Swansea church goes green with new solar panels Morningside-High Park Presbyterian members help reduce carbon footprint LISA RAINFORD lrainford@insidetoronto.com A four-year dream has come to fruition for the congregation of Morningside-High Park Presbyterian Church. The Swansea-area church now boasts a roof full of solar panels, a project made possible by a dedicated group called The Green Team, initially co-chaired by congregant Gail McCleery. Morningside-High Park is now only the fourth Prebyterian Church in Ontario to go solar,

according to church elder Hildy Stollery. The quest for solar-generated power began in 2009 with the “vigorous enthusiasm” of Morningside-High Park church members and their surrounding neighbours, Stollery said. Driven by the need to greatly reduce their carbon footprint, they wanted to contribute clean electricity to the grid while leaving a legacy of clean energy for future generations. Yet after extensive research, the Green >>>LOCAL, page 8

Tennis Partners share love of game Two Etobicoke shelters to benefit from funds raised by High Park group LISA RAINFORD lrainford@insidetoronto.com Two Toronto shelters will benefit from funds raised by one High Park resident’s initiative born out of her love of tennis and charity. Karen Stickland’s threeyear-old website ‘Tennis Partners,’ whose aim is to connect tennis aficionados looking for more court time and someone to play against while supporting several organizations, will donate to Youth Without Shelter and Ernestine’s Women’s Shelter.

Since its inception in winter of 2010, Tennis Partners has raised more than $10,000 for the Canadian National Institute for the Blind (CNIB), The Queen’s Own Rifles Royal Canadian Legion on Lake Shore Boulevard, World Vision and the Heart and Stroke Foundation. Strickland, an English native, says she lives and breathes tennis. “For me, to bring the love of my life, tennis, and a real need not just to raise money for charity, but to help people, together - the reward is tenfold,” Stickland

told The Villager. “The more positive things you do, the more positives things come back to you.” Funds for charity are raised through events hosted by Tennis Partners, such as its first members’ meet and greet, socials, 50/50 draws, parties and clinics, indoor winter tennis events, raffles, lessons and sponsorship. Tennis Partners’ “kick-off” party in anticipation of the outdoor season and thank you to supporters, takes place Saturday, April 20 at 8 p.m. at the Yellow Griffin Pub in Bloor West Village.

The private party boasts a $5,000 cheque presentation to an Ernestine staff member. The party will include an awards ceremony for the mixed doubles tournament and men’s double’s tournament. Up for grabs as part of the raffle are two Toronto FC tickets for July 20, TFC versus the New York Red Bulls, Rogers Cup tickets and iTunes gift cards. Stickland was first introduced to the sport when she was very young. She remembers watching Swedish tennis great

Björn Borg and former topseeded player, American John McEnroe, duke it out at Wimbledon. The athletically inclined Stickland, who excelled at sports in high school, would finally get to play tennis a few years after arriving in Canada in the mid-80s. Her website enables those who aren’t members of a club or perhaps have never even picked up a racquet, a chance to feel what it’s like to be a part of a club.

Lacing up to find a cure to cancer High Park runner preparing for Princess Margaret run in June LISA RAINFORD lrainford@insidetoronto.com The Princess Margaret Cancer Foundation’s inaugural 5KM Run/Walk is a perfect fit for High Park resident Fiona MacAlpine. MacAlpine, 23, works for the hospital’s foundation and she also happens to be an avid runner. This, however, wasn’t always the case. “I used to hate it, you couldn’t pay me to run,” she recalled. A year and a half ago, MacAlpine had just moved to the High Park neighbourhood and knew virtually no one. She barely knew how to get around on public transit. She had heard that the Running Room is a great place to meet people. The Sarnia native’s life has been transformed since joining and teaching its clinics. “It’s where I met 90 per

cent of my friends,” said the Runnymede Road and Annette Street-area resident. “How many people can say they get outside three times a week no matter what the weather is doing. It’s especially nice after being in the office all day.”

neighbourhood, on and around University Avenue, on Sunday, June 23. “I think it’ll be inspirational to run by the place yo u’re s u p p o r t i n g a n d fundraising for,” MacAlpine said. Already, the event has attracted more than 700 registrants and includes patients, survivors and their families. There is no fundraising minimum and all participants may choose what area of cancer research at Princess Margaret they’d like to support. The Foundation’s coordinator of special events Kelly Dickinson’s own family will be taking part in the run/walk in memory of her father, Mike Dickinson, a Bloor West Village resident who succumbed to pancreatic cancer a decade ago and in support of the Mike Dickinson Fund.

for the entire family MacAlpine stressed that this first-ever Princess Margaret Foundation hosted event is not just for running enthusiasts. It’s something the entire family can participate in, as there is a 1KM, 3KM and 5KM run or walk. She is in the midst of recruiting members for her team. “It’s an event that literally anyone can do, to get out there and get active and live healthy,” she said. The Journey to Conquer Cancer will take place throughout the Princess Margaret Cancer Centre

Family thanks public for help The search for a local 67-yearold man has ended in tragedy. Police and volunteers scoured High Park and surrounding area to find Michael John Hamill, who was last seen near Grenadier Restaurant in the park, on Thursday, April 11 at 9:15 a.m. His family issued a statement through ParkdaleHigh Park Councillor Sarah Doucette on Monday which was posted to her Facebook page. “It is with great sadness that we announce the passing of Mickey Hamill,” the statement said. “We would like to thank all of the volunteers for their hard work, kindness, generosity and support over the past few days.” The family asked for privacy. While the family has confirmed the body found in High Park is that of Hamill, Const. Wendy Drummond said police will not be confirming the victim’s identity until a post-mortem is complete.

“This is a great opportunity for our family and friends to be involved and raise funds for the area of research that means most to us,” she said. “The walk is also taking place just days after the 10th anniversary of my dad’s passing so this is a great opportunity for us to honour his memory in a special way this year.” The race starts at 9 a.m. with breakfast and awards beginning at 9:30 a.m.

esterday Mayor Rob Ford rolled snake eyes – twice. First, it was the only day for public deputations on the controversial report by city manager Joe Pennachetti on the pros and cons of building a casino in Toronto. Second, it marked another attempt to stifle debate with Ford limiting deputations to three minutes from the customary five. This is not the time to limit discussion on a topic of such great importance to Torontonians. Deciding to build a casino in Toronto is not a NIMBY issue, not solely an economic issue and not a societal issue. It is all of these, and limiting debate is a bad play on the part of the mayor and his executive committee. The very tenet of Pennachetti’s report is to weigh the pros and cons of building a casino in the city. A casino will not solve the city’s ills, but limiting deputations our view will never highlight the pros or the cons. With more than 200 Issue needs people registered to speak, it’s more debate, apparent Torontonians have something to say. not less Ford has limited debate on issues before – the service-cuts deputations from 2011 were cut to two minutes per deputation. Issues that attract an increase in public interest need more debate – not less. To lessen presentation time is also to lessen a speaker’s ability to state their case – whatever that may be. And on a contentious issue like this – however painful it may be to those listening – it’s even more important for those making deputations to have the ability to state their case. Many speakers will be against a casino in the downtown core. But there are also voices who support a casino – like representatives from Woodbine racetrack, who are open to expanding their facilities in north Etobicoke. Unfortunately, a location downtown – Exhibition Place or the Metro Toronto Convention Centre – seems ideal for those willing to build a casino. Councillors and the mayor were elected to do the will of the people. Unfortunately, this is not what’s happening here. It would appear those in North York, Etobicoke and Scarborough don’t mind building a casino in downtown Toronto – they are the mayor’s base, not those who live downtown. It’s unfortunate this debate is another failed attempt by the Ford administration to hear from the public on a topic that has polarized the city.

Paying the price for underfunding transit

T

he Toronto Region Board of Trade weighed in, and then came Metrolinx. Next week, Toronto councillors will begin to talk about a madein-Toronto plan to raise the tens of billions of dollars it will take to cover the costs of public transit expansion. Both the business group and the provincial transit agency have proposed a broad range of revenue tools as they’re called, for public transit. Toronto’s recommendations are narrower. For the first wave of Big Move transit expansion plans, city staff are recommending four possible ways to pay for transit: dedicated development charges, an additional fuel tax, parking levies and sales tax. The politically dicier options of road tolls and a vehicle registration tax reintroduction would show up in later years. Reaction from Mayor Rob Ford was swift and

david nickle the city unequivocal following Tuesday’s release of the recommendations. He wouldn’t support any of them. Public works and infrastructure committee chair Denzil Minnan-Wong came up with a similar, and on-the-surface-of-it more nuanced position: he told reporters the public should know how much they’re paying for public transit expansion per family, and government should tidy up the way it finances big infrastructure projects, before anyone considers charging any more taxes for anything. On the other side of the political spectrum, Parkdale-High Park Councillor and Ford critic Gord Perks bemoaned the fact the recommendations excluded income taxes,

The reality is that for some time now, things haven’t been very nice at all when it comes to getting around the city. Gridlock on the roads is paralyzing; public transit, particularly the subway system, is suffocatingly overcrowded; and the reason for this is simply enough that it is all underfunded, and has been for decades.

which are more progressive than the pay-as-you-go options like road tolls and fuel taxes. At least Perks has made it clear he’ll support the measures in the end. That’s something the mayor and the guy who heads the committee in charge of the roads haven’t indicated. To sum it up: This, Toronto, is why we can’t have nice things. The reality is that for some time now, things haven’t been very nice at all when it comes to getting around the city. Gridlock on the roads is paralyzing; public transit, particularly

the subway system, is suffocatingly overcrowded; and the reason for this is simply enough that it is all underfunded, and has been for decades. Or to put it less kindly: we have been underfunding it for decades. We elected politicians on the promise of reduced and frozen taxes and the elimination of small fees and charges, on the willfully-ignorant assumption we might maintain or even increase the services we need and want. Collectively, we have been fools.

High usage and solid funding is what really supports a subway To the editor: Yes, subways are a good way to move lots of people without interfering with surface traffic. But if funds are limited (and they always seem to be), then surface rapid transit is better than no rapid transit. And subways not only cost more to build, they cost more to operate and are cost effective only if use is high enough. Shortly after the Sheppard

subway opened, there was talk of shutting it down because of the higher operating costs. That didn’t happen, and taxpayers continued to subsidize its operation (more than the cost of operating buses on the route). That may have changed since then, but it is an issue when planning other rapid transit lines. P. Reid

Let teachers decide if they want to teach extracurriculars, or not To the editor: One wonders these days who really is in charge when it comes to who is responsible for extracurricular activities in schools – teachers or any other person in any working capacity. If my work schedule is, for example, from 9 a.m. to 4 p.m. then that is by law, my term of employment and if the employer wants me to work any additional time then it would by law have to be by mutual

agreement, case closed. Anything else is no business of judges, lawyers or union affiliation. It is my decision along with my employers mutual decision. W.D. Adamson

Transit problems could be solved with tax dollars from corporations To the editor: It is with increasing alarm that I listen to Metrolinx, Premier Kathleen Wynne and others talk about new “revenue tools” to fund transit. A number of new taxes, as well as rate increases to existing taxes, are being proposed. Increasing the gas tax is one of them. This tax was put in place specifically to fund transportation infrastructure. Through this tax, Ontario drivers already pay 24.7 cents per each litre of gas. Not only that, but when HST was introduced in Ontario in 2010, government ended up with an annual windfall of millions of dollars in additional gas tax revenue. Last year the gas tax generated almost $4 billion. Where has all this money gone? The tolls on 400-series highways is another revenue tool being proposed. The timing is all wrong here. Toronto and Brampton drivers are already struggling with high cost of car repairs, 407 tolls, record high gasoline prices as

well as highest car insurance rates in Canada. Many are barely able to afford to keep their vehicles on the road. Any additional tolls will cause undue hardship to many families in this area. Also, a lot of people with minimum wage jobs may find that increased transportation costs will make it too expensive for them to travel to their jobs and may decide not to work. This may further slow down our already slow and sputtering economic recovery. Increases in sales and property taxes as well as an increase to TTC fares will put further brakes on our economy by decreasing disposable incomes and thus demand. What I find really puzzling is that almost without exception all of these new taxes are regressive and it is the working people who will bear the heaviest burden of paying for new transit. Is that fair? And while everyone will be affected, has anyone considered

the impact of these new taxes on “the working poor”, retired people and others on fixed incomes? Why aren’t we talking about a new corporate or business tax? After all, a reduction in gridlock will benefit businesses by lowering their transportation costs. Should an increase in a corporate tax rate not be considered? Canadian corporations already enjoy the lowest tax rates among the Group of Seven countries. And according to both Finance Minister Jim Flaherty and Bank of Canada’s Mark Carney, Canadian corporations are currently sitting on a hoard of $500 billion in “dead money”, which they are loath to invest. Should we not be asking them to make a contribution? Wynne thinks the current Metrolinx plan is a good way to fix Toronto transit gridlock. I think that in its present form, it is a good way to get booted out of office in the next election. Michael Poliacik

Local solar provider installed 40 panels on church’s flat roof >>>from page 1 Team determined the cost of the project would be an estimated $200,000 and efforts stalled. “ We f a c e d a f i n a n cial hurdle we could not handle so it was temporarily shelved,” Stollery said. Fast forward to December 2011, when the cost for labour and products dropped as low as $50,000, and spirts were invigorated. Congregants, adherents and friends within the church community made donations and granted loans,

in addition to a $20,000 loan Morningside-Presbyterian secured from the Presbytery of West Toronto and additional funds from the Women’s Association at the church. The church will use its solar power income to pay for Christian education and mission projects. Down to Ear th Solar Power Inc., a local solar provider, installed the 40 panels on the church’s flat roof in March. In celebration of the project, Morningside-High Park Presbyterian Church, at 4

Morningside Ave., is hosting a commissioning of its 10 kW solar array on Saturday, April 20 from 2 to 4 p.m. Everyone is welcome. “We are all pleased to be celebrating our 124th anniversary this year in our neighbourhood and embracing our sacred responsibility as Christian stewards of our planet earth for the future of our growing young families in our small corner of the world,” said Stollery.

Seniors Strategy discussed wToronto Toronto has plans for the elderly — and tomorrow the city’s community development and recreation committee will get a look at the details. The Toronto Seniors Strategy takes into account the shift in demographics as the tail end of the baby boom ages into the grandparent boom. Toronto, like governments around the world, needs to retool the services it offers accordingly. The strategy is a plan to support older Toronto residents in their desire to stay “active, healthy, engaged and independent, in their own homes and living in communities of their own choosing.” Christie lands update wMr.

On Monday, April 22, the city’s economic development committee will be talking about the Mr. Christie lands situation in south Etobicoke. As reported last year, Mondelez Canada made a decision to close the Mr. Christie’s Bakery at 2150 Lake Shore Blvd. in hopes of redeveloping the land. The city, however, wants to maintain

david nickle the city the site as employment land. Economic development staff will be reporting out on discussions they’ve had with Mondelez – which have not gone well. As such, say staff, establishing a working group is premature. pet licence renewals considered wOnline

Today, the licensing and standards committee will be looking at a plan for pet owners to be better able to renew pet licences online. The committee is looking at an information report that talks about e-Pet, Toronto Animal Services’ web-based service for pet owners. The website can handle both licence renewals, and donations to the city’s animal shelter system. The system is being enhanced to make that easier, at a cost of $50,000. As it’s already within the existing budget, not much is expected to change today when the item is considered.

transit recommendations wHealthy The committee will also be looking at two reports that have come through the Toronto Board of Health, looking into the public health implications of a robust public transit system. The board has recommended the TTC look at reducing fares for Torontonians in need, after determing if there is a relationship between health of lower-income individuals and access to public transit.

water in parks wDrinking

On April 22, the city’s parks, forestry and recreation committee will be talking about getting a drink – of water – in parks facilities. Just over a year ago, the committee asked for an inventory of drinking water facilities in parks, and asked that the city set standards for drinking water in parks facilities. The report says the city can increase drinking water access within the existing budget. Dave Nickle is The Villager’s city hall reporter. Contact: dnickle@insidetoronto.com

transit PILOTS wireless access wGO Transit users could soon have access to wireless internet service in Toronto GO stations, said a spokesperson for the regional transit agency. Mary Proc said a recently launched Wi-Fi pilot program will expand to eight train stations and three bus terminals within six months. While the exact sites remain undetermined, the final list will include at least one Toronto location. If the pilot proves successful, ad-sponsored Wi-Fi could be installed in 63 GO train stations within a year. GO is also working on providing secure Internet access on its vehicles. The service was introduced at Clarkson and Pickering stations in early April. station feedback sought wPape

The TTC wants to speed up Pape Station renovations and is asking for public feedback on an extended spring closure. To get the work completed by September, the TTC wants

rahul gupta TO in TRANSIT riders to weigh in on either closing the station for 12 days straight or over six consecutive weekends. Another option is keeping Pape open, but that will delay completion of the renovations until December. The station’s second exit construction, located east of Lipton Avenue, is also scheduled to be done by December. To complete an online survey, visit www.ttc.ca funding poll results wTransit

Residents may slowly be warming towards supporting new transit funding, according to a poll commissioned by the Greater Toronto CivicAction Alliance. A total of 43 per cent of respondents support investing more in transit compared to 39 per cent who want current funding levels to stay the same. Also, 71 per cent of the 1,491 respondents polled by

Forum Research between March 28 and April 3 also say they are “fed up” with traffic congestion, while 39 per cent think residents should contribute more to regional transit costs. seeks feedback on e-bicycles wcity

The city wants to know from residents whether it should adjust current restrictions on e-bicycles to reflect a recent ruling by the province. Current bylaws strictly prohibit the use of the motorized two-wheel vehicles, which resemble scooters a well as pedal-assisted bicycles. They are not allowed on bike lanes or trails. But because the province recently amended the Ontario Highway Traffic Act to allow e-bikes on public roadways, the city wants feedback on whether it too should ease restrictions. An online survey is available at www.toronto.ca/ cycling. To leave a voicemail reply, call 416-338-1066. Rahul Gupta is The Villager’s transit reporter. His column runs Thursdays. OMB appeal looms as revised building Public consultations coming on housing proposals: EYCC plan for High Park highrises offered TAMARA SHEPHARD tshephard@insidetoronto.com The city will oppose NDI Inc’s Ontario Municipal Board (OMB) appeal of its application to build a 12-storey mixed-use building in the High Park area. Etobicoke and York councillors voted last week to endorse city planners’ recommendations and to authorize the city lawyer and city planners to oppose the developer’s appeal last September on its application to build at 1990 Bloor St. W. and 26 Parkview Gardens. City council’s position is that any redevelopment of the lands must include the full replacement of 24 existing rental units along with a tenant relocation plan. That includes the rights of tenants to return to the new rental units, as prescribed by the city’s Official Plan. Councillors approved directing the community planning director to report to city council on May 7 on

NDI’s revised application submitted April 2. “The application came in, we held one working group meeting then the proponent went to the OMB,” area Councillor Sarah Doucette said. “Last week, they came back with a revised plan and there is a prehearing before the OMB scheduled for May 28. “We need to give staff time to go through the revised application to say ‘yes, we accept it or no, we don’t’ and give legal a chance to get ready.” revised application NDI’s revised application reduces the height from 12 to 11 storeys and its units from 131 to 108, and includes the full 24 replacement rental units that exist onsite. Dianne Bradley, chair of the Bloor West Residents’ Association, said the organization supports the recommendation to oppose the project

and called it “overintensification.” “We believe the proposal will set an undesirable precedent. There is a complete absence of highrise buildings in the area. None are bigger than eight storeys,” she said. Residents are also concerned about shadow impacts on neighbouring properties and the developers’ plan to build to the lot line, Bradley said. If the OMB allows NDI’s appeal, community council recommended city council direct city staff to withhold zoning bylaw approval pending a draft bylaw that provides for securing rental housing issues, and community development money of $450,000 for capital improvements to day nurseries in the ward, Parkview Gardens Parkette, as well as local parks and streetscape improvements in the area.

TAMARA SHEPHARD tshephard@insidetoronto.com

A proposal to build two 31-storey apartment buildings in High Park and another to construct a 23-unit stacked townhouse complex in Bloor West Village both moved forward last week. Etobicoke York Community Council (EYCC) approved preliminary city staff reports for an apartment buildings’ and two-storey amenity building proposal at 51-77 Quebec Ave. and 40-66 High Park Ave., as well as a five-level townhouse application for 441 Jane St. Area Councillor Sarah Doucette moved motions to adopt city planners’ recommendations to move forward both applications with an amendment to double the notice area for future community consultation meetings to residents who live within 240 metres of each respective property. High Park Bayview Inc.’s High Park application proposes to demolish

two blocks of existing townhouses containing 16 rental units and replace them with the two apartment buildings of 305 units each and an amenity building. No replacement of the rental housing is being proposed. Doucette said the proposal is too dense for the site. “These two towers are too tall. What they are looking to do is too much for this property,” she said. Doucette said she asked the developer to hold a pre-meeting with her and residents prior to submitting their application to the city, but the developer declined. The Tact Development Inc. proposal to build townhouses in Bloor West Village has a longer community history. Pre-application meetings were held with Tact in April, October and November of last year. Residents who live near each respective proposals’ property can expect to receive a city notification of a community consultation meeting within the coming months.

Premier vows transit expansion, but will not commit to extra funding

Gridlock Sam discusses making Toronto a more walkable city

RAHUL GUPTA rgupta@insidetoronto.com

RAHUL GUPTA rgupta@insidetoronto.com

Premier Kathleen Wynne is not committing to additional transit funding in the next provincial budget. Speaking with reporters last Friday, Wynne voiced a strong commitment to expanding public transit. During a 30-minute conference call, Wynne re-iterated her intention to pay for new transit projects through one or more of the dedicated taxes or fees suggested by provincial agency Metrolinx for the Big Move transit expansion plan in the Greather Toronto and Hamilton Area (GTHA). While she hailed the “historic” level of transit funding announced by the Liberals, more than $16 billion in guaranteed money since Dalton McGuinty was first elected in 2003, Wynne would not say whether additional tran-

The man who coined the term “gridlock” was in Toronto to share ideas on creating a walkable city. Sam Schwartz, an American transportation engineer based in New York City, is considered a world authority on traffic patterns. Better known as Gridlock Sam, the former taxicab driver turned transportation expert is widely credited with being the first person to employ the word gridlock as a way to describe traffic congestion. Schwarz, who also created a pedestrian plan for Chicago, extolled the virtues of walking and pedestrian-friendly streets during a presentation at Urbanspace Gallery, inside the 401 Richmond building last week. Over the course of his near 30-minute presentation, Schwartz made the case

sit funding will be a part of the first, and potentially last, budget for her minority government. “I’m not going to pre-empt the Metrolinx strategy or our budget. The reason we’re having this conversation this morning is my commitment to building transit is rock solid,” she said.

for walking, which he said “provided a sense of place” to cities. “Streets say something about you, so Toronto as you go forward, you have an opportunity to be saying something to the world,” said Schwartz. He said when Hurricane Sandy hit New York City last fall, millions of New Yorkers found themselves without adequate transportation. The only way to get around was walking. “What was the form of transportation we had the day after Sandy when the subway was down and the bridges were out? We had walking, and that’s how people got around,” said Schwartz. “It is a resilient form of transportation.”

long-held myths about traffic, such as the narrowing of road lanes will lead to more accidents. “If you can accept especially in downtown areas narrower lanes then you have room leftover to add other things, bicycle lanes, pedestrian crossings, whatever they are,” he said. outlined a series of initiatives the department wants to address over the next few years. While an overall strategy is in progress, the preliminary list includes a wide range of priorities, from completing a way-finding system in time for the Pan AM games, to dealing with congestion as Metrolinx proceeds with light rail construction. Other needs are making the city safer and ensuring infrastructure remains in a state of good repair, a key challenge, said Buckley given the lack of funds available. “We need to make the case in investing more to simply maintain what we have,” said Buckley, who estimated $200 to 500 million per year is required just to keep existing infrastructure in a state of good repair.
