All bark, no bite: residents say offleash rules unclear City responds to Rennie Park noise complaints LISA RAINFORD lrainford@insidetoronto.com

INSIDE The city’s Boys and Girls clubs unite / 6

The city is taking steps to alleviate the noise and disruption to those who live in the vicinity of the off-leash area in Rennie Park after residents shared their concerns with parks department staff. Charles Merivale has nothing

against dogs – it’s their barking he takes issue with; especially because the St. Olaves Road resident lives adjacent to the Rennie Park off-leash area. He and his family continue to be awakened by dogs barking next door before 6 a.m. “virtually” every morning, he said. On the civic holiday Monday, a group of dogs barked nonstop between the hours of 8 and 11 a.m. Rather than quieting their dogs, the owners simply congregated, talking loudly over the noise, Merivale said. The barking continued until after >>>CITY, page 16

As the ministries of environment and natural resources await the results of tests made to the water and dead fish found in High Park’s Grenadier Pond last week, a spokesperson has reported that no further species have died and the waterway has been cleaned up. “The city has cleaned up

the dead fish and the die-off appeared to be over,” said the Ministry of Natural Resources’ Jolanta Kowalski recently. Yellow perch, rock bass, black crappy as well a few other species died in what the ministry referred to as a “die-off.” Small die-offs are not an u n c o m m o n o c c u r re n c e, Kowalski said, but she classified the late July die-off as large. >>>TEST, page 16

Speed up coroner’s inquest process

Write us

O

ntario’s chief coroner has announced an inquest into three shooting deaths by Toronto police involving people who were carrying edged weapons and “may have been experiencing the effects of a mental disorder at the time of their deaths” over the past three years. The similarities to the fatal shooting of Sammy Yatim, 18, on a streetcar in the Dundas and Bathurst streets area on July 27 are many. The coroner’s inquest set for October will look into the deaths of Michael Eligon, 29, in February of 2012 in East York; Sylvia Klibingaitis, 52, in North York in October of 2011; and Pickering resident Reyal Jardine-Douglas who was shot after stepping off a TTC bus on Victoria Park Avenue in August of 2010. It’s too bad inquests were not called earlier as the question of how police deal with people who may be having a mental health crisis is an extremely important issue which needs clear and consistent guideacross Ontario. our view lines As it stands, Ontario’s Ombudsman Andre Marin is set SIU director to review the Yatim shooting. The province’s Special Investigations suggested Unit (SIU) is also looking into that inquest called shooting to determine if police actions were justified. In the shooting deaths of Eligon, Klibingaitis and Jardine-Douglas, the SIU said the Toronto police officers were justified in using lethal force. However, it’s important to note that in its report in May of last year into the Eligon shooting, SIU director Ian Scott said the incident raised a number of questions beyond his organization’s mandate. He said those questions would be best answered by a coroner’s inquest. Among Scott’s questions were: Should front-line police officers receive different training to deal with these situations and should front-line police officers be issued Tasers? In the Eligon shooting, the front-line officers responding to the call did not have Tasers. They also did not have access to the services of a crisis intervention team consisting of a mental health professional and specially trained police officer to help deal with such situations. The same scenario played out in the Yatim shooting. A crisis team was not on hand and the officer with the Taser did not board the streetcar until Yatim had been shot. We called for such an inquest in a May 2012 editorial and while we’re pleased action is now being taken; it should have been called sooner.

Holyday will be missed by the mayor

I

n a couple of days it’ll be official. Doug Holyday, the former mayor of Etobicoke, councillor for Ward 3 (Etobicoke Centre) and deputy for Mayor Rob Ford will have left the building, to become Toronto’s lone Progressive Conservative MPP at Queen’s Park. Will Ford miss him when he’s gone? Based on Holyday’s agile defence of the mayor’s nocturnal ramblings last weekend at the Taste of the Danforth? Almost certainly. The mayor has been in this apparently inebriated place before: in this case in a state that most reasonable observers would surmise to be impaired, alone, near his SUV, looking for a party and finding one amid a gleeful crowd of east-Danforth revellers and their snapping, filming cellphone cameras. Social media was abuzz; the mayor’s colleagues on council, aghast. Once

david nickle the city again, Toronto’s news media gathered outside the elevator in front of Ford’s office, to follow up on Ford’s assertion Sunday on radio that he’d just had “a couple” of beers and the whole thing was blown out of proportion. ford loses ally Holyday came out swinging, suggesting that those media – and presumably the good people of Greenwood and Danforth – were exaggerating the mayor’s condition, hounding him as no other politician has been hounded, and he worried about the “toll” all this attention would take on the mayor. When a reporter asked: what about the “tone” of the mayor’s behaviour, Holyday feigned lawyerly

mystification at what that word meant. Then another reporter asked about the seemingly sloshed mayor’s proximity to his vehicle, counsel-cum-deputyfor-the-mayor Holyday demanded to know if the journalist was accusing Ford of driving drunk and if he knew that to be so for a fact. The only bone that he threw (at least the only one not aimed at an eye) was acknowledging that the mayor might not get enough sleep sometimes, and should really get a driver. defends mayor

In short: Holyday spun it like a pro, turning Ford’s embarrassing and frankly pitiable lapse on Friday night into a partisan, mobdriven assault on a good man. Aside from his own brother Councillor Doug Ford, the mayor has few allies on council that will

contort themselves so readily to cover his backside. When Norm Kelly, Holyday’s named replacement, spoke with the media just hours before the mayor’s arrival on the Danforth, he made it clear that he was fundamentally interested in the wellbeing of the city and left it at that. Other allies on the executive committee weren’t much more supportive following the Friday night crawl. Fact is that there are few such as Holyday left on council, so able to combine patrician grace and charm with such wellhoned yet utterly-malleable partisan instincts, to assert that black is indeed white and defend a mayor who won’t accept the intervention he appears to need. He’ll be missed all right.

Cancer survivor continues his support for annual High Park Terry Fox Run LISA RAINFORD lrainford@insidetoronto.com When Bill McGuire began participating in the Terry Fox Run in High Park 27 years ago – he never thought he would become a recipient of the very research for which he was fundraising. McGuire, an Annette Street and Willard Avenue-area resident, was diagnosed with Chondrosarcoma, a form of bone cancer 15 years ago. Eight years ago, surgeons amputated his left leg at the hip. “Doctors said, ‘It’s up to you.’ When I made that decision, that was it,” recalled McGuire at an Annette and Jane streets coffee shop Monday morning. “When it did come off, I just felt better. It was just so diseased – my body said, ‘What took you so long?’” This year marks the 33rd year of

the Terry Fox Run. To date, it has raised more than $600 million worldwide; 84 cents of every dollar raised goes directly to cancer research – one of the highest ratios of any charity run because each event is organized by volunteers, according to Dave Stephens, a longtime volunteer and chair of the High Park run. Launched in 1987, the Terry Fox Run in High Park, attracted 236 participants and raised more than $11,200. “In 2011, the High Park Run passed the $1 million mark in donations over the years and last year’s run, which attracted 725 participants, raised a record $113,500,” said Stephens, a Junction resident. “This year, we’re aiming for another record, and 800 participants.” This year’s run takes place Sunday, Sept. 15 McGuire says he loves the event

in High Park for its sense of community. The money goes towards research instead of any “bells and whistles,” he said. McGuire took up running years ago as a way of keeping fit. It was on one of his runs that he realized something was up with his leg. He was experiencing a shooting pain through his knee and up to his hip. When he got in to see an orthopedic surgeon and was given a cancer diagnosis, McGuire said the news was difficult to digest. “It was kind of like: Boom. It didn’t really sink in,” he recalled. Mount Sinai Hospital took good care of him, he said. He underwent several operations and radiation treatments – “that’s why I’m so glowing,” McGuire quipped. Since the inception of the Terry Fox Run in High Park, McGuire says he has participated on two legs,

on two legs with a walker, two legs and a cane and then one leg and crutches. He and his wife, Sharon, have also participated in events in the Beach, on the Toronto Island, in Rosedale and at the University of Toronto. “This location feels really good for me – that community feeling, that’s it in a nutshell,” he said. Maneuvering around on one leg simply becomes the norm, McGuire said, “I’ve talked to people with similar problems. You’ve gotta just focus on today,” he said.

McGuire is an avid rower and downhill skier. He’s part of the adaptive rowing program at the Argonaut Rowing Club. “I love the water. And, we all don’t walk too well on water,” he quipped. Participants can run, walk, jog, bike, wheel or ride the 10-kilometre course. Registration begins at 8 a.m. and you can run/walk/wheel/ride from 9 a.m. to 1 p.m.

Councillor says 'bendy' buses en route to Dufferin street TTC spokesperson says decision not firm RAHUL GUPTA rgupta@insidetoronto.com Will overcrowded Dufferin Street get oversized articulated buses before other major TTC routes in the city? Ana Bailão thinks so. The Davenport city councillor is confident the articulated vehicles, affectionately known as “bendys” because of a pivoting middle joint, will soon debut along 29 Dufferin, one of the TTC’s busiest bus routes, which runs north and south between Wilson Station and the Dufferin Gate. Posting on her website, Bailão wrote she was “assured” by TTC CEO Andy Byford, following a late June ride-along where the TTC CEO saw first-hand the problem of bus bunching at Dufferin station. “...CEO Byford and I witnessed four buses arrive at Dufferin Station, at once, and I was subsequently assured

that our area would be among the first to receive the new bendy buses once the rest of the fleet arrives in Toronto,” wrote Bailão in the post dated Thursday, Aug. 8 Bailão was unavailable for comment, but special assistant Nicholas Gallant backed up her claim, saying that Byford had unofficially given his endorsement to having the bendys on Dufferin. “The CEO assured her on that ride we’d be getting the bendy buses,” Gallant said on Monday. Byford did not respond to an interview request. But TTC spokesperson Brad Ross said while Dufferin is under consideration a decision on which lines will ultimately receive the vehicles has yet to be made. “I don’t believe Andy would have given that assurance as we’ve made no decisions yet,” said Ross, the TTC’s head of

communications. “Certainly 29 Dufferin is on the list of routes we will be looking at but no decisions have yet been made about which route will get the buses first.” Dufferin averaged 39,700 weekday riders in 2012 according to the TTC which puts it behind the 36 Finch West and 39 Finch East service as well as the 35 Jane route, which are also on the list. The TTC expects to save nine million dollars annually with the eventual deployment of the articulated buses on the chosen routes, which will run less regularly than the current buses, but will offer more capacity due to their larger size. Ross expected a decision on the matter to come in October. A previous fleet of TTC articulated buses was retired back in 2000.

T h re e m e n h a v e b e e n charged with murder in the Monday, Aug. 5, shooting death of 25-year-old Christopher Kotsopoulos. Police said a fight involving several men escalated to a shooting at a townhouse complex at The Queensway and Windermere Avenue around 5:20 p.m. Kotsopoulos, shot in the chest, was taken to hospital where he was pronounced dead. On Friday, Aug. 9, police executed several search warrants at the Swansea Mews complex and seized three guns. Christopher Shaw, 21, was arrested and charged with second-degree murder as a result of the search warrant.

Christopher Kotsopoulos

Later in the day, E li Goldman, 23, and Jeffrey Tr o u n g , 2 5 , w e re a l s o arrested and charged with second-degree murder. Det. Sgt. Pauline Gray said Kotsopoulos was a former resident of the Swansea Mews complex and was visiting friends on the day of the shooting. She said the three accused

were residents of the complex. “We are working on identifying possibly two other males who were involved in the altercation and ultimately the killing,” Gray said. Kotsopoulos is the city’s 35th murder victim of the year. “The positive results of this investigation are a direct result of the participation and the assistance of the people who reside within Swansea Mews,” Gray told reporters during a news conference at 11 Division Friday. “Witnesses presented themselves almost immediately and provided statements to the police as to what they saw and heard.”

>>>from page 1 sunset as dogs and their owners gathered just over the fence from Merivale’s front yard. “We don’t have a problem with the dogs per se, it’s with the noise. This takes place on an ongoing, regular basis,” Merivale told The Villager. “I’ve come to recognize this as unrestricted harassment. The dogs are right across my fence.” The City of Toronto offleash sign depicting a map of the designated off-leash portion of the park is misleading according to Merivale. “Regrettably, no one I have talked to has been able to decipher the map, which is very confusing,” Merivale wrote in an email to city staff. “What is clear is that a decent buffer from residences is necessary when some dog owners are unmoved to control barking, instead of encouraging

it.” Some residents are also disappointed the posted regulations do not restrict commercial dog walkers, as was initially promised, added Merivale. “When the area beside my yard was initially designated as an off-leash area, I made no comment, but it has become increasing irritating as some dog owners show no consideration for any nearby residents,” he said. “Mine is not the only impacted property. If all owners controlled their dogs’ barking and picked up after them, there would be a better argument for maintaining the arrangement.” Carol Cormier, manager of parks standards and innovation at the City of Toronto, ensures that new signs with the correct map of the offleash area and amended Code of Conduct would be installed this week with the following

addition: “No Commercial Dog Walkers Allowed.” “Staff will be working with the Dog Owner Association representatives to engage the group in promoting responsible pet ownership and deterring their dogs from barking and being considerate of the neighbours while using the off-leash area,” Cormier said. The relatively new enclosed off-leash area in Rennie Park encompasses 3,500 square metres of land south west of the Toronto District School Board (TDSB) sports field and adjoining parking lot. The creation of a fenced-in off-leash zone was prompted by the TDSB, which reported students tracking dog feces into the school. Do you have issues with offleash dog parks? Are there ways you think they can be improved? Write us a letter to the editor about it: contactus@ insidetoronto.com

Discovery Camp gets federal funds Colborne Lodge Museum coordinator Cheryl Hart is grateful to Parkdale-High Park Peggy Nash for her help in securing funding from the Department of Canadian Heritage that goes towards the popular High Park Discovery Camp. For several years, Colborne Lodge in High Park has received an employment grant, which goes towards hiring a summer student through the department’s Young Canada Works program. Nash got the opportunity to meet this year’s summer student, Kate Morris, along with some of the campers as part of the lodge’s half-day Junior Discovery Camp on Thursday, Aug. 8. Colborne Lodge’s discovery camps introduce campers to the many wonders of High Park, which its owners John and Jemima Howard deeded to the city. Six sessions of full-day camps for children seven to 11 years of age and two sessions of half-day camps for children five to six years are offered each summer. The Young Canada Works grant allows the lodge to hire well-qualified education students who have a lot of experience in working with children’s camps, according to Hart.
