JOB PROFILE- DIRECTOR

ROLE:

Custodian and Team Leader of Professional Staff in the Organization, Manages Administration and Secretarial work of the National Association.

Secretary of Rules Committee, Finance Committee, National Executive Committee, National Council and other Committees as may be constituted under the rules.

RESPONSIBLE TO:

President of the National Association

RESPONSIBLE FOR:

Responsible to the Chief National Commissioner/Additional Chief National Commissioner in Planning, Supervising and Consolidating the work of all Professionals and Administrative Staff co ordinating Training and programme activities.

- Preparing and implementing the programme of work and activities in connection with the development of the Organization and supervision of the NSO/MO under the direction of the Chief National Commissioner.

To prepare the agenda, issue notices and conduct Meetings of the Rules Committee, National Executive Committee, National Council and all other Committees in stipulated time frame with due consultation and approval of the Chief National Commissioner/ Additional Chief National Commissioner

- Responsible for due and effective day to day administration of the National Association like Monitoring, Management and development of Policies, systems, processes and personnel involved. Able to make decision on behalf of the Organization and acts in its best interest. Perform a support, supervisory and leadership role in the Organization

Expected to be aware of the financial status of the Organization and is required to make decisions on financial accountability. Responsible for managing the risks of the organization by ensuring proper financial planning and record keeping as well as reporting financial position to the Chief National Commissioner/Additional Chief National Commissioner from time to time.

Responsible in contributing to Strategic Priorities of the Organization in Planning and development and probably keeping records and reports to the Chief National Commissioner/Additional Chief National Commissioner, National Executive Committee and National Council.

- Responsible for the success of the Professional team in the Organization Develop and lead a team of high performing professionals and consulting staff.

Job Profile – Director, The Bharat Scouts and Guides

Transforming, propose & develop new innovative Policy alternatives, Models and Ideas to manage with constant changes in the Organization. Support and advice Policy/decision in par with WOSM/WAGGGS.

Responsible to meet Government Decision Makers, Government Bureaucrats setting long term goals and strategies for the Organization.

Liaising with members outside the Organization or donors, initiate and foster Partnership programmes and procure fund for the Organization to undertake innovative activities.

Responsible to be approach Ministry of Youth Affairs & Sports, Govt. of India and other CSR Departments, agencies, corporate etc. to raise fund for the organisation under the guidance of official concern

To ensure safety and security of Professional and other Staff in terms of finance and other benefits of the staff.

Responsible to make appropriate recommendation on adoption of Standard Operating Procedures (SOP) in the Organization.

- Play a mediating role that helps build trust and confidence in the development of the Organization.

- To appoint the salaried members of the staff in accordance with the Staff Recruitment and Service Rules of the Organization on the terms and conditions contained in the order of appointment subject to the approval of the Chief National Commissioner.

To up keep and maintain all relevant record Registers, books, papers and other records consisting of moveable and immovable properties, assets etc. of the National Associations.

In charge of all correspondence and communication of the National Association. Responsible to make cordial relation with State Associations, other NSO’s, WOSM, WAGGGS.

- Head of the Professionals delegates, supervise and evaluates the jobs of different departments and reports to the Chief National Commissioner through Additional Chief National Commissioner.

Editor and Publisher of the official organ of the National Association and all other journals and pamphlets of the Association, unless otherwise provided.

Responsible for implementation, evaluation and achievement of Strategic Priorities of the Organization on Mission Statement of the Movement. Monitoring the programmes for achieving the National Target’s & Priorities.

Processing for issuance and Renewal of Charters of the State Associations, Warrant of appointments at National and State Chief Commissioners and State Commissioners at state level.

Responsible to over see and report to Chief National Commissioner that State Associations are functioning as per provisions made in the Rules of the Organization. Supporting the State Associations in achieving National targets. Assisting weaker States with allotment of available resources in their growth & development.

Job Profile – Director, The Bharat Scouts and Guides

Convening the Performance Review Appraisal of the Professionals and other administrative staff.

To initiate arrangement of Press Conference time to time and make effort for regular publication of the programme & activities of BSG in Print & Electronic Media.

- To assist the National Treasurer and others to generate fund for the Organization and set long term financial goals to be self sufficient and self dependent.

- Review, research and suggest appropriate recommendation to the Chief National Commissioner to amend the rules prescribed in the Rules Book of BSG and develop new management Policy.

To lead, manage and co ordinate the effective recruitment, retention and recognition of the Adult Members of BSG in accordance with the Constitution, Organizational Rules and Policies on the recommendations of the Chief Commissioner.

Responsible to ensure Job Security of Professionals of the Organization and recognize them through departmental promotions and also through award system.

- Proper Management and Monitor the impact and success of the Headquarters. Enforcing financial discipline of National Association. Achievement of the Mission of Scouting.

To promote Standard Operating Procedures (SOP) in the Organization.

Updating the Rules, APRO, SOT etc. as per the need and changes occur.

REQUIREMENTS:

A leader with Excellent Organizational management Skills, Excellent Written and Verbal Communications, having confidence and ability to develop strong Communication skills including interaction and involvement across multiple Departments.

- A leader with high level of Professional Competency and inter personal skill, excellent critical thinking, analytical and problem solving skills.

- A leader with ability to communicate with individual at all level in the Organization and with external contacts in an articulate, Professional manner while maintaining secrecy of office.

A leader sustains and upholds the Organizational Vision and keep beliefs in Mission of Scouting.

A leader with ability to quick make decisions in sensitive and sometimes critical areas and present decisions to appropriate individuals. Ability to adapt responses to situations while maintaining procedural and regulatory integrity.

MBA or ready to attend Management Course organised by APR/WOSM or World level, if not attended.

Planning, Supervising and consolidating the work of all Professionals and Administrative Staff co ordinating Training and programme activities.

Job Profile – Joint Director (Support Services), The Bharat Scouts and Guides JOB PROFILE JOINT DIRECTOR (SUPPORT SERVICES)

In contributing to Strategic Priorities of the Organization in Planning and development and probably keeping records and reports to the Chief National Commissioner, National Executive Committee and National Council in the absence of the Director.

To up keep and maintain all relevant records, Registers, books, papers and other records consisting of moveable and immovable properties, assets etc. of the National Associations.

To prepare Annual Report and the Annual Census of the Organization and to ensure IRF & Affiliation fee is received in time from SSO’s and making such payment to WOSM/WAGGGS in stipulated time frame.

Be a Sub editor and Publisher of the official organ of the National Association, all other journals and pamphlets of the Association, unless otherwise provided. Helping in Publication and translation of approved Scout/Guide Literatures and also in different regional languages.

To initiate arrangement of Press Conference time to time and make effort for regular publication of the programme & activities of BSG in Print & Electronic Media. Initiate production of newsreel, Documentary Film and Publicity of the progress and development of BSG through their medium.

Supporting the State Associations in achieving National targets and assisting weaker States to get financial sanction from the appropriate authority through Project Advancement Courses etc.

Integrating the Policies, Procedures, best practices and standard of high quality training & programme determined by the Organization.

In implementation and achievement of Strategic Priorities especially on Management, Finance, and Communication & Public Relations in the Country in consonance with the vision Statement of the Organization.

In fostering cordial relationship & liaison with the Ministry of Youth Affairs & Sports, HRD, Information and Broadcasting, Government of India. Press, Electronic & Print Media, AIR, TV etc. and also to maintain cordial liaison with other NSO’s, WAGGGS/WOSM.

To make efforts to procure funds through various Partnership programme with other similar Organizations as well as from the government of India.

To promote Supply Service Department of the Organization and encourage innovative productions and sale of equipment’s, literatures, souvenirs, badges etc.

Review, initiate, create and update Policies that help ensure the assets of the Organization are protected and appropriate recommendation be made.

To ensure Policies and procedures for financial transactions are documented in a manual and the manual is reviewed annually and updated as necessary.

To ensure approved financial policies and procedures are being followed as per the norms of the Government of India

To enhance formulating standard Marketing Strategy for promoting Scouting/Guiding in the Country as well as formulating strategy on Communication Policy of the Organisation.

To review manuals & systems of BSG and initiate appropriate expertise on quality surveillance on materials, equipment’s and items. Coordinate for effective communication system which includes latest technology at all level in BSG.

For proper accounting, auditing and submitting financial statement of accounts annually in stipulated time line.

Responsible to the Director in Planning, Supervising and Consolidating the work of all Deputy Directors, Assistant Directors, Regional Organising Commissioners and other field staff of Scout/ Guide Wing co ordinating Training and programme activities.

Leader of the Organising & Training Team in the Country of Scout/ Guide Wing. He/She shall lead, guide and co ordinate the work of all Dy. Directors, Assistant Directors, ROC’s, SOC’s and STC’s of Scout/ Guidewings in achieving the National Targets of the Organization.

- Responsible to organise and over see successful conduct of all National level events. Convenor/Secretary of the Programme & Training Committee.

- Responsible in over all Planning and Organising, implementation, evaluation of Youth Programmes and manages the annual budget for all the youth related activities and programmes ensuring that all operations run smoothly including safety, quality programming and assessable which meets the need of the Youth.

Responsible to review Plan and identifying resources needed for Youth Programme. Responsible to oversee all subordinate officers and other field staff within the department and initiate to promote professional development of the staff, supervise staff by observations, evaluations, assignment of duties, administrative capability, assignment of areas, assignment of schedules and conducting events, programmes, trainings, Meetings etc. Providing feed back and redirection to staff based on performance and areas needing improvement.

JOB PROFILE JOINT DIRECTOR OF SCOUTS/ GUIDES (PROGRAMME & TRAINING)

Responsible for implementation and achievement of Strategic Priorities on Adult Resources, Youth Programme and Growth of Scout/Guide Wing in the Country in consonance with the vision Statement of the Organization.

Planning, directing and supervising the work of Organising Staff of Scout/Guide Wing at the National level in achieving the National Targets keeping in view the Strategic Priorities of BSG.

Responsible to initiate and develop encouraging and innovative Youth programmes in collaboration with other similar Youth Organizations.

Organization and expansion of the Movement at the National Level with regard to Scout/Guide Wing using his/her initiative, knowledge and enriching experience.

Organising National Level Jamborees, Camps, Conferences, Seminars, Workshops, projects etc.

Helping and working in co ordination with the Dy. Director (Scouts/Guides) Leader Training and guide to implement quality oriented training programmes.

Helping in Publication and translation of approved Scout/Guide Literatures.

REQUIREMENTS:

Must be a Leader Trainer in any section of the concern wing

- At least 15 year experience as Professional i.e. as DOC/DTC/SOC/STC at any level. The CNC may relax this condition in case of deserving candidate.

A leader with Excellent Organizational and Project management Skills, Excellent Written and Verbal Communications, having confidence and ability to develop innovative Programmes for Youth and able to establish working professional relationship.

Responsible in up keeping all the records of Rashtrapati Award and Golden Arrow Award of his/her wing and issuance of duplicate certificates on demand including all other.

Responsible in preparing a membership growth plan taking into consideration the National Youth Penetration Chart.

- Planning, updating and organising Youth Programme at National Level. Expansion of movement including special branches Preparation of Annual Plan of Youth Programme

- To ensure availability of all badges to the beneficiaries in coordination with Supply Service Department.

To ensure availability of literature/Books /documents at National level on Scheme of advancement.

Support the state associations in the weaker section for its up lifting.

Assist Jt. Director of Scouts& Guides of respective wing (Programme &Training) in implementations of other Schemes of National Headquarters as directed time to time.

To be the Nodal Officer of Vision Plan

ROLE: To assist concerned Jt. Director to develop and conduct of Training as per national need.

RESPONSIBLE FOR:

Effective implementation of training at National Level.

- Initiate and monitoring of courses organised at various levels in the country.

Responsible in preparing a membership growth plan taking into consideration the National Youth Penetration Chart.

Responsible in up keeping all the records of trainers at all levels.

Issue of HWB parchments with beads/ pins, Pre.ALT certificates and LT/ALT honourable charges and beads/pins to the respective person through SHQ.

Renewal of Honourable Charges of trainers periodically.

Support to the state for qualitative development and fulfil the need.

- Plan for the increase of trainers in all sections in the states.

Organise HWB, Pre.ALT, ALT, LT, ROT Courses periodically and if needed at Region level.

Ensure updating and implementation of Adult in Scouting/Guiding Policy.

Organise Specialised courses like mapping, pioneering etc. periodically and if needed at Region level.

Ensure SANDHAN to be held at state level for updating purpose
