The Bharat Scouts and Guides has been organising a number of activities towards girl/woman empowerment and gender equality. W20 is also focussing on gender equity and equality. The vision of W20 is to create a world of equality and equity where every woman lives withdignity.IndiaholdsthePresidencyoftheG20from1 December 2022 to 30 November 2023. The 43 Heads of Delegations- the largest ever in G20-will be participating in the nal New Delhi Summit in September nextyear.

Our movement, being a youth programme, has been working with WAGGGS to break the gender bias and promote gender equality and gender equity. I appeal to the states to conduct innovative programmes involving our youth to create awareness about girl and women empowerment. Youth in Bharat Scouts and Guides are given opportunities at various levels including the international events. Y20 is an ofcial engagement group of the G20, composed of young leadersfromtheG20countries.

The participation of youth in institutional and formal political processes is comparatively low when compared to aged citizens across the globe. Young men and women feel alienated and marginalised in their communities and societies as a result of having few opportunities and exposure to actively participate in inclusive decision-making processes. For this reason, Scouts and guides movement has well thought of to make the movement a youth-led programme to make themresponsibleandefcientcitizensofourcountry.

In the present scenario of rapidly changing world, I look forward to nd our youth in governance, leadership and othernation-buildingactivities.

Our vision to be globally visible has come to reality when some of our youth found a place in the APR Youth Committee and they represented BSG sharing digital platform. A few months ago, we conducted two mega events successfully within a gap of 10 days with thousands of Scouts, Guides, Rovers and Rangers including contingents from overseas. The Growth Committees at different levels have been working well and I request all the states to co-operate with the growth coordinators to reachourtarget.

National Strategic Planning Workshop was conducted for ve days in the National Headquarters. Delegates from WOSM and WAGGGS had given sufcient inputs on various aspects and the representatives of various states held group discussions for formulating the strategic planning of BSG for 2034. The Workshop had worked out SWOT analysis and some of the areas were found weak. I am condent that we will put our best efforts to improve in the years to come. Particularly we have to implement the Adults in Scouting Policy. As a result of the ve day deliberations by the participants of the workshop, Recommendations Committee submitted the Vision 2034 and other recommendations to the BSG for implementation. It will be an important document for thenextdecade.

As per the schedule of events, we have been conducting National Adventure programmes and Adult Leader Training programmes and the response from the states is encouraging. I plead the

Vision 2024 of the BSG needs revision for the next decade according to the trend of the changing world and needs of the youth. Strategic Planning Workshop of the Bharat Scouts and Guides was organised at National Headquarters from 11th to 15th March, 2023 to prepare Vision 2034 and preparation of Strategic Plan accordingly. Six priorities such as Educational Methods, Governance, Communication and Partnership, Branding, Diversity and Inclusion and Membership Growth were identied for which objectives and a c t i o n s t e p s w e r e p r e p a r e d a n d t h e recommendation Committee handed over its recommendations of the Plan to the Chief National Commissionerforeffectiveimplementation.

State associations will get this Strategic Plan shortly after procedural work. The implementation of the plan is in the hands of every member of the Scout/Guide family. We need to work with commitment and whole-hearted involvement to help the future generations in particular and future of our nation at large. The co-operation of the stakeholders of the movement is the need of the hour and the State Associations should be agile to take thisplantothegrassrootleveltoderivetheresultsas expected.

I reiterate that our movement is for the youth and they need the support and guidance of our leaders. I am condent that all the members of our organisation will make the dream of the next decade true through their bestefforts.

I wish all the scouts and guides, rovers and rangers who are busy in their examinations to write well and comeoutinyingcolors.

The National Strategic Planning Workshop on Vision 2034 of the Bharat Scouts and Guides was held at the National Headquarters, New Delhi from 11 to 15 March 2023. A total of 98 state ofcials along with advisors, resource speakers, facilitators from different parts of India, and NHQ professionals/staff participated in the workshop.

The event was organized with the support of Ms. Chempaka Emalin Pahamin, Chairperson, Asia Pacic Region WA G G G S , a n d M r . S P r a s s a n n a Shrivastava, Director, Organizational Development,WSB/APR.

Kala, National Advisor for Administration, and Ms. Meghna S BelavadiwereattheworkshopaskeyResourceSpeakers.

The workshop was inaugurated by Mr. Shyamal Kumar Biswas, Chief Commissioner (Scouts) along with Smt. Rupinder Brar, IRS, International Commissioner of Guides, and other ofcials from WAGGGS, WOSM and BSG on 11th March 2023. In the inauguration ceremony, the lamp was lit to mark the beginning of the workshop.

The workshop followed a sequence of events, which included an integration session, workshop objectives, situational analysis of BSG, mission and vision of WAGGGS and WOSM, stakeholder’s analysis, SWOT analysis of BSG, envisioning, formulation of Vision 2034, nalization of strategic prioritiesand itsstatement,formulation of objectives,and preparationof action stepsfor theyear 20242026.

A recommendation committee was formed on the rst day, with a representation from all regions and genderbalances,whopresentedtheworkshoprecommendations.

All the participants actively participated in the discussion and worked hard till late at night every day to prepare a SMART Strategic Plan for the organization. The valuable inputs provided by the participants wereinstrumentalinmakingtheworkshopasuccess.

Mr. Sudhendu Sinha, Advisor Infrastructure Connectivity and Electric Mobility, NITI Aayog who was also a scout in his school days, was present as a guest lecturer and addressed the house

about what India will be in 2034 and Government expectations from the Youth Organisations. He also assured us to extend all possible support and cooperation to BSG to get a handsome grant from the corporateorGovernmentsector.

The workshop was also graced by Smt. Anar Patel, Deputy International Commissioner of Guides on 14th March 2023. She shared her inspiring community development work as a social worker and an entrepreneur.

The closing ceremony was held on 15th March 2023 at 4.00 PM where the Hon’ble Chief National Commissioner was the Chief Guest. A brief report was presented by the workshop Director, including participants’ impressions, remarks from the Chairperson, APR/WAGGGS and Director, Organizational Development, WSB/APR etc. the part of the closing ceremony. The recommendations of the workshop were presented by the committee and the same was handed over to the Chief National Commissioner by the Chairman of the recommendation committee. The participation certicates and appreciation certicates were presented to the members by the Chief National Commissioner and other dignitaries. The Chief National Commissioner in his speech thanked all the participants for their active participation and valuable input in the workshop. He also appreciated the support extended by the WOSM and WAGGGS for the success of the workshop. The workshop was productive in terms of creating a clear roadmapfortheorganizationtoachieveitsVision2034.

The National Strategic Planning Workshop on Vision 2034 of the Bharat Scouts and Guides was a successful event, with active participation from all the participants. The event provided valuable insights into the organization's vision, mission, and strategic priorities for the future. The SMART Strategic Plan created during the workshop will provide the organization with a clear roadmap to achieve its

goals and objectives. The event was successful due to the valuable support and guidance provided by the workshop advisors and resource speakers.

The National Strategic Planning workshop was led by Dr. Raj Kumar Kaushik – Director, BSG ably assisted by Mr. Arup Sarkar – Nodal Ofcer, Vision 2024, and other professionals and volunteers from NHQ and different states.

MEGHALAYA

The Meghalaya Bharat Scouts and Guides celebrated the International Women's day 2023 at the Baden Powell Jamboree Auditorium, State Headquarters on the 9th March 2023 instead of 8th March which falls on a holiday. The theme for this year is "DigitALL-InnovationandTechnologyforGenderEquality".

N.F.RAILWAY

The Badrarpur District of BSG, N.F. Railway State organised a Nukkad Natak on 1 March, 2023 at Badarpur Railway Station in connection with International Women’s Day. The theme of the Natak was women empowerment. The authorities in railway appreciated the Natak and people got awareness on the importance of this day.

During this Natak presentation the welfare inspector of Badarpur was also present. 25 Rovers- Rangers andUnitLeadersparticipatedintheprogramme.

TAMILNADU

Virtual Celebration of International Women’s Day 2023, on 08th March 2023. The theme for International Women’s Day 2023 is ‘Cracking the Code: Innovation for a gender equal future’. This theme is based on the United Nations 67th Commission on the Status of Women priority theme ‘Innovation and technological change, and education in the digital age for achieving gender equality and the empowerment of all womenandgirls’.

UTTARAKHAND

JIMP Pioneer School Pitamberpur, Dehradun, Army Public School Ranikhet, DAV Centenary Public School, Haldwani, Kasiga School Dehradun and DAV Public School, Kotdwara organised activities related to the Theme of International Women’s Day "Cracking the code: Innovation for a gender equal future" various activities-poster making, and speeches were conducted in the school. Many of the students participated intheactivitieswithlotofenthusiasmandmadetheprogram.

468th National Adventure Programme was conducted at National Adventure Institute, Pachmarhi from 23rd February, 2023 to 01st March, 2023 in which 22 participants from Silver Oak university AhmedabadGujaratparticipated.

Special National Youth Adventure Programme was conducted at National Youth Complex, Gadpuri, Palwal, Haryana from 13th to 17th February, 2023 in which 13 participants participated from Telangana and Rajasthan StateAssociations.

Participants visited Shri Krishna Janma Bhoomi in Mathura and different places of Vrindavan like Vaishno Devi Mandir, Nidhi Van, Banke Bihari Temple & Prem Mandir.They also visited Taj Mahal &LalQuilainAgra.

The Basic Course for Guide Captains was conducted at National Training Centre, Pachmarhi from 09th to 15th February, 2023 in especially of NVs State with 39 participated and 02staff.

During the course syllabus like Fundamentals, Promise, and Law, Uniform and Smartness, Different branches of Guiding, Games for Guides, Company Meeting, Patrol system, Group System, First Aid, How to start a company, Health Rules, co-operation from Public, Personal Support, Characteristics of Guide Age, Progressive Training, Pioneering Project was dealt. On the last day All Faiths Prayer meeting was held followed by Prayer and Flag ceremonies. Open session, Post course evaluation and nal talk

38TH NATIONALADVENTURE PROGRAMME

38th National Adventure Programme was conducted at National Adventure Institute, Snow View Kurseong, Darjeeling from 27th February to 3rd March, 2023 in which of 21 participants from Jharkhand, Uttar Pradesh and South Eastern Railway.

During the programme, participants visited different places like HMI Darjeeling. They did activities such as Treetop Obstacles Crossings, visited a zoo and historical museum which described the life of a mountaineer and his belongings who made history. Trek to Eagle Crag, Dow Hill forest and museum where different types of species of Pine are kept along with the wild animals skin, preserved snakes and types of medicinal plants were on display. They visited Netaji Subhas Chandra Bose Museum which has a collection of various articles and document related to Netaji Bubhas Chandra Bose. Participants were gaken round Giddha Pahar View point and Kurseong market. During the camp, rie shooting, archery and back woodsman cooking and different types of games for their self-development were conducted. Day endedwiththecolorfulcampre.

Physical activities like B.P.Six Exercise, Jumba, yoga and cleaning of the camp area w organised in the morning daily. CLIMATE AND ENVIRONMENTAL EDUCATION TRAINING

Climate and Environment Education Training was organized for two days on 9th and 10th February 2023 for College lecturers of Kalyan, Karnataka District Colleges by The Bharat Scouts and Guides, State Association with the collaboration of Environmental Education Center and UNICEF at Dr. Annie Besant State Training and Camping Center, Doddaballapura,BangaloreRuralDistrict.

Shri P.G.R. Sindhia, State Chief Commissioner presided over the Inaugural Function of the programme. He said that Nature is the most precious thing that God has given to man and advised the participants to encourage their college students to protect nature and environment by knowing how to protect it without spoiling it. He also told that UNICEF and CEE Organizations have given all kinds of help and cooperation to organize this programme. 16 Scouts, Guides, Rovers, Rangers and Adult Leaders under the Leadership of Shri Pular D. Shira, DOC (S), attended the National Integration Camp held at Gadpuri, Haryana from 19thto 23rdFebruary 2023. Scouts and Guides took active participation and bagged 1stprize in the Folk Song, 2ndPrize Patriotic Songand3rdPrizeforFestivalsofIndia.

On 27th February 2023, youth of the South Garo Hills District, the West Garo Hills District, the West Jaintia Hills District, Ri Bhoi, the East Garo Hills were deployed outside the Polling Station and played the role of 'Electoral Friend' or Poll Volunteers to help people with disabilities and otherassistance.

NAGALAND

Nagaland State Bharat Scouts and Guides conducted a Basic Commissioner Course from 7th to 9th March 2023. 44 participants from School Education Department, Youth Resources and Sports Department participated in the Course. The Course is conducted under the leadership of Mr. R. Albert Solo, STC (S) of BSG, Nagaland state.

SOUTHCENTRALRAILWAY

A over night Hike was organized for the Rovers and Rangers and trekking for the scouts and guides of Hyderabad and Secunderabad districts on 3rd and 4th March 2023 to the State Training Centre at Manoharabad. This was the rst camp conducted at STC after its renovation.
