Mural creates ’continuous flow’ between properties: artist Garages and fences along a laneway in Lambton are shining bright after a fresh artistic makeover. The properties have been painted with a mural in order to prevent future graffiti tagging in the area. The new mural is located on a laneway between Humbercrest Boulevard and Brookside Avenue, which is near Jane and Dundas streets. Artists Rob Matejka and Anya Mielniczek were the co-leads for the project. Mielniczek previously told Metroland Media Toronto the mural would create a "continuous flow" between the properties.

CYNTHIA REASON creason@insidetoronto.com Chances are, unless you’ve walked by his recently installed Heritage Toronto plaque on Lombard Street, Albert Jackson’s name won’t ring many bells. It may come as a surprise to most, then, that for much of the month of May 1882, Jackson’s story was splashed across headlines both local and national, capturing the attention of the city, the country, and even the likes of then-prime minister John A. Macdonald. Back then, however, the man known today in certain, all-too-small circles as a hero about whom a play has been written, a lane has been named, and a memorial plaque has been dedicated, was referred to in headlines simply as "The Colored Postman." Born into slavery on a Delaware plantation in 1857, Jackson persevered despite his most humble of beginnings to become Toronto’s first Black mail carrier - an odds-defying feat for which he was recognized by Heritage Toronto late last month. "Albert’s story is one that remains relevant to our present and can show us a way forward to build a more resilient and kind city," Heritage Toronto board member Abena Buahene said of Jackson at the July 21 plaque presentation in his name at 26 Lombard St. - the former site of the Toronto General Post Office. Spurred to escape to freedom by the sale of her two eldest children and subsequent death of her griefstricken husband, Ann Maria hoped to build a better life for her family upon their arrival in Toronto. While Ann Maria took on work as a washerwoman in St. John’s Ward to support the family, some of the older boys in her brood of seven also went to work but Jackson, the youngest, was given the opportunity to study and attend school. Ann Maria’s dreams of a better life were fulfilled when, on May 12, 1882, Jack-
son became the first Black person ever to be appointed a mail carrier in Toronto an appointment temporarily cut short by the protests of her son’s new colleagues. "Because he was black, he was given menial jobs inside, like washing floors, toilets and anything but the job he’d been hired for. He was resented by his white co-workers, who demeaned him daily," Shawne Jackson-Troiano said of her great-grandfather’s plight. After catching word of Jackson’s white colleagues’ refusal to train him, Toronto’s Black community rallied behind him. Soon after that, newspapers picked up the story’s commentary from both sides of the racism-fuelled public debate over "The Colored Post-
man." In a piece entitled just that in its May 30, 1882 edition, the Toronto World newspaper quoted Toronto’s "colored citizens" defending Jackson’s right to take up his appointed duties as a mail carrier at a wellattended meeting at a church on Richmond Street. "While we feel proud of the notice that has been taken of us as a people, we cannot but feel pained that although appointed a letter carrier, by some prejudicial feeling on account of color on the part of some of the letter carriers or officials, (Jackson) has been detained to perform other, and we consider menial, services," the unnamed chair of the meeting is quoted as

saying, before tasking a five-person committee with investigating Jackson’s treatment at the hands of the Toronto Post Office. A follow-up story the next day detailed the swift intervention of Sir John A. Macdonald, who was courting the Black vote in downtown Toronto at the time: "(Macdonald) promised that the colored youth would go to work as a carrier come what may," the Toronto World story reads. Just two days later, on June 2, 1882, Jackson began his training as a letter carrier - a position he held for 36 years, until his death in 1918. Lawrence Jackson, Jackson’s sole surviving grandson, said he was brought to tears by Heri-
tage Toronto’s plaque in honour of his grandfather and the lessons it will teach future generations. "Growing up, I always used to wonder, ’Why is it that when I go to school and open my books, there’s nothing about him, nothing about us, nothing about any Black people?’" he said. "Back then, my teachers would say to me, ’Why do you want to go to high school? You people don’t do anything anyway.’ But they didn’t know about my grandfather. "He never thought he would get that job, but he fought to get it and even Sir John A. Macdonald fought for him to get it. And he got it. The lesson he taught us all is: ’Don’t give up the ship - there’s hope.’"

AARON D’ANDREA adandrea@metroland.com Five standalone homes in Toronto’s Dufferin Grove neighbourhood which were slated to be sold by Toronto Community Housing Corporation have been saved.In July, city council dealt with Phase 1 of the Tenants First report, which included a recommendation for a callout to the nonprofit, co-op and land trust sectors to manage Toronto Community Housing Corporation’s (TCHC) single homes, agency houses and rooming houses.Coun. Paula Fletcher (Ward 30 Toronto-Danforth) introduced a successful motion to include homes undergoing or requiring city bylaw amendments, like the ones in Dufferin Grove, to be added to that list which saved them from being sold. "It has never made sense to me to sell our single-family homes," she told the Bloor West Villager. "They meet the goal of good affordable housing which is peo-

The decision to save the homes comes after pressure from tenants, community members and industry professionals who questioned the sale with some calling it a short-sighted decision that would hurt the area. In February, TCHC filed an application to sell the homes on Havelock Street and Sylvan Avenue to generate funding for its $2.6 billion repair backlog. It was
given approval to sell some of its single-family homes in 2012. So far, TCHC has generated $71 million from the sales, a spokesperson previously told the Villager. Local Coun. Ana Bailão (Ward 18 Davenport), who also chairs the city’s affordable housing committee, said in a statement to the Villager she looks forward to reviewing the outcome of the call-out and said scattered homes are "an important source of mixed-income family housing." Fletcher added scrapping the proposed sale of TCHC’s remaining scattered homes will stabilize the single-family home component of affordable housing in the city. "The homes that we have currently in our standalone single-family homes are so important because they are three, four and five bedroom homes and nobody is building those anymore," she said. "So we have to preserve these important parts of our housing stock."

HILARY CATON hcaton@insidetoronto.com A kaleidoscope of colour with a Chicago twist has taken the drab and dreary Roncesvalles Pedestrian Bridge and transformed it into a bright and bold landmark. The busy west-end waterfront access point is now a beacon of imaginative artwork created by Chicago-based painter Justus Roe. "It’s not a traditional mural by any means; there’s no direct message. I look at it as an abstract urban landscape piece, a little bit," Roe told The Villager. "It’s a combination of wild style graffiti and abstract painting, it’s the best way I can describe it. And it’s all free styled; there are things incorporated in this piece that I haven’t done in other pieces. I can see it and say, ’that’s different for me,’ so it’s been a nice evolution." Roe is known for using
different paint rollers to execute his art pieces that reference architecture, city grids, aerial perspectives and metropolitan environments. The mural was unveiled in late July to the community on Lake Shore Boulevard. The project is part of a cultural exchange between sister cities Toronto and Chicago to commemorate Canada’s 150th birthday and the Year of Public Art that is taking place in Chicago. This is also Roe’s first Canadian piece, solidifying him as an international painter. "It’s been huge honour to even be considered to do this, so I have to represent Chicago as best I can," he said. The mural came to be as part of the StreetARToronto Partnership program in collaboration with the Steps Initiative, a Torontobased public arts organization, which brought together local residents from Parkdale and Roncesvalles

"I think it’s really brightened up this bridge. It’s like a shock of joy and colour when you cross it," said Carolyn Rowan, the manager of community projects with Steps Initiative. "We’re really excited to put the finishing touches on some parts of it, but it’s looking really great. It’s been a really fun communi-
ty project." Youth from West Neighbourhood House also got the opportunity to be involved by priming the bridge a few days prior to Roe’s arrival on July 13. It’s a step that Roe was extremely grateful for, he said. He also had three Toronto-based artist assistants who helped him undertake the nearly 8,000square-foot concrete can-
vas. They had the opportunity to learn new techniques from Justus and vice versa. It was an invaluable learning opportunity for lead assistant Stephanie Bellefleur. "When you’re working with an artist, it’s nice to have people open to the process of mentorship," Bellefleur told The Villager. "I think that’s really key when artists are coming
from different places and when we’re having the exchanges. It’s good to also support local Toronto emerging artists." She admits tackling this large scale mural "isn’t her first rodeo." Bellefleur helped paint the world’s tallest mural at Yonge Street and St. Clair Avenue West, but at the same time, this project had its challenges. "This was quite big. It’s like 10 murals in one and it was done in a two-week process, which is really fast. I’ve never seen someone work so quickly before. I really enjoyed watching him technique-wise," she added. The size and scope of this project hasn’t deterred Roe from wanting to tackle similar projects in the future back home in Chicago. "Its hard for me to paint small," he said. "I want to do bigger and bigger. I’d love to paint a highrise one day, inside and out."

The city’s missing people need our help There are a lot of missing people in Toronto. We know, because we write up every police report and share online in the hopes word will spread and that person will be found. Our social feeds are sometimes chock full of missing person stories just due to the volume. It’s a service we justify by imagining what loved ones are going through, not knowing if their child, parent, spouse, or friend is safe. We’re an effective channel of communication and we hope getting word out there fast will mean someone somewhere will notice something, send in a tip, or better, report that they’ve been located. In the best-case scenario, we’re having to update the story soon after publishing because the person’s been found. In one recent incident, a husband apparently went out for an extended period of time without his phone and his wife panicked. Those updates are a relief to publish. Better to be safe than sorry. We’d like to thank our online followers for sharing these stories and photos. Mostly, these are published online at Insidetoronto.com and shared on our Facebook and Twitter page. Sharing with your networks helps get the word out quickly, and time is of the essence in getting people located and home safe. Domingos Martins, the 83-year-old with Alzheimer’s, was miraculously found alive last week after being missing for five days. His family made the search very public and made several appeals for help, even offering up a reward. He was eventually located trapped between a fence and a wall, and was taken to hospital in critical condition. We’ve reported several times on the story of a 31-yearold Duane Montaque who lives with autism and regularly goes missing from the home where he lives with his mother in Scarborough. Once, he stowed away on a train to reach Montreal. Earlier this summer, someone found him in Ottawa. As part of our Sunday Reads online series, once a month we also profile a historic missing child case. Though it’s been years - sometimes decades - those families and the police investigating still hold out hope. When you see these stories, have a read, examine the photos, and share with those you know. The police desperately need tips and need to act fast, so your assistance may be what makes that crucial bit of difference.

City finally unseals Toronto apartment towers Toronto’s tower-in-thepark apartments are products of The Boom, the decade bridging the 1960s and 1970s which saw 140,000 units built. Some sprouted in the suburban middle of nowhere - Rexdale, rural North York, East Scarborough, with big surface parking lots and lawns. Built when even nursing home patients were expected to have cars, they sometimes assigned each apartment two spots. The towers were "sealed in a time warp for 50 years," says Greater Toronto Apartment Association president Daryl Chong. No mixed uses were allowed. Tenants were expected to drive everywhere. Towers aged as the city grew around them. There

He’s installing a small grocery store in a Kipling Avenue highrise, expecting to start interior work this week. "Our target is to open this year," Soman says. delay, launched last month. Finally, if landlords agree, dead spaces in more than 400 modernist towers containing 80,000 units, all pre-1985, can become tutoring centres, daycares, or nail salons. Their lawns or lots can sport outdoor markets. Tenants, if fortunate, may finally get conveniences downtown condominium dwellers take for granted. The closest supermarket to the Rexdale tower Soman’s working on is 900 metres away. Most tenants of the building and its twin take a car there; some take taxis, he says. Soman sees a testing ground. Backed by partners, he’s interviewing tenants, many Middle Eastern or East Indian, about the products he’ll sell.
Some towers had tuck shops, but with interior doors. They were designed for tenants alone, often stocking junk food. Soman wants to sell fresh vegetables, quality stuff, in a shop open to the public. "Let’s hope it works," he says. Around Pape and Cosburn, Jane and Finch, Kipling in Rexdale, Lawrence and Orton Park in Scarborough, East York’s Taylor Massey and Thorncliffe Park neighbourhoods, and Oriole in Don Mills, the city will approach owners, suggesting what RAC zoning can do for them. Entrepreneurs can also knock on management doors, perhaps tenants themselves already "making something cool, exciting or tasty" upstairs, Chong says.

The voluntary merger of three Toronto hospitals is now official. As of Aug. 1, the Ministry of Health and LongTerm Care has approved the plan which officially unites Providence Healthcare in Scarborough, and St. Joseph’s Health Centre and St. Michael’s Hospital, both downtown, under one corporate entity. "This is an important and exciting milestone for each of our organizations and the people we care for
under the umbrella of a single health network. The 10,000 combined staff members are now employees of the new health network. "Our new health network presents an opportunity for us to reinvest in patient care as well as help patients and their families obtain better access to higher quality, integrated care," said Dr. Robert Howard, interim president and CEO, in a press release.

Toronto’s bike sharing system is expanding across the city with the addition of 70 new stations that will be installed throughout August. The Bike Share Toronto announcement came at a news conference Aug. 2 held by representatives from all three levels of government. "We’re moving beyond
the downtown core and putting stations in Etobicoke and Scarborough," said Mayor John Tory. "I believe that the bike share program represents part of the answer to the transit unfriendly development of the yesteryear." The new stations will be placed near TTC subway stations and streetcar stops. The additions will increase the number of bike share stops in the city to 270 with 2,750 bikes and 4,700 docks. The Government of Canada and the city will each contribute $1.25 million toward 50 stations, and the city will also put forward $1.5 million for another 20 stations.
Ontario provided $4.9 million to the Toronto Parking Authority in 2016 to allow the program to expand. Bike sharing allows riders to take a bike from a station on a trip and return it to any station across the city. "Riding a shared bike to the transit stop may well represent the answer to getting some of those residents in some of those areas out of their cars and onto the transit system," Tory added. According to a news release, Bike Share Toronto has almost 9,500 active members and has served more than one million rides over the last 12 months.

Barrie Rail Corridor Expansion Transit Project Assessment Process The Project Metrolinx, an agency of the Province of Ontario, has completed an Environmental Project Report (EPR) in accordance with Ontario Regulation 231/08 for the Barrie Rail Corridor Expansion. Metrolinx intends to proceed with the project in accordance with the EPR. Metrolinx, an agency of the Province of Ontario, is upgrading its commuter rail system into Regional Express Rail. The Greater Toronto and Hamilton Area (GTHA) is now home to nearly 7 million people and heading towards 10 million by 2041. To address the urgent transit needs of the GTHA, the Province of Ontario committed to implement Regional Express Rail and make other improvements to the GO system. By 2025, electrified trains will be running every 15 minutes or better, all day and in both directions, within the most heavily travelled sections of the GO network. To support this service increase, Metrolinx is undertaking the Barrie Rail Corridor Expansion (BRCE) Project which includes the following: • Provision of a second track between Lansdowne Avenue in the City of Toronto to Allandale Waterfront GO Station in the City of Barrie; • Upgrades to existing GO Stations along the corridor: Rutherford, Maple, King City, Aurora, Newmarket, East Gwillimbury, Bradford, Barrie South and Allandale Waterfront; and • A new train layover facility within the Town of Bradford West Gwillimbury for overnight storage of trains. 30-day Public Review Period Begins August 9 The environmental effects of this transit project were assessed and an EPR prepared according to the Transit Project Assessment Process as prescribed in Ontario Regulation 231/08, Transit Projects and Metrolinx Undertakings. ty, it shaped me to become a Canadian," said Jim, 31, who didn’t want his last name published. Jim came to Canada from China by himself when he was 18, he told Metroland. After studying engineering, he held various
jobs with Canadian companies and is now ready to devote his future to his new home. "My fiancée ... we’re planning our lives in Canada, we love it here and we’re planning to have a baby here," he said. "It feels very exciting to be-
come a Canadian." The ceremony was hosted by Canadian Stage, Institute for Canadian Citizenship and Immigration, Refugees and Citizenship Canada to mark 35 years of Shakespeare in High Park, a Canadian Stage production.
It’s one of several free events taking place at the amphitheatre in August to celebrate the milestone.
