Police arrested one of two men wanted for robbing a TD Canada Trust in the Jane Street and St. Clair Avenue area just after noon on Sunday. Andre Palmer, 26, was arrested Monday in Brampton and charged with armed robbery, attempted murder, aggravated assault and two counts of possession of stolen property, Staff Insp. Global jazz roots collective ‘DRUMHAND’ helmed by Junction resident Larry Graves is gearing up for the release of its third CD, ‘Cheer On The Sun,’ Thursday, May 9 at Musideum in downtown Toronto. “It feels like it’s been done for a long time,” Graves said of the album recorded in December. “But, it’s new to the world. It’s a pretty great representation of the group’s trajectory – we’ve continued to evolve.” Graves, who arrived in Toronto in 2001, writes all the music and lyrics, but collaborates with the group on arrangement. DRUMHAND is inspired by music from different parts of the world, including American jazz and folk music. “Lyrics are a new thing for us. We’ve only just started using words over the last year and a half. We’re a predominantly instrumental band. This is the first album that’s lyricheavy,” Graves said.

Chris Dube grew up a stone’s throw away from the baseball diamond on Western Technical Commercial School’s playing field. It’s a place he remembers fondly playing on as a kid and now as an adult. In addition, Bird said, the gravel is a “treacherous” surface for students to run on when playing a sport. Therefore, the physical education departments from all three schools agreed to have the baseball diamond and gravel surface removed and replaced with sod. The playing field would be permitted for baseball. Teams would have to mark out where bases would go, Bird said.

Construction helps keep roadways safe

here’s an old joke that there are two seasons in Toronto: winter and road construction. Except, it’s no joke when roads are closed and streets are clogged with frustrated drivers and transit riders either crawling through traffic or tearing through residential streets looking for detours. Like the weather, road construction in Toronto cannot be avoided; it must be endured. While the road closures and traffic jams may make our blood boil, there is no alternative. The city has a limited window of good weather in which to do the work and given the toll winter takes on major roads such as the Don Valley and Gardiner expressways, it must be done to keep the roads safe. This year the City of Toronto will spend $155 million to keep roads and bridges in good repair and improve the quality of streets in need. Major projects will include Kingston Road between Birchmount Road and Queen Street; Albion our view Road from Steeles Avenue to Hwy. 27; Keele Street between Falstaff Arrowsmith avenues; and City to spend and Leslie Street from York Mills Road $155 million to Lawrence Avenue. As usual, there will also be closures of the on projects DVP and Gardiner for maintenance work. With concerns about its safety mounting over the past few months, an additional $17 million has been earmarked for structural repairs and safety work on the Gardiner. Though it may cause traffic congestion, the city would be negligent not to do the work. What construction season in Toronto does not need to be, however, is a nightmare for road users. The city has lots of information on road work on its website. Ongoing and emergency construction updates can be found at www.toronto.ca/torontostreets Even more helpful for those trying to navigate the construction is the city’s new T.O. INview, which has info on all the work going on the city on a ward-byward basis, and ways to avoid traffic tie ups. It can be accessed at www.toronto.ca/inview The site also lets residents weigh in on the works and get involved in planning and setting priorities. It’s easy to sit in your car leaning on the horn complaining about road construction, but as a form a civic engagement it’s useless. Do something good for yourself and your community instead, and take advantage of the opportunities offered by the city. And remember, when you’re stuck in traffic, that the work is being done to improve the area and keep our roads safe.

Verbal gaffes revealing of our politicians

T

here is a hierarchy of sin that mayors can commit while in office. At the summit would be actual crime — murder, drunk driving, theft and so on — and it shades down from there, through corruption, conflicts of interest, truancy, extramarital affairs, and so on. Near the bottom of that list of sins, surely, is the old-fashioned gaffe. Which is a good thing — of all the things a mayor can do wrong, mis-speaking in an unintentionally amusing way is surely at the bottom. Which is not to say it is without its impact. Former Mayor Mel Lastman’s bad joke about being boiled alive by natives prior to pitching the Olympics in Africa embarrassed the country and gave a pretext to send the Olympics to Bejing. When Mayor David Miller made a joke about police officers in jail with his London counterpart... well, it upset then-police-chief Julian Fantino.

david nickle the city And when Mayor Rob Ford, on his Sunday radio show, suggested that “females” who wanted to get into politics should call him at home so he might explain how politics works to them over coffee... well, it was good for a laugh. Yes, it’s kind of old-fashioned to talk about women as “females,” and as some have pointed out, more than a little condescending to suggest that women might need to have politics explained to them. And asking women to call you at home to schedule a coffee date? The less said about that the better. I would never wish, however, that Mayor Ford had kept quiet, any more than I’d have found Lastman a better joke writer or got Miller farther away from that live microphone. The beauty of the gaffe is how revealing it is — how it

completes the warts-and-all picture of our elected representatives in the way that no press release can. Lastman was, and is, that uncle who blurts politically incorrect things over dinner. Miller was, and is, a left-ofcentre Torontonian with a disdain for police who dip toe in corruption. And Ford? Well, he’s got old-fashioned ideas on gender, and also is excited about the business of getting elected. Ford also understands the value of mentoring new politicians as a way of shoring up his vote on council. He doesn’t understand how we expect men to speak about women these days. But the mayor has had a very rough year or two, and has worn sins that climb considerably higher up the tree than this one — which really is nothing but a revelation of something that has been apparent for years now.

Wasted money could have funded transit To the editor: Re: ‘Paying the price for underfunding transit,’ The City, April 18. Columnist David Nickle seems to ignore the fact that over the past 20 years, many millions of dollars that could have gone toward transit. Huge overspending on the St. Clair line as just one example. It is sensible and honest to do as Councillor Denzil Minnan-Wong suggests: give the taxpayers some idea of the projected costs. Because of many years of mismanagement at city hall, the answers are much more complex than Nickle implies. The current Executive Committee and former budget chief deserve gratitude from the beleaguered Toronto taxpayers. Anne Robinson

T

he massive reconstruction of Roncesvalles Avenue took longer than it was supposed to, brought noise and traffic, transit rerouting, torn-up sidewalks, storefront disruption and loss to businesses. It was difficult for residents and businesses to endure, but resulted in one of the most unique streets in Toronto and important lessons learned, many of which have now been incorporated into a strategy to better manage future construction a disruptions city closer wide. look “Not only Inside did we wind up with a beautiful Toronto street, but we passed along the lessons we learned from construction to change the way construction is done everywhere else in the city,” said Parkdale-High Park councillor Gord Perks. The strategies outlined in the city’s ‘Managing Construction Disruptions’ report are a significant improvement to not only the way the City of Toronto and its contractors do business, Perks said, but also how residents and communities are affected by construction. The Roncesvalles Avenue

Reconstruction Project was undertaken in two major phases between 2009 and 2011 – well past the original 2010 deadline. When it was done members of the community sat down with city staff and went through what needed to be improved in the process. There were two meetings and Perks said they contributed heavily to the report, which also takes into consideration a review of a project on Glentworth Road in North York. As a result of the issues associated with disruption and duration on the G l e n t w o r t h Ro a d a n d Roncesvalles Avenue projects, the city’s Engineering and Construction Services took action to employ strategies and make specific improvements in four key areas: planning and co-ordination, contractor performance, claims handling, and communication/customer service. There are 12 strategies to improve the way the city does major construction projects. The report was approved by council on April 4. John Bowker, the owner of She Said Boom! and vicechair of the Roncesvalles BIA, took part in the discussions with the city. He explained community representatives had three main asks: improvements to the claims process when

damage is incurred due to contractor negligence, meaningful deadlines and penalties, and that the city create a ‘construction czar’ to head up all projects. Upon reviewing the report, Bowker said he likes some details including having a series of milestones during construction projects, which would help keep timelines in check as well as improvements to the claims process for businesses impacted by work. “We were very concerned about businesses who experienced damage – flooding for example... And it was very hard for them to figure out

how they could get compensation,” Bowker said. However, what is missing, Bowker said, is a better response and understanding to communities undergoing construction and no construction czar role was worked in. “I think that is something that would be very useful,” he said. From the perspective of a Murray Barbon, the city’s manager of Linear and Trunk Watermain Capital Project Delivery, who oversees about 20 contracts with $25 to $30 million, the report and the recommendations outlined

BIAs unite for streetscape art project promoting walking LISA RAINFORD lrainford@insidetoronto.com Business Improvement Area (BIA) neighbours, Bloordale and Bloorcourt are in the midst of streetscape improvement projects that are piggybacking City of Toronto road and sidewalk resurfacing work. As part of these improvements, the Bloordale community has banded together for an initiative called ‘Walk Here.’ The street art will be installed in the sidewalk along Bloor Street West at Brock Avenue and on each block in

Bloordale from Dufferin Street to Lansdowne Avenue. “We need to encourage walking because it improves body and mind and puts eyes on the street,” said Bloordale artist Dyan Marie, who is overseeing the art installation. Community members were invited to draw a single flower that reminds them of a time when they received or gave a flower, said Marie. With help from students at Bishop Marrocco/Thomas Merton Catholic Secondary School, Marie will recreate 100 flowers in stain-

Other streetscape improvements include new benches and side gardens – initiatives that will distinguish Bloordale from other parts of Toronto. Construction along the Bloorcourt BIA retail strip is scheduled for June-July, although a specific date has yet to be determined, according to BIA coordinator Simone Weir. Cement tree planter boxes will be removed to create more sidewalk space and a more clean look while

phase two, starting in 2014, will include more decorative elements. These include more greenery, more bicycle parking, sidewalk bump-outs and decorative paving. “Right now, it’s in the conceptual stage,” said Weir. Sidewalk and road resurfacing is expected to take about three months. “The big picture is what we’re looking at. The business owners and residents understand this, they’ve seen the plans,” said Weir.

How do you repair and maintain $10 billion worth of city infrastructure despite a sizeable funding gap? That’s the question the city’s Transportation Se r v i c e s d e p a r t m e n t struggles to answer. Under Director Stephen Buckley, the department is responsible for Toronto’s 5,300 kilometres of roadway, 7,100 kilometres of sidewalks, 500 bridges and 600 pedestrian crossings. The department also oversees around 400 kilometres in bike lanes and path, 2,200 traffic signals and an estimated one million traffic signs. It issues around 100,000 permits, from construction to parking, in a given year. Despite widespread agreement that wellmaintained infrastructure is critical to Toronto’s continued growth, Buckley admits some convincing is required on the part of elected officials. $500 million It would likely take at least $500 million per year just to adequately maintain Toronto’s road and transportation infrastructure over the next quarter century. In 2013, the transportation department’s entire budget was just under $330 million. D o n Va l l e y We s t Councillor John Parker, who sits on the city’s Public Works and Infrastructure Committee, said he has long believed the city can prosper through investing in infrastructure and better public transit. “We have to take some inspiration from the very real economic benefits attainable from lessening gridlock,” said Parker this week.

The TTC introduced new group station managers tasked with improving cleanliness and customer service, last week. The six managers, Bo Koch, Cameron Penman, Shelley Pickford, Michael Sosedov, Ellen Stassen and Eve Wiggins will each be responsible for overseeing day-to-day operations at one group of stations across six zones comprising the entire subway system. The new positions are part of the TTC’s new charter promising significant improvements to customer service and more accountability to riders which was introduced earlier this year by CEO Andy Byford. GO TRAINS FOR LAKESHORE ◗MORE

Beginning in late June, riders using GO Transit’s Lakeshore service will wait less time for trains. On Friday, the transit agency announced it is increasing the frequency of train trips on the line travelling east and west to every 30 minutes during off-peak times. Currently, riders must wait 60

Famed Canadian director Bruce McDonald will judge entries for this year’s Toronto Urban Film Festival (TUFF). McDonald, who is best known for Canadian underground film classics such as Hard Core Logo and Highway 61, will judge the Top 3 films of the 11-day festival, which runs Sept. 6 to 16. Meanwhile, the two victims of the bank robbery remain in hospital, but Earl would not comment specifically on their condition. During the robbery, police say one customer confronted one of the thieves and got into a physical altercation with

him; the second suspect fired at the victim, missing both and striking a bank teller in the left thigh. The two suspects fled the bank with cash. Once outside, the two were confronted by the same customer, whom they shot in the left upper abdomen. The two

drove away in a stolen Honda Civic. The car was later found by police and investigated for forensic evidence. Police released surveillance video of the men along with photographs. The man who entered the bank first is described as black, in his mid-20s, wearing

a black hoodie with a white “8” on the left chest, a black Chicago White Sox cap, jeans, black shoes and armed with a silver handgun. He is considered armed and dangerous. Do not approach, police warn. If seen, call 911. The Canadian Bankers

Garage organization 101 Garages are coveted by homeowners across the country, offering a space to park a car and protect it from the elements. But many people do not park a car in their garage, only to find the garage become a home to clutter. Garages tend to become the official catch-all of a home. When an item cannot be crammed into a hiding space elsewhere, it often ends up dumped into the garage, where it joins the long list of other abandoned items. It can be easy to let garages become a wasteland because everything put inside a garage is behind a closed door. That mess can

quickly build up, and reclaiming your garage requires energy, time, organization, and a plan. Organizing a garage will take some time. An entire weekend or two consecutive days may be necessary depending on the level of disarray. Taking everything out of the garage and going through the sorting process may take the most time. When sorting, separate any broken items, which can immediately be put at the curb for trash pick-up. Examine things that you have not used in some time. If you haven't missed it, there's a good chance that you can discard the item or donate it. Create separate piles for donations and trash. Move the items that will be kept into a separate pile. After all of the trash and donations are removed from the premises, then you can look at what is remaining and begin planning out a more organized storage system. There may be things in the "keep" pile that are simply out of place in the garage and may be better stored elsewhere. Think about which items can be moved to a basement or attic because of their infrequency of use, such as holiday decorations, suitcases, and collectibles. You may prefer to move lawn and garden items out of the garage and into a shed in the backyard. After completing the sorting process, look at the garage as a blank space and measure out the room that you have. This will provide an empty canvas as a starting off point. To maximize the

amount of space you have as a work area or a place to park your car, invest in as many tools as possible to utilize vertical space. Shelving, hooks and cabinetry will take things off of the floor, while storage units with doors can hide items that lack aesthetic appeal. Rolling tool caddies and cabinets can keep all tools neat and in organized drawers so you're never hunting and pecking for a tool again. A cabinet that has a lock and key can be utilized for dangerous chemicals that need to be kept out of the hands of children and away from pets. Think about how the garage will appear from the curb when the door is raised and create a design that will be functional and neat. Take the opportunity while the garage is empty

to give walls and floors a fresh coat of paint and improve the lighting in the garage. A brighter garage makes for a better work station. For those who can use a little extra help, there are professional garage organization companies that can come in and install custom cabinetry and work surfaces. This is an option if you desire a high-end garage. When putting items back into the garage, label where everything is stored until you become accustomed to the new organization. This way you'll be able to find everything easily. Organizing a garage can be tedious, but the reward is ultimately worth the effort. – MS

4 Things You Need to Know When Buying a New Roof Shingle manufacturers have application manuals specifying how their products should be installed on your house. Your product warranty is supplied by the manufacturer, and could become void if the proper instructions are not followed when your new roof system and shingles are applied. What you should know about roof surface or roof deck preparation: Your roof deck is the structural surface over which your roofing materials are applied. All roof boards and/or plywood must be fastened securely to the rafters, and damaged or rotten wood must be replaced. Your attic should be inspected before the work starts to uncover potential problems. A bad roof surface allows the nails to push up through the shingles, causing leaks. What you should know about underlayment: A complete underlay system should be applied before your shingles are installed. There are two types of roofing underlay, waterproof and water resistant. Waterproof underlay is needed in areas most vulnerable to leaks, the eaves edge of the roof; in valleys, at dormer sides, around chimneys and around skylights. Water resistant underlay, often called “tar paper”, is needed on the remaining roof area. Water resistant underlay protects the roof surface in a storm situation where a few shingles blow off, but cannot be replaced immediately.

What you should know about ventilation: Improper attic venting can cause your shingles to fail prematurely, and your product warranty requires that your attic have proper ventilation. Venting consists of intake and exhaust. To facilitate proper air flow, your attic needs intake vents located in the overhang and exhaust vents at the roof peak. A balanced venting system is required; otherwise air will be pulled from your house. An inspection of your attic is essential to present appropriate and complete venting solutions. What you should know about shingle quality: You have many shingle options with regard to style, colour, longevity and price. Estimators should include at least three grades of shingles and inform you of the real expected shingle life. In addition to their aesthetic appeal and longer life expectancy, better quality shingles often provide you with the best value when measured on a cost per year basis.
