ing a street festival. Five years later, the Dundas West Fest has gathered a following and united the Dundas West and Little Portugal neighbourhoods.

This year, the festival will be held on June 3 from 11 a.m. to midnight. It will take place on Dundas Street, from Lansdowne to Ossington avenues.

Q&A: co-organizer Matt Laking touts festival’s diversity l Continued from front

Q: What makes this festival different from all the other street festivals in Toronto? A: A lot of street festivals seem to have a theme, and the thing that makes this festival very unique is it’s less about franchises and more focused on the unique businesses. It’s very diverse. It has everything from slow dances in a park, barbecued sardines, vintage clothing markets, fire breathing performers and live music. There is no one thing you’re going to find at Dundas West Fest. I think it’s the mix of the unique businesses and sort of entertainment value that makes the festival so unique. Q: This festival began in 2013 and has since become an annual tradition. Why do you think that is? A: The neighbourhood loves it, but more than anything, it gives the neigh-

bourhood an opportunity to bond. It’s a pretty local neighbourhood. All the business owners know each other, they look out for each other and engage with each other. Once a year, it’s really nice to celebrate how far the neighbourhood has come. Q: Five years is a milestone. How are you and your co-organizers planning to make this year’s festival different? A: One of the first things we did was extended the finish time of the festival. We worked extremely hard to extend it from 9 p.m. to midnight. We’re hoping to gauge this year’s extension and see if that’s something we can look at in future years. We’re exploring the possible opportunities of this being a two-day festival down the road. Q: Is there one event guests should know about, given that this is the fifth year of the festival? A: We are hoping that we have people come and find

out. This year will really be answering the question: What is Dundas West Fest? Dundas West Fest is really something that’s experience based, and it’s really difficult to put a label on. There will be some different changes in entertainment. One thing that’s going to be really fun is something called the Street Brass for Dundas West Fest. There will be horn players of all types, levels, ages and musical background performing.

Q: Is there anything else you would like to add? A: One of the important things that’s going to make this year’s festival different from the others is that it’s being fully organized by the Dundas West and Little Portugal BIA board members. Federal MP acknowledges noisy train bells ‘an important issue’ RAHUL GUPTA rgupta@insidetoronto.com Davenport’s MP admits the constant ringing of train bells as mandated by federal law is an irritation for residents living by the west Toronto rail corridor which promises to grow only more troublesome. Bells or whistles coming from UP Express trains entering and leaving stations have long irritated residents living by the tracks, acknowledged Julie Dzerowicz. But the MP was unsure what can be done to mitigate the bells, which will be-

come more of an issue for residents living along rail corridors as GO Transit boosts service throughout west Toronto and the rest of the GTHA through the Regional Express Rail (RER) expansion plan. "We recognize this is an important issue and the buck stops with the federal government," said Dzerowicz during a recent interview with Metroland Media Toronto.

"(Rail) guidelines are for safety, but didn’t account for areas where there are many people." Dzerowicz said she heard firsthand from residents during a series of "pop-up" community meetings held in the riding about potential noise, particularly once GO train traffic triples following the completion of RER. "It’s definitely been an issue (for residents)," she said.

"Something needs to be done at the federal level." She pledged to study the issue, but admitted it could be upwards of a year before there’s any movement. "It could be a ministerial directive or a legislative change," she said. "It’s a matter of educating my colleagues on the importance of the issue." Davenport Coun. Ana Bailao called for a federal rule change,

particularly in the light of new GO stations committed for Toronto, which include stops for Bloor West as well as Liberty Village. There are also plans to build a new station hub in Mount Dennis, which will include stops for UP, GO and the Eglinton Crosstown LRT. "It is crucial that federal regulations are proactively changed to reflect the increase of

passenger rail service already occurring in our communities," said Bailao in a statement. Former York SouthWeston MP Mike Sullivan disagreed the bells, in the case of UP, are needed for safety. "The issue is bells as a train enters a station, and it is not a safety issue," said Sullivan over email.

A Q&A with CEO Elizabeth Buller HILARY CATON hcaton@insidetoronto.com A voluntary merger between St. Joseph’s Health Centre, St. Michael’s Hospital and Providence Healthcare is pending approval from the Toronto Central Local Health Integration Network (LHIN). All three boards of the hospitals in west-end Toronto, downtown Toronto and Scarborough, respectively, submitted a joint integration proposal last month, which explains how each community they serve has a growing population with complex medical and social needs and how their infrastructure is aging. "Standing still and standing alone is no longer a viable option. It is for this reason the three organizations

are proposing the creation of a health network with a single governance and management model that will benefit the people they care for ." states the proposal. The Villager caught up with the CEO of St. Joseph’s Health Centre, Elizabeth Buller, to discuss what the merger means for the community hospital in the city’s west-end. Q: Why integrate voluntarily? A: It’s more about sharing our resources more effectively and spreading them out more, which means you have more dollars for patient care than spending it on higher prices for equipment and supplies. We also wanted to choose our partners and for us it was an obvious choice to partner with St. Mike’s and Providence Healthcare as we share common values, common mission and a shared history with Sisters of St. Joseph’s. The voluntary integration is really a great path forward to

looking at that through the lens of what’s best for the patient. But through this integration at this point and time, that’s not part of it. All of our services and programs will stay the same as a community hospital. Nothing goes away. Q: What changes will patients see if any? A: Some of it they won’t see. They’ll just notice their access to care and newer equipment. So we will still be ensuring that they have ongoing access to care, good access to state-of-the-art equipment and the best models of care. Will the average patient coming through the front door see the changes? No, but what they will see is services and programs not closing down because we’re running a huge deficit. Election year budget will be a tough one Another year, another squeeze. That’s the message from Toronto’s City Manager Peter Wallace as councillors get set to dig into the 2018 budget. It’s going to be the last budget that Toronto Council and Mayor John Tory approve before they go to the voters in the fall of next year. And while it’s looking a little easier than last year in some ways, in important ways it’s going to be more difficult than ever. Like last year, Wallace has asked for across-theboard restraint from city departments and agencies. Not a 2.6 per cent cut this time, just a freeze in spending at 2017 levels. When he spoke to Toronto’s budget committee May 11, he made it very clear that he didn’t expect every department to come in with a zero spending increase. But it’s important to try. That’s because, he noted, there is very little wiggle room this year for council to increase spending beyond inflation, and maintain a property tax increase at or below the rate of inflation. And Mayor Tory and council have made it clear that there’s no appetite for an increase any higher than that on property taxpayers. Council made use of that wiggle room in 2017 – among other things, approving a budget that anticipated robust increases in the revenue from the municipal land transfer tax and therefore boosted revenue. That was a good bet in 2017 but not necessarily so in 2018, when market-cooling measures approved at Queen’s Park could put a damper on Toronto’s blazing hot real estate market. Wallace has been warning since his arrival that Toronto’s reliance on an ever-growing land transfer tax could eventually be its fiscal undoing. That warning seems more apt than ever right now. It all leads to exactly the kind of debate that survival-minded politicians don’t want to have coming up to an election: do we cut services or raise taxes? In the past, faced with these choices city politicians have had a third option: extend a begging hand to the provincial government for help to balance the books at the last minute. But again, what worked 10 years ago is less likely to work now, with the Ontario Liberals facing their own day of reckoning with Ontario voters in 2018. In 2018, there’s one more option: have an honest conversation with taxpayers about the type of city they want to live in. Explain what that city costs. And then, hand them a bill and a ballot at the same time.

A reckoning may come for our worst landlords The front of 500 Dawes Rd. is a busy place during dinner hours. People are in and out with children, dogs, groceries, deliveries. But this East York building is known across the city as one of the worst in Toronto, a reputation it’s had for years. That’s an opinion you can base on the hundreds of orders the city issued against the management of 500 Dawes, a management reluctant to fix anything the right way. Janet Davis, local councillor, stood in the lobby last week, asking passing tenants about repairs, letting them know they can call 311 about them. She does this in other buildings, but 500 Dawes "is the No. 1." The building went

retch. Consensus from tenants? Management does nothing, or gets away with bare minimum. That may change. A reckoning may come for bad Toronto landlords, because on July 1 a new bylaw goes into effect. Landlords must give the city plans on repair, pest control, maintenance. They’ll be required to post information too: the lobby corkboard at 500 Dawes will have to hold more than redirected mail and flyers for airport taxis. Until now, the city could pressure landlords, but had no hammer. Soon, it will be more expensive for them to ignore the law, says Geordie Dent of the Federation of Metro Ten-

ants’ Associations. "It’s not like July 1 bing - a magic wand is going to be waved," he says, but the new bylaw comes with penalties. "This building is definitely, definitely on the radar." Tenant activists fought desperately for the new bylaw. Many, like Geri Stevens, paid a price. She’s been active since 2011 in 500 Dawes, and she’s leaving soon, worn out. "It’s a horrible, horrible building," says Stevens. Cheap rents are why many tenants stay. If there was any justice, many wouldn’t have to.
