After struggling with sky-high hydro bills, Ontario residents like Sheryl Oldfield are going to see some relief with the government’s rate cut this summer. But she’s not celebrating and neither are critics who say the system is still broken /p3

The Ontario premier, the PC and NDP energy critics offer their take on making hydro more affordable for consumers

LIGHTS OUT: ONTARIO’S ELECTRICITY PROBLEM
Duelling commentary: Energy analysts go head to head on whether renewable energy is to blame for rising hydro rates
Quiz: can you guess which device in your home is the bigger energy hog?

Sheryl Oldfield, a resident of Erin, Ont. walks inside her riding arena. Oldfield was astonished to find out her January hydro bill was $463 for delivery alone. generating units up for refurbishment in the near future. “A decline in nuclear production and a sharp increase in cost is about to happen,” Adams said. Keith Brooks, programs director at Environmental Defence, is pleased the government’s plan includes conservation initiatives like the $200 million Affordability Fund, which helps people make their homes more energy efficient. But he said the government’s reforms make no changes to the supply mix – the amount of power we get from nuclear versus gas versus wind. “… To keep costs low, we need to see more renewables in Ontario’s future,” he wrote in an opinion piece for Metroland Media. “Wind and solar power costs are plummeting, while costs for nuclear power are rising. Renewable energy has created a solid foundation for a clean economy – one that Ontario now needs to
build upon.” Ontario’s NDP and PC energy critics both say halting the sale of public electric companies is priority Number 1. The cost to consumers is being hijacked by the drive for profit. “…Because of the way these new private power contracts are written, we are stuck paying guaranteed profit for power plants whether we need them or not,” said Peter Tabuns, NDP energy critic. “Right now, Ontario generates more power than we can use, about $2 billion a year worth of surplus power that we sell to Quebec and New York at a deep — 75 per cent — discount. In fact, many times we have to pay them to take our power.” Transparency on the government’s current energy contracts is also lacking, said Todd Smith, PC energy critic. “In my own riding of Prince Edward-Hastings, I’ve watched power companies ask for and get

extensions from the government that drag the project out years beyond what was envisioned by the original deal,” he said. “That’s not something you do if you’re on the side of the people paying hydro bills.” Mark Rodger, a lawyer with Borden Ladner Gervais and an expert in the utility sector, meanwhile, said delivery charges are a necessary hit. Simply being hooked up to hydro costs money even when energy is not being used. Those costs could be cut, however, should some of Ontario’s 60-plus utility companies merge. By having different companies running their own distribution systems, he said, it adds $1 billion in costs. “Through consolidation, you can remove those costs through efficiency gains,” he said. – with files from David Nickle

ABOUT US
Masking true cost of hydro won’t fix broken system Our hydro bills may be going down this summer, but don’t pop the bubbly just yet. While Ontario residents will see an average 25 per cent reduction on the bottom line, what they won’t see is what it’s going to cost future generations and the current structural inefficiencies and ongoing bad planning that make electricity expensive for us in the first place. Premier Kathleen Wynne announced the savings this month saying it was the fair thing to do. She heard from families struggling with their bills and struggling to understand why rates have skyrocketed. Unfortunately, because the history of hydro and its mismanagement is such a long and complicated one, politicians looking to distract would-be voters benefit from its current complexity. People don’t get it and don’t have the time, the comprehension or the willingness to figure it out. What they do get is how hard it is to pay a huge bill. So Wynne’s Liberals are waving a shiny 25 per cent hydro cut over here, while over there, our expensive hydro system continues to plod along. The lower bills come from refinancing the term of payment the province owes to private power providers - from 20 years to 30. So we’re deferring costs to future generations in order to get some immediate relief. And we’re incurring about $25 billion in extra interest charges over that time. Additional relief will be coming through low-income and rural subsidy programs, but that too comes at a cost of $2.5 billion over the next three years charged to Ontario’s treasury and taxpayers. As tempting as it is to celebrate lower bills, with an election year in 2018, we need to hold all parties to account to do more than float distractions. Ontario generates more power than it knows what to do with and we’re forced to sell it to our neighbours at a discounted rate. Sometimes we have to pay for them to take it. The sale of Hydro One has locked us into guaranteed contracts with private power providers whether we need that power or not. There’s little transparency as to the details of private contracts and that takes accountability right out of the system. We need a comprehensive plan and a system overhaul. Keep that in mind when you’re told to celebrate your June power bill. It’s not nearly enough.

Finding the fire again in Rustic Rustic is an in-between place. Luisa Giacometti says it’s part of a neglected Toronto, "caught in the middle" between Mount Dennis and Jane-Finch, neighbourhoods she believes get more attention, and more money. In the late 1980s and early 1990s, she says, the area was a haven for drugs and prostitution. "There was violence constantly." Residents from both the highrises and bungalows between Lawrence Avenue and Hwy. 401, east of Jane Street, turned things around. "We worked hard at it," says Giacometti. One night, 400 filled a meeting at Nelson A. Boylen Collegiate. Today, though, Boylen, its pool drained, is entering

Centre bursts with youth and kids from nearby highrises. The association met there last week, in one of the only free spaces it can get. As one man pointed out, though, everyone in the room lives in a house, and is white. Most Rustic residents aren’t. The community centre will close soon for renovations, but not before September, and the city says it’s looking at "relocation options" for programs. But relocate where? For many in Rustic, the York Recreation Centre, at Eglinton Avenue and Black Creek Drive, is two long bus rides away. People voted in the city’s lengthy "participatory budgeting" process for small park improvements - a ga-
zebo in Rustic Park, a white wall for movies at Maple Leaf Park. But sewer work has held those projects up. New lights installed in Maple Leaf aren’t turned on. Yet there’s hope. Rustic’s large, affordable house lots are attracting buyers. People are moving back because they like the area, says Carlo DiBenedetto, one of its few business owners. DiBenedetto says the residents’ group needs more warriors, more advertising, and events which are more enjoyable, maybe with food. Giacometti and others approve. "If you’ve got the fire, we need the fire," she says. Reach Mike Adler at madler@insidetoronto.com

Memories of Tawny Richard echo throughout George Bell Arena in the Junction. Her number 77 Humberside C.I. hockey jerseys hang high in the arena’s lobby and articles telling stories about the enthusiastic hockey player fill its hallways. Those items serve as a reminder to Grade 7 and 8 girls entering the rink to take part in the annual Tawny Richard Memorial Hockey Tournament. On March 2, the tournament celebrated its 20th anniversary with 130 players from all over Toronto playing in the games. "It’s been a tremendous honour, obviously to have anybody appreciate your sister or family member in that way," Tawny’s brother, Tyler, told The Bloor West Villager. "The community

Walton told The Villager the tournament has played a part in developing women’s hockey in the city. "The quality of play has improved immensely in our tournament," he said. "We’ve seen players that have played in this tournament go on to play university hockey." Her father, Tom, told The Villager that Tawny would be humble knowing that her community has been honouring her with a hockey tournament - a sport that she really enjoyed, he said. "She made friends right across the spectrum," he said. "She was kind of unique."

The one-day exhibitionstyle tournament was created by Richard’s Humberside teammates in 1997 to honour her life. She died in a car accident while driving to her family’s cottage in the summer of 1996. She was 19 years old. "She connected with so many people because she was part of student council, the leadership program . basically, she was the person connected with every aspect of the school," Tyler said. "She was a person that liked everybody and everybody got along with her." While in school, Tawny played many sports includ-

CHRIS FELL cfell@simcoe.com The pins were flying, the colourful shoes were dancing and lots of money was being raised for Big Brothers Big Sisters of the Georgian Triangle. The 39th Bowl for Kids Sake event was held at Meaford Bowl Feb. 28. The local event raised thousands of dollars for Big Brothers Big Sisters programs. The organization set a goal of raising $100,000 during this year’s event and had already exceeded $48,000 at the start of the event in Meaford. "Last year we served 348 kids with our valuable mentoring programs," said executive director Robin Heald. "Bowl for Kids Sake represents 25 per cent of our annual budget. We’re
giving them the best chance at a better life with every pledge you get or ball you bowl." Teams of bowlers from around the community participated and raised money for the cause. Meaford Mayor Barb Clumpus led a team from the Municipality of Meaford. "It’s been awhile since I’ve had bowling shoes on, this will be interesting," she joked. "(The kids) are the future leaders of our community and country and it’s critical they get a great start in life." Funds raised during Bowl for Kids Sake stay local and help support Big Brothers Big Sisters programs such as: Kids, Cops and Communities, afterschool groups programs such as the Homework
Club and Boys Club, Go Girls and recess programs. The organization receives no funding from the government and all the programs are free to children. The group’s programs primarily serve kids between 6 and 16. "We want to create really strong youth, who will grow up in our communities," said fund development manager Deb Piggott. The event included a silent auction, raffle draw and special presentations to Meaford Tim Hortons owner Cheryl Fewster and Meaford Bowl owner Dave Brown. Big Brothers Big Sisters of the Georgian Triangle service children in Clearview, Wasaga Beach, Collingwood, The Blue Mountains and Meaford.

Period Purse: giving tampons, pads to homeless women
AARON D’ANDREA adandrea@metroland.com On Monday, Feb. 20, Bloor West Village resident Jana Girdauskas was searching throughout her house to find an old purse to donate to a homeless woman. She planned on filling it with feminine hygiene products, but was out of luck when she couldn’t find one. "I reached out to my local mom’s Facebook group and asked if anyone had a used
purse for me," she said. "That’s when it (the idea) opened up." That idea is called The Period Purse, an initiative started by the 40-year-old mother that has people collecting old purses and filling them with products like pads and tampons and donating them to Toronto’s homeless women. "It’s not so lovely to have this monthly friend . but it’s a birthright of ours," she said. "Thinking of having it on the street has to be the worst place."
Last week, she said she went out in the community and begun handing out bags that were given to her. "They loved the purses," she said. "Once they looked inside, they thought it was awesome." Since the campaign started on Facebook last week, Girdauskas said reaction has been overwhelming positive. "We’ve got other stuff coming in like Kleenex, flushable wipes, hand sanitizers and those are types of things that are going to keep

women clean during their period," she said. "I’ve also gotten nice stuff that women like from chocolate to scarves, underwear, cream, lipstick and some people wrote nice notes." She added that women from London, Ont., Ottawa and Victoria, B.C., have reached out to her and are planning their own Period Purse projects. Bakery More Than Pies, located at 639 Annette St. in Runnymede, is serving as a drop-off location. Owner Louise Daly told The Villager she was more than happy to have her store serve as a drop-off location. "It’s fantastic," she said of the project. "It’s such a basic thing and women need it everywhere." Daly added her second store, located at 3469 Lake Shore Blvd. W. in Etobicoke, is accepting bags as well. & recycling get together.
Family Owned & Operated Since 1961
When you throw food scraps in your Blue Bin, food residue and particles get soaked up by paper and can ruin large batches of otherwise good recyclables. In fact, last year an estimated 45,000 tonnes of organic waste and garbage was mistakenly put into recycling. Meaning a lot of ruined recyclables ended up in the City’s landfill. And that is a very bad thing indeed.
