Nina and Gurmant Grewal’s son removed as candidate

urmant Grewal and Nina Grewal’s son, Liv Grewal, has been ousted as the Conservative party candidate in the new BC riding of Mission-Matsqui-Fraser Canyon. His removal is mysterious as it is sudden, ending the Grewal family dream of having a “mother and son” sit together in Parliament for the first time. Liv Grewal sent out a press release on Wednesday afternoon, claiming that he had withdrawn as the candidate for the new riding but giving no reasons as to why he, as a nominated candidate of the Conservatives and son of sitting Fleetwood Ports Kells MP, Nina Grewal, would suddenly withdraw his name. However, he did complain in the press release that “ I’m disappointed with this decision by the Party. Sadly, it is the result of an unfair political process.” This last sentence in the press release makes it clear that the younger Grewal did not go willingly or voluntarily and that he was pushed out. bbotsford Police have charged four young men after complaints that seniors were threatened and insulted in a park. Police say the suspects drove through Goldfinch Park in a car, hurling insults at the seniors and ordering them to leave or they’d be killed. The seniors told police one of the suspects used a megaphone to yell at them. They were using Mom and Dad’s car to harass other people’s grandparents,” said Abbotsford Police Cst. Ian MacDonald. On July 18, police stopped a car with four occupants near the park. One of the passengers appeared to be raising a megaphone to his mouth. Amarprit Singh Dhaliwal, 19, Gobind Denzil Singh Pangli, 19 and Suraj Singh Narang, 18, are charged with uttering threats and causing a disturbance. Trudeau shuts down NDP MP’s coalition suggestion: ‘Out of the question’
ustin Trudeau bluntly shut down the possibility of a Liberal-NDP coalition on Thursday after a prominent NDP MP floated the idea as a way of ousting the ruling Conservatives. “A formal coalition is out of the question,” the Liberal Party leader said at a Winnipeg news conference. “There are a number of issues on which the Liberal party and the NDP disagree on a quite a fundamental level.” The remarks followed Skeena-Bulkley Valley MP Nathan Cullen’s suggestion that the NDP were willing to join forces. In a Wednesday interview with the Canadian Press, Cullen said while winning a majority in this fall’s federal election is still his party’s goal, ultimately the number-one priority is toppling the Tories. “The Liberal voters that I know are as fed up with Stephen Harper as anybody,” Cullen said. Liberal Leader Justin Trudeau, alongside Manitoba Liberal candi-
dates, at a Winnipeg news conference Thursday where he rejected any suggestion of a coalition with the NDP. But Trudeau quickly dismissed the idea Thursday, saying that “Canadians are in desperate need of a better government, not just a different government.” “We do not believe in reducing the amount of options that Canadians have at the ballot box,” he said. Trudeau has previously rejected the idea of an NDP-Liberal coalition, though earlier this year he said he might be more open to the possibility if Tom Mulcair were not at the party’s helm. The last time the idea of a coalition government was seriously floated was seven years ago, when the NDP, Liberals and Bloc Quebecois came together to force the government out of office. I
t is for a reason that people, especially the varied ethnic communities of Metro Vancouver break into a smile each time Minister of Defence and Minister of Multiculturalism comes visiting. Not only does he do his homework well, he has a way with words and this was evident at Surrey’s Yoga Hanuman Temple in Surrey this week, at a short visit that minister Kenney made to the temple. Kenney was welcomed by priests chanting Sanskrit mantras led by the head priest Sri Ram Shakti Bhattar and in response, Kenney with a warm smile on his face greeted the small gathering by saying Vanakkam, the Tamil word for welcome or Namaste, immediately bringing a smile on every one’s faces. Yoga Hanuman Temple is a small, Hindu temple dedicated to Lord Hanuman in the heart of Newton and caters to a small group of worshippers, most of whom hail from South India. This group of people are generally non-political and steer clear from political controversies rarely making their presence felt by involving themselves in large political functions or fundraisings, but nevertheless form a vibrant part of Canada’s multicultural fabric. And therefore when Minister Kenney decided to visit the temple, and speak in a smattering of Tamil and talk about Hindu philosophy and yoga and meditation and refer to the place of worship as “mandir”

Since the last few weeks there have been a number of Conservative Ministers visiting Metro Vancouver and specially to Surrey to show support for the party’s local candidates. The riding of Surrey Newton is especially interesting with a tight three way race predicted between NDP’s Jinny Sims, Conservative’s Harpreet Singh and the Liberal’s Sukh Dhaliwal. Surrey RCMP, Vancouver police, investigate possible swatting case
ounties in Surrey and the Vancouver police are investigating a possible swatting case after someone called police claiming there had been a shooting at a house in Surrey. Vancouver police received the call shortly after 2 a.m. about a shooting in the 12800-block of 68A Avenue. RCMP attended, spoke to the residents — a family with two
children — and searched the home. Officers quickly determined that no shooting had occurred and it was fake call. Police do not yet have a suspect in the case, but they are working with the VPD to trace the call, said Surrey RCMP Cpl. Scotty Schumann. Schumann said these types of calls are a huge risk to emergency first responders and it’s a drain on
public resources. Emergency resources that were sent out included more than 10 police cars, two ambulances, and a fire truck. Swatting, which involves tricking emergency responders (a SWAT team) into deploying to a location where no emergency is taking place, is a serious criminal offence and can land the offender in jail. A Coquitlam teen was
sentenced earlier this month to 16 months in jail for numerous swatting cases across the continent. The 17 year old, who cannot be named under Canada’s youth laws, pleaded guilty to 23 charges, including nine offences for criminal harassment, eight for public mischief, four counts for extortion and one for uttering threats.

7-year-old girl confronts armed robbers in home invasion
seven-year-old girl who had a gun pointed at her in a shocking home invasion in East Vancouver confronted the robbers after one struck her grandfather in the head with the weapon, the girl’s father said. The girl was home with her grandparents when two men dressed as construction workers forced their way into the house, corralled the family in the living room and then ransacked the house searching for valuables. One of the men struck the girl’s grandfather twice in the head with a gun, according to a man who identified himself as Andrew and as the father of the girl. After the robber hit the grandfather a second time, the girl yelled back. “My daughter got mad,” said Andrew in a phone interview with reporters. “She yelled ‘Stop it. RCMP say 1,228 people in B.C. found sharing child porn over six months
R
CMP say a disturbing number of residents have been found sharing child pornography online, with more than 1,200 individual cases discovered over a six-month period last year. Insp. Ed Boettcher, a spokesman for the RCMP’s Integrated Child Exploitation Unit, says between April 1 and September 30, investigators tracked known illegal material that was exchanged online through peer-to-peer file sharing and found 1,228 unique instances in B.C. “Frankly, even as a police officer who investigates this type of crime, the extent of problem is disturbing,� said Boettcher,
in a statement Wednesday. “A single exchange of material where a child was victimized is too many, this many instances over a six-month period is tragic.� This was the first time a project like this was conducted in B.C., he said, and as a result investigators cannot say whether the issue is getting worse or better. “This project established a baseline of what was happening in the province, and we feel that it is important for the public to be aware of the issue,� he said. He said the RCMP is working with local police throughout the province to investigate the incidents further.
BC Ferries accused of hiding email to Transportation Minister Todd Stone An email sent by BC Ferries CEO Mike Corrigan to Transportation Minister Todd Stone has become a political hot potato after the Opposition NDP accused the ferry service of trying to hide the embarrassing exchange. The B.C. NDP filed a freedom of information request for any emails between Corrigan and Stone sent between January 1 and March 31 this year, receiving a “no records� response. At the time, Corrigan told CBC Radio 1 that his exchanges with the minister were always by phone or face-to-face. But the subsequent emergence of an email from the CEO to Stone produced from the same request to the Ministry of Transportation suggests otherwise, the NDP said today. In the February email, Corrigan told Stone that his comments on a BC Ferries policy were, “not helpful or productive,� and that the minister should “take this into consideration when commenting� in the future.

The four officers who surrounded Dziekanski at Vancouver’s airport in October 2007 were tried separately. Robinson was found guilty along with Const. Kwesi Millington, but the two other officers involved were acquitted. The Crown had asked for a threeyear prison term, while defence called for a conditional sentence for Robinson, who was convicted of obstruction of justice in a separate trial after the vehicle he was driving hit and killed a young motorcyclist in October 2008. During the sentencing hearing in June, Robinson’s lawyer called his client the poster child for failure who might be able to bring some insight to others, especially those in the First Nations community. Robinson’s troubles led the RCMP to single him out as a bad apple within its ranks. The four officers went to Vancouver’s airport on Oct. 14, 2007, after Dziekanski, a Polish immigrant who spoke no English, started throwing furniture. Within seconds of their arrival, Dziekanski was jolted several times with a Taser and died on the floor of the arrivals terminal. The Crown claimed during the trial that the officers concocted a story to give to homicide investigators and then lied to the public inquiry to explain why their first statements didn’t match with the amateur video that was later released. During his sentencing hearing, Smith noted that all the officers made similar mistakes, including their incorrect claim that Dziekanski was wrestled to the ground. The judge said the only explanation was that the Mounties worked together on their stories. “I simply do not believe that a police officer of his experience could make such a crucial mistake in these circumstances,” Smith ruled. Millington, was given a 30-month prison sentence in June, but has been granted bail while he appeals the conviction.

B.C. government moves to seize date rape condo in Vancouver
T
he B.C. government wants to seize the apartment of a Vancouver man convicted of sexually assaulting a woman after giving her the date rape drug GHB. The director of civil forfeiture alleges that if the suite where Seyed Nima Razavi Zadeh committed the sexual assault isn’t forfeited, he’s likely to use it again to commit “unlawful activities.” “Nima Razavi used the property as a staging ground to commit multiple sexual assaults and to store GHB which he used to facilitate those sexual assaults,” says a notice of civil claim filed in B.C. Supreme Court. “The property is an instrument of unlawful activity because it was used to engage in the unlawful activity that in turn caused or was likely to cause serious bodily harm to a person.”

Robyn Gill overcomes gang life to place first in bodybuilding nationals
S
tanding on the Dalhousie Arts Centre stage in Halifax — clad in a bright blue bikini with her long dark hair draped over one shoulder — Surrey’s Robyn Gill listened intently for her name and number. The personal trainer and competitive bodybuilder had made it to the top five in her figure class at the Canadian Body Building Federation’s National Bikini, Figure, Fitness and Physique Championships last Saturday night. Focused and completely still, holding her pose and smile, she stood among Canada’s best female bodybuilders as they awaited the final results. The judge called out fifth place, then fourth, then third — and Gill had yet to hear her name or her number, 228. “Then second place was called out — number 220 (Melanie Girard from Quebec),” Gill recalled. “I like had a heart attack, because at that point you know you won.” “I dropped my whole pose and my face dropped and I didn’t know what to do. “I was freaking out. I started screaming thank you to the judges, I’m like screaming, I’m jumping — it was like I won the lottery.” But it was much more than luck of the draw that got Gill to that stage last weekend. Her physical training only took a short two years (it usually takes about two years of training just to reach a novice stage). She set the national championships as her goal in spring 2013 and with hard work and determination placed second at her first novice competition in B.C. later that fall, then took fourth in provincials which ultimately led her to nationals in Halifax. And while it seems like an impressive
Robyn Gill fast track to success, it took a lifetime of struggle to get to where she is today. When Gill was 17, her mother, who was bipolar, committed suicide. That tragedy sent Gill into a “downward spiral,” she told
The Province in a previous interview. Gill got involved with gangsters and drug dealers in Surrey and found herself in and out of the court system for assault charges and driving infractions. While she managed to get out of the gang lifestyle, she later struggled with depression and suicidal thoughts after suffering a series of devastating losses, including the deaths of her father, grandmother, grandfather and childhood friend — all within a few short months. But her goal to make it to the national bodybuilding stage gave her something to live for. “It feels like a dream, I can’t believe it,” Gill said of her win. “To me this is everything. “I said, at my lowest point, I’d ... make it to best in Canada. It shows that you can really be anything you set your heart on.” The 16 weeks leading up to the competition were particularly gruelling for Gill. Her diet consisted of unseasoned eggs, chicken,

With six weeks to go she was doing “morning fasted cardio” (cardio first thing in the morning on an empty stomach). By July 1, 18 days before the competition, she was training every day — no rest. “It was very strenuous and tiring ... to go two weeks without stop,” she said. “I was getting so lean and so depleted.” She was down to 113 pounds (her normal weight is usually a lean and muscular 120 pounds). In the off season she lifts heavy — an overhead press with 40-pound dumbbells in each hand — but at this stage, she could barely lift 10 to 15 pounds. “Everything was aching on me but I just had to keep pushing through it,” she said. And it all paid off. “I still can’t believe it,” Gill said, still in awe of her big win.

With Tim Uppal as his Punjabi speaking side-kick fice. Chances are, he will turn up there and put up quite a show – for free. On Tuesday morning, Kenney held a press conference for the South Asian media. And he was in top form. He spoke of how well the Conservative government ahs done on immigration as far as South Asians are concerned, specially people from Punjab and India, compared to the federal Liberals. He accused local NDP MP, Jinny Sims, of lying on immigration numbers and even got colleague Tim Uppal to nod in agreement. Kenney claimed that Sims was wrong in alleging that the Conservative government had reduced family reunification and proudly said that his government had issued 17,000 super visas to Indian parents and grand parents – with most of these super visas being issued within the 50 days of application. He did a slick video presentation showing how immigration numbers under the Conservatives have gone up compared to when the federal Liberals were in control. His charts showed that from 1993 to until they were ousted by the Conservatives in 2005, Liberals averaged 222,000 permanent residents year while the Conservatives averaged almost 258,000 permanent residence a year from 2006 to date, even topping out at 280,000 immigrants in a couple of years.
There was not one instance when the Liberals did better than the Conservatives when numbers and percentages are compared, according to Kenney’s presentation. He said that there were 400,000 refugee claimants a year under the Liberals, mainly from democratic countries in Europe whereas under the Conservatives, the refugee applicants are now at 10,000 a year – mostly from dictatorships. The Minister’s attention was diverted briefly to answer a prepared answer on why there is such a delay in getting RCMP Officers onto the streets of Surrey and the and reputation that the F-35 fighters jets has garnered. Then it was back to more on immigration, immigration, immigration. The Conservative strategists have decided that Jason Kenney talking about immigration is the best way to attract South Asian support (not Nina Grewal talking about anything else). Let there be no doubt about it. Jason Kenney is good at what he does. In fact, he is very good at what he does. If you were to start a brand new political party, Jason Kenney would be an ideal person to have on your side to promote the new party. And he is doing a fine job promoting the Conservatives in Metro Vancouver for two weeks – or three or maybe even four weeks. Or for as long as it takes!

Cooler weather takes edge off 45 new wildfires in B.C. Forty-five new wildfires were sparked in British Columbia on Tuesday, but an official with the Wildfire Management Branch notes the picture is not as bleak as it could be.Fire information officer Ryan Turcot says cooler, unsettled conditions have had a slightly moderating effect. He says the latest fires are not as aggressive as those sparked Monday, but adds gusty winds are complicating fire fighting efforts in southern B.C.
Turcot says most of the new fires are concentrated in the Kamloops and Southeast fire centres. There are seven evacuation alerts or orders in place for residents near B.C. fire lines, including an order for those who live in 70 homes near the Westside Road fire outside West Kelowna where a fire that flared Monday is spreading uncontrolled. Statistics show 1,292 blazes recorded this season, pushing firefighting costs to $136-million, with bills mounting daily.
Only 6 of 100 police officers in Surrey so far

ore than a month after the federal government said Surrey had 20 new police officers, the city has only received six new Mounties. Conservative Minister of Public Safety and Emergency Preparedness Steven Blaney was at the Delta Public Safety Building Tuesday for a forum with local mayors. At a media scrum afterward, Blaney said Surrey had 33 new officers in April, and six more since. However, the 33 were owed this
city from last year, he acknowledged when asked by the media. He confirmed that Surrey has only six of the 100 it’s asked for this year. He would not say how many of the 100 will be delivered before the federal election in October. “I can’t commit to this number,” Blaney said. “The number is evolving every day, there are more coming in the coming weeks. We will keep you updated.” More than five weeks ago, Blaney said Surrey
RCMP release photo of bank robbery suspect RCMP are hoping the public can help identify a man who allegedly robbed a bank in South Surrey recently. On July 13 shortly after noon, police responded to a robbery at a bank in the 1600-block of 152nd Street. Police say the man didn’t use a weapon, and no one was hurt. RCMP won’t divulge the amount of money stolen. The suspect is described as a 25-year-old man, five feet 10 inches, 200 pounds with tattoos across his left hand fingers. He was wearing a dark-coloured New York Yankees hat with pinstripes, a grey and beige coloured shirt with “G Unit and Co” across the back, grey

CRTC says big telecoms must share high-speed networks with competitors
anada’s big telecom companies will be required to open their highest-speed internet cables to smaller competitors who want to offer broadband services to consumers, according to a CRTC ruling released. That means that big telecom and cable providers, who are already required to share their copper and coaxial cables with smaller competitors such as Primus, Distributel or TekSavvy, will now have to do the same with their fibre optic cables. The smaller competitor companies currently own about 10 per cent of the Canadian home internet market, with the other 90 per cent controlled by big phone and cable companies. The CRTC decision is a major loss for big companies like Bell, which argue that it would have no incentive to invest in laying new fibre optic cables if forced to allow rival companies to profit from them. But the ruling also contains some solace for the big providers. The CRTC said it will allow the big telecoms to charge fees for sharing their cables in order to make a profit on their investments. The pricing model will be worked out with each company on the basis of actual cost, plus a markup of about 30 per cent. There are also some other changes in the new regime, designed to push the smaller competitors to invest in their own infrastructure, rather than just piggy-backing on the infrastructure already installed by the big companies. As things stand, the smaller competitors use what is called the “aggregated” model of service. They tap into a single point of access, of which there is one per
province, and all traffic from that node to the homes and businesses of the final internet consumer travels along cables that belong to the big companies. Because there is only one interface per province, the distances can be long, and the smaller competitors are required to pay for the transport of their data at rates that increase with distance travelled. Under the new rules, any smaller company that wants access to the highspeed fibre optic cables must agree to a “disaggregated” model of service, where they are required to plug in much closer to the final consumer, at a regional point of access. There are dozens of these regional interfaces in Ontario and Quebec. The smaller companies would then have to arrange transport of the signal from that regional interface to their own offices, either by installing their own fibre optic cable, or by leasing it from an existing company. The CRTC said this is designed to discourage smaller competitors from acting as mere resellers of existing bandwidth, rather than contributing to expand the total amount of bandwidth available. Many smaller competitors say they would prefer to move to a disaggregated model, because they are currently forced to pay heavy transport fees to move their data long distances to a single provincial point of access before it crosses over to their own networks. Under the disaggregated model, they can reduce those

Dr. Mark Lysyshyn, the Vancouver Coastal Health medical health officer for North Vancouver, said they have been issuing warnings for months on the risk posed by fentanyl to people using street drugs. “We have tried to get the message out that fentanyl is in the street drugs, ” Lysyshyn said.

Premier Clark blames climate change for BC fires
P
remier Christy Clark says wildfire seasons like the one the province is currently experiencing will become more and more common because of climate change. “Climate change has altered the terrain. It’s made us much more vulnerable to fire,” said Clark. “We have to be planning with the knowledge that this isn’t going to be an unusual year.” The premier made the remarks at the site of the Westside Road fire near West Kelowna after flying over the area to view the damage. She predicted the province will need more resources in coming years. She said so far this year the province has spent $163 million fighting the fires and could spend as much as $400 million. “You never want to have to spend more money than you need to, but we’re going to spend as much as needed to control these fires,” said Clark. The province has only budgeted $63 million for wildfires, which Clark said is based on a five- to six-year average.
The premier said because of the province’s $1.7-billion surplus this year, the expense should not put it into deficit. Tougher penalties Clark said the province is considering enacting harsher penalties for those who start wildfires. Currently in B.C., almost 40 per cent of fires in the
past 10 years have been caused by people. “We’ve got to start thinking about stiffer penalties for people,” said Clark. “People need to be thinking hard about their behaviour and the impact it can have.” Some options may include impounding the cars of those who have flicked cigarettes out their windows. ancouver Mayor Gregor Robertson joined dozens of other mayors from around the world at the Vatican Tuesday to meet with Pope Francis and discuss the role cities can play in addressing climate change, sustainability, and poverty. Robertson was the only Canadian representative in the delegation of municipal leaders. In an interview with CBC News Tuesday, Robertson was critical of Canada’s environmental track record. “It’s certainly a big concern for mayors globally when the Canadian government is such a laggard, and is fighting against the tide of commitments to fighting climate change,” Robertson said. “It’s really a tipping point about climate change and it impacts on the most vulnerable people glob-

In addition to the climate declaration, mayors will be asked to sign a statement against human trafficking that was first penned by religious leaders at the Vatican last year.

op executives at Fraser Health collected a total of nearly $2.3 million in pay, benefits and other compensation last year. Former president and CEO Dr. Nigel Murray was paid $153,000 for serving just over half the year until he resigned effective last July 10. That included $100,575 in salary, about $16,000 in benefits and pension, and nearly $35,000 in unused vacation payout, according to the health authority’s financial disclosures. Murray was not paid a severance because he resigned voluntarily to return to New Zealand as the province was set to unveil significant reforms at the health authority. Dr. David Ostrow took over from Murray as interim CEO for the second half of the year, drawing total compensation of $140,000. A new permanent CEO – Michael Marchbank – took over in early January this year at an annual salary of $345,000. Continued on page 17

University pay disclosures Post-secondary institutions in the region also released their executive pay disclosures this month. Simon Fraser University president and vice-chancellor Andrew Petter received total compensation of $440,000. Amounts in addition to his base salary of $328,870 include pension, benefits, a $7,175 vehicle allowance and an on-campus presidential residence valued at $26,510 per year. SFU paid Petter and five vice-presidents received a total of nearly $1.7 million last year. Kwantlen Polytechnic University’s highest paid executive president Alan Davis, with total compensation of nearly $233,000. Davis and five other highest paid executives received a combined $1.1 million in 2014. The University of the Fraser Valley paid its president, Mark Evered, just under $230,000. Chopping Transit Police seen as an option to save money
ome Metro Vancouver mayors are willing to cut or eliminate the Transit Police service to redirect money to expand core bus service. But others say chopping cops is a bad strategy to deal with TransLink’s cash crunch after voters defeated a 0.5 per cent sales tax for transit expansion. “It’s worth looking at,” White Rock Mayor Wayne Baldwin said. “It is expensive. And quite frankly, I haven’t seen much benefit from it.” Baldwin said what he has noticed is a precipitous drop in community shuttle service in White Rock, from 30-minute frequency to every hour. He suggested the system could get by with attendants to conduct fare checks and assist passengers rather than much more costly armed police officers. The Transit Police last year cost $34 million, $2.2 million higher than expected because a new collective agreement
gave officers retroactive pay hikes to 2011. That amount of money could fund a significant jump in regular bus service. For comparison, it would have taken $59 million a year under the mayors’ plan to deliver the proposed 25 per cent lift in overall bus service, or $28 million per year to add the 11 new B-Line express bus routes that were proposed. But any cut to Transit Police would also mean fewer police boots on the ground and more pressure on local detachments at a time when Surrey, in particular, is desperate to add more officers. Surrey Mayor Linda Hepner, vice-chair of the mayors’ council, said a couple of mayors have raised the idea of cutting the Transit Police but stressed it’s not one she is advocating. “I have no idea what that would do to the system,” she said. The force has 167 sworn officers and another 67 civilian staff.

Ottawa pledges $1.53 billion for Green Line transit in Calgary

he federal government will contribute $1.53 billion towards the cost of Calgary’s planned Green Line public transit project. Calgary Southeast MP Jason Kenney, who made the announcement Friday morning, called it the biggest single federal investment ever made in Calgary. Calgary Mayor Naheed Nenshi called it a historic day. He says the money means the project
can be built as an LRT line immediately, skipping the planned intermediate step of making the Green Line a bus rapid-transit system. Construction will get underway in 2017 and be finished by 2024, Nenshi said. The Green Line will run from Calgary’s northern outskirts, down Centre Street, through downtown and into the deep southeast past the South Health Campus.

rate cut from the Bank of Canada signals the economy is weak but credit agency Fitch Ratings still expects a soft landing for the housing sector. The New York-based agency doesn’t think the decision by the central bank to reduce its overnight lending rate by 25 basis points will have much of an impact on borrowing. Some of country’s major banks have already lowered their prime lending rate following the decision Wednesday. “Given the current rate environment, which has been at near-record lows for several years, Fitch does not expect the rate cut to have much impact on market mortgage rates, or on affordability for current borrowers,” the company said in a release. Toronto-Dominion Bank was the first to cut its prime lending rate, slicing off 10 basis points to 2.75 per cent.Later Wednesday, Royal Bank of Canada and Bank of Montreal followed, shaving their prime lending rates by 15 basis points to

Fitch says it believes the Canadian housing market is still 20 per cent overvalued, with what it described as “modest variation” across provinces. “However, a number of positive market factors are expected to moderate any negative price pressure. Most importantly, the Canadian mortgage market does not have significant exposure to riskier mortgage products that would be at high risk of default,” said Fitch. Vancouver’s housing market shows no sign of easing as prices and sales hit fresh records

anada’s most expensive housing market got even pricier in June as sales set an all-time record for the month, the Real Estate Board of Greater Vancouver says.. The board said it was second best month ever in its history as the average sale price of detached home in the region topped $1.442 million in June. There were 4,375 sales through the multiple listing service in June , 2015, a 28.4 per cent increase from the 3,406 sales sales a year ago and a 7.9 per cent jump from just a month earlier. June sales were 29.1 per cent above the 10-year sales average for the month. June was the fourth straight month sales topped 4,000 sales and barely missed the all-time record for any month which was 4,434, recorded in May 2005. “Demand in our detached home market continues to drive activity across Metro
Vancouver,” said Darcy McLeod, president of the board, in a statement. “There were more detached home sales in the region last month than we’ve seen during the month of June in more than 10 years.” The board said its MLS Home Price Index composite benchmark price for all residential properties in Metro Vancouver was $694,000 last month, a 10.3 per cent increase from a year ago. “Housing market activity comes in cycles; we’re in an up cycle right now that looks similar to the mid-2000s,” McLeod said. “It would be easy to point to one factor that’s causing this cycle, but the truth is that it’s a number of different factors. 2 cans (14-ounce/400 mL each) of premium coconut milk 1 heaping tablespoon (20 mL) of Thai curry paste the tender stems of 1 bunch of cilantro, rinsed well2 chicken breasts, thinly sliced, 2 cups (500 mL0 of chicken broth, 1 carrot, shredded, 4 or 5 lime leaves, 2 stalks of lemon grass, halved lengthwise, woody leaves removed2 tablespoons (30 mL) of fish sauce the zest and juice of 2 limes a small knob frozen ginger, a handful bean sproutsa 8 ounce (225 g) package rice noodles 1 bunch of cilantro leaves, rinsed well 2 or 3 green onions, thinly sliced a sprinkle or two salt or soy sauce Methord: Scoop coconut cream from the top of just one of the cans into a large stockpot set over a medium-high heat. Melt the cream, add the curry paste and stir for a few minutes until they begin to sizzle. Add the cilantro roots and chicken and sautĂŠ until the chicken is cooked through, about 5 minutes. Add the coconut juice from the first can and all the contents of the second can along with the chicken broth, carrot, lime leaves, lemon grass, fish sauce and

lime zest and juice. Grate the frozen ginger into the broth with a Microplane grater or standard box grater. Simmer for 20 minutes or so. Stir in the bean sprouts. Add the rice noodles, gently pushing them beneath the surface of the broth. Turn off the heat and let stand until the noodles soften, about 5 minutes. Rice noodles don’t need to simmer like pasta to cook; they simply need
to rehydrate in the hot liquid. Stir in most of the cilantro leaves. Remove the lemon grass stalks. Taste and season with a touch more salt (or soy sauce) as needed. Ladle into large bowls and garnish with the green onions and remaining cilantro leaves.

CBC must find new funding sources, Senate report says
Senate committee is calling on Canada’s public broadcaster to publicly disclose how much employees make and ensure non-executives aren’t getting paid more than their peers in private broadcasting. The Senate’s communications committee is also calling on the Canadian Broadcasting Corp. to find new ways to fund its operations in order to limit the amount of funding it receives from the federal government. The committee rejected the idea of stable, multi-year funding for the Crown corporation, saying funding is based on “the fiscal demands of the federal government.” Senators raised the possibility of using the PBS funding model — where viewers donate money or pay for sponsorships of programs — or charging a license fee to every home in the country with a television, which is how the BBC receives some of its funds.
“Even though it’s more subtle, this is proposing to cut CBC’s budget,” said Ian Morrison of the advocacy group Friends of Canadian Broadcasting. The Senate committee also called on the CBC to cut production of all non-news and current events programs that private companies develop. In its place, the committee recommended the CBC create a “superfund” that would dole out cash to private producers, as opposed to the CBC spending the money on in-house productions. Such a move, Morrison argued, would render CBC nothing more than “a transmitter of programs that are conceived and thought up by private interests.” The committee says it’s time to update the Broadcasting Act, noting the legislation hasn’t been updated since the “pre-smartphone, pre-multi-platform” era of 1991.

Jasbir Sandhu, MP for Surrey North, condemned the Conservative government for failing to fulfill their promise to staff 100 more RCMP officers in Surrey and for misleading residents on the number of officers that have actually been deployed. On June 11, 2015, Federal Public Safety Minister, Steven Blaney, announced that 20 out of the 100 promised RCMP officers were already on the ground. Today, he contradicted his previous statement noting that actually only 6 new officers have been deployed to Surrey. “These new officers were requested by the city to help combat the escalating crime problem in Surrey. However, it turns out that only 6 of the 100 promised officers
are actually on the ground,” explained Sandhu. The city of Surrey has witnessed a recent wave of gang related shootings and crime continues to be a major concern across the city. “Every week brings more shootings. We are worried for our safety and the safety of our children, meanwhile, the Conservatives are too busy playing politics to answer to our concerns,” said Sandhu. “We have been waiting for these additional officers for way too long. Conservatives are failing on their pledge to be tough on crime. The Minister needs to respond to our requests and finally provide a clear timeline for when the remaining 94 RCMP officers will be deployed
to our community,” demanded Sandhu.

s rising housing costs in Metro Vancouver continue to make headlines, municipal policy-makers, including Vancouver’s mayor, point to a number of potential causes, including absentee owners and home-flippers-people who buy and promptly resell property for short-term returns. In a recent letter to B.C.’s premier, the mayor also called on the provincial and federal governments to help fund housing investments, and allow municipalities to track property ownership and vacancy more closely. It is difficult to say if any of these proposed policies can control housing costs, which rely on multiple factors. However, Metro Vancouver faces unavoidable physical limits to growth and the regulatory burden cities place on new housing development can exacerbate the problem. City planners play a critical role in our growing urban landscape, preventing nuisance and ensuring that growth is supported by appropriate infrastructure. But a recent study by the Fraser Institute finds stark differences in the hurdles developers across the Lower Mainland must overcome to build new homes. Before turning to potentially costly interventions into local housing markets, municipal policy-makers should look in their own back yards for simpler solutions to rising costs. If it takes too long to get city hall’s approval for housing developments, the supply of new homes will lag behind demand. This can make new housing scarce, and drive up prices across the region by creating a perpetual seller’s market. The study’s estimates that typical approval timelines range from five months in Pitt Meadows and 8.5 months in New Westminster to 16.1 months in the District of North Vancouver and 17.7 months in West Vancouver. Moreover, prohibitive compliance costs, such as development charges and legal fees, are another factor that can make the economics of more affordable housing options turn sour, adding at least $14,357 per new home built in Abbotsford and a maximum of $40,000 per home in the District of North Vancouver. Responsibly set fees, reflecting new in-
frastructure costs, can lift the fiscal burden of new development from the existing property tax base, making it easier to accommodate-especially at the urban fringe where new roads and sewers are often necessary. Subsequently, one would expect cities with the densest growth to feature the lowest fees. However, a closer look at fees and compliance costs across Canada finds no evidence of this trend. Instead, the data suggest that intensifying cities-those building up instead of out-often have regulatory frameworks that are more costly to navigate. Burnaby is a rare exception, growing compactly while maintaining low compliance costs relative to neighbouring Vancouver. Persistent rezoning in a city raises questions about the plans and bylaws it has in place, and can add to administrative burdens. Survey evidence suggests that zoning bylaws need to be amended to accommodate more than 80 per cent of new residential development in eight of 19 Lower Mainland cities. Estimates of rezoning’s effect on approval timelines range from 2.8 additional months in Port Coquitlam to 13 additional months in the District of North Vancouver. Council and community groups are often a force for good, but they can undervalue the needs of newcomers as Canadians continue to converge on urban centres. A survey of industry professionals revealed that opposition to residential development from council and community groups tends to be strongest in cities where dwelling values are highest (the North Shore, Vancouver) and less of a deterrent to building in places like Surrey, where people have amassed less equity in their homes. While one should be careful attributing a specific causal story to this correlation, it is unsettling to find that voices against new housing are amplified where it is most valuable. Cities such as Vancouver and the District of North Vancouver, where survey evidence suggests red tape is the thickest, can turn to their neighbours in Abbotsford and Burnaby for examples of effective land-use regulations, which impose less of a burden on building. Smoothing out the kinks in the process that gets new homes built can pay dividends to anyone looking for a new home in the Lower Mainland. The commissioner of Canada Elections says the NDP broke no rules when several MPs sent taxpayer-funded mailings to households in 2013 during or close to a series of federal byelections that year. In a letter to NDP national director Anne McGrath, Yves Cote says he’s exonerating the party after investigating several complaints about large-volume mailings from MP offices in four federal ridings: Bourassa in Montreal, Brandon-Souris and Provencher in Manitoba and Toronto Centre. “I have reached the conclusion that no offence under the Act
was committed with respect to these various mailings,” he wrote. Cote’s findings are based on documentation provided by the NDP and they vary according to the riding he examined. He found that in Provencher, all the mailings were sent outside the writ period, and therefore did not fall within the Elections Canada definition of election advertising. In the case of Bourassa and Toronto Centre, Cote found that some of the mailings went out on Oct. 18, two days before the writs dropped. The party demonstrated that it subsequently and unsuccessfully tried to recall the mailings once they learned the byelections had been officially called. Elections Canada rules state that any mailing that’s in transit when the writ is dropped and which cannot be recalled, will not be deemed an election expense.

Health care costs for provinces, territories on unsustainable path, PBO says

new report is warning that the net debt of the country’s provinces, territories and municipalities is on an unsustainable path with health spending set to accelerate along with the aging population. The parliamentary budget office estimates the net debt of these subnational governments will climb above 200 per cent of the gross domestic product in 75 years unless steps are taken to ease the burden — such as increasing federal health transfers.The federal budget watchdog says by contrast, Ottawa’s books are on a sustainable path and that its net debt is set to be eliminated in 35 years. The annual report comes out less than a week after Canada’s premiers urged Otta-
wa to boost federal health-care funding so that it covers at least 25 per cent of all health spending by the provinces and territories. The document says the provinces, territories and cities can get back on a sustainable trajectory by adding a total of $28 billion to their bottom lines this year through options such as higher federal transfers, reduced program spending or increased revenues. The analysis also found recent policy changes such as the increased universal child care benefit and the expanded limit on tax-free savings accounts will have little impact on the federal government’s bottom line over the long term.

That revenue figure also includes proceeds of the sale of the government’s remaining stake in GM, which went through in April when Ottawa sold more than 73 million shares in the company. The government has not released a figure of how much they sold the shares for, but based on GM’s stock price on public markets at the time, that would have raised more than $3.4 billion for government coffers. CPP expansion would decrease private savings: Fraser Institute
ompulsory savings in public pension plans like the Canada Pension Plan can reduce private savings, limiting the financial flexibility of Canadians, says a new study from the Fraser Institute. The report argues that expanding CPP, or creating new compulsory savings vehicles like the proposed Ontario Retirement Pension Plan, can have unintended negative consequences for some Canadians who could benefit more from investments in Registered Retirement Savings Plans, Tax-Free Savings Accounts, home equity and other vehicles. The Fraser Institute analyzed private savings rates between 1996 and 2004, when CPP contribution rates were increased from 5.6 per cent to 9.9 per cent of insurable earnings. It found that each percentage point increase in CPP contribution rates led private savings rates to decrease by almost the same amount, even after accounting for other factors like interest rate fluctuations. Canadians under 30 years old saw the largest reduction in private savings, while the savings rate dropped least for Canadians nearing retirement age. The report concludes that some Canadians could benefit more from flexible retirement savings vehicles like RRSPs, which allow assets to be transferred to beneficiaries after death, and also let firsttime home buyers withdraw funds for a down payment. “The key to providing retirement income through savings is a set of rules that allows for an optimal mix of savings for different people in different stages of life and with different preferences,” says the
report. “It’s something that we’re not talking about as we debate whether to expand CPP nationally, and certainly it’s not being talked about in the context of the ORPP,” says Charles Lammam, director of fiscal studies at the Fraser Institute and a co-author of the study. “We should be thinking about what we would lose if we were to expand CPP.” Analysis criticized as ‘misleading’ The Fraser Institute’s analysis of CPP is “misleading,” says Andrew Jackson, an economist and senior policy adviser with the Broadbent Institute. “I think they commit an elementary economic error in the analysis … if you’re comparing savings through the CPP to savings through RRSPs, the returns on investment are much higher in the Canada Pension Plan and other large pension plans,” says Jackson. The CPP Investment Board currently boasts an eight per cent annualized rate of return over 10 years, and 12.3 per cent over five years. Lammam, however, points out that the CPPIB’s rate of return isn’t the same as the rate of return received by CPP contributors, and argues that CPP returns are actually much lower than people think, especially for younger Canadians who have had to pay more into the program than their predecessors. Almost two thirds of Canadians say CPP should be expanded with increased contributions and benefits, according to a Forum Research poll released today. Canadians aged 55 and older and Canadians earning less than $40,000 a year expressed especially strong support for an expanded CPP.

Mega investor summit fails to deliver

The opposition Congress had dubbed it a “non-starter” since the beginning. Leading industry body Assocham (Associated Chambers of Commerce and Industry) has, in a study, claimed that Punjab had failed to capitalise on its core benefits, leading to a dismal economic growth scenario where new investments attracted by the state registered a fall of over 63 per cent on year-on-year basis. It said the investments fell from over Rs 7,200 crore in 2013-14 to about Rs 2,600 crore in 2014-15.

Britain should pay for colonizing India: Shashi Tharoor

hould Britain pay reparations to its former colonies, including India? An articulation of why the former holder of empire should make amends, or at least say sorry, for two centuries of colonial rule, has sent a video of Indian law maker Shashi Tharoor (pictured) viral and opened up a debate in India. In a 15 minute speech given during a debate at the Oxford Union in the U.K., telegenic and floppy-haired Mr. Tharoor, who is a former foreign minister and a onetime under-secretary-general at the United Nations, argued that “Britain’s rise for 200 years was financed by its depredations in India.” Speaking in favor of the motion, the opposition Congress party politician said that India’s share of the world economy when the British arrived was 23% but by the time they left it had slipped to 4% because “India had been governed for the benefit of Britain. On Thursday at a gathering of ministers at the Speaker’s Research Initiative for Parliamentarians where Tharoor was seated in the front row, Modi said in Hindi that the argument had resonated with “patriotic Indians.” The premier was speaking to ministers on the effectiveness of a good debate and used Tharoor as an example. 16 arrested for beheading a woman as part of ‘witchcraft
olice in India say they have held 16 people in connection with the killing of a woman after practising witchcraft. Purni Orang, 63, was stripped naked and beheaded by villagers in Indian state of Assam, after she was blamed for illness in a tribal settlement in Sonitpur district. Among those arrested were nine women. Police in Assam say nearly 90 people, mostly women, have been beheaded, burnt alive or stabbed to death after such accusations over the last six years. Branding women as witches is particularly prevalent among tribal communities and tea plantation workers in the state. The police said the villagers in Sonitpur district had killed another woman after branding her a witch some seven years ago. A group of villagers have protested at the local police station, demanding the release of those arrested. “Purni was a witch
and had cast evil spells on her enemies, there is no place for such sorcerers and so her killing is justified”, Kiran Teronpi, a villager, was quoted as saying by the AFP news agency. In October, an Indian athlete Debjani Bora was severely beaten after being branded a witch in Assam. Experts say superstitious beliefs are behind some of these attacks.

iabetes has been ranked as the number two killer in the country. This was confirmed by the Health and medical Services Minister Jone Usamate . According to Usamate, the increase in diabetes and non-communicable diseases (NCDs) cases in the country were of great concern to his ministry. Usamate said the number of diabetes cases in the country increased every year. He said more work was needed to be done to address the issue. “Although we are faced with unprecedented problem of enormous proportions with diabetes and other NCDs reaching epidemic levels, we should now move away from the problem-focused mind-set towards solutions orientation,” he said. Usamate said the ministry hoped to establish a comprehensive list of all organisations in Fiji that would be involved in diabetes and NCDs and create active liaisons among these organisations to foster resource sharing. “We need novel ideas to tackle our issues, but we must carry this out in an orderly manner,” he said.

The Lautoka Magistrates Court has set October 17 as the hearing date for Local Government Minister Parveen Kumar who is charged with one count causing death by dangerous driving. Kumar’s lawyer Shalend Krishna asked for a 2016 date because he was engaged in other High Court proceedings but an official from the Director of Public Prosecutions office said an earlier date was necessary.

Floods in Pakistan claim 22 lives
t least 19 more persons were killed in Pakistan due to floods triggered by monsoon rain, taking the death toll to 22, officials said today. The rain started last week in different parts of the country, causing floods in different rivers and streams. The National Disaster Management Authority (NDMA) said that seven persons were killed in Balochistan, three in Punjab province and two in Gilgit-Baltistan in the north. Officials of Provincial Disaster Management Authority, Khyber-Pakhtunkhwa said torrential rains coupled with flash floods killed 10 persons across the province and Federally Administered Tribal Areas (FATA). Earlier, three persons were killed in the province’s Chitral district, devastated due to flash floods caused by heavy downpour. The Upper Chitral has been virtually cut off from lower Chitral as majority of the bridges, road network, approach roads, water supply schemes, electricity installations were washed away in Upper Chitral by the gushing water in a jiffy. The Khyber-Pakhtunkhwa government has estimated Rs 1 billion damages to infrastructure.
Human rights group urges Pakistan not to hang mentally ill man

Authorities in Pakistan are about to resume executions after a break for the Muslim holy month of Ramadan. According to Human Rights Watch (HRW), the country has executed 176 people since lifting a moratorium in December. Phelim Kine, deputy Asia director at HRW, said executing people with mental illnesses was “a barbarous affront to decency” that “serves no criminal justice purpose”. “Pakistan’s president should immediately commute Khizar Hayat’s execution and prevent a ghastly infringement of basic rights,” Mr Kine said. “The Pakistani government should take this opportunity to reaffirm its human rights commitments and explicitly reject the odious practice of executing people with psychosocial disabilities.”
Pakistan to buy 8 submarines from China in multibillion-dollar deal, report says

hina on Thursday agreed to sign a multi-billion dollar deal with Pakistan that would see Beijing provide eight submarines to the Pakistan Navy, in an agreement that analysts are calling the largest-ever defence deal China has agreed to with any country. Despite the magnitude of the deal, government officials did not provide any details, even declining to confirm the size of the transaction. However, the composition of the Chinese delegation with which the agreement was reached suggests that the arrangements have been struck for purchase of eight submarines. “Pakistan and China have reached an understanding on matters of defence cooperation relating to Pakistan Navy,” announced the finance ministry after a meeting with Chinese authorities.

Pakistan starts work on 700km pipeline to import LNG from China

nergy-starved Pakistan has started construction work on its 700km pipeline to import liquefied natural gas from China. Minister of Petroleum and Natural Resources Shahid Khaqan Abbasi said the project will be jointly funded by Pakistan and China. Chinese funds will benefit Pakistan and allow it to complete its Iran-Pakistan gas pipeline project, Abbasi said.
Pakistan has been trying to overcome its energy crisis by importing gas from Iran, Abbasi said, adding that sanctions on Iran over its nuclear programme had hampered the work on the project, Radio Pakistan reported on Monday. He said Gwadar port will be the central hub for China Pakistan Economic Corridor (CPEC), allowing western China to gain access to the sea.

Blasphemy is a highly sensitive issue in Pakistan - critics argue laws are frequently misused to settle personal scores, often targeting minorities. This is the first time in the case that there has been a glimmer of hope for Asia Bibi. She was the first woman to be sentenced to death under Pakistan’s blasphemy laws and her case is one of the most controversial in Pakistan. Thousands have protested against her and said they would kill her if she were ever released - including the imam in her own village. Her husband and four daughters live in hiding and say they have received many death threats. Asia Bibi’s death sentence had been confirmed by the High Court in Punjab province in October, although no date was set. But on Wednesday, the Supreme Court suspended the sentence until the end of the appeal process. “The execution of Asia Bibi has been suspended and will remain suspended until the decision of this appeal,” her lawyer told reporters outside the court. He said key witnesses had failed to turn up during hearings by the High Court. Pakistan has never executed anyone for blasphemy but some people accused of the offence in the past have been lynched by crowds. Lawyers, judges and those seeking to reform the blasphemy laws have also been threatened, attacked or even killed. Since the 1990s, scores of Christians have been convicted for desecrating the Koran or for blasphemy. While most of them have been sentenced to death by the lower courts, many sentences have been overturned due to lack of evidence. Muslims constitute a majority of those prosecuted, followed by minority Ahmadis.

Hyundai India launches SUV Creta, price starts at Rs 8.59 lakh

he compact SUV market got some serious competition with Hyundai driving in the Creta, the car running in direct competition to model’s such as Renault’s Duster, Mahindra’s Scorpio and Ford’s Eco Sport. The Creta sports an entry price of Rs 8.59 lakh (ex-showroom Delhi) for the 1.6 litre petrol variant, though the diesel version - which is expected to see high action as well as competition - starts at Rs 9.46 lakh. There are two engine options in diesel - 1.4 litre and 1.6 litre. The small SUV category was among the fastest-growing segment in the Indian car market just sometime back, though it has slowed down recently. Lack of new products and the narrowing gap between petrol and diesel fuel prices are among the reasons behind the slowdown. Analysts, however, expect that new products such as the Creta and the impending entry of a new SUV by Maruti Suzuki will add volumes and a high growth rate to the segment. And the action is only set to get stronger - new compact SUVs are also planned by Volkswagen, Toyota, General Motors and Tata Motors. “We are confident that the Creta will help us establish a strong position in the compact SUV segment,” Hyundai India MD BS Seo said. Creta is the first low-cost SUV from the Korean manufacturer and has been developed on the platform which gave birth to the ‘ix25’ SUV which is being sold in China. “We have taken heavy inputs from the R&D team in India before driving the product here,” Seo said. Perfect for demonstrating the range of Audi’s Quattro allwheel-drive system when tuned for maximum attack by Audi’s RS division. The RS3’s pulsating heart is a familiar one, the turbo inline-five-cylinder from the previous generation TT RS and Europe-only RS Q3, and an engine that can trace its lineage back to the original Quattro Coupes and rally cars of legend.
