The Bharat Scouts and Guides has taken number of initiatives during the covid pandemic since March, 2020. We have kept our members busy in service of the community by creating mask bank, supporting sanitization of examination centres for students, health awareness programmes etc. We also made efforts to create awareness on vaccination of all eligible people. Now Honourable Prime Minister has announced vaccination of youth in the age of 15-18 years. We should promote awareness among young people to get vaccinated.

We should participate in all events promoted by Govt. of India to create patriotism among our youth. Our Prime Minister announced that 26th December will be observed as "Vir Bal Diwas" in memory of the Martyrdom of 2 youngest children of Guru Gobind Singhji. We need to get inspiration from our heritage and go forward to contribute to nation building.

The very objective of this movement is to train the youth to be responsible and efficient citizens. Our country which is known for unity in diversity is a global village with people from all over the world staying with us happily and peacefully. As our youth are the nation builders, they should respect the Constitution and should create awareness among the public about the provisions of the Constitution. Every citizen should know the fundamental rights provided by our Constitution and should demonstrate responsible citizenship at all the times.

Let us pay tribute to who sacrificed their lives in freedom struggle of our country with due solemnity on Martyrs’ Day which falls on January, 30. Members of the scout movement all over the world observe 22nd February every year as World Thinking Day to mark the birth day of the founder of the movement. It’s a day of international friendship and a time to stand up for causes that could improve the lives of girls around the globe. In 2022, the theme is “Our World, Our Equal Future: The Environment and Gender Equality”. I appeal to the state associations to organise activities related to the above theme and motivate the members as well as well-wishers to contribute liberally for World Thinking Day Fund.

lEiknd dh dye ls It is decided that the 18th National Scout Guide Jamboree will be hosted by the Rajasthan State. The proposed site is Singari, a village in Rohat Tehsil of Pali district. Recently I have preliminarily visited the site along with Officials of Rajasthan government and officials of Rajasthan State association. Singari is a village just 1 km from Rohat Railway Station. Jodhpur is a nearby city. I place on record my appreciation to the officials for sharing their views with us in organizing the Jamboree.

It is again a matter of serious concern about the rapid spread of Omicron variant. It is learnt that many states including Delhi have been suffering from rapidly growing cases. In view of this, the educational institutions are again choosing the digital platform for completing the lessons. Children from 15 to 18 years are getting vaccinated. Our rovers and rangers who have not been vaccinated so far should get vaccinated to prevent the spread of Corona.

INTERNATIONAL EVENTS 10TH ASIA-PACIFIC REGIONAL SCOUT YOUTH FORUM 1st Off-Plenary session of the 10th Asia-Pacific Regional Youth Forum will held from 09th to 13th February, 2022. WHAT IS APRSYF? The Asia-Pacific Regional Scout Youth Forum provides an opportunity for the Region to discuss, think about, and vote on the future of Scouting in the Region. By providing a place for all Scouts to express their views to help, nurture and shape the leaders of tomorrow, this platform will help strengthen the decision-making process by raising awareness of issues and solving them. KEY PROGRESS INDICATORS (KPI) The three objectives are 1. Ensure greater Youth Involvement in NSO decision making bodies at all levels. 2. Support NSOs to increase Scout membership by better reflecting the youth composition of local communities and society. 3. Increase the effectiveness of Youth Programme in NSOs by supporting the implementation of world and regional policies, programmes, events, initiatives, frameworks and platforms. Shri P.G.R. NATIONAL EVENTS NATIONAL YOUTH DAY AS “NATIONAL YOUTH FEST 2022” “A brave, frank, clean- hearted, courageous and aspiring youth is the only foundation on which the future nation can be built” – Swami Vivekananda. The Celebration of the National Youth Day is to bring awareness among the people and youth of India. And the purpose behind celebrating it is to spread awareness amongst the youth about the vision of a great Indian Philosopher, Swami Vivekananda, his ideals and ways in which they can contribute towards the development of our country. He asked the youth of India to organize for nationbuilding and take various initiatives for India. Bharat Scouts and Guides, India has organized a virtual celebration of National Youth Day as “National Youth Fest 2022” on 12th January 2022 in which more than 500 young people took part via Zoom and through the official YouTube Channel of BSG. The programme started with BSG Prayer. Ms. Ayantika Kundu, former Co-Chair of the National Youth Committee of BSG presented the Welcome Address in which she highlighted the major achievements of the Bharat Scouts and Guides with the support of the young people and thus welcomed the Chief Guest Mr. Nirmal Panwar, State Commissioner for Rovers, Rajasthan State Bharat Scouts and Guides and the other dignitaries. After the Welcome Address, the entire fraternity of BSG paid a humble tribute to Swami Vivekananda. The Chief Guest virtually inaugurated the event and blessed the participants. He highlighted the ethics of Swami Vivekananda and reminded audience about Swamiji’s Speech at Chicago – “Youth is the power of the Nation.” He expected the young people to be physically fit, mentally strong and should have good confidence in themselves. Mr. Ritesh Agarwal, Regional Youth Representative of Asia Pacific Region interacted with the young people through a live Quiz on Swami Vivekananda

through Kahoot in which Shivam from Haryana secured first position. It was a very interesting and interactive session taken by him. A video of the implementation of “The Tide Turners Plastic Challenge” was presented in which the youth of the Bharat Scouts and Guides played an active role. It is a global youth movement to fight plastic pollution around the world. It is designed to inspire young adults to reflect upon their plastic consumption, discover solutions to reduce this consumption, and lead change in their homes, communities, institutions and offices. Patanjali Yogpeeth and National Yogasana sports Federation, supported by Ministry of AYUSH, Govt. of India has organized “750 million Suryanamaskar” Project where yoga enthusiasts from across the world are invited to perform a total of over 750 million Suryanamaskars. This initiative is a part of the celebrations under Azadi Ka Amrit Mahotsav and aims to highlight our heritage of yoga on the occasion of 75th anniversary of Independence. As a part of this initiative, live demonstration of Surya Namaskar was shown by Team Yoga With BSG in which the 12 basic asanas of Suryanamaskar were demonstrated to the participants to make them learn about the poses. On the initiative of Ministry of Youth Affairs & Sports, Govt. of India for the launch of Clean India Project, National Headquarters of the Bharat Scouts and Guides has organized Clean India Project starting from Unit, District, State and National levels. Cleaning of Statues, ponds, rivers, railway tracks, etc. were the primary targets of young people who amidst this covid pandemic became the frontline warriors in not only fighting covid 19 but also initiating these initiatives of the Bharat Scouts and Guides for creating a better world and for bringing a change. A glimpse of the implementation of the initiative by the members of the Bharat Scouts and Guides was shown in the form of a video. A speech on “Vision of Swami Vivekananda in context to Youth in building the Nation” was delivered by Dr. Arunabha Ghosh, Assistant Professor of Sukanta College. In his speech he addressed the youth as quoted from Swami ji - “This wonderful period of the first state of your life is related to you as the soft wet clay in the hands of a potter. Skilfully the potter gives it the right and correct shapes and forms, which he intends to give. You can wisely mould your life, character, physical health and strength; you make up your mind to do in any way.” He also stated that Youth empowerment is an attitudinal, structural, and cultural process whereby young people gain the ability, authority, and agency to make decisions and implement change in their own lives and in the lives of other people, including youth and adults. His speech was well appreciated by the audience.

Bharat Scouts and Guides, National Headquarters has provided young people with the opportunities to expose themselves at various National and International events and to raise the Indian and BSG Flag high both online and offline. In connection with National Youth Fest 2022 celebration of the youth for their achievements in the year 2021-22 took place in which contribution and active participation of young people in major events was showcased and highlighted. Six young people – Mainu Sharma from North East Region, Shivani Gupta from Northern Region, Pradhuman Raj from Central Region, Eshwari Vikas from Western Region, B Pratik from Eastern Region and Bharathi B from Southern Regionspoke on the theme “Saksham Yuva, SashaktYuva” and gave their ideologies and views. Later a Cultural Presentation highlighting the essence of cultural diversity of India was showcased through a video. Mr. Amar B. Chettri, Joint Director of Scouts (Programme & Training) of BSG addressed the gathering, gave the audience National Youth Day greetings and congratulated the young team of the Bharat Scouts and Guides for executing the event so well. He also enlightened the gathering by highlighting the theme of the day – “Saksham Yuva – SashaktYuva.” He congratuated the participants quoting Swami Vivekananda–“Youth is the building block of the country and takes it to the pathway of success”. Dr. Raj Kumar Kaushik, Director of BSG gave the closing remarks by speaking the ideologies of Swami Vivekananda and enthused the young people to look towards the positive side of everything and encourage the reality of every aspect and congratulated the young people for all their tireless efforts in making the event a grand success. Vote of thanks was proposed by Mr. Ritesh Agarwal where he thanked every single individual who contributed for the success of the event. The Youth Fest ended with National Anthem. Chettri, Joint Director of Scouts (Programme & Training) and Workshop Coordinator. 72 Participants from 13 State Associations of the Bharat Scouts and Guides participated with full enthusiasm and devotion. The workshop had an adventurous schedule for the participants as they had a short educational tour. After rouse, participants were taken to Rajendra Giri, the second largest peak of Madhya Pradesh. Historical importance of the place was explained by Mr. Rajan Thakur. The participants assembled for an educational tour to Gupta Mahadev Temple and Chauragarh by trekking through the jungle. It was a thrilling and a learning opportunity for all the participants. While travelling, they collected plastic waste as a Plastic Tide Turner Hero. Ethnic Fashion Show was held as Campfire. Messenger of Peace modules and Scouts4SDGs were introduced to the participants. Introduction to Messengers of Peace Initiative was taken by Mr. Amar B Chettri, NSO MoP Coordinator. After the introduction, five MoP Stations – Ale le Song, What Peace means to me, Networking Game, Story Telling and Creating account on www.scout.org were led by the five moderators – Mrs. Shalini Jain, Mr. Shubham Singh, Mr. Ritesh Agarwal, Ms. Priyanka Prajapat and Mr. Karthik Ramachandran under the supervision of Mr. Madhusudan Avala. 4SDGs introduction and Patrimonito Badge was taken by Mr. Madhusudan Avala, and SDG Hub was introduced to the participants. SDG Stations were set in which the participants the 17 SDGs which were facilitated by the moderators. Participants of the workshop participated in the Grand Campfire organized by the participants of NAI and presented the Culture of India. The participants attended Shram Daan at NTC. They were introduced to the Better World Framework by Mr. Madhusudan Avala and Mr. Ritesh Agarwal. Then, the participants were asked to make an action plan on which they can work for the Scouts of the World Award. They presented their action plan in a befitting manner. Scout Donation Platform was introduced to the participants by Mr. Madhusudan Avala and the participants were given an assignment to upload a Project on the Scout Donation Platform. Scouts Talk was held in the grand campfire where one representative from each state shared their scouting activities undertaken for the past two years.

Under this initiative, The Bharat Scouts and Guides, National Headquarters has organized an educational webinar on - 750 Millions Suryanamaskar Project as a part of Azadi Ka Amrit Mahotsav virtually. 750 million Surya Namaskar challenge, under the ministry is being conducted by ICCR in collaboration with National Yogasana Sports Federation supported by the Ministry of Ayush, Govt. of India from 1st January to 20th February 2022.The Bharat scouts and Guides planned to promote and help its young people to regain their fitness during the pandemic situation, have joined hands with this great initiative to be a part of this wonderful initiative. January,16, 2022 marks the launch date of 750 millions suryanamaskar in The Bharat Scouts and Guides, India. On this auspicious occasion, Shri Amar B. Chettri, Joint Director of Scouts (Programme and Training) addressed the gathering and presented a heartfelt welcome to all the dignitaries and the viewers present. He encouraged all the youths to take part in this great initiative and also continue this activity in order to make this programme a successful one. The programme was inaugurated by Dr. Navdeep Joshi, Founder of Navyoga Gram, SFC Member, CCRYN, Ayush, Ministry of Ayush, Government of India, Chairman, YOGA SPORT ASSOCIATION (INDIA), Asst. Prof. in yoga Dept., Shri Lal Bahadur Shastri National Sanskrit University, Yoga Awardee in 2013 by International Naturopathy Organanisation- Yogacharya of the year 2014 by Bharat Nirman - Specially invited member in the committee of International Yoga Festival 2018 at Rishikesh, organized by the Ministry of Tourism, Govt. of Uttarakhand. He also conducts YOGA Naturopathy talk in T.V. channels like DD news, News Nation, Sadhana, India News, Aaj Tak, All India Radio, Himalayan News, Satyavani, Suderson News etc. He gave an excellent speech on Suryanamaskar and its benefits. He also gave information about Azadi Ka Amrit Mahotsav. His presence made a difference in our programme as all the young minds were deeply moved by his warm gesture and informative words.

Rashmi Kumari from Jharkhand yoga instructor gave a live demonstration of Suryanamaskar step by step which would help the youths to perform the Suryanamaskar in the correct manner. She also briefed about the pros and cons of performing this yoga asana and how effective it is in our daily hectic life. Next a video on Azadi Ka Amrit Mahotsav was played which gave the information about the competition organised by the Government of India. Mr. Rajkumar Kaushik, Director of Bharat Scouts and Guides India in his blessings to all the participants promised to achieve 700 millions Suryanamaskar from BSG. He also promised that BSG will help to attain this target of 750 million Suryanamaskar. Sweety Sha from West Bengal proposed Vote of thanks. She thanked everyone for taking part in this wonderful carnival trying to achieve 750 million suryanamaskar. The programme ended with the National Anthem. Shri Bablu Goswami, ROC (S)/ I/c Assistant Director Eastern Region was the Leader of the programme. “MY RIGHTS AND ME AS A LEADER” The Bharat Scouts and Guides, National Headquarters, New Delhi conducted a seminar on “MY RIGHTS AND ME AS A LEADER” from 20th – 24th December 2021 for the girls and young women under “HER WORLD, HER VOICE” (UPS) project. The seminar focused on the “LEGAL CONSTITUTIONAL RIGHTS” participants from 16 different states participated and trained as MASTER TRAINERS to implement the seminar’s learning in their regions. Seminar began with an opening ceremony in presence and motivational words from THE DIRECTOR OF THE BHARAT SCOUTS AND GUIDES, MR. RAJ KUMAR KAUSHIK. The seminar took off with digital learning, Rights V/S Responsibilities, Women Empowerment Session “The Power that law gives you” by MR. AMITAYUSH PRIYADARSHI and visiting NATIONAL LEGAL SERVICE AUTHORITY HEADQUARTERS IN SUPREME COURT, NEW DELHI and learning NALSA’s work culture by “MR. ASHOK KUMAR JAIN, MEMBERS SECRETARY OF NALSA”. Everyone deep-dived into Creating Advocacy Campaigns for girls and young women taken by Ms. Darshana Paswakar, Joint Director of Guides. NATIONAL TRAINING CENTRE, PACHAMRHI ASSISTANT LEADER TRAINERS (SCOUT WING) COURSE The Course for Assistant Leader Trainers (Scout Wing) was conducted at National Training Centre, Pachmarhi from 4th to 10th Dec, 67 candidates from 18 states including 2 from Bangladesh Scouts Association completed the common successfully. There were 5 trainees from cub section, 7 from Rover Section and 55 from scout section. As the participants were large in number, two troops with participants of the scout section and a cub pack with all cub trainees were created to run the course effectively. Demonstrations of all the sectional programmes, ceremonies and games kept the trainees busy in revising their knowledge and skills. All training methods and techniques were demonstrated to adopt the most appropriate training method. Various learning situations were created. The skills related to youth programmes upto Tritiya sopan and Chaturth Charan were reviewed through STAs and projects. The course was led by Shri Krishnaswamy R., Executive Director and I/c DDSLT alongwith invited staff members. 59TH ASSISTANT LEADER TRAINERS (G) COURSE The 59th ALT (G) course was conducted at NTC, Pachmarhi from 4th to 10th December, 2021 with participants from Chhattisgarh, Gujarat, Jammu and Kashmir, Kerala, Karnataka, Madhya Pradesh, Maharashtra, NVS, Odisha, Rajasthan, Tamilnadu, Uttar Pradesh, Uttarakhand and West Bengal States (14 States) 65 participants and staff from Delhi, Maharashtra, KVS, Chhattisgarh, Karnataka, Odisha and Uttar Pradesh. In total there were 73 members.

Dr. Savita Chib, Field Station Manager National Centre for Biological Science, Pachmarhi was the Chief Guest in Grand Campfire. The Cultural progamme was appreciated by all. Activities such as Rappling, Rock climbing, Valley crossing, Obstacles crossing, Sky cycling, Zip Line, Rfile shooting, Archery, Horse riding and Boating were organised during the programme. All the participants enjoyed the trekking to Bison Lodge, Pachmarhi Garden, Jatashankar, Rajendra Giri, Lot Shrung, Pandav Cave, Bee Fall, Mahadave & Chouragarh etc. The activity of Free Being Me & UReport session was also organised during the programme. NATIONAL ADVENTURE INSTITUTE, SNOW VIEW, KURSEONG DARJEELING, WEST BENGAL 12th National Adventure Programme from 30th December, 2021 to 03rd January, 2022 119 young people from Chhattisgarh, Kerala, Maharashtra, Madhya Pradesh, North Western Railway, Punjab and Rajasthan participated. During the programme, participants visited different places like HMI Darjeeling, where they did activities like Obstacle Crossing, visit to the zoo and historical museum which described the life of a mountaineer and their belongings who made history. Trek to Eagle Crag, Dow Hill Forest and Netaji Subhash Chandra Bose Museumand they all enjoyed. Shri Ezaz Ahmed, IAS, Sub- Divisional Officer, Kurseong was the chief guest for the New Year Celebration on 31st December, 2021. Participants presented cultural programmes of their states in their cultural dress. Shri Bishnu Prasad Baghai, Member of Legislative assembly, Kurseong, West Bengal visited the National Adventure Institute, Kurseong on 2nd January, 2022. Different cultural programmes were presented by the participants. In his blessings he shared his life history. He started his career as a news reporter and now a Member of Legislative assembly, Kurseong West Bengal. He discussed about the addiction- like narcotics, alcohol tobacco etc. in which youth are involved and destroying their future. Group Captain Shri Jai Kishan, Principal, Himalayan Mountaineering Institute visited the institute with his staff. Cultural programme was presented by the participants.

13th National Adventure Programme from 10TH to 14th January, 2022 17 participants from Eastern Railway and Rajasthan. During the programme, participants visited different places like Darjeeling Market, Chowrasta, Trek to Eagle Crag, Dow Hill forest and Netaji Subhash Chandra Bose Museum. As per government orders all the tourist places including HMI was closed they did not visit to HMI but was lucky enough to enjoy snow fall on the way. Backwoodsman cooking was organized for the participants. In the camp both scout and non scout were participating. So in each group we added both scout and non scouts so the non scout members come to know about scouting as the motto of our institute is adventure with scouting. Daily morning at flag a small session was taken by the Leader of the programme regarding scout guide sign, salute, motto, flag song Prayer song, Colour of both National and BSG Flag other information about the organization. Activities like Archery and rifle shooting was also performed in the camp site. Smt. Surekha Shrivastava, Dy. Director, with the assistance of Mr. Vivek Kumar Das, Jr. Instructor, along with invited staff members conducted the programme.

REGIONAL EVENTS EASTERN REGION REGIONAL LEVEL WORKSHOP ON TIDE TURNER PLASTIC CHALLENGE The birth anniversary of Swami Vivekananda, a philosopher and an Indian Hindu monk is celebrated as National Youth Day. To enlighten the youth with an aim, The Bharat Scouts and Guides had conducted a webinar on Tide Turner Plastic Challenge: Hero Level on 12th January 2022 from 11:00 am 12:40 pm, via Zoom. The host for the webinar was Deepanjali Pramanik with her co-host Sarika Sharma. The webinar started with a general salute given by all the participating members of the webinar. After the BS&G prayer, the welcome address was given by S.S. Ray(Assistant Director). The webinar was inaugurated by Sri Krishnaswamy R. (Executive Director). Also, the result of the national level virtual competition on the substitute for plastic and poster making competition held on 21st and 22nd December 2021 was announced. The key points and the impact of the programme were discussed by Smt. Darshana Pawaskar, Joint Director of Guides (Programme and Training). She explained that advocacy is needed for changing the rule and bringing change in the community for betterment. She also explained how India can be plastic-free, pollution-free and how the impact of cleanliness in the environment can be by interacting with the participants. She discussed Challenge 01 Awareness and Challenge 02 Action and Challenge 03 Advocacy. She cleared the doubts of the participants. Some participants questioned regarding how to complete Champion Level Hierarchy of the Programme. Glimpses of the Tide Turner Challenge were also shown during the webinar followed by a virtual pledge wall. After the virtual pledge taken by Deepanjali Pramanik, Shri Raj Kumar Kaushik, Director Bharat Scouts and Guides gave his blessings by quoting Swami Vivekananda which could be applied in day- to-day life. One of such quotes was “Talk to yourself once a day, you may be talking to so many people but if you talk to yourself in a day, you’ll meet the intelligent person in life”. So, his words are very effective and motivational for the youths of India. Himanshi Tomar proposed vote of thanks and the webinar ended with the National Anthem. CELEBRATION OF NATIONAL YOUTH DAY EASTERN RAILWAY Kanchrapara District Association of Eastern Railway Bharat Scouts and Guides observed its 1st Anniversary of the District Training Centre on 12th January 2022 on the occasion of National Youth Day virtually. JAMMU AND KASHMIR To mark the birth celebrations of the great Indian Spiritual Leader and Social Reformer, Swami Vivekananda, the Bharat Scouts and Guides Distt Udhampur paid rich tributes in an
Mineesh Gulati Chairman & Principal Happy Model Foundation presided over the function. The guests lighted the holy lamp and paid floral tributes. Ashok Kumar in his message to the youth urged to carry forward the principles, values and Indian legacy with full devotion and confidence. Everyone spoke on the life of Swamiji and how it affected them in their personal lives. Dr. Bikram Gulati, Commissioner Rovers, administered an oath for the youth on the auspicious occasion. leadership of Mr. Syed Jahangir Hobib, SOC(S) and Mrs. Champa Nag, SOC (G). During the testing Camp, participants were tested for theoretical and practical skills like Pioneering, Camp craft, Mapping, First Aid, Estimation, Community Development and Service Projects, etc
HARYANA In order to celebrate AZADI KA AMRIT MAHAVOTSAV AND FIT INDIA FREEDOM RUN Movement and also to strengthen the activities through Adventure in the State, a Winter Adventure camp cum Fit India Trekking programme was physically organised at State Training Centre, Taradevi from 22nd to 25th December, 2021 in which 117 Scouts and Rovers participated. Through Service campaign. Rovers did a GOODTURN by cleaning the entire surrounding of Hostel and HWB Sites of Training centre at TARADEVI ,which was laying un-attending for
State and Central Government as well as months A Tree plantation drive was also National Headquarters with a participation of 78 organised by planting more than 85 trees of Guides, 64 Rovers and 16 Rangers under the Devdar, Indain Oak and Chinar at the training

Our gratitude and appreciation to Mr. Thakur for the Good Turn to the Centre and also to serve the Mother Nature and environment Cooking with minimum utensils was also organized to train Scouts in backwoodsmen cooking, Scout thoroughly enjoyed the activity and learn how to prepare Chapati and vegetables with out utensils. This was really a new life time experience for the scouts .Hiking and Trekking to Shri Taradevi temple and Shiv Mandir through zig- zag treks , crossing the dense forest, Daily Camp Fire and display of talents through skits on various social issues and dhamal dances by the scouts were the centre of attraction to one and all. Mr. Sharma, Block Education Officer, Julana lighting the Ceremonial camp fire on the occasion of the grand camp fire by participants. The camp was conducted under the leadership of Shri L.S. Verma, STC and ably assisted by Scouts, Guides members of training team.

ON NATIONAL YOUTH DAY The inspiration behind the National Youth Day is the biggest youth icon ever, Swami Vivekanand. His birthdy, 12 January is celebrated as the National Youth Day since 1982. In his 14 years of public life he filled the country with a thought whose energy is still felt. His thoughts inspires libeation from inertia. The ideology of Swami Vivekanand imbibed a sense of confidence among Indians and multifolded the desire of independence among Indians especially western educated youth. He always emphasised on the capabilities of the youth and wanted the youth to train itself to serve the humanity. He wanted that youth must have “Muscles of Iron and Nerves of Steel“. He stressed on the need of giving back and how to become better person. His iconic thoughts about self belief like, ”The greatest religion is to be true to your own nature- have faith in yourself“ and “Have infinite patienne and success is yours“ can transform any person having torn confidence . We can easily interpret that all these thoughts fit very well in the desired qualities of a good Scout. His thoughts are timeless guiding beacons for any human particulary youth. The youth day is dedicated to the youth and much is being done at national and global level to develop, empower and enagage the youth at all levels. As per the youth policy of our country youth is the person in the age group of 15-29 years and it comprise about 28% of the population and contributes around 34% of the GDP !!! Scouting is a movement of young people, supported by adults so it is inevitable to involve the youth at all levels of participation and decision making. The Youth Programme is the central element of Scouting, the vehicle through which the purpose of Scouting is achieved. Its youth policy emphasizes the importance of creating a collaborative environment, where both young people and adults share knowledge and skills naturally and harmoniously.The Youth Involvement in the Youth Policy of Scouts is an impotant tool to empower the youth in our organisation. Ÿ Youth involvement keeps the organisation parallel to the needs of the youth. Ÿ Youth involvement improves the spirit, belongingness and love towards the organisation.
What is Youth Involvement Ÿ Youth Voice: Is any expression i.e. verbal, written, visual, body language, or actions of any young person anywhere, at any time. Youth Voice does not require adult approval or acceptance. Ÿ Youth Empowerment: Is the attitudinal, structural, and cultural process whereby youth gain the ability, authority and agency to make decisions and implement change in their own/ others’ lives. Ÿ Youth Engagement: Is the meaningful participation and sustained involvement of young people in an action in which they use their time, intelligence, talents, skills and abilities for making a positive change in their own/ others’ lives. Ÿ Youth Involvement: Is a capacity-building process, based on enabling young people to actively share responsibility with adults for making decisions that affect their own / others’ lives. Ÿ Youth Participation: Is a process that ensures young people are consulted and given the opportunity to contribute to the decisions that affect their lives. LEVELS OF YOUTH INVOLVEMENT Unit Level Ÿ Applying the Patrol system/ Offering a Leadership / Ensuring involvement in decision-making. Ÿ Organizational Level Ÿ NSO should involve youth in decision-making through Youth Representation at all levels. Ÿ World Scouting should involve youth in all areas of Governance and Execution. Ÿ Community Level Ÿ Help in development of Active Global Citizens for the community. Ÿ Help in development of young people to be the Positive Agents of Change in their communities. The above aspects of of Youth Program emphaise on the active involvement of the youth in the organisation. On the youth day all of us must realise the importance of youth involvment at all levels. Let us pay tribute to Swami Vivekanand by recalling his yet another golden thought- “Strengh is life- weakness is death; Expansion is life- contraction is death; Love is life- hatred is death“.

TRAINER’S CORNER SCOUT LAW AND PROMISE - RELATED TO THE IDEA OF SERVICE AND LOVE The Scout Promise and Law are unique in the world. If they are followed in thought, word and deed, life will be meaningful. The Promise and Law are summarised in three categories, namely, Duty to God, Duty to Others and Duty to Self. An understanding of these three will give us ideas for implementation. Duty to God is defined as "Adherence to spiritual principles, loyalty to the religion that expresses them, and acceptance of the duties resulting there from.” It is indicative of the relationship of the individual to the Spiritual Life. Spiritual life means having a state of connection to God. Scout movement expects all members to have faith in God or Dharma. In other words, the membership in the Scout Movement is denied for the atheists and agnostics. It is believed that all living or non-living things are the creation of God. God has no discrimination while creating the human beings. In His view all are equal. It is we, who identify the fellow human beings on the basis of caste, culture, religion or region and so on. Then all the human beings are to be loved equal. This sense of equality of all without discrimination of any kind is to be strongly put in the minds of young people. When this idea of universal love is developed, it paves the way for friendliness and world brotherhood. Friendliness develops love and World brotherhood leads to world peace and peace leads to happiness to all. We have to express our gratitude to God at every stage. In Scouting, our prayer `Dayaakar Daan` composed by Veer Dev Veer is an appeal to God to give us all the values like devotion, purity of the soul etc. Uttering prayer before a meal is offering the food to God before we take. The All Faith Prayer of The Bharat Scouts and Guides concludes with a sloka “Sarve Bhavantu Sukhinah…” is a most beautiful verse which meant “May all be happy; May all be free from infirmities; May all see good; May none partake suffering,” illustrating the whole idea of ‘well-being of all`. Similarly, Nature is part of God`s creation. Protecting the creation of God is the real duty to God. Love of nature, Love of animals, birds, insects etc, afforestation, tree plantation and protection of environment and understanding bio diversity are part of duty to God which in turn are a great service to the humanity. This approach correlates to the Sustainable Development Goal 10 of United Nations. In order to implement the Scout Law, Leaders can guide our scouts and guides to maintain acheck list in a note book listing out all nine points of Law: 1. Am I trustworthy? 2. Am I loyal? 3. Am I friendly to all and a brother to every other scout?

4. Am I courteous? 5. Am I a friend to animals and do I love nature? 6. Am I disciplined and do I help protect public property? 7. Am I courageous? 8. Am I thrifty? 9. Am I pure in thought, word and deed? and every day before going to bed, they can just put a tick at each point if they are `yes`; they need not to show this to anyone. It is for self-evaluation. Youth will find a big change in their behaviour gradually. Consider the present scenario where the young people hate each other because they are instrumented by people who are using their strength for their purpose. The second principle is Duty to others which involves helping the needy and a person`s relationship and `responsibility to his or her family, local community, country and the world at large. This idea of helping others develops selflessness, kindness and compassion and makes the young generation capable to make the world a better place than he had seen. They should practice to put the needs of others above his own, and will suffer sacrifice for the betterment of his peers and for all mankind. So, young people willingly volunteer to help others without expecting payment or reward. Scouts are helpful through many service projects in their communities such as organising awareness programmes, tree plantation and their sustenance, beach cleaning or adapting a school or park or any other public place for promoting cleanliness, distribution of material to the affected people during natural calamities and such other activities. This is a development of education to the young people. They must feel how essential it is to protect public property. This is not only a service but also a development education for self which leads to inculcate many good habits. Duty to Self means he or she will be a good family member by helping them in all respects. As good citizens, youth work for the progress of the country and respect the Constitution, National Flag, National Anthem and the laws. Duty to Self includes keeping themselves physically strong by doing exercises and taking care of their body; they should eat nourished food and avoid junk food to build their body strength. Our Founder emphasised that individuals needed to prioritise themselves in order to be of help to others. Scouting focuses on soft skill development to help prepare our youth for the rapidly changing world. Government of India also stressed the need to provide skill development opportunities to our youth. Our proficiency badges are an excellent motivation to skill development. These ideas prepare our youth to be the earning members to support their families besides supporting the country in its development. The message of the Founder “The real way to get happiness is by giving happiness to other people” is the result of the application of Scout Promise and Law in our lives by doing service in different forms. Our regular Pack/Troop/Crew meetings should find a place for Scout Promise and Law in the form of activities with creativity, suitable for the age group.
