PRESIDENT'S ADDRESS TO THE NATION ON THE EVE OF ST INDIA'S 71 INDEPENDENCE DAY, 2017

D

ear Fellow Citizens engaged in the task of nation building. My greetings to you as we complete 70 years of our Independence. Our country will be celebrating its 71st Independence Day tomorrow. On the eve of this anniversary I extend my good wishes to all of you. On August 15, 1947, we became a free nation. Sovereignty and the responsibility for our destiny moved from the British crown to the people of India. Some have called this process a "transfer of power". It was m u c h m o r e t h a n t h a t. I t w a s t h e culmination of a dream for our country – a dream seen by our forefathers and freedom fighters. We were free to imagine and build our nation anew. It is crucial to understand that this dream for a free India was rooted in our ordinary villages, in the well-being of our poor and underprivileged, and in the all-round development of our country. For this we owe so much to the countless freedom fighters who made great sacrifices to bring us here. Chennamma, the Rani of Kittur. Lakshmibai of Jhansi. Matangini Hazra, the heroine and martyr of the Quit India Movement. There are so many examples. Matangini Hazra was an elderly woman, into her 70s. She was shot by the colonial police in Tamluk, in Bengal, while leading a peaceful protest march. She died with "Vande Mataram" on her lips and with the hope of a free India in her heart. Freedom f i g h t e r s l i ke S a r d a r B h a g a t S i n g h, Chandrashekhar Azad, Ram Prasad Bismil, Ashfaqullah Khan, Birsa Munda and thousands of others gave their lives for us. We can never forget them. From the earliest days of our freedom struggle, we were blessed with a galaxy of revolutionary leaders who guided our country. They spoke of not just political freedom. Mahatma Gandhi emphasised the moral character of India and of Indian society. The principles that Gandhiji spoke about are relevant even today. Gandhiji was not alone in this nationwide struggle for freedom and reform. Netaji Subhas Chandra Bose exhorted our people, saying: "Give me blood and I will give you freedom". At his word, millions of Indians joined the freedom movement under his leadership and gave their all. Nehruji emphasised that India's age-old heritage and traditions – so dear to us – could co-

exist with technology and a quest to modernise our society. Sardar Patel instilled in us the importance of national unity and integrity. And of a disciplined national character. Babasaheb Bhim Rao Ambedkar urged upon us the virtues of constitutional governance, of the rule of law – and of the vital need for education. I have given only a few examples of illustrious leaders. I could give you many more. The generation that brought us to freedom was diverse. They were men and women who represented all parts of our country and a variety of political and social thought. We need to draw inspiration from such brave freedom fighters, many of whom sacrificed even their lives for the country. We need to invoke the same spirit today in the task of nation building. The stress on the moral basis of policy and action, belief in unity and discipline, faith in a synthesis of heritage and science, and promotion of the rule of law and of education – all of it was located in a partnership between citizen and government. That is how our nation has been built – by a partnership between citizen and government, between individual and society, between a family and the wider community.

FELLOW CITIZENS This spirit of empathy and of social service and volunteerism is very much alive in India. There are so many people and organisations that work quietly and diligently for the poor and the disadvantaged. They could be running schools for street children, caring for stray animals and birds, and providing water to hard-to-reach tribal communities in remote areas. Or cleaning rivers and public places. They are nation builders in action, and we need to draw inspiration from them. We should also work with unity and purpose to ensure that the benefits of government policies reach all sections of society. For this, the partnership between citizens and government remains essential: Ÿ

The government has started the Swachchh Bharat campaign – but it is for each of us to ensure a Swachchh Bharat

Ÿ

The government is building toilets or helping build toilets – but it is for each of us to use those toilets and make India open-defecation free

Ÿ

The government is enabling communication infrastructure – but it is for each of us to use the Internet for the right purposes: to bridge knowledge gaps, create opportunities, and enhance educational and information access

Ÿ

The government is promoting the idea of Beti Bachao–Beti Padhao – but it is for each of us to ensure that our daughters are not discriminated against and get the best education

Ÿ

The government can frame laws and strengthen law enforcement – but it is for each of us to be a law-abiding citizen. And to build a law-abiding society

Ÿ

The government is pushing transparency and eliminating corruption in public recruitment and procurement – but it is for each of us to answer to our inner conscience in everyday life

Ÿ

The government is implementing GST to eliminate multiple taxes and simplify

FELLOW CITIZENS A tradition I remember from my childhood was that when there was a wedding in any one family, the entire village shared the responsibility and contributed. Regardless of the caste or community, the bride became the daughter of not just a single family but of the entire village. Neighbours and others living in the village looked after guests, and took charge of different arrangements. Contributions came from many families. One family would send food-grains for the wedding, another would send vegetables, a third would arrive with some other item. There was a sense of caring and of sharing, and of interdependence. If you helped your neighbours in their times of need, they instinctively helped you in turn. Today, in big cities we may not even know our neighbours. Whether in cities or villages, it is important to renew that sense of caring and sharing. This will make us a gentler and happier society and help us understand each other with greater empathy.

transactions – but it is for each of us to make this an essential part of our everyday transactions and business culture I am happy that the transition to the GST system has been smooth. It should be a matter of pride for all of us that the taxes we pay are used for nation building – to help the poor and the marginalised, to build rural and urban infrastructure, and to strengthen our border defences.

FELLOW CITIZENS In the year 2022, our country will complete 75 years of Independence. It is our national resolve to attain certain desired milestones for a New India by then. When we speak of a New India, what do we mean? There are some obvious parameters – like a house for every family, power on demand, better roads and telecom, a modern railway network, rapid and sustained growth. And yet there is more. New India must include that integral humanist component that is in our DNA, and which has defined our country and our civilisation. New India must be a society rushing towards the future, but also a compassionate society. Ÿ

A compassionate society where the traditionally disadvantaged, whether SCs, STs or OBCs, are part of our national developmental process

Ÿ

A compassionate society where populations in our frontier areas and states, who may sometimes feel a sense of alienation, are embraced as our brothers and sisters

Ÿ

A compassionate society where the deprived child, the aged and the ailing senior citizen, and the poor and the under-privileged are always in our thought – not an afterthought. And where we take special care to ensure that our divyang brothers and sisters get equal opportunities in all walks of life

Ÿ

A compassionate and egalitarian society that does not discriminate on gender or religious background

Ÿ

A compassionate society that enriches our human capital and equips our young people by promoting accessible, affordable and world-class educational institutions. And where quality health-care and nutrition are not a challenge

It is only with all this that we will build the New India we can cherish – where every Indian is equipped to fulfil his or her potential and do so in a manner that leaves each one of

us content and happy. And helps each of us contribute to society and our country. I am confident that a strong partnership between citizens and the government will allow us to meet the goals of New India. Yo u r i m m e n s e p a t i e n c e a n d understanding in the days following demonetisation – and your whole-hearted support in the battle against corruption and black money – reflected a responsible and enlightened society. Demonetisation has boosted our efforts to build an honest society. We must sustain this spirit and this momentum.

FELLOW CITIZENS There is also need to adopt technology. We must use technology to empower our people and achieve the goal of poverty elimination in a single generation. Poverty and New India are simply not compatible. Today, the world is looking at India with admiration. Our country is seen as a responsible global citizen, a growing economy, and a solution provider to various international challenges such as climate change, disasters, conflicts, humanitarian crises, radicalism and terrorism. The Tokyo Olympics of 2020 offer another opportunity for us to raise our standing in the world's eyes. Over the coming three years, we should absorb o u r s e l v e s i n t h i s n a t i o n a l m i s s i o n. Government agencies, sports bodies and business enterprises need to join hands to identify and support our talented sportspersons and provide them worldclass training facilities – so that they can be even more successful in Tokyo. As citizens and children of India – whether we live at home or abroad – we must ask ourselves how we can add to our country's pride.

FELLOW CITIZENS It is natural for us to think of our families, but we must also think of society. We must heed the call for that extra degree of selflessness, that extra something beyond just duty. A mother who nurtures and brings up her child is not just doing a duty. She is displaying a unique selflessness. Ÿ

Our soldiers who guard our borders, on a hot day in the desert or high up on a cold mountain, are not just doing their duty. They are displaying an extra degree of selflessness

Ÿ

Our police and paramilitary forces that brave death to combat terrorism or crime and keep us safe are not just doing their duty. They are displaying an extra degree of selflessness

Our farmers who labour under extremely tough conditions to grow food to feed fellow Indians whom they have never met, and who live in the other corner of the country, are not just doing a job. They are displaying an extra degree of selflessness

Ÿ

After natural disasters, so many motivated people, civil society groups and public agencies work day-andnight in rescue and relief operations. They display an extra degree of selflessness

Can each of us not imbibe this spirit of selflessness? We can and we have. On an appeal from the Prime Minister, more than one crore families voluntarily gave up their LPG fuel subsidy – so that a gas cylinder could reach the kitchen of a poorer family of fellow Indians. And so that members of that family, particularly women, were saved from smoke from chulhas that damaged their eyes and lungs. I salute those families that gave up their subsidy. No law or government order made them do what they did. Their response came from within. We should draw inspiration from these families. Each of us must find a way to give back to society. Each of us must choose one thing we can do to help another, less-fortunate Indian. The single most critical factor for building our nation is to equip our coming generation. We need to ensure that not one child is left behind. As such I would urge you, as fellow nation builders, to help educate less-privileged children in our society. Help teach a child other than your own. Enrol and pay the school fees or buy the books of at least one child other than your own. Just one! Our India is at the door of great achievements. In a few years, we will become a fully literate society. We must set the bar higher, and aim to become a fully educated society. We are all stakeholders in this mission. If we achieve it, our country will change before our eyes. And we will become agents of this defining change. Two thousand five hundred years ago Gautam Buddha said, "vIi nhiksHko ... Be a lamp unto yourself …" If we follow his teachings, acting together, with the passion of our freedom movement, we can collectively be the 125 crore lamps that light up the path to a New India. Once more, I wish all of you the very best on the eve of our 71st Independence Day. Jai Hind Vande Matram

WAGGGS - WOSM STRONGER TOGETHER

Dear friends,

D

uring the past three years, the leadership of WAGGGS and WOSM have been undertaking a fruitful dialogue and collaboration. Following the good discussions held in the WAGGGSWOSM Consultative Committee, there have been many opportunities for us to work together in terms of influencing decision makers, participation in youth events, celebration of World Thinking Day on 22 February and exchange of resources and materials. All this has been done in a very positive and friendly spirit between two organisations who share so many elements of their history. We are often asked about the relationship between our two great organisations. We are making this joint statement between WAGGGS and WOSM now to explain the importance of the work that we do both as individual organisations and collaboratively as the global Guide and Scout Movement - for all young people, everywhere. It is with great pleasure that we now share a joint statement, which sets out our combined vision for working together in the future. Through this joint statement, we renew our commitment towards empowering young men and

women through our unique type of non-formal education, setting them up with life skills that will help them to face current and future realities. And we hope to provide a framework for collaboration not only between the two world organisations, but also between the national associations they represent - in a way that respects our differences and the particular contexts in which we operate. In the coming years, as partners, we will continue to work together closely while respecting our diversity to advocate and promote p e a c e, a c t i v e c i t i z e n s h i p, volunteering and sustainable development for young people

around the world. Because by working together, we can be a stronger force for young women and men everywhere. You may refer to the attachment for the WAGGGS-WOSM joint statement. It has been our great pleasure to serve our inspiring organisations in our current roles over recent years. As we prepare to pass the baton on to the next team, we feel great hope and optimism for the role that young people everywhere can play in building a better world. Secretary-General of the World Organization of

the Scout Movement

M

r. Ahmad Alhendawi (born 20 May 1984) currently serves as the Secretary-General of the World Organization of the Scout Movement, the youngest in the history of the organization. Earlier, he was the first-ever United Nations Secretary-General's Envoy on Youth, appointed by the Secretary-General of the United Nations on January 17, 2013 as the youngest senior official in the history of the United Nations. He supported UN Secretary-General Ban Ki-moon in addressing his thematic priority of working with and for young people as part of his current Five-Year Action Agenda. Hailing from Jordan, Alhendawi has extensive experience working on youth issues at the local, regional and international levels having previously worked in various international organizations as well as starting his own initiatives. Role as Secretary-General's Envoy on Youth: The Envoy on Youth was mandated with bringing the voices of young people to the United Nations System. The Envoy on Youth also worked with various UN agencies, governments, civil society, and academia to enhance, empower and strengthen the position of young people within and outside of the United Nations System. Alhendawi had stated that his four objectives in office are "greater participation of youth in U.N. programs, greater U.N. advocacy for youth, “harmonization” of the many youth programs scattered throughout U.N. offices and partnership with youth across all income and social levels." Alhendawi is a firm believer in the Sustainable Development Goals (SDGs) and believes with the right investments in young people as they can contribute significantly towards attaining the goals. He’s also contributed to the consolidation of peace efforts in places like Jordan, which led to the adoption of the Amman Youth Declaration on Youth, Peace and Security. Awards and recognitions:Ÿ

The event was conducted by Shri Mahinder Sharma, ROC (S), Western Region duly assisted by the experts and invited trainers of BS&G.

National Strategic Plan Review Workshop National Strategic Plan Review Workshop was held at the National Headquarters, New Delhi from 18th to 22nd June, 2017 in which 41 representatives from 29 state associations participated. On 19th June, Hon'ble President of Bharat Scouts and Guides, Dr. Anil Kumar Jain visited the workshop and blessed the participants. The Strategic Plan on Vision 2024 of Bharat Scouts and Guides was reviewed based on the achievements during the review period of 2014-2017. The Vision for 2024 was re-visualized and drafted on the findings of the SWOT analysis and the changing environment. The Strategic Priorities planned for the next review period 2017-2020 are Youth Programme, Adult

National Car Festival Service Camp Odisha State Bharat Scouts and Guides has been organising the Service Camp on the occasion of Car festival of Lord Jagannath which is World famous for last 33 years. The service camp was inaugurated by Hon'ble Finance Minister & Vice President of Odisha State Bharat Scouts and Guides Sri Sashibhusan Behera on 24.06.2017 in the presence of Sri Badri Narayan Patra, Hon'ble Minister for School and Mass Education, Sri Bishnu Charan Das (State President), Sri Manoranjan Mohanty (Vice-President), National Vice President and State Chief Commissioner Sri Kali Prasad Mishra and many other dignitaries and district officials of Puri District Bharat Scouts and Guides. Participants marched at the grand road of Puri with placards and slogans for

They have rendered their service in different static posts like first aid service, s p r a y i n n g w a t e r t o p u b l i c, counseling and sharing information to public. In the static posts drinking water was also provided to devotees. Hon'ble Ministers appreciated the services of Odisha State Bharat

Scouts and Guides for organising this service camp with such a large number of Rovers, Rangers, Scouts and Guides. The National level camp was a grand success due to the wonderful co-ordination & co-operation among all the staff & participants. Till 3rd July, Puri was crowded with pilgrims. So a continuous service camp was organised to help the pilgrims and the District Administration in maintaining discipline, cleanliness and rendering services at Hospital, First Aid Booths and Traffic Posts. The service camp was closed on 4th July.

inaugurated on 30th afternoon a f t e r Re g i s t r a t i o n a n d F l a g Ceremony by The Deputy Director of Higher Education, Kullu, Govt. of H.P. & District Chief Commissioner, BS&G Kullu District Association attended the Flag Ceremony. A warm-up Trek was organized on 30th evening from the Base Camp G S S S, D h a l p u r, K u l l u f o r approximately 2 K.M. to check the fitness of the participants. In the evening, input session on “How to Pack Ruck-Sack during Trek” was organized. A clear guideline on DOs & DONTS during trekking with objectives of the event was also imparted to the trekkers. On the 2nd day a Trek to GSSS Kais was organized for about 10 K.M. trekking through the hills. The trek was officially flagged-off by Deputy Commissioner, Kullu after blessing the participants. During the trek, participants visited important temples in the area. The night halt was at Kais. On the 3rd day, a real and enjoyable Trek through the hills of Kullu was started in the morning after breakfast which was for about 16 K.M. passing through deep forest, agricultural land and tribal villages. The participants also had an opportunity to study the Life of Villagers as well as the community residing along the hills. Participants had also studied the flora & fauna of the area and collected many medicinal plants. On the way to the third base camp, Village Pradhan of the area addressed the participants. On arrival at the base camp in GSSS Naggar, School children, local Scouts & Guides, Principal & Teaching Staff of the School gave a traditional welcome with music and dance. On the 4th day after prayer, the participants

joined the school assembly in the morning along with the students of GSSS Naggar followed by Cultural Exchange Programme with the local students. Later, they went on a trek for about 10 K.M. through deep forest. The participants also visited places of interest and museums in the area during the trek which added a memory in the minds of the young participants. The night halt was at JLN Govt. Degree College, Haripur, Manali. On the 5th day after breakfast and prayer, the most thrilling and adventurous trekking started from Haripur to Jagatsukh for about 14 K.M. in which participants trekked through mountains and hills crossing Plum and Apple gardens all around. This trek was made more adventurous due to Rocks all around the route which made a dancing Trek to be encountered by them. During this trek, participants also enjoyed hot water bath. The night halt was at GSSS, Jagatsukh. Principal and students of the School welcomed the trekkers and blessed them. On the last day i.e. 6th day of the trekking programme, participants started their mission to reach Manali at 7.00 a.m. after breakfast. This was another thrilling trek through the hills surrounded by pine trees all around. Participants visited Vasisth Temple, Manali and Trekking continued with excitement to view “Manali Water Falls” which was a dream for all trekkers. Overcoming the dangerous and adventurous trekking route for about 15 K.M. participants finally reached Manali Water falls and enjoyed cold water bath for an hour. On their return to the base camp at GSSS Manali, participants visited all the tourist places of interest, temples and Mall Road Market of Manali.

The Valedictory function and grand Camp-fire of the event was organized on 6th evening in which the participants presented colorful cultural programmes depicting different traditions and culture. Play-acting on Community Development Project being undertaken by BS&G presented by the participants was highly appreciated. During the entire trekking, the participants had under taken the mission “Swachh Bharat Abhiyan” by collecting the wrappers & plastic littered all around the hills and villages and spread the message of Swachh Bharat Abhiyan to the Community which was highly appreciated by the local population of the area. In appreciation of their mission during the trekking programme, local public offered fresh “Plums and apples” from their gardens to our p a r t i c i p a n t s. L o c a l p r i n t & electronic media gave wide coverage of the trekking programme and its mission of Environmental Awareness. WAGGGS Global Initiatives

Because we bleed, you exist! The Bharat Scouts and Guides had organized KAMP Project – Know All about Menstrual Periods from 13th June-15th June ’17. The 3 day event was attended by 53 participants from 16 states across India. The core objective of the event was to break stereotypes and scepticism within the participants about the very natural phenomenon of menstruation and develop the feeling of pride around periods. Facilitator’s team included Ms. Chhavi Goyal, Ms. Radhika Kathuria, Mr. B. Hari Krishnan (WAGGGS Team NHQ) and Ms. Suman Bala Singh (Delhi State). The event was made unique with the presence of scouts who were truly convinced with the seriousness of issue and could relate with program relating to the challenges faced by women. Hence, this workshop empowered both guides and scouts to speak out and take action. Various Documentaries and case studies using visual media were screened for the participants to have a better understanding of the issue.

SOS Community Visit, Greenfields On day two, we created platform for the participants to deliver the activities and skits they prepared a d d r e s s i n g t h e Pe r i o d Pr i d e Campaign with the kids at SOS, Greenfields. The participants operated in their respective groups and did activities with 60 kids of SOS. They danced, acted and sang together in joy and created a similar safe environment for SOS girls to speak up openly regarding periods with pride. On day three, expert session was held by Dr. Surbhi Singh who explained the biological process of menstruation in detail using diagrams, videos etc. Participants openly asked their concerns and queries regarding menstruation with the doctor and became very clear and confident about it. The doctor urged each female in the session to feel great pride in periods that they have.

Action Plan These participants will act as State Le v e l C o o r d i n a t o r s i n t h e i r respective States and will cascade the campaign down further at grassroot level, also reaching Peer Educators across India by running workshops in schools, universities, societies etc. with their members and non-scouts and non-guides as well. Why do we need this Project? More than 40 million girls around the world face menstrual shame, violence, diseases, obstruction in education, sexual abuse etc. because of unawareness for this ver y natural phenomenon amongst them. The following sessions were dealt during the course – What is Scouting, Fundamentals of Bharat Scouts and Guides, Role, Function and Skills of Trainers, Formulation of Objectives, Designing a Course Programme, World Adult Resource Policy, Training Administration, Obtaining and Using Resources, Six Areas of Training, Group Dynamics, Creating Learning Experience during a Course, Principles of

Practical subjects on Duty Change, Morning Inspection, Flag Ceremony, Tent and Layout & Preparation of Gadgets, Drill and March Past, were conducted every day. Camp Fire, B.P.Six Exercise were demonstrated during the Course. Ever y participant has organized one new game with materials. Lesson Demonstration and Quiz on Scouting for Boys was another important area to

evaluate the knowledge, skill and attitude of each participant. Written test was another important topic. The aim of the course was to prepare a good trainer, who will support and strengthen Adult Training. As a Pre-Course Assignment, all the participants had to submit 100 anecdotes from Scouting for Boys in their own handwriting. The participants were busy through out and they acquired the knowledge, skill and attitude. Grand Camp Fire was organised on 9th June, 2017 at 7.30 p.m. Shri M. S. Qureshi, Jt. Director, NTC was the Leader of the Course ably assisted by Sh. Ashok Kumar Mohapatra, Assistant Director, NTC. On 10th June, 2017 morning, All Faiths Prayer meeting was conducted and the course came to an end by lowering the Flag and singing of National Anthem.

67th National Adventure Programme was conducted at National Adventure Institute, Pachmarhi from 08th to 14th June, 2017 in which 56 participants from Maharashtra (21), Uttar Pradesh (28), N. Railway (07) and 15 staff members participated. On 13th June, 2017, Ms. M.N. Machmma, Dy. Director (G) Ldr. Trg, was the Chief Guest in the Grand Campfire. REGIONAL EVENTS Eastern Region, Regional Level Handicraft cum Vocational Training Course

R

egional Level Handicraft cum Vocational Training Course was held at the Bharat Scouts & Guides, State Training Centre, East Central Railway, Garhara, Barauni from 07th to 11th June, 2017. 111 youth from Bihar-(17), East Central Railway-(26), East Coast Railway(18), Eastern Railway-(04), Jharkhand-(08), Odisha-(15), South Eastern Railway-(12) and West Bengal-(11) State Association along with 05 Staff Members have participated with full enthusiasm. Shri Vijay Kumar Panigrahi from Odisha State explained and demonstrated flower and woggle making, Nameplate making and tie and dye, Agarbatti Making, Screen Printing, Candle and Phenyl Making, Artificial Bangle with waste material, Sutli work- making doormat and Bamboo Craft were dealt by Mr. Rajay Prasad from Jharkhand. Shri S. K. Kismat from South Eastern Railway demonstrated vex flower making, quelling art, Stencil Panting, Photo

Frame and Memento making. Miss Ayushi from Barauni explained and demonstrated about Beautician

courses. All the campers visited Sudha Dairy under the leadership of District Secretary Shri Jeevan and Mishra. It is the oldest milk factory of Bihar and collected information about milk and milk products which are produced in Dairy. Participants

tasted the sweet butter milk, Peda Gulab Jamun and barfi. On 10th June, Valedictory function was held with an exhibition of materials made by the participants during the event which was appreciated by one and all. Shri Ajit Kumar Jha, State Secretary, Bharat Scouts & Guides, East Central Railway was the Chief Guest and inaugurated the camp fire. On 11th June, Swachh Bharat Mission Programme was organized at the camp site. Scouts, Guides, Rovers, Rangers and Unit Leaders cleaned the campsite by removing the fallen leaves, rappers p o l y t h e n e e t c. a n d s p r e a d a w a r e n e s s i n t h e l o c a l i t y. Knowledge of WOSM initiative “Messenger of peace” Pr o g r a m m e, a n d W A G G G S initiative were imparted by the leader of the course. Northern Region Celebration of Swachh Bharat Harit Bharat Pakhwada 2017

he Ministr y of Environment Forest and Climate Change, Govt. of India organized “ Swachh Bharat Harit Bharat

Abhiyan” from 1st to 15th June, 2017 and Tree Plantation on 15th June, 2017 at Delhi Zoo. 53 Scouts, Guides, Rovers, Rangers and Unit Leaders from Delhi State and Northern Railway State has participated. They rendered service inside the Zoo site, i.e. Park, Road etc. After cleaning the Zoo site, all the participants and guests went on plantation drive. Dr. Harsh Vardhan, Minister of E n v i r o n m e n t, S c i e n c e &

Technology, Govt. of India was the Chief Guest of the programme. Booklet on “Swachh Bharat Harit Bharat” was launched by Chief Guest and “Green Pledge” was taken by all the participants. Railway-9, Manipur-2 with staff members-5 participated. On the 20th June, 2017 the Camp was inaugurated by Shri B.C. Nath, Additional Deputy Commissioner of Cachar.

On 21st June, 2017, an Awareness Rally was organised. On 21st June, 2017 at 07.00 pm, Grand Camp Fire was organised. Shri Dilip Kumar Paul Hon'ble Deputy Speaker, Assam Legislative Assambly was the Chief Guest and Miss Basabi Thakuria, I.A.S., Assistant Commissioner, Cachar District was the Guest of Honour at the Grand Camp Fire and blessed the participants.

KARNATAKA The Bharat Scouts and Guides, Karnataka organized a Felicitation Function to Honour the Senior Scout Masters and Guide Captains at Banquet Hall, Raj Bhavan, Bangalore on 27th June, 2017. Sri Vajubhai Vala, Hon'ble Governor of Karnataka and Patron, The Bharat Scouts and Guides, Karnataka presented the Commendation Certificates to 132 Senior Scout Masters and Guide Captains in recognition of their sincere and valuable services rendered to the Movement. They were all selected from 33 Districts in Karnataka. The Governor also presented the certificates to 8 Best Local Associations, 5 Best Open Units in the State and the APR Awardees. Sri P.G.R.Sindhia, State Chief Commissioner of Karnataka state, in his address thanked the Governor for graciously accepting to present the Certificates to the Senior Scout Masters and Guide Captains at the Banquet Hall. He thanked the Hon'ble Chief Minister, Government of Karnataka and the Department of Public Instruction for their support to the growth and development of Scouting and Guiding in the State. The course was formally started with the hoisting of BSG Flag on 28th July followed by the session `Objectives of the course` by Shri L. S. Verma, STC (S). The inaugural session began with the welcome speech delivered by Hony. State Secretary. In his welcome address, he highlighted the achievements of Haryana Scouting at National and International Level. He also shared that it is a matter of honour that the State Chief Commissioner Dr. K. K. Khandelwal, I.A.S. has been unanimously elected as CHIEF NATIONAL COMMISSIONER OF BHARAT SCOUTS AND GUIDES, INDIA. He appealed to the participating Education officers to keep their interest intact and see that Scouting/Guiding reaches to the unserved segments particularly in rural areas. Simple but an impressive closing ceremony was graced by Shri C.S. Gawal, State Chief Commissioner, Shri R.M. Kala, State Secretary of Uttrakhand and Shri Bhanwar Singh, Director, ICM. Shri Gawal emphasized that Bharat Scouts and Guides is engaged in the task of developing the personality of the youth and channelizing the energy towards creating better citizens and they have a great role to play for accomplishing the mission. WEST BENGAL West Bengal State Bharat Scouts & Guides organised Disaster Management Course at State Training centre, Ganganagar Campsite. 149 Rajya Puraskar Scouts, Guides, Rovers & Rangers from various Districts of West Bengal participated in this course. Shri Sadhan Pandey, Honourable M i n i s t e r, G o v t. o f W e s t B e n g a l , inaugurated the Dist. Hqrs. Shri Smriti Saurabh Ray, Asst. Director, Eastern Region, Bharat Scouts and Guides and Shri Subrata Narayan Sarkar, IPS (Retd.), former Dy. Commissioner of Kolkata Police were present. Dr. Arindam Bhattacharyya, DCC of East Calcutta D.A, district officials and other dignitaries were also present.

WESTERN RAILWAY The Bharat Scouts and Guides District Association Dahod organized a month long “Tree Plantation Drive” in which 500 saplings were planted. District Association, Vadodara, Mumbai and Ratlam also organized “Tree Plantation Drive” at Pratap Nagar, Railway Institute, Nandurbar and Arogya Udhyan of Railway Hospital on 18th, 26th and 30th July, 2017 in which 136 saplings were planted by the Scouts / Guides. District Association, Ratlam organized “Service Camp” on the occasion of Nag Panchmi at Mahakaleshwar Temple, Ujjain on 28th July, 2017.

TAMILNADU The Rajyapuraskar Testing Camp took place from 14th to 16th July at Velammal MHSS Mogappair East, Chennai in which 511 Scouts and 349 Guides participated. Maharishi District conducted the Rajyapurskar Testing Camp Zone-3 from 21st to 23rd July, 2017 at Nahaar Public Sr. Sec. School, Villupuram in which 51 Scouts, 52 Guides participated. 400 Cubs and Bulbuls of Maharishi District observed World Scout Scarf Day. Ponneri district of Tamilnadu State celebrated the World Scarf day on 1st August 2017 at various designated schools.

TRIPURA Tripura State Bharat Scouts and Guides conducted the Strategic Planning Workshop-Vision 2024 from 5th to 7th July, 2017 at Gitabitan Town Hall, Agartala in which 25 State and District officials from Tripura State participated. 100 Scouts and Guides of the State rendered service during the Kharchi Puja Social Service Camp from 1st to 7th July, 2017. Unit Leader Seminar for Scouts and Guides was organized from 3rd to 7th July, 2017 in which 50 Scouts and Guides participated.Patrol Leader Training Camp was conducted at Khowai and Dhalai Districts from 20th to 24th July, 2017. 80 participated.

Read the story of Shivaji who so cleverly withdrew his small force from Delhi, remaining himself in the clutches of Aurungzeb till its safety was assured and then escaping in a sweetmeat basket. His subsequent adventures and the hardship of his long journey on foot were a fine example of scout work. He made his way through Muttra to Allahabad and Benares and finally to Hyderabad disguised as a Sadhu. One special attribute he showed which was particularly scoutlike, in addition to his courage, loyalty, endurance, resourcefulness, and strength, was his irrepressible cheerfulness.” “The Rana Pratap of Mewar was another characterful hero. In his country's time of ruin and want, he refused to live the ordinary life of a luxurious monarch, and, himself setting the example, called on his people to live out in the jungle in primitive fashion, so that the enemy who had previously raided the country returned to find it nothing but desert. This went on for twenty years, when having recovered their strength: his people were able to hold their own again.” “His splendid deeds in battle with his famous horse Chytuc are an epic in themselves, especially that great occasion on which he attacked Prince Salim on his elephant.” Lord Baden Powell had deep knowledge of the culture and heritage of Hindustan as he called India `Our Mother Land`.
