The National Executive Committee of the Bharat Scouts and Guides takes pleasure in presenting the report of its achievement in the year 2021-2022. Being a historic year for the BSG, post Covid-19 pandemic,mostoftheactivitiesandeventsforyoungmembersoftheorganisationwereinitiallyorganised digitallyandlaterfacetofaceintheyear.
The Bharat Scouts and Guides was awarded the “Messengers of Peace Hero” towards Peace and Sustainable Development and completed the Plastic Tide Turners project this year. Mafeking Scout Group of Bangalore was recognised for the year 2021 by the World Organisation of the Scout Movement as Messengers of Peace Hero at the Global Level. Shri Amar. B. Chettri, Jt. Director of Scouts & Messenger of Peace NSO Coordinator was conferred with ‘Messenger of Peace’ Special Recognition for the year 2021 by the World Organisation of the Scout Movement. The Bharat Scouts and Guides organised 3rd SAANSO & 23rd International Adventure Programme at NAI, Pachmarhi, BSG Delegates participated the World conference -WAGGGS as well as WOSM with active participation. BSG participated in various other international events to name a few are 10th APR Scout Leaders Summit, Global Youth Summit, Scout ConferenceforSustainableDevelopment,AsiaPacicMessengerofPeaceConference.
A series of All faith prayer meetings were organized nationwide to enhance the well-being of mental healthpostCOVID.
Youth Colloquium was conducted in three levels to hear the voices of the youth generation who designed theirownuniformandrecommendedtheirowncurriculum.
In addition to regular Adventure Programmes, BSG also organised webinars on upscaling Our Nation’s Young Workforce, Menstrual Hygiene, Surf Smart 2.0, Her World, Her Voice - Equity, Engagement and Empowerment, Helen Storrow- Pop-up Seminar, International Day of Girl Child, Career Counselling, Covid-19 Vaccine Myth and Facts, International Day of Yoga, Felicitation Ceremony of Friends of BSG etc.
The projects run by BSG are BSG-Digital Smart Generation Membership Growth- Spear 4.5 million Scouts with WOSM, Her World Her Voice with WAGGGS, U-Report, Free Being Me, HP- World on Wheels, Ticket to Lifeetc.nanciallysupportedtheorganisation.
The support of World Association of Girl Guides and World Organisation of Scout Movement is appreciated during the year to entrust upon the Bharat Scouts and Guides and provide us with such wonderfulandhugeprojects.
We also appreciate the dedicated and committed services of our Scouts/Guides/Rovers/Rangers, Unit Leaders & Professionals in serving the community during and after Covid-19 pandemic and thank all the Stateofcialsfortheiruntiringeffortstosupportinbringingbettervisibilityoftheorganizationasawhole.

The welcome address was given by Mr. Param nd Palany, Chairperson of the 42 World Scout Conference. The conference was formally opened by renewing of the Scout Promise in Regional Languages which was initiated by Mr. Craig Turpie, Chairperson of the World Scout Committee. The plenary session provided opportunities to all the delegates and observers to come together and explore more about the conference and for participation in the general discussions of the forum. 03 Delegates, 10 Observers and 02 Youth Delegates & 04 Young Observers represented the Bharat Scouts and Guides in the conference. Meeting with the nominated candidates of the World Scout Committee was held where we had a lot to know about their ideas, innovations, perceptions and the changes they would like to bring in Scouting in the next triennium i.e., 20212024. Looking back in the past triennium, Scouting
has seen many successes and tremendous progress which has helped towards realizing the shared objectives of 2017-2021 World Triennial and working towards achieving Vision 2023 as our strategy for Scouting. orld Scout Conference gave all ticipants self-facilitated ersations with fellow ipants of the conference all over the world. Topics vered were First Time articipants, Heads of D e l e g a t i o n s , G o o d Governance, Educational M e t h o d s & Communications d Partnerships. World Scouting s twelve newly members of the Wor e from different corners of the world equalizing in diversity and inclusion. Event hosts for the next world scout events were declared –rd43 World Scout Conference is going to be hosted by Egypt in 2024, th17 World Scout Moot is will be hosted by Portugal in 2025 t h and 26 World Scout Jamboree will b e h o s t e d b y Poland in 2027. Mr. Andy Chapman was declared as the Chairperson of the W o r l d S c o u t Committee for the triennium 20212024.

The conference members were introduced to Miss Ruchira Jayashinge, Chair of 37th World Conference who gave beautiful welcome address and proceeded with the business. We got to hear a heart-warming speech from Princess Benedikte, royalty of Olave Award WAGGGS and then we witnessed an informative session on Motion 32 which was moderated by Miss Chamathya Fernando along with the Young Women Research Team members where they discussed how can we bring more young women in the decision-making platforms at National, Regional and World level. Ms. Darshana Pawaskar, Joint Director of Guides (Pro & Trg) joined as an Honorary Associate member of WAGGGS. The head delegates had to choose 6 members out of 14 contesting the elections of 14th World Conference. A total of 109 head delegates were present and voted successfully. Six new members are elected on the world board. The Global

The seminar conducted in 2 levels one a l level and the other at the national level. Miss Ayantika Kandu from West Bengala n d M i s s Akshaya Sarojini from Tamil Nadu represented the Bharat Scouts and Guides at the global level. They learnt about – World of opportunities, WAGGGS Leadership Model, Skills of Great Leader and a Change Maker, Being Equitable, Nature Positive and Carbon Neutral, Stories of Environmental Leadership, and Travelling to the world centers.
And virtual webinars were conducted for the Indian participants on various topics like Generation Equality, Surf Smart, Advocacy Champions Leadership Skills, World Centres and The Celebration of The International Day of The Girl Child. The National level webinar was conducted especially on weekends to accommodate the girls and promote full participatio n. th On 07 May 2021, a virtual Webinar for the Scouts for SDGs and the World's Largest Lesson was organised by WOSM. Shri J. R.C. Pangilinan, Regional Director, APR, Mr. Syd Castillo, Director Educational Methods from World bureau were also present. The introduction of SDGs was given by Kinvara Jardine Paterson along with the information on the Mission. The participants discussed on -" How we can Introduce SDGs to the Scouts and Guides?” The session went on well with the short information on SDG's, Few Questions and Answers were asked to the Participants through a poll. After that Participants were sent to the breakout rooms for 15 Minutes to discuss on how we can introduce SDG's to the Scouts and Guideswithin30Minutes.
th Dhaka OIC Youth Capital of Bangladesh organised a Virtual International Scout Conference from 27 to st31 May 2021 with the motto "Scouting for Better Environment". 250 Rovers and Rangers from 38 various countries &100 from the host country i.e. Bangladesh participated in the conference. 10 participants represented the Bharat Scouts and Guides. The Chief Guest was Hon’ble Minister of Education of Bangladesh Dr. Dipu Moni. Special Guests were Mr. Taha Ayhan, President of ICYF, Mr. Muhammad Zahid Ahsan Russel- MP State Minister of Ministry of Youth and Sports, Mr. Fathallah Abdul Latif Al- Zans, Minister of Ministry of Youth in the state of Libya, Bangladesh. Guests of Honour were Mr. Ahmad Rusdi, the Chairperson of Asia-Pacic Region and Mr. Mohammed Mehboob Hussain, Secretary of Secondary And Higher Secondary Division, Ministry of Education. The Chair for the opening ceremony was Dr. Mohammed MozammelHaqueKhan,ChiefNationalCommissioner,Bangladesh.

Abul Momen, the Hon'ble Minister of Foreign Affairs, Government of the People's Republic of Bangladesh and Member of Parliament as the Chief Guest. Mr. Ahmed Alhendawi, Secretary General, World Organization of the Scout Movement (WOSM); Mr. Mohibul Hassan Chowdhury, M.P., Hon'ble Deputy Minister, Ministry of Education, Government of the People's Republic of Bangladesh, & Mr. Zakir Hossen, Hon'ble Minister of State, Ministry of Primary and Mass Education, Government of the People'sRepublicofBangladeshwerealsopresent.
The Messengers of Peace initiative is one of the most accepted flagship programmes of WOSM that was th th initiated in 2010. The Asia Pacic Region organized a conference from 24 to 27 June, 2021 virtually to celebrate a decade of the MoP programme in the region where 50 delegates attended from India. The
conference focused on sharing the success stories of all the 28 NSOs in the region and allowed the MoP heroes to share their projects. It was a great opportunity for the young people to meet the resource speakers from the Regions and the WSB to have an interactive session on various aspects of the MoP initiative which includes story-telling, social media impact, MoP road show, etc. The participants had a discussion on planning the next decade of the MoP initiative.
The World Scout Bureau, Asia Pacic Support Centre organized “APR Workshop on Communications and th st Media”from29 to31 July2021.Approximately476membersparticipatedintheevent.BSGrepresented in the APR Workshop on Communication and Media under the leadership of Shri Jitesh Arun Seth, Dy. National Commissioner (Rover), Shri Arup Sarkar, Dy. Director of Scout (BP), Shri Bablu Goswami, Assistant Director, Eastern Region along with 12 supporting Members from various states and National Headquarters. The programme was conducted by FahmidaBangladesh. Session on “Social Media” was delivered by Ms. Lynne Lessard, Junior Manager, Social Media, World Scout Bureau, Global Support Centre with major focus on who we want to reach to, the algorithm of social media. In thissessionhesharedtheimportanceof use of Social Media. Mr. J.R.C. Pangilinan, Regional Director of the Asia Pacic Region virtually graced the gathering and also concluded thewebinar.
764 young people from 172 NSOs participated in the 14 World Scout Youth Forum held from 18 to 22 August 2021, virtually to make it the largest Youth Forum. Mr. Ritesh Agarwal (West Bengal), Mr. Madhusudan LN (Karnataka), Mr. Shubham Singh (Eastern Railway), Mr. Bhavik Suthar (Rajasthan), Mr Supreeth Balaji (Karnataka) and Mr. Malswamkima Ralte (Mizoram) represented the Bharat Scouts and th Guides. The plenary session began with the opening remarks given by Ms. Diana Carrillo, Chair of the 14 th WSYF and Mr. Mori Cheng, Vice Chair of the 14 WSYF which included a moment of inspiration of what young people have been doing in the last triennium. The formal th opening of the Youth Forum was marked on 18 August 2021 by a special moment uniting the participants from all corners of the world in renewing the Scout Promise in their regional languages. Ms. Jayathma Vickramathya, UN Secretary General’s Envoy of Youth addressed the virtual gathering.
The plenary was also graced by Mr. Craig Turpie, Chairperson of the World Scout Committee who motivated the young people with his thought-provoking speech. The participants also discussed about the draft resolutions and prepared for the Youth Forum Declaration. Each Youth Advisor Candidates were allotted separate rooms where they could meet other delegates and observers of the forum and also showcase their ideas as part of their nominated candidature campaign for the Youth AdvisorstotheWorldScoutCommittee.
In this context, India came on screen for the rst time – Mr. Supreeth Balaji highlighted the STEM projects that are initiated in BSG India. In the Quiz through slido on “Role of Youth Advisors” Mr. Shubham Singh st ranked 1 among all the participants from various NSOs and made India proud. On19th August 2021, the voting lines were opened for the delegates to cast their votes for the election of Youth Advisor to the World Scout Committee. It is a great achievement for BSG India that for the rst time in its history, Mr. Ritesh Agarwalcontestedfortheelections.SafefromharmatalllevelswasthekeyagendaofMr.Agarwal.
th5 Chief Scout Executive (CSE) Meet of APR/WOSM was held on 23-24 January, 2022 via Zoom with 20 National Scout Organizations (NSOs) represented in the event. Objectives of the meeting were to gather the Chief Scout Executives and share updates on membership growth targets, WOSM services platform and data portal, share concerns on Educational Methods, Communications and Partnerships, and to introduce the upcoming Regional Plan for 2022-2025. 29 NSOs participated in the 10 Asia Pacic Regional Scout Youth Forum held from 09 to 13 February 2022. 20 young people from BSG represented the Bharat Scouts and Guides as one delegation from the National Headquarters, Delhi with full enthusiasm, devotion and dedication to spearhead the spirit of BSG. Mr. Amar B. Chettri, Joint Director of Scouts (Programme and Training). Mr. Madhusudan Avala, then Dy. International Commissioner and Dr. Raj Kumar Kaushik, Director, The Bharat Scouts and Guides congratulated all the participants for their active participation. Mr. Supreeth Balaji won the election of RegionalYouthRepresentative.

It was organised virtually from 15 to 21 February, 2022 in which 18 participants attended. During the opening ceremony, the organising team and Chairman of different committees were recognized and introduced. Celeste G. Cananua and Bianca Mae Elpedes from the Boy Scouts of Philippines were the Masters of the ceremony. This was followed by the introduction of the National Scout Organisations and thegueststotheconference.
Welcome address was given by Mr. HE AMB Ahmad Rusdi, Chairman, APRSC. He spoke about the developments in the Asia Pacic Region and the achievement under his leadership. Bangladesh Scout Association organised 3rd National Disaster Management Camp at Mithamoin, th th Kishoreganj, Bangladesh from 26 to 30 March, 2022 in which 7 Indian participants attended under the leadership of Shri Mahinder Sharma. This camp started with the welcoming of the Indian contingent at Bangladesh Border by Bangladesh Scout Association. Mohd. Abdul Hamid, President of Bangladesh th inaugurated the camp on 27 March, 2022. Indian Delegates participated actively in all types of activities i.e. Fun and Games, beautication the Mithamoin & Demonstration of carrying casualty, Fire Safety & Earth Quake etc. On 29.03.2022 Indo-Nepal day was celebrated in 3rd National Disaster Manager Camp at Mithamoin, Bangladesh. th st 18 Girl Scout International E-Camp, Korea, was an initiative taken by Korea to host 20-day camp from 1 th to 20 August 2021. Many countries participated in this camp including The Bharat Scouts and Guides. Ms. Sananda Biswas, Ranger from West Bengal represented BSG, India. She actively participated in this camp in the online platform provided by the host country. Cultural Exchange program named "A Night of International Peace" was held where all countries were given a chance to show their culture through video live which was telecasted on their website. Sananda also took part in cultural share and got lots of positive vibes from other countries as they loved herparticipation.

International Commissioner virtual conference was conducted for the countries of Asia Pacic Region on 7 September 2021. International commissioner Guides Ms. Amelia Swer attended the webinar along with the other international commissioners of the region. The IC’s discussed on the on the various upcoming events happening in Asia Pacic region. They discussed on the celebration of International Day of the Girl Child and ways of active participation from all the member organizations on the activism in December. A small workshop was conducted on Generation equality forum and work required in this area. The 71st General Meeting of the National Council of the Bharat Scouts and Guides was held on 28th November, 2021 under the Chairmanship of Dr. Anil Kumar Jain, Member of Parliament (Rajya Sabha) and Hon’ble President, Bharat Scouts and Guides. This was the last meeting of the National Council for the existing term 2016-2021. Dr. K.K. Khandelwal, Hon’ble Chief National Commissioner, Bharat Scouts and Guides welcomed all the members of the Council. Members from various State Associations of the Bharat Scouts and Guides attended the meeting physically as well as virtually and took activepartinthedeliberations.Achievementsoftheactivitiesof the Organisation undertaken during 2020-2021 were presented through Power Point Presentation. Under this initiative, The Bharat Scouts a n d G u i d e s , N a t i o n a l Headquarters organized an educational webinar on - 750 Millions Suryanamaskar Project as a part of Azadi Ka Amrit Mahotsav virtually. 750 million Surya Namaskar challenge, under the ministry is being conducted by ICCR in collaboration with National Yogasana Sports Federation supported by the st th Ministry of Ayush, Govt. of India from 1 January to 20 February 2022. th nd 150 glorious episode celebration of programme YOGA WITH BSG was held on 2 July 2021. The celebration started with Yoga Prayer by Ms. Laxmi Gupta. Ms. Deepanjali Pramanick welcomed the gathering. In his opening remarks, Mr. Bablu Goswami, Assistant Director of Eastern Region highlighted the enormous achievements of the success of the event. While inaugurating the programme Mr. Raj Kumar Kaushik, Director of BSG – India congratulated all the members for their achievement. Mr. Arup Sarkar, Deputy Director of Scouts (Boy Programme) blessed the gathering. Dr. B. Islam highlighted the introduction of Yoga in the Bharat Scouts and Guides since its establishment and also shared his experience in working with the team. The Bharat Scouts and Guides National Headquarters organized National Integration Camp to th st commemorate Azadi Ka Amrit Mahotsav at State Training Center, Ganganagar from 27 to 31 March 2022 with the theme of Ek Bharat Shreshtha Bharat. More than 261 Scouts, Guides, Unit Leaders and invited staff from 14 State Associations of Bihar, Delhi, East Central Railway, Eastern Railway, Haryana, Jharkhand, Madhya Pradesh, N.F. Railway, North Western Railway, Rajasthan, Telengana, Uttar Pradesh and West Bengal actively participated with full enthusiasm and devotion.
The Bharat Scouts and Guides, National Headquarters organised National Integration Camp at National Youth Complex, Gadpuri, Haryana from 19th to 23rd February, 2022 to commemorate Azadi Ka Amrit Mahotsav on the theme “Ek Bharat - Shresth Bharat:”. 289 participants & staff from 15 State Associations participated. The event was inaugurated by Dr. Raj Kumar Kaushik, Director, Bharat Scouts and Guides on 19th February, 2022. Shri S.K. Biswas, State Commissioner of Scouts, West Bengal State BSG was also present during the inaugural ceremony. Dr. Brahma Deep Sandhu, Chief Medical Ofcer, Palwal was the Chief Guest of the valedictory function. Shri S.K. Biswas, Dr. Raj Kumar Kaushik, Director, Bharat Scouts and Guides and other ofcials of the NHQ were also present on the occasion. The Ticket to Life (TTL) project is a agship project implemented by the WOSM, Asia-Pacic Support Centre (APR) under the Messengers of Peace project in 8 countries in Asia: Bangladesh, India, Indonesia, Mongolia, Nepal, Pakistan, Philippines, and Sri Lanka. The project aims at integrating street children into society through Scouting. Two units from Punjab and Northern Railway states are running their units successfully under the TTL project in India since April 2017. Three new units joined this year from Jammu & Kashmir, Uttar Pradesh, and West Bengal state. The Scouts met once a week regularly for Troop meetings. Due to Covid Pandemic initially all the units were in challenging conditions but slowly they started online classes and now all the units start regular Troop meetings. During Troop meetings, they learned various scouting activities through progressive training as per APRO. Through the TTL project, dropout children areabletojoinback SchoolEducation. Eliminatingthepotential threats to society of anti-social individuals by turning these children into positive responsible persons. Scouting is seen as an educationalmovementandsupportiveinthecharacter-building of young people. With the support of the Asia Pacic Region, WOSM, we expand three more TTL units in the Bharat Scouts and Guidesinthreestates.
The Golden Arrow Award Ceremony for Cubs and Bulbuls for 2021 was held on 22.02.2022 at the Bharat Scouts and Guides, National Youth Complex, Gadpuri, Haryana. Keeping in view Omicron variant of Corona virus, for this year,. Cub Masters and Flock Leaders of the eligible states were invited to receive theawardsonthebehalfofCubsandBulbuls.Therepresentativesfrom12statesreceivedtheawards.The awards were distributed by Shri S. K. Biswas, Chief Commissioner of Scouts. Shri Alok Goel, National Treasurer, Bharat Scouts and Guides, Dr. Brahma Deep Sandhu, Chief Medical Ofcer, Palwal, Dr. A. K.
