In honour of the one-year anniversary commemorating the first plane of Syrian refugees arriving in Canada, the Torontobased choir of 26 kids are slated to perform in Ottawa Thursday, Dec. 8. The event is organized by the MP for Parkdale-High Park Arif Virani and Prime Minister Justin Trudeau and other parliamentarians are invited to the event "We talked to the parents and we were excited to help promote the cause because it's very near and dear to our hearts," said Fei Tang, the founder of the Nai Syrian Children's Choir. "A lot of the parents want to express their attitude toward Canadians at such a big occasion in its self means a lot to the Syr-

settlement agency on Dundas Street West that's accepted more than 2,000 Syrian Refugees since
last December. With the help of the community and local volunteers, Culture Link has provided programming to assist Syrian refugees settle and integrate effectively in Canadian Society. The choir, which was founded in April by Culture Link staff and volunteers, provides refugee children to express their feelings through song. Children ages six to 12 receive free weekly music education with professional music teachers while their parents practice conversational English with ESL educators. The choir plans to sing three songs in English, French and Arabic at the ceremony, including their signature song "Singing for Peace." They will also debut two new songs "One song One Light" and "Give Us Our Childhood." "It's a very profoundly touching song," said Tang, regarding Give Us Our Childhood. "If you just look at the lyrics you will feel so moved. I think that's the biggest tear-jerker."
The children in choir have been practicing once a week since February of last year. When they arrived, said Tang, none of them spoke a word of English. "None at all, but now they can speak and sing and communicate pretty well with us. They learned English faster by singing," Tang explained. "They can also sing in French and can sing the national anthem in both languages. They're also much more comfortable speaking (in English) now." The children and Tang head for Ottawa on Wednesday, Dec. 7 and they couldn't be more excited said Tang, to sing for Prime Minister Justin Trudeau. " I hope this performance will not only express our choir children and families' gratitude toward Canadians, but also send a strong message internationally that the magic of music and the power of love can heal wounds, unite people and bring peace to the world," Tang said.

Toronto Council mustn’t be timid when it comes to highway tolls

ext week, Toronto Council will gather to talk about the prospect of tolling two highways: the Don Valley Parkway and the Gardiner Expressway. It wasn’t so very long ago that politically at least, such conversation would have been unthinkable. Ontario’s only experiment with a toll road, the privatized Highway 407, has not been the best proof-ofconcept for commuters and taxpayers - and that was a road that was purpose-built in parallel to the existing toll-free Highway 401. The idea of putting tolls on roads already built, without easy free alternatives, has been political poison for more than a decade in this town. Now, road tolls on the DVP and the Gardiner are more pill than poison, and even John Tory, who once ran for mayor opposing them, seems to understand that. He’s thrown the weight of his office behind the idea, along with a couple of other revenue sources - a hotel tax, and the closing of a tax exemption for vacant businesses - and it’s unlikely that Toronto Council will turn him down next week. Of course, voting in favour of tolls will be easier for some councillors than others. Those who represent wards along the two highways will get pushback from their residents. Indeed, Tory’s own deputy mayor Denzil Minnan-Wong’s ward 34 (Don Valley East) straddles the Don Valley Parkway and at the Executive Committee he was concerned that his constituents would wind up being disproportionately gouged with tolls. His solution was to look into providing a cap on tolls for Toronto residents. There will likely be other solutions designed to mitigate the impact of the new fee on constituents by the time this gets to Council and we would urge councillors to look at any such measures with caution. That’s because by any estimation, as ambitious as it might seem to raise money for transit and transportation through road tolls, road tolls alone are not enough. Mayor Tory selected his three revenue measures from a list of nine put forward by city staff. Those include alcohol and sales tax, an income tax, changes in residential property tax rates, a parking tax and the reintroduction of the vehicle registration tax, at double the rate that it had when briefly in place. At some point, council will have to revisit some or all of these measures, after having taken this first step of tolling roads. Knowing that, it would behoove councillors not to stumble out the gate.

Continuing our rooming house standoff in the suburbs The electrified third rail of municipal politics isn’t road tolls, after all. No, in what used to be Toronto’s suburbs, it’s rooming houses. Homeowners in Scarborough, North York and north Etobicoke can’t abide them. A generation after amalgamation they are illegal, a threat to property values, blamed for nearly everything dragging a neighbourhood down. Yet, those parts of the city - in five selected areas across the north end - are where city staff want to introduce some form of legal, licensed rooming houses before the next city election in 2018. Here’s a prediction on the number of rooming houses licensed north of Highway 401 by then: none. It’s easy for suburban

Four are near campuses (Humber College North, Seneca’s Newnham, York University’s Downsview, University of Toronto Scarborough) enrolling more students than they can house; the fifth, is across northwest Scarborough, in aging neighbourhoods conveniently close to Markham. It’s said many rooming house tenants don’t know their housing is illegal, but let’s assume many do. They are usually newcomers to Canada, or young adults, or both. They learn they need to break the rules, to dump their garbage somewhere else, to furtively move their cars around, and to expect no protection from the city they live in. Some rooming houses need to be shut down, but
shutting them all before licensing begins is impossible. In old Toronto, licensing at least provides rules and inspections that can keep people safe. Mel Lastman - once mayor of a North York where three persons unrelated by blood or marriage couldn’t legally live together - used to say legal basement apartments would lead to disaster in his former suburban city. The province made second suites legal in Toronto - all of amalgamated Toronto - in 1995, and the disaster has yet to arrive. New landlord bylaw will go to Toronto Council in December
DAvID NICkLe dnickle@insidetoronto.com Apartment building owners will have to pay an annual fee of $8 per unit and submit to a tougher regulatory regime if Toronto Council goes along with a recommendation from the city's Licensing and Standards Committee. The committee voted Nov. 30 to approve a plan
presented by city staff that would see a new regulatory bylaw for apartment buildings. It would require landlords of buildings with more than four units pay a fee and submit to regular inspections. The bylaw would also require minimum standards of maintenance and cleanliness, which would include regular pest management and waste management, and have a capi-
tal plan to maintain state of good repair. The bylaw is an alternative to a landlord licensing plan put forward by tenant advocates. City staff determined that was too costly and wouldn't deliver any further benefits. The plan drew fire from the Greater Toronto Apartment Association, who have been presenting the $8 fee as a cost that could be passed on to ten-
ants. But city legal staff said that the fee in and of itself would be too small to trigger an above-guideline rent increase. On the committee, York West Councillor Giorgio Mammoliti nonetheless continued to characterize the fee as a tax that would make "it impossible to be a tenant without facing increases .... We are taxing, fee-ing, recommend-
ing more increases and at the end of the day there really is nothing stopping landlords from asking tenants to pay for these kinds of fees." Mammoliti suggested that the city should leave regulating landlords to the provincial government, noting that the city would need to hire six inspectors to manage the program. St. Paul's Councillor Josh Matlow disagreed.
"Landlords have a responsibility to take care of people's homes," he said. "Anyone who disparages this as a tax ... it is simply untrue. This is effective, it's efficient, it saves money and it puts the onus on landlords to be our partners, to support the people they should be supporting every day." The bylaw will go to Toronto Council at its December meeting.

Earlscourt and Spadina Road, would create the area's only continuous walking and cycling connection linking Liberty Village with Davenport and even further north. "Where that bridge would be is actually the starting point of the Green Line," explained group spokesperson Matt Park in mid-November. "What that does is create a pedestrian path that could take you, with the extension of the West Toronto rail path, from Liberty Village all the way up to Davenport Road into Earlscourt and through that to St. Clair (Avenue West), and then also join up with the Green Line and act as a catalyst to get you into the Annex." The connection could particularly prove a boon to small businesses on Corso Italia linking that neighbourhood with the south as well as adding more green space for Davenport – crucial, said Park, with more and more young families moving into the neighbourhood. The bridge could also provide safe access into Earlscourt since it would be elevated, and prevent the need for young chil-
dren to have to pass the heavy-traffic Davenport Road. And Park believes completing the project would provide an incentive for getting unfunded sections of the Green Line completed. “At that point we would have a tangible community benefit which could be really special,” said Park, who is also president of the Davenport Community Village Association.
two-year-old proposal The two-year-old proposal was most prominently raised by Park and others during a resident advisory panel for Metrolinx's contentious Davenport rail bridge plan to create an overpass for GO Transit rail trains servicing the Barrie line. Creating a pedestrian and cycling bridge into Earlscourt was one of 89 recommendations made by the 35-member panel last year. Since then, Park says both Davenport city councillors have endorsed the idea, and a petition with thousands of resident signatures was recently introduced by Davenport MPP Cristina Martins in the Ontario Legislature. The plan is also supported by local MP Julie Dzerowicz.
Conversations have also been held with Metrolinx over the plan, with planning staff even sketching out some preliminary design renderings of a potential pedestrian bridge. But while there is internal support for the plan, Metrolinx spokesperson Vanessa Bourassa said the agency does not yet have jurisdiction to build into the park, which is owned by the city. "We continue to meet with city staff and remain open to discussing the connection," said Bourassa. In November, Toronto council approved Davenport city councillor Ana Bailao's motion seeking clarity on issues pertaining to the Davenport rail overpass, which Metrolinx plans to build between Bloor Street West and Davenport Road. Building an elevated pedestrian bridge linking to Earlscourt is one of the eight unanswered questions Bailao's motion calls for Metrolinx to address in regard to the overpass. In a recent interview, Bailao said Metrolinx urgently needs to mend fences with Davenport residents upset about the overpass plans and create a project with substantial community benefits.

With 2016 seeing the highest rise in pedestrian fatalities in Toronto since 2002, the Toronto Police Service is looking to spread the word about road safety. Thus far this year, 41 pedestrians have been killed in traffic collisions, 27 of them seniors. Roughly 60 per cent of all traffic fatalities in the city are pedestrians struck by moving vehicles each year. The Toronto Police Ser-

The preliminary findings from the West Queen West Heritage Conservation Study, which began this summer, were revealed to the community Tuesday night at the Theatre Centre, 1115 Queen St W, by the city and FGMD Architects. The results of the study showed parts of the Queen Street strip, being the district from Bathurst Street to Roncesvalles Avenue, would benefit from the status, while other parts would not. The community strongly disagreed, but it didn't surprise Cook. "We've been involved with the working groups a lot and there's been a lot of push to get that particular stretch (Shaw to Dufferin) designated. We have to review it again with the
city," Cook explained. "We'd have to look at whether or not a one sided designation would protect what they're concerned about, which is the development of the south side of the street. I think there are other tools that would be more effective to give them the protection they want." With nearly 80 people in attendance, many thought it was a gross oversight to not recommend the heritage status in the area of Shaw to Dufferin which also touches on Ossington Ave, an area experiencing immense pressure from developers. While city staff acknowledged their concern, they stressed to the crowd that the heritage status' purpose is to manage development, not stop it. Local resident Randy Kerr understands it can't freeze Queen Street in time, but he fears it will begin to mirror the "vertical sprawl" that's swallowed up King Street. "It has to be preserved carefully. There's room for development, but it's the gaps you have to worry about," said Kerr. "If you allow developments in pockets, you lose the heritage and you don't have the streetscape and
you don't have the same feel. Then it's easy for the developer to argue that are some similar development here and there ... that's the argument we've been hearing for the last 20 years." The study came to its conclusion, said Cook, by looking at the strip's character from east to west, the consistencies of building materials, building height, facades and overall streetscape. "What's important to note is the strip changes quite a bit from east to west, its character changes, its uses and functions change, the sidewalks and how you use the street also change," Cook told the Villager. The community's feedback will be reviewed and drafted into a report to be presented to the Toronto Preservation Board, which will decide the strip's heritage conservation district status next year. "There will be a whole zoning bylaw created just for West Queen West, that's the end result of all this work. The heritage part is just one piece of it," said councillor Gord Perks. "This is a consultation process. This is the consultant's first thoughts. It's not set in stone."

Dozens of houses got finishing touches at Toronto City Hall over the weekend with nary a building permit needed. Habitat for Humanity GTA hosted its 14th annual Gingerbread Build in City Hall on Saturday, Dec. 3 and Sunday, Dec. 4, with families decorating more than 150 houses in exchange for a donation to the charitable organization, which helps build houses for low-income and at-risk families throughout the GTA. With sponsors providing tea, pizza and prizes, the build typically brings in some $30,000 per year. More than 400 people usually take part in the event, with many making the build a yearly family holiday tradition. "This is probably our fifth or sixth year," said Kate Millar, who was decorating a gingerbread house with husband Richard and daughters Ethne and Gigi. "It's very well-organized and a lot of fun. And it's for a really good cause." While Habitat for Humanity provides kits with icing and candy, some longtime participants such as the Millars go the extra mile, bringing their own special touches to make their house a one-of-a-kind creation. "We have so much fun and now we bring our own

"We usually have about 700 people come out, and of those 400 or 500 do the dip," said Habitat for Humanity spokesperson Dvorah Silverman. "There's plenty of room for more people to join in."
