DOMINIK KUREK dkurek@insidetoronto.com The builders of affordable housing in the Toronto area are concerned that the region’s hot real estate market could put their ability to offer homes to lowerincome residents at risk. Options for Homes primarily builds condo apartments within Toronto that it sells below market value, and offers down-payment support to help buyers get into the market. Historically, about five per cent of its units have been sold to families and individuals with annual household incomes below $30,000. "We were able to sell to people with quite modest incomes. That’s a game changer for them," Options CEO Heather Tremain said. "That is going to be more difficult for us without some significant other support in place." The nonprofit organization is currently building two projects, one at Danforth Avenue and Main Street, and another Danforth Road and Eglinton Avenue. It also has plans in Cabbagetown and Weston, the latter of which is generating great interest, Tremain said. While still below market value, those projects are expected to sell at a higher price to individuals with higher incomes than Options’ previous developments, she said. The cause of this rise in prices is primarily the result of rising land costs. "It’s a very competitive environment to source and acquire land," said Habitat for Humanity Greater Toronto Area VP of Land Daniel Ger. "Land values in general are increasing at a

similar rate to the housing market." Habitat GTA is feeling the same pressure as Options. Both organizations have a selection process for their homes so there is no bidding from buyers. Habitat GTA is currently building or planning to build in 2017 four projects in Brampton, one in Caledon, one in Georgina in northern York Region, and is completing its largest development ever in Scarborough’s Malvern neighbourhood. The Malvern project, with 50 stacked townhouse units, could be the last of its kind, the organization worries. Bidding on land has become very competitive, the organization said. "Because the housing market is so strong, you get a greater pool of developers or people that would like to enter into the development world. It’s just a very competitive marketplace right now," Ger said. Land values in Toronto have risen so high that a single-family home lot in an inexpensive neighbourhood sells for approximately $500,000, Ger said. A similar lot in Georgina sells between $100,000 and $150,000. Coupled with land values, development charges (fees developers pay to governments to build) have risen. Toronto’s development charges are fairly low, approximately $25,000 per townhouse unit. Other municipalities charge much higher than Toronto, Ger said. Other costs, such as prices for concrete and labour have risen recently too. Tremain said Options for Homes will continue selling affordable housing, but affordability is relative

The organization also looks to build in areas with lower land values but with some upside, primarily in Toronto’s suburbs. "Our Weston site is a great site in an up-andcoming area, so the upside of an area like that, people will also, hopefully, experience some good appreciation in those units," Tremain said. While bidding for land against developers is becoming tougher, those developers are also integral to the nonprofit sector’s ability to offer homes. Both organizations get support from for-profit builders. Options partners with Tridel, which offers labour at a reduced price,

and Habitat GTA gets support from the Daniels Corporation, which has donated land, provided labour atcost and has partnered with Habitat to sell units within a development at below-market value. Both organizations say governments play a key role in their ability to offer homes to lower-income individuals. Ger said Habitat GTA welcomes buying publicly owned land, but without having to bid for it against other developers. "What would be very helpful for us is if municipalities, or the province or the federal government would be able to provide access to land for not-forprofits who provide afford-

able home ownership without going through a public bidding process," he said. Luckily, governments have listened. The City of Toronto is allocating $100 million worth of city-owned land to be sold to nonprofit developers, said Davenport Councillor Ana Bailão, chair of the City’s Affordable Housing Committee. "This is a great way to bring some equity into a partnership that can be successful in building affordable housing with the nonprofit sector," she said. Toronto’s Open Door Affordable Housing Program was approved in 2016 to speed up affordable housing construction. It includes financial contribu-

tions including capital funding and fees and property tax relief, fast-tracked planning approvals, plus the offer of surplus lands. In 2016, the province passed the Promoting Affordable Housing Act, which allows municipalities to enact inclusionary zoning bylaws (bylaws that would require developers to make a certain portion of units within a development affordable). Municipalities are waiting for the province to pass a regulation, which sets out inclusionary zoning parameters, to develop their own inclusionary zoning bylaws, which, when enacted, has the potential to be a gamechanger for the nonprofit sector, Bailão said.

Grassroots group helps those facing challenges to access fresh, nutritious food JOANNA LAVOIE jlavoie@insidetoronto.com Toronto residents Kate Salter and Shannon Candido are working to ensure no one has to forgo eating fresh, healthy food because they can’t afford to do so. Last spring, Sadler, who is from the city’s west end, and Candido, who calls Leslieville home, founded GoodFood Help, a peer-topeer food relief initiative that provides healthy, nutritious food to those experiencing temporary, unexpected food insecurity. Together with a team of volunteers, they’ve served upwards of 700 people in the past year. Food drop offs usually take place discreetly at public places like subway stations. GoodFood Help started with a request for a banana on a Bunz online trading zone. Salter replied to the Facebook post and offered to give that person fresh fruit and veggies and some healthy meals. She never did hear back from the original poster but dozens of others from all ages and walks of life facing a range of challenges accessing fresh, healthy food chimed in. "The next morning, there were

"The need was there." To date, GoodFood Help has provided food to those hit by an expected bill, struggling post-secondary students, people in precarious work situations, individuals on social assistance, and scores of single parent-led families. And a year in, the need is greater than ever. "There is a larger need for this than we initially thought. We’re filling the gaps," said Candido, who works as a freelance graphic and web designer. communications and creative director. "We’re feeding people who are undernourished. We’re a nutritious (food) source for people." Salter, who handles the majority of client requests and waitlist as well as all the coordinating and volunteer engagement for GoodFood Help, said the need is a "reflection of how expensive it is to live in Toronto." She said the peer-topeer initiative is one way for Torontonians who are having trouble accessing fresh, healthy food to receive a little bit of extra, albeit temporary, assistance without red tape, stigma, or questions asked. "If you say you need food, you need food," said Salter,

who is a lawyer by day. Cash donors are keeping the much-needed program going and funds are always needed. "We are completely donation driven," said Salter, who said they’d like to see a long-term plan put in place so that people aren’t stuck seeking out healthy, fresh food options. A fundraiser for GoodFood Help, which is currently in the process of being registered as a nonprofit organization, is in the works for July. Visit https://www.facebook.com/goodfoodhelp/ or http://goodfoodhelp.com/ for more information. Diana Bronson, executive director of Food Security

Canada, said there is absolutely no excuse for people to be going hungry in such a prosperous country like Canada. Her organization is a pan-Canadian alliance of organizations and individuals that work together to advance food security and food sovereignty through the inter-locking goals of the zero hunger, healthy and safe food, and sustainable food systems. According to Statistics Canada, four million Canadians or 12 per cent of the population is living with some form of food insecurity. What is even more shocking is that 60 per cent of those dealing with food security issues are employed. "A lot of these people are working. They’re just not making a decent wage," said Bronson during an interview with Metroland Media. "I think it’s really important to acknowledge that the primary driver of food insecurity is poverty." She said the government needs to come up with more "income-based solutions" to permanently stop people from experiencing food insecurity. "We’ve been in stop-gap mode for almost 40 years now," Bronson said, pointing to Canada’s first food bank that opened in Edmonton, Alberta back in 1981. "I think everybody knows food banks are not a solution." For more than a decade, Food Security Canada has lobbied various levels of government to set a basic income

and institute a national food security strategy. Bronson said pilot studies in Ontario for a $17,000 basic income is a good start. Canada-wide, she’d like to see a national food strategy move forward as soon as possible. "None of that is happening now," she said. "Food is a basic human right and all Canadian should have access to it. We need to fix a goal on this country to eliminate hunger. This is not beyond the realm of the possible."

CANADA TO DEVELOP A NATIONAL FOOD POLICY The Government of Canada is seeking Canadians’ input on the development of its first national food policy. Agriculture and Agri-Food Minister Lawrence MacAulay made the announcement Monday at Ryerson University during the Canadian Association of Food Studies’ 12th annual assembly. To help in developing A Food Policy for Canada, the federal government is asking people to fill out an online survey at www.canada.ca/food-policy. This is the first of a number of ways Canadians are being invited to help develop a national food policy. The government also plans on holding broad consultations through events in the coming months. On June 22 and 23, stakeholders will have the opportunity to share their views on the policy’s development and learn more from experts and key policy makers at the A Food Policy for Canada Summit in Ottawa. The overall aim is to shape a food policy across Canada from farm to fork that increases access to affordable food, improves health and food safety, conserves our soil, water, and air, and grows more high-quality food.

ABOUT US

The ’Fair Hydro Plan’ is anything but that Welcome one and all to the Ontario government’s incredible, stupendous hydro-cuts emporium where you can buy cheaper electricity today - then pay big-time for it later. If this makes the Liberals’ misnamed Fair Hydro Plan sound like a slick scheme concocted to get them re-elected, that’s because to a large degree it is. Yes, we know Ontarians were begging for relief from constantly soaring hydro bills. We also know many consumers are cheering Premier Kathleen Wynne’s plan to slash hydro rates by 25 per cent this year and then limit increases to the inflation rate for the next four years. But as the province’s financial watchdog reported last week, the cost of insulating Ontarians from soaring energy bills will eventually shock them to the tips of their toes. To be sure, the Liberal plan will save consumers $24 billion over the next four years. That’s a tidy sum and it’s no coincidence the savings are perfectly timed to inspire warm and fuzzy feelings for the Liberals before the June 2018 election. But as the Financial Accountability Office just reported, it will cost the province a jaw-dropping $45 billion over the next 29 years to make those savings possible. In addition, if interest rates rise or the province starts running deficits again, the eventual cost of the plan could balloon to $93 billion. The inescapable reason for this daunting bill is that the province must borrow heavily to pay for the discounted hydro rates. That money must be repaid. And in order to lower hydro bills in the short term, the government will need to increase them in subsequent years to cover the debt that finances the plan. It’s all a bit like using a carving knife to extract a splinter. The operation may succeed, but the bleeding will be considerable. So, while you can, enjoy seeing average monthly hydro bills drop from $163 to $123 starting this summer. But brace yourself for hydro rates to increase by 6.8 per cent a year from 2021 to 2027. Be ready for the average monthly bill to rise to $213 by 2028. It is a reminder, too, of how badly this government has mismanaged the electricity file - think of their subsidies for wind and solar energy we don’t need. Other governments of different political stripes have made a mess of it before. But the Wynne government has nothing to be proud of in how they’ve handled Ontario’s electricity system.

People will keep fighting for ’$15 and Fairness’ Today, June 1, Queen’s Park shuts for the summer. It’s the last day before fall for the Liberal government to say they’re reforming Ontario’s labour laws, and raising minimum wage to $15. As of this writing, I don’t know what the government announced or hasn’t. I know people in the $15 and Fairness campaign made every day count. They’ve already done more than politicians thought they could. So many of us are stuck in precarious and parttime jobs. For two years, campaigners seemed to be everywhere, on streetcars and street corners, reaching people who fit that description. They’ve demanded $15

MIKE ADLER Edges of Toronto an hour, paid sick days, and an end to exploitation by temp agencies. They practically remade Ontario’s labour movement. They were poised a week ago to get serious labour reform, not because government suddenly saw the light, as the Workers’ Action Centre’s Deena Ladd says, but because people fought for it. One was Mohammad

Sarkar, a community action leader for Access Alliance - that’s one of his three part-time jobs - in Scarborough’s Oakridge and East York’s Crescent Town. He’s met fellow immigrants who wait in vain to get called to work, or are sent home after an hour or two, or get $6 or $7 an hour at a grocery or convenience store. They need rent money, but without paid sick days, Sarkar says, many go to work sick, or pay a further price in back pain, or repetitive strain injuries. Malka Paracha, a food service supervisor at York University, "was an anti-union person" a while ago. But then a union, along with students and faculty, helped York’s servers stand up

and win $15 an hour and full benefits. "It is 200 per cent possible. We did it," says Paracha. The Changing Workplaces Review recommendations are a mixed bag. Campaigners knew Ontario’s Chamber of Commerce would call their reforms a job killer, but they kept pushing the government for the full package. If it wasn’t introduced by June 1, perhaps it would come this fall. If MPPs expect this to stop, they’re wrong. "If they don’t listen," Ladd says, "they will hear it at the ballot box." Canada’s TOP 5

Lifeguard Haidar Bayram watches over participants taking part in a parent toddler drop in swim at Agincourt Recreation Centre Friday, Feb. 3. The City of Toronto is expecting a busy spring/summer recreation season.

MUSICAL ACTS ● 1. Tragically Hip Canada’s love affair with the Hip has never been more intense.

● 2. Rush The boys just won the 2017 Allan Slaight Humanitarian Spirit Award at Canadian Music Week.

● 3. Neil Young Singer, songwriter and activist proves that Rust Never Sleeps.

● 4. Joni Mitchell This superstar of the 1970s came from Saskatoon.

● 5. Barenaked Ladies The fifth spot could have gone to many great Canadian acts, from Gordon Lightfoot, Bryan Adams or Leonard Cohen to BTO. We chose the Ladies because if there’s one thing we can’t do without it’s humour, and these fellas earn points for great satire in their lyrics.

REGISTRATION for SUMMER PROGRAMS is OPEN NOW: JULY 3RD TO AUGUST 17TH

Be ready to register for summer recreation programs The City of Toronto is set to open registration for its summer and after-school recreational programming. Registration for the city’s summer swim and skate programs as well as After-School Recreation Care (ARC) programs for the upcoming academic year will commence on three separate dates. Registration begins at 7 a.m. on: . Saturday, June 3 for Scarborough and Etobicoke York; . Tuesday, June 6 for North York, Toronto and East York; and

. Monday, June 12 for ARC programs for the 2017 to 2018 school year for all districts. Prior to registration day, residents are encouraged to get ready by following these steps: . Step 1: Get family and client numbers - Toronto residents need a family number and a client number for each family member. Call 416-338-4386 before registration day to get these numbers. . Step 2: Choose programs - Visit http:// www.toronto.ca/torontofun or refer to the printed

Spring/Summer FUN Guide to browse and choose programs. Residents are encouraged to have a few program choices for each person, in case their preferred program is full. . Step 3: Register - Registration starts at 7 a.m., so be sure to have all of your program choices and payment options ready. Registering online at http:// www.efun.toronto.ca is the quickest and easiest way to sign up for programs, city officials say, but phone and in-person registration is also available at selected sites.

TAMARA SHEPHARD tshephard@insidetoronto.com Parents of special needs children should get involved and connect with each other, advises Jean Hammond. The mother of Cameron, 14, who is typically developing, and Ellie, 12, who has a developmental disability, is in her eighth year in the family leadership program at Holland Bloorview Kids Rehabilitation Hospital, where Ellie accesses outpatient programs and services. "I appreciate that anything that helps my daughter, helps me. But you also have needs as a caregiver outside of the needs of your child," Hammond said. "Through my volunteer work, and particularly with the family leadership program, I now have a community of friends with similar experience to mine that is absolutely necessary for me."

Hammond pays forward the support she has received from parents by supporting other parents. In particular, she is the family lead on a website, developed with Holland Bloorview’s foundation, expected to go live in late June with resources specifically geared to caregivers. It will be part of Holland Bloorview’s website. "All the resource suggestions come from families and caregivers themselves," Hammond said. "We asked, ’What would you like to see?’ We’re super excited about it." Hammond lauded Holland Bloorview, located near Eglinton and Bayview avenues (on Kilgour Road), as "an industry leader" in client and family-centred care. "Clients and families are involved in every decision and every action at this hospital. It’s an important, prioritized value here," she said. "Every mo-

Hammond is the primary caregiver for her developmentally disabled daughter. ment I’ve spent here, I’ve felt valued. My contribution has felt very authentic." Melissa Ngo and Lor-

raine Thomas, family support specialists with Holland Bloorview, will be exhibiting at the Caregiver Show on June 9 at the On-

tario Science Centre. Their message - Holland Bloorview offers myriad programs to improve the lives of children with disabilities, including those in the community who are not clients. "A lot of parents say, ’I thought your programs are only for in-patients or outpatients seeing Holland Bloorview clinicians?’" Ngo said. Programs open to the community include: workshops and parent talks, camps, music and arts programs, a multi-sensory Snoezelen room and swimming. Ngo and Thomas spend much of their time advising their caseload of approximately 1,000 families a year how to navigate systems, be it health care, education or funding. Every family is unique in its concerns, Thomas said. Both remind caregivers of Holland Bloorview cli-

ents, and those in the community, to first care for themselves. "There are people out there who can help," Ngo said. "I know it’s very difficult when you need support. It’s a learning process asking for help. But it’s very important for your own well-being and for your family’s well-being."

New law for speeds near schools New measures for speeding near schools Advocates for safer speeds are cheering the passage of new provincial legislation. The Safe School Zones act promises to ease the installation of red-light cameras at intersections near schools, among other measures. It will also allow municipalities to enact speed limits lower than 50 km/h near schools. Toronto has already established designated zones which require reduced speeds near schools. There have been demands for reduced speeds following several collisions involving speeding automobiles in the immediate vicinity of a school. Construction projects sped up Two east-side construction projects are finishing up earlier than scheduled. Paving work on Lake Shore Boulevard East between Woodbine Avenue and Leslie Street, plus another project at the intersec-

RAHUL GUPTA TO in Transit tion of Parliament and Dundas streets, is now over, thanks to around-the-clock work which shaved weeks off the original timeline, the city announced this week. The Dundas and Parliament intersection will fully reopen on June 5 once overhead and electrical work is completed. Survey says Torontonians prefer driving over taking transit Even endemic congestion doesn’t deter residents of this city from driving, says a new study. U.S. firm Conduent, formerly photocopy giant Xerox, surveyed residents

from 23 global cities including Toronto and found that, even with frustration for commuting by car on the rise, people are still more likely to drive rather than take a flyer on public transit. The study found 61 per cent of local respondents would consider transit use if trips were quicker, while 41 per cent promised to forego driving altogether should congestion keep rising. Transit employees won’t don uniform during Pride parade Transit workers for both the TTC and GO Transit who take part in this year’s Pride Festival parade won’t do so in official garb, the agencies announced last week. The move is billed as a show of solidarity with Toronto police officers who also won’t take part in the march while in uniform. Last week, Toronto Council rejected a motion to withhold funding to Pride if Toronto Police are not allowed to march in uniform.
