City planning and legal staff will request an upcoming Ontario Municipal Board hearing on a proposed nine-storey condominium at Bloor West and Durie streets be adjourned until a planning study of Bloor Street West setting out guidelines for future development is publicly reviewed and adopted by Toronto council. Should the adjournment

request be denied, councillors endorsed city planners’ recommendation that city planning and legal staff oppose the proposal at the board. Etobicoke York Community Council voted unanimously in favour of both motions during a two-hour debate Tuesday at which nine residents spoke in opposition. Pedal-powered music folk tour kicks off Aug. 22 LISA RAINFORD lrainford@insidetoronto.com Modern day troubadours will cycle their way across Eastern Ontario to perform pedalpowered indie folk concerts in such cities and towns as Kingston and Port Hope. The second ‘Tune Your Ride Tour’ kicks off in Dufferin Grove Park Friday, Aug. 22 from 6:30 to 8:30 p.m. “It’s a really fun, unique way to present music,” said tour director James Davis, a Bloordale Village resident. This year’s tour will take four Toronto-based folk musicians – Abigail Lapell, Jessica Moore, Ben Hermann and “Great” James – from Brockville to Toronto, an almost 400-kilometre trek carrying instruments and a full PA system on their bicycles. “We carried about 200 pounds of gear and three instruments last year and played 10 shows,” Davis said.

“It was like diving into the deep end.” Yet, the tour went off without a hitch, he said. There were no flat tires, just one day when Google Maps led them astray and they got lost, riding 95 kilometres instead of the average 60 kilometres daily. ‘Bike-powered sound’ “The bike-powered sound system worked well,” Davis said. “We’re going back to most of the towns. We’re doing most of the same route from last year, but in reverse. We’re taking the train to Brockville and riding back along Lake Ontario. It’s a beautiful way to explore the province.” Davis is no stranger to cycling. It has been his primary mode of transportation since elementary school. He rode downtown Toronto for the first time in 2002. Yet, before last year, he’d never been on a bike tour before.

A conversation with singersongwriter Jeremy Fisher gave him the nudge he needed. A performer at the Bicycle Music Festival, which Davis founded, Davis confessed to him, ‘I’m a bit scared.’ Fisher, who had spent six months touring from Seattle, across Canada to Halifax, Nova Scotia by bicycle, said, ‘James, it’s just like riding home, but you just keep going.’ The musicians won’t be the only ones pedaling – during performances, all electricity will be generated by audience members using bicycle generators that will power a bespoke P.A. speaker system. The tour culminates with a stop in Port Hope, Sunday, Aug. 31 at Memorial Park Bandshell before the group returns to Toronto Sept. 2.

he fabulous attendance at this summer’s festivals in Toronto is a great indication of our willingness to participate in community activities. Now the challenge is how to turn those once-a-year adventures into community enrichment throughout the year. The city is rich with artistic, cultural and culinary festivals – a great opportunity for community-building. This past weekend’s Taste of the Danforth, which organizers say attracted a staggering 1.6 million people over three days, is festival participation at its best. Looking ahead to this weekend, there’s the York-Eglinton International Street Festival taking place locally. And, of course, the Canadian National Exhibition kicks off its two-and-a-half-week run tomorrow. Good turnouts mean people are engaged. The exposure that’s taking place right now of different cultures in Canada’s most diverse city is a critical piece of Toronto’s continuing evolution. We are rich in culture. Make the most of the opportunity. Find out more about the communities that make up the city – and find avenues for personal growth in the experiences we share, in the teaching of our children and a growing appreciation of Toronto as the city it is today.

Election still very much Rob Ford’s to lose

D

oes anyone in Toronto love Olivia Chow or John Tory as much as Irene Borecky and thousands like her love Rob Ford? That could be the key question in this fall’s election, which is still Ford’s to lose. Standing in line at Ford Fest recently, hearing people seriously compare the man to Jesus Christ, Pierre Trudeau and, strangest of all, David Crombie, I was struck by how unconditional is the love Ford’s fans give him. Some of us want to think politics isn’t a personality contest, and that the person with the best ideas, the best political record, should be elected Toronto’s mayor. That’s not how it works with most people, who vote politicians in because they like them. And Ford’s core supporters love him, many thinking, as Borecky does, that other politicians “are

mike adler the city fakes,” and Ford’s different. “He’s one of us. He’s like us. He’s fallible like the rest of us,” said Borecky’s friend Maria F., who didn’t give her full name. “We’re not judgemental people.” Actually, many Ford fans are judgemental people. They judge him innocent, and others guilty. And many point to transgressions or admissions of drug use by other politicians, seeing a double standard applied to Ford. Standing with Ford Nation flags in her hair at the somehow-nota-campaign-event in Scarborough’s Thomson Park, Borecky called Tory, a man she said she voted for in the past, a “spendand-tax Liberal.” She said the former Ontario Progressive

Ford reminds Ford fans of themselves: they feel they’ve been cheated by the city somehow; they’ve made mistakes, battled addictions, or felt pressured to quit something, but kept going.

Conservative leader’s decision to put his campaign headquarters at Bay and Wellesley streets, “where the Bay Street money is,” was stupid. Based on how it looks, she may be right. Other people in the park gave only vague reasons why Ford should be reelected; such as he tries to keep taxes low, or “hasn’t stolen a cent from us.” Mostly, though, you sense Ford reminds Ford fans of themselves: they feel they’ve been cheated by the city somehow; they’ve made mistakes,

battled addictions, or felt pressured to quit something, but kept going. The mayor’s scandals have blurred into a vague smudge that can be dismissed by the faithful as no big deal. Love for Ford will survive an October defeat, since, as Ford Fest-goer Pat Mason explained, none of the man’s opponents, should they beat him, can manage the city without his help. “If he doesn’t win, he’s not going to lose,” Mason predicted. “We will still look at him as the mayor.” Thelma Casimir, holding a hamburger, said she’s praying for him, and pronounced him perfect. “He went through hell. My man is back in shape.” Tory, or Chow, need some of that same adoration if they’re going to win. High Park area will not be same if towers go through: resident To the editor: It takes a village – well, in this case it takes a community to band together to take on Great West Life’s proposed development in High Park. If you are not yet aware, you should be. The High Park area may never be the same. Once ranked third as one of the most desirable neighborhoods in the city, it would seem the proposal to build two huge towers on Quebec and High

Park avenues is being considered and may go through. These downtown-like buildings will be unlike anything else in the neighborhood and will ultimately strip the community of its unique character. Not only does this grossly impact the residents in the area, it will also affect visitors and tourists to High Park. One would no longer be able to exit High Park subway station and see trees all around and a quiet,

established neighbourhood. Are there any other high buildings around? Yes, in fact there are – nestled in amongst the trees and set back from the street so they appear somewhat off in the distance to appear smaller. But let’s make this very clear – these two new proposed buildings are nothing like what currently exists. They are towers with are a lot glass, and they are virtually right next to the side-

walk with very little set back. These towers will be able to be seen right from the soccer field in High Park itself. The High Park Coalition will appear at the OMB hearing in September to formally build its case as to why these buildings should not be built. The city also agrees they do not meet city guidelines in the area. The High Park Coalition has been monitoring this project closely and preparing for par-

ticipation every single day at the OMB’s two-week hearing – but securing party status comes at a cost, as a lawyer must be retained by the coalition for the duration of the hearing. It should be stated, the coalition is not against development – it is just for responsible development. Fundraising and building awareness have been strategic goals for the High Park Coalition for some time. It’s

now time to reach out beyond the High Park community and invite anyone who cares about Toronto’s beautiful High Park and the surrounding area to have a say and help the High Park Coalition fight the cause. City planners don’t support condo plan in current form >>>from page 1 the Ontario Municipal Board (OMB) in May citing city council’s failure to render a decision on the application. City planners do not support the proposed development in its present form, citing the inclusion of the 116 Durie St. lot as “not supportable” and the building mass as “inappropriate” that would “alter” the existing physical context of the immediate area, planning staff indicated in an Aug. 1 report. The proposed condo has ignited a firestorm of opposition by community residents, as well residents’ associations representing Bloor West Village, Old Mill, Swansea and South Kingsway. Doucette agreed; the village needs development protection. “We’re unique. But Cresswell cautioned the city’s request for an adjournment of the future OMB hearing in order to conduct, review and seek council approval of a Bloor Street West planning study is unlikely. “The city can ask anything (at the OMB),” Cresswell said in response to Doucette’s question whether the city could ask for a deferral at the OMB. “Whether the OMB agrees, in my experience, I don’t think a municipal board would be inclined to defer an application being appealed.”

Music Therapy Centre hopes ‘angel’ comes through with funding Bloordale Village centre helps people with physical disabilities express themselves through music LISA RAINFORD lrainford@insidetoronto.com Chrissy Pearson, clinical manager at the Music Therapy Centre, said she lives in fear of the day she has to tell her clients the facility must close its doors. Since 2002, the Music Therapy Centre situated in Bloordale Village, has been serv-

ing people such as members of the self-titled group ‘Friends of Music,’ most of whom live with Cerebral Palsy and similar physical disabilities. On a weekly basis, these adults visit the centre in the Bloor Street West and Brock Avenue area where they share what it’s like to make their way through life with such physical disabilities. “They express themselves through music using adapted instruments,” Pearson told The

Villager. “For example, we’ll rig a guitar to a wheelchair tray or use equipment to raise a drum up. “Their voices don’t sound like we sound, but it’s how their voices engage in the music. Some use computers; some use a picture of the alphabet to communicate; some are verbal, but you just have to really listen to hear what they’re saying.” Safe space The goal, Pearson said, is to provide them with a safe space to express themselves where they can interact with their peers. “How will I tell them that this is all over? They’d be devastated,” Pearson said. The Music Therapy Centre is in desperate need of funding. The centre was initially made possible more than a decade ago through a large donation

from the Canadian music industry to the Canadian Music Therapy Trust Fund, whose mission is to “promote, develop, and support music therapy services and research in order to restore, maintain and improve the mental, physical and emotional health of Canadians.” An internationally established therapy, music therapy is not government funded. “People who most benefit from our services can’t afford them,” she said. The centre is now at a crossroads. The music industry is not what it used to be, she said. Major labels that used to donate hundreds of thousands of dollars to the Canadian Music Therapy Trust have had to amalgamate; there is more competition for donor dollars. “Back in the day, we could fund seven, eight, nine projects a year upwards of $25,000 to $50,000. We now only fund

two to three projects a year,” Pearson said. “The centre is taking too much from the charity that’s already struggling.” The Music Therapy Centre has had a significant impact on the lives of its clients, including Alan, a six-time Ironman triathlete, who in his 50s suffered a stroke rendering him unable to walk and talk. Seven years later, he is still in recovery unable to walk without assistance. However, “music therapy helped me find myself when so much of me was taken away – the music therapy helped heal my voice, my hands and my heart,” he said in a statement. Music therapists at the centre work with a variety of clients from mothers with toddlers born with physical disabilities to youth with autism. Junior (whose name has been changed to protect privacy) was referred to the

After speaking with his school teacher and his mother, Stehouwer said she established several goals for Junior. These included increasing his vocabulary by identifying instruments and activities from picture cards as well as learning the words to new songs. “Junior demonstrated a strong response to the music,” said Stehouwer in a statement to The Villager. “It appeared to motivate him to actively participate in the activities and engage with the music therapist in ways that were difficult for him in the past.” The Music Therapy Centre is at 1175 Bloor St. W.

Boys and Girls Clubs unite for annual celebration at Dovercourt Park More than 2000 kids celebrate their collective diversity

he Boys and Girls Clubs of Greater Toronto celebrated its 12th annual Unity Day, bringing together more than 2,000 children at Dovercourt Park, last Wednesday. “Each year Boys and Girls Clubs across Toronto work with tens of thousands of young people in local neighbourhoods and communities. “Once a year, during the summer months, the clubs unite together for a full scale carnival event to celebrate and promote the unity of young people, breaking down the barriers that separate us,” said its chair Ron Rock. “The smiles on the faces of over 2000 kids tell the story of how important it is for them to get out of their communities and see other kids that play just like themselves.

On this particular warm and sunny weekday several local residents were already enjoying the fruits of vendors’ labour as well as the weather within an hour of its opening. “It’s fun,” said Alli Millar of Alli’s Fresh Baked, a local Crème Fraîche supplier, situated at St. Clair Avenue West and Dufferin Street. Millar’s specialties are breads, including gluten-free options, savouries, cookies and her popular cinnamon buns. The ‘Meet Your Farmer’ market began as a pilot project pop-up market outside of the Crème Fraîche store on Annette Street

at Durie Street last year between July and October, said owner Constance Dykun, while chatting with customers, serving up samples of Ontario cheeses. She soon discovered the City of Toronto required a license to offer such an event on site. Crème Fraîche customers, who happened to be congregants at Runnymede Presbyterian, suggested the parking lot as the new home and church executive members happily obliged. INVOLVED IN COMMUNITY “We’re always trying to become more involved in the community,” said treasurer Walter Brewer. It has been Crème Fraîche’s mission from its inception two years ago to bring local, sustainable foods to its customers, said Dykun, “providing a distribution

channel for small artisans.” “The area doesn’t have a lot of local foods,” she said. The market is not just about fruits and vegetables, but other produce, like chocolate, honey and handmade soaps. Typically, the market boasts eight to 10 vendors and often times, musicians perform. Sometimes, families bring picnic baskets and blankets, Dykun said. She is aiming to start up her kids workshops again, likely at the end of the month or early September, providing children the opportunity to make body products like soap and face washes and candles and food, like grilled cheese, pancakes and funnel cakes. Committee rejects new voting machines MIKE ADLER madler@insidetoronto.com A City of Toronto committee has sidetracked the next step in starting a new municipal voting system most city councillors had supported last year. Council voted in favour of ranked balloting, a system in which voters can record their top three choices for a political post. If a candidate doesn’t have a majority of first-choice votes, there are “instant run-offs” in which the second-rank, and if necessary, third-rank choices are added, until one candidate shows at least 50 per cent support. Last year’s motion asked the provincial government to let the city try the new system to elect its mayor in 2018, and all council members, including the mayor, in 2022. son for Municipal Affairs Minister Ted McMeekin, Yanni Dagonas, said the new Liberal majority government will not re-introduce a bill this fall, but added afterwards “the ministry will consider options for giving municipalities the tools they need to consider and conduct ranked ballot elections.” Council also decided Toronto needs new voting machines – the equipment it bought in 1999 was said to have a 15-year lifespan – and asked the committee to ensure those machines can handle ranked balloting. On Monday, however, the Government Management Committee decided any moves to purchase new equipment should wait until staff investigate the costs of extending the current equip-

ment’s use for one, two or three council terms and to report on this in 2015. Despite last year’s 25-to-16 vote by council – which could overturn the committee’s decision during its final meeting later this month – the committee was not convinced. Etobicoke Councillor Doug Ford, brother of Mayor Rob Ford, said it was “hypocritical” for councillors “to target one office” – the mayor’s – for ranked ballots, while not changing the voting system for their own. Most other city councillors had supported ranked ballots for Toronto, an initiative known as RaBIT, because they thought the new system, among other things, “would promote positive campaigns,” and encourage a wider discussion of municipal issues during campaigns. Scarborough Councillor Paul Ainslie, a supporter of RaBIT, said council made its decision after hearing from the public and debating the issue at city hall.

“You’re basically thumbing your nose at city council,” he told committee members seeking a deferral Monday on the move to purchase new equipment. Why try to extend the life of 15-year-old voting machines, Ainslie asked, when the life of a tablet computer, “is eight or nine years, tops.” But North York Councillor David Shiner, chairing the committee’s last meeting before the municipal election, said he thought the current system worked fine, and if changes come to municipal voting, they should be province-wide. With so many people running for mayor, he asked, “how do you pick a first, second or third” candidate for the ballot. Desmond Cole of the Ranked Ballot Initiative urged the councillors not to limit the many options new machines could handle. “What we’re asking you to do is not close the door,” he said.

City Hall restaurant in danger of closing Councillors on a City of Toronto committee this week searched unsuccessfully for a way to keep Toronto city hall’s only sit-down restaurant from closing down. Cafe on the Square, which signed a lease renewal in January 2013, owes the city more than $190,000 and has not done a further $140,000 in renovations it promised in the lease. “We probably have erred at not looking at the fine print,” Tony Palermo, the operator, told the Government Management Committee. “We understand now where the costs are, and it just can’t work.” Palermo said the restaurant – which has been in the space for 16 years – paid its rent but couldn’t afford common area maintenance charges, which were unsubsidized in the latest agreement, driving up operating costs 700 per cent. The city has tried several times to get the Cafe, which is

held by an independent numbered company but associated with others running the Harbour Sixty steakhouse as well as a restaurant in the Air Canada Centre, to pay. Councillors agreed to have city staff try again to work something out. “If not, then we’ll have a new proposal (for running the restaurant space) in the New Year,” said David Shiner, the committee’s chairperson. Staff, in the meantime, have the authority to close the restaurant and find an interim operator, but any change making the Cafe’s lease “materially different” would have to be approved at city council. Shiner said the request for proposal on the lease was clear, so the terms of the agreement cannot be changed now, though he asked whether maintenance charged for the basement portion of restaurant space could be reduced. – Mike Adler

Purchase Propeller Coffee’s Contraflow blend and help Cycle Toronto advocacy work LISA RAINFORD lrainford@insidetoronto.com City cycling advocacy group Cycle Toronto is 2,700-members strong with at least 97 per cent of its riders drinking coffee, says its executive director. So it made sense when supporter Sweet Pete’s Bike Shop connected Cycle Toronto with Propeller Coffee, the environmentally conscious roaster that just opened a Bloordale roastery and cafe to offer ‘Contraflow,’ a new seasonal coffee blend. Proceeds from Contraflow sales will go toward supporting Cycle Toronto’s bike advocacy work. Propeller Coffee’s model, ‘coffee for the social good,’ jived with Cycle Toronto’s values, said its executive director Jared Kolb, such as the power of grassroots community organizing to effect change; Propeller’s roaster uses as much as 85 per cent

director of campaigns and membership, before taking the helm. Purchasing Contraflow will enable Cycle Toronto members and cyclists across Toronto to help fund cycling advocacy, Kolb said. Cycle Toronto relies on four staff members and 10 part-time staff as well as 200 active volunteers. “The work we do falls under three branches: direct advocacy at city hall. I’m down at city hall almost every day talking with city staff and councillors; we’re campaign-based,” said Kolb, citing protected bike lanes on Eglinton Avenue, Richmond and Adelaide streets. “We’ve got our ward advocacy programs; we grow local groups.” For example, in Ward 13, the group is working on improving cycling access across Lake Shore Boulevard, Kolb said. “( The ward advocacy groups) develop their own

We’ve never done something like this before,” Kolb said. “But we’re really excited.” Propeller provides beans for Crema Cafe and other local, independent coffee shops. Toronto’s top transportation bureaucrat is defending a staff decision not to physically separate bike lanes in a councilapproved separated bike lane project along Adelaide and Richmond streets. Transportation Director Stephen Buckley has come under fire from cycling advocates over the new bike lanes, which are separated by painted lines only, rather than physical objects such as bollards or planters to keep traffic apart. Cycle Toronto, a city-wide cycling advocacy group, issued a statement decrying the department’s “apparent lack of commitment to physical separation.” The news release noted Richmond and Adelaide streets are sufficiently high volume to warrant separation. “Without physical separation, the City is welcoming cyclists into dangerous conditions,” the statement reads. Buckley however maintained the pilot project starting this summer is an information gathering exercise and staff are monitoring conditions there.

“As a part of a pilot we want to try new things,” he said. Buckley maintained there are issues with placing planters and bollards for snow clearing in the winter, and that bollards can create a pedestrian tripping hazard when they break off. He said at some point during the pilot it is possible that bollards will be installed along the route, adding his experience laying in cycling infrastructure is that the first week is often the worst. “The first week is always a mess. We always see drivers not recognizing the change,” he said.
