On Tuesday, provincial health officer Dr. Bonnie Henry said that as of January a booster dose of either Pfizer or Moderna vaccine would be offered to British Columbians aged 12 and over who have already received their second dose. “Our vaccines are highly effective. However, we are starting to see a gradual decline

in protection over time,” Henry said. “As a result, we are taking the proactive step of expanding boosters to everyone in our province.” Until now, B.C. had followed other Canadian provinces and the U.S. Centers for Disease Control in offering the third dose only to those in long-term care facilities, seniors and those in high-risk settings or who are immune-compromised.

Canada’s health care system one of the worst in the world

The coronavirus hit Canada in March 2020. By the time that first wave had subsided in the summer, hundreds of thousands of scheduled surgeries had been postponed. But before that huge backlog could be reduced, a second and then a third wave of the virus struck, increasing

the backlog by thousands more. Adding to the clinical risk of these surgical delays is the mental health impact of living with aggressive afflictions such as cancer. Just as hospital wards became available to regular surgeries last spring, a fourth wave driven by the delta variant overwhelmed ICUs

in Quebec and Ontario before moving west to plunge Saskatchewan and Alberta hospitals into their current crises. The pandemic will eventually subside. While COVID deaths can be tallied, the death toll due to all those delayed surgeries is virtually impossible to determine, the path of each patient’s affliction being different. But given the hundreds of thousands who experienced both physical deterioration and mental stress due to treatment delays, that toll seems almost certain to be much higher than COVID deaths. COVID deaths were clearly a heavy blow, but so were the physical costs, heightened stress and, in some cases, accelerated deaths of those with other serious conditions who were denied access to health care.” The real tragedy for families who lost loved ones due to COVID-triggered treatment delays is that those deaths occurred because our health care system was woefully less prepared than in other developed countries. Canada is the only country that went into the pandemic with zero unused hospital capacity and long waitlists. A 2020 Fraser Institute report comparing the performance of 28 countries with universal health care found that, despite having the second-highest spending per capita on health care, Canada ranked dead last in timely care, with the longest waitlists. Our other health care resources have also been in steady decline. Canada ranked second to last in hospital beds per capita, which helps explain why so many surgical patients were displaced by COVID patients. Out of 28 countries, we ranked 26th for the number of doctors per capita and were also near the bottom in diagnostic equipment such as MRIs and CT scanners. Canadians are prone to thumbing their noses at the American health care system, but our neighbour’s much-disparaged health care system was vastly better prepared for the COVID crisis. Compared with Canada’s virtually zero spare capacity, hospital bed occupancy in the U.S. was just 64 per cent at the beginning of the pandemic.

Saturday, October 30, 2021 Conservatives to respect COVID-19 vaccine mandate, but challenge Board of Internal Economy ruling Conservative Leader Erin O’Toole says his caucus has agreed to “respect and abide” by a new rule requiring members of Parliament to be fully vaccinated against COVID-19 in order to take their seats in the House of Commons. However, he says Conservatives will challenge the policy when Parliament resumes next month, raising what is known in parliamentary parlance as a question of privilege around the “improper conduct and precedent” set by the board of internal economy, the multiparty committee that governs the Commons. The board ushered in the vaccine mandate last week, which applies to all MPs, their staff, journalists and anyone else without a medical exemption who wants access to the Commons precinct. The Tory leader emerged with the plan Wednesday after a roughly five-hour meeting with his caucus to discuss the requirement and

what it means for members who are unvaccinated, as well as those who believe in the principle that their immunization status should be private. “All of our members in the House of Commons will be vaccinated,” O’Toole said. “We will respect the rules both before our question of privilege and after.” What that means is Conservatives will ask the Speaker to rule on whether the nine-member board of internal economy has the authority to disallow unvaccinated MPs from entering the House. Depending on how the Speaker rules, that could lead to the matter being debated and voted on by the entire House of Commons, an outcome that would likely lead to little change, given that the Liberals, NDP and Bloc Québécois all support parliamentarians having to be fully vaccinated. O’Toole said Conservatives believe all MPs, not only board’s nine members, should decide on conduct in the House.

BC CDC data lays out risks of COVID-19 for the unvaccinated B.C. Centre for Disease Control data shows that unvaccinated individuals are much more likely to become hospitalized and die as a result of COVID-19.The ageadjusted data, which covers approximately the last four weeks, shows that unvaccinated individuals are nine times more likely to become a case (Sept.

21 to Oct. 18), 43 times more likely to become hospitalized and 36 times more likely to die (Sept. 18 to Oct. 15).From Sept. 16 to Oct. 21, B.C.’s vaccination rate among eligible people increased from 86.3 per cent to 89.8 per cent for first doses and from 78.8 per cent to 84.4 per cent for second doses. The B.C. CDC said that new hospital admissions are rising slowly.

Workers who lose jobs over COVID-19 vaccine mandates will not be eligible for lockdown benefit Employees who resign or are put on unpaid leave because they do not adhere to a workplace or industry vaccination mandate will not be eligible for the recently announced lockdown benefit.The federal benefit is designed for individuals who cannot work because of governmentimposed COVID-19 lockdown measures. “Canada is still fighting the fourth wave of this pandemic and it is particularly virulent

in some parts of the country,” the federal government website stated. “Individuals whose loss of income or employment is due to their refusal to adhere to a vaccine mandate would not be able to access the benefit.”The lockdown benefit will be available at a rate of $300 per week and is available until May 7, 2022. The benefit replaces the Canada Recovery Benefit, which paid out $1,000 every two weeks

Wednesday, the B.C. COVID-19 Modelling Group said case rates are declining at a rate of about two per cent each day. It said the mask mandate and regional public health restrictions, like those introduced in northern parts of the province, helped stabilize cases. “What we’re seeing across all health authorities is a really good signal the curve is bending down,” said Sally Otto, a co-author of the report and evolutionary biology professor at the University of British Columbia (UBC). The modelling group, which includes experts from UBC, Simon Fraser University and the University of Victoria, expects cases in the province to decline as the recently vaccinated build immunity over the next three weeks. The forecast includes the stricken Northern Health Authority region, which has seen its hospitals become overloaded in recent weeks. More than 4,000 health-care workers remain unvaccinated, says province’s health minister Researchers also found the surge in cases among children under 12 has “largely reversed” since September. “We’re still seeing infections in kids at a higher rate than the rest of the population, but [the rates] are almost equivalent now,” Otto said in an interview Wednesday. “It’s very reassuring ... a really good sign.” The

modelling warned daily case counts, while stable, are still trending high: the province has averaged 628 new cases every day in October. Vaccination rates have also slowed after spiking with the news and enforcement of B.C.’s vaccine card in September. The group said B.C. could be at risk for another uptick in cases if the public stops wearing masks, or if another new variant emerges. Experts also said seasonal factors, like people spending more time inside as the weather worsens, could also create a risk. More vaccinations would reduce that threat, they said. The group found communities with 95 per cent vaccination are four times less likely to have a case than those areas with only 75 per cent vaccination. The province announced Tuesday every British Columbian will have access to a third dose of vaccine in the coming months. People who are immunocompromised, those in long-term care and assisted living and rural and remote First Nations communities will be the priority for the third dose program, but all British Columbians should have access by next May. A plan to start vaccinating children between five and 11 is also expected to begin, pending Health Canada approval.

Gas prices in BC are among the highest in Canada From page 1 CAA website.If you live in B.C., you won’t have to worry about gas prices for long because you’ll not be able to buy a gas-powered car soon. So, where is the most expensive for gas in B.C.? As of October 25, Victoria and Coquitlam are the most expensive areas for gas in B.C. at an average of 162.9 cents a litre. This is followed by North Vancouver (162.0 cents a litre) and then Richmond, New Westminster, West Vancouver and White Rock, which all averaged 161.9 cents a litre. Where is the cheapest for gas in B.C.? Prince George is the cheapest place, as of October 25, to get gas in B.C. with an average price of 144.4 — that’s nearly 20 cents difference for each litre of gas. It was closely followed by Nelson (145.1 cents a litre). Abbotsford (151.9 cents a litre), Penticton and West Kelowna (152.1 cents a litre) were also among the cheapest. Anita Anand replaces Harjit Sajjan as Canada’s Defence Minister

been, and directly consulting with military members, Anand told reporters. “I am thorough, I am determined, I am dogged and I am results-oriented,” Anand said, just hours after being appointed defence minister as part of Prime Minister Justin Trudeau’s new post-election cabinet. She becomes the second woman — and first woman of colour — to hold the position. “I will be dedicating all of my energy toward this task and this position,” she said. Anand will have to do what experts say her embattled predecessor, Harjit Sajjan, failed to do: provide robust civilian oversight of Canada’s armed forces, which has repeatedly proven it is unable to solve on its own a crisis that has been described as an existential threat. A law professor and the MP from Oakville, Anand previously served as public services and procurement minister, where she was responsible for overseeing Canada’s purchases of COVID-19 vaccines and personal protective equipment. “One of the things that people will be learning about Anita Anand in the coming months is that she is a world-class expert in governance,” Trudeau told reporters Tuesday. Anand said her top priority will be ensuring that military members feel “safe and protected” and have access to supports. Sajjan — whose record at defence Trudeau continued to defend on Tuesday

— becomes minister of international development and minister responsible for the Pacific Economic Development Agency of Canada. Anand will have to become more involved in senior military personnel decisions, as well as ensuring that recommendations from external reviews on sexual misconduct are actually implemented, said Stephen Saideman, Paterson chair in international affairs at Carleton University. “It’s not just about a sexual misconduct crisis, it’s an abuse-ofpower crisis, of which sexual misconduct is one consequence,” said Saideman, who researches civilian oversight of the military in democracies. “And so what the new minister has to do is make it clear that the minister’s office will be paying attention to personnel decisions.” Anand arrives in her new position as a number of senior military leaders are facing sexual misconduct probes or charges. Former chief of the defence staff Gen. Jonathan Vance is facing an obstruction of justice charge stemming from an investigation into alleged inappropriate behaviour. His successor, Adm. Art McDonald, remains on leave after military police declined to lay charges against him in a sexual misconduct probe.

Coast guard says 109 containers, not 40, fell off cargo ship near Victoria The number of containers that fell into the ocean from a cargo ship off Victoria is up to 109 from the original estimate of 40, the coast guard said Wednesday. Deputy federal incident commander Mariah McCooey said three of those containers have washed up on a beach in Cape Scott on the northern tip of Vancouver Island. The number of lost containers could change and “there’s a good chance that a lot of them have already sunk,” McCooey told a news briefing. The updated number comes after the owner of the MV Zim Kingston provided information showing 2,000 containers were on board with 1,000 on deck when two caught fire and others

fell overboard as the ship approached Vancouver last week. Crews attacked flareups inside individual containers overnight, which didn’t spread, and they continued to look for hot spots on Wednesday, coast guard official Paul Barrett said. A flyover was planned Wednesday starting from where the containers were lost and following the path where they’ve been spotted and are projected to drift, he said. The Greek-owned ship remains anchored in the Strait of Juan de Fuca. The owner, Danaos Shipping Co., has said it is co-operating with Canadian officials and a salvage contractor to develop a plan to locate and retrieve the lost containers.

Saturday, October 30, 2021 Prime Minister Justin Trudeau says he plans on still being in charge of the Liberals for the next election He’s been through three elections (and three election victories) but Justin Trudeau isn’t showing any signs of slowing down. Speaking at a press conference during the swearingin of his new cabinet, the prime minister bluntly expressed his intention to still be in charge of the Liberal Party for the next election — whenever it may be. “Do you intend on leading the Liberal party into the next

election?” the reporter asked. Trudeau’s answer was short and sweet. “Yes,” he said, before his cabinet behind him erupted into a round of applause and the PM flashed a smile at the journalist. Canada’s next election was supposed to be in 2023, but Trudeau’s snap election in 2021 means we could have to wait until 2025 for the next time Trudeau gets to lead his party for the voting!

Poll shows Liberals have slightly more support than Tories The Liberals and Conservatives are neck and neck as Parliament gets set to resume next month following September’s general election. Prime Minister Justin Trudeau’s Liberals have the support of 34 per cent of decided and leaning voters, while Erin O’Toole’s Conservatives have 33 per cent support, according to the latest poll from Mainstreet Research. The poll of 1,711 Canadians was conducted from Oct. 23 to 24, and has a margin of error of +/- 2.4 per cent with a confidence level of 95 per cent. Jagmeet Singh’s NDP are in third with 15 per cent support. The Bloc Québécois are in fourth with six per cent, while the leaderless Green Party comes in with three per cent support. Nine per cent of voters didn’t like any of the choices and opted for “another party.” The Liberals’ support is highest among older voters and drops among younger age groups. Just over 45 per cent of voters aged 65 and up say they’d vote for the Liberals if an election were held today, compared to just under 28 per cent who’d vote for the Conservatives. Eleven per cent of those voters would cast a ballot for the NDP, nearly seven per cent would vote for

the Bloc, and just over three per cent would vote Green. Nearly five per cent would vote for another party. The Grits and Tories are in a dead heat among voters aged 50 to 64. Just over 37 per cent of voters in that age group would opt for the Liberals, while just under 36 per cent would vote Tory. Just over nine per cent would vote NDP, just under seven per cent would vote Bloc, and just over three per cent would vote Green. Support for “another party” is much higher in the 50 to 64 group, with just over eight per cent of voters saying they don’t like any of the main parties. In the 35 to 49 cohort, the Tories have the lead. Just over 37 per cent of voters aged 35 to 49 have the Conservatives as their first choice, while 31 per cent favour the Liberals. NDP support ticks up slightly, with just over 12 per cent favouring Jagmeet Singh’s party. The Bloc and Green support drops, to just over five per cent and just under two per cent support, respectively. Support for “another party” surges among these voters. Just under 13 per cent of 35 to 49 year olds favour an outsider.

Former Prime Minister Jean Chrétien faces backlash for comments on residential schools In an interview with the French program Tout le monde en parle, Chrétien said he was not made aware of the horrors of residential schools when he was minister. When asked if he takes any responsibility for the residential school system in Canada, in a CTV News interview with Evan Solomon that aired on Sunday, Chrétien said “they were there since a long time.” “We had to manage the problem at that time,” he said. “We were not informed of any abuse at that time.” On Monday, NDP MP Charlie Angus

responded to Chrétien’s comments, calling it “outrageous” that the former prime minister is trying to “white wash” his role, citing a letter from a teacher, written to Chrétien in 1968, telling him about the crimes being committed at St. Anne’s Indian Residential School. “Imagine if he had read that letter and thought, I should do something,” Angus said. “People reached out to him and they begged him to do the right thing, and he ignored them.” Other Canadians took to social media to respond to Chrétien claims.

3 Million jobs lost to Covid-19 Pandemic Canada’s unemployment rate fell to 6.9% in September 2021 and the labour market has recovered the three million jobs lost to the pandemic. September 2021 was a good month for Canada’s labour market. Statistics Canada reports the lowest unemployment rate drop since the onset of the health crisis. With the

additional 157,000 new, the unemployment rate fell to 6.9% from 7.1% in the preceding month. The estimated three million jobs lost to the COVID-19 have been recovered. While employment is back to February 2020 levels, the hours worked are still 1.5% below their pre-pandemic levels. Nevertheless, economists say the robust numbers are welcome news.

Parents gifting Vancouver homebuyers $340,000 on average for down payment Homebuyers in Vancouver are increasingly dependent on their parents for the financial capacity to cover their down payment. According to a new report by CIBC Capital Markets, over the first nine months of 2021, first-time homebuyers in Vancouver received an average of $180,000. This figure increases even more for parents supporting their children buying larger homes, with the average for move-uppers at $340,000.Over the last six years, the average gifting size

increased substantially, growing from about $150,000 in 2015 to $270,000 in 2021 for firsttime homebuyers, and growing from about $270,000 in 2015 to just under $450,000 in 2021 for move-uppers. During the same period, with home prices continuing to escalate, the proportion of first-time homebuyers receiving a gift from their parents nearly doubled from about 12% to 23% of all first-time homebuyers. Conversely, the proportion dropped slightly for move-uppers receiving help from their parents,

A man in Victoria actually asked officers to help break into an ATM on October 26, police say. Unsurprisingly, a police report of the incident said that the officers arrested the man. The report said that the police spotted him trying to break into the ATM on his own at 3 a.m. when they approached him. “Officers approached the man, noted he had already damaged the machine, and observed his continued efforts to gain access to the ATM for approximately two minutes,” said the report.

After noticing there was someone standing behind him, the man asked those behind him to help him break into the ATM without even turning around, according to the report. The officers told him they were police and he then “attempted to flee.” The report said that “after a brief struggle,” the man was placed in handcuffs and taken to Victoria Police Department cells. He was later released as officers continue their investigation.

BC easing zoning requirements to speed up housing projects The B.C. government is taking its first steps to speed up municipal zoning approvals, identified by a review in 2019 and an expert panel earlier this year as a key obstacle to increasing housing supply. Legislation introduced this week by Municipal Affairs Minister Josie Osborne would remove the automatic requirement for public hearings when zoning bylaws are amended, as long as the changes are consistent with official community plans. It also allows local governments to delegate decisions on

minor development variance permits to staff. “To ensure transparency, the proposed amendment for public hearings requires local governments to provide public notice of the rezoning bylaw before the bylaw is considered at first reading by a municipal council or regional district board,” the ministry said in a statement Oct. 26. Neil Moody, CEO of the Canadian Home Builders’ Association of B.C. welcomed the first changes recommended in a development process review that was completed in 2019.

Trudeau headed in Europe as G20 leaders meet in person for first time since pandemic Prime Minister Justin Trudeau is flying to Europe later this week touting Canada’s climate plan and post-pandemic recovery progress at leaders’ summits in Italy and Scotland. Indian diplomat’s mic goes off while criticising China’s CPEC project at UN meet Sources in New Delhi, however, refused to accept “technical glitch” as the reason behind the mike failure at the UN meet held from October 14 to 16. More than 66 lakh (66,55,033) vaccine doses had been administered on Thursday till 7pm, it said. NRI Indians paid Rs 9,700 crore in hidden forex fees Indians paid nearly Rs 9,700 crore in the form of fees hidden in inflated exchange rates while making remittances in 2020. This is more than a third (36%) of the total fees of Rs 26,300 crore that Indians paid for sending money across their country’s borders. The fees reflect a lack of transparency and high charges applied by banks on remittances. Banks have been reducing the fees on foreign remittances and their income under this head fell from Rs 15,017 crore in 2016 to Rs 12,142 crore in 2019. However, they have protected themselves by recovering Rs 4,422 crore through exchange mark-up in 2020, which was up from Rs 2,505 crore in 2016. These figures were from independent research carried out by Capital Economics in August 2021, which aimed to estimate the scale of foreign exchange transaction fees in India. iwali, Deepavali or Divali a festival of lights and one of the major festivals celebrated by Hindus, Jains, Sikhs and some Buddhists, notably Newar Buddhists.The festival usually lasts five days and is celebrated during the Hindu lunisolar month Kartika (between midOctober and mid-November).[8][9][10] One of the most popular festivals of Hinduism, Diwali symbolizes the spiritual “victory of light over darkness, good over evil, and knowledge over ignorance”. The festival is widely associated with Lakshmi, goddess of prosperity, with many other regional traditions connecting the holiday to Sita and Rama, Vishnu, Krishna, Yama, Yami, Durga, Kali, Hanuman, Ganesha, Kubera, Dhanvantari, or Vishvakarman. Furthermore, it is, in some regions, a celebration of the day Lord Rama returned to

his kingdom Ayodhya with his wife Sita and his brother Lakshmana after defeating Ravana in Lanka and serving 14 years of exile. In the lead-up to Diwali, celebrants will prepare by cleaning, renovating, and decorating their homes and workplaces with diyas (oil lamps) and rangolis (colorful art circle patterns). During Diwali, people wear their finest clothes, illuminate the interior and exterior of their homes with diyas and rangoli, perform worship ceremonies of Lakshmi, the goddess of prosperity and wealth, light fireworks, and partake in family feasts, where mithai (sweets) and gifts are shared. Diwali is also a major cultural event for the Hindu, Sikh and Jain diaspora. The five-day long festival originated in the Indian subcontinent and is mentioned in early

Sanskrit texts. Diwali is usually celebrated twenty days after the Vijayadashami (Dussehra, Dasara, Dasain) festival, with Dhanteras, or the regional equivalent, marking the first day of the festival when celebrants prepare by cleaning their homes and making decorations on the floor, such as rangolis. The second day is Naraka Chaturdashi. The third day is the day of Lakshmi Puja and the darkest night of the traditional month. In some parts of India, the day after Lakshmi Puja is marked with the Govardhan Puja and Balipratipada (Padwa). Some Hindu communities mark the last day as Bhai Dooj or the regional equivalent, which is dedicated to the bond between sister and brother,[22] while other Hindu and Sikh craftsmen communities
