federal party, which is struggling with sagging public support and slow fundraising. Malcolmson said she hopes her move will not trigger a federal byelection or interrupt service to her constituents. The federal general election is still a year away and Malcolmson did not explain how a byelection could be avoided, saying only that more details on timing would be released eventually. NDP Leader Jagmeet Singh said Malcolmson is part of the NDP’s “greater family” and will continue to serve in a progressive government at the provincial level.

Richmond mayor Malcolm Brodie elected for 7th term Incumbent Malcolm Brodie is poised to become Richmond’s longest-serving mayor after winning a seventh term Saturday night. Brodie claimed an easy victory over five other candidates, drawing over 29,000 votes, nearly four times as many as runner-up Roy Sakata. In a speech delivered when half of the votes had been counted, Brodie thanked a crowd of roughly one hundred constituents gathered at the Four Points Sheraton Airport Hotel for their continued support and emphasized the importance

Surrey mayor-elect Doug McCallum’s promise to push for SkyTrain threatens to upend 10-year transit plan A political fight over transit in British Columbia’s Lower Mainland is gearing up as the mayors-elect of Surrey and Vancouver push to rewrite the region’s painstakingly negotiated plan for public transportation, angering other mayors in the region. At issue is the demand by Doug McCallum, mayor-elect of Surrey, to extend the elevated rapid transit SkyTrain through his city, rather than the agreed-upon, planned light-rail lines that would be cheaper but would be at road level, thereby reducing road

space for vehicles. Mr. McCallum has gotten the support of Vancouver’s mayorelect Kennedy Stewart. The jostling has led one transit advocate to suggest the carefully negotiated plan for the whole region could fall into jeopardy, with Ottawa wanting to spend money on a firm transit project now, in advance of the federal election in the fall of 2019. But a SkyTrain line to Surrey, the fastest-growing community in British Columbia, would cost almost double the $1.65-billion that was committed to the LRT lines, meaning there would need to be extensive negotiations on how to find the extra money needed, even if all the mayors in the region agreed. That isn’t going over well among some of the 21 mayors in the region, who have to work together on transit. Sixteen of them are new and none of them took part in the extensive negotiations five years ago when the then-leaders agreed to compromises to come up with the current 10-year plan that provides for light rapid rail. Richmond Mayor Malcolm Brodie said Monday he could not see himself supporting a request from Surrey for another billion dollars for a SkyTrain line to Langley, the easternmost suburb of Metro Vancouver, with regional taxpayers having to pay for likely a third of it. “The first question is how much of the extra costs would be borne by Surrey?” Mr. Brodie said Monday. “Doug seems to think it would be borne by the region, but I don’t subscribe to that.” He said if Mr. McCallum cancels the LRT lines, there will be many others in the region lined up to take the money for their projects. “There are rapid-transit projects all over the region that would receive those monies very well.” Mr. McCallum campaigned on a promise to cancel two approved lightrapid-transit lines and instead ask the federal government to switch its funding commitment to SkyTrain, the subway-like rail lines that are mostly elevated above ground. Mr. McCallum said during the campaign the light-rail compromise won’t be efficient.

Manitoba man sentenced to eight years in ‘horrific’ death of his young daughter A Manitoba man has been sentenced to eight years for the death of his 21-monthold daughter after failing to report abuse the judge called horrific and noticeable. A jury found Daniel Williams, 37, guilty of manslaughter in February in the 2014 death of Kierra Elektra Starr Williams from the Peguis First Nation. “Her terrible suffering must have been obvious,” Justice Sadie Bond said at his sentencing Friday. Kierra’s body showed signs of months of abuse when she died July 17, 2014. Court heard she had broken bones, a dislocated shoulder and missing teeth. She was severely malnourished and covered in bruises. Her mother, Vanessa Bushie, hit, kicked and dragged the child, family members testified. The cause of the toddler’s death was blunt force

trauma to the abdomen and internal blood loss. Bushie was convicted of second-degree murder last year and received a life sentence with no chance of parole for 14 years. Bond said Williams didn’t cause his daughter’s death, but he knew she was being abused and made the choice not to step in. “To say that this case is tragic is an understatement,” the judge said. “The facts of this case are horrific.” Bond said a significant jail sentence was necessary because Williams “left Kierra to waste away and suffer from her injuries.” Williams hugged his family members before entering the courtroom and said he was nervous. The trial heard how the father was working long hours and agreed not to get his daughter medical attention because he was worried he would lose custody of his other children.

BC voters will soon get mailed ballots on proposal to change electoral system British Columbians will soon start receiving mailed ballots for a chance to vote in a referendum that could change the provincial voting system, but the experience of other provinces suggests the plan will be a waste of time and money, says a political science professor. Nelson Wiseman of the University of Toronto said Ontario and Prince Edward Island have failed to replace the existing first-past-the-post system, as has B.C. in two previous attempts, because the status quo favours established parties in the long run. Wiseman said elected leaders should decide themselves if they want to change

a system and not leave that up to voters, who could oust a party in the next election if they’re dissatisfied with the results. “My attitude is, ‘Look, don’t tell me you’re going to have a referendum. Tell me if you are in favour. Are you going to do it or are you not going to do it?’ ” Proponents of proportional representation say it’s a fairer way of electing candidates because the percentage of votes would roughly equal the number of seats a party gets in the legislature. Opponents say local representation would be reduced with parties having more control.

Alberta gov’t tightens rules for selling & repairing vehicles tarting next week, there will be new rules in Alberta for selling autos or getting them fixed. Service Alberta Minister Brian Malkinson says the changes go into effect on Wednesday and will increase transparency and better protect consumers. Sellers will have to give buyers the complete history of a vehicle, including major damage from accidents and whether the vehicle was used for a commercial purpose. Auto shops will have to provide written estimates when asked, and get a customer’s consent before starting repair work. All outstanding liens on a vehicle will have to be removed no later than a week after it’s sold, and there will be standardized agreements on deposits. Also next week, the Alberta Motor Vehicle Industry Council, which is the industry

regulator, becomes a public agency to augment its oversight and enforcement powers. The Motor Dealers’ Association of Alberta has said the new rules create a burdensome and uneven playing field. Members of the association are contributing to a third-party advertiser that supports Opposition United Conservative Party Leader Jason Kenney and hope to have the changes reviewed if Kenney’s party wins the spring election. “A vast majority of dealerships and auto repair shops are already doing this. What we’re doing is codifying best practice,” Malkinson said Thursday. “We’ve put in this legislation so that there is a trusted marketplace for your everyday Alberta consumer, and that shops and dealers are competing on an even playing field.”

Canada willing to freeze armoured vehicle exports to Saudi Arabia over Khashoggi, says Trudeau Prime Minister Justin Trudeau says he’s willing to freeze exports of armoured vehicles to Saudi Arabia, as the opposition presses the federal government to follow Germany’s lead in suspending military shipments to the kingdom over the alleged murder of journalist Jamal Khashoggi. Saudi Arabia is the second-biggest arms market for both Canada and Germany, purchasing about half a billion dollars in military goods from each annually. Berlin froze all exports Sunday until the Khashoggi investigation is concluded, but Ottawa has not matched that action. But in Question Period on Monday, Mr. Trudeau noted his government has committed to strengthening arms export controls in Bill C-47. He then added, “We have frozen export

permits before, when we had concerns about their potential misuse, and we will not hesitate to do so again.” He was referring to August, 2017, when his government stopped approving permits for arms exports to Saudi Arabia after it began an investigation into Riyadh’s deployment of Canadian-made armoured vehicles against Saudi citizens. Ottawa also temporarily suspended export permits issued for the armoured-vehicle maker whose machines were photographed and videotaped taking part in the crackdown. In an interview PM Trudeau said it would be “very difficult” to outright scrap the $13-billion deal signed by Canada’s previous Conservative government and a Canadian unit of U.S. weapons maker General Dynamics Corp.

Ottawa sees increase in personal tax revenue thanks to stronger economy, high-income earners Personal income tax revenue shot up by nearly $10-billion last year according to a federal government report that attributes the gain to a strengthening economy and the ripple effect of tax changes aimed at raising more money from high-income earners. Finance Canada will release its annual financial report on Friday, which will provide the final statistics for the fiscal year that ended on March 31. It will show that personal income tax revenue increased by $9.9-billion, or 6.9 per cent, in 2017-18, according to a federal official, who provided The Globe and Mail with a section of the report but was not authorized to comment publicly. The report will state that this increase in revenue is due to “economic growth and the unwinding of the impact of tax planning” that saw high-income individuals declare income in the 2015 tax year rather than 2016 in order to avoid the new top tax rate of 33 per cent on income above $200,000. The department says that tax planning led to a short-term drop in tax revenue from high-income earners in 2016, and the figures suggest there was a rebound in 2017. The Globe did not receive a copy of the full report, which will include other information

such as the final deficit figure for 2017-18. During the 2015 federal election, the Liberal Party campaigned on a pledge to run short-term deficits and return to balance before the next election, which is scheduled for October, 2019. However the government’s most recent budget said deficits will continue beyond that date and no timeline has been announced for when the books will be balanced. The Finance Canada data provide the most up-to-date information as to how several significant tax changes may be affecting federal government revenue. The Liberals also campaigned on a central pledge of raising taxes on the top 1 per cent of incomes in order to pay for a tax break for middle-income earners. Those tax-bracket changes took effect on Jan. 1, 2016. In 2017, Finance Minister Bill Morneau announced a series of widely criticized changes to small business tax rules that are primarily aimed at high-income earners. One of those changes included new restrictions on the splitting of business income with family members through dividends. Those measures took effect on Jan. 1, 2018.

Liberals write off $6.3 billion in loans, including $2.6 billion to automaker The federal government says it won’t collect $6.3 billion in loans, a figure fuelled by the write off of a nearly decade-old automaker bailout that the Liberals say had no hopes of being recouped. The Liberals have written off some $3 billion in loans in each of the past two years, but they jumped past that mark in fiscal year 2017-2018. Key to the jump was a $2.6 billion writeoff that was part of a financing package the previous Conservative government made in 2009 to keep automaker Chrysler afloat and save an estimated 52,000 Canadian jobs during the recession. In 2011, former finance minister Jim Flaherty said taxpayers would likely never recoup the full value of the bailout when Chrysler repaid $1.7 billion provided to the restructured company, now known as Fiat Chrysler. There was still a US$1.125 billion loan, excluding interest, sitting on the books to the “Old Chrysler” when the Liberals took office in late 2015. The company had paid back about $238 million from its original loan, but the Liberals decided to write off the remaining principal and interest in March after officials

exhausted every avenue for recovery. International Trade Minister Jim Carr blamed the terms of the loan set out by the previous government to explain his government’s decision. “At the time they handed out the loan, they knew it would be 100 per cent written off,” Carr said Monday. “The ‘Old Chrysler’ did not have an opportunity to pay it back ... there are no surprises here.” Separate from the writeoffs, the government is also forgiving other debts to the tune of about $1.1 billion, including nearly $344 million that officials don’t expect to recover from student loan recipients. Combined, the annual public accounts documents show the Liberals decided in the 12 months ending in March that the government wouldn’t collect $7.4 billion owed the federal treasury — a record since they took office in late 2015. The detailed accounting documents provide an annual window into how much the government spent in the last year, what it spent money on, and just how much wasn’t spent.

Since Justin Trudeau doesn’t seem to take this seriously, “I have had numerous people come up to me with concerns, they want to know that a convicted terrorist cannot walk around freely without real consequences. If they are not in a jail cell, they do not deserve the same privileges of every Ontarian. Some acts are unforgivable,” Smith told Global News in a statement. The bill amends several acts to provide repercussions for individuals convicted under any sections 83.18 to 83.221 of the Criminal Code. The sections cover activities including, participating in or facilitating terror activities as well as harbouring known terrorists and promoting terrorism offences. It’s important to note that section 83.19 specifically covers those who leave Canada to commit acts of terrorism.

Under the Terrorist Activities Sanctions Act, anyone convicted of terrorist offences under those sections of the criminal code will not be eligible for a hunting or fishing license, health insurance benefits, a driver’s license, special needs housing, rent-to-geared income assistance, grants or loans for post-secondary education, disability income support or workplace safety insurance. Furthermore, the child of a parent who is convicted is considered “in need of protection” under the Child Youth and Family Services Act, which allows the state to explore alternative custody arrangements for the child – permanently or temporarily – should it be deemed appropriate. “No matter where in the world the act was committed, that’s not what Canada is about. Once convicted they do not deserve the privileges Ontarians are proud to hold dear,” Smith added. The initiative seems to follow an exchange in the House of Commons Question Period earlier this week where Conservative Party Leader Andrew Scheer questioned Prime Minister Justin Trudeau about whether he’d “invited” a British national suspected

Trudeau’s disapproval rating jumps over 50% for first time: Poll Prime Minister Justin Trudeau’s disapproval rating among Canadians has jumped above the 50 per cent mark for the first time since the 2015 election, according to a new poll. The Angus Reid Institute’s latest survey, released Monday, found the political flak from Trudeau’s recent trip to India and increasing worry over government spending has widened the gap in approval ratings between the Liberals and Andrew Scheer’s Conservative Party. The firm now says Tories have a shot at winning a majority government. If an election was held tomorrow, the poll said, 40 per cent of respondents who were decided or leaning voters would back the Tories while 30 per cent would opt for the Liberals. Nineteen per cent said they would vote for Jagmeet Singh’s NDP. The poll also found another possible bad omen for the federal Liberals. Fifty-one per cent of respondents — an all-time high — say it’s time for a change in government. Though that view is strongest among previous Conservative voters, ARI noted, 23 per cent of respondents who voted for the

Liberals in 2015 also agreed with that statement. That shift in the Liberal’s base seems to be a key factor in the slip in popularity for Trudeau and the party, the polling firm said. While a majority of the Grit base still approves of the PM, 31 per cent of respondents who voted for the Liberals in 2015 now say they disapprove of the party’s leader. The polling firm’s results suggest the Liberal Party’s voter retention is weaker than the Tories’. Fifty-eight per cent of its past supporters say they would vote for the Grits again, according to the poll, compared to 86 per cent of the Conservative Party’s past voters. Fifty-three per cent of respondents who voted for the NDP in 2015 would do the same in the next election. The Conservative leader, who was elected to his party’s helm last May, is seen as a stronger leader on issues such as crime, relations with the provinces, health care and the economy, the latter being the most important issue in Canada today to 26 per cent of respondents. The government’s latest budget, which predicted a deficit of $18.1 billion and offered no date for any return to balance, also contributed to the Liberals’ woes.

The country is expected to receive remittances of about $76 billion in 2018, 10 percent more than in the previous year, according to estimates by EbixCash, the financial exchange unit of U.S.-based insurance software provider Ebix Inc. About three-fourth of the inflows come via Ebix’s outlets, the company said. Flows from an estimated 20 million nationals working abroad will help bolster India’s efforts to cap the nation’s current-account deficit. Without remittances, the gap would have been about five percent of gross domestic product at mid-year, instead of two percent, according to Capital Economics. “When rupee depreciates

38 families of train tragedy get compensation After handing over compensation cheques to 38 families of the Amritsar train mishap victims, the Relief and Rehabilitation Committee has announced to release compensation to 137 injured from Sunday. Among them 62 are admitted to various hospitals, while the remaining are being treated at OPDs. With the death toll reaching 59, officials said compensation to the families of the remaining 21 victims would be given this week. Talking to The Tribune, Health Minister and chairman, Relief and Rehabilitation Committee, Brahm Mohindra said, “The administration is facing trouble due to multiple number of claimants in some cases. Their credentials will be verified and cheques will be distributed”. In at least six cases, the administration is facing problem due to counterclaims by dependents. The government had earlier announced a compensation of Rs 5 lakh for the dead and Rs 50,000 for the injured.

To rule out chances of dispute among dependents at later stage, the government has issued separate cheques to all dependents of a deceased as per their share. Sources claimed that this decision was taken as in some cases parents of the deceased feared that their daughters-in-law would not care in case she gets the entire amount and vice versa. Mohindra said they would start distributing compensation to the injured from Sunday. Meanwhile, the task to prepare socio-economic profiles of the affected has also begun. “We will arrange suitable jobs for the eligible members of the affected families,” said Mohindra, adding that the local Municipal Corporation had also been asked to adjust whatever number they required as daily wagers. Revenue Minister Sukhbinder Singh Sarkaria, who is also a member of the committee, said the government would also provide relevant skills to the members of the affected families.

Intervened to save CBI from becoming object of mockery: Govt In a first official reaction on the ongoing feud between two top functionaries of India’s premier investigative agency CBI, the government on Wednesday said it stepped in to ensure the institutional integrity of the organisation and save it from becoming an object of mockery. Briefing the media here after the meeting of the Union Cabinet, Finance Minister Arun Jaitley, while defending the government decision to ask the two feuding officers - CBI Director Alok Verma and his deputy in the agency Rakesh Asthana -- to proceed on leave, said it was done on the recommendations of the Chief Vigilance Commission (CVC), which has the power of superintendence under Section 4(2) of the Act in relation to the investigation. “CBI is a premier investigation agency, which needs to maintain its institutional integrity and thus it is the pre-condition that

fairness and honesty are maintained. We could not have afforded a situation where those who are accused and have gone outside India could raise fingers at the institutional integrity of the CBI,” Jaitley said. Noting that both the CBI director and his deputy in the agency have levelled allegations against each other, the Minister said the government on the recommendation of the CVC has decided to constitute an SIT to investigate into the matter. “When, how and who will form the SIT will be decided by the CVC and since neither of them can investigate charges against each other, both of them have been asked to sit out as an interim measure. They have also been asked to offer themselves in the investigation,” Jaitley said, adding that it was “an extraordinary situation and the SIT will not function under either of the two”.

I-T dept raids 100 places in TN, AP in mining, export firms tax evasion The Income Tax Department (ITD) on Thursday launched multiple raids at over 100 locations in Tamil Nadu and Andhra Pradesh as part of a tax evasion probe against mining and mineral export companies, officials said. The searches are being conducted on the premises of at least four such business groups in Chennai, Coimbatore, Tirunelveli, Tuticorin and Karaikal in Tamil Nadu and Vishakhapatnam and Srikakulam in Andhra Pradesh, they said. One of the firms identified by ITD officials is VV minerals of Tamil Nadu. Over 130 ITD officials are

conducting the operation with assistance from security and police personnel, they said. They said the companies that are being searched are involved in mining, processing and export of beach sand minerals in an alleged illegal manner that led the taxman to probe tax evasion charges against them. The alleged illegal profits earned through this, they said, were subsequently ploughed for investments into other businesses of these groups like spinning mills, sugar mills, hotels, engineering colleges and some blue metal businesses.

Sri Lanka President Maithripala Sirisena sacks Prime Minister Ranil President Maithripala Sirisena on Friday (Oct 26) sacked his Prime Minister Ranil Wickremesinghe and appointed former president Mahinda Rajapakse as the new premier, the president’s office said. A private television network loyal to Mr Rajapakse televised him being sworn in as the new prime minister, replacing Mr Wickremesinghe. There was no immediate word from Mr Wickremesinghe, who helped Mr Sirisena win the January 2015 elections against Mr Rajapakse.

Aiyaz Khaiyum must step down as member of parliament, says Tikoca ODELPA’s Opposition Whip, Ratu Isoa Tikoca is still demanding that Acting Prime Minister, Aiyaz Sayed-Khaiyum must step down as a Member of Parliament following unbecoming acts in Parliament in his capacity as the Chief Legal Advisor to Government and Acting Prime Minister. Tikoca maintains that Sayed-Khaiyum’s actions was a racial slur against him. The Opposition Whip is challenging Sayed-Khaiyum to prove that Tikoca’s voice and character are similar to that of Darth Vader. Tikoca is also challenging SayedKhaiyum to prove that Darth Vader poses like a monkey or ape in any of his characters, like he did in Parliament. Tikoca says anyone viewing the clip will know that this was not a light-hearted comment. He says SayedKhaiyum’s expression was serious, his body language was most aggressive and patronising and he made sounds and posed like a monkey or ape just before he sat down. Tikoca says Sayed-Khaiyum also insulted Tikoca’s voters when he said that parliament would be better off without him. Sayed-Khaiyum says he went on to mimic Darth Vadar’s speaking style in the Star Wars movies by lowering the register of his voice and adopting a Darth Vadar pose. He says the video clip of the proceedings clearly shows members of the house laughing, including the Speaker, who specifically referred to Sayed-Khaiyum “breaking the ice”. The Acting Prime Minister says at no stage does the Hansard record him saying anything that constitutes a racial slur. 4 children injured as gunmen opened fire at school in Quetta At least four children were injured when some unidentified gunmen opened fire at a school in Quetta. The gunmen came on motorcycles and opened fire on the gate of Danish Kadah School — a private school located in the city suburbs. Four students received bullet injuries on their legs in the firing. The injured students—three boys and a girl — are aged 9 to 12 years. Injured children were taken to the Civil Hospital, and are now in stable condition.

Balochistan Home Minister Mir Saleem Ahmed Khosa condemned the firing incident and said those involved in the attack will be apprehended soon. In 2014, Taliban militants stormed an army-run school in Peshawar, killing 149 people, mostly children. UK police warns NRI families to protect their gold from thieves during Diwali season

Trump appoints Indian-American to head energy regulation pannel US President Donald Trump designates prominent Indian-American lawyer Neil Chatterjee as Chairman of the Federal Energy Regulatory Commission (FERC). The FERC is an independent agency that regulates the interstate transmission of electricity, natural gas, and oil. Chatterjee would replace Kevin McIntyre as chairman of the prestigious agency. McIntyre resigned on October 22, citing health reasons. “President Trump designates Neil Chatterjee to be Chair of the Federal Energy Regulatory Commission,” the White House said in a statement on Wednesday. He is currently one of the three commissioners of the FERC. In a statement, Chatterjee said, “It is with a heavy heart that I step into this role while my friend and colleague, Kevin McIntyre, focuses on what’s most important: his recovery and his family.”

“Although this is a difficult period for the Commission, I want to assure my fellow Commissioners, staff within the building and stakeholders outside it, that it’s my full intention to build upon Kevin’s hard work. But above all, I look forward to the day when my friend is back at full capacity,” Chatterjee said. Chatterjee was nominated to the FERC by President Trump in May 2017 and confirmed by the US Senate in August 2017. He served as Chairman from August 2017 to December 2017, and was again named Chairman on October 24, 2018. Chatterjee, who was energy policy advisor to US Senate Majority Leader Mitch McConnell, has played an integral role in the passage of major energy, highway and farm legislations. He was confirmed by the US Senate as a FERC Commission member in August 2017.

Three Indian-Americans included in the list are Divya Nag, Dr Raj Panjabi and Atul Gawande. To put together the list, Time’s team of health editors and reporters nominated people who made significant contributions to the state of healthcare in America this year. The publication then evaluated their work on originality, impact, and quality. The list was broken up into four separate categories, including public health, treatments, cost, and technology The list included physicians, scientists, business and political leaders, whose work is transforming healthcare. special projects focusing on health. Aamir reveals why he loves ‘Suraiyya’ featuring Katrina Superstar Aamir Khan, who is gearing up for the release of his “Thugs Of Hindostan,” says he loves the lyrics of the song “Suraiyya” from the upcoming film which is picturized on actress Katrina Kaif. “I love the lyrics of ‘Suraiyya.’ They are really very representative of both (characters) Firangi (Aamir) and Suraiyya’s (Katrina) relationship in the film. “It is a fun song, and there are steps that I would not have been able to do had I been rehearsing for 10 years, but somehow, she (Katrina) manages to pull them off!” Khan said in a statement. Choreographerfilmmaker-actor Prabhudheva has choreographed “Suraiyya” in a way which combines old Indian dance forms with intricate contemporary moves. The song will see Aamir Khan, dressed as a British captain, wooing Katrina Kaif in front of some British officers. Kaif said that there is a lot of heart in the song.

“Most important for me, it’s an original song. It’s a new concept. When I saw the choreography I thought it was fantastic of course, but I also realized that it was very tough,” she added. Katrina Kaif, who will be seen sharing screen space with Aamir Khan for the second time after “Dhoom 3,” said that the song’s speed was “extremely fast but yet the movement was very fluid so that combination was very very challenging.” “There is a lot of masti (fun) in the song – its dance and its comedy – at the same time which makes it super interesting.” The song has been composed by AjayAtul while Amitabh Bhattacharya has penned the lyrics. Surrey mayorelect Doug McCallum is fielding criticism about his promises to reroute the city’s transit plans. On Monday, the Surrey Board of Trade’s Anita Huberman said McCallum’s campaign pledge to build a SkyTrain line rather than the already approved light rail service would cost the city three times as much. The mayor-elect, however, later said “that’s not correct as far as the cost is concerned,� adding that Huberman and the board “don’t speak for the residents of Surrey.� “We’ve done the figuring,� McCallum said. “The $1.65 billion that the federal government has committed to rapid transit lines in Surrey—we can build the SkyTrain along the Fraser Highway from our city centre through Fleetwood, Clayton and into Langley for that figure.� McCallum cited the Evergreen Line as evidence, saying it covers a roughly the same distance, uses similar infrastructure and would only cost $1.4 billion to complete. In fact, the Evergreen Line is only 10.9 kilometres long and cost $1.43 billion to build. TransLink estimates the 16.5-kilometre LRT line from Surrey to Langley would cost $1.95 billion and a SkyTrain along the same route would cost around $2.9 billion. McCallum will also have to convince the Metro Vancouver Mayors’ Council that abandoning the Surrey LRT in favour of a SkyTrain line is the right move despite the millions that have already been spent. But McCallum said he’s confident he’ll be able

to overcome that hurdle. “I don’t have too much concern,� he said, adding that he’s heard Vancouver mayor-elect Kennedy Stewart would support the move. “I think with the new mayors have that been elected to the transit board, I think they all understand that it’s Surrey’s turn. Surrey’s waited for 30 years in the region to do it and all the other cities in the region have SkyTrain and I think they recognize it’s Surrey’s turn to have a SkyTrain along the Fraser Highway.� But not every Metro Vancouver mayor is so open to the idea. “Over $50 million has already been spent on that project and I think it would be step backwards to pull the plug,� said New Westminster Mayor Jonathan Cote, who was re-elected Saturday night. “The comparison saying SkyTrain technology can be built at the same cost as LRT is actually factually incorrect.� McCallum is disputing that number too, saying his understanding is that only $18 million have been spent to date. Scrapping the LRT plan would send everyone back to the drawing board, but Ottawa says it intends to keep it’s $1.65 billon on the table.

Mayor-elect Doug McCallum defends skytrain “The federal government will most usually go along with a plan that the region and the province agree to,� said Ken Hardie, a Liberal MP for Fleetwood-Port Kells. McCallum also sees his plan to replace the Surrey RCMP with a dedicated municipal force as attainable, despite contractual obligations and significant costs associated with the transition. The mayor-elect said the city already owns much of the equipment and infrastructure used by Mounties, including

vehicles and community police stations, and staff with the Canadian Union of Public Employees already run much of the administrative side. McCallum added that the federal government only pays 10 per

cent of police officers’ salaries, while the city covers the other 90 per cent. “The only change that we’re looking at is in the officers and we have indication throughout the region that we won’t have any problems getting the officers needed for the City of Surrey police,� he said. “It will cost us a little bit more money for our police force, but the people of Surrey tell us very clearly they’re willing to pay a little more to make their community safe.� The City of Richmond considered moving to a city police force back in 2016, but ultimately decided the costs would be too high and the process too complex. McCallum won the Oct. 20 civic election by a margin of more than 20,000 votes over Surrey First’s Tom Gill, who was considered a top contender for the mayor’s chair. McCallum, who previously served as the city’s mayor between 1996 and 2005, will take the reins from outgoing mayor Linda Hepner, who announced back in April she would not seek re-election.

Construction takes a dip in the midst of population boom construction to keep up with demand. The number of new housing starts fell to an annual rate of 188,700 in September, according to data released Tuesday by Canada Mortgage and Housing Corp. That’s the lowest in nearly two years and a drop of 23 per cent since June, when the country clocked a rate of 245,000 housing starts, annualized. “The slowdown in building has coincided with moves toward more restrictive mortgage

rules and higher interest rates,� CIBC economist Royce Mendes wrote in a client note. The decline was led by steep drops in British Columbia and Alberta, where home construction starts have dropped by 43.3 per cent and 34.8 per cent, respectively. Central Canada bucked the trend, with housing starts up 21.3 per cent and 15.4 per cent respectively. While it’s common for this data to swing wildly from month to month, this slowdown comes

as Canada’s population is accelerating. Recent estimates from Statistics Canada show the country’s population grew by more than 518,000 over the past year, to 37.1 million. That’s the fastest rate Canada has seen since the late 1980s. , and the fastest rate of any G7 country. In an analysis issued in August, the Bank of Montreal estimated that this new pace of population growth — the result of a boost to immigration levels by the federal

Half of the homeowners say cannabis use will hurt property values: poll More than half of Canadian homeowners recently surveyed say they would be less likely to consider a property if they knew cannabis had been grown inside, according to a poll released Tuesday. Real estate listings company Zoocasa, which commissioned the study, found that 52 per cent of homeowners would think twice about buying a home that had been used to grow even a legal amount of marijuana. Set to go into effect on Wednesday, the new federal Cannabis Act will permit the consumption and purchase of the previously-illicit plant. It also allows Canadians to grow up to four plants for personal use inside their homes.

But Zoocasa said those involved in their survey generally expressed negative sentiments towards consuming, cultivating and living in close proximity to cannabis use. Meanwhile, only 15 per cent of all respondents indicated they would consider growing cannabis in their homes. Nearly two-thirds (64 per cent) of homeowners polled say smoking

marijuana inside a home would harm a property’s value; while 21 per cent disagreed and 15 per cent were neutral. Penelope Graham, the managing editor at Zoocasa, says these are still early days and there are still a lot of unanswered questions about how cannabis legalization will impact property values. “A lot of the negative

sentiment in our findings is stemming from this uncertainty among homeowners,� she said. “(Your home is) your largest financial investment. The last thing that you want to do is accidentally devalue it doing something you think is legal.� Among condo and apartment dwellers, a majority (61 per cent) of those polled say that people who live in these properties should not be able to smoke inside their units, while 64 per cent say condo boards and property managers should have the right to ban residents from using the drugs in their units. The survey also found that nearly half of respondents don’t want to live near a cannabis dispensary either.
