New Davenport council brings youth issues to the table. Aaron D’Andrea/Metroland

Davenport’s Youth Council meets for the first time at MP Julie Dzerowicz’s office on Bloor Street. The council will meet several times this year to discuss their priorities while learning about government.

AARON D’ANDREA adandrea@metroland.com Aidan Messom, 20, feels it’s important for youth to be engaged in their communities and in politics.

"Youth are the future," the industrial engineering student at Ryerson University told The Bloor West Villager. "Whatever decisions are made now are ultimately going to have the most im-

pact for the longest time on youth, and so that makes it a very important voice." That’s why Messom and eight of his young peers joined Davenport’s Constituency Youth Coun-

cil (CYC). The youth council is headed up by Davenport MP Julie Dzerowicz.

Ossington is the latest TTC subway station to complete accessibility improvements. The station now has two elevators leading from the concourse to either subway platform, sliding automated doors, better signage, plus upgrades to the bus bay. The station also has Presto fare gates which were installed last year. In addition to the station’s interior, sidewalks around Ossington underwent repairs and resurfacing. All of the work is part of a network-wide initiative to make every rapid transit station fully accessible by 2025. That would satisfy a deadline set by the provincial government as part of its Accessibility for Ontari-

ans with Disabilities Act (AODA). Even though the deadline is still years away, the TTC had admitted in the past it couldn’t complete work at every station due to a lack of funding. However a $360 million commitment from the federal government was announced in 2016, and now the TTC says it can complete the accessibility improvements on time. In addition to Ossington, St. Clair West, Woodbine and Coxwell, all currently under construction, are scheduled for completion in 2017. That is followed in 2018 by Dupont and St. Patrick. From 2019 until 2025, the TTC plans to complete a minimum of three stations per year.

Who knew love could be found on a bus? DOMINIK KUREK dkurek@insidetoronto.com Six weeks might seem like a small window of opportunity, but it was just enough time for TTC bus driver Peter Idzik to find the love of his life. The 30-year-old High Park area resident was on a six-week stint driving the 112 West Mall bus in Etobicoke at the tail end of summer in 2015 when it happened. The first morning Etobicoke’s Alex Day, 26, boarded his bus, he had missed her stop by about 100 feet. But she wasn’t mad when she caught up and got on. The next day, he missed her stop again. "She just smiled at me,"

Idzik recalled. The third day, it happened again, and Idzik thought he was going to get an earful. "She just gave me the nicest smile you can imagine," Idzik said. "That’s why I liked her. She just had a good heart about it." For Day, who was getting on at about 7 a.m. on her way to work, it was just too early to be angry, and she was happy to get on the bus. "I had bus drivers blow by and not stop. I was grateful he did stop," she said. That third missed stop also got the two talking, which became a regular occurrence for them. One day, Day wasn’t taking the bus, and Idzik stopped the bus at the stop expecting her to hop on - but

she never came. "I was waiting there for her, but she wasn’t coming, so I drove off. When I got to the last stop, a lady comes up to me and says, ’I hope you get her number,’" Idzik said. He did and that October they started dating. By July 2016, the pair was engaged and are now planning their wedding this summer. "I never thought this could happen. After this, I’m a big believer in fate," Idzik said. "I definitely didn’t expect to meet anyone on the bus, let alone the driver," Day added. Since the pair met, Idzik returned to driving route 112 just one more time; but, by that time, the two were already engaged.

ABOUT US

Black History Month offers window into Canada’s past Toronto was the first municipality in Canada to proclaim February as Black History Month; a month dedicated to commemorating the contributions of AfricanCanadians to our culture and community. That was 38 years ago. It was because of the diligent pressure and persistence of the Ontario Black History Society which succeeded in having the city formally recognize the month - and now it’s proclaimed right across the country. Black History Month is, frankly, Canadian History Month and it’s important we know the compelling facts of our heritage. African-Canadians have struggled for equal opportunity and freedom from discrimination for far too many years. It began with the anti-slavery movement and evolved into the fight for basic civil and human rights. African-Canadian leaders of that time led with courage and determination. They include people like Viola Davis Desmond, a Halifax-born business woman. It was 1946 when she went to the movies in New Glasgow, N.S. while her vehicle was being repaired. She bought a ticket and sat on the main floor - not realizing this theatre had segregated seating. She refused to leave when staff demanded she go to the balcony. She was dragged out by police and spent the night in jail. She was fined $20 and charged and eventually convicted with defrauding the government of one cent - the tax difference between the balcony and main floor seat. Her challenge of the tax evasion charge brought national and international attention and raised awareness of racial segregation in Canada. Desmond was posthumously pardoned in 2010 and next year, she will be the first African-Canadian and first woman, aside from the Queen, to appear on a Canadian bank note. Others led with their entrepreneurial spirit. Carrie Best was the first African-Canadian to own and publish a newspaper. Elijah McCoy invented and patented a type of lubricating cup that dripped oil onto moving parts of a train while in motion. He also invented and patented the first portable ironing board at his wife’s request. African-Canadians have roots which date back to the 1600s. They were soldiers, farmers, writers, newspaper publishers, activists, engineers, athletes, politicians and performers. It’s our wish that future generations will know the history of African-Canadians just as well as any other group or historical event in our country’s timeline. Let’s educate ourselves about the contributions African-Canadians have made to our society - for the better.

Bylaw makes faith groups feel unwelcome When Toronto City Hall’s rotunda filled up last week with the supporters of a Scarborough mosque, people who were watching shrugged. The protest was meant to disrupt a city council meeting, but didn’t. Mayor John Tory was away. The leader of Sakinah Community Centre spoke to some reporters, saying the mayor and city were trying to drive Muslims out of Toronto. Soon enough, everyone went home. But that won’t be the end of it. Just as homes in the city are becoming more unaffordable for families, faith groups, especially those supported by newcomers, are feeling squeezed out too. What brought Sakinah supporters downtown was desperation. The city shut

Drive around industrial areas in Toronto’s inner suburbs, and you see places of worship and private schools. Industrial buildings remain relatively cheap, but in 2013, the city closed that door with a new bylaw. The discrimination Saki-

nah’s imam, Said Rageah, was talking about is economic. He’s arguing the city knows faith groups like his can’t triple their budget to get buildings with commercial zoning. "By banning our places of worship and schools you are telling us to live elsewhere. We will not," he says in a letter to Tory. "This will not end. This is a human rights issue." Sakinah established itself around the time the bylaw took effect, and disagrees with city officials about what happened. Its leadership may have made a big mistake, but after renovating the building, it must fight for it. In the inner suburbs, Sakinah’s choices aren’t unique, and this problem will worsen as more faith

groups come into conflict with the city. Tory says the city will work with the Toronto Real Estate Board "to ensure that other religious groups are informed of where they can legally operate." But reminding real estate agents of their professional standards is not the same as solving the problem. A city which welcomes diversity and protects religious groups must do more for them besides explaining they now need to find much more expensive properties to call home. AARON D’ANDREA adandrea@metroland.com A Toronto group is looking for artists to create a mural that will pay tribute to Bloor West Village’s Ukrainian - Canadian residents. The Bloor West Ukrainian Mural project is looking for artists to create an original, collaborative mural located on the east side of the Ukrainian Canadian Social Services building near Bloor and Jane Streets. "This is one of the more prominent walls in Bloor West Village, so as you’re exiting going west on Bloor Street there’s this massive wall that’s so blank," said Oksana Hawrylak, the project’s co-ordinator. "We thought this would be a great canvas." The project has been in discussion for a year to celebrate Canada 150 and 125

years of Ukrainians in Canada, Hawrylak added. "We would like to bring multiple Canadian artists together to create a longterm mural and landmark commemorating the neighbourhoods of Bloor West and its immigrant experience; specifically to create a current and creative physical UkrainianCanadian presence in the city," a press release on the project’s website said. Hawrylak said the project team is looking for three to five artists to contribute to the mural. The team will be looking at the artists’ concepts, stories and ideas before scheduling interviews and choosing the artists. Selected artists will meet with a Mural Project team, which will include community members and mentors, to combine their original artwork and design elements to create the

mural as one cohesive piece. Materials and artist honorarium will be covered by fundraising efforts by the Bloor West Ukrainian Mural project, the press release said. Hawrylak added they plan on unveiling the mural in September as part of the Bloor West Village Ukrainian Festival. "The idea is not to create one image or one story, it’s to create a couple images and a couple stories to be told on this wall," she said. "It is important for us to inspire multi-generational community members not only to create an inclusive art project, but to provide mentorship for our future organizers and community leaders." Applications are due by Feb. 17, at 4 p.m., and they can be found at www.bloorwestmural.com.

"The project as a whole continues to set a precedent for larger and taller buildings throughout Roncesvalles." An official site plan still needs to be submitted by the developer and Perks said the working group will also help develop the plan, which he calls a "huge win" and "rare concession" that he thought was important. A planning study for the Roncesvalles-Dundas area, the boundaries of which include the site and stretch from Roncesvalles Avenue between Boustead Avenue and Queen Street West, and Dundas Street West between Boustead Avenue and Sorauren Avenue, is underway. Perks is hopeful that it will set the tone for that portion of Roncesvalles. "The good news is we have the RoncesvallesDundas study we’re part way through. We know we can get it wrapped up reasonably quickly and that will establish what the rules are," Perks said. "I believe this building won’t set a precedent for the area it will be the planning study."

It looks like the former home of the Turner & Porter Funeral Home will see an eight-storey condo take its place after all.City planners and the developer of the site, Worsley Urban, reached a settlement this week before a scheduled Ontario Municipal Board (OMB) hearing. The two parties agreed to allow an eight-storey building with the height of 25.45-metres to be built on Roncesvalles Avenue that meet angular plane guidelines, which determine the step back of the building. "I would have liked to establish a lower typical height on Roncesvalles, but given some of the precedents in neighbouring wards and the urgency of solving other key problems, it seemed to be the best we could do without rolling the dice," said Ward 14 Parkdale-HighPark Coun. Gord Perks. The development includes 93 units and still exceeds the maximum permitted height of 13 metres. Although the community lost the battle on the

height, those involved in the working group with the developer were able to mitigate a few other "key problems" with the development, such as reducing the number of townhomes on Howard Park Avenue from six to four and reducing their height from four to three storeys with a rooftop terrace. Other wins for the community, Perks said, include eliminating some lower balconies on the west side of the condo and creating patio screeners to reduce overlook into backyards. The open space on the roof was also moved to the northwest of the building, Perks added. Despite the concessions, it still doesn’t sit well with Brian Torry, the former co-chair of the Roncesvalles MacDonell Residents’ Association (RMRA), who rallied the community to fight at the OMB. "This is a community that wants to see good planning. They’re incredibly involved, they’re incredibly active and I feel like we have a city that puts together good plans. But at the end of the day, no matter how much input there is from the councillor or the community, when most planning decisions are

TTC union strife masks major woes

The TTC’s largest union is undergoing a civil war of sorts. Just last week Amalgamated Transit Union (ATU) ejected much of the senior leadership of local shop 113, which represents the vast majority of TTC workers. The list of the ousted includes longtime 113 president Bob Kinnear, who the ATU accuses as the main orchestrator of an effort to split the local from its parent. Kinnear counters the Washington D.C.-based ATU is coercing its Canadian membership for support. He has publicly joined forces with Unifor in an effort to convince his many remaining supporters at 113 to break ranks with their American masters and join the Canadian labour giant instead (full disclosure: the Metroland Media Toronto newsroom is affiliated with Unifor). Of course, little of this inter-labour strife will register with the transit-taking public, if at all, so long as the

will see station collectors removed from their booths and dispatched throughout the station. In between, the TTC will launch the first phase of Automatic Train Control (ATC) - the main reason for all those weekend-long subway closures - which will see trains piloted via computer, albeit overseen by a single, human operator. Taken together with the overall trend of declining influence of the labour movement, it’s not hard to see a steady unravelling of the union’s strength. For transit riders facing annual fare increases in part to cover the costs of generous employee wages, this might not be such a bad thing. Regardless of which faction wins out, they’ll have to deal with a much-changed landscape for labour rights.

RAHUL GUPTA TO in Transit buses, streetcars and subway trains keep running. Neither will it matter all too much, at least publicly, to TTC management, which has largely refrained from commenting on the situation. And to their credit, both ATU and Unifor have pledged not to disrupt service while the dispute plays out. This is a pivotal year for both 113 and the TTC. Spot drug testing of TTC employees is likely to commence in a matter of months. At the end of the year, the TTC will launch a new customer service process once the Spadina extension opens, which

Marathon of Hope carries on today Terry Fox inspired millions with the Marathon of Hope, his attempt to run from coast to coast across Canada in 1980. Diagnosed with Osteosarcoma — a form of cancer — in his leg, he had to have the leg amputated at a young age. He then committed to running the distance of a marathon each day in support of cancer research. His journey was cut short as he was forced to stop on Sept. 1, 1980. He died the following year.

Help kids in your community get a healthy meal Toonies for Tummies supports breakfast programs JUSTIN SKINNER jskinner@insidetoronto.com Having a healthy meal to start the day is a critical step in student success, but for far too many young people throughout Toronto and beyond, a good breakfast is hard to come by. To that end, the Grocery Foundation is set to launch its Toonies for Tummies campaign, collecting donations in select retail locations across the city with proceeds going to breakfast programs in the communities where the funds are collected. The long-running campaign has expanded its scope in recent years, bringing students in and getting them engaged in events to help raise funds and awareness for the program. "We realized we were great at talking to the consumers, great at talking to retailers and great at talking to manufacturers, but we weren’t getting our students involved," said Grocery Foundation executive

director Michelle Scott. "It was a natural fit to get the children who are benefiting from (meal) programs to participate." The foundation selected 11 students from across Ontario to become student ambassadors, tasking them with promoting the foundation and hosting events. Toronto student ambassador Cedonna Ho, a Grade 11 student at Dr. Norman Bethune Collegiate Institute, hosted a movie night and sold treats and merchandise to raise over $400. Ho noted there is a definite need for student nutrition programs to help feed students who, for a variety of reasons such as a lack of time or family budget crunches, often come to school hungry. "A lot of times, they have no access to food and they’re too shy to speak out about it," she said. "They don’t want to be seen differently because they don’t have breakfast at home. "I asked one student at my school who uses (the school’s) meal program pretty frequently and she said it was really significant for her to be able to have something to eat because otherwise, she would just not have breakfast." The Toonies for Tummies campaign, which will run

from Feb. 9 to 23, will give shoppers at Metro, Food Basics, Longo’s and many independent retailers in Toronto the opportunity to add $2 to their grocery bill to help kids in their own neighbourhood get a healthy meal to start their day. By partnering with the Ontario Student Nutrition Program Network (OSNPN), the Grocery Foundation is able to see where the need is greatest in every neighbourhood. "The best part is, 100 per cent of the funds collected at stores stays right in the community where that money is donated," Scott said. "They (the OSNPN) know exactly what the need is like in the community and they match the money to the schools in greatest need. "There’s no administrative cost, so every $2 they spend will go straight to the schools." Since 2000, the Toonies for Tummies campaign has raised nearly $15 million in support of student nutrition programs. This year, the foundation has set a target of $650,000 in Ontario and has expanded to western Canada as well. For more information on the program, visit www.tooniesfortummies.ca.

CITY HALL

Tory won’t cut money for school child care Calls on province to increase subsidies ANDREW PALAMARCHUK apalamarchuk@insidetoronto.com The city will reverse its proposal to cut grants that help operate hundreds of day cares in Toronto schools, Mayor John Tory says. "Tomorrow our executive committee will protect the occupancy grants that the city provides to the 350 school-based child cares that receive them," Tory told reporters at John A. Leslie Childcare Centre in Scarborough Monday, Feb. 6. "This $1.13 million investment in 2017 will mean that the parents of more than 8,000 children in Toronto will not see their fees go up on account of any change to those occupancy grants." Tory added the city will "work hard to see these costs transitioned to where they belong, namely the province of Ontario." As announced last month, the city budget will also fund 300 new child care subsidies."That $3 million investment will provide subsidies that are 100 per cent city funded, bringing Toronto’s total number of subsidies to 26,359," Tory said. The mayor also said he sent a letter to Premier Kathleen Wynne asking her "to direct the Ministry of Education to directly fund the full cost of space used by all early learning" childcare and before- and afterschool programs in the city."I have asked her to immediately provide an additional 4,918 subsidies so that our ratios return to the levels they were at six years ago when she was the Minister of Education," Tory added.Toronto has more than 18,000 children on the subsidy wait list.Councillor Janet Davis said Tory’s reversal is good news for parents."But it’s a one-

Mayor John Tory plays with kids at a Scarborough Day Care on Monday, Feb. 6. time solution, so I’m hoping that the City of Toronto will continue to fund child care in schools until we get the additional funding from the provincial government, if we get the funding," she said. "Parents across the city have spoken out loudly and clearly that we need more funding for child care, that child care is way too expensive in the city . and the mayor heard them."Davis noted the city’s child care funding has also "slipped" over the years."If we really are going to call on the province to fund child care in a big way, we need to be there as a partner in funding as well."Toronto District School Board trustee Jennifer Story said parents got a one-year reprieve, noting the pro-

posed cuts would’ve meant "immediate, substantial cost increases to parents.""We have one year to figure out the longer term fix, so I look forward to working with the mayor and our other school boards to get the province to commit to a long-term lasting solution," she said. The province is also looking to create 100,000 new child care spaces in the next five years."If going forward, we grow the child care system without looking at operating costs and the cost to families, we could end up in a situation where there aren’t people who could afford those very spaces we create," said Story, adding 75 per cent of Toronto families "currently say that child care is too expensive."

Sydney Reimer and her neighbours are concerned about cars speeding on Riverside Drive Tuesday, Jan. 31. Reimer and her neighbours have been tracking speeding cars with radar gun. The street will be re-designed this spring.

Speeding top of mind for Riverside Drive residents Speeding will increase with redesign, residents say AARON D’ANDREA adandrea@metroland.com

bumps and pinch points because they don’t work," she said. "The wider the road looks, the faster people will go." Reimer’s neighbour, Michael Nitti, told The Villager he is worried every time his children walk along the street. "They walk to and from school every day and I got my heart in my mouth until I get the phone call that they made it home safely every day," he said. Doucette added the proposed changes will make it safer for pedestrians to cross the road because it gives them, "a narrower area to cross." "We want to put more visual things along the side of the road which makes it seem slower, and then therefore people will drive slower," she said. "We’re trying to make the street safer." However, Reimer said the design will hurt the historical feel of the area. "This was a major route used for many First Nations groups . it eventually became a route for the French, and then the British," she said. "The design is urbanizing an 8,000-yearold trail, which is something of historical value."

Some residents on Riverside Drive in Swansea say they are concerned the street’s redesign project will encourage more speeding and reckless driving. Sydney Reimer, who lives on the street and serves on the Swansea Historical Society board, told The Bloor West Villager she has seen drivers go as fast as 65 km/h, when the posted speed limit is 40 km/h. "It’s a cut-route, so when people are trying to jump the queue to get onto the Gardiner, the way to do that is to race down on our street, so what we get is not just any kind of speeding," she said. "But, we get people who are determined to get down as fast as possible to get as far ahead from the queue as possible, and therefore we experienced a lot of road rage and lots of dangerous situations."

This spring, the City of Toronto is expected to start construction to redesign the 1.6-kilometre road, which is bound by Bloor Street West, South Kingsway and The Queensway, by straightening and widening it in certain parts, resurfacing it and installing sidewalks and curbs, Reimer said. Parkdale-High Park Coun. Sarah Doucette told The Villager the street’s speed limit is being reduced to 30 km/h after her motion passed at Etobicoke York Community Council Jan. 17. "The street is actually being made narrower. There are going to be several pinch points running from Bloor to the South Kingsway, and these pinch points will be six metres in width and we cannot go any narrower due to emergency vehicles," she said. "At these pinch points, we are changing the surface of the road to make people aware of what speed they are going." However, Reimer said the proposed design isn’t going to fix the problem. "If you want a road to be 30 km/h, you don’t design it for 70 km/h and put barriers around it like speed

The Toronto Black Film Festival will hit the screens in February, which is Black History Month. The festival, now in its fifth year, will showcase 40 films from 20 countries Wednesday, Feb. 15 to Sunday, Feb. 19 downtown. Founded by the Fabienne Colas Foundation, the festival was created in 2013 as a not-for-profit, professional, artistic organization dedicated to promoting cinema, arts and culture in Canada and abroad. According to its website, "in connecting black films with viewers of all colours and ethnic origins, we recognize the differences that make us unique and celebrate the shared values that bring us together. Coming together through art allows members of all cultural communities to better understand one another."
