Davenport Diamond EA delayed Transit agency says it’s taking into consideration resident feedback during consultation process LISA RAINFORD lrainford@insidetoronto.com The Environmental Assessment (EA) for a proposed rail bridge eliminating Metrolinx’s Davenport Diamond has been pushed back – officially – to November, the provincial transit agency announced. The announcement on Aug. 21 comes just weeks after Ontario’s Minister of Transportation Steven Del Duca attended a transit town hall meeting, hosted by Davenport MPP Cristina Martins, in late July. Metrolinx is planning to remove the Davenport rail crossing and is proposing to build an estimated 8.5 metre high bridge over it, so that CP freight trains won’t interfere with GO trains on the Barrie corridor. The

bridge would be built from Bloor Street West in the south to just north of Davenport Road. Metrolinx announced that the EA for the Davenport Diamond Project will begin in late November. “My understanding is that Metrolinx has pushed the EA back due to the fantastic recommendations and feedback from our community that spans from the Residents’ Reference Panel to the present-day, which would include the Transit Town Hall,” Celso Pereira, Martins’ senior constituency assistant said. “Since the onset of the project’s announcement, our office has been compiling the feedback and concerns from our community and delivering this information

to Metrolinx and the Ministry of Transportation. Metrolinx says it will review all recommendations put forward by local residents. In the months leading up to the

EA’s commencement, Metrolinx will be working to complete its technical analysis and due diligence on all of its studies. The EA was expected to begin in early September.

Resident worried condos coming to Galleria Mall Numbered company purchases site after years on the market; councillor encourages public consultation on new use LISA RAINFORD lrainford@insidetoronto.com When Erella Ganon learned that the Galleria Shopping Centre had been sold – which she believes was likely to a condo developer – she took to the Dufferin Grove listserv she moderates to share her thoughts with the more than 975 subscribers. “Really, how many condo towers can our neighbourhood assimilate and handle? What is the neighbourhood going to get out of it?” she asked. “The problem with these condo towers is that any green space they put in are for the people that buy the condos, unless we have a city councillor or planners that encourage them to put something in for the neighbourhood.” The Galleria Mall, at Dupont and Dufferin streets, is in an area devoid of much greenery. “Our area could use some more green space. We are in a deficit of park space in this neighbourhood,” Ganon said. “I don’t want to live in a

city of condo buildings and nothing else.” Property manager Cristina Jackson confirmed the mall has been sold to a numbered company. “What they’re going to do with it, I don’t know. They haven’t told me,” she said. “It’s likely they’ll build in the future.” Ganon expressed her frustration after learning of the mall’s sale in a Toronto daily web log. “If it’s going to affect the community, our city councillor should be

sending out the information,” she said. The Galleria Mall, while some might say is in desperate need of an overhaul, is still of value to the neighbourhood, Ganon said, pointing out its amenities, including a grocery store. “If it becomes a condo, it’ll be owned by a developer,” she said. While she was aware the Galleria Mall had been for sale for several years – long before she was elected, Davenport Councillor Ana Bailão

admitted that like many people she only recently found out it was sold. “All kinds of people have been trying to buy it,” she told The Villager. However, it wasn’t until this month that the property manager confirmed it sold. In 2004, the property underwent a rezoning. City council granted its approval for a proposed mixed use commercial-residential development comprised of 1,600 residential units contained in buildings between six and 19 storeys high as well as 20, three-and-a-half storey stacked townhouses. “I haven’t been able to meet with the buyer yet. I’m reaching out to them,” Bailão said. The councillor said she will be advising the new owners to meet with the community. If the developer wants to make any zoning changes to the approved plan, community consultation is required.

St. Joe’s to get $2.1M over two years for upgrades LISA RAINFORD lrainford@insidetoronto.com St. Joseph’s Health Centre’s CEO Elizabeth Buller said she is “thrilled” that the west end hospital will receive $2.1 million over the next two years for infrastructure upgrades. Through its Health Infrastructure Renewal Fund (HIRF), the Ontario Government announced last week the investElizabeth Buller ment of $2,181,758 that will enable St. Joe’s to make such critical improvements as roof replacements, new windows, upgraded heating, ventilation and air conditioning systems and upgraded fire alarm systems, work that’s necessary under the Ontario Building Code and Ontario Fire Code. While the health centre applies for the funding, Buller said she didn’t know just how much the government was going to invest and that the announcement came earlier than expected. “It’s more than we might have expected,” Buller told The Villager. The money is specifically dedicated to making infrastructure improvements. The funding is key to keeping the century-old building in tip top shape while ensuring its safety to patients and visitors. The hospital serves the west side of Toronto’s 500,000 residents, Buller said. “We’ve spent the past two-anda-half to three years engaging the community. We value community input,” the CEO said. “We really value our role in the community.”

The case never closes on children who go missing T

hirty years ago this summer, Toronto lost its innocence when an eight-year-old girl named Nicole was abducted from her Etobicoke apartment building. Children didn’t walk to school alone anymore. Parents looked to strangers with suspicion and filled their kids’ heads with dire consequences if they dared roam carefree. The first Nicole’s Run took place last week to mark the anniversary of Nicole Morin’s long-unsolved missing child case. Though a tragic story itself, the event focused on the positive, offering an opportunity to fundraise for the Canadian Centre for Child Protection (CCCP) and a chance to keep Nicole’s case – and those of other missing children – top of mind in the hopes of generating new leads. After 30 years, police insist hope still exists for answers. Shaun our view Narine, superintendent of Toronto Police 22 Division, told Metroland Toronto: “As with any missBe proactive Media ing child, you never stop looking.” The case remains open and in protecting police have been working nonyour child stop since, trying to find some evidence that would help them solve the mystery. Tips are always welcome, no matter how seemingly insignificant or – perhaps by now, after all these years – fuzzy on detail they may be. Nicole’s Run also serves as a reminder that children shouldn’t be afraid, but instead should be taught to be vigilant about their own safety. Society is a much different place, it’s true, but as long as children and parents are educated, innocence need not be sacrificed. CCCP’s website www.missingkids.ca offers tips on child safety and points out that the traditional advice “don’t talk to strangers” is outdated and ineffective in reducing a child’s risk of abduction and victimization. It’s only in the rarest cases that children are abducted by strangers, and more often, child abductions are committed by people who are known to the child. Visit the site to learn more, including how to protect your child against offenders lurking on the internet. Teaching your children these safety tips in a fun way can make the difference between a child who fears the world, and one who stands confidently before it. Practice “what-if” scenarios and get your child’s friends involved. In honour of Nicole, her family and those families that continue to grieve the loss of their missing children, be proactive in protecting yours.

Reflecting on big strong jets at Billy Bishop Airport and its impact on city

A

fter having flown Porter Airlines for the first time this past weekend, there’s no doubt in my mind: Robert Deluce’s little airline flying out of the Billy Bishop Airport would benefit from a jet-sized runway. My trip to Boston and back ran late on both ends: going out, because the little turboprop Dash 8 that I was to leave on was laid up with mechanical problems at another airport, and Porter couldn’t wrangle another aircraft in time. And then I bumped again – voluntarily, having missed my connection – because the plane needed to shed some passengers for the wet runway. Weather made for another delay on the way back. Big strong jets in Porter’s fleet would be a benefit – at least a benefit to travellers like me, trying desperately

david nickle the city to keep their blood pressure in check as they miss connections and arrive home past bedtime. The question of what benefits – or more to the point impacts – jet aircraft will have on the city and its waterfront remain open. In 2014, Toronto council decided to keep those questions open, resisting pressure from Porter and PortsToronto (the new name for the Toronto Port Authority) to give a preliminary OK to start work on extending runways and removing the ban on jet aircraft. Council sent the supplicants back to the drawing board, asking for clarity on some details and demanding information in new areas before

continuing the conversation any further. The conversation will be coming up again this year and next – and is getting ready to start, as a pair of reports from Waterfront Toronto and PortsToronto offer a checklist of measures to apply to public consultation, public health and the environmental assessment of the jet aircraft option. It is quite a list – a litany really, which points to the flaws in the fast-and-loose process so far. It will be very interesting to see what council makes of the plan when it finally comes forward later this year. When that happens, it will more than likely come forward without the guidance of our mayor, who has a conflict of interest on the matter owing to his son’s employment at the airport. That will leave

a similarly-constituted council enjoying a similar level of autonomy to their predecessors in 2014, when former mayor Rob Ford was effectively out of the debate for different reasons. Assuming the proponents of the expansion take the time to get their ducks in a row, things could very easily tilt the other way. But late on Sunday night, riding the brand-new people mover back from the island through that justopened pedestrian tunnel, I couldn’t help but think that another solution to the Porter dilemma is much simpler, at least on a personal level: next time I fly to Boston, take a TTC bus to Pearson. There are plenty of jets to choose from there. David Nickle is The Villager’s city hall reporter. His column appears Thursdays. Reach him on Twitter: @DavidNickle

‘Iconic’ building will be focal point of new development >>>from page 1 that the project has been granted final approval and construction is just about to start. “We’ve been working with Councillor Bailão and the community and businesses for the past seven years to revitalize the site,” Fancello said. “All the approvals are in.” The eight-acre parcel on the south end of the Junction Triangle is nestled between two rail corridors, situated between two subway stations and close to the Union Pearson Express and GO Transit. Castlepoint Numa was attracted to the site for its centralized location. “We like that it’s part of a neighbourhood. There’s a lot of opportunity to transform the site into mixed-use,” Fancello said. Once completed, the project will bring as many as 2,500 jobs to the neighbourhood, provide a home for 1,000 new residents while creating several community improvements, such as a new day-care facility, a new park and green open spaces as well as affordable housing. The site will boast 564,000 square feet of mixed-use space and 540,000 square feet of residential space. As part of the development, Castlepoint Numa will be creating a new entry point to the West Toronto Railpath as well. “The iconic focal point for the entire site will be the heritage Auto Building,” Fancello said. As per the community’s wishes, the Auto Building will remain the tallest, most prominent building on the site at 10 storeys and 60 metres in height, she said. The Museum of Contemporary Canadian Art (MOCCA) is relocating from Queen Street West to take up residency in the auto building as the anchor tenant. MOCCA will be moving its operations to 158 Sterling Rd. where it will occupy the first two and a half floors of the Auto Building, which is being restored. Work is expected to start next month, Fancello said. Residents made it clear from the start that they wanted not just a place for living, but wanted a true, mixed-use development. Bailão has been instrumental in ensuring this, Fancello pointed out.

Developer Castlepoint Numa will begin construction on an eightacre site in the south end of the Junction Triangle. The project is a mixed-use development which will see the restoration of the heritage Auto Building (above) at 158 Sterling Rd. Below is an artist’s rendering of what the development will look like.

“This is the result of a lot of hard work by all involved, from the stakeholders, Nestlé (Canada), the residents’ associations, the developer and city staff, who understood the needs of the community,” Bailão told The Villager, citing day care, jobs, and parks as well as affordable housing. “Like most parts of the city, our area is getting more and more expensive.” Castlepoint Numa is breathing new life into the neighbourhood while preserving its history and heritage, Bailão said. “I think it’s a really exciting time for our community,” she said.

>>>from page 1 just before 1 p.m., according to Toronto Fire Services Capt. Mike Strapko. As emergency crews arrived on scene, smoke and flames were visible from the roof. Forty-five firefighters and 12 trucks were required to extinguish the blaze, which started in the roof. Fire crews rescued a man trying to douse the flames with a garden house, Strapko said. The estimated cost of the damage is $30,000. The home’s owners, Mr. and Mrs. Wong, were able to escape without injuries, however, their house sustained significant damage to the roof and second floor bedroom, where they slept, according to Irmina Ayuyao, a neighbour who lives three houses down from the couple. “I knew nothing about their lives until this happened,” said Ayuyao, who has lived in the neighbourhood for 11 years. With help from a neighbour who can speak Cantonese, Ayuyao learned that Mrs. Wong lost her job eight

months ago. She and her husband, who both worked long hours, had saved up to purchase their modest “run-down house” and moved into the area a decade ago, Ayuyao said. Because of the language barrier, the Wongs had difficulty understanding and paying their home insurance. community support Making matters more difficult, the Wongs have no family in Toronto. This is why the community decided to pool its resources to help its neighbours. Through the crowdfunding campaign, Ayuyao’s goal is to raise more than $1,000. As of Wednesday, Aug. 26, the campaign had collected $755. living in home Even though their house was damaged in the fire and they are without electricity at the moment, the Wongs are staying home, sleeping in their living room, Ayuyao said.

Through the crowdfunding campaign, she would like to help Mrs. Wong find another job. Because of her very limited English, Mrs. Wong says she can clean offices and houses, although other employment suggestions or leads would be helpful. They are in need of a new bed, including mattress, pillows, blanket, comforter and bedsheets because their bedroom suffered water damage. Ayuyao is seeking someone to help fix their drywall, someone who would be willing to do so as a donation or at cost of labour and materials and meals and/or grocery store gift cards that don’t require cooking because of their lack of electricity – until an electrician can ensure the wiring is safe before contacting Toronto Hydro to turn the electricity back on. Any additional funds would help towards any other unexpected costs that will likely arise, she said.

TTC marks 30 billion transit trips A major milestone was celebrated when it was announced this week the TTC has passed 30 billion transit trips. Long-time rider Grant Scott was chosen as the stand-in customer for the trip which was likely to have been made earlier in the month according to the TTC. Despite near-annual raises to fares, the TTC has seen steady increases in ridership for 11 straight years and will likely set another record for total trips taken in 2015. The 30 billion figure represents the number of trips taken dating back to the TTC’s inception in 1921. ZONES COMING TO THE TTC? wTRAVEL

Integration of the electronic fare system Presto with the TTC won’t be completed until the end of next year, but a prominent transit advocacy group is concerned how it could affect suburban riders. Unlike the TTC’s current

rahul gupta TO in TRANSIT single-zone system, Presto users on services like GO Transit are charged higher fares based on the distance travelled. That has TTCriders worried the TTC, which relies on fares for 70 per cent of its revenue, might be enticed to establish multiple travel zones, which could disproportionately impact Scarborough, Etobicoke and North York residents who must travel further on average to get to other areas of the city. The group also notes frequent suburban transit users are more likely to have no other transportation options and would have no choice but to accept a new fare policy. more trips coming to kitchener line wgo

GO will boost off-peak rail trips on the Kitchener Line as of early September, the regional transit agency has

promised. The move will mean 14 additional trips during the midday from Monday to Friday between Union Station and Mount Pleasant GO Station in Brampton. GO will also increase bus trips between the two destinations. THE SOUNDS OF TRANSIT wDOWNLOAD

Want the sounds of the TTC on your smartphone? You can now download ringtones imitating the transit commission’s most iconic alerts. A Reddit user posted notice of the ringtones, which were reproduced from scratch and include the three-note opening and closing door chimes heard on subway trains. You can download individual tracks or the entire TTC Tribute Ringtones album via the music- publishing site Bandcamp.com Rahul Gupta is The Villager’s transit reporter. His column appears Thursday. Many seniors today enjoy the ability to live comfortably in their homes. With the right supports and assistance, such as the care provided through the Toronto Central Community Care Access Centre (CCAC), the elderly are able remain at home for as long as possible. While living at home is the desire of many seniors, doing so often comes with challenges. Healthrelated limitations as well as the very real possibility of injury have consequences for those who are of an advanced age. Fortunately, there are some simple things that can be done to decrease the possibility of injury or difficulty at home. 1. Good Lighting As we age, our eyesight often becomes compromised. Medical issues such as glaucoma and cataracts make it difficult to see as clearly as we once did. Seniors often have difficulty seeing in dim light, so make sure that your elderly loved one has adequately bright lighting in their homes. In doing so, you will decrease the likelihood of an unexpected fall or stumble. 2. Non-Slip Flooring While hardwood floors may look nice, they are a frequent cause of slips and falls by older people. As well, tiled or floors that are covered with throw rugs can also pose a safety hazard. To decrease the possibility of falls, make sure to install carpet or nonslip flooring. Also, consider the use of treads on stairs or

high-traffic areas. 3. Caregiver Support Having someone look out for the elderly is a surefire way of assuring that they remain safe. If you know of a neighbour, family member, or friend who is in need of assistance, offer to lend a hand. This may include helping with chores around the home that may be difficult or potentially unsafe for an older person. 4. Medication Management Many seniors have various medications that need to be taken on a daily basis, which can lead to error. Taking the wrong medications or forgetting whether the correct dosage has been taken is a very real possibility for the elderly. Keep your loved ones safe by the simple use of pill boxes or similar supports. Also consid-

er a simple checklist or tracking system that can be filled out daily. 5. Assistive Devices Seniors are often in need of assistive devices in order to be mobile within their homes, as well as outside. Wheelchairs, walkers, the use of medic-alerttype tools and similar items can make a considerable difference in the lives of those who need them. The Toronto Central Community Care Access Centre works with a variety of companies that supply these types of items to seniors in need. Contact the CCAC for details. For more information about supports for seniors, contact the Toronto Central Community Care Access Centre (CCAC) at (416) 506-9888 or visit www.healthcareathome.ca
