City of Toronto operating more shelters throughout winter months AARON D’ANDREA adandrea@metroland.com On a quiet residential street just outside West Bend is a home that houses two refugee claimant families. Several Romero House staff members, a transitional housing organization that helps refugees, also live in the small aging home. Together, they divide up household chores and relax inside their common room. These are not Syrian refugees who were assured housing for a period of time, but refugees from other parts of the world including Nigeria and Colombia. Last fall, there wasn’t any relaxing in the common room - it was turned into a living space for a family of five. After the family found housing, the common room continued to be used as temporary lodgings for families and individuals. "We have a family living with us now, that for about 10 days before had an apartment open up with us - they were 11 people in a one-bedroom apartment," Hannah Deloughrey, a housing worker at Romero House near Bloor and Dundas streets, told The Bloor West Villager. "There was a couple who came to us who slept in a park for a number of nights before going to another refugee shelter and

Deloughrey said in the fall dozens of refugees were looking for shelter almost daily, and with Romero House’s three homes and one emergency shelter full, she and her colleagues began calling the City of Toronto’s central intake line to see if there were any spaces in other shelters. "When we called the intake line, it was a waiting list," she said. "You put your name down on the waiting list, and you called back every day to find out if space had opened up." Romero House’s scenario is common with oth-

er transitional homes in the city. Adam House located near Bloor and Dufferin streets and which caters to refugee claimants, had to start using its basement as an emergency shelter in October and November of last year. "We’re always at max capacity. Sometimes we’re a little bit over, but we’re usually operating at max capacity," said Andrew Restrepo, program manager at Adam House. "We saw this struggle last fall (2015) but not to this degree." According to Restrepo, the high cost of homes and living in Toronto is a big
factor why the shelter system is squeezed. "There’s no increasing shelter space in the homeless sector and in the refugee claimant sector," he said. "There’s a lot of people coming in and increasing numbers and there’s not enough space to take them." As of December, Restrepo and Deloughrey said they haven’t been experiencing the same amount of refugees seeking shelter as they did in the previous months, but they are worried the system could fill up again. Patricia Anderson, the manager of partnership, development and support
at the City of Toronto’s Shelter, Support and Housing division said a new temporary shelter opened on Dec. 21, providing 60 beds for women. The shelter, which is located at Kennedy Road and Eglinton Avenue in Scarborough, is operated by Homes First on behalf of the city during winter. The agency’s CEO Patricia Mueller said the new temporary shelter will, "help the whole system." "I would hate to see anybody not get a bed on any given night," she said. "That’s why we worked with the city as hard as we could so we could relieve
pressure on the system for helping 60 more people." But, Mueller agrees with Restrepo’s point that the price of housing is putting too much pressure on the system. "Our clients need deeply affordable housing," she said. "That is what’s missing in the system." Throughout December, the Daily Shelter Census on the city’s website reported an average occupancy rate of more than 90 per cent. As of Jan. 8 - the system has been operating at an average of 94 per cent occupancy. The city’s goal is to bring that down to 90 per cent. "The 90 per cent is intended to build in a margin to insure that everybody who needs a shelter bed will in fact have access to one," Anderson said. "The pressure is starting to lessen a little bit because of the addition of more beds in the shelter system." According to Anderson, 150 beds have been added in the motel sector, which is available to families. The city is expecting to open an additional 30 emergency shelter beds for men at the Christie Ossington Neighbourhood Centre near Bloor Street and Ossington Avenue. Furthermore, the city will be operating 24-hour shelters throughout the winter. "We’ve decided between Dec. 15 and Feb. 28, there will be two 24-hour cold weather drop-in services that will remain open regardless of whether there’s an alert in place or not," Anderson said. "That period is the most dangerous."

Toronto police reform ushered in with hope, skepticism The City of Toronto is preparing for some substantial changes on a number of fronts. Budget consultations are underway and residents are signing up by the dozen to appeal to decision-makers to maintain funding for programming. Toronto Council is considering some new revenue tools to provide some of that funding, with road tolls, a hotel tax and very possibly more in place. And then there’s policing. Change has been very slow to manifest itself within the ranks of the Toronto Police Service (TPS). There is indication that some is on the way. In an interview with crime reporter Andrew Palamarchuk this week, Toronto police Chief Mark Saunders outlines what some of those changes will look like: removing crossing guard responsibilities from TPS and amalgamating various police divisions among them. A report on modernizing the force is finally bringing about the change we’ve wanted to see for a long time from police who have a reputation for heel dragging when it comes to reform and economy. The chief describes this change as "exponential" on the one hand. On the other, he makes it clear that it won’t happen overnight. Forgive us for wishing that it would. It would have been nice, for instance, to see the controversial carding policy change more quickly. Changes have finally come into effect, on Jan. 1. Information from past carding interactions – targeting a group consisting disproportionately of young black men – will now be more difficult to access. Critics arguing that the information should simply be deleted are persuasive. It’s been slow going on this issue – under both Saunders and his predecessor Bill Blair. The Toronto Police Services Board, headed by Mayor John Tory, hasn’t done much to accelerate matters. Will Toronto’s police service be any quicker to implement the "exponential change" that Saunders insists is coming? It’s tough not to be skeptical, but it would be unduly cynical not to be hopeful. We are in a time of change in the governance of our city. Money is tight. Our leaders have made expensive choices to spend what we’ve got in areas other than policing. Toronto’s police service will have to adapt to that change, and it’s got a blueprint as to how to do so. It remains to be seen whether its leadership is also seized by the urgency. We hope that it is.

Are hookah bars really a health threat? Is there a limit to what the City of Toronto can do to keep you safe? Karim Raja Fallah and Maher Hamarneh think so. Both own hookah lounges where customers - mostly young men, but people of all ages - smoke herbal mixtures called shisha through water pipes. The city says that’s unhealthy. It banned hookah use in all licensed places, and only a case to be heard at Ontario’s Appeal Court stands between such businesses and what their owners believe is financial ruin. Lounge owners say they make 90 per cent of their money through shisha. So, the city’s ban is like going to a store selling only cheese, and banning cheese, Fallah says. Yes, shisha smoking is a

Owners, including Hamarneh, believe benefits of such businesses as social spots outweigh whatever harm is done by smoke. Hookah bars have clustered in commercial areas such as East Danforth and Wexford Heights in Scarborough - with a Middle Eastern flavour. The ban is set to deliver them an economic wallop. "This is our culture. And you believe in multiculture? It’s not multiculture, it’s favouritism," Harmarneh says. Years ago, the city banned sales and possession of shark fins - a status food at Chinese weddings -
in part because shark fins had an "adverse impact" on Torontonians’ health. While the worldwide loss of sharks is catastrophic, a judge in decided in 2012 that it wasn’t a municipal issue and threw the ban out. He noted people appealing the fin ban argued it was "a gratuitous insult to the dignity of the Chinese community," since the city hadn’t banned "any other food or clothing products enjoyed by any other ethnic groups." A Swansea family’s boatshaped tree house’s days at sea are not over. Thanks to a settlement made at the Ontario Municipal Board between the owner, the city and the neighbour on Thursday, Jan. 5, the tree house will stay, but the owner has to make changes including moving and lowering the tree house and building a new fence. In June 2016, a city committee rejected an application to allow it to remain as is. Contractor John Alpeza, who built the tree house for his two sons, Mateas, 9, and Kristian, 11, told The Bloor West Villager he is relieved he is able to keep it. "I’m beyond words," he said. "I know it doesn’t sound like a big deal, it’s just a tree house, but for me, it’s more than just a tree house."

Parkdale-High Park Councillor Sarah Doucette said she was pleased that an agreement was made. "The fact that this structure is going to be reduced in height is one of the most important things," she said. "It will give the neighbour more privacy and that’s the most important part of this." All the changes need to be

Joyful Movement Dance Classes for Toddlers was created by Dufferin Grove resident Sarah Rubenstein in an effort to create a "fun experience for kids and their caregivers to move around and have fun." "I would love to create this joyful experience for kids and hopefully their caregivers as well," Rubenstein told The Bloor West Villager. "It will be just a fun and safe environment where they can explore different ways of moving their bodies and be exposed to different genres of music." The classes will take place at Jill and the Bean-
stalk, near Ossington Avenue and College Street, every Saturday throughout January from 10:30 a.m. to 11:15 a.m. Each class will involve dancing, singing and getting to learn several musical instruments such as egg shakers, tambourines, drums and more. Rubenstein, who has a master’s degree in counselling psychology, was inspired to create this program after she became a mother. "I like singing and I like dancing, and when I had my first daughter, I unexpectedly began writing songs for her and recorded them on my phone," she said. "When I had my second daughter, I found a multi-instrumentalist with a studio in the city . and now I have a children’s CD." She has also been taking
Nia and Zumba classes and took a drumming facilitators course. She said all those experiences have helped prepare her for this. "I’ve paid attention to which of my songs tend to be favourites to my kids, and they weren’t necessarily ones I would’ve thought would be fun," she said. "But, I’m going to include some of that in the program . this is the first time I’m doing this so I’m going to be learning as I’m going." Rubenstein added she hopes to see kids and their caregivers happy and enjoying themselves. The meeting has been organized by Green 13 and the Community Resilience to Extreme Weather Toronto (CREW) to bring together representatives from community groups in the ward such as residents’ associations, BIAs, churches, libraries, health centres, recreation centres and more. Rita Bijons, co-chair of Green 13, told The Bloor West Villager they hope the meeting will accomplish several goals, including the creation of a network of community preparedness for extreme weather events. "We have seen many events like extreme flooding and the ice storm that cost the City of Toronto plenty of money, and cost residents plenty of money," she said. "We learned a lesson in December 2013, particularly with the ice storm, that we have to be better prepared with everything from the personal level to the household level and the

In the morning, several speakers from the city and other groups will talk about
their planning and their view on preparedness for extreme weather events. Bijons said they plan on filming the presentations so that they would be available for future reference. Later on, representatives from various community groups will be given the opportunity to meet one another, discuss preparedness and establish a network for emergency weather response in the ward. Hugh’s Room cancels shows, cites financial troubles The future is uncertain for music venue Hugh’s Room near Bloor and Dundas streets after closing its doors over the weekend, citing financial troubles in a statement. "To all our supporters performers, audience and staff - I am sincerely sorry to have to say that Hugh’s Room has reached a point of insolvency," owner Richard Carson said in a statement published on its website over the weekend. What is the harm in a quiet meeting between politicians, to hash out strategy and direction, maybe sort out differences? That is the reasonablesounding question that Mayor John Tory has asked in a private meeting with Ontario Premier Kathleen Wynne. As documents obtained by The Toronto Sun in a Freedom of Information request show, and Tory has confirmed, Tory asked for changes to the City of Toronto Act that would lift the rules preventing more than 50 per cent of a committee or council from meeting privately. Tory is specifically interested in having full, private meetings with his executive committee, the most powerful assembly in the city with the exception of council itself. The executive’s members are generally considered especially loyal to the mayor and his agenda - in-
DAVID NICKLE The City deed, have been handpicked by the mayor for that purpose. Tory didn’t want to make decisions in those meetings; they’d just be to set the agenda, discuss strategy. Which is something that one would expect to be done with a cabinet filled with loyalists. It is much easier to do in a big group than in the two-bytwo meetings that Tory says he needs to do to even order lunch with his 12member committee. So no harm, right? Perhaps no harm, but doing so would be a lot of trouble - so much so that when the
matter became public, Tory indicated, maybe a little sullenly, that he wouldn’t in fact be pursuing the change."It’s not worth the trouble," he told reporters.It is trouble, and should be trouble, to do something like this. It’s not because of fear that Mayor Tory’s behaviour will become particularly more nefarious indulging in quiet lunch-ordering meetings with his caucus. It’s a matter of transparency, and checks and balances - and appearances. And any time that a politician makes a move to close a door, it gives the appearance that transparency and checks and balances are being sacrificed for something rather more serious than efficiencies. And there’s the harm.

The curtains are closing at Storefront Theatre on Bloor Street West near Dovercourt Road at the end of the month, after failing to secure a long-term lease with the landlord. After four years of "protracted negotiations" with the owner of the property, the theatre will be moving out of its flagship location at 955 Bloor St. W. to make way for another commercial enterprise, Storefront Theatre posted on its website. The statement on the website continues: "The company leaves behind its current location with a heavy heart. The Storefront has served as a trailblazer and beacon for the burgeoning movement of independent theatre in Toronto." Claire Burns, the thea-
tre’s managing director, told The Bloor West Villager she tried to secure a long-term lease in an effort to raise money to make changes to the building’s interior such as new washrooms, but she claims the landlord decided not to go that route. The Bloor West Villager did not speak to the landlord to confirm these details. The company is hoping to open a new flagship location in the fall of 2017. "Right now, we’re looking for a temporary store space or a place where we can grow," Burns said. "It would have to be like a storefront, like either two or three of them together." Storefront’s ideal home would have enough space to fit a theatre, a rehearsal studio, storage space and room for administrative services. The second option would be a storefront with multiple floors and a basement, so shows can be held, Burns added. The theatre will not have any productions planned for their 2017 spring and winter season.

independent productions like the musical-comedy Chasse-Galerie, a story about four Quebec women trapped in a forest on New Year’s Eve who strike a deal with the devil to return home on the condition that they refrain from using blasphemy. "It was so fun to have it here," she said. "It was a re-
ally feel-good show that brought this space so to life." Burns added it’s really important for the theatre to support shows that have potential to grow. "With indie theatre, people (actors, writers) often do it on a profit share basis, and they’ll do it for low rates so to be able to
say ’OK, you did it here for the low rates, so now you can go to the big house and get paid more,’" she said. "We’re kind of like a medium step for them." Since announcing the theatre would be closing, Burns said they have received an "outpouring" of support. "I’ve been getting emails from people who have moving companies. I’ve been getting emails from people who have venues that they want to provide at lower cost to us so we can keep putting up shows," she said. "It’s been great." Storefront is currently looking for volunteers to help with their upcoming move.
