The 72nd Annual National Council Meeting of the Bharat Scouts and Guides National Headquarters was virtually held at New Delhi on 27th November, 2022 at 11.00 a.m. under the Chairmanship ofDr. Anil Kumar Jain, Member of Parliament (Rajya Sabha) and Hon’ble President, Bharat Scouts and Guides. Annual Report, Audit Report & Balance Sheet for the year 2021-2022, amendments in rules, and most significant the youth and the leaders designed their own uniform. The boy /girl programme as per National education policy etc wasapprovedbythemembersunanimously.
The 16 Days of Activism against Gender-Based Violence is an annual international campaign that kicked off on 25 November, the “International Day for the Elimination of Violence against Women”, andrunsuntil10December,“HumanRightsDay”.It is our organizing responsibility to call for prevention and elimination of violence against women and girls at global level. Our young rangers and guides are creating awareness among women to showcase advocacy on ending violence against womenandgirlsbypeoplefromallwalksoflife.
I am happy to know that there’s an overwhelming response from the states for the registration of participants and adult leaders for the “International Cultural Jamboree” organised by Karnataka

The Government of Rajasthan has developed Rohat, Pali as Jamboree City by making excellent arrangements on war-footing in allrespects for the 18thNationalJamboree.IvisitedPaliandattended meetings with State Chief Commissioner and officials of different departments about the development of Jamboree City. Indeed the Chief Minister of Rajasthan has visited the 220 hectare land and had reviewed the work done by various departments as per the requirement of National Headquarters. He felt happy over the arrangements and made some suggestions.Many state ministersarealsovisitingtimetotime.
I also had a meeting with the N.W. Railway under the chairmanship of Puneet Chawla, SCSTEN & President of NWR BSG. Special counters will be provided in the Railway stations of Pali, Jodhpur, Bhagat Ki Koti and Rohat for Enquiry, Reservation andCoachplacement.ContingentLeaderscantake the help from the above counters managed by Railway authorities. Mrs. Gitika Pandey, DRM Jodhpur assured for full support to make the jamboree a grand success. Shri Niranjan Arya, IAS (retd.) He enquired about the future plan and about National Jamboree. Dr Khandelwal explainedabouttheimportanceoftheJamboree.

The International Cultural Jamboree was in turn venerated with the Hon’ble President of the Bharat Scouts and Guides, India Dr Anil Kumar Jain. He had a tour of entire Jamboree site to each and every activity bases, started his visits to the Ek Bharat Shreshtha Bharat, Sustainable Development Goals Hub, Jungle Trail, all 5 Melas of Jamboree, specific view of Cultural Presentations accompanied by other differentiated and versatile activities of the Jamboree. Additionally, a robust interaction with young individuals from different regions of the country was facilitated in order to project the cultural diversity possessed and project the holistic nature of scouting practised within the jamboree. The President Dr. Anil Kumar Jain expressed his heartfelt appreciation towards the stupendous efforts laid by all the involved volunteer entities while recognising the astounding impact it has influenced through inoculating a sense of knowledge,togethernessandcollaborationamongtheparticipants.Healsohaddiscussionwithall the Jamboree Officials and greeted them for taking splendid efforts and made this 1st ever

International Cultural Jamboree a remarkable one. He addressed the 50,000 young Scouts, Guides, Rovers and Rangers and unit leaders for participating in this jamboree to experience the culture of diversity of India and few other countries who has participating in thisjamboree.

NATIONAL LEVEL NATURE STUDY CUM ENVIRONMENT AWARENESS PROGRAMME was conductedatDTC,NorthernRailway,Jablifrom21stto25thNovember2022.107participatedfrom Bihar, Haryana, Jammu & Kashmir, Kerala, Madhya Pradesh, Northern Railway, Rajasthan, South Eastern Railway, Tamilnadu and Uttar Pradesh State Associations. The programme was conducted byShriMahinderSharma,AssistantDirectori/c,NorthernRegion.

The Bharat Scouts and Guides, National Headquarters organized National Integration Camp at The SirsaSchool,SeniorWingSirsa,Haryanafrom22ndto26thNovember,2022tocommemorateAzadi Ka Amrit Mahotsav on the theme “Ek Bharat - Shrestha Bharat:” 268 participants & 12 staff from Chandigarh, Delhi, Haryana, Himachal Pradesh, Jamiat Youth Club, Jharkhand, KVS, Madhya Pradesh, Northern Railway, N.C. Railway, Odisha, Punjab, Rajasthan, Uttar Pradesh and Uttarakhand participated. Mr. Sushil Kumar of District Sirsa, Additional Deputy Commissioner, inauguratedtheCampbylightingtheLampinthepresenceofDistrictEducationalOfficercumDCC,

Sirsaandotherdignitaries.Intheevening,State-wisePatrioticSongCompetitionwasheldinwhich participants showcased the rich culture of their own states. The participants were decked up and displayed the cultures, traditions, food, dresses, flora and fauna of their own states at the state exposition. Different States showcased their State's Geographical Location, Habits, Customs, Beliefs, Culture and Tradition in a wonderful way. Mr. Atamprakash Mehra, DEEO, Sirsa was the ChiefGuestwhoblessedthescoutsandguides.
The National Integration Camp started with Yoga as part of physical fitness. Inspection was held followed by Flag Ceremony. Later, Integration March was held in which all the participants were dressed in State Costumes holding placards and posters reflecting the tradition of their states.
Route March was flagged off by Shri Sadhu Singh, DSP, Sirsa. In the Integration march a Mini India walkedthroughthestreetsofDistrictSirsaanddisplayedthevariousIndianCulturesandtraditions. MembersoftheLocalCommunitywitnessedtheprogramme.
FolkDanceCompetitionreflectedMiniIndiaunitedinrichculturaldiversity.Smt.Anuradha,Judicial Officer was the chief guest in the evening. Traditional Folk Dances were presented which were appreciated well.
The participants got an opportunity to display their state culture, Scout Guide Skill and delicious food during the State Exhibition and Food Plaza. The chief guest for the food plaza and state exhibition was Mr. R.K. Gupta Vice chancellor & State Treasurer, Haryana state Bharat Scouts and Guides.Thevaledictoryfunctionandgrandcampfirewereheldintheevening.Eachandeverystate was recognized by the chief guest of the day Dr. Arpit Jain Superintendent of Police, Sirsa. National Level Scout/Guide/Rover/Ranger Carnival was conducted at Mini Stadium, Sukma, Chhattisgarh from 08th to 12th November, 2022. 971 participants from Andhra Pradesh, Central Railway, Chhattisgarh, Dadra Nagar Haveli, East Coast Railway, Madhya Pradesh, Odisha, S.E. The chief guest released the Flag Day Stickers-2022 on the occasion of 73rd Foundation Day of BSG and all the dignitaries contributed for Flag Day stickers. Hon’ble Minister was very happy to see a miniIndiaatSukmaandblessedtheparticipants.TheparticipantswentroundthelocalityofSukma in their Traditional Costume and showcased the tradition and Culture of the concerned states. VillageFestival,Campfire&FolkDanceandsuchothercompetitionswerealsoconducted.
Community Service in the locality of Sukma under the “Swachh Bharat Campaign”. They were dividedinto 11 Groups and went to 11 different wards of Sukmato renderservice.Competitions of Third Day started with State Exposition followed by WOSM/WAGGGS initiatives. Village Games, Village Fair, Camp Fire, Traditional Ramp Walk and Azadi Ke Sainani competitions were impressive. About 600 citizens of sukma and other villages visited the Village Fair and enjoyed tradition Ramp walk show. Competitions such as Food Plaza, State Exhibition, Rangoli, Painting, Wall Painting and SloganWritingwereconducted. Agroupof168participantswentoutwithtrafficPoliceInchargeto control the Traffic in Main Market, Choraha, Collectorate and other busy places. They spread the messagetothepublicbygivingaRosetofollowthetrafficRules,wearingahelmet,Nottodrinkand driveetc.

Right from the beginning the participants pleasantly observed different approaches and many first ofitskinddecisions.On6NOV2022WhatsAppgroupwascreatednamedLTSW-22to28Nov2022. For the first time in the history of NTC, a fruitful Precourse counselling was held virtually on 8thNovember 2022 at 7:00 pm which helped the participants to clear doubtsaboutcourserelatedmattersandfurtherraised theirconfidencelevel.Patrolswereformedandposted in the WhatsApp group along with the names of respectiveCounsellors.
With the pleasant and innovative approach to the course sessions, all the participants expressed theirappreciation.Pre-courseAssignmentsweresubmittedontimetotheirrespectivecounsellors onorbefore15thNov.22.On16thNov2022,SLMswerereceivedbytheparticipantsonWhatsApp, 7daysbeforethecoursewouldcommencewithsufficienttimetogothroughtheSLMs.On20thNov 2022, Day to Day Programme of the Residential modules was sent to the participants setting the countdownfortheinterestingLT(SW)Course.
The Pre-course events boosted the morale of the participants and were overwhelmed with the welcome and Course integration. The course was an enriching experience as new methods were implemented,lecturemethodwasminimized,optimumuseofAVequipment,powerpointassisted lesson plans and end of the day evaluation was conducted on mentimeter, cell phone was converted into a useful tool throughout the course. From the rouse call till lights out, the participants did not realise the time. Innovative style of conducting sessions, daily changing the sittingarrangementwithinterestingformations,roleplays,meaningfulgameskepttheparticipants spellboundandhungryformore.Thechillofthenightwasborneandbecameineffectivecompared tothewarmth,parentalcareoverflowingfromtheStaffmembers.

TH459 NATIONAL ADVENTURE PROGRAMME was organized from 04thto 10thNovember, 2022 in which 30 participants from Chhattisgarh, Eastern Railway, West Bengal and S.E. Railway participated and the Special National Adventure Programme was organized specially for Late Smt. Shanbhag Vidyalaya Savkheda, Jalgaon from 05th to 09thNovember, 2022 in which 147 participants participated.During the programme, activities like Rappling, Rock Climbing, Valley Crossing, Obstacles Crossing, Sky Cycling, Valley Crossing, Zip Line, Rifle Shooting, Archery, Horse Riding and Boating. NATIONAL YOUTH ADVENTURE PROGRAMME was conducted at National Youth Complex, Gadpuri, Palwal, Haryana from 21st to 25th November, 2022 in which 75 candidates from South EasternRailway,AndhraPradesh,UttarPradeshandRajasthanand06staffmembersparticipated.

Every day night campfire was the most enjoyable movement in the programme. The participants enjoyed obstacle crossing, archery and Rifle shooting also. During the programme, participants visited different places like HMI Darjeeling– Where they did activitiessuch as Treetop Obstacles, Crossings, Indoor wall climbing and visited a zoo and a historical museum which describes the life of a mountaineer and their belongings that made history. Trek to Eagle Crag, Dow Hill forest and museum where different types of species of Pine are kept along with the wild animal's skin, preserved snakes and types of medicinal plants were seen around. They also visited Netaji Subhas Chandra Bose Museum(a collection of various articles and documents related to Netaji Subhas Chandra Bose), Giddha Pahar Viewpoint, Sath Kanya Devi mandir, tea garden and Kurseong market. At the campsite rifle shooting, archery and backwoodsman cooking and different types of games were conducted. The day ended with a colourful campfire.

EASTERNREGION
Regional Level Disaster Preparedness and Management Training for Rovers and Rangers was conducted at State Training Centre, West Bengal, Ganganagar from 14th to 20th November 2022. 73 participants from Bihar, East Coast Railway, Eastern Railway, South Eastern Railwayand West Bengal including 05 Staff members attended. The Course was inaugurated by Shri Dipankar Som, LT(S) in thepresenceofdignitaries.Theinauguralfunctionwas a colourful opening with the lighting of the Pradeep (Traditional Light) and high standard traditional cultural programmes presented by the participating States.
Knowledge of various types of disaster, what is disaster management and its prepared response, recovery & mitigation, Knowledge of Fire Service, Safety Knowledge at Home, Knowledge of rehabilitative method from Govt. and NGOs, Knowledge of Anti Social Elements causing Disasters by various means, Demonstration of rescue operation by NDRF, Knowledge of HAM Services, and FirstAidetc.wereexplainedwithdemonstration.
A well-equipped National Disaster Response Force of 02nd Battalion, Kolkata had effectively dealt the Knowledge of equipment of NDRF, practical demonstration of Water rescue, different types of rescueatthetimeofDisasterandhazard,liftingandcarryofvictimfromaffectedbuildingunderthe leadership of Shri K. K. Jha. The NDRF team took sessions on bandages, CPR, carry the patient, stretcherandhowtoextinguishfire.Thedaycametoanendwithcampfireonthereflectionofthe topicstaughtonthatday.
There was a session on U Report by the LOC. The Rovers Rangers enjoyed the sessions at the fullest and even actively did the bucket chain system for extinguishing fire. The Messenger of Peace

The session on Disaster Management and role of media was dealt by Ms. Deepanjali Pramanik, Regional Media Correspondent. Session onFirst Aid was taken by the members of Civil Defence. Chocking and CPR, artificial respiration, Modern First Aid, Snake bite, Session on Blood donation, different types of improvised shelter, preparing a stretcher were demonstrated. Dr. Shantanu from RedCrossSocietyalsocameandsharedhisexperienceswiththeparticipants.
The Valedictory function was inaugurated by Shri Shymal Biswas, Chief Commissioner of Scouts, BSG and State Commissioner (Scout), BSG, West Bengal State. Shri Jogendra Prasad, State Commissioner (Cub) lighted the campfire. The participants presented colourful traditional cultural programme of high standard. TheRegionalLevelBasicCoursesforCubMasters,FlockLeaders,RangerLeadersandRoverScout Leaders were held at STC, Ganganagar from 22-28 November 2022.13 Participants attended the Cubmasters` course from Bihar and East Coast Railway. Special Pack Meeting was organised at “Partual” which is 12 km away from Camp Site. The Trainees & Staff visited the Partual Kali Temple. Shri Malay Krishna Roy, LT(C) was the Leader of the Course who was assisted by Shri Goutam Harijan.

08 participants from Bihar and Eastern Railway have undergone Basic Course for Ranger Leaders. Opportunities were created for practical training. Day Hike was also organized. The participants enjoyed the wood craft signs and nature study. The Course was conducted by Dr. Padma Guha Agarwal, Assistant Leader Trainer from Assam with the help of Asraf Zamali, SOC(G), East Coast Railway and Anindita Ram from Eastern Railway. 18 participants from different states of Eastern Region attended the Basic Course for Rover Scout Leaders. During this course, sufficient opportunitywascreatedforpracticallearning.
All the four courses followed the SOT and planned the activities. The most precious informative topic, i.e.“U-Report”, OYMS, WAGGGS Initiative, WOSM Initiative, BSG Initiative, was part of all the fourcourseswhichwastakenupbyMr.BabluGoswami,AssistantDirector,EasternRegionwiththe helpofSmt.Anuradha.

The North East Regional Headquarters of the Bharat Scouts and Guides had organised a Nature Study Cum Trekking Programme for Sr. Scouts/Guides/ Rovers/ Rangers, State Training Centre, Langol, Manipur (Base Camp) from 26th to 30th Nov. 2022 in which 77 Young Members from Assam, Manipur and N.F. Railway took part. The Programme was inaugurated by lighting lamp by ShriSushilkumarSingh,IPS(Retd.),StateChiefCommissionerofManipurBSGinthepresenceofthe OfficeBearersofManipurStateBSG.TheparticipantsenjoyedSingSongintheevening.

Nandakumar Singh, IAS, Director of Education, Govt. of Manipur and Lieutenant General (Retd.) Dr. Konsam Himalay Singh as distinguished guest. Trekkers started through NH 102; IMT Highway (India–Myanmar–Thailand Trilateral Highway) and were greeted by the President and other members of the Thongju Chigonglei Makhong Development Club at Khongman after 6 KM from the start point. About 1000 students welcomed the members of BSG. Principal of the School Th. Surajbala blessed the trekkers at Lilong (10 KM from Kangla).

Next day morning participants practised B.P. Six Exercises and enjoyed visiting Angaan Ching Eco Park, Kakching. A sapling was planted in the park to mark the occasion. Mr. Surjit appealed to the youth to contribute for the conservation of nature and continue to work with BSG in future. The Valedictory Function was graced by the State Chief Commissioner of Manipur BSG and office bearers and officials of Manipur State BSG. The participants of the Assam State were greeted on their return by Prof. Dr. Chungkham Sheelaramani, Dean, School of Humanities, Dhanamanjuri University, Manipur, Principal, D.M. PLASTIC TIDE TURNER’S EVALUATION & PLANNING WORKSHOP
The Bharat Scouts and Guides conducted a Workshop on “PLASTIC TIDE TURNER’S PROGRAMME EVALUATION & PLANNING” at the National Headquarters, New Delhi from 5th to 09th December 2022 along with 13 active BSG Advocacy Champions from across the nation. The seminar focused on the “Evaluation of phase 3 & 4” and “Made a National Plan for Phase 5” where the participants were trained as LEAD ADVOCACY CHAMPIONS to implement the workshop learning in their communitiesandattheNational,State,DistrictandCommunityLevel.
TheAdvocacyChampionsaredeterminedtomakethe“18thNationalJamboreeCompletelyPlastic Free”andwillruncontinuousactivitiesrelatedtoPTTCduringtheJamboree.

Desired change in behaviour is called learning. It refers to mental, emotional and Physical reaction. Changeinbehaviourmeansrespondingtostimulilikethepresenceofinstructor,PPTorothervisual aids,explanation,interaction,Groupdiscussionetc.
The purpose of Learning experience is to create an opportunity for the participants to learn somethingbylistening,observingorinvolvingthemselvespracticallytolearnbytheirowneffort.It is also an opportunity for application of knowledge, skill & attitude obtained in a created situation oractualsituation.
`LearningbyDoing`and`LearningExperiences`arenotthesame.TheconceptofLearningbyDoing iswelearnmorewhenweactuallydotheactivity. LearningExperienceisdoinganactivityinagiven situation under the direction of an instructor or trainer. Learning by doing is a process of getting practical knowledge. The process encourages rote memorization. For example the trainee pitches the tent with the help of his group and it may not be perfect. But in Learning experience, there is a deep learning of the activity and the mistakes will be rectified till that activity is perfectly attained. So in learning experience, with the background knowledge of pitching a tent, the learner will come to know what is the angle of fixing a peg and what are the types of lashings required in that activity andotheralliedinformation.
A learning experience is an opportunity for application of knowledge and skill which has been acquired earlier. While planning a learning experience,the training needs of the participants are to be analysed to improve their job performance. We do the Training Needs Analysis (TNA) whenever

the training that has already been given does not give expected result or updating of the existing trainingormodificationwithcreativeideasinachangingenvironment.Thetrainermaychooseany activitythatisneededfortheadultleaderandplanforitsexecutionandevaluation.Wearefamiliar with Management game on Commissioner`s courses which is a situation created for managing a learning experience. Similarly, a learning experience is created by a trainer in a workshop on MembershipGrowthwithGrowthCoordinatorsandotherresponsiblepersons.
Henceatrainershouldbeproficientincreating/planninggoodandinterestinglearningexperiences (reducing lecture and talk) on almost all topics of a course so that training may be interesting, enjoyable and long lasting by which participants may be got trained to do their job. It is the responsibilityoftheLeadertobringchangesinthreeareas,namely,Knowledge,SkillandAttitude.If hefailstodoso,thereisnouseofsuchacourse.Forexample,ifatrainerhasundergoneCoursefor LeaderTrainersandcouldnotlearnnewthings,hewillnotbeabletoconductHWBCourse.
Learning Experiences will be based on the Key Result Area of a particular course. For example, the KRAofBasicCourseistraineesshouldbeabletostartandruntheunits.TheKRAofAdvancedcourse is to provide advanced knowledge in the respective section for effectively running the units. The KRAofHWBcourseistoprovideallskillssuchasknotting,lashing,mapping,estimation,pioneering, signalling,backwoodsmancooking,hikingetc.TheKRAofPre-ALTcourseistoproduceprospective Assistant Leader Trainers. The KRA of ALT course is to acquire capability to conduct Basic and Advanced courses and also able to assist all types of courses. The KRA of the Course for Leader TrainersistoproduceLeaderTrainerswhocanconductHWBcourseseffectivelyandtoplaytherole of a facilitator and manager of adult leader training besides contributing to the growth of the organization.
