On 15th August, jgs gSA 15 vxLr] 1947 dks Hkkjr ds yksxksa dks fczfV”k lkezkT; 1947 the people of India got freedom from the rule of ds “kklu ls eqfDr feyhA the British Empire. Our National Flag was hoisted at the Red Fort in Delhi as symbol of proclamation of the freedom and the aspiration of a new country also was borne on that day. The Father of Nation Mahatma Gandhi, envisaged “Rama Rajya“ or Welfare State and he wanted the rule of the land should start from the Village panchayat “Gram Swaraj” was his vision. Many years took to make it a reality even on documentation, even today many villages look to the state and central government for their local needs. Our country is an agriculture based economy and the livelihood of 90 percent of our population depends on agriculture. Our country achieved progress in various fronts with tireless efforts of the dedicated men and women of this country who put their everything in building this nation. We can boast of achieving high literacy, best health care and achieving laudable achievements in the space science. However, we need to look to the realities of the common man who lives in the farthest end of the country and ensure that he is able to enjoy all the freedom and benefits each one of us enjoy today. Our Governments vision of “Sabka Sath, Sabka Vikas” (with everyone and development of everyone) is directed towards the dream of the father of the Nation Mahatma Gandhi. The efforts of our association in this regard was in various fronts, our service camps in creating awareness on health education, sanitation etc. during last 5 decades were eye openers to many other

youth organization. We pioneered the Community Development activities through our pioneering efforts in the name of Prime Ministers Shield Competition and Up Rashtrapati Award. Various states organized skill development programmes and career oriented programmes addressing local needs to empower the youth. At national level our efforts to create the voice of youth heard through various platforms including the efforts to register youth in U-Reporter a unicef initiative to create the voice and local problems brought to the notice of the decision makers (law makers). I wish everyone a happy Independence Day.

viuh ckr 75th Year of Freedom of India was celebrated as ‘Azadi Ka Amrit Mahotsav’. The event is to commemorate 75 years of progressive India and the glorious history of our country, culture and achievements. In this connection the Ministry of Culture, Government of India had launched the campaign activity “Let us Sing the National Anthem” for the citizens of India. The members of the Bharat Scouts and Guides sang the National Anthem in the Scout/Guide uniform, recorded and uploaded the video.

I am happy to learn that our scouts and guides from all over the country celebrated 75th Independence Day by pledging to rededicate for the cause of the nation building by following the Covid protocol. As directed by the Ministry of Culture, Govt. of India, it was reported that the members of the Bharat Scouts and Guidessang the National Anthem in Scout/Guide uniform and uploaded the video to the National Headquarters. Freedom from colonial rule is result of the sacrifice of the lives of hundreds and thousands of people. We salute them. It is the need of hour that our scout leaders encourage community singing in the gatherings of Scouts and Guides to maintain social balance and to promote integrity.

in the society. But when it comes to scouting, our scouts and guides are given opportunities to plan their activities and implement them. They need support of the adult leaders as facilitators. For this reason, the Founder of the movement stressed that a scout master is not a class room teacher. However, the voluntary spirit of the adult leaders and their dedication is the backbone of our movement. I express my best wishes to such adult leaders who hold the responsibility of teaching in schools and colleges. It is also time for the teachers to campaign for the growth of the movement by enrolling more and more youth to enjoy scouting. Literacy empowers individuals and improves their lives by expanding their capabilities to choose a kind of life which they can value. The Covid-19 crisis has disrupted the learning of children, young people and adults in an unprecedented way. ‘International Literacy Day’ is going to be observed on 8th September under the theme- “Literacy for a human-centred Recovery: Narrowing the digital divide’. It is time to explore the ways to improve digital skillsof non-literate youth and adults, also to improve technology-enabled literacy, keeping in view the future literacy, teaching and learning. The Bharat Scouts and Guides is working with Rotary India to make India illiteracy-free. “Reflection, Education and Celebration” is the theme this year for International Day of Peace (or World Peace Day) which is to be observed on 21stSeptember 2021. The members of BSG have to go ahead with the action plans to educate the people towards the need of peace among people within the nation.

I am happy to see 24 state associations organised State level colloquiums for state Youth Committees to discuss the issues of the youth and the role of youth in the development of Scouting and Guiding. These types of discussions will surely help the state organisations to meet their needs. We wish to see other state associations to organise such colloquiums on priority.

As per the directive of the Union Ministry of Culture, the BSG participated in the campaign activity “Let us sing the National Anthem for the citizen of India”. Members of our organisation from all the states participated in singing the National Anthem in scout/guide uniform. Some of the citizens are hesitant to take the vaccination under the fear of side effects. Here is the role of scouts and guides, rovers and rangers to create awareness among the public and encourage them for vaccination and campaign to follow Covid protocols as said above. The emergence of third way is in our hands. It all depends on the people and the vaccination.

INTERNATIONAL EVENTS 37TH WORLD CONFERENCE (WAGGGS) The most awaited first ever virtual conference made its kick-start from the Eventsair platform on 27th July, 2021 at 4 PM (IST). The speed networking sessions were super fun where we randomly connected with various delegates, observed from different Member Organisations (Mos), exchanging thoughts & views. The melodious WORLD GUIDE SONG gave us a realisation of unity even though members of 137 countries were connected virtually. Ms Heidi Jokinen, World Board Chair gave the opening remarks of the conference in which she announced that Compass 2032 had been adopted with 117 in favour out of 121 votes cast. Our new vision for the Movement is an equal world where all girls can thrive.We heartily welcomed Les Scouts Musulmans d'Algerie, the National Scout Organisation in Algeria, as a full member of our Movement. It was time for the wonderful Virtual Flag Ceremony and it was also a moment of pride for BSG to see our country flag flying high amongst 137 countries around the globe. It was followed by voting on procedural motion A and Ms Fiona from WAGGGS took over. She presented before the conference, the proposals by World Board Members for tellers and procedural team which was voted upon and carried. We were glad to know procedural motion B & F were passed. Next, we were introduced to Miss Ruchira Jayashinge, Chair of 37thWorld Conference who gave welcome address and started the session. She mentioned about the 4 Member organisation bidding to host the 38th World Conference. We got to hear a heart-warming speechfrom Prinsesse Benedikte, royalty of Olave Award WAGGGS. The golden hour came to a standstill when we saw the very inspiring keynote speaker Yvette Nkurunziza. She is 23 and is a youth advocate and young leader from the Association des Guides du Rwanda. She was strong about ending gender-based violencein her country, and around the world, and acted as a mentor for the country’s SPEAK OUT project. SPEAK OUT - which involves girls and boys - teaches girls about their human rights and teaches boysthat girls in their communities must be valued and respected. Her address to the young girls made us so empowered and encouraged us to be the change makers in the society. An informative session on how can we bring more young women in the decision-making platforms at National, Regional and World level was moderated by Miss Chamathya Fernando with the Young Women Research Team members. Another session was a discussion on Proposed Motions & Proposed

Amendments. Day one concluded with the speed networking, making connection and enjoying the international experience. The second day of the conference began with speed networking sessions like previous day where we got a chance to interact with delegates, observers, and guests from different parts of the world. During the networking, We also got a chance to talk to some of the world board candidates and got to know about their viewpoints and manifestations. After a video of previous day's reflection, Ms. Ruchira Jayashinge, Chair of the 37th World Conference welcomed the participants and commenced the session on Proposed Constitutional Motions and Amendments covering important issues of Board composition and structure. During the discussion, some MOs gave their comments and opinions on the proposed motions. For the second half of the day, it was divided into three parts: world board elections, global update and ratification of the world board election results. Ms. Ruchira and Ms. Sana were giving instructions as only head delegates were allowed to vote, they had to choose six members out of fourteen. They had the right to choose six or fewer members but not more than six. A total of 109 head delegates were present and voted successfully. After the successful voting sessions, tellerswere assigned to count the votes and the session proceeded with a Global update by Ms. Anna Segall, Chief Executive of WAGGGGS. She presented various topics like vision 2021 of WAGGGS, Compass 2032, and Digital Campfire. She gave a brief yet precise report on different works done by WAGGGS in different parts of the worldand availing the programs as per their needs. WAGGGS Global Update covered 2021 performance to date and Compass 2032 as a springboard for the development of the WAGGGS Global Strategy 2022-23. After this, a video played with a surprise of the Virtual Campfire platform in which there was an Introduction to the new WAGGGS digital platform for learning, connecting and collaborating: CAMPFIRE (we will soon receive more information about it) the final part - the ratification of the World board election results was taken up.. At last, the tellers confirmed the ratification of results. The six new elected members of the World Board are as follows: 1. Jess Bond (Girl Guiding UK), 2. The third day of the 37th WAGGGS world conference began with the speed networking sessions like the previous two days. Indian delegates and observers made new friends and shared their views with participants from different countries while having quick random networking sessions of 4 mins each. Through this session we even got a wonderful chance to talk with some of the world board members and candidates. With the reflection videos of the previous days Miss. Ruchira Jayashinge, commented on the first half session of day 3 conference. The session began with voting by the head delegates of the member organisations on the proposed constitutional motion and amendments. The second half of day 3 was session 6 in which there was a discussion about proposed constitutional motion and amendment. It was a proud moment for the BSG as one of the young observers from India, Miss. Dhruvi Patel presented the reflections on behalf of BSG for the proposed motion 22. The points stated by her gave a strong impression to the board, this shows the young voice has more noise. The session ended with good wishes, hopes and eagerness for day 4. The last session for the day was again for speed networking which filled the hearts of participants with joy as they were meeting their fellow participants from different parts of the world. The 4th day of WAGGS world conference began with the speed networking session. Indian delegates and observers made new friends and shared their views with the participants from different countries. Specially our observer Ms. Jyothi HK Ranganath got chance to talk with Ms. Heidi Jokinen World Board Chair, she appreciated and thanked the world board team for all their wonderful efforts on behalf of BSG. With the reflection videos of the previous days, Miss Ruchira Jayashinge, chair of 37th world conference gave a pleasant welcome and commented on the first session of day 4. The session began with voting by the head delegates of the member organisations on the proposed motion and amendments. There was a voting time given to the head delegates and meanwhile participants had a chance to see the videos of events and activities conducted in 2019. The videos were related to girl power nutrition, power and peace, and Sangam also, it was really colourful treat to the eyes and songs were cheerful and amazing. The second half of day was session 8 in which there was discussion about proposed motion and amendments. It was proud moment for The Bharat Scouts and Guides as our young observers got a chance to

speak and reflect our thoughts on behalf of BSG INDIA. Miss. Oorja presented the view on PM18- India put strong voice for inclusion of Hindi as an official language, so that it would open door for the female youth in all states and could be used as powerful tool. After this Ayantika Kundu shared her view on PM19 about the importance of sharing external opportunities with member organisations for engagement of members. The point stated by her gave impression to the board. The session ended with good wishes and hopes. The fifth day of the Conference started off with the voting of remaining Proposed Non- Constitutional Motions and Amendments. In the first half of the session, the Chair of the Conference Ms. Ruchira Jayashinge welcomed us with the warm and homely feeling and soon started with the first session. In the beginning we had voting. Including measures to expand the role of young women in governance and decision-making at all levels in the Movements, plans for development of materials and spaces for MOs to exchange on educational methods and programmes, language accessibility, financial reporting and reporting against strategic objectives, youth, peace and security. During the second session we had the Announcement of the Chair and Vice-Chairs of the World Board: Heidi Jokinen (Finland) as Chair; and as Vice-Chairs – Candela Gonzalez (Argentina) and Jayne Wachira (Kenya). The Medal of Service Awards were presented to seven guiding and scouting figures during the Conference closing Ceremony. The entire world joined together to congratulate the recipients of Medal of Service Awards at our 37th World Conference. Towards the end of the second session, we also had the bids on which country is holding the next conference. Upon voting it was declared “Cyprus” as host for the 38th World Conference in 2023, looking forward to meet in person. At the close of the World Conference, the World Centres hosted a virtual global campfire “Walking Together Walking Far” bringing together over 1500 people from around the world. Also being the final day of the World Conference, we had the virtual WAGGGS Global Campfire through zoom platform. All participants and delegates had taken part enthusiastically. Our team India along with a few other countries had showcased their items. As for our Indian delegation we had prepared a beautiful skit based on the theme “WALKING TOGETHER WALKING FAR”, which won the hearts of millions and justified the theme of 37th World Conference. Towards the end of the campfire, I can say it was an overwhelming moment for all of us. With the feeling of missing the actual camps and campfire it was a wonderful experience. The campfire ended with the Taps Song.

APR WORKSHOP ON COMMUNICATION AND MEDIA The World Scout Bureau, Asia Pacific Support Center organized “APR Workshop on Communications and Media from 29th to 31st July 2021. Approx 476 participated the event around the Asia pacific Region. The Bharat Scouts and Guides has represented in the APR Workshop on Communication and Media under the leadership of Shri Jitesh Arun Seth, Dy. National Commissioner (Rover), Shri Arup Sarkar, Dy. Director of Scout (BP), Shri Bablu Goswami, Assistant Director, Eastern Region along with 12 supporting Members from various states and National Headquarters. First day`s programme was conducted by Luz Taray and Hussain Jawed. Session on Content Creating and Story Telling on Scouting was taken by Ms Farah, Manager, Media and Content Development of the World Scout Bureau, Global Support Centre. She gave a major focus on – Understanding External Audiences, contents and channels, how story telling fits into the bigger picture of Scouting, how to write the structure and the body of a story, amplifying stories across networks and channels and also showcased some of the best uploaded stories in scout.org. After her session, presentation on Communication and Media was showcased by the members of Sri Lanka Scouts Association. After that Mr Darren Tay gave a short brief on “Posting Content”. Mr Tsang Wing from Hongkong took a session on “Boosting Special Events through Media Campaigns.” The concluding remarks were given by Shri Yorimasa, Mastudaira, Chairman of APR Communications and Partners Sub Committee. 2nd day`s programme was conducted by Fahmida- Bangladesh. It started with full zeal and enthusiasm. Session on “Social Media” was delivered by Ms Lynne Lessard, Junior Manager, Social Media, World Scout Bureau, Global Support Center with major focus on who we want to reach to, the algorithm of social media and also she showed various examples from scout.org. In this session he shared the importance of use of Social Media. After that, PR and Marketing Division of Bangladesh Scouts gave a presentation on their work on social media. Ms Natasha Kayle, National Manager of South Africatook a session on “Youth Influencer Programme” and thus the programme concluded. The third day’s programme was conducted by Master of Ceremony Rubiyat Binte Wahid and Jastin Vim. A session on “Youth Parliament” by Mr. Rizwan, professional TV Anchor of Pakistan. After that NSO social media Works were presented by Indonesia, Philippines, India and Malaysia. Mr J R C Pangilinan, Regional Director of the Asia Pacific Region virtually graced the gathering and also concluded the webinar. Day In charge of Last day was – Sharif Shagar. In the webinar Anjali Yadav-Chattisgarh, Swati Singh- South Eastern Railway, Subhodeep Gupta-Eastern Railway and Sujit Tanty- Odisha from Team Yoga with BSG participated. The programme was headed by Shri Amar B. Chettri, Joint Director of Scout (Programme and Training).

NATIONAL EVENT CELEBRATION OF 150TH EPISODE BY TEAM YOGA WITH BSG 150th glorious episode celebration of programme YOGA WITH BSG was held on 2nd July 2021. The celebration started with Yoga Prayer by Ms. Laxmi Gupta. Ms. Deepanjali Pramanick welcomed the gathering. In his opening remarks, Mr. Bablu Goswami, Assistant Director of Eastern Region highlighted the enormous achievements of the success of the event. While inaugurating the programme Mr. Raj Kumar Kaushik, Director of BSG – India congratulated all the members for their achievement. Mr. Arup Sarkar, Deputy Director of Scouts (Boy Programme) blessed the gathering. Dr. B. Islam highlighted the introduction of Yoga in the Bharat Scouts and Guides since its establishment and also shared his experience in working with the team. Ms. Lakhsmi Gupta demonstrated Halaasana. Then, Chakrasana was demonstrated by Ms. Rashmi Bharati. Ms. Anjali Gupta shared her journey experience in working with the YWB Team and demonstrated Ganda Bherundaasana. Mr. Amitabh Pathak demonstrated Padanghusthasana. Ms. Suman Gupta demonstrated Agnisar Pranayama. Mr. Krishnaswamy Ramamoorthy, Executive Director of BSG was present as the Guest of Honour. Under the dynamic leadership of Mr. Bablu Goswami, Assistant Director, Eastern Region, the programme ended successfully.

NATIONAL TRAINING CENTRE, PACHMARHI The 75th Anniversary of our Independence Day was observed by The Bharat Scouts and Guides, National Training Centre, Pachmarhi. The programme started with participation in the virtual All Faiths Prayer Meetings organized by Karnataka State Bharat Scouts and Guides at 09 AM in the Kunzru Hall. At 9.30 the National Flag was hoisted by the youngest family member of NTC staff. On the occasion visitors from Madhya Pradesh, Maharashtra and Gujarat states especially students who were visiting Pachmarhi joined both All Faiths Prayer meeting and Flag Hoisting ceremony. To mark the 75th Years of Independence, 75 saplings were planted on the Northern Side of B.P. Bhawan between the main road. These saplings are part of pot project donations made by members of The Bharat Scouts and Guides. A NGO functioning from Nalanda School as a Training Centre for Self Help Group of women of Pachmarhi also participated in the Independence Day celebration with The Bharat Scouts and Guides.
DEEN DAYAL UPADHYAY GRAMEEN KAUSHALYA YOJNA The Bharat scouts and guide is implementing Deen dayal upadyay grameen kaushalya yojna in the state of Haryana under Ministry of Rural Development and Haryana state rural livelihood mission. Deen Dayal Upadhyay Grameen Kaushalya Yojna (DDU-GKY) is a centrally sponsored Scheme of the Ministry of Rural Development that aims to skill the underserved, rural youth in order to provide them with a regular source of income. DDU-GKY is a skilling and placement initiative with the objective to “transform rural poor youth into an economically independent and globally relevant workforce”. BSG will be imparting training around 250 female candidates from BPL families between the age of 18 to 30 in domains of fashion designing and sample tailoring at Skill Development center at Village- Sisai,Hisar. To commemorate 75 years of India`s Independence BSG in collaboration with Ministry of rural development & Haryana state rural livelihood mission conducted the following: 1. “Plantation Drive” under “Amrit mahotsav" on 3rd August 2021 in Village -Sisai Distt. Hisar Haryana.where staff & trainers planted around 60 trees in the surroundings of skill development center. 2. “Mobilization Drive” under “Amrit mahotsav” from 9th August-12 August 2021 was conducted under this scheme in several awareness-cum-sensitization programmes at different villages of Distt.- Hisar by the BSG DDU-GKY team with the help of respective Self help groups.

REGIONAL EVENTS Central and Western Region Regional Youth Colloquium – 2021 for Rovers and Rangers of Central & Western Region has been organized virtually from 28th to 30th July, 202 in which 74 participants different State i.e. Chhattisgarh, Goa, Gujarat, Madhya Pradesh, Maharashtra, N.W. Railway, Rajasthan, W. C. Railway and Western Railway attended the event. Opening Ceremony was held on 28th July, 2021. Mr. Jitesh Seth, Deputy National Commissioner of Scout has inaugurated as Chief Guest and Mr. Amar B. Chettri, Joint Director of Scouts (Programme &
Training) were present as Guest of Honour. Mr. Manish Mehta, National Commissioner of Coordination (Headquarter) also present in the inauguration ceremony as Special Guest. On first day of the event the sessions dealt on Youth Engagement Policy by Mr. Jitesh Seth, Formation and role of Recommendation Committee & Change in Rover/Ranger Uniform by Ms. Shivangi Saxena and Home Task given by Mrs. Shalini Jain to celebrate World Nature Conservation Day in which participants were asked to make a video on skit/mime on one of the SDG’s and upload in the google link. The Recommendation Committee of the Regional Youth Colloquium was constituted.

70 Young Members of the State Youth Committee and active Rovers and Rangers of Eastern Regional States-Bihar, Eastern Railway, East Central Railway, East Coast Railway, Odisha, South Eastern Railway and West Bengal State Associations participated with full enthusiasm. On 26th the Colloquium started with BSG Prayer. In the opening ceremony, Mr. Bibhuti Mukherjee, Chairman of the Steering Committee delivered the Welcome Address. Ms. Pritisha Adhikary from
Eastern Railway presented the welcome song. Shri Amar B. Chettri, Joint Director of Scouts (Programme & Training) inaugurated the Colloquium and blessed the participants. He also took a session on Formation of Youth Committee and role of young people. In the continuation of opening ceremony South Eastern Railway State presented a Cultural Programme. Shri Kumar Ritesh Agarwal, Chairperson of the National Youth Committee interacted with the participants in a unique way. Finally, Vote of thanks was presented by Ms Barsha Rani, Co-Chair of the Steering Committee and thus the opening ceremony came to an end.
Correspondent of Eastern Region introduced the member of the Steering committee and handed over the charge to Chair and Co-Chair for the smooth running of the colloquium and also gave a short brief of how to upload scouting activities in scout.org. After that, Smt. Darshana Pawaskar, Joint Director of Guide (Programme & Training) took session on “Prepared to Learn, Prepared to lead” and also on the National Education Policy. Mr. Raj Kumar Kaushik, Director of the Bharat Scouts and Guides blessed the gathering and inspired the Youth for doing community Development work. The second day of the programme started with BSG Prayer which was followed by day instructions by Day Incharge Ms. Swati Singh. A reflection video was shown to the participants. Breakout room discussions were held on “Implementing New New Education Policy in BSG” and also on “Changes in Uniform of Ranger” where all the participants took part actively. A session on Earth Tribe was taken by Mr. Shubham Singh, Regional Media Correspondent of Eastern Region. After that State Wise Cultural Programme was held and then after the concluding remarks, the second day was closed.

Southern Region VIRTUAL REGIONAL YOUTH COLLOQUIUM -2021 The Bharat Scouts and Guides, Southern Region successfully completed a three-day virtual youth colloquium with delegates and participants from 6 states from 28th to 30th July 2021. about various initiatives such as U-Report, Scouts for SDGs, Prepare to Learn – Prepare to Lead, etc. The second day of the Youth Colloquium continued with equal enthusiasm from the participants. Shri Raj Kumar Kaushik, Director, Bharat Scouts and Guides was the Chief Guest. Ms. Alamelu, State Commissioner (Rangers) – Tamil Nadu, presented an insightful session on National Education Policy. `The role of youth in the movement` was presented by Mr. Kumar Ritesh Agarwal, Youth Representative, Asia-Pacific Region and Chairperson, National Youth Committee. The delegates and observers actively presented their inputs and recommendations on Uniform Change to Mr. Supreeth Balaji and Mr. K V Deepak. The final session for Day 2, was conducted by Mr Satyajit Chatterjee on the WAGGGS initiatives such as Stop the Violence. The final day of the Virtual Youth Colloquium started with an input session on Earth Tribe by Mr. Madhusudan, Dy. International Commissioner(S). The session was followed by an Extempore on Climate Change. The delegates utilised the platform to share their views and opinions on the topic of climate change. Ms. Snigdha Kundu, Lead – UNICEF/YuWaah, presented a session on Young Warriors and motivated the participants to undertake the role of young warriors. The event came to an end, with a moving address from Smt. Darshana Pawaskar, Joint Director (Guides) to encourage the participants to explore various avenues available to them. Smt. Kumud Mehra, Assistant Director played a proactive role in making the event a success.
The Bharat Scouts and Guides, New Delhi from 3rd August to 9th August 2021 in which 31 participants from Karnataka, Kerala and Tamilnadu attended. The course started with the BSG Prayer followed by inaugural function. The objectives of the course were presented by LOCas per the Scheme of Training of Guide wing.

They also distributed pens, pencils, sketches, rubbers, notebooks etc in slum areas.

TRAINER’S CORNER Scout Method: 6. Personal Progression Let us recall the purpose of the movement. The purpose of the Movement is to contribute to the development of young people in achieving their full physical, intellectual, emotional, social and spiritual potentials as individuals, as individuals, as responsible citizens and as members of the local, national and international communities. For children and young people Scouting is about fun and adventure, challenges, new experiences and making friends. And that is the magic of Scouting – its attributes help young people to flourish, to grow in all facets of development and become better people and useful citizens in their communities. The core of Scouting is the Scout Method. Scout Method is an interdependent group of seven elements. One of the seven elements is `Personal Progression`. Progression is the growth of an individual in four main areas, namely, soul, body, intelligence and emotions. One acquires knowledge of the Soul through spiritual development. Spiritual development results in values which are to be cultivated by an individual through practising or participating in activities which are related to the community of which he is a part. Truth, loyalty to the nation, honesty, obedience to elders, following the traditions, modesty, sympathy, punctuality, discipline etc are essentially required for an individual to figure out as a useful citizen In Scouting, activities such as Law and Promise, Prayers, Camping in Nature, Nature Study, Service to the needy etc form the foundation for spiritual development. Unit Leaders have to introduce these activities with proper introduction of why they are part of Scouting. As the youth grow, maturity level raises. Ultimately, these ideas build up in the realization of the soul. Coming to the second area i.e body, it needs proper development. Of course, physical development is phenomenal. But the body should be not only healthy but also active to put the motto into practice—Do Your Best for Cubs and Bulbuls or `Be Prepared` in the case of Scouts and Guides or `Service` in the case of Rovers and Rangers. All the practical activities in Scouting like Morning Exercises such as B.P. Six, Yoga or Surya namaskar, Games, Drill and March Past, daily routine in camps, Cleanliness, working in Nature etc help in physical development of the young people. Intelligence is a gift of God to the human beings. There are a good number of activities like compass, mapping, star gazing, estimation, sense training games, Handicrafts, pioneering, First Aid and such other challenging and motivating activities besides a wide variety of scout and guide literature contribute to intellectual development. The fourth area of development in the human being is `emotions`. Our mind is full of emotions such as happiness,

sadness, fear, jealousy, anger, excitement, likes and dislikes etc. Emotions are essential for an individual. Emotional reactions lead to learning which is essential for survival. Activities such as Law and Promise and other practical activities in scouting and guiding such as living together, work in small groups, participation in competitions, campfires or red flowers, ceremonies like Investiture and Going-up enhance emotional development. In this way, Spiritual Development, Physical Development, Intellectual Development and Emotional Development in an individual determine the character of an individual. Young people with a sound character will get the identity in the community in which they live. Scouting is a progressive learning journey focused on motivating and challenging an individual continually to develop in all the above four areas through such wide variety of learning opportunities as mentioned above. This approach enables young people to progress for their own development, in their own way, and at their own pace, to meet the objectives appropriate to their age section. This personal progression is autonomous on the part of the young people. Adults are the facilitators, who empower, encourage, and support young people appropriately to set their own challenges and exercise freedom of choice. This approach helps them to set life goals and to learn to become active citizens, offering each young person the opportunity to identify their personal needs and the resources needed to improve their own competencies according to their own circumstances and abilities. The principle of one programme for all is a unique system in Scouting. The concept is same and the learning activities vary according to the age range and the section. For example the concept of `Service` is introduced in the cub section in the form of `Good Turn` which starts at home and in the school. Scouts take the good turns in a wider sense as service to the community. Rovers or Rangers widen the concept of service to the community in the form of Community Development. Similarly, skills like knotting and lashings in cub section enable them to build pioneering models in scouting. They use these skills to construct a pioneering project when they grow as rovers. Young people are involved in the creation of the programme, working in small groups with adults as facilitators. This may happen in court-of-honour. Here they plan, implement and review the learning activities. Every boy is responsible to progress in the journey of scouting by reviewing what he has learnt and plan further for a higher learning activity. In this way, youth progresses in the journey of scouting. Role of Scouters: Our APRO Part II and Part III cover the programme of learning activities for all the six sections. They should frequently interact with the Patrol Leaders to sustain the activities of the unit. The role of the Scouters is one of assisting, supporting, facilitating, motivating, being a role model rather than directive. Cubs and Bulbuls will require more facilitation and direction but this should be reversed in older age ranges to one of 'mentor or coach'. The Scouters need to be aware of the young people, know their needs in their Section, and understand 'where they are' in relation to their development as young people. Scouters have to assist in reviewing activities and help young people to reflect on their experiences and personal journey through Scouting. Note: This is based on WOSM principle which is equally applicable to the members of guiding also.

MEMBERSHIP GROWTH Continued from previous issue….. The Scout Guide Movement is a voluntary non-political educational youth movement, open to all without distinction of gender, origin, race, or creed. At present this is the 6th largest leading Educational Youth Movement. India is the 5th highest youth populous county where around 1.3 billion people are under 25years of age considered as youth. Currently, India has 36 administrative States and UTs; and in scouting, there are 54 State Scout Associations spread over 3,287,590 square kilometres with a total membership of3.6 million Scouts in over 1,08,253 units. As of2020, we have a current male youth population of around 25 Crores and our current scout membership is36 lakhs in India. Still, we have a huge potential to reach 24.64 crores untapped male youth. Looking for this potential opportunity and the organizational development, BSG membership growth plan came into the picture. Though Bharat Scouts and Guides is one of the largest NSOs in the world, when we look at the penetration rate of young people v/s scouts, it is 1.8%. For any youth movement to be able to cascade down to the grass root level, it needs a lot of resources and time. Thus, this strategy helps membership growth in India reach out to many young people in the country. While we plan for membership growth, we will also address the review of the youth programme, training system and communication, partnership, branding and governance of Bharat Scouts and Guides. Based on the WOSM and BSG vision, Secretary-General Mr. Ahmed`s appeal and the dream of our honourable president Dr. Anil Kumar Jain and honourable Chief National Commissioner Dr. K. K. Khandelwal to reach 1 Crore census (i.e., 60 lakhs members for scout wing; 40 lakhs members for guide wing) by 2025, the Bharat Scouts and Guides aims to expand the number of youths in the organization. The population of Young People in India is 25,76,41,834. The present scout membership is 35,81,332. BSG market share is 1:72. Still, there are over 254 million untapped available young people who needs to be attracted to scouting. Keeping in mind this huge potential, the technical team from WOSM with the Bharat Scouts and Guides sat together from 10 to 14 November 2019 at NHQ, BSG, and planned National Membership Growth Strategy for the Bharat Scouts and Guides. It is a dynamic 5-year projectplan with a clear vision supported by APR and funded by WOSM under Messenger of Peace. The development and implementation of a National Membership Growth Strategy for the Bharat Scouts and Guides began with a request through the WOSM Services platform to receive support. Under the guidance of WOSM and along with the expertise offered by a trained WOSM services consultant, the BSG India (National Scout Organization) was able to turn their National Growth Strategy from an administrative document into a collective call to action with buy-in from both leadership and scouts. Recruitment, retention, and organizational development are the three main essential components of a successful Membership Growth Action Plan which have been taken into consideration while preparing it. The BSG-Membership Growth Plan has a great vision to reach at 6 million (60 lakhs) Scout Wing membership census in the Bharat Scouts and Guides by 2025. Under this main project plan, there is a short-term plan to increase Scout Wing census to 50,000 in the coming 9 months which is supplementing the next target to increase Scout Wing census to 11 lakhs by 2023. The Online State Level Youth Colloquium was conducted by the Meghalaya Bharat Scouts Guides for the Rovers/Rangers of the State on 27th July 2021 with 30 members. The programme started with prayer followed by welcome address and introduction by Shri Benhur Myrthong SOC (S). Shri Analendra Sarma, Assistant Director, NER was the Chief Guest. The Guest of Honour Shri W. Lyngdoh, Joint State Secretary blessed the participants.A brainstorming session was taken-up by Shimtilang Kharbuli, Ranger from Meghalaya Open Ranger Team. During the programme the Rovers/Rangers were asked to choose the representatives for the Recommendation team and also various topics were discussed for the upcoming Regional Youth Colloquium. Ms. C. Nongkseh SOC (G) proposed vote of thanks and the programme ended with National Anthem.
Masters was organized virtually from 18th to 25.th June 2021. 27 Guide Captains and 50 Scout Masters from different districts have joined this training course. Dr. Kali Prasad Mishra, National Vice President & State Chief Commissioner Odisha State inaugurated the courses. Swachh Bharat Abhiyan was organized by Odisha State Bharat Scouts & Guides in the Month of July at Rural areas, Road, Public Places etc.1279 including Scouts, Guides with adult leaders from different districts of the state participated. All the participants have attended cleaning work, watered the plants and also planted trees at each corner of the district.
