Indian PhD scholar kills UCLA professor and his wife in murder suicide

M

ainak Sarkar’s life appears to have been a mess. Ten years in a Ph.D program with an advisor with whom he had become adversarial, a long distance relationship with a spouse who was estranged from him, and a job he couldn’t hold on to. What could have been the mental state of a pedigreed doctoral candidate (IIT bachelor’s and Stanford master’s), when he killed his wife in Minnesota and then drove 2500 kms to Los Angeles and shot dead his advisor at UCLA? A third person on his “kill list”, another UCLA Professor, is said to have gotten lucky; he was off-campus that day. Police are still putting together the full story of what caused Mainak Sarkar to go mental, but among the first discoveries that have been made is that the woman who was found shot to death in a Minnesota home was married to Sarkar but was separated from him. Authorities tracked down Ashley Hasti when they found a note on Sarkar after his murder-sui-

Sikh man shot dead in US hate crime

A

47-year-old Sikh man was shot dead at his gas station in Newark, New Jersey in an incident described as a hate crime by his family, who believe he was killed because of his religion. Police said they found Davinder Singh, the 47-yearold victim who came to the US from India 25 years ago, unresponsive at his gas station on Monday. He was pronounced dead at a hospital. His son, Jatinder Singh, told a TV news network, “There was no robbery, no struggle, no confrontation. I don’t know what else it could be other than a hate crime.” His father had just stepped out of office to get some fresh air when a man “came up to my dad, pointed a gun and shot him point-blank”, Jatinder said. Police have not yet called the shooting a hate crime. Sikhs have been the target of many hate crime incidents since the September 11, 2001 ter-

ror attacks, most of them men mistaken for people from the Middle East for their turban. Balbir Singh Sodhi, a gas station owner in Messa, Arizona, was killed just days after 9/11 by a man who was looking for “towel-heads” to avenge the attacks. The killer thought Sodhi, who wore a turban, was from the Middle East. There have been many instances of such crimes against Sikhs since, ranging from beating to shooting. In the outrage following the killing of six Sikh at a Wisconsin gurudwara in 2012 by a white supremacist, the FBI has begun tracking hate crimes against the community. FBI is the lead investigating agency in hate crimes, defined as traditional offences like murder, arson, or vandalism with “an added element of bias”.

NDP outwits Liberal gov’t on electoral reform

The federal NDP has outflanked and outwitted the governing Liberals on the democratic reform agenda. The NDP forced the Liberal government to support an NDP proposal that gives no one party a majority of seats on the committee that will study electoral reform. At the NDP’s suggestion, seats on the committee would be allotted proportionally according to the popular vote in last year’s federal election. The 12-member committee would be composed of five Liberals, three Conservatives, two New Democrats, one member of the Bloc Québécois and Green MP Elizabeth May. The Liberal proposal would have based the committee, like all other committees of the House of Commons, on the current seat count, with six Liberals,

three Conservatives and one New Democrat (the Liberals also proposed that one member of the Bloc and May could have non-voting seats on the committee). Maryam Monsef, minister of democratic institutions, working as front person for PM Justin Trudeau and the Liberals, had proposed a committee with majority Liberals to study and propose a new electoral system to replace the current first past the post system. Her committee would have had 6 Liberals, three Conservatives and two NDPers, ensuring a Liberal majority always. The Green Party and Bloc Quebecor could have one representative each on the committee but with no voting powers. There was fear that Trudeau and Monsef were stacking the committee to ensure that the system would

be changed to ensure that Liberals got the maximum benefit. NDP’s Nathan Cullen out maneuvered the Liberals with his proposal - ensuring that each party had representation proportionate to the percentage of votes received in the last election. Liberals were forced to accept this proposal on setting up the House committee to study changing our voting system - and, as the Liberals no longer have a majority on the committee ( thanks to the NDP), a fair and representative proposal may come out of this exercise. Now, with the NDP strategy, the majority government can actually be defeated on this issue in Parliament as non government members will outnumber Liberals in this important committee. Good job federal NDP.

Politicians and their taxes are driving up home prices OPINION

oliticians and bureaucrats are different from the rest of us. When everyday folks look at homes, we see our future — a place to live, to raise a family, to retire. It’s an investment that will help us, a safe spot that becomes the centre of our world. When the

politicians and bureaucrats look at those same homes, they see a cash cow to be milked. jordan.bateman2How else to explain why new housing in the City of Vancouver is now subject to at least 107 taxes, fees and levies, all of which drive up the cost of housing? Our leaders now tax new condos at a rate of at least 37 per cent, making a condo that should cost $294,691 come in at a final selling price of $403,809. At a time when real estate has become the dominant conversation in the Lower Mainland, when a news cycle can’t go by without another big affordability story, the polit

cians have got off nearly scot-free, even as they reach their hands deeper into the housing tax till. Their demands have become ridiculous and expensive. TransLink, for example, now requires builders to hire a Trolley Overhead Safety Watcher whenever a home builder is working near bus trolley lines. Someone is paid $90 per hour ($135 per hour for overtime shifts of longer than eight hours) to sit and watch the trolley bus wires. There are no special qualifications for this job; it is usually done by a retired bus driver, not an electrical expert. This individual (whose travel time is also paid by the builder) usually sits in a lawn chair, watching the wires. But even if a crane inadvertently came close or even clipped the trolley wire, the watcher has no ability to contact the crane. This requirement adds as much as $300,000 to a building project in Vancouver. Another example is the expensive, highend level 2 electric vehicle charging receptacles required by the City of Vancouver for 20 per cent of parking spaces. It’s worth remembering that there are only 3,100 electric and hybrid plug-in vehicles in all of British Columbia. There are nearly 300,000 non-electric vehicles licensed in Vancouver. Even if every single one of those electric vehicles resides in Vancouver, that still works out to just 1 per cent of vehicles. Adding that level 2 charging requirement can increase a building cost by as much as $400,000.

Indian PhD scholar kills UCLA professor and his wife in murder suicide

When they rushed to Hasti’s home, they found her dead from gunshots. Local authorities later confirmed that Sarkar and Hasti had married on June 14, 2011, but the marriage reportedly lasted only a year and they were separated at the time of her death. They lived in separate homes and their social media photos together went back several months. Hasti’s family has asked for privacy at this time but it appears the couple, who met in California in 2010 when Hasti was doing a course in a college there, could not make it work. While Sarkar was struggling to complete his PhD program at UCLA, Hasti returned to her home state and was enrolled in the University of Minnesota Medical School since 2012. Sarkar appears to have moved back and forth between the two states considering he maintained a home in Minnesota and also worked remotely as an engineering analyst for an Ohio-based rubber company Endurica till 2014. The company did not say under what circumstances he left, but a testimonial from the company’s President on Sarkar’s Linked-in page read, in part: “Mainak is a

Dangerous offender laws upheld by BC appeal court

C’s highest court has overturned a ruling that found nearly decade-old changes to the federal dangerous offender laws violate the Charter of Rights and Freedoms. The decision involves 47-year-old Donald Boutilier, who pleaded guilty in May 2012 to six offences including robbery and assault with a weapon but challenged a Crown request seeking dangerous offender status. Boutilier’s lawyer argued successfully that 2008 revisions in an omnibus crime bill passed by the then-Conservative government were too broad and violated the Charter, in part because they removed judicial discretion

Creep Catcher’s hunt for online predators sparks police warning

CMP in B.C. are warning would-be vigilantes that trying to trap online predators could have dangerous consequences. The warning comes after at least two videos were posted on Facebook earlier this week by a Penticton man linked with the website Creepcatcher.ca. Creep Catcher members pose as underage girls online with the aim of trapping men trying to hook-up for sex. After sharing some messages, they arrange to meet, often in public locations like parking lots. Video recordings of the ensuing confrontations, along with the prior text messages, are then posted online in order to shame the men.

The group has members across Canada, including Nanaimo and Victoria and now Penticton. One video, that appears to have been shot a few days ago by the Penticton members, identifies a man from Kelowna. Later, in text messages posted by the vigilante group, the man appears to beg the group not to post the video, saying it will ruin his life and reputation. . Real police work threatened RCMP Corp. Police probe death of man found in North Vancouver creek

OECD tells Canada to allow foreign ownership of airlines, telecom and broadcasting

Doing so “would sharpen competitive pressures, raise productivity and reduce prices for consumers,” the OECD says. Those measures would have the added

benefit of disproportionately helping lower- and middle-income households, something that would help stimulate the economy overall, the report says. For the country as a whole, the OECD is slightly less optimistic about Canada’s prospects than it was in its last forecast in the fall. The OECD now says Canada’s gross domestic product will grow by 1.7 per cent this year and 2.2 per cent in 2017. That’s down from its November estimate of 2.0 per cent growth in Canada’s GDP in 2016 and 2.3 per cent in 2017. Canada should open its telecom sector to foreign direct investment, the OECD says.

Suspect charged in fatal Abbotsford hit & run

Kerry James Froese, 39, has been charged with failing to remain at the scene of an accident causing death, according to a statement released by Abbotsford police Wednesday morning. The victim, Ronald James Scott, 61, was struck and killed while riding his bicycle in the 2000 block of Mt. Lehman Road just after 11 p.m. PT on Jan. 29, 2015. Officers and civilians rescue distressed driver in Surrey

medical incident on Monday evening near the Surrey RCMP’s main detachment highlights the importance of first aid training and how the quick actions taken by first responders and civilians likely saved a life. On May 30th at approximately 7:20pm, an off duty Surrey RCMP officer, who was en route to work, was flagged down by a member of the public in the area of 56th Avenue (Hwy #10) and 144th Street. A male driver was in medical distress in his vehicle which was stopped in the westbound lane of 56th Avenue. The officer immediately exited his vehicle and observed the male suffering from what appeared to be a heart attack. After phoning 911 he was joined by another motorist and together they safely removed

but died at the scene shortly afterwards. In June 2015 police located the suspect vehicle — a grey 2013 Ford Expedition — on a property, and identified a suspect in the case. Investigators are now asking anyone who might have more information to contact police at 604-859-5225 or to call Crime Stoppers at 1-800222-8477 if they wish to remain anonymous. It’s not the first time Froese has been charged following a fatal accident. In 2008, he was charged with impaired driving causing death and two other related charges, but was eventually convicted in 2011 of driving without due care and attention. He was given a $1,100 fine and six months probation for the 2008 offence.

Tougher distracted driving penalties now in force in BC

ew penalties came into effect across BC from Wednesday to add more clout to laws aimed at stamping out distracted driving. Anyone caught texting or talking on the phone while behind the wheel now faces a $543 fine for a first offence, $800 for a second offence and $1,600 for a third infraction. Each ticket also comes with four penalty points, and motorists with two or more dis-

tracted driving offences will be classified as “high risk”. That will lead to a licence review and potential three- to 12-month driving prohibition.

School districts unhappy about ‘new’ funding

fter ordering school boards to cut their budgets last year for “administrative savings,” the province is announcing $25 million is now being returned — but around B.C., school board representatives and others say the money won’t change much. Tony Goulet, chair of the Quesnel School District, says the $168,000 his district is receiving won’t allow them to reopen any of the three schools closing this year. “It would have been nice if this announcement was made in September. It could have made things look different,” Goulet told Radio West host Audrey McKinnon. “It may not have been three [schools closed]; it could have been two schools. It could have looked totally

different. It could have been one. There’s all kinds of options we could have had.” Earlier on Tuesday, Coralee Oakes, the Liberal MLA representing Quesnel, said, “I hope this announcement will encourage trustees not to dismiss the recommendations from rural communities and try to keep their schools open.” “We were looking for almost $1 million because of the downloaded costs that came from the government,” he said. he B.C. government has awarded $11.3-million in capital funding to create 1,818 licensed childcare spaces across the province, but a critic said it’s not enough to address the “crisis” families face finding affordable childcare. The money for these spaces was already announced last November, when childcare providers were invited to apply for the capital funds to build facilities, buy land, renovate existing structures or buy playground equipment. Now, the province has said 45 facilities will get those funds, including the BCIT Student Association Child Care Centre in Burnaby, where Child and Family Development Minister Stephanie Cadieux made the announcement today. “These new licensed spaces will help bring peace of mind to thousands of B.C.

Two hours later and a few blocks away, a 70-year-old woman in a wheelchair out with her daughter suffered

minor injuries after she was punched in the face by a man matching the same description. Elderly women kicked, punched in face in ‘bizarre,’ random attacks Police say a 33-year-old suspect is in custody and they’re gathering evidence to recommend charges and determine if there are links to any other incidents in the city. The man’s mental health is believed to be a factor in the attacks.

Man died after riding on top of a car that rolled over

olice say a 27-year-old man is dead after the car he was riding on top of rolled over in Vernon, B.C. RCMP say they received a report of a single vehicle collision early Wednesday morning, and arrived to find a man dead at the scene. Investigators determined the man had been “roof surfing,” or riding on top of the 2007 Dodge Caliber as it travelled down the road before it rolled over. Police say

a 35-year-old man, a 40-year-old man and a 27-year-old woman were inside the car when it crashed, but the two men walked away from the scene. One of the men went to the Vernon RCMP detachment later in the day and was released without being charged. RCMP and the B.C. Coroners Service are investigating.

etro Vancouver’s Integrated Homicide Investigation Team is investigating the suspicious death of a 58-year-old man in Coquitlam, Tuesday afternoon. Cpl. Meghan Foster says Mounties were called to reports of an altercation between two men at Brunette Avenue near Hillside Avenue just before 5:30 p.m. “The altercation diffused quickly, however, approximately one hour following the altercation, a second 911 call was received as one of the males involved went into medical distress,” Foster said. A 58-yearold man was pronounced dead at the scene after paramedics tried to revive him. The victim’s name has not been released. The 31-year-old man involved in the altercation was arrested and IHIT has taken over the investigation. Foster says the man has since been released and although investigators are working with Crown counsel, “evidence thus far does not support charges at this time.” IHIT says an autopsy will be conducted to determine if foul play was a factor in the man’s death.

Vancouver homeless count reveals 10-year high

he tenth annual homeless count in Vancouver, held on March 9 and 10, 2016 found 1,847 individuals facing homelessness; an increase of almost 6 per cent over 2015, which counted 1,746 individuals. Of those counted this year, 539 were living on the street and 1,308 living in shelters, compared to 488 street homeless and 1,258 sheltered in 2015. Actions taken by the City to address homelessness include: Vancouver Affordable Housing Agency The Vancouver Affordable Housing Agency (VAHA) will work to enable new affordable housing in Vancouver for residents from all income groups, with a goal of 2,500 new affordable housing units by 2021. VAHA has selected development partners and is progressing in the development of 11 sites, designated by council to deliver 1,350 units as part of its 2,500 target. A range of housing will be provided for homeless, youth, aboriginal and families, as well as working people on low to moderate incomes. A total of 500

units are due to start construction in 2017. In 2016, VAHA also launched two modular housing projects for people on fixed incomes. The report on VAHA, presented at council Shelters and Outreach During the 2015/2016 winter, the City of Vancouver partnered with BC Housing to open 210 shelter beds, the largest number of shelter beds to date. Since 2009, over 1,000 individuals have been housed through the winter shelter program. Temporary Housing The City has opened 392 rooms of temporary housing since 2014 to provide housing for street and sheltered homeless residents while more permanent housing is being built. Single Room Occupancy Hotels In 2015, the City amended the SRA By-law to better protect low-income tenants facing displacement, improve conditions and maintain affordability in stock. Over $900,000 in grants have been provided to non-profits from the City for upgrades to SRA’s.

Griffin Poetry Prize nominee ‘Tell’ based on case of slain teen Reena Virk

hen Soraya Peerbaye first learned of the brutal slaying of Vancouver Island teen Reena Virk, the Toronto poet recalled being haunted by the harrowing nature of the crime. “Like many people across the country, I was just struck by the details of the story: the youth of the assailants and their gender and, of course, the sheer brutality of it,” said Peerbaye. In November 1997, Virk was swarmed by a crowd of mostly girls under a bridge in the Victoria area. After the 14-year-old was beaten, she limped across the bridge followed by Kelly Ellard and Warren Glowatski. A trial later found the duo continued the beating and held Virk’s head underwater until she drowned. Ellard is serving a life sentence for second-degree murder, and was denied parole May 3. Glowatski, who was also con-

victed of second-degree murder, was given full parole in 2010. Peerbaye was in the courtroom for Ellard’s 2004 trial — which ended in a mistrial — and was present again for the 2005 trial when Ellard was found guilty. Peerbaye’s exploration of Virk’s story has extended into her creative work with the anthology “Tell: Poems for a Girlhood”. The collection is one of three Canadian titles nominated for the $65,000 Griffin Poetry Prize, which will be awarded at a Toronto gala on June 2. “Tell” was also recently shortlisted for the Ontario Trillium Book Award for Poetry. “The work doesn’t delve into biography,” Peerbaye said of the anthology. “It’s not an attempt to say who (Virk) was, and it’s not an attempt to position myself as an authority of her experience.... “It’s really a reflection — and almost a critique — of the public literature, the trials and how she was seen by the witnesses or the Crown ... and how her identity and her agency were described by those narratives.” Peerbaye drew on court transcripts which she described as “very troubling — maybe even more so than watching the trials.” “There were so many small and slight details that were brought up ... and when you’re reading the transcript, it all seems even. In a way, it’s all kind of flat, like there’s no emotion, there’s no intonation. “So, the feeling of an expert witness testifying to the tides doesn’t actually feel different from a young person describing participating in the assault. The texture of those words is the same.”

He was cremated on May 29. “With great grief, I inform you that my father, Suresh Chatwal is no more between us. He left for heavenly aboard yesterday succumbing to his ongoing illness,” it stated. . A.R. Rahman to be honored with Japan’s grand Fukuoka Prize 2016

ne of the most sought after composers in India, A.R. Rahman is set to receive Japanese Grand Fukuoka Prize 2016 for his outstanding contribution to Asian culture through his music. As part of the ceremony, Rahman has been invited to the city to give a public lecture on “From the Heart: The World of A.R. Rahman’s Music.” The 49-year-old Oscarwinning composer has been chosen for the honor alongside the Philippines’ historian Ameth R. Ocampo (Academic Prize) and Yasmeen Lari from Pakistan (Arts and Culture Prize) by the secretariat of Fukuoka prize committee. Rahman is known for his brilliant compositions for films like “Bombay,” “Dil Se,” “Taal,” “Lagaan,” “Rang De Basanti,” “Delhi 6,” “Rockstar,” “Highway” and “Tamasha.” The annual award, was established by Fukuoka City, Japan, in

1990 with an aim to honor the outstanding work of individuals, groups and organizations working to preserve and promote the unique and diverse culture of Asia. Rahman started his movie career with Mani Ratnam’s Tamil film “Roja.” Rahman’s first big break in Hindi cinema came with Ram Gopal Varma’s “Rangeela.” Rahman has carved an impressive career in Hollywood after composing “Jai Ho” for British director Danny Boyle’s “Slumdog Millionaire,” which earned him two Academy Awards and a Golden Globe trophy. 2016 Hyundai Tucson Eco

T

he Tucson is all new for the 2016 model year, and in re-creating one of its best-sellers, Hyundai has built an impressive crossover, parts of which should serve as a template for auto makers who have been playing in this

segment for a very long time. I first drove the Tucson in 2.0-liter form back in July 2015; spending a week in a 1.6-liter model leaves me wondering if there is much need for the larger engine at all -- that’s how capable the

turbocharged inline-four feels. The smaller unit pumps out 175 hp and 195 lb-ft of torque, and it’s almost as smooth and quiet as the larger engine. The Tucson offers plenty of power off the line; getting up to highway speeds, it slides

quietly through the gears of the seven-speed dual clutch transmission. Hyundai has spent a lot of time getting noise, vibration and harshness right, and it pays off in a quiet and well-proportioned cabin. Everything is within reach, nothing is out of sight, and the seating position is just right for my stature. The only dynamic issues for which I might fault the Tucson are

Tougher distracted driving rules for BC drivers

That’s the message from the B.C. government as new tougher distracted driving penalties took effect Wednesday. Starting today, offenders will be hit with a base $368 fine, more than double from the previous $167 ticket, which was one of the lowest in Canada. which is all it takes to incur an additional $175 insurance premium. And the penalties only get worse for repeat offenders. PICS receives $500,000 for 75 child care spaces in Cloverdale

As part of Child-Care Month in British Columbia the government is investing $1.22 million under the B.C. Surrey Board of Trade receives support for their focus on affordable rental housing and a fluid labour market

he Surrey Board of Trade is calling on the provincial government to focus on affordable rental housing and a fluid labour market at the BC Chamber of Commerce Annual General Meeting and Conference, May 29 – 31 in Kelowna. This policy was approved at today’s second BC Chamber policy session as a priority to the “To thrive and grow, businesses and industries look to locate in areas that provide access to resources, transportation hubs, and employees. Employees look to locate close to employment and in areas they can afford. Whether it is in the Lower Mainland or in other areas of the province, affordable housing choices are required in order to be economically competitive and to attract and

keep skilled workers. An adequate supply of housing with reasonable transportation costs is critical for economic growth,” said Anita Huberman, CEO Surrey Board of Trade. The Surrey Board of Trade’s specific policy recommendations are that the Provincial Government 1. Work with the Federal Government to develop tax and other incentives for purpose built market rental housing units for low- to mid-range income levels, using innovative designs and locating near transit hubs; and 
 2. Work to combine other social program supports to help support those in the lower income ranges to access market rentals, such as expanding the SAFER program to other vulnerable populations.

Urban centers are experiencing a rapid increase in housing costs. In a study done by Vancity, the cost of housing was determined to inhibit young workers from coming or staying in the greater Vancouver region. Similar studies have pointed out that the rise of real estate values is greatly outpacing incomes and the gap is growing. Very few workers receive salary increases of 10-20% per year. In fact, Vancity’s findings are that salary growth is slowing with the past five years averaging 1.3%. This, claims Vancity, is why Millenials are exiting the Lower Mainland labour market for greener pastures where employment and housing opportunities co-exist. It may also deter in-migration and immigration of skilled workers to locations where skills are required.

Vancity’s analysis of salaries that provide insufficient incomes for purchasing, may be enough for rental units – if available: midlevel managers, and senior administrators, computer programmers, and technicians, registered nurses and social workers, researchers, counselors, food industry workers, and contractors. The list of skilled workers unable to purchase in Metro Vancouver is long. This improves outside urban areas and into the farther regions of the province, but employment opportunities diminish. The rental market is challenging with a B.C. average vacancy rate of 1.2%67, a decrease from 2014, and the Lower Mainland rate approaching 0; the pressure on existing rental stock is inhibiting in- migration of Canadian skilled labour, particularly where they are needed the most by BC employers. From October 2014 to October 2015, only 1,900 purpose built rentals units were constructed throughout BC (CMHC). These are either new or renovated units returned to the market. Rents are rising on average 3.7% in response to market pressure, compared to 2.4% from the previous year – despite current rent controls of +2.9%69. The average turnover rate in the Lower Mainland is 18.8%70 providing an opportunity to substantially raise unit rents with each new tenant. Further, there is a growing trend by property managers or landlords to require tenants nearing the end of a fixed-term lease to sign a new agreement if they wish to stay. As it is considered a brand new agreement, the new rent can be set without imposed limits. With few options, most renters have no choice but to sign for a much larger rental increase. As an incentive to developers, it would be desirable to remove rent controls, but until there is sufficient rental stock, a lack of adequate supply will cause rents to rise rapidly out of reach of all but a few with sufficient income – similar to the current housing market. Therefore, new or expanded incentives are required for developers to construct purpose built rentals in the short-term while continuing to find a more sustainable return on investment for developers in the long-term. Historically, incentives through government programs (federal and in partnership with provinces) provided developers with low interest loans to construct non-market units, most of which were targeted to those earning less than the median income for a region. The first program under the National Housing Act in 1938 allowed for construction of low-rent housing. In 1959, the act expanded to include partnerships with provinces to fund publicly owned and provincially managed housing for low-income families, seniors and the disabled. In 1970, a $200 million stimulus program for low-income housing, culminating in a 1974 expansion to include co-operatives,

anada’s national housing agency says it managed to ratchet down its exposure to the country’s mortgage market in the first quarter of the year. The Canada Mortgage and Housing Corporation said Tuesday had $520 billion worth of mortgages on its books as of the end of March. That’s a slight reduction from $526 billion at the end of 2015. By law, the CMHC can’t hold any more than $600 billion and last year the agency said it would take steps to reduce its exposure as it got near the threshold. Anyone looking to buy a home in Canada with less than 20 per cent down must get CMHC insurance, which is paid for by the borrowers but pays out to the lender in case of default. All in all, the agency says 38.1 per cent of all outstanding Canadian mortgages had CMHC insurance on them at the end of March. The average amount left on an insured mortgage is $238,632, the agency said. Overall, the level of default remains low

in Canada, with the percentage of borrowers who are in arrears on their mor t g age — defined as being more than 90 days behind — holding steady at 0.34 per cent. But that figure has inched higher in Alberta and Saskatchewan, two regions hit hard by the commodity slowdown. While most people seem to be staying on top of their mortgages, CMHC did say the amount it paid out in claims inched

up during the quarter, to $102 million. That’s up by 13 per cent from $90 million during the same period in 2013. The housing agency also noted the devastation related to the wildfires in Northern Alberta, but says it doesn’t expect the disaster to have

a material impact on its finances. “CMHC has provided lenders with a number of options to support CMHC-insured homeowners touched by these unfortunate events,” the housing agency said in a release. The CMHC has calculated that it is on the hook for $259 million worth of mortgages on 647 properties in areas that have sustained serious fire damage. It also insures 8,770 mortgages in neighbouring properties that are believed to have sustained little or no damage. Those mortgages are insured on CMHC’s books for more than $3.7 billion. “Claim losses to CMHC are not expected to be significant as lenders work directly with borrowers to address any required repairs, recoup losses under existing property insurance policies and access any disaster relief, emergency funds and/or other assistance as available and appropriate,” the CMHC said.

NEB recommends approval for expansion of TransCanada’s Alberta natural gas system

What’s more, the researchers have found evidence of a pre-Harappan civilization that existed for at least 1,000 years before this. The discovery, published in the prestigious ‘Nature’ journal on May 25, may force a global rethink on the timelines of the so-called ‘cradles of civilization’. The scientists believe they also know why the civilization ended about 3,000 years ago — climate change.

“We have recovered perhaps the oldest pottery from the civilization. We used a technique called ‘optically stimulated luminescence’ to date pottery shards of the Early Mature Harappan time to nearly 6,000 years ago and the cultural levels of pre-Harappan Hakra phase as far back as 8,000 years,” said Anindya Sarkar, head of the department of geology and geophysics at IIT-Kgp. eventeen people were killed and several others injured on Friday in a multiple vehicle collision involving a passenger bus, truck and cars in Krishnagiri district of Tamil Nadu, police said. Police and fire fighting personnel rushed to the accident spot and undertook rescue operations. The injured have been admitted to a nearby government hospital. Krishnagiri district is about 260 km from here. According to police, the passenger bus was travelling from Krishnagiri to Hosur while the

he Defence Research and Development Organisation (DRDO) has claimed to have made a breakthrough in developing technology for utilising solar heat harnessed during the day for heating rooms during the night at extreme altitude. The Defence Institute of High Altitude Research (DIHAR), a DRDO laboratory based at Leh, has developed a shelter for troops that uses non-conventional energy for heating, instead of fossil fuel. The shelter, costing about Rs 60 lakh, was tested through the winter at Chang La, located at 17,600 feet in Ladakh, with temperature as low as minus 40°C. The DRDO established the world’s highest research station there last year. Scientists at DIHAR said while solar energy could be

harnessed and stored in batteries for later use, the same is not applicable for solar heat and conventionally solar heat can be used only while the sun is shining. Claimed to be the only kind of shelter, it utilises phase change materials (converting solid to liquid and liquid to solid on change of temperature, thereby releasing heat) to store thermal energy collected from evacuated tube solar collectors.

special court in Ahmedabad court has convicted 24 of the 66 accused in the 2002 Gulbarg Society massacre case. The court has also acquitted 36 of the accused in the case. Ammunition depot fire near Nagpur toll rises to 19

hree more bodies were recovered from the site of the fire mishap at the Central Ammunition Depot (CAD) at Pulgaon in Maharashtra, taking the death toll to 19. Charred beyond recognition, all three belonged to the Defence Security Corps, the state police said, adding that DNA tests would be conducted to identify them. 650 postal bank branches by September 2017

he government today cleared the proposal to set up India Post payments bank with a corpus of Rs 800 crore and 650 operational branches by September 2017. “We have 1.54 lakh post offices of which 1.39 lakh are rural. The 650 branches of postal payments bank will be linked to rural post offices,” Union Cabinet, Telecom and IT Minister Ravi Shankar Prasad said. The proposal of the Ministry of Telecom and IT, which already had an in-principle approval of the RBI, was approved at a meeting of the Union Cabinet chaired by PM Narendra Modi. The Department of Posts had already applied for a payments bank licence after

the RBI initiated the licensing process last year. A payments bank is a niche bank that will be allowed to function with several restrictions. It will not be allowed to lend and will have a cap on the deposit it can accept from an individual. A postal bank will be a universal bank. A task force under TSR Subramanian for suggesting ways to leverage the post office network had recommended that the government set up a holding company under the Department of Posts for immediate rollout of banking, insurance and e-commerce services through India’s 155,000 post offices. The task force had submitted its recommendation in December.

Cost of Prime Minister’s overseas trips questioned

ost of Prime Minister Voreqe Bainimarama’s overseas trips were questioned in Parliament. National Federation Party (NFP) MP Roko Tupou Draunidalo told Parliament that it would be interesting to know how much the overseas trips had cost taxpayers and what were the returns from the visits. Roko Tupou’s question followed a ministerial statement by Mr Bainimarama explaining his overseas visits to appeal to the international community for funds to strengthen Fiji’s climate change resilience in the wake of Severe Tropical Cyclone Winston. “It is not appropriate Madam Speaker, but rather it’s quite patronising for all Fijians for the head of the executive, our Prime Minister, who is elected to be sent out there doing what he is doing, essentially asking for money from the international community,” she said.

Mr Bainimarama said it was a matter of extreme urgency that the whole world realised not only what we suffered but the future that awaited us because of the extreme weather events and rising seas caused by climate change. “It has been a punishing schedule coming on top of the immediate aftermath of Cyclone Winston. But, Madam Speaker, these visits have been of the utmost importance for Fiji and I want to tell this House precisely why. “As I keep saying wherever in the world I speak, Fiji’s experience with Winston is a lesson for the global community of the terrifying new era that is dawning on small and vulnerable nations because of global warming — more frequent and more extreme events such as Winston and perhaps even worse. “Madam Speaker, I am genuinely apprehensive about the future of our nation because of this threat.”

Nepal today announced a budget of nearly USD 10 billion for the fiscal year 2016-17, 28 per cent increase over last year’s budget, that will focus on implementing the new Constitution, accelerating development works and speeding up post-quake reconstruction. Nepal Finance Minister Bishnu Paudel said that he prepared the budget in consultation with political parties, former finance ministers and various stakeholders. The Rs 1.048 trillion (nearly USD 10 billion) budget proposed 25 per cent increse in the salary of the civil servants. The priorities of the budget are implementing the new Constitution, accelerating development works, speeding up post-quake reconstruction and to reduce poverty. Through the new budget the government has allocated Rs. 140 billion for the post earthquake reconstruction and rehabilitation works. The government has also proposed to levy 5 per cent tax on petroleum products to generate electricity on its own with a view to ending the current power outage in the country.
