The consensus among residents who attended a City of Toronto community consultation meeting to discuss a proposed mixed-use apartment building at the northwest corner of Dundas Street West and Pacific Avenue was that the building is still too high. Despite the developer’s efforts to appease the community by reducing the proposed eight storeys to seven and a half (a partial storey would provide access to a rooftop amenity space) following a preapplication meeting held in February, residents still balked at the height. LISA RAINFORD lrainford@insidetoronto.com Actor Lee McDonald and the theatre company he cocreated, Kadozuke Kollektif, presents Shakespeare’s Richard III unlike it’s ever been imagined before. “It’s an experience (viewers have) never seen before,” the Bloor West and Jane streets area resident told The Villager. “We really try to challenge our audience to be a part of the show.” Ka d oz u k e Ko l l e k t i f ’s ‘Richard III, the Pleasures of Violence,’ debuting Sept. 10 and continuing until Sept. 28, intertwines live performance with film that will be created and shown throughout the course of the production. Shakespeare’s text serves as a jumping off point for the story, an “intimate sensory exploration” of the plot about a family of three brothers after the impulsive secret love marriage of Edward IV, King of England, to Elisabeth Woodville, is revealed. The play delves into the passion, violence and disas-

ter in the aftermath once the secret is discovered. “What we do as a company, our acting style is influenced by film,” McDonald said. “There are a lot of scenes within scenes – a lot of featured moments in the play not written by Shakespeare.” The production company works with 3D projection and a live-feed of the actors, who are always in view of the audience, even when they’re offstage, a constant of Kadozuke Kollektif’s shows. “It’s a very visually strong performance,” McDonald said. “I hope it’s unlike anything they’ve ever seen before.” The theatre’s name is inspired by the ancient Japanese tradition of ‘players at the gate.’ Because

performers were not allowed to enter the premises, they performed on the periphery, in-between two worlds. Like its Kadozuke predecessors, the theatre company’s mission is to create an “artistic interlude,” a place in-between two worlds. Growing up, McDonald aspired to be an athlete, but his short stature didn’t lend itself to fulfilling his dream. “I did my first audition in my football uniform. My drama teacher grabbed me out of practice,” he said. This year marks Kadozuke Kollektif’s 10 anniversary. See Richard III, The Pleasures of Violence, at Zuke Studios, 1581 Dupont St.

Multiple award winner soprano saxophonistflautist Jane Bunnett says being named a finalist for the Ontario 2014 Premier’s Award for Excellence in the Arts feels like “a high-five” from her peers. The award, bestowed by Ontario’s Ministry of Tourism, Culture and Sport, recognizes extraordinary achievements of the province’s artists and arts organizations. “I’m really, really excited,” Bunnett, a Roncesvalles Village resident, told The Villager. “It makes you feel like continuing what you’re doing. I got nominated last year, but didn’t win. It’s not just for music, it’s a category for all genres.” Bunnett, who sat on the jury once several years ago, said the finalists’ talents were quite diverse. “It was really difficult (to choose a winner),” she recalled. “A lot of people are doing really interesting things.” The 2014 laureates will be announced at an awards ceremony at Roy Thomson Hall on Tuesday, Sept. 16. Bunnett won’t be able to attend the event because she’ll be on

tour in the U.S. with her new all-female Cuban sextet, Maqueque (pronounced Mah-Keh-Keh, meaning spirit of a little girl) promoting its acclaimed self-titled CD, released in Canada in June and in the U.S. next month. The tour culminates with a performance in Bunnett’s own neighbourhood at Hugh’s Room, Sept. 27. The CD has a Cuban sound, said Bunnett, with “lots of Jazz interjected into it.” It’s different than any record she’s ever produced before because of its allwomen sound.

She and her young band recorded their self-titled album last October in Cuba and in Toronto at various studios. “It’s unlike anything I’ve done before. It has a broader approach,” Bunnett said. “I think it’s inspiring a lot of young girls.” Bunnett fell in love with the music of Cuba on a trip there in 1982 and then began blending the Afro-Cuban rhythms with contemporary jazz sounds.

What are candidates saying about building a better Toronto?

A

recent study by the University of Toronto says our city has a “major infrastructure funding shortfall” when it comes to financial support from other levels of government and its own property taxpayers. We have said before that when it comes to projects such as transit expansion, roads and public housing, Toronto residents will get the city they are willing to pay for. So far, based on the fourth-place finish we received from the Economist Intelligence Unit’s Global Livability Survey this week, it seems Toronto residents have been getting an excellent return for their relatively low investment. That’s especially true since Toronto property taxes are, on average, lower than those paid by residents of other Ontario cities, according to the U of T report, Is Toronto Fiscally Healthy? our view The report by the Institute for Municipal Finance and Decide what Governance at U of T’s Munk School of Global Affairs also said we are willing Toronto does not have a problem when it comes to spending of taxto pay for payers’ dollars. “Toronto does not face a fiscal crisis by any means,” the report said. Toronto’s challenge is bringing in more money to pay for needed infrastructure improvements. In responding to the report, city manager Joe Pennachetti pointed out there is not a lot of room left for cost-cutting in the city, but “we don’t have all the revenues to ensure we can grow a city that we all want.” Most concerning is the estimated $860-million repair backlog faced by Toronto Community Housing, Canada’s biggest landlord. The operation of public housing is fully funded in every province except Ontario. Also, the city still must cover the operating costs of the TTC to the tune of $250 million, funding that used to come from the province. As campaigning becomes more intense in this fall’s municipal election, candidates will be cherry-picking bits of the U of T report as either justification for their past actions or as a call for change. Both arguments will have some merit. This campaign, listen to candidates who can speak about the challenges the city faces, what kind of city we want to build, what are we willing to pay for and who should be paying.

Time for the Toronto Zoo to make its own decisions as it marks 40th year

T

he Toronto Zoo turned 40 on Friday, and the best present Toronto could give it is independence. City councillors proved it didn’t have that by sending the zoo’s elephants to a sanctuary, over the objections of keepers and the zoo’s management board. By the time the “ladies” arrived in California last October, after a tug-ofwar lasting years, the U.S. Association of Zoos and Aquariums (AZA) had stripped the zoo of accreditation. Those elephants may be happier at the sanctuary; they’re certainly warmer, but the zoo’s prospects are damaged when it’s needed more than ever to breed endangered animals and protect them in the wild, and to teach people how to stop extinctions.

mike adler the city That’s work supported by both sides in the elephant battle, but one side, backed by most city councillors, made it harder for the zoo to reach its goals. Glenn De Baeremaeker, a councillor on the zoo board, says AZA is a “morally bankrupt” institution the zoo shouldn’t rejoin. That’s fine, until you consider animals the zoo has on loan to AZA zoos or is loaning from them, or conservation programs it works on with other AZA zoos. The longer it’s stuck with lower status, the harder dealing with AZA zoos gets, and it can’t get accredited until council agrees that, while the city owns the animals, the zoo decides

what’s done with them. Council also rejected the zoo’s proposal in 2012 to run itself through an independent body, as it did between 1974 and 1978. This time, the body would have “prominent corporate, community and business leaders,” and no council control. De Baeremaeker calls this “a fiasco,” but Gloria Lindsay Luby, a councillor and zoo board vice chairperson, hopes a report on zoo governance is heard next year by a different council that will “leave the zoo matters up to the zoo.” Lack of independence also hobbled the zoo’s fundraising. Its renewal plan in 2009 - $250 million over 10 years - was abandoned. Contrast that with the Art Gallery of Ontario’s Transformation AGO

funding drive; it met its $254-million goal five months early in 2008, then increased it to $276 million. This city stepped up for a place to house fine art. Why wouldn’t Torontonians do the same for the zoo, and the world’s animals? Our zoo is part of that mounting public infrastructure deficit mentioned in a University of Toronto report last week – only this isn’t chunks falling off the Gardiner Expressway, it’s a $15-million animal hospital the zoo needs but can’t afford; it’s work to save animals from human-caused extinction. It can’t happen unless the next city council unchains the zoo and trusts it to be on its own. Metroland Media Toronto reporter Mike Adler is on the city hall beat while David Nickle is on vacation.

Union Pearson Express trains arrive for testing in Toronto The first Union Pearson (UP) Express trains have arrived in Toronto for testing. Reaching a top speed of 145 kilometres per hour, Metrolinx says the new trains will be able to travel between Terminal One of Pearson International Airport to a new station located inside Union Station’s Skywalk in 25 minutes making two stops along the way at Weston and Bloor GO stations. Eighteen of the “clean diesel” trains have been ordered. The service launches next year. Express noise wall concerns wUP

While there is plenty of enthusiasm for UP’s debut, the service has also faced plenty of criticism. One contentious matter is a plan to erect 10 kilometres of concrete sound barriers, or “noise walls” which Metrolinx says is necessary to

rahul gupta TO in TRANSIT limit the noise and vibrations caused by future UP diesel train traffic traveling along the Georgetown South rail corridor. Opponents of the walls, including the Junction Triangle Rail Committee, say the walls are too high and will prevent future electrification of the corridor and Metrolinx failed to adequately consult with residents on the plan.. Construction of the walls, estimated to cost at least $20 million, was scheduled to start this week. planning contest awards wUrban

Key things to consider before purchasing your first home

Home ownership is part of the Canadian dream. Buying a home is a major financial decision and maintaining it requires a great deal of discipline. Home buyers should be prepared to make some tough choices every step of the way in the pursuit of a new home. Some of these choices include: • Condo, house or other: Before deciding to buy a detached or semi-detached house, a condo or other form of home, consider your lifestyle, current and anticipated needs, and your budget. It’s a good idea to create a prioritized list of features that you are looking for. Finding the right home involves balancing your “must-haves” with your “nice-to-haves”. • Fixed or variable mortgage: A fixed rate mortgage offers security and is guaranteed not to change for the term of the mortgage. A variable rate mortgage, on the other hand, offers possible long term interest savings, but with the risk of interest rate increases. The ‘right’ mortgage depends on your tolerance for risk, as well as your current goals and life stage. • More than, or less than, 20 per cent down payment: If you buy a home with anything less than 20 per cent down, you’ll have to buy high-ratio mortgage insurance. The lower your down payment,

Upgrade storage space for a quick and easy sell Space. The final frontier. A well-thoughtout storage plan can help you to make the right impression with prospective home buyers. Subtle yet effective approaches to storage work to clear the decks and present a clutter-free home. Before an open house, every room should demonstrate a clear function. That means you need to play up the function of a dining room by clearing away papers, laptops, homework and games. Creating functional storage makes that task possible. Try these storage tips to create more functional rooms for your next open house to create a more appealing home for potential buyers.

1. Open shelves in a kitchen are great for storage and don’t make the room look smaller. A simple racking system with functional storage boxes can do the trick. 2. The alcoves on either side of a fireplace chimney make ideal places for shelves. 3. Glass shelves work wonders in a bathroom and can even span a window. 4. Store children’s toys in large plastic boxes which can be displayed or hidden away. 5. Look for storage containers that slide under a bed, or decorative ones that complement your decor. Otherwise, tuck them away neatly in a closet. - News Canada

>>>from page 1 International graduate students from the university’s John H. Daniels Faculty of Architecture, Landscape and Design were tasked to create a development framework that builds on existing plans, initiatives and proposals associated with transportation, urban design, architecture, landscape and greenspace along the corridor. Their work has been turned into an exhibition, ‘Tapping the Potential of the West Toronto Rail Corridor,’ which opened at the Urbanspace Gallery, dedicated to exploring the design governance and culture of cities, Thursday, Aug. 14, and continues until Saturday, Sept. 20. “The students created a framework that capitalized on the existing framework of the West Toronto Railpath,” Soucy said. “It was wonderful to work with the students, who are from all over the world. They came up with some great ideas.” These ideas included the creation of a community centre that incorporated community-oriented rooftop and allotment gardens and urban farming, Soucy said. The West Toronto Rail

The students created a framework that capitalized on the existing framework of the West Toronto Railpath… It was wonderful to work with the students, who are from all over the world. They came up with some great ideas. – Gaston Soucy, urban designer

Corridor remains an under utilized land resource that boasts an opportunity to support neighbourhood intensification, he said. The corridor passes through the West Toronto Railpath connecting many west-end neighbourhoods, including the Junction and Liberty Village to the downtown core. Student Shaima Atef, a native of Egypt, who moved to Toronto only a year ago, said she was initially intimidated by the assignment. “I didn’t know much about Canada,” she admitted, though her teachers were “so helpful,” she added.

In part because she and her classmates are from seven different countries, the language barrier presented some challenges. Yet, Atef said it was interesting to share each other’s ideas and backgrounds. Atef and her classmate Karimah Gheddai decided to focus on the rail corridor between Lansdowne Avenue and King Street. As part of their vision, they decided to create a fictional ‘Toronto Rail Corridor Authority’ for the current empty lot in the middle of that portion of the corridor. The authority would provide community services. “It took a lot of effort and time,” said Atef of the project. “I’m so thrilled with the product. Condo would feature semi-automated parking stackers due to narrow site >>>from page 1 Baptist Church on Dundas Street West, west of High Park Avenue, Tuesday evening generally approved of the development, albeit with a few tweaks. “I like the project. It’s sensible. I like the mix of bachelor and one-bedroom units. I see a lot of glass. You might want to consider a bit less glass,” said one local resident. The application proposes

42 residential units (reduced from an initial 51) on the second through seventh floors with 286-square metres of retail space at 2978-2982 Dundas St. W. and 406-408 Pacific Ave. with 43 bicycle parking spaces and 24 parking spaces accessible off of Pacific Avenue. An additional three visitor parking spaces would be provided at grade. “We’re proposing semiautomated parking stack-

ers,” said architect Roland Rom Colthoff, because it’s a narrow site, about 50-feet wide, and there’s no room for underground parking. The building is proposed to step back from Dundas Street West and Pacific Avenue above the third and fifth storeys. It would step back from the rear laneway immediately north of the building above the fourth, fifth and sixth storeys.

The application seeks to amend the City of Toronto bylaw and zoning bylaw to permit a development of this size. Asked what she thought of the proposal, ParkdaleHigh Park Councillor Sarah Doucette agreed with her constituents that it’s too high. “It’s much higher than what we want in our community,” she said. “We’d like it lower. Give it a bit of a haircut off

the top.” City planner Paul Johnson said the city has “some concern” with the height and how it relates to the existing neighbourhood. Long-time McMurray Avenue resident Rob Playter said he liked the more modern look of the glass. “You can’t stay in the past forever. You have to have some change,” he said. However, resident Tina

Leslie asked if the building could be altered to look more like existing Junction businesses. She cited the new Starbucks at the southeast corner of Dundas Street West and Quebec Avenue as an example of a building that blends in and respects the shape of the neighbourhood.

Make e-cigarettes part of public smoking ban: Board of Health MIKE ADLER madler@insidetoronto.com Holding an e-cigarette, Rachel Steen asked Toronto’s Board of Health to reject “fear-mongering about a product she said keeps her from smoking. “Don’t take my life away. I need access, Steen said at city hall Monday, Aug. 18, before the board decided to call on the province to add electronic cigarettes to its public smoking bans across Ontario. “If I don’t have this, I will smoke. Later, Steen said the quit-or-die message doesn’t work for many smokers, and e-cigarettes let people keep their nicotine habit without killing them. Toronto’s medical officer of health, however, said the full health effects of e-cigarettes – a battery-operated and still-evolving “nicotine-delivery system – are

unknown. “This is a remarkably unregulated product that can be bought by children, Dr. David McKeown told the board. Vaping, as the vapour-producing use of e-cigarettes is called, doesn’t come under provincial laws on smoking, and “could run the risk of re-normalizing smoking behaviour, particularly with youth, he said. McKeown said fruit and candy flavours sold for e-cigarettes appeal to youth, adding though the device is praised as an anti-smoking aid, it’s not approved as one by Health Canada. Monday’s unanimous endorsement of having the province prohibit e-cigarette use wherever smoking is prohibited, ban sales to minors and remove e-cigarette displays in stores will lead to a follow-up report in February. If the province doesn’t act by then, the city should, McKeown said. Steven Moreau, CEO and cofounder of e-cigarette maker e-Stream Canada, said treating his product the same as cigarettes is like comparing Pepsi to Labatt Blue. Founded in 2011, the Ontariobased company has dozens of locations and more than 100 employees in two provinces, said Moreau,

about half its patients are smokers, CAMH included e-cigarette use in its smoking ban. McKeown said none of the measures the board supported – including having the federal government regulate maximum nicotine dosages in e-cigarettes and have them sold in child-proof bottles – will stop their use by people who want to stop smoking. who wouldn’t tell the board what e-Stream’s annual sales or revenues are. He did say e-Stream had “witnessed thousands of smokers switching to e-cigarettes, and others quitting the use of both. “I can’t legally say this is a smoking cessation device, but people are using it for that, said Moreau, who said his firm tries to sell only to smokers and never to minors. Steen, who was vaping an apple pie flavour briefly in the committee room and then outside, said if such flavouring was banned, she’d go back to smoking, “because what’s the point? Lilian Riad-Allen of the Centre for Addiction and Mental Health told the board vaping can be a trigger to resume smoking, and since

Parkdale-High Park Councillor Gord Perks said he believes in the principle of harm reduction when it comes to addictive substances, but the e-cigarette industry “doesn’t want to play by the rules. E-cigarettes are either a consumer product, like coffee, or they’re a drug, and the industry wants them classified as neither, said Perks, arguing the restrictions backed by the board are reasonable but don’t go far enough.
