The Asian Star: Why did the BC Liberals sell the land that was to be used for a new hospital instead of building a hospital as they had declared in 2013? Andrew Wilkinson, BC Liberal Party Leader: The proceeds from the sale of the land went towards building Simon Fraser University’s engineering building in North Surrey. It’s a fantastic building. There’s no shortage of available land, what I want to address is that the NDP was in office 13 of the last 30 years and they did not build a single hospital. We built 14 hospitals and extended Surrey Memorial Hospital. We will go ahead with the new location and build that second hospital in Surrey.

The Asian Star: NDP announced a second tunnel to be built. Why do you and the BC Liberals feel a 10-lane bridge is better? Andrew Wilkinson, BC Liberal Party Leader: The idea of a tunnel will be blocked in court for many, many, years because the Musquem and Tsawwassen First Nations refuse to allow a tunnel. A tunnel is also very damaging to the ecosystem of the Fraser river and will take decades to get it built. The traffic is so bad right now and needs to be fixed and we will start work on the bridge replacement immediately after taking office because work was already started

The Asian Star: The BC Liberal government had promised a new hospital for Surrey back in 2013. The hospital was never built, in fact, the land it was to be built was sold to a developer. Now your government has announced that a new hospital will be built in Cloverdale. Surrey residents are skeptic that this promise will be kept. What do you say to the residents of Surrey? John Horgan, NDP Premier: I am delighted to say, unequivocally, and categorically that it will be built, and it will be a new hospital with a cancer unit attached to it. I can’t believe the BC Liberals continue to try get in the way of progress we want to bring to the community. By Aaron Wudrick, and Franco Terrazzano, Canadian Taxpayers Federation Whenever Prime Minister Justin Trudeau wants to solve a problem, his solution can’t be to hit families and businesses struggling to get by with even more costs. Yet, that’s exactly the approach Trudeau is taking with his second carbon tax. As Postmedia columnist John Ivison reported, the Trudeau government is getting ready to introduce a second carbon tax

Saturday, October 17, 2020 Trudeau’s second carbon tax coming at worst possible time through a regulatory regime called the clean fuel standard, which will “require all supplies of fossil fuel to reduce carbon content.” If companies can’t meet the fuel requirement, they’ll have to pay a whopping $350 per tonne carbon tax. Only a few weeks ago, Trudeau promised Canadians that the feds “are not going to be saddling Canadians with extra costs,” and acknowledged that “the last thing

Canadians need is to see a rise in taxes right now.” It’s awfully hard to square this claim with his plans to unveil his second carbon tax. At, $350 per tonne, it’s more than 10 times higher than the existing carbon tax upon which it will be layered. And this new carbon tax won’t just harm industry. As University of Calgary economist Jack Mintz pointed out, Trudeau’s second carbon tax “would substantially increase heating and transportation costs for households and businesses.” Mintz isn’t the only economist sounding alarm bells over Trudeau’s second carbon tax. “The proposed CFS regulation will lead to approximately 30,000 job losses nationally and will put approximately $22 billion of capital at risk of exiting the country to avoid investment losses,” according to a report released by Canadians for Affordable Energy. On top of job losses, Trudeau’s second carbon tax will also increase the cost of living by hiking gasoline costs by 10 to 20 per cent and the cost of natural gas by three to four per cent. It makes no sense for Trudeau to promise Canadians that he will not saddle us with extra costs, then hammer us with a second carbon tax that will increase fuel bills and destroy jobs at the worst possible time. Adding insult to injury, Trudeau’s second carbon tax will be all economic pain without any environmental gain, as Canada’s own historical experience with carbon taxes has made all too clear. At $40 per tonne, British Columbia has the highest carbon tax in Canada. But the B.C. government’s own numbers show that emissions have shot up 10 per cent in the past three years and risen in five of the last seven years. With Canada only making up 1.5 per cent of global emissions, Trudeau’s newest carbon tax wouldn’t do much to fight climate change even if it brought our economy to a screeching halt. In fact, this a point the prime minister himself acknowledged. “Even if Canada stopped everything tomorrow, and the other countries didn’t have any solutions, it wouldn’t make a big difference,” said Trudeau in a TV interview on Radio-Canada. On why didn’t the BC liberals do something when in power, well I have only been a leader for two and half years and the key thing in my work is make sure that there’s competition for services so people can make the choice best for them. When there’s competition the driver will be able to choose the cheapest one, or different forms of coverage, imagine that. Right now, you have no choice, you have to take what ICBC offers. A Liberal government will deliver the kind of growth that we saw in the first decade of this century. Surrey is a large city in BC, we will also deliver the kind of infrastructure we did, with the Port Mann bridge, Golden Ears bridge, the South Fraser Perimeter road and expansion of Surrey Memorial Hospital. With the NDP Surrey can look forward to more excuses and delays because they have delivered absolutely nothing for Surrey in the last three years and Surrey can expect to be continued to be taken for granted by the NDP. We have never done that as Liberals because we believe Surrey is the future of British Columbia.

BC reports another 142 COVID-19 cases BC added another 142 COVID-19 cases to its tally Thursday, but saw a steep drop in hospitalizations. There were 74 people in hospital provincial health officer Dr. Bonnie Henry said at a live briefing, down 10 from Wednesday. A further 24 people remained in critical or intensive care. Active cases, however, continued to climb, reaching 1,494, while another 3,683 people were in isolation due to possible exposure. Once again, the vast majority of the new cases, 103, were in the Fraser Health region. Thirty-three were in the Vancouver Coastal health region, while the interior, Vancouver Island and the north saw two new cases each.

BC Liberal candidate Laurie Throness resigns following ‘eugenics’ comments BC Liberal Leader Andrew Wilkinson accepted the resignation of controversial Chilliwack-Kent candidate Laurie Throness Thursday. The move came following outcry over comments Throness made at an all-candidates debate earlier this week comparing the NDP’s free birth control plan to eugenics. Wilkinson said Throness accepted that his comments were inappropriate, but that it was clear he couldn’t stay with the party. “This is a party that tries to tolerate a range of views. There’s a party position that is my own position on things like discrimination and contraception, and Mr. Throness reached a point where his views are no longer compatible with mine or the party,” Wilkinson said.

There were 45.6 per cent more sales compared with September 2019, the Canadian Real Estate Association said. Compared with August, CREA

said home sales were up 0.9 per cent on a seasonally adjusted basis. The actual national average home price in September was a record $604,000, up 17.5 per cent from September 2019. “Many Canadian housing markets are continuing to see historically strong levels of activity as we enter into the fall market of this very strange year,” CREA chair Costa

A major car accident can leave a driver, passenger, pedestrian or cyclist with serious injuries including broken bones, spinal cord injury that leads to paraplegia or quadriplegia, and traumatic brain injury. While personal injury lawsuits are based in the law of negligence, criminal charges and illegal activity frequently factor into ICBC claims. Entitlement to ICBC insurance coverage and the determination of fault for the accident are some of the important aspects of a personal injury claim that can be impacted by illegal activity. When it comes to car accidents, what is illegal activity? Driving while impaired by drugs or alcohol, street racing, and stunt driving are three wellknown examples of illegal activity. These clearly dangerous driving behaviours increase the risk of car accidents and can cause significant injuries to other drivers and users of the road. Such illegal activity can lead to both criminal penalties and civil consequences. A driver may be ticketed and required to pay a fine, or subject to imprisonment in serious cases (for example, a car accident which caused death). The driver may also be personally liable for all the civil damages arising out of motor vehicle accident. Other examples of illegal activity When it comes to car accidents and illegal activity, there are other perhaps less obvious offences to be aware of, as they may impact insurance coverage, ICBC claim eligibility, and policy limits (in other words, the maximum

amount of insurance that can be paid out to an accident victim). Examples include driving while prohibited, driving while your licence is suspended, driving without insurance, and failure to notify ICBC if a vehicle you own or were driving is involved in an accident that injured someone or damaged property. These offences may result in denial of ICBC coverage and can lead to an at-fault party being personally responsible for civil damages. Failing to stop after a car accident Hit and runs are another example of illegal activity that can lead to profound consequences. It is a crime for a driver to fail to stop at the scene after a collision involving another person or vehicle. It is also an offence for a driver to leave the scene of an accident without providing assistance to an injured person, or for a driver to fail to provide his or her name and address. A hit and run accident in BC carries the potential for serious criminal penalties and has a significant impact on personal injury claims arising from the accident, both for the atfault driver and the accident victim. We are in the final stages of the business plan, we need to work with the Department of Fisheries and Oceans, salmon issues in the Fraser are of course critical to all of us. And we want to make sure the Tsawwassen First Nation, which has rights and final and title in the area, have a clear understanding of what we want to do. Our plan is to put in a second tunnel, it’s supported by Mayors Council across the region. The bridge proposal by the BC Liberals was not supported by the Mayors Council except for Delta. Now Mayor Harvie, who is very thoughtful and focused on making sure his community can grow and prosper, supports the initiative we have. I was hopeful that we would have been to make an announcement now, but I don’t want to prejudge the business which is in its final stages. That’s why we have put in an additional 9 billion dollars into our capital budget, which was already the biggest budget in BC history, 9 more billion on top of that will allow us to extend the skytrain to Langley, allow us to address the Massey crossing issue. The money is available, the plan is almost complete. I think the Liberals going backwards and now saying, ‘remember that bridge that nobody wanted and that we were going to toll? We will build the bridge and now we won’t put tolls on it’. The Mayor of Richmond was lighting fast in coming out and condemning that initiative from the BC liberals because its inconsistent with the growth in the area. The Asia Star: BC Liberal party has announced they want to end ICBC monopoly and bring in private insurance companies. What is your response to this? John Horgan, NDP Premier: I am always curious as to why the party that used ICBC like a bank machine for their needs,

taking money out of ICBC, and driving up rates for people, will then offer up their solutions. ICBC was hemorrhaging money that went to our bottom line and our budget but despite that we balanced three successive budgets and were continuing to go that way until the pandemic hit and not just BC and Canada, but indeed the world’s fiscal situation got turned upside down. But we were making and are continuing to make changes to ICBC that will see significant reductions next year in fees, up to 20% which translates to about $400 dollars per person. To have Mr. Wilkinson and the BC Liberals arrive late to the party is good news but they had 16 years to bring forward these changes, but they chose not to. Private auto insurance is okay for those that can pay for but for those who can’t we have to make sure that everyone is covered. We believe the changes we made at ICBC will, first of all keep cost down for drivers and make sure, certainly in the case of catastrophic injury, there will be more resources available to people to get them through those challenges. I think ICBC needed to be rebooted, not discarded, and I think we are well on the way and it taken a long time. Certainly, in the beginning of the new year people are going to start seeing, when their renewals are coming, to see the savings they are going to make because of the extended care model that David Eby and our team has put together. We have been focused on affordability since we came into government, that means lifting wages, that means business can succeed and be profitable, but we also have to make sure that workers have dollars in their pockets and are full participants in the economy. Saturday, October 17, 2020 NDP promise additions to two Surrey high schools if elected The BC NDP is promising two additions at Surrey high schools if the party wins a majority in the upcoming election. Surrey-Fleetwood NDP candidate Jagrup Brar and Surrey-Cloverdale NDP candidate Mike Starchuk made the announcement near Fleetwood Park Secondary on Wednesday (Oct. 14). They were joined by federal NDP leader Jagmeet Singh. Brar said Fleetwood Park could see a 500-seat addition, increasing the school’s capacity to 1,700 from the current 1,200. Police release sketch of Abbotsford sex-assault suspect The Abbotsford Police Department (APD) has released a composite sketch of a man believed to be responsible for a sexual assault that occurred in west Abbotsford on Aug. 14. Sgt. Judy Bird said the assault took place that day at 2:26 p.m. in the 32700 block of Chilcotin Drive. She said a man, dressed to blend in with maintenance workers in the area, sexually assaulted a woman as she was watering her plants. Investigators believe the man was waiting for the woman in her backyard, Bird said. The suspect got away before police arrived. He is described as a clean-shaven South Asian man in his 30s, with short black hair and a slim build. He was wearing work clothing described as a grey short-sleeve button-up flannel shirt, ripped jeans, work boots and brown oversized work gloves. Bird said he spoke English with a heavy accent. Anyone with information is asked to contact the APD at 604-859-5225.

Abbotsford police search for man who allegedly sexually assaulted teen on bus Abbotsford Police Department investigators have released bus surveillance images of a man who allegedly sexually assaulted a teenaged girl on a B.C. Transit bus. In a prepared statement, police said the incident occurred in central Abbotsford at 6:40 pm on Saturday, Oct. 3. “The suspect approached the 17-year-old victim as she was waiting at the Bourquin Crescent Bus Exchange,” the statement read. “The man followed the victim onto bus number 9, where he began making

unwanted sexual advances and engaged in unwanted touching. The suspect got off the bus after a few stops.” The suspect is a South Asian male between 60-70 years of age. He has a white beard and was wearing a blue surgical mask, light blue turban, dark shoes and light coloured thincloth shirt and pants. Helath ministry ready to import large quantity of liquid oxygen

to take on Covid-19 in winter The Union Health Ministry has initiated the process of importing liquid oxygen as part of its preparedness to meet any unforeseen shortage during the winters when the country may witness an increase in Covid-19 cases

leading to a rise in demand for oxygen. A public sector undertaking floated a global tender on Wednesday on behalf of the Health Ministry for procuring one lakh metric tonne (LMT) of liquid oxygen.

Fiji Fiji is Covid-19 free - says Health Secretary Acting Permanent Secretary for the Ministry of Health and Medical Services, Dr James Fong, has confirmed that the two remaining COVID-19 patients that were in isolation at the Lautoka Hospital have been cleared of the virus and discharged. He confirmed that as of yesterday, there was no active case of the virus in the country. “Today (yesterday) is day one that we as a nation are without any active case of COVID-19,” Dr Fong said.

“The remaining two patients had been cleared on October 13 from the Lautoka isolation facility and as of today (yesterday) there are no cases in isolation as they have all recovered and cleared. “We are happy that we are finally able to discharge the last two cases on Monday.” Dr Fong has requested the public to maintain vigilance and continue to adhere to COVID-19 State measures in place. “We need to understand that the risk still remains but they are mitigated by our strong quarantine measures.
