A ‘unique’ rental replacement agreement is in the works between a local developer and two west-end councillors, Etobicoke York Community Council (EYCC) heard on Tuesday. The idea is to have a developer who’s building two different developments – one in Etobicoke, the other in Bloor West – create new rental units at the Bloor West location, to make up for the ones being demolished at the Etobicoke site. If ultimately approved, the proposal will see the 10 rental replacement units necessitated by the proposed demolition of a 10-unit affordable apartment building at 2800 Bloor St. W. in Ward 5 be transferred to a proposed new nine-storey condo at 2114-21130 Bloor St. W. in Ward 13. “This is very unusual, what we have before us today,” Parkdale-High Park Councillor Sarah Doucette said, explaining that the same developer, NDI Inc., is responsible for both the >>>MATTER, page 23

Settlement reached on Bloor and Durie condo development LISA RAINFORD lrainford@insidetoronto.com Local residents reached a settlement with a developer proposing a nine-storey condominium at Bloor West and Durie streets thus averting an Ontario Municipal Board (OMB) hearing. The Bloor West Village Re s i d e n t s A s s o c i a t i o n (BWVRA), the Swansea Area Ratepayers Association (SARA), the City of Toronto and Harrington Developments Ltd. agreed to the settlement proposal, Tuesday, April 7. “We’re very pleased about how the mediation went. A hearing could have been lengthy and costly,” BWVRA chair Jamie Isbister told The Villager. “As with most mediation, no one got exactly everything they wanted, but we got what we set out to achieve. The proposed development is modified.” The condominium build-
ing has been reduced by two floors, Isbister said, reducing its height from 30 to 25 metres; the mechanical room will be incorporated into the top residential floor improving the building’s appearance; access to underground parking will be directly off Durie Street instead of behind the condo impacting homes on Ostend Avenue; the amount of commercial underground parking has been greatly reduced; and truck access behind the building has been improved, which eliminates any maneuvering on Durie Street to back into the loading bay. The building’s front facade will include “well articulated” windows and/or door bays on Bloor Street West. “With the main floor differentiated, we hope it’ll blend into the existing look of the street,” Isbister said. One of the major sticking points of the proposal was the
demolition of a residential house at 116 Durie St., just south of Bloor Street West. In the settlement, the proposed encroachment of the condominium building into the residential neighbourhood has been eliminated. The house will be reconstructed to include residential rental units. The mediation process took a day and a half with all proponents at the table, according to ParkdaleHigh Park Councillor Sarah Doucette. “It wasn’t an easy fix,” Doucette said. “I think it worked really well. It took a lot of patience and a lot of negotiating. In the end, we had a lower building. The majority of residents’ requests were covered.” Doucette thanked the residents who dedicated so much of their time and resources.

Playwright debuts two years’ work with new interactive musical Julie Tepperman’s ‘choose-yourown-adventure’ style show runs until May 3 LISA RAINFORD lrainford@insidetoronto.com Every project actor-directorplaywright Julie Tepperman has ever taken on has led her to this very moment. She and colleague Mitchell Cushman are set to debut what’s believed to be the largest production of immersive, site-specific musical theatre in Canadian history – a show that boasts 40 actors portraying as many as 90 characters in 200 scenes in 11 separate storylines with 15 scenes occurring simultaneously at any one time. “ I t ’s p r e t t y w i l d , ” Tepperman, a Bloor Street We s t a n d L a n s d o w n e Avenue-area resident, told The Villager. It had remained empty until Sheridan College got permission to use it. “When we saw the building, it had so many possibilities,” Tepperman recalled. An unexpected event – a result of an experiment by the very first science teacher at Brantwood that causes a “cosmic explosion” sends the audience back in time. The show unfolds with
more than 10 storylines, one for each decade of the school’s history, including a 1920s teacher-student affair; 1930s anti-Semitism; 1940s gender and racial segregation; a 1950s teen pregnancy; a 1960s LSD trip; a 1970s foray into amateur porn; a 1980s film-noir narcotics thriller; a 1990s talent show and the dreams of a transgendered student; a 2000s musical exploring a story from the school’s sordid past; a 2015 student’s attempt to save the school from developers; and a 2020 condo story centered on a young gay couple haunted by the ghosts of Brantwood’s past. “ We’ve been working on the show for two years and with the students for the better part of a year,” Tepperman said. “It’s been really exciting to know we were working for a specific group of people. Every student plays one to four characters.” Tepperman says she’s hoping non-traditional theatre-goers will be enticed to take in such a show, a departure from the typical theatre production. “There are such cool spaces in the building. We’re hoping past students, teachers and community members go to see it,” she said. Spectators can decide which story lines they’d like to follow as they wander through classrooms and halls. There is no ‘backstage.’ Crew members are incorporated into the show.

Junction-based dancer brings her international flamenco training to Letters to Spain LISA RAINFORD lrainford@insidetoronto.com A native of Mexico, Junctionbased dancer Ilse Gudiño never dreamed flamenco would become such an integral part of her life. A member of the Esmeralda Enrique Spanish Dance Company for the past two decades, Gudiño has studied flamenco in Madrid, Seville, New York and Mexico and has been trained by many of Spain’s most renowned artists. “If you had told me when I was 10 that I’d love flamenco dancing, I never would have believed it,” Gudiño said. As part of Esmeralda Enrique Spanish Dance Company, Gudiño performs in Letters to Spain, billed as a “provocative and captivating” evening of Spanish dance and music at Harbourfront Centre’s Fleck Dance Theatre, Friday, April 24 to Sunday, April 26, the culmination of Hispanic Heritage Month. Flamenco is “very percussionist, elegant, strong and graceful,” Gudiño told The Villager. “For women, it’s a very independent dance. classical piece, Gudiño said. It explores the life, loves, exile and return of iconic Spanish poet Rafael Alberti set to the concerto of the same name by composer Vicente Amigo. The second act of Letters to Spain is an all-flamenco mixed repertoire featuring the range and inseparable components of music, song and dance that flamenco offers. A gymnast as a child, Gu d i ñ o s a y s s h e c a n’t remember a time in her life when she didn’t dance. After immigrating to Toronto from
Mexico City, dancing helped her adjust to her new life while giving her the opportunity to go back to speaking Spanish. “I just love it. It took over my life,” Gudiño said of flamenco. Shows take place Friday, April 24 and Saturday, April 25 at 8 p.m. and Sunday, April 26 at 3 p.m. There will be a chat with the artists after the Saturday evening show.

olunteer recognition: it’s important, but doesn’t need to be expensive. As we’re in the midst of National Volunteer Week, many organizations across the country that rely on volunteer efforts are busy acknowledging those efforts. And for good reason. According to Statistics Canada, 12.7 million Canadians volunteered for nearly two billion hours in 2013. That’s a lot of work being put into making our communities stronger. Though it may seem counterintuitive – as volunteering tends to be a selfless act – recognition is nevertheless important. According to Volunteer Canada, studies show that volunteer retention rates are linked to recognition. So what are organizations and causes to do? Resources are limited. Yet the time and expertise of volunteers are critical cogs to getting jobs done. One recent study, published by Volunteer Canada, suggests there’s reason for optiour view mism. According to the organizaa win-win tion’s 2013 National Volunteer Recognition Study, the ways people want to be recognized tend to be the most cost-effective ones, such as “being thanked on an ongoing, informal basis.” Least-preferred methods included items like banquets and formal gatherings. “Few volunteers want to be thanked in public ways,” states the Key Findings section. “But they do want to know the impact of their contribution.” So here’s a challenge: if you’re an organization, take this week as an opportunity to review your recognition practices and get to know your volunteers a little better. Engaging your volunteer base may spark conversations and ideas that can be of mutual benefit. If you’re a volunteer, don’t be afraid to ask how your efforts are making a difference. Finally, if you’re not already a volunteer in some capacity, consider becoming one. The average contribution in Canada ranges from two to four hours per week, according to Statistics Canada. It may not be about the recognition, but the benefits of meeting people, learning a skill and contributing to your community (a key point in the Volunteer Canada survey). Council only has two choices when it comes to future of Gardiner Expressway
A
h, what a relief! Councillor Jaye Robinson and Mayor John Tory and, with any luck, a voting majority of Toronto council are going to end the debate over the Gardiner Expressway’s future once and for all, and will do so by the summer. “This is a once-in-alifetime decision and we need to make sure we get it right,” said Robinson, in her capacity as chair of the Public Works and Infrastructure Committee. Robinson said that at a Tuesday news conference, made necessary by a bit of reporting by Oliver Moore at The Globe and Mail about certain leaked details of an environmental assessment report looking at options for the crumbling elevated expressway. By now (as you read this) the report will be out and the first public consultation on its con-
david nickle the city tacts will have occurred. But as I write this, I have only Moore’s word on its content: Robinson and city staff would not confirm the most likely option, a ‘hybrid’ that reroutes part of the expressway at ground level, would cost about $900 million. That’s a lot of money, but it would provide a lot of benefit to a lot of people: first and foremost, the developers at First Gulf who are planning a massive redevelopment of the Unilever site. The development would create thousands of jobs and generate millions of dollars in revenue to be put toward Tory’s SmartTrack plan – the surface rail project that would run right through the First Gulf project.
Given that, council really only has two choices on its plate: either tear down the whole expressway as earlier suggested or go with this hybrid model. This will not only help with vehicular congestion, but political congestion, too. For more than a decade, the future of the Gardiner Expressway has been a political pinch point for the left and right on council. The left has, broadly, favoured the simple removal of the elevated highway. That option dovetails with the views of late urban planning guru Jane Jacobs and others, in that it would open up the city’s waterfront to pedestrians. The broadly defined right on council, meanwhile, has put considerable political energy into maintaining the thing – on the largely correct theory
that right-of-centre voters from the suburbs feel that the expressway there is a kind of entitlement, even as every spring and summer it flings pieces of itself onto the hoods of cars travelling below it. These and other engineering conundrums surrounding the Gardiner have thus been subsumed in an existential fight between left and right on council for the course of the debate. The future of the Gardiner itself has always been something that could wait. But not anymore. The injection of First Gulf might be what it takes to break the standoff between the Jane Jacobs and Ayn Rand sets on council. Here’s hoping.

Keele Street school expansion on track
TDSB assures ‘senior wing’ will open in September LISA RAINFORD lrainford@insidetoronto.com The Toronto District School Board (TDSB) is assuring the Keele Street Public School community that the three-storey ‘senior wing’ addition will indeed be built in time for the 2015-16 term. From the looks of the school yard, some parents are finding it hard to believe that construction is on schedule. Deb Stoch, whose 10-year old daughter attends Keele P.S., says there seems to be a lack of progress on the addition. “Parents continue to be assured by school administration that they are on target for a September 2015 opening of the three storey addition, but from what I can see, they are not yet even as far in the process as they had originally planned to be in September
2014,” Stoch told The Villager. “There is no building, just a big, muddy excavated hill and I think a foundation. As of early April, there was no sign of a frame or any part of a building, Stoch said. TDSB spokesperson Ryan Bird, who checked with facilities staff, assured the expansion is full steam ahead. “We’re not aware of any delays with this project,” Bird said. “I would assume that with the change in weather, you’ll see more progress on the addition.” The 11-room addition will be comprised of science and technology and visual art classrooms and a state-of-the-art music room as well as lockers. It’ll be connected to the original building at Keele Street and Glenlake Avenue. The new space will accommodate an expanded Keelemount Daycare
as well. The school will go from a kindergarten to Grade 6 to kindergarten to Grade 8 with full-day kindergarten. Stoch shared her frustration towards the expansion of such schools as Keele and Swansea P.S. when others like George Harvey Collegiate Institute or Oakwood Collegiate Institute – roughly four kilometres away and accessible by transit – closed. “We could easily have set up a big new ‘High Park Middle School’ in a former secondary school and saved millions on renovations and additions to local schools,” Stoch said, referencing not only Keele and Swansea, but all the work that had to be done to make room for full day kindergarten at every public school.

To kick off the occasion, there will be a rhythmic gymnastics demonstration in the city hall rotunda from 5 to 7 p.m. by Pan Am hopeful Patricia Bezzoubenko, winner of five gold medals at the Commonwealth Games. Arts & Fashion Week’s 10th anniversary – held Tuesday, April 21 to Saturday, April 25 – coincides with Jones’ decade in fashion. Growing up in small town, Alberta, Jones moved in with his grandparents to attend high school in Edmonton before attending Marvel College’s fashion program. Hungry for a challenge, Jones decided to pursue his passion in Toronto where he has lived for five years. Jones says he draws inspiration from the past, present, and future of fashion for his designs. Tanushree Pande, House of Poplyn designer, will show her work for the second year at FAT. She presents ‘RoyalPunk,’ which will be the show’s finale, Saturday, April 25 at 10:30 p.m. Her collection is inspired by the invisible world of microorganisms, something she came across while searching online. “The collection explores art and beauty as found in miniscule life forms through experimental surface textures, 3D shapes and intricate ornamentation,” Pande said. All her pieces are handmade combining unorthodox materials, like felt pompoms – as many as 5,000, glass beads and Styrofoam balls, among others. “It’s tested my patience at times,” she said with a laugh. Born in India, Pande began her career in fashion as a costume designer for theatre.

If you left a bicycle – or even part of one – at a GO Transit station rack over the long term, beware: the regional transit provider is planning to tag and remove it. As part of its spring cleaning drive, GO staff will affix orange tags to the bicycles or the parts of bicycles deemed abandoned. If your ride was tagged improperly, all you have to do is remove the tag and resume riding. GO is planning to remove any tagged bikes by the first week of May. MacGregor Park to benefit from Weston Family grant Funds will support environmental programs A $90,000 Weston Family Parks Challenge grant will support MacGregor Park and its ‘From Obscurity to Radiance’ partnership between the nearby Dovercourt Boys and Girls Club and the MacGregor Park Art Club. “It is a very big deal for us,” Kristen Fahrig, artist in
residence at the park, told The Villager recently. “It’s very, very exciting.” The grant, administered over two years, will support education and stewardship programs, engaging local youth and community members in hands-on environmental programs at three
new teaching gardens. Kids from the Dovercourt Boys and Girls Club’s Junction Triangle clubhouse spend a lot of time in the 3.46 acre park on Lansdowne Avenue, north of College Street during summer day camp. The partnership between the art and the boys and girls
clubs is a natural fit, according to executive director Dr. Sheldon Taylor. “The kids at our Junction Triangle clubhouse location, they really love being at MacGregor Park,” he said. Through the partnership, “there’s a tremendous amount of learning opportunity,” added Taylor. For the past decade, Fahrig has collaborated with the
community to bring improvements to this public space, including refurbishing park benches, installing decorative trellises and bronze figures in the gardens, and building and painting new picnic tables. This latest initiative, with help from the Weston Family grant, will see the addition of new gardens. One will be a native species garden, which will support
pollination, Fahrig said. “It will be a viewing garden and won’t require a lot of ongoing work. It’ll be used to teach about native species,” she said. On the south side of the park will be an edible plant garden, to be used for handson teaching.

The Etobicoke Philharmonic Orchestra is an ideal way to introduce oneself to classical music – it’s not only less expensive than other orchestras to see, but also community minded. It’s not unusual for audience members to know or recognize the musicians in the orchestra. “There’s a community feel to it. The separation between orchestra and audience is less,” Etobicoke Philharmonic Orchestra Concertmaster Dr. Mark Whale said during a recent conversation. The new Swansea Village resident and England native joined the philharmonic orchestra in 2012. “For me, it’s been a wonderful discovery,” he said. W h e n W h a l e a r r i ve d in Canada, the violinist decided to pursue acadamia and didn’t think at the time that he’d ever play in a big orchestra again. Then, a friend introduced him to the Etobicoke orchestra. “I love it. We are playing great music,” Whale said.

“What do you do at the age of 50 when the kids go off to school? Maybe you were sporty, but you’re getting older now.” The orchestra serves as a social, community that provides a great sense of achievement, Whale said, adding it’s a great way to meet new people. Though it’s based in Etobicoke, membership is open to people across the west end. “Music gives you focus,” he said. The Etobicoke Philharmonic Orchestra p r e s e n t s ‘A r i a s a n d a Symphony’ Friday, May 22 at Martingrove Collegiate Institute at 8 p.m. This concert is the orchestra’s season finale that features two soloists performing popular arias and duets. The close of the season includes
Rachmaninoff ’s Second Symphony. Founded more than 50 years ago, Cecil Rose, an Etobicoke businessman can be credited for recognizing the need for a community orchestra in which amateur musicians could perform the masterpieces of the classics – for fun. In 1960, Rose rented the local YMCA for rehearsals and with support from neighbourhood newspapers spread the word. By year’s end, the orchestra boasted 90 performers. The first concert was performed Feb. 22, 1961 and played to a full auditorium of friends and family. Following the inaugural season, the orchestra sought a charter from the Ontario government to form the Etobicoke Philharmonic Society, whose objective is to “promote, encourage and foster the performance of serious music, as well as to promote amateur talent and encourage the development of musicians in the community.”

NDI’s initial application for the site – submitted on March 28, 2012 – proposed to amend the zoning bylaw to permit the development of a 10-storey mixed-use building, comprised of 110 residential units and 359 square metres of at-grade commercial floor area. Then last month, NDI submitted revised plans under a formal OMB settlement offer – modifying the proposed development to reduce the building height to nine storeys from 10, and the number of dwelling units down to 78 from 110. In a motion supported by her EYCC colleagues Tu e s d a y, D o u c e t t e requested that the city solicitor and planning staff attend the OMB pre-hearing conference, scheduled for June 5, and request a deferral to allow for further negotiations between the applicant, city staff and local residents. She also requested that staff come back to the May 12 meeting of EYCC with a detailed report on the new, revised proposal for 21142130 Bloor St. W. development and the 2800 Bloor St. W. rental replacement
