The coming years are challenging for us as we have to organise the 17th National Jamboree in Mysore, Karnataka State. Our Chief National Commissioner have already visited the venue and had a meeting with the officials of Karnataka Bharat Scouts and Guides and had a discussion to make the coming National Jamboree not only successful but also memorable. We request all the states to celebrate the International Yoga Day on June 21st 2016. All the states may given instructions to all their districts and Units to celebrate the day with maximum number of participants. It is also time for all the state Secretaries to submit the Annual report for 2015-16 to be printed in our Annual Report. All the state Secretaries are requested to send the report along with the photographs of activities.

We request all the states and well wishers to go through the VISION 2024. All the states who have not conducted the Strategic Workshop, please conduct the State Level Strategic Workshop on or before 31st May as promised in the State Level Executive Meet held in Feb. 2016. We have to see that our organisation is consistently growing and hence please see that year census will not fall down. It is also said in our VISION 2024, that by 2024 our Movement will be a premier Movement responsive to all trends. We have to respond all the Govt. initiatives and calls of Hon’ble Prime Minister and prove that Bharat Scouts and Guides is one of the premier and largest Youth Movement in this Country.

Hon’ble Prime Minister of India Shri Narendra Modiji reviewed the contribution of the Bharat Scouts and Guides in achieving the National Goals on Youth Development through a presentation and meeting of Chief Executives of the Association. I had the privilege of attending the meeting on 18th April 2016, at 6:30 p.m. in the office of Hon’ble Prime Minister. The Secretary of Youth Affairs, Government of India made a vivid presentation which explained how Bharat Scouts and Guides contributes to youth development of India. I am given to understand that Bharat Scouts and Guides never had the privilege of attending such a policy review meeting by Hon’ble Prime Minister of India. I explained to the Hon’ble Prime Minister how best the Scout/Guide Movement contributes in Nation building. We look forward for a continued support from Government of India.

India also plays an important role in International Scouting. I attended the APR Scout Committee Meeting and allied meetings of Sub Committees held in Jakarta, Indonesia hosted by National Scout Association “Gerakan Pramuka”.

The facilities arranged by the Scout Association were worth appreciating. The International commissioner of Indonesia and RSC member Mr. Ahmed Rusdi and his team worked day and night in and out to make the event purposeful. Dr. K.K. khandelwal, State Chief Commissioner of Haryana also attended the meeting of Finance Resources SubCommittee as the nominated member and registered his effective participation. I earnestly request all members of committees at International, National, State and District level to commit themselves to attend meetings so that their knowledge and experiences can be utilised for the growth of Scouting and Guiding.

India had the privilege of hosting the 3rd APR NSO Coordinators' Meet of Messenger of Peace Initiative at Badkhal Lake (Haryana) with active support of APR Regional Support Centre, Manila. Under active Leadership of Mr. J.R.C. Pangilinan the Regional Director, about 40 delegates and Executives from 16 countries of AP Region, Africa, World Scout Bureau Central Office and Asia Pacific Regional Support Centre are attending the meet and the same is currently in progress. The meet was Inaugurated on 20th April by Ms. Seema Trikha, Parliamentary Secretary to Government of Haryana.

During the first week of this month I had a meeting with important Government Officials and Scout Executives of Karnataka in connection with holding of 17th National Jamboree at Mysore, Karnataka. A meeting of the concerned officials and non officials in the chamber of Smt. C. Shikha, I.A.S., Dy. Commissioner & District Magistrate of Mysore was arranged to discuss about this important event. The Collector assured all cooperation and help from the district administration for making this event a success.

Kolkata flyover collapse: Whole society appreciated the rescue operation support of Scouts & Guides At least 26 people were killed and more than 70 injured as two parts of an under-construction 2.2-km-long Vivekananda Flyover collapsed in a congested market area near Ganesh Talkies, North Kolkata, on 31st March 2016 (Thursday) afternoon. A 100-metre (330-ft) section came crashing down suddenly on a crowded street around lunchtime, crushing pedestrians, cars and other vehicles under huge concrete slabs and metal. Around 40 Rovers and the Top District officials of West Calcutta District Association of Bharat Scouts & Guides were engaged in rescue work at the flyover collapse site two days i.e. on 31st March and 1st April. In this rescue operation rovers of south Calcutta district also accompanied with west Calcutta. The accident site is a little over a kilometer away from the district headquarters in West Kolkata. Within one hour of the incident, the Rovers provided their enormous help with the rescue operations. They helped to clear the debris and carry the dead. They also helped in ensuring the area does not get crowded and kept out the public so that rescue work wasn’t hampered. They also supplied water and food to the rescue team. At around 02:00 pm Thursday, the Rovers - noticable in their uniform fanned out into the neighborhood, working with the locals and later with the military and government deployed rescue team. Early morning, on the next day too, they gave continuous service alongside the army. Honourable Governor visited the site and appreciated the rescue operation support by scouts and rovers. The senior army and police officers highly appreciated the support by Bharat Scouts & Guides during the rescue operation. The district and state officials said that this was a truly humanitarian response from Bharat Scouts & Guides. We are concerned with duties and responsibilities in the crises period.

National Events Rashtrapati Scout Testing Camp various project work, proficiency Badge work, Hike and Log Books were completed in time. All the participants and Unit Leaders rendered service inside the camp site under the mission of “Swachh Bharat Abhiyan”. “Surf Smart” and “Free Being Me” activities were also conducted during the camp. Shri Anesh Kumar, ROC (S), Northern Region was the leader of the testing camp. The camp was conducted successfully with the assistance of dynamic and experienced trainers- Mr. B.P.Singh, KVS, Mohd. Yasin Sheikh, J&K, Mr. Tapinder Singh Bedi, Mr. Karamjit Singh Roopra, Punjab, Mr. Kamaljit Sharma, Haryana, Mr. A.S. Shekhawat, Mr. Prem Shankar Joshi, Mr. Bhuganaram, Mr. Rajendra Prasad Pareek, Rajasthan and Mr. Subhash Chand Behera, WQM. All Faith Prayer meeting was conducted.

The Rashtrapati Scout Testing Camp of National Headquarters was held at National Youth Complex, Gadpuri, Haryana from 27th to 31st March 2016 in which 75 Scouts along with 09 Unit Leaders from Delhi, Haryana, Himachal Pradesh, Jammu and Kashmir, Madhya Pradesh, Maharashtra, Navodaya Vidhyalaya Sangthan, Northern Railway, North Eastern Railway, N.F. Railway, Rajasthan, Uttar Pradesh and Western Railway participated. The testing camp was started on 27 March 2016 with Registration and Flag Ceremony followed by Integration session. Written test was conducted on the 2nd day morning as per NHQ guideline. Practical, Oral test on Pravesh, Ambulance Man Badge and Pioneering Project, Practical test on Camping and Mapping, checking of

Rashtrapati Ranger Award Testing Camp The Rashtrapati Ranger Award Testing Camp for the year 2015 was held at Bharat Scouts and Guides, National Youth th th Complex, Gadpuri, Haryana from 28 to 30 March 2016 in which three Rangers from Assam State participated. The th camp started on 28 March with flag ceremony. After integration session, test was started as per guidelines issued by the National Headquarters. On 29th March in the first half, written test was held for all the Rangers. Oral, practical and written tests were conducted during the camp. All the participants rendered service inside the camp site. The Testing Camp was conducted by Ms. Shivangi Saxena, ROC (G), Northern Region.

Rashtrapati Guide Award Testing Camp The Rashtrapati Guide Award Testing Camp for the year 2015 was held at Bharat Scouts and Guides, National Youth th th Complex, Gadpuri, Haryana from 28 to 30 March 2016 in which 08 Guides from Haryana, Gujarat, Kendriya Vidyalaya Sangathan, Maharashtra, Northern Railway and N.F. Railway participated. Workshop on skill based subjects was organized for the participants. In the first half of 29th March the written test for all the Guides was held. Oral, practical and written tests were also conducted during the camp. The camp was conducted by Ms. Shivangi Saxena, ROC (G), Northern Region.

National Training Centre, Pachmarhi Basic Course for Commissioners for Deputy Commissioners of Kendriya Vidyalaya Sangathan Basic Course for Commissioners for Deputy Commissioners of Kendriya Vidyalaya Sangathan was held at NTC, Pachmarhi from 6th to 8th April, 2016 in which 28 participants from both Scout and Guide wings participated. Participants were welcomed by Shri M. S. Qureshi, Joint Director, NTC. The registration was started on 6th and Flag Ceremony was conducted at 10.00 a.m. followed by Course Integration. The Course was inaugurated by Shri Santosh Kumar Mall, I.A.S., Commissioner, KVS and State Chief Commissioner, KVS State Bharat Scouts & Guides. Brig. Kaur, Education Officer, Bhopal and Ms. Archana Srivastava, ALT(G) were the facilitators. This was the first course conducted for Deputy Commissioners of KVS. This will be a milestone in the history of Kendriya Vidyalaya Sangathan Scouting/Guiding. The participants were given the (SLM) Self Learning Modules, Commissioners Handbook, APRO Part I, II, & III, well before the course. During the course, subjects such as Management of LA / DA / SA (a. Ceremonials b. Awards & Decorations), Duties & Responsibilities of Commissioners, History of Movement, Responsibility of Leadership. Commissioner as a Leader of the Team, Scouting Guiding and Community–PM Shield Competition, What is Scouting, Patrol System, Different Sections & Branches of the Movement, Advancement of Programme of Boy Girl, Scheme of Adult Leader Training, Public Relations, Marking and Promotion of Scouting Guiding were dealt. Grand Camp Fire was organised by the participants on 7th April 2016. The Commissioners were highly motivated and they expressed their eagerness to attend the Advanced Course for Commissioners.

National Adventure Institute, Pachmarhi 342nd National Adventure Programme was conducted at National Adventure Institute, Pachmarhi from 1st to 7th April, 2016 in which 195 participants from Sainik School, Korukonda, Andhra Pradesh (85), E. Railway (08), E.C. Railway (08), Carmel Convent Sr. Sec. School, BHEL, Bhopal, Madhya Pradesh (22), Sagar, Madhya Pradesh (18) and KV, Hoshangabad, KVS Bhopal Region (40) and 14 staff participated. Activities like Rock Climbing, Obstacles Crossing, Riffle & Pistol Shooting, Archery, Horse Riding and Boating were conducted. All the participants enjoyed the trekking to Bee fall, Jatashankar, Rajendra Giri, Pandav Caves and Sangam. “Free Being Me” session was dealt by Ms. Bilkish Shaikh on 6th. In “SWACHH BHARAT ABHIYAN”- participants cleaned the surrounding of “BEE FALL”.

REGIONAL EVENTS Eastern Region

Rashtrapati Scout Testing Camp Special Rashtrapati Scout Testing Camp for Bihar State was conducted at State Headquarters, Patna, Bihar from 28th th to 30 March 2016 in which 37 Scouts from Bihar and East Coast Railway State Association with 02 Unit Leaders and 05 Staff Member participated. th

On 28 March the Camp started with registration, Flag ceremony followed by integration session. The Leader of the course welcomed the participating Scouts, escorting Teachers and Staff members. The written test was conducted on the same day afternoon as per NHQ guidelines. Practical and Oral test on Pravesh, Ambulance Man Badge and Pioneering Project, Practical test on Camping and Mapping, Checking of various projects work, proficiency Badge work, Hike and Log Books were completed in time. On 30th March Shri B. I. Nagarale, I.A.S. (Retd.), Hon’ble Chief National Commissioner, the Bharat Scouts & Guides, India and Member of Asia Pacific Regional Scout Committee visited the Camp and blessed the Participating Scouts. Shri Ramyatan Sinha, President, Shri Ramkumar Singh, State Chief Commissioner and Shri Niwas Kumar, State Secretary of Bharat Scouts and Guides Bihar State also visited the camp. The testing camp was conducted as per the guidelines issued by the National Headquarters. Regional Level Basic Course for Cub Master/Flock Leader The Regional Level Basic Course for Cub Masters and Flock Leaders were organized by the Regional Headquarters, N.E. Region at STC, Chamatapathar, Assam State Bharat Scouts and Guides from 05th to 11th March, 2016. 34 participants (Cub Section-24 and Bulbul Section-10) & 10 Staff participated from Assam, Arunachal Pradesh and N.F. Railway participated. On the 5th March, the Camp started with the Registration and Settling down, Flag, Integration Session and Objectives of the event. During the Course, session on Fundamental of Scouting & Guiding, What is Scouting/Guiding, History of the Movement etc. were dealt through power point presentation.

The Grand Campfire was organised on 10th. The participants also cleaned the whole camp area on 10 . All the participants were very happy and enjoyed the entire programme and activities. Regional Level Youth Development cum Leadership Programme The Regional Level Youth Development cum Leadership Programme for Sr. Scouts, Guides, Rovers, Rangers was organized by the Regional Headquarters, N.E. Region at State Training Centre, Maligoan, N.F. Railway State Bharat Scouts and Guides from 07th to 11th March, 2016. 134 participants with Staff from Assam, Mizoram, N.F. Railway, Nagaland & Tripura State participated. The opening ceremony was graced by Shri John Tochimong, State Secretary, Nagaland State Bharat Scouts and Guides in the presence of Shri Khagesh Das, SOC (S), N.F. Railway and Officers of N.F. Railway on 7th February 2016. Shri Khagesh Das, SOC (S) welcomed all the members and Shri Ashok Kumar Mohapatra, Assistant Director, NER made the introductory speech and explained the importance of the programme. The inaugural ceremony was very colourful and cultural programmes were presented by the participants. During the Meet different sessions i.e., Youth As an Asset of Nation, Blood Donation, and MoP were taken and on 10th February, the Valedictory Function was organized at Panisagar Town Hall. Dr. H.C. Das, Dy, National Commissioner (S), BS&G, India and State Chief Commissioner, Assam State was the Chief Guest. Other invitees and dignitaries were also present. The participants presented colourful cultural programmes which were enjoyed by all. The Camp came to an end on 11th March with All Faith Prayer Meeting, Cleaning of Camp area, Group Discussion on Scouting and Guiding in North East, Open Session, Evaluation, Final Talk & Lowering of the BS&G Flag and Singing the National Anthem. The Meet was conducted under the leadership of Shri Ashok Kumar Mahapatra, Assistant Director, of North East Region, Guwahati, BS&G India with the able assistance of Staff Members of N.E. Regional States i.e. Nagaland, Assam, N.F. Railway and Tripura.

Southern Region

State Level Strategic Planning Workshop The Bharat Scouts & Guides, Telangana State Association organized State Level Strategic Planning Workshop at SHQ, Hyderabad, Telangana State from 17th to 19th March 2016 in which 19 participants consisting of District Secretary, Jt. Secretary, District Training Commissioners and District Training Commissioners from 08 District Associations along with the State Officials of Telangana State participated. The workshop started with BSG Prayer followed by integration session and aims and objectives of the workshop. All the State Officials presented different topics like Youth Programme, Adult Resource Management, Finance, Communication & Public Relation and Growth etc. The participants were divided three groups and each group was supported by a facilitator. Mission & Vision of WOSM and WAGGGS and the Vision 2024 of BS&G were appraised to the participants. All were busy with discussion for SWOT, Priorities and Objectives after input session for each topic till late night. th

On 19 March, an input session was taken on Service Excellence. The recommendation committee presented recommendations and final action plan on Vision 2024 of BS&G. Evaluation and Open Session took place followed by Closing Ceremony. The Chairman of the Recommendation Committee Shri Mir Mujahid Ali, presented a Master Plan of the State Association on Vision 2024 of BS&G and copy of the same was handed over to Shri Analendra Sarma, Regional Organising Commissioner (S), Southern Region for NHQ and RHQ record. The event came to end with National Anthem. Everyone present at the workshop extended heartfelt gratitude to Bharat Scouts and Guides, National Headquarters, especially to the Hon’ble Chief National Commissioner Shri B. I. Nagarale, I.A.S. (Retd.), for tremendous support and guidance to make the event successful by deputing Shri Analendra Sharma, ROC (S), Southern Region, BS&G. The Workshop was successfully conducted by Shri G. “World Autism Awareness Day” was observed by Odisha State Bharat Scouts & Guides on 02.04.2016 in which more than 200 Scouts & Guides joined hands to spread awareness on “AUTISM”. World Autism Awareness Day on April 2 is a time to shine a bright light on autism as a growing global public health priority. To commemorate this, Odisha State Headquarters planned & organized many activities for all Scouts & Guides based on the theme “Light It Up Blue (#LIUB)”. All the participants & even general public painted their hands with blue colour in support of “Light It Up Blue” campaign to spread awareness & understanding of autism, to celebrate & honour the unique talents & skills of people with autism. Hard work & dedication of all Scouts & Guides in spreading awareness on World Autism Awareness Day & “Light It Up Blue” campaign was highly appreciated. Shri Anant Narayan Jena, Honourable Mayor of Bhubaneswar was also present during the event and blessed the participants.

WORLD FOREST DAY 2016 was observed by Odisha State Bharat Scouts & Guides on 21.03.2016 to create awareness on protection of forests and supply of fresh water which is essential for life. The day was observed not only in State Headquarters but also in many districts of Odisha State i.e. Keonjhar, Jharsuguda, Gajapati, Puri, Dhenkanal. 700 Scouts & Guides in

different districts as well as in State Headquarters participated by organizing peace marches, cleaning of forest area etc. This state level celebration of forests provides a platform to raise awareness of the importance of all types of forests and trees outside forests. Also Placard Making & Painting Competitions were organized based on the theme of World Forest Day 2016 i.e. “Forests and Water | Sustain Life and Livelihoods”.

Cubs, Bulbuls, Students of the SRT DAV Public School, Bilga celebrated World Water Day. Students delivered speeches highlighting the importance of water in our life, awareness on water and water conservation. There was also a Poster making competition. World Women's Day Karnataka

SCOUTING AND GUIDING BROUGHT TO PUBLIC BY CELEBRATING INTERNATIONAL WOMEN’S DAY Karnataka State Bharat Scouts and Guides celebrated “INTERNATIONAL WOMENS’ DAY” throughout in one week span which covered 18 colleges of Bangalore City by 04 Groups of Volunteers of Guide Wings and the same concluded with th grand celebration at Shanthigruha, State Headquarters of the Karnataka State Bharat Scouts and Guides on 05 April 2016. During the week, the team visited different colleges and conducted activities like Quiz, Group Discussion, Debate and Fashion Show etc. on women empowerment to bring the awareness on women issues and expand the visibility of the Scout & Guide Movement. This is recognised as the first attempt taken by Guide Wing of Karnataka State BSG by celebrating Women’s Day in different institutions which will help to expand the Ranger Section in real sense. A Seminar on Women issues was organised on the same day before closing ceremonies in which Smt. B. T. Lalitha Nayak, Writer and Politician, Smt. G. V. Renuka, Writer, Dr. Ravikala Kalappa, Project Director, Kannada Cultural Dept., Dr. Bhagyalakshmi, Retd. Director, Collegiate Education & Asstt. State Commissioner (G), BS&G, Karnataka, Smt. SANGAM EVENT GIFT FOR CHANGE My experience: AMRITPAL KAUR GUIDE CAPTAIN, BLUE OCEAN GUIDE COMPANY, PUNJAB

“THE MOST VALUABLE THING THAT I LEARNT IN SANGAM IS HOW TO RESPECT FREEDOM.” An event named GIFT FOR CHANGE, designed by WAGGGS was held at Sangam World Centre, Pune, Maharasthra from March 31, 2016 to April 04, 2016 to discover the change one wants to see in the world. The 42 participants, belonging to the different countries participated in this event. From India we were 09 girls named Ms. Anupriya (Bihar), MS. Sapna (Bihar), Ms. Akasha Priya (Bihar), Ms. Beant Kaur (Punjab), Ms. Sandeep Kaur (Punjab), Ms. Sarbjeet Kaur (Punjab), Ms. Swati (U.P.), Ms. Seema (U.P.) and me participated in this event. The programme included the activities like exploring the colours, customs and excitement of Indian life, discovering the city of Pune, learning about Sangam and WAGGGS and Experiencing International Girl Guiding and Girl Scouting. The first day we saluted the flags of the all nations and the World Guide flag. We were divided into patrols by the volunteers working in Sangam. Then we explored Sangam. We visited the home of an old volunteer of Sangam. She was about 65 years of age. She gave us a traditional welcome. In the evening, we had a warm welcome having a touch of Indian tradition. The next morning, a yoga class was organised. After Flag, we had our breakfast. During breakfast, I got surprised when I found a friendship badge in my handkerchief bag by Northern Ireland. For “Be a Change” programmae, we were introduced to 17 SDGs. The next day, we climbed the water-tomb. For the community work we were given three options named visit to SWACH, The Moral Painting and to spend a positive time with children on 2nd April and 3rd April 2016. At Sangam I left my mark by decorating the log book of Sangam. We had FREE BEING ME party. I gifted all Guests with colourful Bindis and shared with all what a bindi does reflect. On 3rd April, we explored Indian culture. All were in Indian traditional dresses. We had Marathi dinner. After dinner, all went for swimming. The people around me were very helpful to guide me how to swim. I was feeling blessed. They helped all Indian girls to swim. During the closing ceremony we received certificates and Sangam-badge from Sangam team. When we were leaving Sangam, the whole guest-service team was singing and blessing us a safe journey. It was too emotional. We are very thankful to Sangam Team. To conclude I can say: “Sangam helped me to experience No doubt, we differ in colour, But we have same culture That is HUMANISM” I am thankful to the officials of National Headquarters, State Headquarters, District Headquarters, my Department Head, my School authorities and my Parents who directly or indirectly helped, to provide me this Golden opportunity to participate in this memorable event.
