lans’k Shri Anurag Thakur, has taken over as the Minister of Youth Affairs and Sports, Government of India on behalf of the members of the Bharat Scouts and Guides, I extend him a warm welcome. The ministry of Youth Affairs and Sports being Nodal ministry for Scouting and Guiding has always been a source of inspiration and support for the Bharat Scouts ad Guides. I also take this opportunity to thank Shri Kiran Rijiju, the outgoing Minister of MOYAS for his patronage to this movement. Government of India has planned for vaccination of all eligible youth and elders above the age of 18 years in phased manner. We learn that due to ignorance and not having awareness of the benefits of vaccination many people from the semi urban and rural areas are not taking advantage of the vaccination drive against covid-19, our scouts and guides from different district are actively involved in vaccination drive, however, we need to create more awareness on the vaccine, its benefit so that our country could face future challenges and prevent spread of the Covid. I am given to understand that the National Headquarters is taking up the issue of aligning the scout/guide Programme to suit to the New Education Policy and the committees are working on a plan to introduce the Programme of scouting/guiding from the early ages of preprimary age and cover youth up to college level in the new school education/ curriculum offered by the government of India.

The change over from one system to another system definitely have challenges, but change is the need of the hour, therefore, our movement should adopt best practices of education and make our programmes acceptable to the country as whole. We need to insist on the character training with due care and without losing the essence of service nature of our movement. Empowering the youth to become self-reliant citizens is the need of the hour, our association should become one such to address the needs of the hour.

viuh ckr June 2021 was to some extent a peaceful month with a few Covid cases across the country as compared to earlier months which were a nightmare. It is good to hear that in most of the big cities of our country, level of air pollution has considerably fallen due to lockdowns and curfews. It is an indirect lesson from nature that pollution damages the environment and will eventually have effect on the population.

That is why, we have called off the forthcoming event on World Nature Conservation on 28th July. It is observed across the world to raise awareness about protecting the natural resources. Deforestation and threat to wildlife are major concerns faced in current time. Scouts and Guides, Rovers and Rangers should prepare an action plan to protect the nature. It is a sustained project for the scouts and guides and we have been undertaking many activities like `Tide Turners Plastic Challenge` and many activities under ”Swachh Bharat Abhiyaan" to conserve nature. Let our youth plan some environment-friendly activities in their daily life to lead eco-friendly life. The activities may include rearing of birds in houses, maintaining organic roof gardens for vegetables and flowers. They can create awareness in the public to keep natural vegetation protected.

The International Day of Friendship will be celebrated on July 21st. This year the celebrations include activities with theme ‘Deepening International Friendships’. As Scouts and Guides, be in contact with the scouts and guides of other NSOs through the available media. We will soon commemorate the 75th anniversary of our country's independence. To celebrate the event in a significant way, our Prime Minister has launched `Azaadi ka Amrit Mahotsav` in March this year. He urged all citizens to celebrate the spirit of freedom struggle and it should reflect the spirit of sacrifice. We have to make a resolution to build an India of the dreams of our great leaders. This is possible if our youth create awareness about gender equality and render selfless service to the nation. For a healthy and happy India, we should be determined to work towards the purpose of our movement. The experiences we witnessed during the critical periods of Covid 19 should be taken as stepping stones to overcome the third wave. Three things are repeatedly told by our Prime Minister as very important. They are: Wear your masks properly; Wash your hands properly; and Maintain Social distancing. As the lock down has been relaxed, people are freely moving particularly in tourism spots, with children without observing the above-mentioned protocols.

People think that by wearing gloves, they may be safer. But WHO advises that it is safer to frequently clean the hands with alcohol-based sanitizers and rub the hands well till they are dry. Once you have sanitized your hands, you have disinfected them from any germs. Frequent cleaning of hands with soap and water will yield similar result. Secondly, while coughing and sneezing, cover the mouth and nose with tissue and throw the tissue immediately in the litter box and wash your hands. Thirdly, don`t wear masks while doing B.P. six or other morning exercise. Sweat can make the mask wet more quickly which makes it difficult to breathe and promotes the growth tc vki ckgj ls vkrs gSa rks vius twrsa vius ?kj ds ços”k }kj of micro-organisms. It is always safe to leave your shoes at the entrance of your home when you come from outside. It is advisable not to re-use a disposable mask and always change it as soon as possible. There is myth that virus travels on mobile networks. Viruses cannot travel on these networks or radio waves. Many people suffer more from fear than the disease. We have to create

As we have to take care of our health by taking good food, we should take care of the planet also. The role played by the youth to amplify efforts collectively and individually to restore the planet and protect life will matter for the future. International Youth Day is going to be observed on 12th August with activities and programmes based on the above background. Our youth will get ready to work towards the theme:-`Transforming the Food Systems: Youth Innovation for Human and Planetary Health`. Our biodiversity system should not be disturbed. INTERNATIONAL EVENTS ASIA PACIFIC REGION MoP CONFERENCE Kumar Ritesh Agarwal, one of the members of the Indian delegation, reports: The Messengers of Peace initiativeis one of the most accepted flagship programmes of WOSM that initially started in 2010. The Asia Pacific Region organized a conference from 24th to 27th of June 2021, virtually to celebrate a decade of the MoP programme in the region.In the conference, 150 participants took part in the Indian delegation. The conference focused on sharing the success stories of all the 28 NSOs in the region and allowed the MoP heroes to share their projects with the participants. It is a great opportunity for the young people to meet the resource speakers from the region and the WSB to have an interactive session on various aspects of the MoP initiative which includes story-telling, social media impacts, MoP roadshow, etc. On the last day of the conference, the participants had a discussion on planning the next decade of the MoP initiative. It is a wonderful platform to support the breakout groups on day 2 and day 4 of the conference and to serve as a member of the recommendation committee for this conference. This is hereby confirmed that the members of the Indian delegation who attended the conference, will bring out new ideas and proposals to take the initiative ahead and strive to have an upcoming memorable decade. the MoP conference. Introduction of the MoP Conference 2021 was briefed by Mr. Paul Parkinson, MoP Regional Decision Committee; Mr. J. Rizal C. Pangilinan, Regional Director APR presented the welcome address. The Keynote address was given by Mr. Craig Turpie, chairman of the World Scout Committee while the overall global and regional MoP report was delivered by Ms. Cynthia Marquez and Mr. S. Prasanna Srivastava. Other activities and programmes held during the virtual journey of 4thday of the APR-MoP conference included the presentation of the decade of MoP video, reports from the MoP NSO Coordinators, MoP Heroes Presentation, Heroic Actions of MoP at both global and regional level, Break-out sessions on various topic, Kahoot Quiz and Ice Breaker, Report from the 10th year Evaluation & Global MoP Highlights and Recommendations/Plan for the next decade of MoP using Padlet. During the conference, the promotion of the MoP Coffee Table Book was launched, and the APR 10th year anniversary badge was also inaugurated with a brief explanation of its design concept. The conference ended with a grand closing ceremony and celebration with virtual fireworks and MoP Beat Dance. --------------Dr. Jayashree Nanda- APR-MOP CONFERENCE- 2021 made a history in the Scout/Guide Movement. The day 4 activities began with Peace Icon creation, which was shown through a video, highlighting the importance of peace through dove - a wonderful activity to mark the peace initiative led by Mr. Barnando, Core Team_MoP. Plan for the next decade of MOP (Break out Group) session was carried out with the expatiation of Mr. Madhusudan Avala. He explained how MOP is contributing towards creating a better world in the decade and what shall be the focus of MOP in the coming years and what activities shall be developed and organized at NSO - Local level towards achieving the goals by the engagement of young mass. Around 468 participants joined the webinar. All were divided into 10 groups and were given opportunities to share their project ideas of the MOP programme for the coming years. Breakout group summary was presented along with the one-hour hard work of the team. Conference significantly accepted 9 recommendations. Mr. Dev Raj Ghimre of Nepal, convenor of the committee shared the recommendations. Mr. Ram Prasad Bhattarai, Project Lead, MoP Conference, delivered the welcome address in the closing

ceremony followed by Summary of virtual journey Ms.Venny, Core Team Member MoP. Gov. Dale Corvera, Mop Regional Decision Committee and Mr. Ahmed Rusdi, Chairmen of APR, made the conference memorable by their valuable remarks. BSG, India was proud to have MC - Mr. Benhur Mario Myrthong in the last of the conference. Ms. Rinky Tomar gave an impression as a participant. Launching of Badge for ten years of MoP celebration is another milestone for the movement & Mr. S Prasanna Shrivastava, Director, Organisational Development & MoP, explained about the Badge design and delivered the words of appreciation. Messenger of Peace Song/Dance created a significant joy on all the faces and everybody celebrated the last moments of the conference as the sweetest memory. ------------Mr. Subham Singh reports that, various NSOs including the Bharat Scouts and Guides representatives took part with complete enthusiasm and devotion in the APR MOP Conference. The programme began with the opening remarks by Mr. Yaz Sarona who was the day in-charge. After this, a brainstorming quiz was organized by Mr Syd Castillo, Director, Educational Methods, APR Support Centre. Interested questions related to Messengers of Peace was asked via Kahoot application. After the ice breaker, MoP success stories were presented by Scout Associations of Hongkong, Korea, Malaysia, Macau, Cambodia and Maldives, where they exemplarily showcased their achievements in the past decade. Later, Mr. Tom Chanin from World Bureau highlighted the key achievements of Global Messengers of Peace Initiatives and gave an evaluation of the 10-year MoP report. Mr. S. Prasanna, Director, Organizational Development and Messengers of Peace, APRSC also highlighted the key initiatives and a question-answer session was organized for the participants. A wonderful video presentation was also shown on the completion of ten years of MoP. PRE-CONFERENCE YOUNG WOMEN EVENT - 37TH WORLD CONFERENCE (WAGGGS), 2021 The Pre Conference Event for young women below 30 was attended by Indian Delegation young members (Ayantika Kundu, Dhruvi Patel, Nikita Sharma, Akshaya Sarojini, Jessica Mukhim, Shyamli Kulkarni, and Oorja Pawaskar) on 11th July 2021 from 11:30 am to 2:30 pm. The event was dedicated to learning and sharing about: v WAGGGS - governance and leadership structures v Youth engagement in global decision-making spaces v Motion 32 - Young Women research findings and recommendations v Advocating for youth engagement and leadership

All the young women from the Indian delegation participated with great interest and active involvement. Young women were divided into groups for deep and important discussions on several questions for decision-making and recommendations. Dhruvi Patel, on behalf of the Asia Pacific and Western Hemisphere region group, summarised and presented the recommendations to the main group. During the breakout room sessions, young girls got insights on their doubts about how the committees work, how governance positions are achieved - among which Ayantika asked and participated very actively, she represented all the important concerns related to our Member Organization.

QUALITY EDUCATION (SUSTAINABLEDEVELOPMENT GOAL NO -04 ) Odisha state Bharat Scouts & Guides have organized “Amma Pathasala” for every under privileged children, which is one of the best education platforms of SDG goal. Srikara Bhanja Open unit & Sidha Bhairabi Higher Secondary School of Ganjam District have undertaken the SDG 04. Plastic Tide Turner Challenge Odisha state Bharat Scouts & Guides have organized “Plastic Tide Turner Challenge” activities in the month of June at each corner of the state. They send messages to people how to collect & reuse plastic by doing plantation, cleaning home sites and also preparing leaflets, Plastic free bag by using paper, attending rally at different places. More than 411 uniform members have joined hand to hand to run this project.

FEED THE NEED (ZERO HUNGER) (SUSTAINABLE DEVELOPMENT GOAL NO -02) Odisha state Bharat Scouts & Guides have organised“Feed the Need” for every needy People at each corner of the districts all over Odisha, which is one of best food distribution platform of SDG goals. Bargaon ITI, Sundargarh, Sidhabhairabi Higher Secondary School, Ganjam, Ramachandrapur Primary school, Dhenkanal District have undertaken the SDG 02 and under this Guides, Rovers, Rangers and unit leaders have created awareness, prepared cooked food for needy people, Street animals,Birds and also distributed dry food, cooked food in different areas-. More than 2268 uniformed and non-uniformed members have joined hand to hand together and created awareness at different areas of each corner of the Districts.

NATIONAL EVENTS 7TH INTERNATIONAL DAY OF YOGA The Bharat Scouts and Guides celebrated IDY at Regional Level/State Level. Considering the Pandemic situation, BSG, NHQ has organizeda seven-day programme to celebrate 7th IDY. Competitions in Yoga, Online Essay Writing, Online Painting/Poster Making, Online Extempore/Elocution were held. 288 Cubs, Bulbuls, Scouts, Guides, Rovers, Rangers and Unit Leaders below 30 years registered for different competitions. Yoga competition was held in 03 levels. Level - 1 included uploading individual or group video of performing any Asana or B P six with the theme Yoga for healthy life. Out of 216 contestants 89 were selected for the level 2. Level 2 competition was held on regional level and the online competitions were held by all the 6 regions of BSG. Northern region also organized the regional round of the yoga competition, which was inaugurated by Ms. Vimla Meghwal, Vice President, BSG-India on 15th June 2021. Dr. K.P. Mishra, Vice President, BSGIndia and State Chief Commissioner, Odisha State inaugurated the regional competition within the Eastern Region.The North- East Regional Competition was inaugurated by Shri Chandrajit Saikia, National Advisor (Railway Affairs), BSG India & State Chief Commissioner, BSG N. F. Rly and Principal Chief Personnel Officer, N.F. Railway and central region’s yoga competition was inaugurated by Shri Paras Chandra Jain, State Chief Commissioner, Madhya Pradesh. Shri Manish Kumar Mehta, National Commissioner of Coordination (Headquarters) and State Commissioner of Scouts, Gujarat inaugurated the Western Regional Yoga Competition and the southern Region’s Yoga Competition was inaugurated by Dr. Harish L. Metha, National Commissioner of Growth & Resources (Headquarters) and State Commissioner of Scouts, Tamil Nadu. The Theme of the Level-2 - Regional Round was “I Love Yoga”. 18 contestants were selected through the regional round to National Level Competition which was the level-3 with theme “Yoga for well-being”. On 20th June while inaugurating the competition, Dr. K.P. Mishra, Vice President, BSG-India and State Chief Commissioner, Odisha State motivated the participants and viewers along all the members of BSG to continue yoga practice in their personal life for living a healthy and a happy society. Online Essay Writing competition was held on 18th June where 55 Scouts and Guides wrote an essay on the topic - “Research and Development of the Bharat Scouts and Guides in the Field of Yoga”. The competition was inaugurated by Mrs. Amelia Swer, International Commissioner (G) and State Secretary, Meghalaya. Online Painting/Poster Making competition was conducted on 19th June where60 Scouts and Guides participated on the theme“Yoga and it’s benefits in the development of a Human”,which was inaugurated by Shri Shyamal Kumar Biswas, National Commissioner of Scouts (Adult Resources) and State Commissioner of Scouts, West Bengal.

Online Extempore/Elocution Competitionwas organized on 20th June where18 Scouts and Guides shared their views on the topic “Contribution of Yoga in the field of Research and Science”. Shri Manish Kumar Mehta, National Commissioner of Coordination (Headquarters) and State Commissioner of Scouts, Gujarat in his inaugural speechboosted the spirit of many young people. Seven -day celebration of 07th International day of yoga came to an end on 21st June with a Webinar on the topic “The advantages of yoga in elevating mental health”. The programme was inaugurated by Shri Shripad Yesso Naik, Minister of State (Independent Charge), Ministry of AYUSH, Govt. of India.In his speech, he appreciated the work of BSG and appealed to all young people to practice Yoga in their daily life. The head of the Scout and Guide Fraternity in India Dr. Anil Kumar Jain, President of BSG and member of Rajya Sabha blessed the participants and told the importance of “Dinacharya and Ritucharya” to be practiced for a healthy life. Dr. Nutan Pakhare, Founder - AYG Academy, Mumbai was the resource speaker of the webinar. Invited guests, office bearers of BSG including professionals and state officials attended the webinar. The results of various competitions held on the occasion were announced in the webinar. The programme was conducted by Shri Analendra Sarma, Assistant Director, N.E. Region under the supervision of the Jt. Director of Guides Ms. Darshana Pawaskar. The support and cooperation of the invited staff members from different states and yoga experts from various institutions, members of the National Youth Committee and all the Assistant Directors, regional Staff, IT Team of NHQ is behind the success of the event.

TRAINER’S CORNER ESSENTIAL CHARACTERISTICS OF SCOUTING : SCOUT METHOD ---- 5. ADULT SUPPORT Scout Method is an interdependent group of seven elements with focus on Law and Promise. The purpose of Scout Movement is to contribute to the development of young people in achieving their full physical, intellectual, emotional, social and spiritual potentials as individuals, as responsible citizens. In scouting our concern is about the young people and we expect them to grow as individuals. Young people get trained in this direction adhering to scouting Law and Promise. They need the support of the adults for different purposes. Young people need to know about scouting and its programme i.e. self-education which will help in their development. They need to share life-experiences with others. In the process of acquainting with the scouting, they have to trust experienced persons for suggestions and information. Once the programme of activities is in progress, they need to know whether their approach is right or not. To meet the above needs, young people need the support of adults. In Scouting, adults are: v young leaders delivering the youth programme v Volunteers v Professional staff. Adult`s role is to support the young people in partnership with them. Partnership involves sharing of thoughts and empowering the young people to go ahead with the Scouting. To make it clear, as an adult in a scout troop, the unit leader or the scout master should allow the young people to be independent to use their own thoughts in planning their programme, consulting among themselves. The adult is an observer and an adviser. The very idea of Scouting is to empower young people to make decisions wherever possible and to contribute to the leadership process. Court of Honour stands as an example with Scoutmaster in the background. It does not matter if the young make mistakes. Adults are there to support, guide, mentor and facilitate life- experiences. In essence, adults reinforce the youth-led, adult-supported nature of the programme. Hence Adult`s support is required to the youth to create learning opportunities so that they turn them into meaningful experiences. For example, young people like to spend out-doors for an activity. Adult extends support in planning for a camp, giving them the various aspects of camping. Adult`s support can be extended to the youth in four ways:

Adults provide support in the self-educational development of the young people. Self – Education includes1. Self- reliance i.e. making their own decisions. 2. Self- governing i.e. giving them responsibility to carry out their activities. Working in Patrols, Patrolin-council and Court-of-Honour provide situations for self-governing. 3. Self-learning i.e. desire to learn by himself. B.P. mentions `The method of instruction in Scouting is that of creating in the boy the desire to learn for himself`. Emotional Support: This type of support is associated with sharing life-experiences. Adult should set an example by living up to the Law and Promise. Young people are impressed by the leader because of his age, knowledge and experience. If the leader is dynamic, so will be the young. It involves the provision of empathy, devotion, trust and caring towards the young. Informational support: It involves the provision of advice, suggestions and information that young people need. For example, young people may need details of P.M. Shield Competition or UpaRashtrapathi award competition. Adult shares the required information. Appraisal Support: It involves the self-evaluation or feed back whether the young people are taking activities following the organizational values and it will be help the youth to get corrected.

In this context, it is to be mentioned that The Bharat Scouts and Guides in its amended rules, laid stress on Adult Support and gave provision for Training Counsellors, HWB holders, Badge Instructors and Badge Examiners to be the office bearers of the District Association and Local Association to support Youth Program. There will be one training counselor for 15 to 20 units. The Training Counsellors, who are preferably HWBs in the appropriate section, will give personal support, self-training, informal training to the unit leaders of the area. They advise, aid and help in the activities of the Units in the area. They will help the unit leaders for their personal development. Similarly Badge Instructors and Badge Examiners can be anyone with expertise in the subject, in accordance with the provisions of APRO. Furthermore, the BSG has been inviting many celebrities to be our members. These types of provisions will not only strengthen the quality but also increase wellwishers of the movement and motivate more youth to join BSG. As the Founder stated, `To get a hold on boys, you must be their friend`. Adults have to come out of the thinking that they are class room teachers and scouting is an informal education where adults work with them by guiding them where needed and allow them to be independent in creating their own thoughts, as their thoughts will seek the future. Before concluding, it is worth to hear what Kahlil Gibran, the Lebanese author and the poet said in `The Prophet`: `You may give them your love, but not your thoughts, For they have their own thoughts, You may house their bodies, but not their souls Because their souls dwell in the house of tomorrow, Seek not to make them like you, for life goes not backward Nor tarries with yesterday.`

The registered and active members are the key persons who run the organization smoothly and effectively with its mission and vision. Along with that, all the organizations want to sustain and grow further with their membership in this competitive world. Forth at, an organization must develop its membership recruitment and retention plan and policy to implement and follow it continuously. The organizational activities and programmes must be done based on these two things. In the changing environment, membership of organizations needs to undergo digital transformation and create new ways to engage and interact with the next generation. In short, they need to stay relevant to succeed in today’s climate. The youth play a vital role in society as well as in an organization. They are like the backbone of the country and its future. Participation of youth in an organization has many advantages for the youth themselves and the entire community. Of course, the most obvious advantage of membership is that youth organizations provide young people a forum to effectively deal with an issue related to youth. Like other volunteer and youth organizations, the Bharat Scouts and Guides in India also give sits incredible and spontaneous contribution towards the youth of the nation. Scouting in India aims to create better citizens, a better community, and a better India through providing youth a value-based and challenging youth program, through competent leaders, effective communication, optimum use of technology, and efficient management. The Bharat Scouts and Guides in India focuses on the 360-degree development of youth in terms of spiritual, moral, social, cultural, mental, and physical, by engaging them in various programs like- social services, awareness, fitness, training, adventure, spiritual, career counselling, skill development, etc. It works to engage the youth and their talent for individual and organizational growth through qualitative youth membership, their development, and retention which will have greater impact worldwide. BSG-India is involved in many aspects of youth and offers opportunities for leadership development and guidance for both education and career. Being part of this organization, youth can gain leadership skills, interpersonal skills, the ability to think critically and solve problems, the assumption of personal and group responsibility and a close-knit peer group and it sends a positive message to youth throughout the community. Involvement with this organization will allow the participant to add the network with other scouting people in India and across the globe with their scouting practice, voluntary activities for the society and also individual overall development.

The theme of this year is “Share Facts on Drugs, Save Lives”. The North East Regional Headquarters of BSG-India observed the International Day against Drug Abuse and Illicit Trafficking by organizing a webinar on 26thJune 2021 for the young people above 13 years of age and it was open to non-scouts and guides too. The purpose of the Webinar is to inform and orient the scouts/guides/rovers/rangers/unit leaders and the communities that Drug dependence is a disease, not a crime. The real criminals are the drug traffickers. Unless we reduce the demand for illicit drugs, we can never fully tackle cultivation, production, or trafficking. Governments have a responsibility to counteract both drug trafficking and drug abuse, but communities can also make a major contribution. To succeed against Drug abuse and illicit trafficking, we can reinforce our commitment to the basic principles of health and human rights, shared responsibility, a balanced approach to reducing supply and demand, and universal access to prevention, treatment, and support.
