Get your gloves, garbage bags and pitch in! LISA RAINFORD lrainford@insidetoronto.com Mother Nature has no doubt lost a few fans this year as a particularly cold and unforgiving winter has led to a delay in warm, spring-like temperatures. Yet, Torontonians are cautiously opti-
mistic that a new season is here to stay and are slowly, but surely gearing up to tidy and clean not only their house and yard, but street, neighbourhood and beyond. The City of Toronto is spearheading citizens’ efforts with its annual corporate and school cleanup day on Friday, >>>BIAS, page 16
Living across from the Runnymede fire station on Runnymede Road for the past decade has given Ivana Barbieri and her family peace of mind. When Barbieri’s carbon monoxide detector went off, she simply walked across the street for help. Firefighters were quick to stop in and assure the home’s safety. Barbieri’s two children, ages four and six, were enthralled by the truck, the firefighters and the hall itself.
“It’s an integral part of the streetscape,” Barbieri told The Villager this week when the city officially removed the station’s truck from service. At its meeting to finalize the 2014 operating budget at the end of January, Toronto City Council approved cuts to Toronto Fire Services, which included the removal of the truck at the Runnymede station, no. 424. “I’m saddened – outraged,” admitted Barbieri, who along with the community immobi>>>FIREFIGHTER, page 8
Retrofit for new Junction hub to cost $3.5M: study LISA RAINFORD lrainford@insidetoronto.com A feasibility study commissioned by a grassroots organization to examine the transformation of a former police station into a community hub has determined the cost to retrofit the building would be $3.5 million. The Junction Commons Project ( JCP), a group of Junction residents working to convert the former Toronto Police Services 11 Division on Mavety Street, hosted a town hall meeting recently, in cel-
ebration of the study’s completion and to share its results. The JCP’s Dawn Buie told her audience that had gathered at the Masonic Temple on Annette Street that the feasibility study showed “overwhelming” community support towards building a hub at 209 Mavety St. – a fact reinforced by the number of people who attended the town hall. The goal would be an “inclusive, sustainable and community-based space,” Buie said. “Our strength will come from >>>JUNCTION, page 14

Bloor and Durie streets condo gets the thumbs down from residents LISA RAINFORD lrainford@insidetoronto.com A collective gasp was heard throughout the capacity crowd as architectural drawings for a proposed eightstorey condominium at Bloor West and Durie streets were unveiled at a community consultation meeting earlier this month. More than 200 area residents packed the gymnasium of St. Pius X Catholic School, just blocks from the proposed mixed-use development, currently the Ukrainian Credit Union on the south side of Bloor Street West. The developer is proposing to demolish the existing buildings at 2265 to 2279 Bloor St. W. and a residential rental home at 240 Durie St. Comprised of 83 units, the proposed development would see the Ukrainian Credit Union, the ‘Sushi & Thai’ restaurant and the first residential house on Durie Street south of Bloor Street torn down to make way for the condo. Even before architect Prishram Jain, a represen-
tative of property owner Harrington Developments Ltd., could even start his presentation, people were quick to share their disapproval for such an “inappropriate,” and “cookie-cutter,” building. The owners of Harrington Developments Ltd., said Jain, are “committed to the area” and want to invest in the neighbourhood. However, residents were wary of the company’s intentions. “What is the return on investment for this community,” asked Nebojsa Panic, a Durie Street resident, who lives almost directly across from the proposed condo. When Jain replied “vibrancy to the street,” residents were quick to respond in a collective “no!” “The community is saying they don’t want this investment,” Panic said. “This is not investment that fits our needs.” At 27 metres high and eight storeys plus a mezzanine, the proposed condominium is double the size of the current 14 metre City of Toronto midrise guideline.
“How is this responsible growth,” asked one resident. “We’re not the downtown core – we’re a village.” Residents shared their concerns about already crowded local schools, a stressed transit system and congested streets. Despite the community’s opposition, city planner Philip Carvalino said the city has a responsibility to review the application. Of the proposed 83 residential units, 19 would be replacement rental units. The building would also include 1,200 square metres of office and retail space. The four levels of underground parking would include 124 spaces, accessible from Durie Street. The building has yet to be fully designed, Jain said. The community consultation meeting was the first of two planned for the area. Pa r k d a l e - H i g h Pa r k Councillor Sarah Doucette said the project is “too big for Bloor Street.”

It’s time for spring cleaning W
Write us
ith the changing season, and a sense of renewal in the air, Torontonians are heading outside to clean up their homes – and their
city. This weekend, kicking off with corporate and school cleanup day on Friday, the city will be getting a good (spring) cleaning, at the hands of residents who want to make sure their city, their neighbourhood, and their own street are as pleasing as possible. These seemingly small actions by a group of residents helps build not only a sense of pride in the neighbourhood, but also a connection between those who live in it as they undertake a common goal. “It creates community,” said David Juliusson, program officer at Fort York National Historic Site, who is leading the cleanup of the historic site this Saturday from 10 a.m. to noon. “A lot of people in the neighbourhood are new... Something like this gives them a chance to meet other people.” our view What started in 2001 as a 20-minute cleanup initiative Small actions by amalgamated Toronto’s first mayor, Mel Lastman, has turned create strong into a three-day city-wide cleanup people get out of their communities where homes, grab a garbage bag and get working. The City of Toronto kicked off its annual spring cleanup campaign earlier in the month with the removal of graffiti, cleaning up garbage and hauling away debris from city property, which gathered over the winter months. Coinciding with Earth Week (April 22 to 27), the cleanups are happening across the city – from Etobicoke to Scarborough, North York to the Beach, York to Bloor West. To see what cleanup projects other Toronto communities are taking on and tips on how to get involved, see our special feature at http://bit. ly/1lxd5hY Not only do these cleanups make the city look great, but they bring out residents, students, businesses, organizations and community groups – many leading the cleanups, others joining in just because they care. These cleanup initiatives should be seen as just one of a multi-pronged approach to community building. Why not extend this kind of community exercise more often than once a year? You can find a community group / organization across the city. Look into joining one, and make a difference in your community.

Dull, predictable council on tap for next term
W
hat an upset it would be, if city councillor Adam Vaughan had his hat handed him in the federal byelection in TrinitySpadina. Anything is possible in politics. But in this hometurf byelection in a riding whose outgoing incumbent is busy with her own election, it’s hard to see Vaughan doing anything but winning – taking over Olivia Chow’s former riding the same way he took over her former ward in 2006. News of Vaughan’s expected Liberal candidacy emerged last week, after a meeting with Liberal leader Justin Trudeau. In the Liberal caucus, Vaughan would take the lead on cities. No doubt he’ll also make an impression in Question Period. At city hall, Vaughan has been one of the more effective opposition councillors – asking tough questions, deflating fatuous arguments, and goading
david nickle the city the Fords and their allies into red-faced rage (by my completely unscientific observations, about once a meeting). It’s behaviour like that that has helped make the former journalist a very electable commodity in the downtown communities he represents – and less than that, across the breadth of the city – as became clear when earlier in the term he was seriously contemplating a run for mayor. As such, his departure leaves an interestingshaped hole in Toronto council. It would be an exaggeration to say that Adam Vaughan’s departure could mark a return to collegiality at the council that has become the RoadWarrior model of municipal government. But looking at the next term, there are going to be a
number of departures that might just put the ‘order’ back in Robert’s Rules. At least one Ford brother – Etobicoke North Councillor Doug Ford – isn’t returning for 2015. Scarborough-Agincourt Councillor Mike Del Grande, the former budget chief whose frequent rages at disruptive behaviour at council cause almost as much disruption, is retiring. York West Councillor Giorgio Mammoliti – he of the vote-pulling thumbs and bizarre anti-communist rhetoric – is showing every indication of coming back for now, but he’s facing a serious court hearing about his election expenses that could derail those plans. If all those people go – well of course we’ll miss them. The thing about outrageous characters like the aforementioned is they’re all eminently watchable, and therefore electable. What a dull and potentially productive council we
could have at the end of 2014. And it would be interesting to see what Vaughan can do in Ottawa. As a councillor, his reputation for a sharp tongue is matched by his track record as a deal broker – getting as many concessions as he can from the various developers looking to plant towers in the downtown neighbourhoods he represents. Vaughan has a genuine expertise, won on the ground, when it comes to urban issues. If Vaughan does indeed win the seat, and Justin Trudeau does indeed win enough other seats to form a government, there’s a lot he could do in pushing the federal government into taking a greater role in urban life and infrastructure. He wouldn’t even have to be particularly nice about it. David Nickle is The Villager’s city hall reporter. His column appears Thursdays. Reach him on Twitter: @DavidNickle

Not your typical restaurant, Gabby’s provides great food, family-friendly dining, sports and late night socializing, all under the same roof. Providinganeighbourhood spot where you can bring the kids or watch the game with friends, has been the driving force behind Gabby’s restaurants since opening in 1989. With the bar and flat screen TVs in the back, and the cozy restaurant in the front, you can come for the food or fun, day or night. This year marks the 25th anniversary of the Torontobased restaurant chain, and to celebrate Gabby’s is turning back the clock. On the 25th day of every month this year, stop by your local Gabby’s to indulge in a dish that was once a customer favourite 25 years ago, for the price you would have paid in 1989! On April 25, the Prime Rib Burger with fries is returning to the
menu for only $4.65. Enjoy it with a pint of Richard’s Red for $3.43. Gabby’s is still owned and operated by the original Sherman and Warfield family. After opening their first location at 3263 Yonge Street, the family has successfully expanded the business in the GTA. They remain living in Toronto and still work in the restaurants seven days a week. The family’s choice to stay local and connect to the community allows them to offer the best food, drink and atmosphere best suited for each neighbourhood. The neighbourhood sports bar and family restaurant has
expanded to include corporate stores and franchises, while maintaining the same Gabby’s social dining experience. All locations proudly serve Gabby’s signature dishes, along with a kids menu, and provide an excellent bar selection. When it comes to cuisine, you won’t just find pub fair like Bangers n’ Mash, Gabby’s offers unique daily specials including steak, ribs, butter chicken and other delicious family comfort foods. For a list of Gabby’s locations, or to view the menu, please visit gabbys.ca. Gabby’s looks forward to celebrating with you on the 25th!

Firefighter association says safety has been compromised >>>from page 1 lized back in December 2012 in an attempt to keep the station open along with its truck. Their efforts were rewarded when the station received a reprieve – if only for a short time. At the very least, ParkdaleHigh Park Councillor Sarah Doucette said in a previous interview with the Villager she managed to save the building itself from closure. Instead, Toronto Fire Services will operate the building for fire prevention and education. Nevertheless, the Toronto Professional Firefighters’ Association (TPFFA) remains concerned about the public’s safety. “Our message is, ‘Your safety has been compromised,’” said TPFFA executive officer John MacLachlan, who was at the Runnymede fire hall Monday. He pointed out the numerous schools, long-term care hospital and

ongoing condo growth in the area. “It only costs two cents a day or less than $8 a year to keep Toronto Fire Services at the status quo.” Kenneth Naimji and his wife Veronica were out walking by the fire hall when they noticed the signs pasted to the garage doors: ‘Closed by Rob Ford.’ The couple used to live in the area and their son still lives nearby.
Kenneth called the station’s closure “a misguided” decision. “It’s so sad, typical of Mr. Ford,” he said. Junction Commons Project considering avenues to acquire city-owned building >>>from page 1 you, from the resources in this community,” she said. Top of community members’ wish list was a place for art of all kinds from theatre, music, visual art and more; a space to prepare and share food, including a community garden; health and a local exchange of such items as tools and services. As many as 300 people responded to a JCP online survey while as many as 70 people attended a fall 2013 town hall meeting to discuss potential uses of the hub. There are currently 24 community hubs in Toronto, including the Artscape Wychwood Barns, Rexdale Community Hub and the East Scarborough Storefront (The Storefront), all of which serve as inspiration. The former police station is a two-storey, 25,000 squarefoot space approximately 60 years old. Currently owned by the city, Toronto’s real estate arm and Build Toronto have put the brakes on its potential
sale to allow the JCP to complete the feasibility study. “What’s really exciting is that it would cost half as much as building a new (hub),” Buie said. Ideally, JCP would like to see one high revenue tenant – or “anchor tenant” along with a mix of free and low cost programs take over the building, however, a business plan has yet to be created. Recently registered as a not-for-profit organization, the JCP is working on establishing a formal board of directors. members wanted The JCP is currently seeking membership of three levels. People are invited to become “a friend of JCP,” a voting member, or are encouraged to run for the board. There are a few ways the JCP could acquire the cityowned building: signing a long-term lease with slow payback, purchasing the building for below market rent or buying it at market

value. This has all yet to be determined. The group has garnered support from all levels of local government. “The turnout is just phenomenal, not surprisingly,” Parkdale-High Park MP Peggy Nash said. “Whatever we – (Parkdale-High Park Councillor) Sarah (Doucette), (Parkdale-High Park MPP) Cheri (DiNovo) and I can do, we want to be a part of it.” Originally called ‘May,’ the street was renamed Mavety after the doctor who lived in and practiced in the two end houses on the east side close to Annette Street. Vandra Masemann of the West Toronto Junction Historical Society shared details of the area’s past. “We do support this,” said Masmann, who spoke about the decline in common spaces in the neighbourhood, citing the church-turned condos as an example.

All you have to do is come to Lowe’s, pick one up and plant it.
Together, we can build a greener environment! This Saturday, April 26 at 9:30am, visit Lowe’s in West Scarborough, 800 Warden Ave. or York, 1300 Castlefield Ave. for a...

Even though the weather is ever so slowly warming up, the BIA is waiting about a month to plant any flowers. “The flowers go in after the May long weekend,” said Skindelyte, who says the BIA cleans around the retail strip’s trees throughout the summer. She credits business owners for being “quite tidy.” Other than the odd bit of graffiti, the area remains quite clean, she said. Cigarette butts remain a particular concern – they are a large part of the city’s litter and can take many years to break down. The Roncesvalles Village BIA is doing its part to combat the issue by conducting a survey as part of a pilot project to reduce the community’s cigarette problem. “The biggest thing we notice is a winter’s worth of cigarette butts. There are thousands and thousands,” said co-ordinator Keith Denning. “It’s an unfortunate habit that some smokers

“It’ll be a nice splash of colour,” Denning said. Denning says he is conducting his regular “comprehensive” survey of the street for graffiti on such objects as telephone and mail boxes. He contacts Bell Canada and Canada Post to ensure they clean them up. As part of Earth Week, Baby Point’s ‘Computation,’ a computer equipment refurbisher, IT service provider, ethernet cable installer and recycler, is hosting a free computer reuse and recycling event until April 27. Computation provides an environmentally sensitive and privacy-ensured method of disposing unwanted computer equipment – for free. For every major item recycled, Computation will make a $1 donation to Tree Canada, said its owner and founder, Dennis Maslo. Tree Canada is a charitable organization that can take credit for planting 79 million trees nationally over 20 years (www.treecanada. ca). If you would like further details about disposing of electronic equipment, email recycle@computation.ca Toronto’s Clean Toronto Together campaign this year is focusing on adding “more green to the clean.” Because of the harsh winter, the city’s public and private spaces need help now more than ever. After the December 2013 ice storm, an estimated 20 per cent of the city’s tree canopy was suspected damaged or killed. A Toronto Parks and Trees Foundation initiative called on residents to “help double Toronto’s tree canopy.” To learn more, visit torontoparksandtrees.org/recoverthe-canopy We’ve got more. Righting a wrong on TTC sign A TTC rider is said to have corrected, by hand, a typo on a wayfinding sign at Bloor-Yonge Station over the weekend. After a picture of the sign – which contained the word Southbound but missing an “h” -was posted via social media (imgur.com/2h8RoZ7), it seems someone appeared at the station, ladder in hand, and used a marker to make the correction. Spokesperson Brad Ross confirmed the correction was not made by a TTC employee. He apologized for the error and promised the sign, one of several installed at the station as part of rebranding efforts, would be replaced immediately. critical of P3s launches media blitz wUnion
