Singer makes the top 10 in CBC’s vocal competition Voting continues online until April 28 LISA RAINFORD lrainford@insidetoronto.com Bloor West Village resident Carissa Kimbell could be ‘Canada’s best new artist.’ She was voted as one of the top 10 regional finalists in the CBC Music and CBC Radio One’s Searchlight competition, which connects artists with fans in their community and across the country. “I’ll be honest it feels pretty great. I’ve already made it further than my expectations – I didn’t think I’d make it past the first round,” Kimbell said. “It’s very inspiring.” The “Canada’s best new artist” grand prize includes $20,000 worth of music equipment from Yamaha Canada Music, a professional recording with CBC Music and the chance to perform with Tegan and Sara, and Spoon at the CBCMusic.ca Festival in Vancouver. Kimbell, a graduate of Mohawk College’s Applied Music Program, is using the competition as a way of introducing her first original track, ‘Shoot Me Down,’ a particularly personal song she wrote about being bullied by a college instructor. “I did it to get my song out there and conquer some fears,” Kimbell

said of her desire to join the competition. “I had a difficult experience leading up to my final year at Mohawk.” The song served as an escape from her anger, she said. Kimbell has been singing ever since she can remember. Growing up in Caledonia, Ont., a small riverside community, she attended a high school whose population was just 13 students. Influenced by country music, Kimbell says she considers herself

a jazz singer having been educated in jazz at Mohawk. Her program audition required a jazz song and so she began listening to the genre and fell in love with it. An administrative assistant at Scotiabank by day, Kimbell regularly performs at restaurants, weddings and corporate events throughout the Greater Toronto Area and recently at the Reservoir Lounge on Wellingston Street in Toronto. She is about to release her first EP electronically early next month. She’ll release a song every couple of weeks, available on her website. “I’ve been told it sounds like soul, electronic, jazz, funk and pop. Cantores Celestes marks 25 years of song Anniversary concert will be May 3 at Runnymede United Church LISA RAINFORD lrainford@insidetoronto.com When then-organist Kelly Galbraith launched the Cantores Celestes – Women’s Choir with just eight singers a quarter century ago, she says she never could have imagined the ensemble would grow to 50-plus singers while achieving the success it has over the years. “Building the choir took a while,” Galbraith told The Villager. “Eight became 11, then 15, then 17. Now, there’s 55. It’s quite amazing.” She attributes the choir’s longevity to “determination” and “grit” – and to her love of choral music. It doesn’t hurt that the choir is comprised of “amazing” women. “It’s the friendship, the camara-

derie. It’s like a sports team. You’ve got a common goal you’re working towards. Everyone has different duties,” Galbraith said. In the choir’s 25 years, two members have passed away. Most recently, Monica Parfitt, who died of heart disease in January. When Parfitt, a 17-year member of the choir was in the hospital, the choir sang for her. “It’s a testament to the love in the choir and what (the women) would do for each other,” Galbraith said. “I attribute this sense of community to our longevity.” Cantores Celestes will celebrate 25 years of making music with a 25th anniversary concert Saturday, May 3. “It’s a little self-indulgent on my

part,” Galbraith said. “It’s retrospective. We’ll be singing one song we did in our first concert on May 7, 1989.” As many as 20 alumni will join the choir for the concert’s last song which will be Monteverdi’s ‘O BeateViae’ from which the phrase “celestes glorium” comes from. It means “heavenly glorious” and inspired Galbraith to christen her new choir ‘Cantores Celestes’ or ‘Heavenly Singers.’ The choir will be joined by pianist Ellen Meyer, organist Matthew Coons and the Emperor’s String Quartet. The concert is May 3 at 7:30 p.m. at Runnymede United Church, 432 Runnymede Rd. Admission is $20. Contact 416-236-1522.

ow to pay for transit expansion – it’s the multi-billion-dollar question. Speaking at the Toronto Region Board of Trade Monday, Ontario Premier Kathleen Wynne pledged that a greater portion of the gas tax (one that’s already collected by the province) would go toward specific transit projects. Combined with other funds, that reallocation commitment amounts to $29 billion over 10 years. There aren’t many further details, beyond that a little more than half that money would go to projects in the Greater Toronto Area. Response to Wynne’s pledge from the likes of Metrolinx chair Robert Prichard and representatives from CivicAction Alliance was optimistic, but cautious – and for good reason. Specific details haven’t been announced, for one. We also know that all the Big Move projects in the Greater Toronto and Hamilton Area need $2 billion annually over 25 years. our view Monday’s funding commitment amounts to less than a Pledge greeted third of that target. with optimism Finally, Wynne’s minority government is on shaky ground and caution and is hardly in prime position to act on this pledge. Her governing Liberals will need support from either the Progressive Conservatives or the NDP to survive an upcoming budget vote at Queen’s Park and avoid being plunged into a June election. Simply put, she has the best platform right now to make those kind of big pledges. Somewhere along the line – maybe soon, maybe later – the voter will decide. So the premier has sent a message clear in financial support if nothing else. The big number will resonate. The Tories’ focus on building subways may resonate with voters. The NDP hasn’t set out exactly what they’d do for transit and how they’d pay for it. And it’s the NDP that matters most here. Presuming there’s a provincial budget soon, it’ll come down to whether the NDP supports that budget that determines how much cautiously optimistic transit planners can count on the Liberalpromised provincial funds. Turning down the budget sends us to an election and all bets are off.

Pre-election transit promises are sweet, but prospects remain bleak

I

n the politics of commuting in Toronto, there is nothing quite as heartbreaking as a transit plan near the eve of an election. The promise is as sweet as the prospects are bleak. But the stakes are high enough that you cannot look away. Mayor Rob Ford played with the hearts of Scarborough residents when he promised to stop the Sheppard LRT and turn it into a subway just a few years ago. And a few more years prior to that, Ontario Premier Bob Rae and his successor Mike Harris broke the hearts of City of York residents, when Rae actually funded and then Harris cancelled a subway along Eglinton Avenue. Construction was already underway by the time that happened, proving that even a sure thing can become dubious in

Now Ontario’s Premier Kathleen Wynne has stepped up, making what sounds like a dubious promise from the get-go: $15 billion flowing to transit and transportation improvements in the Greater Toronto Area (from $29 billion, province-wide), from... somewhere. gas tax revenue Gas tax revenue will have something to do with it, as will a portion of the HST derived from fuel tax. And there will be added debt. Further details of how this money is to be raised will be revealed in the sure-to-be-defeated 2014

provincial budget coming a few weeks from now. The money, if it ever comes, would sure be nice. More than nice, in fact: funding on that scale is essential, if Toronto and the region is to remain livable and economically viable. It might even be worth a bigger deficit to see it go ahead. There is a more immediate and less costly plan at work with the April 14 announcement: embarrassing the provincial Progressive Conservatives and New Democrats, as they get set to presumably defeat the government and force a spring election. Wynne seeks allies Wynne made that clear at the announcement, when she pointed out that the plan will require allies – and if those allies aren’t in the Legislature, they

could well be voters. If Wynne can successfully portray a vote against the government as a vote against transit funding, then she’ll have a shot at the ear of every commuter struggling for breath and dignity on the YongeUniversity subway line. It won’t hurt her a bit that the mayor’s race in Toronto is also shaping itself into a marathon meditation on public transit. Unfortunately for Wynne and for Toronto, the Ontario Liberals are entering this race with many other well-documented disadvantages. Vandals strike at High Park dog park; patrols to increase The off-leash area in High Park has been the victim of vandalism in recent months, including cut fences and gates removed. Evidence of vandalism began appearing shortly after phase two of the offleash area improvement project was completed in late November 2013, confirmed Helen Sousa, general supervisor of Parks for the City of Toronto Parks, Forestry and Recreation department. Because of the winter weather and icy conditions, safe access to many areas

of the off-leash area have hindered repair efforts. “As weather improves, city staff will inspect and make repairs as required,” Sousa told The Villager in an email. The High Park Resource Gro u p w h i c h p rov i d e s information and advice for the consideration of City of Toronto staff and council, as well as the High Park K9 Committee, has been asked to provide any information that would help police find who is vandalizing the fences, added Sousa.

Police have been notified and will likely increase patrol efforts as the weather and access to trails improve. It is not yet known who might be vandalizing the park. Ormonde got Eclaire from the Lions Foundation of Canada Dog Guides. He under went a two-week training program at the Dog Guides training facility in Oakville along with Eclaire. St. Mary’s students walk to support school programs St. Mary’s Catholic Secondary School in the Dufferin and Bloor West streets-area is hosting its major fundraising event of the year, a walkathon on Thursday, May 22. Proceeds from the event will go towards subsidizing many schoolrelated events and programs. The 10K walk (and run for those who so choose) will commence at 10 a.m. with each grade likely starting 15 minutes apart, according to school chaplain and math teacher

Participants must collect a minimum of $15 in pledges to take part.

Provincial funding announced for cycling improvement projects Cycling improvement projects in Toronto and across the province will receive a boost of $25 million over three years, it was announced this week. The announcement, made by provincial transportation minister Glen Murray to kick off the 2014 Ontario Bike Summit, will see $10 million invested in municipal bike infrastructure projects like separated lanes. A further $15 million will go towards constructing paved shoulders for cycling on provincial highways and bridges. The funding is part of a recently introduced legislation part of a long term plan to increase and promote cycling within the province. Toronto Central CCAC celebrates 50 years of compassionate home care Launch of Heroes in the Home Caregiver Recognition Awards To mark the 50th anniversary of delivering home care in Toronto, Toronto Central CCAC has launched the Heroes in the Home Caregiver Recognition Awards. The awards will honour both paid and unpaid caregivers in the Toronto Central community — the unsung heroes who give of themselves to help others live with comfort, dignity and independence. The awards will recognize all types of caregivers, whether a family member, neighbour, friend or health care worker who selflessly provide skilled and compassionate care. The awards will be presented on May 27, 2014. Nominations can be made until April 25. Toronto Central CCAC also launched a Facebook page -- www.facebook.com/torontocentralCCAC -- to promote the awards and share stories of dedicated caregivers. Every day, caregivers in our community help others, whether is it through warm smiles, gentle hands, shared laughter or caring expertise. Caregivers are people like Paul, a superintendent in a Toronto apartment building who works to ensure those in his building are well taken care of whether it’s arranging for a ride

to and from hospital or making sure the refrigerator is stocked with healthy food to aid in recovery time. Paul is an informal caregiver for many, who acts out of selflessness and genuine commitment to making things better for those in his community. Caregivers are people like Creselda, a personal support worker, who provides care for stroke victim John. In addition to helping him bathe and dress, Creselda was taught how to help John perform exercises to regain his strength. Because of her relentless belief in John, he is now able to get himself in and out of bed with little help from his wife – who otherwise does everything – and he can even walk a little. John and his wife, Shirley, are very grateful for the creative solutions and support of the care team. It is stories like these that show how caregivers are the everyday heroes in our midst. Caregivers

are compassionate, respectful and empathetic. They have a tremendous impact on the lives of others by helping enhance their quality of life and connecting them with the care they need. Guest speaker Jim Leonard, Provincial Heritage Registrar, Ontario Heritage Trust, dispelled some of the myths concerning HCDs. For example, an HCD designation does not prevent alterations or the expansion of a building. “Change can happen – not if, but how,” he said. “It does not dictate paint colours. HCD guidelines apply to everyone, to you and your

neighbours. It increases property value and contributes to quality of life.” Local resident Karen Yukich inquired about the Bloor West Village Business Improvement Area’s opposition to the HCD nomination (see story on page 19). “What is the impact of their opposition,” she said. Tim Lowman, president of the Old Mill Community Association, said that the HCD committee approached individual business owners and retailers and 100 per cent of those it spoke to were in favour of a HCD. T h e C i t y o f To r o n t o He r i t a g e P re s e r v a t i o n Services will host a community consultation meeting to discuss the HCD designation in June. The four residents’ associations are asking that as many people as possible attend this meeting (a date has yet to be determined).

In advance of a public consultation meeting on that took place on Monday to discuss area community associations’ nomination for a Bloor West Village Heritage Conservation District, the BIA’s chair, Paula McInerney, its past chair, Alex Ling, and

its secretary, Dr. George Mousa, met with The Villager to talk about their stance on the issue.
