I have no doubt that the leaders of Scout Movement are having very much self-confidence. They are trained in leadership, self-reliance, patriotism, honesty, helpfulness to others and service. When they undergo their higher trainings, their selfconfidence increases. When they inculcate Promise and law in their daily life, they acquire values. When they sing the prayer of Bharat Scouts & Guides, and participate in all faith prayer meetings, they develop obedience, self-confidence and the strength to overcome difficulties. Thus they enjoy a lot in everyday life and they will become much competent to make others happy and thus we all become happy in our life. Hence we will be able to become role models to our Scouts as Scout Leaders.

BP has said “Make others happy and Be happy”. One of the aspect of scouting is to be happy. If we assume that Scouting is for children and if we work to make the children happy, then we can be happy. The real happiness is that we get when we work with children in the Troop. Camping is one of the joyful activity in Scouting which gives us happiness. What is the key to happiness? Obedience to the universal laws of enlightenment and peaceful living is the key to a collected mind and happiness. On the other hand, obedience to the dictates of a sensate culture is the gaping door to the inherent defects of instinctive living: nervousness, constant tension, discontent, conflict, war and terrorism. These are the inevitable results of an acquisitive society with the basic cultural values of competition, prosperity, hedonism and global power. If we allow ourselves to be trapped and deluded by stubborn dedication to sensate culture, we deprive ourselves of spiritual harmony enlightenment and unity. The great wisdom teachers of humanity all attained this inner stability through knowledge of the Self. They came to teach us that unless we achieve this inner stability we will be broken from within, as well as from without, by trying circumstances. Inner stability protects us from inner and outer distraction when adversity comes to us. It makes our life meaningful, healthy and creative. It purifies the mind, which can then enjoy a taste of eternal bliss. We have to develop a technique to strengthen our selfconfidence. This, of course, is not something that can be accomplished in a single day. Though it may appear impossible in the beginning, patience and sustained effort will help us to overcome difficulties and to gain confidence. Confidence is nothing but the feeling of assurance that deep within us there is a power of abundant energy waiting to be released. The lack of this assurance leads to anxiety, fear, doubt, inefficiency and all kinds of debility and weakness. This self-confidence enables us not to crave for the mercy of the influential and powerful prevents us from developing sense of raging hate, saves us from dejection and gives us the inspiration to stand on our own feet. The urge to utilize every opportunity and succeed in life proceeds from this very spirit of self-confidence.

The National Youth Policy is being reviewed by the Government of India to make it more appealing to the needs of the present generation of youth. The Secretary to Government of India, Ministry of Youth Affairs and Sports and Department of Youth Affairs are taking initiatives to bring various stake holders in the field of youth development in the country. A consultative meeting of the stake holders was organised under the chairmanship of the Secretary on 24th February 2016. I was invited to present the role of Bharat Scouts and Guides and our future plans to support the youth development in the country along with other departments and youth development agencies. Our presentation was well received by those present. Shri K. Sukumara, Our Director and Shri R. Krishnaswamy, Joint Director also attended another meeting for preparation of a presentation on various youth organisations in the Ministry of youth affairs on 11th March 2016. All these show the importance given to Scouting and Guiding as an educational programme in the present day scenario.

Our infrastructure development is highly appreciated by the Secretary and Director of Ministry of Youth Affairs, who visited our National Headquarters on 22nd February, 2016 as Chief Guest and Guest of Honour during the Golden Arrow Award Presentation Ceremony. The Nehru Yuva Kendra Sangathan organised its Zonal Coordinators Meet at our conference hall on 26th February 2016 as a part of bringing close co-operation between the agencies involved in youth development. The Officers from different parts of the country from NYKS appreciated the efforts of scouting and guiding in youth development activities as most of them closely work with the state associations in their respective areas of work. The Director General of Nehru Yuva Kendra Sangathan appreciated the gesture of Bharat Scouts

The Bharat Scouts and Guides deputed a large contingent of scouts and guides to participate in the 9th National Jamboree of Sri Lanka Scout Association in connection with centenary of scouting in Jaffna under the leadership of Dr. K. Jayaraman of Tamilnadu. Rover Beeju of Himachal Pradesh represented India in the 7th International Scout Gathering held in Sharjah under a sponsorship programme of Arab Region of the World Scout Bureau. Our participants in both the events effectively participated and projected our culture and heritage befittingly and received appreciations of the organisers.

The National Planning Committee approved the proposal of Karnataka State to host the 17th National Jamboree of Bharat Scouts and Guides in Karnataka in December, 2016. The exact dates will be announced soon. The Centenary of Cubing will be celebrated with a large number of events by National and State Associations in befitting manner. We have also announced the schedule of events for the year 2016-17 for information of all state associations. We request the states to provide maximum opportunities to young people to make use of the programmes being organised by the National Association in addition to the programmes of the state.

7 International Scout Gathering, Sharjah from 1 to 10 February, 2016 7th International Scout Gathering was held at Sharjah from 1st to 10th February, 2016 in which 92 countries participated. The event was aimed at highlighting Scouting and National tourism. Mr. Beeju, Rover from Himachal Pradesh represented the Bharat Scouts & Guides, India in this event. After completing the registration formalities the participants were divided into four groups and were assigned tasks like ice breaking activity, setting up subcamps and preparation of exhibition area. The theme of the event was Promotion of National Tourism. Mr. Beeju gave the presentation on Brief Tour of India. This was appreciated by all. On the International evening representative of Bharat Scouts and Guides displayed traditional dresses of India along with BSG Flag and the
proudest movement was to display the National Flag of India. The participants also had an open meeting with H.E. Sheikh Dr. Sultan Bin Mohammad Al Qassimi, Governor of Sharjah. Submitted by Mr. Beeju, Himachal Pradesh
9th National Scout Jamboree of the Sri Lanka Scout Association and Centenary year at Jaffna (20th to 26th February, 2016) A Strong contingent of 35 under the leadership of Dr. Chindhai Jayaraman of Tamilnadu represented Bharat Scouts and Guides in 9th National Scout Jamboree of SriLanka from 20th to 26th February 2016. More than 8,000 Scouts and Guides as well as foreign Scouts and Guides participated in this grand event. 11 countries including Indian contingent participated in this Jamboree. Bharat Scouts & Guides was represtned by Madhya Pradesh-14, Punjab-13, Tamilnadu-01, Kerala03, Karnataka-03, and Rajasthan-01.
Opening ceremony was graced by President of Sri Lanka Mr. Maithri Pala Sirisena on 22nd Feb. 2016 at Jaffna Central College, Jaffna. The other dignitaries including Honourable Chief Minister Mr. C.V. Wigneswaran, Honourable Governor Mr. Reginold Cooray, Northern Province Cultural and Sports Minister, Chief Commissioner and Jamboree Chief Prof. Nirmal De Silva, APR Chief Commissioners, Shri M.A. Khalid, International Commissioner (India), Mr. Jerome De Silva (Sri Lanka) were also present. th
At the closing ceremony on 25 February, 2016, Honourable Chief Minister Mr. C.V. Wigneswaran recalled Lord Baden Powell and the 10 Code of ethics in Scouts. He emphasized 10 Code to Scouts and Guides because it is valuable and suitable to every country and person in the world. RASHTRAPATI RANGER AWARD TESTING CAMP The Rashtrapati Ranger Award Testing Camp 2015 was held at Divisional Headquarters, Bani Park, Jaipur from 02nd to 06th Feb. 2016 in which 136 Rangers and 07 Unit leaders from Central Railway, Chattisgarh, Karnataka, Madhya Pradesh, Northern Railway, N.F. Railway, Odisha, Rajasthan, Southern Railway, S.E. Railway, Uttar Pradesh, West Bengal and Western Railway participated. The camp was started on 02nd with flag ceremony. SOC (G), ASOC(S) and ASOC (G) were present in the integration session. After integration session, test was started as per guidelines issued by the National Headquarters. On 03rd Shri Niranjan Arya, State Chief Commissioner, Rajasthan State Bharat Scouts & Guides visited the camp and addressed the participants. Oral, Practical and written tests were conducted during the camp. All the participants rendered service in the Divisional Headquarters, Bani Park, Jaipur. The camp was conducted by Ms. Shivangi Saxena, ROC (G), Northern Region. Dr. Karuna Masih of Chattishgarh State was the Chief Examiner. Ms. Bimla Pant, Uttarakhand, Ms. Nirmala Mathur, Ms. Meenakshi Bhati, Rajasthan and Mrs. Rinku Choudhary, Uttar Pradesh worked as examiners. The camp came to an end with lowering of the flag and singing National Anthem.
Rashtrapati Rover Testing Camp National level 02nd Rashtrapati Rover Testing Camp–2015 was conducted at National Youth Complex, Gadpuri, Haryana from 10th to 14th March, 2016 in which 80 Rovers from Chhattisgarh, Haryana, Madhya Pradesh, Northern Railway, N.E. Railway, Punjab, Rajasthan, Uttar Pradesh, West Bengal & Western Railway participated. The camp was started with Flag Ceremony. LOC welcomed the Rovers and Staff members and informed about the procedure of testing in details. The camp was conducted strictly according to the norms and guidelines of the National Headquarters. Written test was conducted on the various subjects. Apart from testing, Rovers rendered their service to the camp site. Sessions on WAGGGS initiatives and MOP were dealt. The camp was closed on 14th March, 2016 with All Faith Prayer in the morning followed by Flag Ceremony and other closing formalities. Sh. Sukhdev Singh, ALT(R), N.E. Railway acted as Chief Examiner. Sh. Sagar Moy Lahiri, ALT (R), Rajasthan State, Sh. Mahender Sharma, LT (R), ROC(S), Western Region assisted in the camp. Shri Arup Sarkar, LT(R), Assistant Director, Northern Region was the Leader of the Camp.

Meetings Professionals Meet The Professionals Meet of the Bharat Scouts & Guides was held at the National Headquarters from 24th to 25th February, 2016 in which all Professionals of the National Associations comprising of Jt.Directors & Deputy Directors from NHQ & NTC, Assistant Directors & Regional Organising Commissioner (Scouts) & (Guides) from all the 05 (Five) Regional offices from Bangalore, Guwahati, Delhi, NYC Gadpuri & Kolkata, Assistant Director , National Adventure Institute, Pachmarhi and all HODs of the National headquarters attended the Meet. The Meet was officially inaugurated by the Director Bharat Scouts & Guides who was also the Meet Director on 24th afternoon in a short and solemn ceremony. Various subjects and issues related to the qualitative and quantitative development of the movement were discussed at length. Matter of Vision 2024 of the Orgainsation and holding Strategic planning Workshop at the State level were given a deep thought to achieve the set targets of the Organization in all the priority areas. The professionals also had an opportunity to present their achievements during 2015-16. The Meet prepared the draft schedule of event 2016-17 to present before the State Level Executives Meet. The Professionals Meet came to end on 25th February followed by Staff meeting for the next State Level Executives Meet.
State Level Executive Meet The State Level Executives’ Meet was organized at NHQ from 26.02.16 to 28.2.16 under the leadership of Mr K. Sukumara, Director. Total 114 state officials from 41 states attended the Meet. All the officials were divided in three groups i.e. STATE SECRETARIES, STC’s & SOC’s. The Meet nominated the 12 Members of the Recommendation Committee consisting of 6 members each from both wing under the chairmanship of Ms. Kumkum Mazumdar, STC (G) of West Bengal. After the integration session NHQ achievements Highlights, presentation of NHQ Heads of the Departments, Input on Strategic Plan on VISION 2024, the success stories of the States. After dinner, the Asst. Directors of their Region set for finalization of the Regional Events with their Regional States. On 27th Feb., after the prayer, the presentation was made by the Asst. Directors and National Headquarters professionals/HODs. The Schedule of Event was discussed and finalised In the evening, a representative of NPCC i.e. Mr. Kaushik presented the plan of NHQ, NYC and NTC in front of all. On 28th Feb. morning, a small motivation session on SERVICE EXCELENCY was taken by the Director. Thereafter, the RECOMMENDATION COMMITTEE finalized the recommendations. Mr. B.I. Nagarale IAS(Retd.) Chief National Commissioner was on the chair in the closing ceremony. Dr. Sudha Prakash, Dy. National Commissioner (G) was also present. Three representatives of groups gave their wonderful experiences of the Meet The Chief National Commissioner presented the APR Awards and PMSC Awards to the winners and awardees. He thanked all the officials for the cooperation rendered and motivated them to cooperate with the NHQ in its development work. After the VOTE OF THANKS and Group photo the Meet came to an end. This is the first time in the history of BSG 41 states represented in the State Level Exeucitive Meet out of which six new Railway states i.e. NWR, NCR, East Coast Railway, S.E.C.Rly, S.W. Rly and WC Railway were present. The presence of Dadra and Nagar Haveli was also first time.

RISING BSG (Impressions of one of the participant of State Level Executive’s Meet held at National Headquarters, New Delhi from 26th to 28th February, 2016) Most honourable CNC Nagaraleji, Honourable Director Sukumaraji, Other Officials on the Dias, Off the Dias, State level officials, Brothers and sisters. I saw a tree, it was shedding leaves, a thought flashed across my mind, a fearful thought. Is the tree dying? I wondered. A divine intervention I saw, in few days new leaves sprouted and the tree was full of life. Wonderful I said. Something similar happened at the BSG, NHQ. New life, new vigour, new hopes, new aspirations. In 1907 a tiny seed that was sown by Lord Baden Powell has become a mighty tree. Now at NHQ, new life injected into the movement and upgradation of NHQ, NTC, NYC and NAI, the Movement is set to grow into a mighty tree, Overwhelming everyone. With the dedication of Hon’ble CNC, charming Director, able Professionals and Officials, it is just a matter of time. CNC Sir, out of all years of your dedicated service as an IAS officer, your contribution to BSG will be Outstanding and most satisfying. Our Director Sir says that we all are looking Smart, Sir we are looking Smart because we are looking at a very very Smart Director as a role model. At this State Level Executive meet we are informed, enriched, enlightened and we go back with renewed strength. From an earlier area of prejudiced judgement now there is a flowing fountain of Love, dignity and care. Though the Headquarters has central AC, the warmth of Love is overwhelming. This meeting is held with high levels of Excellence, never seen before. All the markers of professionalism are visible. The team work appreciable, very cordial and peaceful atmosphere is pleasing to the soul. I appreciate the Chairperson and members of the Recommendation committee for their work of high calibre. Gone are the days when we used to walk into the NHQ like “a lamb taken to slaughter house”. National Planning Committee rd
The National Planning Committee of Bharat Scouts and Guides met at the National Headquarters, New Delhi on 3 March, 2016 under the chairmanship of the Hon’ble Chief National Commissioner Shri B. I. Nagarale, I.A.S. (Retd.). The meeting was attended by State Chief Commissioners of various State Associations and representatives of the State Associations. The committee discussed the achievements of the State Associations at various levels and the plan of the National Association for the next decade. The Committee discussed the programmes in detail for the year 201617 and recommended the same to the National Executive Committee. The Development cum Renovation works taken-up at the NHQ, New Delhi, NTC and NAI, Pachmarhi and NYC, Gadpuri were also discussed by the committee members. Shri K. P. Mishra, Shri N. A. Khan, Smt. Daljeet Kaur, Vice Presidents of the National Association who attended the meeting representing Odisha, Jammu and Kashmir and Uttrakhand states respectively put forth their suggestions for better results. National Executive Committee Meeting The National Executive Committee Meeting of Bharat Scouts and th Guides at the National Headquarters, New Delhi on 4 March, 2016 under the chairmanship of the Hon’ble Chief National Commissioner Shri B. I. Nagarale, I.A.S. (Retd.). The meeting reviewed the performance of the year 2015-16, effectiveness of NTC, NAI and Regional officers. The Committee accepted the schedule of event for the year 2016-17. th The proposal of Karnataka State for hosting 17 National Jamboree at Mysore, Karnataka in the month of December, 2016. The Development cum Renovation works taken-up at the NHQ, New Delhi, NTC and NAI, Pachmarhi and NYC, Gadpuri were also discussed by the committee members. Dr. K. The Meetings of various Committees of Bharat Scouts and Guides held at the National Headquarters, New Delhi from 16th February to 4th March, 2016. In these meetings many subjects of Scouting and Guiding were discussed by members and convener presented his/her department's progressive reports. Meetings were conducted as below: Community Development and P.R. & Publicity committee meeting on 16.02.2016, Finance Resource and IT & Communication committee meeting on 17.02.2016, International Guest Reception and Supply Service committee meeting on 18.02.2016, Railway State Coordination on 19.02.2016 and National Adult Resource Management and Boy/Girl Programme & Adult Training Review committee meeting on 23.02.2016 and Think Tank meeting on 29.02.2016. The Scout and Guide Committee and Staff Conduct Rules Committee meetings were held on 01.03.2016. The National Finance Committee chaired by the Chief National Commissioner held at National Headquarters on 02.03.2016. The committee reviewed the financial strength of the organization performance of different funds of the organization and departments dealing with finance. The Committee recommended creation of fund for organisation.

National Training Centre, Pachmarhi NTC Development Committee Meeting The NTC Development Committee Meeting was held at Bharat Scouts & Guides, National Training Centre, Pachmarhi at Kunzru Hall on 7th Feb, 2016. Sh. M. S. Qureshi, Jt. Director, NTC welcomed the Chief Guest and all other invited members. Following points were discussed like renovation NTC Office, B. P. Bhawan, Kunzru Hall, Padolina Library, Ferris library, Main store, all the toilet blocks, circles, 16 Huts, open dining hall, NAI Office Extension, and staff quarters. An appreciation was given for providing two new vehicles for NTC and NAI. NTC will start the canteen facility for the campers as per NHQ norms. Railway Guest house at Pipariya Railway station will also be under consideration which will very helpful to all the participants of NTC and NAI. After completion of NTC presentation, the NPCC engineers have shown their PPT in connection to work to be carried with master plan and final process. One more borewell is in plan to support supply of water for NTC and NAI.
Mahashivratri Mela Rescue Service from 5th to 8th March, 2016 The Bharat Scouts & Guides, National Training Centre and National Adventure Institute have provided rescue team to the Mahashivratri Mela Samiti. This was highly appreciated by Sh. Sanket Bhondve, IAS, District Collector, Hoshangabad. This is a regular practice of National Training Centre to support the District Administration whenever it is required. Types of services rendered I.e. providing first aid, medical facility to the pilgrims, help in control of traffic by providing duties round the clock. A group of people were also ready to provide any kind of emergency services with their rescue materials like rappling rope, caraburniers, seat harness, helmets, meatons, emergency high voltage torches, structures, walkie talkies etc. This group was expert in Rock Climbing, rappling, bringing casualties from the deep valley. The duration of the camp th th was 5 to 8 March, 2016. The special efforts was taken by NTC and NAI staff that snakes were rescued from the people who are making money out of that and these snakes were released to the forest to live their natural life. The team rescued many persons from various situations. One dead body (heart attach) was attended by the team and transported from mountain to the base site. On the last day the Dist. Collector has distributed an appreciation certificates & mementos.
National Adventure Institute 340th National Adventure Programme was conducted at National Adventure Institute, Pachmarhi from 16th to 22nd February, 2016 in which 199 participants from N.E. Railway (09), Maharashtra (13), Punjab (08), K.V. CMM, Jabalpur (13), Director of Sports & Youth Affairs, Goa (32), Sherwood Public School, Secundrabad (48), Uttar Pradesh (16), Chattisgarh (04), Haryana (05), Madhya Pradesh (03) and Maharshi Dayanand University, Rohtak, Haryana (34) and 14 staff participated. Activities like Rock Climbing, Obstacles Crossing, Rifle & Pistol Shooting, Archery, Horse Riding and Boating were

conducted. All the participants enjoyed the trekking to Bee fall, Jatashankar, Rajendra Giri, Mahadev, Gupt Mahadev, Pandav Cave and Chouragarh. Mr. Siddharth Mohanty, Asst. Director, NAI, Pachmarhi took a session regarding Scouting activities. “Free Being Me” session was dealt by Ms. Bilkish Shaikh, Jr. Instructor. On the opening day, Mr. D.K. Dhoriya, Vice Chancellor of LNIP Gwalior enjoyed the camp fire. On 21st February, 2016 Sh. Argal, Senior Manager of M.P.T. was the chief guest. Family members of NAI / NTC staff were also present. Programmes presented by the participants were appreciated by the guests. 341th National Adventure Programme was conducted at National Adventure Institute, Pachmarhi from 11th to 17th March, 2016 in which 182 participants from St. Farncis Hi. Sec. School Jamgangar Gujarat (05), Uttra Khand (13), Haryana (02), West Bengal (02), Bihar (07), St. Terasa’s Sec. School, Kolkata (25), Madhya Pradesh (36), E. Railway (06) & Sherwood School Secundrabad Telangana (70) and 16 staff participated. During the programme, Mr. Siddharth Mohanty, Assit. REGIONAL EVENTS Northern Region th
06 Rashtrapati Guide Award Testing Camp The 06th Rashtrapati Guide Award Testing Camp of Northern Region was held at Bharat Scouts & Guides, NYC, Gadpuri, Haryana from 9th to 13th February, 2016 in which 65 Guides and 09 Unit leaders from Delhi, Haryana, J&K, N.E.Railway, NVS, Punjab and Uttar Pradesh States participated. The testing camp started on 9th February, 2016 with Registration and Flag ceremony followed by integration session. As per guidelines, Oral, Practical and Written tests were conducted. On the 12th February, FREE BEING ME, Surf Smart and MOP were introduced. On the evening of the same day the Grand Camp fire was organised. All the participants rendered service at the National Youth Complex, Gadpuri, Haryana. The camp was conducted by Ms. Shivangi Saxena, ROC (G), Northern Region. Mrs. Sarabjeet Kaur, Punjab State worked as Chief Examiner of the Testing Camp. Ms. Kiran Ghai, Delhi, Ms. Shashi Mehta and Ms. Saraswati Kaushik, Haryana were on the panel of examiners. Mr. S. C. Behra was the Quarter Master in the camp ably assisted by Mr. Sunil, Mr. Meharban and Mr. Chaku Singh. All Faiths Prayer meeting was conducted on the last day. The camp came to an end with lowering of the flag and singing National Anthem.

Regional Level Trekking Cum Nature Study Programme The Regional Level Trekking cum Nature Study Programme for Senior Scouts, Guides, Rovers and Rangers was organized by the Regional Headquarters, N.E. Region at SHQ, Kohima, Nagaland State Bharat Scouts and Guides from 15th to 19th February, 2016 in which 110 Participants & Staff participated from Assam, Arunachal Pradesh, Mizoram, N.F. Railway, Nagaland and Tripura State participated. On the 15th, the Camp started with the Registration and Settling down, Flag, Integration Session and Objectives of the event. Shri P.B. Acharya, H.E. The Governor of Nagaland was the Chief Guest & Shri Khymo Lotha, State Chief Commissioner, Nagaland State, Bharat Scouts & Guides and Ex. MP, Nagaland was the Guest of Honour on the Inaugural function. Shri Khymo Lotha, and Ex. MP, Nagaland State welcomed His Excellency The Governor of Nagaland and other members present in the opening ceremony. Shri John, State Secretary BS&G, Nagaland and other State officials were present on the occasion. Shri Ashok Kumar Mohapatra, Asst. Director, NER explained the importance of the Programme. Shri P.B. Acharya, H.E. the Governor presented the mementoes to all the dignitaries. The participants also undertook the activities of MOP, Surf Smart & Free Being Me during the event. The Camp concluded on 19th February, 2016 with All Faiths Prayer, Meeting of Local Saff, Cleaning of Camp area, Group Discussion on Scouting and Guiding in North East, Open Session, Evaluation, Final Talk & Lowering of the BSG Flag and singing the National Anthem. All the participants were very happy and enjoyed the entire programme and activities. The Meet was conducted under the leadership of Shri Ashok Kumar Mohapatra, Assistant Director of North East Region, Guwahati, BS&G. He was ably assisted by the staff members of N.E. Regional States of Assam, Tripura and Nagaland.

Regional Level Disaster Management Course Regional Level Disaster Management Course for Western Region was held at Divisional Training Centre, Jodhpur (Rajasthan) from 26th to 30th Jan., 2016 in which 82 participants from all over the region i.e. Chhattisgarh (13), Madhya Pradesh (17), Maharashtra (17) and Rajasthan (35) including 10 Unit Leaders participated. Republic day was celebrated in the morning at 08 a.m. with the staff of Training Centre & participants of Chhattisgarh & Maharashtra. National flag was unfurled & sweets were distributed. The camp was started on 26th Jan., 2016 with Registration, Flag Ceremony followed by Integration session. After tea the personal objectives & course objectives were taken up. th
On 27 Jan., onwards various sessions like what is Disaster, Types of Disaster, Knowledge of Establishing the Messenger service including sending message by Telephone, E-mail & Fax, Fire fighting, Reporting of local situation, Calamities in Disaster, First Aid, Method of providing temporary sanitary arrangement & their upkeep, Rescue from water & fire, Bridge building, Improvisation of shelter, Traffic control & Road safety were conducted. Practical training was given like Removal of victim from debris & transport of casualties; Fire fighting was demonstrated by the team of Civil Defence. The participants were involved in different activities like B.P. Six, Aerobics, Surya Namasker and Yoga. Sh. Mahender Singh Rathor, SOC (S) of Rajasthan blessed the participants during Grand Campfire on 29th. Ms. Jyoti Mahatma C.O. (G) conducted the activities of Free Being Me and MoP on 30th morning. The camp was conducted under the leadership of Mr.Mahinder Sharma, ROC (S), Western Region who was ably assisted by the invited staff members. All Faiths Prayer meeting was conducted. The camp came to an end with lowering of the flag and singing National Anthem. On 30th January, Silence for 02 minutes was observed at 1100 Hrs. in remembrance of Rashtrapita Mahatma Gandhi.

Regional Level Cub-Bulbul Utsav of Western Region was held at Resali Sector, Bhilai, Chattisgarh from 10 to 14 Feb., 2016 in which 101 Cubs/ Bulbuls along with 15 Unit Leaders from Chattisgarh The camp was inaugurated by Sh. K.S. Sharma, Dy. Manager (Edu.) of BSP on the 10th. On 11th the day started with B.P. Six and the day continued with the competitions like Cub-Bulbul Greeting, Story Telling and Grand Salute. The day`s activities ended with Kalrav & Red Flower. On 12th February the participants enjoyed aerobics. Rashtrapati Ranger Award Testing Camp - 2015 The Rashtrapati Ranger Award Testing Camp - 2015 was held at National Youth Complex, Gadpuri, Haryana from 10th to 11th March 2016 in which 14 Rangers along with 01 Unit Leader from Northern Railway-05, Rajasthan-07, Southern Railway-01 and Uttar Pradesh-01 participated. The testing camp was started on 10 March 2016 with Registration, Flag Ceremony followed by Integration session. Oral test started in the afternoon. Written test was conducted on the same day evening. Practical, Oral and written tests were conducted as per syllabus and guideline for each test. Pioneering, First Aid, practical test were completed on same day afternoon. On 11th March 2016 checking of log books of various project works, proficiency badges etc. were completed. During the event knowledge on ‘Free Being Me’, Messengers of Peace, Stop the Violence, Surf Smart was given. On 02nd day morning All Faith Prayer was conducted. After completing the closing formalities, lowering of BSG flag and singing of National Anthem the camp was declared closed. Mrs. Kumud Mehra, Asst. On this occasion REGIONAL LEVEL CUB/BULBUL UTSAV Drawing, Painting and Poster Making competitions were organised under the leadership of Scout Master Shri Binay Mohan Chowdhary and Smt. Nandita Chakroborty. Shri Father P.J. James, Principal and Sister Rekha witnessed the programme and blessed the Scouts and Guides. At the end of programme, prizes were given to victorious Scouts and Guides.

Messenger of Peace MAHARASHTRA Messenger of Peace training sessions were held at Maharashtra state during the various district rallies (Pune 29th Jan. to 1st Feb. 2016, Ahmednagar 4th to 7th feb. 2016, Nashik 14th to 17th feb. 2016, Thane 18th to st 21 feb 2016). The aim of the conducting MoP sessions during the rallies was to expand the MoP network in Maharashtra state. MoP initiative was highly appreciated by the various State/District/Unit officials. More than 3000 Scouts/Guides/ Rovers/Rangers/Scout Masters/Guide Captains and other officials received the short information/ training about the MoP like how to create id, how to upload project, introduction of MoP, Networking game, Idea sharing etc. More than 500 ids were also created during the sessions at various places of Maharashtra. In every rally MoP team gave MoP Networking stickers to each participant. During the MoP sessions various key persons of the Maharashtra state govt. visited MoP stations and highly appreciated the team. In the two rallies Messenger of Peace team conduct the peace rally followed by drawing competition. In the Nashik district rally honorable Chief National Commissioner of BS&G India cum State Chief Commissioner BS&G Maharashtra visited the MoP station and appreciated the MoP team and promised to help the team in extending support to expand the MoP network in Maharashtra. Mr. Haroon Malik presented the detailed report of MoP team and the report of rallies. In the district rally at Thane, state secretary and State Training Commissioner (G) BS&G Maharashtra visited the MoP station and also informed to conduct one more state level MoP workshop for the strength/growth and expansion of MoP network in Maharashtra. The MoP sessions at various places were conducted by various coordinators of various districts of Maharashtra and the team of Senior Scouts/Guides from Lonavala Pune conducted the sessions under the Guidance of SOC (S) BS&G Maharashtra and Mr. Santosh Talpe, MoP Coordinator. Besides the rallies various small MoP session/workshops were conducted at various districts of Maharashtra which include Solapur, Amaravati, Akola, Nagpur, Pune, Thane, Ahmadnager, Gondia, Nanded, Aurangabad, Washim, Jalgaon and Hingoli.

REPORTS FROM STATES Central Railway Central Railway Bharat Scouts and Guides organized 21st State Rally and 7th Rover Ranger Samagam at Bhusawal from 15th to 18th February 2016 in which 520 participants and staff took part. The event was inaugurated by Shri Rajiv Dutt Sharma, State Chief Commissioner & Chief Commercial Manager, Central Railway on the 15th. The event was also graced by Shri Sudhir Kumar Gupta, Divisional Railway Manager & President, BSL Division Bharat Scouts & Guides. Shri Arun Dharmik, Add. Divisional Railway Manager was the Rally Chief. The theme of the event was “Swatch Pariyawaran Swast Jeewan”. Dr. (Miss) N.K. Mangala, State Commissioner (G), Smt. Onima Korda, State Secretary, Dr. Tushba Shinde, DC (S) and Dr. Partima Sandesh, DC (G), Bhusawal also graced the function. Shri Rajiv Dutt Sharma, State Chief Commissioner/CCM declared cash award of Rs. 50000/- to all the divisions for their best performance in March Past and Physical Display and an additional Cash award to Bhusawal division for the good physical arrangements. Various Competitions like March Past, Display, Pioneering, Camp Craft, Folk Song, Folk Dance, Drama, Relay Race, Best maintained kitchen, quawali, Salad making etc. were organized. The valedictory function was held on 17th Feb 2016. Shri Sudhir Kumar Gupta, Divisional Railway Manager & President, BSL Division Bharat Scouts & Guides was the Chief Guest. Shri Arun Dharmik Adl. Divisional Railway Manager, Shri I.s Nadeem, Jt. State th Secretary, Smt. Seema J, State Treasurer also graced the function. The event ended on 18 Feb 2016 after all faith prayer and final inspection.

On 26 January 2016, a team of scouts and guides participated in the Republic Day Parade at Indira Gandhi Municipal Stadium in Vijayawada of Andhra Pradesh. In the March Past, in non-contingent category first prize was won by Andhra Pradesh Bharat Scouts and Guides Team and they received the prize from the hands of honourable Governor Shri E.S.L. Narasimhan. On 21-2-2016, Scouts, Guides, Scout Masters and Guide Captains of Government High School Tiruvuru, Krishna District, Andhra Pradesh gave polio drops to Children and had organized a Rally with Scouts and Guides.
Bihar Bharat Scouts & Guides, Aurangabad District Association organised Voter Awareness Rally on the occasion of National Voter Day at Collectorate Gate, Aurangabad. Shri Sanjeev Singh, Dy. Development Commissioner, has flagged off the Awareness Rally. Shri Kanwal Tanwar, District Magistrate, Aurangabad encouraged the youth to use their right to vote. National Road Safety Week 2016 was conducted by many District Associations of Odisha State from 11 to 17 January, 2016. More than 400 Scouts & Guides from different districts have participated in the Road Safety Week in their locality. Leaflets on Road safety were distributed to the commuters on the road by our Scouts & Guides. Mass Awareness Rally on “Road Safety” was also organized in the locality to advise the use of helmets & to bring awareness on the speed limits of the vehicles to prevent road accidents. Quiz competition on road safety was also organized to promote road safety.
Southern Railway Southern Railway State Bharat Scouts and Guides conducted Chaturtha Charan, Heerak Pankh, Rajyapuraskar and Nipun Award presentation Rally at Hoskote Camping & Training Centre, Perambur on 8th March 2016. Delhi State Bharat Scouts and Guides organised a World Thinking Day/Founder’s Day on the occasion of the birthday of Lord & Lady Baden Powell at the premises of State Headquarters, New Delhi on 22nd February 2016 in which 80 Scouts, Guides, Rovers and Rengers took part. The celebration was held under the patronage of Dr. (Mrs.) Manik Barsaley, State Chief Commissioner (G) in the presence of many dignitaries. State officials requested members of this esteemed organisation to connect online by adding a frame to their profile picture on social media and challenging them to get more and more friends to add to the frame to their profile. They may also connect to graphic section of the WAGGGS website to down load and share. On this day they renewed their commitment to bring together young people united in peace and friendship and fight with the separatist forces over the globe.

Meghalaya The Meghalaya Bharat Scouts and Guides celebrated the World Thinking Day and World Brotherhood Day at State Headquarters with the theme ‘CONNECT’ on 22nd February 2016 in which 400 Scouts and Guides along with the Adult Leaders and other Commissioners participated. Shri F.R. Kharkongor, State Chief Commissioner along with other dignitaries graced the occasion. Thinking Day fund was also collected from all those who generously contributed the amount which will be sent to National Headquarters.
South Central Railway On 22nd February 2016 Thinking Day was celebrated at District Scout Den Vijayawada Andhra Pradesh in which 150 Cubs/Bulbuls/Scouts/Guides/Rovers and Rangers along with scout appointees participated in a full day programme. Everyone has a preferred learning style, but most people understand better through visuals. There is quite a large range of visual aids in use. They can be used according to the need. But one should remember that there is no one visual aid to suit all purposes. We should have flexible attitude towards visual aids. While selecting visuals, one should remember: • Be simple • Visual aids must be fitted well into the presentation. • Ensure everyone in the audience is able to see the visual aid. • Use graphics, icons and symbols to reinforce or communicate a concept • No visual aid should be kept on for too long. • Do not use vertical lettering. • Use a maximum of two sizes of type per page. • Use bullets, not numbers for non-sequential items • Use uppercase and lowercase letters. Only use all uppercase for titles or acronyms. • Use key words, not full sentences • Contain only three to six ideas on each flip chart sheet • Use color where possible, but not excessively. • Look at the audience more than at the visual aid. • Contain only one concept per slide or page

Face your audience and make eye contact Walk around your audience or use movement when you want control, more involvement, or to become one of the group. Watch the audience for nonverbal clues about their response. Breathe. It helps you relax and reduces filler language such as “um” and “er” Tap into four basic impulse underlying your speech- to be open to the audience, to connect with it, to be passionate, and to “listen” to how the audience is responding – and rehearse your presentation with each in mind. Decide when you want to handle questions- during or after the presentation- and tell your audience the preferred time Anticipate questions and prepare likely responses to difficult questions. Avoid one-to one dialogues Be assertive, not aggressive or offensive
How to wrap up presentation:This is the final impression you make on your audience, worth planning for with great care; so do ensure you still have their attention. To wrap-up, you need a strong call to action. Here you should: • Reiterate the presentation’s key message • Integrate your opening points into your closing comments • Recommend action • Suggest agreement • Obtain commitment or buy-in • Provide closure
Golden points to deliver an effective presentation: The experts have outlined following guidelines for effective presentations: • Make the presentation as long as it needs to be to convey your key message clearly and completely. • However, it is better to make fewer points and make them well. Five, plus or minus two, is the limit of most adults for recalling important messages. • During the opening, use a ‘hook’- a comment, question, relevant story, statement or example- to get your audience’s interest and attention. • Make it only long enough to be clear and complete within the allocated time. • If you do not have time to make a point clear or acceptable to your audience, save it for another presentation. • Ending early is better than not completing the task or rushing through the talk at the end. • Your last slide should include executive summary and call for action. • Plan on what to delete if your time is cut short. • Allow time at the end for questions as a basic courtesy. • Make your presentation conversational. • Do no talk from a script rather talk from your notes only if you have to
Things to do after presentation:There are always three speeches for every one you actually gave. The one you practiced, the one you gave, and the one you wish to give. (Dale Carnegie) After the presentation, ask for feedback from participants. There are various formats which are used to take feedback from the audience to evaluate the presentation. Note the feedback from the audience to evaluate: • Was your objective achieved? • Did the audience seem engaged and attentive? • If you’re going to give the presentation again, what changes can you make to improve it? • What general lessons did you learn about presenting? The success of any organization in present era depends on whether leadership promotes learning and improvement within organization. Learning and improvement both are continuous process. Hence, always strive to learn more and identify the areas for improvement and work on it. Take the advice of expert or organize session to excel. In due course, it will help anyone to be able to give awardwinning presentation.

Sikkim Dr. H.P. Chhetri Born in a middle class family at Gangtok on August 12, 1943, Dr. H.P.Chhetri did his schooling in Rhenock and Kalimpong. He studied Agriculture and acquired B.Sc. (Ag) Hons.degree from Kalyani University, W.B in 1970. Later he shifted to the other disciplines and did M.A in Sociology in 1993 from Meerut University, U.P, LL.B in 1983 and Ph. D in 2007 both from North Bengal University. Acquisition of Ph.D degree by him at the age of 64 has helped to motivate many youth to aspire for the same. He also underwent a six months course in Planning and Management of Rural Development in Birmingham University, U.K in 1982. A book entitled “Panchayati Raj System and Development Planning’’ written by him was published in the year 2008. He has to his credit three colleges established by him viz. (i) Himalayan Pharmacy Institute which is rendering quality, technical education in affordable cost for the last 26 years (ii) Damber Singh College, established in his father’s name in 1994 imparts general degree course (iii) Harkamaya College of Education established in 2003 in his mother’s name imparts training to the teachers leading to B.Ed and M.Ed degrees. In response to the encouragement and advice given by the then Chief Minister he started working in the State Association of Bharat Scouts and Guides from 1979 in different capacities as ASOC (S), SOC (S), SS, SCC in the State Head Quarters, Chairman of different committees, Dy. Chief Commissioner and National Commissioner (S) in the National Level. He also served in the APR Region for about a decade and for some time he worked as Vice-Chairman of Programme Sub Committee. Presently he is the State Chief Commissioner, Sikkim and National Commissioner (S) in Indian Union. During his long service in Scouts & Guides he visited U.K, Norway, Hongkong, Phillipines, Kathmandu, Pakistan, Thailand (Bangkok), Japan, Malaysia, Sri Lanka, France, China, Indonesia, Singapore, Australia, New Zealand, Korea etc. He also takes the credit of releasing The Boy & Girl Programme from Sikkim by the then National Commissioner, Shri Laxman Singh.
