For the first time since 2007, the Conservative Party of Canada has a balanced budget. Finance Minister Joe Oliver announced the federal budget Tuesday afternoon, with a projected surplus of $1.4 billion increasing to $4.8 billion in 2019-20. The budget was originally delayed earlier this year due to a plunge in oil prices, according to the Conservative government. Normally, federal budgets occur by the end of March. This is also the last budget before the 2015 federal election, which is scheduled to occur on Oct. 19. The budget’s priorities include battling terrorism with $292.6 million over five years for the RCMP, the Canadian Security Intelligence Service (CSIS) and Communications Security Establishment (CSE) to fight terrorism and enforce the government’s new antiterror law. As well, there’s a two per cent tax break for small businesses dropping to nine per cent from 11 per cent and seniors will no longer pay income tax on forced, set amount of withdrawals on their registered retirement income funds. But for Parkdale-High Park MP Peggy Nash a focus on a key demographic is still missing: low-income and middle-class families. “I think that it’s a bit disappointing that Canadians have been waiting on a plan that would focus on their priorities

and there didn’t seem to be much here for their priorities in this budget,” said Nash, the NDP’s industry critic. “I think a lot of middle class families are really struggling, they’re working longer and harder and having trouble making ends meet. Same goes for low-income families… It’s not surprising, I think that there are, for sure, some measures that are designed as beneficial for the Conservative party as we head into an election.” Nash added that this budget makes no mention of the issue of climate change and the growing crisis of affordable housing, especially in Toronto, in terms of quality and quantity. “If I look at TCH buildings in our area they could sure use some help in major maintenance and investment in upgrading the building. Like heating, ventilation and energy efficient windows; there’s nothing in there for that,” she said. Also absent from the budget according to Nash is a mention of an increase in minimum wage and childcare. However, the budget does mention the Family Tax Cut, or income-splitting, which allows families with young children to split their income for tax purposes, providing a maximum savings of $2,000. However, that won’t help the majority of families who are struggling, Nash said.

“When I talk to families in our community who desperately need childcare, some people are spending $2,000$3,000 a month on childcare,” Nash told The Villager. “So if you’re going to spend billions of dollars giving the wealthiest one out of 10 households a tax break... in our view it would be better to use that same amount of money and offer a national childcare program that offers all Canadian families accessible, affordable, high quality childcare.” Other areas of the budget that could affect Toronto, is the government’s investment in public transit systems. According to the 2015 budget $750 million will be given over two years, starting in 2017-18, plus $1 billion a year after that. There is also mention of $35 million over five years to help immigrants cover the cost of upgrading foreign credentials and $6 million over five years for better access to safe, reliable and less-expensive remittance services, which allow Canadians to send money to friends and family in developing countries. “I introduced a bill on that last week in Parkdale, what we’re calling for is a limit of five per cent on the cost of remittances,” Nash said. “Sometimes they pay up to 25 per cent to send money back home. It’s often a flat rate and so the smaller the amount of money you send, the higher the percentage. And often it is people sending $50, $100 because it’s what they can spare.” Despite its efforts to balance the budget and provide a surplus, Nash still believes more could have been done to help out the average Canadian. “...the focus of the budget is on people at the upper end of the income scale, and sadly the people in the middle and lower income levels aren’t really seeing progress in this budget,” she said.

“Runny” theatre reintroduced to residents as Shoppers Drug Mart Goal was to protect theatre’s legacy while making it modern for business: owner LISA RAINFORD lrainford@insidetoronto.com Residents who shared their thoughts about the newly opened Shoppers Drug Mart in the former Runnymede Theatre had mixed reviews Tuesday morning during a ribbon cutting event at the store. “ I ’m k i n d o f d i s a p pointed,” Jane Smith told The Villager. “There’s a million Shoppers Drug Marts, but very few unique Chapters book stores.” Chapters, said Smith, added character to the neighbourhood and retail strip. “This is a unique building. I’m sorry they closed Indigo,” said Smith, whose parents used to watch movies at the Runnymede Theatre. As she made her way into the store, past Shopper’s staff greeting patrons wearing 1920s-esque usher costumes, Dina Suleiman said she used to visit the old theatre. “I like that they kept the old (architectural features),” she said, glancing up at the atmospheric ceiling projecting a sky full of puffy clouds. Ileen Hanania, who works at Shoppers’ central office, agreed. “I love that they’ve kept all the antiquities,” she said. “It still has the feel of a theatre.” Those who visited on April 21 were privy to historic photographs projected onto a big screen while they shopped. the Runnymede Theatre that have historical relevance and character have been preserved. The goal of the design and construction was to respect the legacy of the building – while breathing new life into the 3,800 square foot space. The ‘Enhanced beautyBoutique’ store is the fifth one of its kind to open in Canada. Associate-owner Manjit Singh Hansra said his aim was to protect as much as possible while providing an enhanced shopping experience to customers. With an enthusiastic ‘ Wow,’ a s s h e s t e p p e d in front of her audience, Parkdale-High Park Councillor Sarah Doucette exclaimed, “Haven’t they done a great job?” “I think this is a great addition to our community,” said Doucette, who added that she was intent on ensuring that Shoppers maintain the heritage elements. Shoppers took over the space after Chapters’ 15-year lease was up in March of last year. In 1999, Chapters redeveloped the old theatre, the “Runny” as it was affectionately called, into a bookstore while keeping the cinema’s atmospheric interior in tact. Built in June, 1927, the vaudeville theatre was the first of its kind in Toronto.

The YMCA Summer Work Student Exchange (SWSE) is a six-week summer program for 16- and 17-year-old youth. Here in Ontario, Englishspeaking participants are matched with French-speaking participants from Québec for an exchange, whereby the two youth are hosted in each other’s homes to deepen their cultural experience. Youth participants are also provided with a full-time summer job in the non-profit or public sector of the local community in which they are being hosted. “One of the greatest aspects of this program is seeing the transformation that comes with the accomplishment of doing something challenging,” Ken Zolotar, National Manager of the Summer Work Student Exchange, said in a statement.  “SWSE provides a series of ‘firsts’ that in the end expand your horizons as an individual.  It is great to see young adults return home walking a little taller and speaking a little louder because they overcame the challenges of starting their first job, living away from home, and immersing in a new language and culture.” The program is entering its eighth summer thanks to financial support from the Department of Canadian Heritage.

oronto’s new police chief, Mark Saunders, is going to be hearing from a lot of people telling him how he should do his job. The one voice he most needs to listen to is his own. He is a 32-year veteran of the Toronto Police Service, most recently serving as deputy chief prior. He also served in a number of high-profile units including guns and gangs, and homicide. Saunders also makes history as being Toronto’s first black police chief. He said he understands many may view that as meaning he can magically improve the relationship between police and the black community which has been strained due to the “carding” policy that critics say unfairly targets black youth our view in the city. However, he warned residents at his introductory press Saunders must conference at police headquarters he does not have “superpowquell desire to ers.” Fair warning, and the right we believe. overpromise approach, Saunders has to be careful in these first few weeks about overpromising and making people think he will change things done by the outgoing chief, Bill Blair, that were considered unpopular. He needs to remember he is a police chief, not a politician. That, of course, won’t stop the politicians from coming after him if he won’t bend to their will. One area where Saunders can have an impact is by reaching into Toronto’s many different communities. Blair held numerous town hall meetings hosted by the different police divisions which were usually well attended but rarely confrontational. This wasn’t enough to convince some of the city’s communities he was a chief of the people, understanding life in the streets. Saunders must get this message through. He must be highly visible to residents. He must show an intimate understanding of the daily challenges of life in marginal neighbourhoods and he must motivate the leaders in these communities to advocate on his behalf. Saunders should go a step further and attend town halls organized by youth groups and organizations representing different multicultural communities. Having visibility and compassion for circumstance will go a long way to winning the trust and respect in the neighbourhoods and communities where he needs it most.

City council begins untangling the knots of the food truck compromise

O

ur new mayor spent last year campaigning on a great many things – but one of John Tory’s earliest causes was also one of his most common-sensical. It boiled down to this: What the dickens is wrong with a food truck at the side of the road? Tory raised the issue about a year ago, when the notably mayor-free Toronto council was wrestling the deep philosophical question of how many food trucks can one fit on the doorstep of a restaurant. Council wasn’t sure. Owners of restaurants of the stationary variety thought there shouldn’t be any, as food trucks offered unfair competition. Food truck owners, meanwhile, called baloney, and pointed out that the rest of the world seemed to be able to sustain both

david nickle the city fine dining establishments and roving food vendors. And demand for this kind of thing is growing everywhere. In the end, council supported a twisting knot of a compromise: food trucks needed to operate no closer than 50 metres to the front of a restaurant, should they park in pay and display spots in the downtown. Tory offered tacit support for the policy as council approved it but made it clear he thought food trucks should be encouraged rather than restricted. No more red tape, at least not very much. The food truck industry could use that kind of TLC. Over the past year, the

restrictions of the original policy were such that only 17 new food trucks bothered to lay out for the $5,000-a-year license. On Tuesday, Toronto’s Licensing and Standards Committee took a baby step toward that vision, on the one-year anniversary of the approval of the new food truck bylaw. Licenses need not be year-’round affairs, and sensible food-truck operators that really only want to operate in warmer months can purchase them for a bit less. Fifty metres becomes 30 metres as the minimum distance between restaurants and food trucks. Tory and council could stand to relax that distance regulation even further. Food truck operators would of course be happiest with no distance requirements but would settle for 15 metres, opening up more

possibilities for locations. All of which might make restaurant owners – particularly those with smaller restaurants that specialize in take-out – nervous about the competition. Food trucks do have one advantage, in that they can, if business goes sour in an area, pull up stakes and set up somewhere else. A failing brick-and-mortar restaurant has no recourse but to close up. But restaurants on the edge have far more factors affecting them than the prospect of an RV-sized lunch counter pulling up outside for a few hours. Phase two of Sunnyside Bike Park to finish in June Park scheduled to open for the season mid-May Construction on phase two of the first-ever destination bike park in Toronto is currently underway, according to the city’s Natural Environment Trails Program. The second phase of the Sunnyside Bike Park will include such amenities as picnic tables, a “kiss-and ride” drop-off loop, bike racks, water bottle filling stations, tree planting and a loop trail around the perimeter of the riding features. “There have been some construction delays due to bad weather, but this phase is expected to be completed in June,” the trails program said in a statement. The park, situated at Lakeshore Boulevard and Ellis Avenue, is set to officially open by mid-May following the completion of the loop trail and some spring maintenance on the riding features.

The Natural Environment Trails Program is planning on organizing a volunteer team to assist with the ongoing maintenance of the riding features in the park. More details about the volunteer schedule will be announced

at a later date. Sunnyside Bike Park, which officially opened in July of last year, is the first official outdoor off-road cycling facility of its size in Toronto. The city enlisted the talents of internationally acclaimed Jay Hoots of Hoots Inc., a world leader in the design of community-based bike skill parks and trail systems. Hoots has built more than 50 projects in large city and small town environments and boasts experience developing facilities internationally. The 5,000 square-metre park can accommodate as many as 100 riders at one time and was built to accommodate riders of all skill levels and abilities. Robson said she thought she’d become a professor like her father, an historian who taught the first and second world wars at Trent University. “When I came back from Oxford, there were no jobs for people with my background. I had hoped to be teaching at the university level like my dad,” said Robson, who holds a doctorate in British economic and social history. Instead, she ended up working as a magazine editor at the now defunct Elm Street magazine. Later, Ro b s o n w o rk e d i n t h e marketing department at Penguin Books. However, it was a job she wasn’t passionate about. She wanted to do something her children, a 10-year-old son and eight-year old daughter, would be proud of. “I thought to myself, ‘I don’t think they think what I do is cool,’” recalled Robson, whose late mother, a “remarkable woman” was a provincial court judge with

the Human Rights tribunal who “made a difference in people’s lives.” She thought she’d try to write a book, but on the sly. She didn’t tell any of her friends, just her sister. If she failed, no one would be the wiser. Inspired by the English writer and pacifist Vera Brittain whose 1933 memoir Testament of Youth told of her experiences during the First World War, which robbed her of her fiance, brother and two close friends, Robson wanted to write a book about that era. Robson will speak for about 20 minutes during the fundraiser. Saunders: ‘We need to have more open dialogue’ Toronto’s newest police chief starts the job April 25 ANDREW PALAMARCHUK apalamarchuk@insidetoronto. com Mark Saunders says maintaining public trust is among his top priorities as he prepares to take over as Toronto’s police chief at the end of the month. “Once I’m sworn in I’ll go into more detail, but I can tell you public trust right now is something that is very important to me,” he told reporters during a news conference Monday. “I really do think that we need to have more sit downs, we need to have more conversations, we need to have more open dialogue, and I think that that will afford us a better opportunity to decide what is best for the city.” Saunders, currently deputy chief in charge of specialized operations command, will

replace Chief Bill Blair, whose contract ends April 25. Police services board chair Alok Mukherjee said the board undertook “a very intense and vigorous process” to select the new chief. The process began with community consultations in the fall. “Two words: leader and change captured the essential requirements of the job,” Mukherjee said. “The board’s objective was to identify an inspiring and credible leader who would work with and be accountable to the board to ensure that policing is anchored in community partnerships characterized by mutual respect.” Mukherjee added the board sought a leader who would be open to “new models of policing as well as the introduction of new technologies

to enhance efficiency.” The selection process reviewed both internal and external candidates. The city’s two other deputy police chiefs, Michael Federico and Peter Sloly, were also in the running. Both will remain in their positions. “The board is confident that in Mark Saunders, it has

found the advocate of effective, equitable policing, the recognized police leader and the creative problem solver that it was seeking,” said Mukherjee, noting “there are high expectations from the board and the community to see real change in the way we provide services and conduct business.”

Some of the issues the new chief will tackle include carding, racial profiling, police interactions with people in crisis and the cost of policing. Saunders, a 32-year veteran of the service, was unit commander of the homicide squad before being appointed deputy chief. He had also served stints on professional standards, the drug squad, the emergency task force and the urban street gang unit. Mayor John Tory said Saunders’ “wide-ranging” policing career gave him the police experience the board was looking for. “But beyond that, we were also looking for somebody who could help us to modernize policing,” he said, adding the “global search (for chief) both helped us to learn about changes which are happening in policing in 2015 and also to have a better basis upon which to judge all of the candidates.” Saunders said that in the coming weeks he would lay out a “full-scale road map”

on where he’d like to take the service. “I love this city for what it stands for. The fact that we have over 140 different cultures and that we live peacefully together is a testament of what great citizens we have,” he said. “They deserve the best police service in the world, a police service that is biased-free and whose members treat everybody with respect and dignity. You have my promise that I’ll do everything in my power to provide just that.” On the issue of the cost of policing, Saunders suggested he’ll be looking at ways policing could be cost effective without compromising public safety or reducing customer service. Musician returns to old stomping ground for new album The apple doesn’t fall far from the musical tree. One-time High Park area resident Scott Shea was predestined to pursue a musical career – it’s in his genes. His father Red Shea was guitarist for Canadian folk singers Gordon Lightfoot and folk and country duo Ian & Sylvia. Shea’s music is not unlike that his father played. He describes it as “very folksy,” rootsy.

Shea spoke to The Villager as he was about to embark on a tour to promote his debut album, ‘Let it Storm,’ which takes him throughout British Columbia to several Ontario stops, including two sold out shows in Toronto, at the Cameron House, Thursday, April 30 and Friday, May 1. “My Toronto shows are the pinnacle of the tour,” Shea said. “I’ll be playing for all my family and friends.”

Sugar’s Gordie Johnson and features Willie Nelson’s sister, Bobbie Nelson, on keyboard and Nelson’s nephew, Freddie Fletcher, on drums. Shea wrote the album using the vintage Martin D-28 guitar that his father played on early Lightfoot recordings. As a kid, he’d steal away to his dad’s old Cadillac to play music, practice and write, in part to give his dad a break after he would spend long

days in the studio or on the road. “I’ve wanted to do this since I was nine years old,” Shea said of a music career. “I’d walk through the halls at school and the kids used to call me ‘Hollywood.’” He and his brother, Brett, formed the duo ‘The Shaes,’ whose music can be heard on the Universal Soldiers: Brothers in Arms movie. Married with a child on

Bollywood takes on The Bard at the Tarragon

Much Ado About Nothing brings its clash of cultures to the stage April 29 to May 31 LISA RAINFORD lrainford@insidetoronto.com Tarragon Theatre’s world premiere of a Bollywood-style adaptation of Shakespeare’s Much Ado About Nothing will change the way we think about The Bard – so says one of its stars. “All the essential characters are there, but it’s been transplanted to the GTA, to Brampton,” Dufferin Grove area resident Alon Nashman told The Villager. “The (South) Asian community figures prominently.” Opening April 29 and running until May 31 with previews starting April 22, Much Ado is billed as an all-out

Nashman, who plays “ B e n e d i c t ,” t h e C h i e f Financial Officer of Bramalea, says the play is performed using Shakespearean language, but with an injection of Hindi. The characters’ names have been changed to reflect the new setting. While Nashman said he has some experience performing Shakespeare, he describes himself as “something of a neophyte.” “I studied Shakespeare in university and worked on it a lot in acting school,” he said. In preparing for his role, Nashman said he watched

light of Bollywood stories,” he said. “I think I’d like (audiences) to marvel at the talent in this city. There are a lot of performers who don’t get the chance to perform Shakespeare.” Nashman, who grew up in North Toronto, moved to Dufferin Grove a decade ago. He says he loves living close to the park for its never ending community activities from Clay and Paper Theatre’s outdoor plays, to Friday night dinners to the skating rink. Nashman recalls wanting to become an actor as early as four years old. “I’d jump out of my grand-

parents’ closet to put on a show,” he said laughing. “Most people grow out of that. I didn’t.” Nashman said he loves theatre for its immediacy. “I love that I’ve been charged with the task of telling stories,” he said. Nashman is an awardwinning actor, director, producer and creator of theatre. Photographer living her dream job around the world LISA RAINFORD lrainford@insidetoronto.com Graphic designer-turned professional photographer Megan Ewing has found herself in a dream career. The creative director of Photographers Without Borders (PWB), a non-profit volunteer organization that sends photographers and videographers around the world to document the work of charities and NGOs in an effort to “inform and promote positive change,” recently returned from 17 days in Colombia. In the town of Minca, about 30 minutes from the Caribbean coast of Columbia in the mountains of Sierra Nevada, Ewing lent her talent and support to the initiative Misión Gaia. Its focus is sustainable tourism, animal health and well being and education. “Minca is absolutely stunning, beautiful, but there are a lot of issues there like extreme poverty and pollution,” Ewing

told The Villager. “Misión Gaia is trying to do a lot, but they have a small team. We helped them administer pets with de-worming and flea medica-

tion and with recycling and garbage pickup.” Once a month, people can bring their pets for free spaying and neutering, with which

PWB also assisted. As part of its mission, PWB provides visual media to its partnering charities for free to help raise awareness of

their goals and challenges. PWB’s work is published on its website, in its magazine as well as displayed as part of exhibitions. “One of our photographers’ work was picked up by National Geographic. Tracey Buyce, her photos are incredible,” said Ewing, a Bloor West Village resident. This year will be PWB’s biggest year yet in terms of worldwide trips. In 2014, the organization sent photographers and videographers to 25 places. That number will double in 2015, Ewing said. In addition to Colombia, Ewing has travelled to Guatemala where she visited Casa Guatemala, a children’s school. “You learn so much about yourself, so much about what else is going on in the world. The media rarely shows what is actually happening,” Ewing said. “It opens your eyes and brings you into a different mindset. We are very lucky – it makes you appreciate what we have.”

Ewing went to school for visual arts and graphic design for print and web, but took a photography course, too. During her six years graphic designing, Ewing built up a portfolio of photographs, including weddings and corporate shoots. Her first trip with PWB was to Guatemala last year. “This is my dream job. I get to travel and help people and I have my camera in my hand,” she said. PWB has lots to offer those who have a passion or aspire to do photojournalism. Particularly, it is hosting workshops in Costa Rica in September. “It’s an amazing way for photographers to get their foot in the door in the photojournalism world and they get to volunteer with an organization there who is helping endangered sea turtles among some other amazing things.”
